The past, present and future stars of motocross returns to Ormoc today as they chase after the 10th leg honors of the 2008 MS Motosuit Motocross Series at the city’s grandstand.
Around 60 riders from all over the country are expected to show up and be the best that they can be in the two-day battle.
This is the first time that Ormoc, one of the well-known motocross supporters, will host a leg of the MS Motosuit series since its inception in 2006.
Organized by Macoy Larrazabal and the Philippine Motorcycle Association, the event serves among the highlights of Ormoc’s annual fiesta celebration.
Glenn “The King” Aguilar, an image model of MS Motosuit, is out to give the people of Ormoc and the rest of the Leyte province a show they have been missing for a long while now.
Jovie Saulog and Pepo Rubi, the main man of Castrol-Quickflight Racing, are expected to give Aguilar a run for his money.
The Ormoc leg is fully supported by Imarflex Evvo Motocycle Battery and Castol Power 1 in cooperation with 888 Header Core, Cebu Reliance Motor Parts, Cebu Progress Marketing, Gaib Fork Oil, Keiz BJ Motor Sales, MS Digital Prints, and F&FO Motor Parts.
In a press conference the other night at the residence of MS Motosuit big boss Lou Ornopia, Castrol’s country manager Mars Sota expressed his full support to the MS Motocross series. Sota was with some of the company’s officials in Jun Estrada, Mark Laus, Jong Omictin, Ric Tablizo and Edgar Ponce.
Sota said they want to help in the grassroots development of motor sports in the country and reach out to different cities and municipalities in the country. The MS Motosuit series perfectly suits in their main thrust.
For this year alone, the series had been to different areas outside Cebu including Oriental Negros twice and then in Bohol and Dipolog City.
Sota said they will also be introducing their latest product, the Castrol Power 1, a synthetic line designed for racing enthusiasts. With that, a better performing engines are anticipated today and the other races to come, thus, giving the spectators a whole lot of fun and thrill in the racetrack.
“More than selling oil, this is forging partnership and giving people better chances in racing and best that they deserve,” Sota said.

TACLOBAN CITY — Leyte Gov. Carlos Jericho "Icot" L. Petilla has approved the release of P3.8 million to different barangays in the province’s fifth district for projects indentified by the community as priority undertakings.
The amount is Leyte Province’s counterpart fund for implementation of projects under the anti-poverty program of President Arroyo’s Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHICIDSS).
Secretary Victor Domingo, presidential assistant for Eastern Visayas, said the KALAHI-CIDSS is a poverty-alleviation project of the Arroyo administration with the objective of empowering, and strengthening local governance while fostering development in the barangays.
In Javier town, a total of P1.2 million was released to10 different barangays for the implementation of infrastructure projects together with KALAHI.
Each of the barangays received P12,000 from the provincial government.
These barangays are Malitbogay and Talisayan for one unit two-classroom building each; Guindapunan and Rizal for farm-to-market road; Binulho for a box culvert project; Odiong, Ulhay, Caranhug and Pinocawan for water-system projects; and Barangay San Sotero for a drainage project.
Meanwhile in Bato, Leyte, 17 barangays received a total provincial counterpart fund of R1,416,530.
Bato Mayor Luiz Kuizon said the total project fund for the 17 barangays amounted to R15,482,809.
In Mahaplag, the provincial government provided a total of R1,257,213 as its counterpart fund for eight barangay projects. Mahaplag Mayor Ronaldo Lleve said this amount forms part of the total project cost pegged at R12,780,148.
Governor Petilla said the KALAHICIDSS has done tremendous changes in the villages as it has taught them to be transparent and open.
"Every peso spent for the project is considered, and it is the barangay folks themselves who select the projects that would best help them in their way of living," he said.
The governor called on the people to sustain their participation by being vigilant in monitoring the implementation of the different projects in their areas.

Marni July 22nd, 2008, 12:31 PM TACLOBAN CITY - The move of Tacloban to be reclassified as a highly urbanized city got a boost as a resolution supporting it was approved last week by the country’s city mayors.
This was revealed by Calbayog City Mayor Mel Senen Sarmiento, director general of the City Mayors League of the Philippines, who added that the region having a highly-urbanized city would not only add prestige but could even serve as a “catalyst” for development.
According to him, the resolution was signed by all the officials of the League, a copy of which was submitted to Mayor Alfred Romualdez.
“The League of City Mayors is supportive of (the reclassification of) Tacloban City into a highly-urbanized city. For one, unlike creation of towns into cities, the highly-urbanization of Tacloban will not have any impact to our shares on internal revenue allotment,” Sarmiento, acting as the chair of the Regional Development Council, was in the city to attend the energy forum organized by the Department of Energy yesterday.
Sarmiento also said that with the region having its own city falling under the classification of a highly-urbanized city, Tacloban could help spur economic development not only to its nearby areas but even the entire Eastern Visayas region.
“If we talk development in Eastern Visayas, I think we should have one,” he said.
He cited the case of Cebu City which is one of the country’s highly-urbanized cities. Sarmiento said that the creation of Cebu as a highly-urbanized city, the effects of its development was not only felt by its neighbors but even spilled over to Dumaguete and even Bohol.
A highly-urbanized city, the Calbayog City mayor said, is a good “catalyst” for development as investors are expected to come and invest. “With Tacloban becoming a highly-urbanized city, it is with the hope that it will help the whole Eastern Visayas to be a catalyst for development and should look beyond its boundaries,” Sarmiento said.
Mayor Romualdez had it prioritized the making of Tacloban into a highly-urbanized city citing its economic benefits to its people.
It was learned from Romualdez that he had already submitted to President Macapagal-Arroyo all the needed supporting papers and documents for her to approve the bid of Tacloban to join the list of 17 highly-urbanized cities in the country.
Among the attachments was the resolution of the League of Cities of the Philippines as mentioned by Calbayog City Mayor Sarmiento.
Romualdez said that he is confident that the President would approve the reclassification of city considering that it met all the requirements like income and population.
At present, the city has over P500 million annual income and a population of more than 217,000 from its 138 villages.
Calbayog City Mayor and RDC chair Sarmiento said that he personally believes that Tacloban is ready to become a highly-urbanized city considering that it has all the needed requirements.
“I feel that Tacloban City is already ready. Of course, there are challenges that need to be faced (along the way). So planning must be important,” Sarmiento said. (JOEY A. GABIETA)

Are fastfood meals making Filipinos susceptible to diseases?

