Correct. Unlike in other cities where all they do is praise their own just because buildings and malls are sprouting faster as their ballooned egos;making these as indicators of progress when in reality,a mere check at their government hospitals,several of their brethren couldnt even pay to buy a week supply of antibiotics.

We were in Tacloban City over the weekend to conduct an orientation seminar for would-be ham operators. The lead group in Tacloban is ACCESS 5 headed by Director Nathan Eamiguel of the Civil Service Commission. Right away my companions noticed that the local ham club turned out in droves and we were ushered into a waiting car and driven complete with motorbike escorts to our hotel, the MacArthur Park Hotel in Palo Leyte.

At the reception counter, we were briefed about the accommodations and were again ushered into our rooms. At 6:30 p.m., we were fetched and given a welcome dinner at the Ocho Restaurant – the best seafood restaurant in Tacloban City. We retired fully satiated to our rooms after having been driven back to the hotel.

The following morning, we were again fetched from the hotel and driven to the seminar site. One of the members is the Supply Officer of the Sangguniang Panglungsod and he arranged for the venue of the orientation – the Tacloban City Session Hall. We couldn’t help but notice the poster of Councilwoman Kring Kring Gonzales – Romualdez, but that is another story.

After the day’s activity, we were brought to a seaside watering hole for some after-seminar discussions and refreshments. We got ourselves so engrossed in the pulutan, drinks and light banter before we realized it was already past bedtime. Our hosts grudgingly acquiesced to our requests to driven back to the hotel and we soon found ourselves happily resting.

The next day was our return back to Manila. We prepared to check out from the hotel by paying all the bills. Before we left, the officers of ACCESS 5 came and gave us boxes of muron and binagol – as send-off gifts. We were again provided transport with all officers sending us off at the airport.

I detailed the experience we had in Tacloban City because recently the city was classified as a Highly Urbanized City and there were many questions whether it befits the actual conditions.

It may be true that Tacloban City has no skyscrapers nor a big trade zone such as a Freeport or an export processing zone, but its level of growth –which is a physical indicia of development – is complemented by the subtle sophistication of an urban population anchored on well-proven virtues of community and belongingness. I might be biased being a waray myself, but I am not from Tacloban but from Calbayog City which is in Samar.

Urbanization has long been associated with the dehumanization of society. In a highly urbanized area, it is the norm that people living in the same street or even in the same building, do not know or for that matter, do not about each other. I can give you an example, I live in Paranaque where I do not even know the given names of the people living in my street. Not that I am anti-social, but my neighbors are so busy with work, playing the rat race, and so on; that the basic social networks such as neighborhood associations are neglected.

In Tacloban City, being a resident means that you know who your neighbors are, you know who you public officials are, and you extend service to the community not as a publicity stunt or gimmick, but because you consider it your civic duty.

Most importantly, people from Tacloban cherish their reputations as being super friendly guys. They are serious about being hospitable. I mean, we could not even evade our hosts, not that we wanted to lose them. From the time we landed to the time we departed they saw to it that we encountered the best they can offer. Of course, compared to the amenities in a five-star hotel, the place we stayed was below standard but never mind those things. What is important is that you feel good and had a pleasant experience. And you depart on a bright and happy note.

To those who do not understand why Tacloban City should be rated a highly urbanized city, I suggest you give it a go. Visit the place and enjoy. Relax, you are in good hands.

2009 Palarong Pambansa in Leyte promises high tech, higher level of competition

TACLOBAN CITY — The Palarong Pambansa, the country’s biggest sports event which opens on April 27 to May 2, promises a higher level of competition and the full use of technology in delivering real time games results to the spectators.

The Department of Education said that whatever is the latest in the international standards of sports events, it will be applied in the Palaro in Leyte, in line with DepEd’s thrust to continue to raise the level of competition as well as the management of the Palaro.

DepEd will make full use of ICT in ensuring that the public is updated on the results of the games. Immediately after each event is played, the results may be viewed on-line especially by those who cannot be at the venue. Wide screen projectors will also be installed in strategic areas.

Governor Carlos Jericho Petilla and the other provincial officials of Leyte saw to it that the athletes will have a good venue for the Palaro 2009. The venue of the Palaro is the newly refurbished Leyte Sports Development Center in Tacloban City, Leyte and the results of the events will be viewed by the spectators through the local television and heard by the public through a private and government radio stations.

The result of the games could also be read at various websites which include http://depedtfss.wikispaces.com; leyte.gov.org; and pia.8.tk.

About 15,000 athletes and school officials from 17 delegations representing public and private elementary and secondary schools all over the country will see action in the week-long sporting event which is hosted by the Provincial Government of Leyte and the Department of Education Region 8.

Director Sol F. Matugas said there will be 17 events for the secondary level and 14 events for the primary level. The athletes competing in the Palaro emerged from the elimination round in regional athletics meets held months and weeks before the grand Palaro.

The Province of Leyte is providing the venues and facilities for the Palaro. On the other hand, DepEd handles the technical management of the Palaro including the procurement of technical equipment needed for the events.

DepEd is ensuring the integrity of the games by conducting reorientation of the chairs in the screening committees in the district, division and regional levels so that they will be updated on the rules for screening and accreditation of athletes. (PIA-8)

The City Hall is located on top of Kanhuraw Hill along Magsaysay Boulevard and so is the Capitol.

We have EVRGC (Eastern Visayas Regional Growth Center) located at the northern barangays.

i don't think there are a lot of factories here. there are huge warehouses along Quezon Blvd. as well as in Trece Martirez Street, near the Port of Tacloban :)

@marni: even though so. leyte and leyte province (particularly the waray nation) share the same island, they differ a bit in culture and practices. because maybe so. leyte share the same dialect with bohol, cultural practices in bohol has more influence on so. leyte. there are also some influences from surigao.

@marni, if you want to just limit ur scope within the leyte island only, so. leyte included, then "leyte island" will do, or maybe u can include biliran island, afterall, biliran was once part of leyte. but if you want a bigger scope (with a bigger task :)) then, include samar island or the whole eastern visayas group of islands. it's up to u, it's an added load on ur shoulders :)