TACLOBAN CITY — "Gaining the whole-hearted support of food establishments for the effort to curb killer lifestyle diseases is the ultimate goal of a briefing on "Healthy Lifestyle Initiative for Food Establishments" held here last Tuesday.
As more Filipinos are turning to fastfoods for convenient, affordable meals, the question now is: Are fastfood meals making Filipinos sick? The intention is for the food industry to develop social responsibility and active role in influencing Filipinos to eat healthy and nutritious food.
Participants in the briefing, which was highlighted by the signing of a "Pledge and Manifesto of Social Responsibility," appealed to owners and operators of food establishments to offer healthier food choices – such as those less in fat, salt and sugar; inclusion of fresh fruits, juices, vegetables and legumes; and application of low fat cooking methods, among others.
The activity was initiated by the National Nutrition Council of Region 8 in coordination with the Region Eight Administrators League (REAL), an organization of government agencies heads, the Department of Health (DoH), and the city government of Tacloban.
The event was also in support of "Action for Life" by the Philippine Coalition for Prevention and Control of Non-Communicable Diseases led by the DoH, which calls on all fastfood chains in the country to provide healthier food choices in their menu, and implement strictly a smoke-free environment.
At least 90 food establishment owners-operators and their representatives attended the meeting. They were joined by heads and representatives of agencies that are members of REAL, and city government officials.
Support by the food establishments is imperative in the efforts to preventdiseases that are leading causes of death in the country today. These are heart ailments, hypertension, diabetes, and cancer which are acquired from unhealthy eating behavior--such as consumption of foods high in fat/cholesterol, salt, sugar; and low in dietary fiber.
REAL member government agencies will promote healthy lifestyle initiatives among government employees in the region by assigning a focal person in each agency who will be trained by DoH in their respective office. He/she will also provide healthy menus and healthy food choices at their respective office canteens, as well in their meetings, workshops and conventions.
The Tacloban city government will give recognition to complying food establishments and government offices, and provide technical assistance as needed.
Meanwhile, the DoH and the National Nutrition Council will provide technical assistance to government agencies and food establishments in the efforts to improve menus offering healthy food choices, conduct trainings, and make available resources persons on healthy lifestyle.

This after the bid of the provincial government of Leyte won the bidding for the hosting of next year’s Palarong Pambansa with no less than Governor Carlos Jericho “Icot” Petilla personally witnessing the announcement yesterday afternoon at the central office of the Department of Education.

It was learned from the governor that out of the 16 directors who joined in yesterday’s voting, Leyte garnered eight votes while Dumaguete got seven and Capiz, one vote.
The only other time that the national games was held in the region was in 1983 which was held at the Grandstand, renamed as Leyte Development Sports complex, located this city.
Governor Petilla said that he was happy that the bid of Leyte won as this would mean windfall of benefits.
“This will put Leyte in the national map. Also, this will help boosts our tourism industry which has been one of my priorities as a governor,” he said.
On top of this, the thousands of visitors coming from the 16 regions of the country would also help prop up the local economy, the Leyte governor said. The Palarong Pambansa is a one-week event participated in by students from the elementary and secondary schools.
The governor had earlier said that he would exert all his effort to make the bidding successful. The city government had earlier communicated to Education Secretary Jesli Lapus on its desire not to join in the bidding for the national event.
For the hosting, the provincial government has set aside an initial amount of P50 million which would be used for the renovation of the Grandstand or Leyte Sports Development Sports Complex.
But the national government, through the DepEd, is expected to extend financial assistance for the event, the governor said.
With Leyte hosting the national games, the main venue of the event, the Grandstand, is expected to undergo a major rehabilitation. Petilla said that with a new Grandstand, schools located nearby could use it for their activities.
The governor said that the reason why the bidding of Leyte won over the two other contenders could be because of its location.
“Our location, which is along the Maharlika Highway, clinched for us to win in the bidding. It would be easy for other delegations coming from different parts of the country to come. Second, our billeting areas are also ready,” Petilla said, referring to schools where the close to 10,000 delegates would be housed.
The governor then called for the entire people of Leyte as well as the region to make their own contribution in making the national games a success.
“National media would be coming here to cover the event. Whatever (negative) things that they would witness would be highlighted, “he said.

TACLOBAN CITY — The immediate rehabilitation and even modernization of the facilities of the Daniel Z. Romualdez airport will benefit not only Eastern Visayas and its people with the economic impact it will create but also the rest of the country with the better and more convenient access it can provide in terms of businesses and investors connecting the region with the other provinces and regions.
Philippine Airlines Tacloban Branch Manager Glenn Vallecero told members of the local media that with the number of years that has passed with nothing to show from the promises of both former and current local leaders’ rehabilitation plans for the region’s gateway to the rest of the country, airline operators like PAL are already “feeling frustrated.”
Countless times, he said, there have been talks and plans for the terminal and yet “these seem to be only plans, it’s very frustrating,” he said.
“I have already met and talked with Governor (Jericho) ‘Icot’ (Petilla) regarding this whenever he is at the airport and I always tell him that it is a legacy for him if he can have the terminal finally rehabilitated and expanded because it will benefit the airlines taking the flight to and from the city and the economic impact will really be big.”
Without mincing words, the airline executive described the Tacloban terminal as “one of the worst terminals we have in the country” with even the public toilet being made inaccessible to the people “that is why we decided to have our own toilet made at our own office there.”
Politics, according to him, was what was hindering the project’s realization after all these years. PAL’s bigger planes, even it wants to, cannot service the Tacloban flight route because the current length of the airstrip needs expansion to warrant the safe and convenient landing and take-offs of bigger planes. While the lack of better and more modern facilities in the terminal will also make it more convenient, comfortable and faster for the processing systems of airlines, the airport personnel and the passengers leaving and arriving.
Being the primary airport which also services passengers to and from the six provinces in the region, tourism boost, economic enterprise growth and the expansion of other aspects of trade and exchange will stand to benefit from the airport rehabilitation, according to Vallecero. Wow.. That's great!! Indeed, this will boost our local tourism.. Pero sa tingin ko their P50 million appropriation is unpar with Dumaguete's P150 million preparations for the Uni-games and International Dance Congress which includes the construction of a convention center, hotel, renovation, and rubberization of the oval field within their sports complex facility.. That's why I thought Dumaguete will win the bidding.. Their project is almost 80% complete..

TACLOBAN CITY – The Leyte Trade and Investment Promotion Center confirmed that the Leyte ICT Park would be locating a leading call center firm this August with formal operations to start during the last quarter of this year.
LTIPC Unit Head Nelieta Baguna said the call center locator is APAC Customer Services Inc., a leading provider of customer interaction solutions for market leaders in financial services, insurance, telecommunication, healthcare and logistics.
APAC is a voice and non-voice business process outsource with main headquarters located in Deerfield, Illinois, USA and with Philippine branches in Alabang and at the Cyber Park in Cubao, Quezon City.
The APAC branch to locate at the Leyte ICT Park would be the company’s first provincial location in the country. Its lease of contract is now being finalized.
According to Baguna, APAC is targeting to open 500 seats when it starts operation and to expand to at least 800 seats.
The call center would be occupying the LAC Gymnasium and the upper floors of the ICT Park building directly above the AMA Computer College,” Baguna said.
She likewise disclosed, APAC is scheduled for fitting in a period of two months starting August and hopefully opens and start operations by November.
Already, she said, at least four contractors from Manila who are vying to win the bid with APAC to handle their the company’s design and office lay out have already made a visit to the ICT Park during the past months.
“These are big-time contractors from Manila who are trying to bid with APAC para sila ang mag-handle sa pag-ayos ng opisina ng APAC dito sa LAC. They have to see the place para din they would have an idea what to propose to APAC,” Baguna added.
It was likewise learned APAC would be conducting a job fair in Tacloban, City this August 21 to 23 to fill in their middle management personnel for their Leyte ICT branch. These jobs include those for the human resource office, public relations, administrative and management offices.
Recruitment for customer service agents would soon follow after the August job fair.
Meanwhile, Leyte Governor Carlos Jericho Petilla said the provincial government has continually been convincing call center companies to locate at the ICT Park saying this would create jobs and stir more economic activities for the province.
The governor said the province has continually partnered with the colleges and universities in the region to ensure adequate supply of qualified manpower for any call center locator while infrastructure, assets and telecommunications in the province have also been critically looked into to accommodate the ICT industry. President Arroyo led the awarding yesterday of the Country’s Outstanding Policemen in Service (COPS) for this year, recognizing their integrity, courage and professionalism in the performance of their duty.
The annual program is organized by the Metrobank Foundation, together with the Rotary Club New Manila East and PSBank.
Seven policemen and three policewomen were chosen from more than 100 nominations of commissioned and non-commissioned officers.
The President gave each of the awardees a trophy and P200,000 cash. She was joined in the ceremony by Philippine National Police (PNP) chief Director General Avelino Razon Jr. Metrobank Foundation president Aniceto Sobrepena, PSBank president Pascual Garcia III and Rotary Club of New Manila East president Gener Mendoza.
Garcia said that the 10 awardees “prove that there are countless members of the police force who continue to selflessly serve and protect the people in order to preserve peace and order and ultimately contribute to the task of nation-building.”
The commissioned officers who received the award this year were Superintendent Jonathan Calixto, commander of the 1st Special Action Battalion of the PNP Special Action Force; Superintendent Ronald Lee, division chief of the Police Anti-Crime and Emergency Response (PACER) at Camp Crame; Superintendent Raynold Rosero, deputy chief of the Philippine Bomb Data Center Directorate for Operations; and Superintendent Alex Sintin, chief of the District Intelligence and Operations Unit of the Quezon City Police District.
The non-commissioned officer awardees were Senior Police Officer 1 Annie Marie Anuary, chief of the Women and Children Concerns Desk of Zamboanga City Police Station 6; PO3 Anna Liza Reyes, human rights desk officer and finance and police community relations officer of the Antipolo City Police Station; SPO2 Josefa Lacandula of the Women and Children Concerns Desk of the Dumaguete City Police Station; SPO2 Oscar Bandoy, intelligence officer of the Intelligence Research Section of the Police Regional Office 8 in Camp Kangleon, Palo, Leyte; PO3 Dandy Ferriol, investigator of the Masbate Police Station in Masbate City; and SPO1 Eman Orivida, operations sergeant of the 416th Police Provincial Mobile Group based in Macalelon, Quezon.
The selection committee for this year’s COPS was headed by Sandiganbayan Presiding Justice Diosdado Peralta.

He said, it is not every year that a province gets the chance to host such a big national event, so the host province should present its best to encourage more similar activities in the future.
In preparation for the big national summer games next year, the provincial government has set P50 million in fund that would be used for rehabilitation works on the Leyte Sports Development Center.
According to Leyte Provincial Administrator Vincent Emnas, who is tapped to be the point man for the Palaro hosting, rehabilitation works of the Leyte Sports Development Center is targeted to start this September and finish by December 31 this year.
The bulk of the allotted amount would be spent in improving the oval track, transforming the current rough-sand track into a rubberized track at the sports center’s oval that would mainly serve running and track and field events.
Emnas said the province, as a host, would conform to the standards set for national and even international sports facilities as the Palaro is the country’s source for athletes being pitted in and out of the country in various international competitions.
Meanwhile, Emnas disclosed the province may be spending in hosting for this national sports gathering but the event would be more than worth the investment.
The province, he added, by mixing sports and tourism through Palaro would benefit a lot from visitor influx aside from the thousands of delegates to come from all over the country.
At least 6,000 Palaro athletes, officials and chaperones plus other visitors and tourists are expected to come to the province to participate and witness the national sporting games.

TACLOBAN CITY — At least 500 people will be initially employed when a call center, which is planning to locate at the Leyte ICT Park, opens this month.
The Leyte Trade and Investment Promotion Center (LTIPC) confirmed that APAC Customer Services Inc. will start soon its operation at the 6.8-hectare Leyte Province’s economic zone.
APAC, which is a leading provider of customer interaction solutions for market leaders in financial services, insurance, telecommunication, health care and logistics, is reportedly eyeing to provide 500 to 800 call center seats with plans for expansion.

Petron Corp., the country’s largest oil refiner, has started the procurement of locally-produced ethanol from Leyte Agri Corp. (LAC).
In a disclosure to the Philippine Stock Exchange (PSE), the publicly-listed Petron said the purchase is consistent with its commitment to promote the use of indigenous alternative fuels.
Petron said they would use the fuel grade ethanol from LAC to blend with its E10 Premium gasoline.
The company purchased an initial 23,000 liters of ethanol from LAC which owns the first manufacturing plant in the country able to produce fuel grade ethanol.
“We strongly support the local production of ethanol as a gasoline additive since it will drive capital investments in rural areas, create more jobs and more importantly, it will lessen the country’s dependence on imported fuel,” Petron chairman Nicasio I. Alcantara said.
“The use of ethanol in gasoline will also have a positive impact on the environment since it is biodegradable and reduces harmful exhaust emissions.”
Petron launched its E10 Premium product last June in selected service stations in Metro Manila as part of its efforts to make available cheaper and more environment-friendly fuels for motorists.
E10 Premium is priced P2 per liter cheaper than its 93 octane gasoline counterpart.
Petron’s E10 Premium is a new specially formulated unleaded gasoline that meets and even exceeds the requirements of the Biofuels Act. It contains 10- percent fuel grade ethanol and 90-percent premium unleaded gasoline with enhanced fuel additive. This unique additive allows the removal of existing deposits, which results in improved power and fuel economy.
The Biofuels Act of 2006 mandates a five-percent ethanol blend in gasoline by 2009 and a 10-percent blend by 2011.
“The early introduction of our E10 Premium product, ahead of the government mandate, underscores our desire to bring the benefits of ethanol-blended gasoline to our customers and stakeholders as soon as possible,” Alcantara added.
To further promote the use of ethanol, Petron has entered into a memorandum of understanding with San Carlos Bioenergy Inc. (SCBI) in 2006 for the supply of ethanol. – Donnabelle Gatdula

On the same day, the carrier’s low-fare brand PAL Express will start turbo-propeller service from Manila to three points in Northern Luzon — Tuguegarao (Cagayan), Cauayan (Isabela) and San Fernando (La Union) — as well as to Ormoc (Leyte) in Eastern Visayas.
Dumaguete, a pioneer PAL destination that the airline first served in February 1946, rejoins the network after a decade’s absence. PAL last flew to the Negros Oriental capital in June 1998, when operational difficulties forced a suspension of the service.
This time, PAL will field two flights daily, with convenient morning and afternoon departures. The first service, PR 291, departs Manila at 7 a.m. and arrives in Dumaguete at 8:20 a.m. The return flight, PR 292, leaves Dumaguete at 9 a.m. and lands in Manila at 10:20 a.m.
The afternoon service, PR 293, departs Manila at 3:20 p.m. and touches down in Dumaguete at 4:40 p.m. It returns as PR 294, leaving Dumaguete at 5:20 p.m. and arriving back in Manila at 6:40 p.m.
The Airbus A319 aircraft, which feature the only business-class service in the Manila-Dumaguete sector, will be deployed on the route. The state-of-the-art jet seats 126 passengers in Fiesta (Economy) Class and eight in Mabuhay (Business) Class.
Meanwhile, PAL said it will add a mid-morning flight to Zamboanga on Aug. 15, raising total frequency to three flights daily, in response to rising demand.
The new service, PR 127, departs Manila at 10 a.m. and arrives in Zamboanga at 11:45. The return flight, PR 128, leaves Zamboanga at 12:25 p.m. and lands in Manila at 2:10 p.m. Airbus A319 jets will operate the frequency.
On the other hand, PAL Express goes through its third major expansion in two months. The turbo-prop unit added five routes to its main Cebu hub last July 1, followed by four routes to its Manila hub on July 15 (plus an extra route to Manila on Aug. 1).
The launch of four more services on Aug. 15 boosts the PAL Express network to 22 routes nationwide — 11 apiece from Cebu and Manila. Overall, from Aug. 15, the PAL domestic network will count 18 jet and 22 turbo-prop routes. — Mary Ann Reyes

Making good its commitment to pioneer the use of locally-produced ethanol, dominant player Petron Corporation announced that it made its first purchase of 23,000 liters of ethanol from domestic producer Leyte Agri Corporation.
"The company purchased 23,000 liters of ethanol from Leyte Agri Corp., which owns the first manufacturing plant in the country able to produce fuel grade ethanol," it said in a press statement.
In fact because of its mantra to patronize Filipino-produced alternative fuel, Petron had introduced its E10 premium at the pumps only in June this year while other industry players started as early as 2005.
Nonetheless, because of the delay in commercial production at the San Carlos Bioenergy facility, the oil firm still had to resort to importation for the introductory phase of its ethanol-blended gasoline.
Despite some initial hurdles in ethanol investments, Petron believes that the country still has a good position to become one of the world’s "mecca of alternative fuels."
Petron Chairman Nicasio I. Alcantara emphasized that the company’s support to local ethanol production is anchored on prospects that "this will drive capital investments in rural areas, create more jobs and more importantly, it will lessen the country’s dependence on imported fuel."
He further pointed out that aside from these value-creating factors, other unquantifiable benefits would be the alternative fuel’s "positive impact on the environment since it is biodegradable and reduces harmful exhaust emissions."
From the initial sale of its E10 Premium two months ago at a relatively cheaper price, Petron expects that the coverage of the products’ introduction may significantly expand before the end of this year.
Petron noted its ethanol-blended gasoline allows "the removal of existing deposits, which results in improved power and fuel economy."
It said that while it may not have introduced its E10 product earlier than the others, it is still ahead when it comes to complying with the Biofuels Law’s mandate.
The policy sets forth that gasoline products at the pumps shall carry 5.0 percent ethanol blend starting February 2009; with the blend climbing to 10 percent after two years.
When the San Carlos Bioenery facility is finally on stream, Petron also gains another upper hand in using locally-produced ethanol.
The Negros Occidental-sited plant will have a daily capacity of 125,000 liters and is expected on-line by the end of this year.

Tacloban City (August 9) -- Gone are the days when going to Catbalogan City is a "punishment." When before it would take more than three hours of bumpy trip before one reaches the capital of the Province of Samar, nowadays it could be reached in two hours from Tacloban City.
Thanks to the directive from no less than the President Gloria Macapagal Arroyo herself, work in the Maharlika Highway linking Leyte to Samar and Northern Samar has been very fast and efficient. What many people used to call turtle-slow pace of work is now a thing of the past as even today which is a Saturday, workers are still there doing full time job.
Think of this, at 12:30 noon, Congresswoman Tan sent her driver to pick this writer in Tacloban. At exactly 2:30 in the afternoon, the driver arrived in Tacloban. Leaving Tacloban at 3:00 in the afternoon, this writer is in Catbalogan City at 5:00 o'clock in the afternoon. Isn't that great!
It is not only the travelers who are happy by the turn of events because now they can sleep like a log while travelling, but the motorists coming from Tacloban going to Catbalogan City, Calbayog City, Northern Samar and as far as Manila who are now enjoying the smoother flow of traffic and increase in profit as now they can reach their destinations faster.
There is more profit for the public utility transport drivers and transport operators because of faster traveling time and lower maintenance cost.
The farmers and producers will also enjoy better economic returns because now they can bring their produce to the business centers faster.
What more, with the improved road condition, more travelers and tourists and excursionists will now be encouraged to go to Catbalogan City and other places of Samar, and voila! more investors and business opportunities will now surely confidently come to Samar.
This is a good turn of events as the province of Samar celebrates Samar Day this week and as the Provincial Government led by Lady Governor Mila Tan and Congresswoman Sharee Ann Tan are working hard to facelift the province of Samar.

Alfred in all-out info drive on Taclobans HUC bid
TACLOBAN CITY — City Mayor Alfred Romualdez said he is doing an all-out information campaign about his drive to reclassify Tacloban into a highly urbanized city (HUC).
The campaign has already brought the city mayor to various fora and schools of the city for the past weeks now.
“It’s not really a campaign but I am explaining to our people why I am pushing to make Tacloban as a highly-urbanized city,” Romualdez said yesterday.
And the reactions he got from his audience, the city mayor said, was positive. “They like to see Tacloban become a highly urbanized city,” he said. At present, the classification of Tacloban, the regional capital, is that of a component city.
According to Romualdez, he is pushing to make Tacloban a highly urbanized city as it would mean more benefits to its people.
He said that more investors would be coming in once the city becomes a HUC that would result to the decline of poverty incidence and unemployment rate in the city.
“And there would be no tax increase contrary to speculations. In fact, there would be a moratorium on any tax increase for five years,” the city mayor added.
He also clarified that there would be no merger of barangays if Tacloban’s bid for city reclassification materialized. The city mayor was apparently alluding to the fear expressed by some barangay officials that the highly urbanization of Tacloban would mean collapse of some of its 138 barangays.
Mayor Romualdez said that his campaign to make Tacloban a highly urbanized city is not for his personal glory.
“I am not doing this for personal benefits. It is for our people. Tacloban has been on the track to becoming an HUC as it meets the financial and population requirements,” he said.
Under the 1991 Local Government Code, a city can be reclassified as highly urbanized if its population is 200,000 based on the latest population census and it has an income of P50 million as certified by the Department of Finance.
The city, at present, has a population of 217,199 and with an annual income of over P500 million.
The income of the city is projected to reach P1 billion in the next three years as its population is also expected to reach over 250,000 by 2010, Romualdez said.
He added that Tacloban, aside from meeting the population and financial requirements set by law, possesses all the needed facilities found in highly urbanized cities like hotels; a modern bus terminal; a convention center, traffic lights and shopping malls. Two big malls are slated to open for operations in the city before the year ends.
“And for the past several days, I have been traveling to Manila to make a personal follow-up regarding the rehabilitation of our DZR Airport,” he said.
It was learned from the city mayor that Puerto Princesa Mayor Edward Hagedorn had volunteered to help him in his campaign to make Tacloban the 38th HUC in the country. Puerto Princesa was named as HUC last year.
Earlier, the League of Cities of the Philippines and the Regional Development Council in Eastern Visayas had expressed their support on this bid of Tacloban.

TACLOBAN CITY — The provincial government-run Leyte Provincial Hospital (LPH) can now accommodate more patients who avail themselves of its free services.
The came about after the completion of the 25-bed hospital ward expansion.
Leyte Gov. Carlos Jericho "Icot’’ L. Petilla, who recently made an inspection of the new ward, said confined patients at LPH have been increasing, thus the need for expansion.
Even the hospital’s outpatient department, Petilla said, is also crowded daily with patients who undergo medical consultations and physical examinations.
It was learned that 20 percent of the fund for the ward expansion work was shouldered by the provincial government, while bulk of the expenses came from the earnings of the hospital.
The 25-bed ward is seen to accommodate influx of patients who are placed in the hospital’s hallways when private rooms and public wards are already fully-occupied.
"We have been implementing innovative policies to improve our hospitals. Thus far, they have managed to increase their income from paying patients, and the income goes back to the hospitals in the form of improvements, expansions or rehabilitations of existing facilities,’’ Petilla said.
LPH is a secondary level medical hospital that caters to the patients and medical needs of the people from Tacloban, Palo and nearby municipalities of the province.

12 to 15 hectares ang laki naman. pero by the way. yan ang susunod na downtown area ng tacloban. dapat talagang i-widen nila ang roads jan masikip kasi. 4 lane maybe?

the vacant whole area s i think about 15 hectares but i dnt know how much area did SM acquire from the owner/s/ of the land..
vacant lot in the opposite side of the proposed SM site is also viable for any form of businesses,maybe of condominium type or high rise residential bldgs,or banks,or maybe car display of any brands /toyota/honda/isuzu etc....
the corner of maharlika hiway and calanipawan road near the SUNcellular cellsite is also good for high rise bldg...
maybe only 4 lanes s the maximun wide of the hiway in that area..maybe an additional shouldering in both sides..
tacloban city is surely different a couple of years from now...really a highly urbanize city..
what is needed to a city that become more livable of both local or foreign investors is peace and order, and also wide roads - no/seldom traffic...

there are some people from tacloban here unfortunately there might be no one who is tacloban-based because many folks from tacloban had to migrate to bigger cities in search of jobs or because their job are outside tacloban. the city is quite small, tagbilaran and ormoc i think is even bigger, just compare its downtown area to tagbilaran and ormoc, it's too small, you can even tour the whole city center/downtown area in 10minutes on foot just watch your belongings because there are some pickpocketers and snatchers. :)
hahahaha....tacloban is bigger than ormoc,or even tagbilaran....ive been roaming around these three cities for two years unitl last year....it was tacloban has bigger opportunities,next was tagbilaran then ormoc...i can compare ormoc to dipolog city in terms of downtown area but ormoc has geothermal while dipolog dont have.,..tagbilaran is different because of its tourism industry...ormoc is also like surigao city..or pagadian city or the landlock cities of malaybalay and valencia...tacloban..even iligan city mas maurupay pa it mga bldgs ngan mga business establishments han tacloban, but iligan is an industrial city in mindanao....im here in iligan since 1996 but much better pa hit tacloban yana.u knw we have different story here since MILF and other bandits are the cause of withdrawal of businesses.Cagayan de oro hit bulahan kay adto nga tanan hit mga investors nagbubugi-ot...CDO city has two (2) congressional districs...
tacloban is different next year...and a couple years is another story until the entry of SM city...

ya, i agree, tacloban city is one of the smallest cities in eastern visayas in terms of land area but the most progressive and highly urbanized....:)
Imperial Tacloban September 6th, 2008, 01:48 PM Oh my, I can't believe some people would even think that Ormoc, Dumaguete or Tagbilaran are bigger than Tacloban. I've been to these cities many times and know their area like the back of my hand, and hands down Tacloban City is way bigger. If you're referring to the land area alone, Ormoc I think is a lot bigger but I am referring to the developed urban area.

TACLOBAN CITY – The nationwide campaign to press Congress to approve two bills seeking to have pictures depicting the ill-effects of smoking on cigarette packs, kicked off here yesterday with the unveiling of a giant “Death Clock.”
The Death Clock forms part of an information drive by the non-governmental organization Framework Convention on Tobacco Control Alliance-Philippines to push for the passage of House Bill 3364 and Senate Bill 2377.
Using an electronic billboard, the group displays the number of people who die from tobacco-related illnesses every day.
But since this city does not have an electronic billboard yet, Mayor Alfred Romualdez had a giant tarpaulin billboard installed instead along Justice Romualdez street for the Death Clock.
Romualdez said he would also issue a directive prohibiting City Hall employees and even traffic volunteers from smoking while they are at work.
He also committed to have existing ordinances and policies against smoking reviewed and implemented strictly, particularly those that involve public transport facilities.
“Smoking runs in our family… But I’m proud to say that in my generation, none of us smoke, none of us drink. Smoking is a wrong lifestyle. It’s not cool to smoke,” he said.
Romualdez said he does not smoke and he had long managed to convince his wife, former actress and now city councilor Cristina, to quit the habit.
“I just told her that ‘smoking will make you look old, your skin will develop wrinkles’ and, the best of all, I told her that smoking discourages me from kissing her,” he said in jest.
He, however, underscored the need for the public to “claim their rights to clean air” by calling the attention of those who smoke in public and reporting to authorities those who ignore them.
Dr. Maricar Limpin, the group’s executive director, said some 62,400 Filipinos have already died since HB 3364 was filed by Northern Samar Rep. Paul Daza on Dec. 20, 2007.
This figure was computed based on estimate that there are 240 tobacco-related deaths every day. Sen. Pia Cayetano filed SB 2377 last June.
“For each day that the bill has not been passed, the number accumulates. The campaign may be concluded upon the passage of the bills or until after such message can be retired,” Limpin said.
The first Death Clock was installed in Lawton, Manila but under the plan, the group will put up the clock in key cities nationwide. Next in line are the cities of Davao and Naga.
Limpin gave assurance that there is a technology in the Philippines to print warning pictures on cigarette packs.
The expert said such a strategy has long been adopted by Thailand and the cigarette packs being sold there were actually produced by tobacco companies based in the Philippines.
“Displaying pictures is a very effective way in showing the health hazards caused by smoking... So we appeal to our legislators to immediately pass these bills for the sake of the youth, especially those who are the target of cigarette promotions,” Limpin added . – With Miriam Garcia Desacada

Expectations arose as Mayor Octavio J. Traya Jr. narrated to us interesting facts and legends that surround the beautiful municipality of Abuyog, Leyte.
How Abuyog got its name is as interesting as the place itself. When the Spaniards arrived in the place, they asked the natives what the name of the place was. The natives, thinking that the foreigners were asking about the swarm of bees nearby, replied, “Ah..buyog,” thus the name Abuyog.
Legend tells us that Abuyog had a mystical creature popularly known there as Opayda, a good fairy who helped cure victims of bee stings and guides fishermen safely back to shore through her magical voice.
Abuyog celebrated its Buyogan Festival recently as one of the highlights of its Linggo ng Abuyog, a week-long celebration in honor of St. Francis Xavier. In addition to three Taclobanons and a mass media personality, two Cebuano representatives, Herbert “Sugar” Senarillos (CBD College choreographer) and this writer, were invited to judge the production showcase of the festival, which was participated in by five elementary and three secondary local contingents.
Abuyog is a mimetic dance festival focusing on the movement of bees which is injected with legendary concepts of the beautiful fairy Opayda or religious concepts of the town’s patron.
The town’s mayor is a lover and supporter of the arts, so he encouraged the youth to participate with cultural activities that not only develop their wholeness but promote local tourism as well. Abuyog Festival dancers made waves in the past when they joined the Kasadyaan Festival in Tacloban, the Sinulog, and the Aliwan Festival.
Abuyog’s Buyogan Festival has a very bright future considering that they have already scheduled future participations in Sinulog and Aliwan 2009. The core group is already perpetually polishing their moves and extensions. Well, that’s a promising contingent to watch out for.

But hey Tacloban is the biggest urban city in EV. and may i say one of the progressive, rich, and beautiful cities in the nation.

I have also been to cities like Zamboanga city, Dipolog, Tagbiliran, Bacolod, and Cebu. Dumaguete, may be smaller than Tacloban, but it is a melting pot of students, professionals, artists, scholars and the literati coming from different parts of the country and the world. Known for being the center of learning here in the south, it boasts of 7 universities and colleges, most famous of all is Silliman. But God, mas urban pa yata tingnan ang Tacloban kaysa sa Dumaguete. Believe it or not, the main transport here is the tricycle (they call it pedicab), and its roads are not as wide like here in Tacloban. Downtown Dumaguete is comparable to central Palo in terms of land area. Everything is walkable and just "5 minutes" away here in Dumaguete. But it is rich is restaurants, culture, a beautiful boulevard, and foreigners like KOREANS, IRANIANS, and AMERICANS..
In Tacloban kasi, we don't have an iconic brand or a trademark in the first place that will distiguish us from other cities (except for macarthur shrine and san juanico bridge). Nevertheless, Im proud to be a Waray and a Taclobanon.. I just hope we get rid of our mediocrity and status quo, and aim for excellence in all our endeavors..

I have also been to cities like Zamboanga city, Dipolog, Tagbiliran, Bacolod, and Cebu. that's what i am saying. to me, dumaguete is like tacloban. everything is walkable. and their prefered mode of transportation is like those of tacloban. tricycle and motorcycles/scooters. the roads in tacloban are not that wide too but dumaguete is rich in restaurants, hotels, resorts and bars. so at night, you can even watch live band while eating ice cream in one of the convenient store near siliman. i forgot the name because the last time i went there was 2006. i didn't see any of those in tacloban.

The Department of Tourism (DOT) is targeting an increased number of European visitors in the country as it participates in more trade fairs in Europe next quarter.
“Our presence in these travel trade fairs sustains our drive to bring in the European market which remains one of our highest spenders,” DOT Secretary Joseph Durano said.
The European markets outpaced the growth rates registered by other tourist source markets from January to July this year, the DOT noted.
Arrivals from the Russia Federation grew 35 percent; France, 26 percent; Spain, 22 percent; and the United Kingdom,18 percent. The Scandinavian market, comprised of Denmark, Finland, Norway and Sweden, recorded a 16-percent jump in tourist arrivals.
The first trade fair is the Travel Trade Gazette (TTG) Incontri, the premier business-to-business travel trade event in Italy, which will be held on Oct. 24-26 at Rimini Fiera, Italy.
“This is somewhat a venue for business planning because budgetary considerations are decided straight away,” added Durano.
Last year, more than 30,000 tour operators and 2,300 stakeholders participated in the event. The event’s highlight is the two-day business negotiations involving presentation of new products, sealing deals with partners and forging agreements between travel trade buyers and sellers.
This is followed by the Dive Show 2008 at Birmingham, England on Nov. 1-2 in the National Exhibition Center.
More than 300 exhibitors from 50 countries all over the world attend the event every year.
Through the event, Durano said the country can promote various diving destinations such Batangas, Bohol and several parts of Palawan. Another diving prospect is the Caramoan Group of Island in Camarines Sur, the venue of KohLanta, the French version of the famous Survivor reality show.
Sogod Bay in Leyte , Malapascua in Cebu, and Apo Island in Negros that are fast gaining popularity for their well-preserved coral reefs and exotic marine life will also be introduced.

Tacloban City (September 7) -- The United Nations Environment Programme extolled the tree planting initiative of Southern Leyte Congressman Roger Mercado, annually during his birthday.
The UNEP is also inviting Congressman Mercado to join the Plant for the Planet: Billion Tree Campaign, a unique worldwide tree planting initiative spearheaded by the United Nations Environment Programme which was unveiled in November of 2006 as one of the responses to the threat of global warming, as well as to the wider sustainability challenges from water supplies due to biodiversity loss.
The article "Solon marks 57th birthday with synchronized province-wide tree planting" written by PIA 8 staff Bong Pedalino and published on the September 2 online edition of PIA Daily News Reader, caught the attention of Ms. Leah Wanambwa, a consultant at the Division of Communications and Public Information of the United Nations Environment Programme.
On September 3, 2008, Ms. Manambwa e-mailed the Philippine Information Agency Region 8 with the request that the message be conveyed to Congressman Mercado.
The Plant for the Planet: Billion Tree Campaign, Ms. Manambwa said, which is placed under the patronage of Nobel Peace Prize laureate Professor Wangari Maathai and His Serene Highness Prince Albert II of Monaco, is aimed at empowering individuals, communities, business and industry, non-governmental organizations, civil society organizations and governments to take simple, positive steps to protect the climate.
Under the Billion Tree Campaign, participants enter tree planting pledges on-line at www.unep.org/billiontreecampaign and once the trees have been planted, they are required to revisit the website and register the number of planted trees.
A winner of the UN 21 award, the Billion Tree Campaign has become a practical expression of private and public concern over global warming, Ms. Manambwa added.
To date, the campaign's website registers 2.2 billion planted trees and 3.8 tree planting pledges from across the world. Participants come from all spheres of society, from the grassroots level to the highest positions in decision-making.
Due to its record success, and by popular demand, Ms. Ms. Manambwa disclosed that UNEP decided, in May 2008 to raise the objective to 7 billion trees, one tree per person on the planet, by the crucial climate change meeting in Copenhagen, Denmark in late 2009.
Furthermore, Ms. Manambwa said that the Intergovernmental Panel on Climate Change estimates that within the next forty years billions of people would be affected by climate change. Glacier melt will be followed by decreased river flows and freshwater availability is projected to decrease. Tacloban City (September 7) -- A non-government organization in Palau, a beautiful island nation within Micronesia, between the Philippines and Guam, the Coral Savers Foundation, has reiterated its interest to share with the Philippines the technology of culturing corals.
This was learned through an e-mail sent to the Philippine Information Agency Region 8 by the Coral Savers Foundation President, Mr. Steve Chibana. PIA told Mr. Chibana that it will inform the new Regional Director of the Bureau of Fisheries and Aquatic Resources and the Regional Exectutive Director of the Department of Agriculture about his group's interest.
A little over a year ago, the PIA article on the First Mariculture Congress which was supposed to be held in the Region, caught the interest of Ms. Denise Caburian, the assistant of the Coral Savers Foundation in Palau.
Reading about the first Mariculture Parks Congress which was about to be held in Tacloban City last year, Ms. Denise Caburian, signified her group's intention not only in attending but also in participating by sharing the group's success in culturing corals to be replanted into the damaged reefs.
In Palau, the Coral Savers Foundation has been culturing corals with the purpose of creating an economically, environmentally friendly, and educational method of safeguarding the corals and the reefs.
Ms. Denise Carubian said that coral reef damage is not isolated to just Palau so Coral Savers Foundation would like to see how it can extend the success of its efforts to benefit coral reefs throughout other regions, including the Philippines.
Most corals are located in the warm clear shallow waters of the tropical oceans worldwide. Merely 0.1% of the vast size of all the oceans of the world accommodates the coral growth.
The coral reefs have been compared to tropical rain forests for their biodiversity. Like the forest, coral reefs are great depositors of atmospheric O2 (oxygen) and therefore deserve the same considerations for conservation and expansion.
In return, supplying the sorely needed oxygen (O2) would definitely reduce the earth's temperature and the effects of the Global Warming and Climate Changes.
Unfortunately, studies have shown that over 70% of these corals have been or are being damaged and the damage is increasing little by little. The pace of the coral reproduction in the wild is not able to keep up with the destructive rate.
Today, this non-profit organization, Coral Savers Foundation, has the knowledge to reverse the negative impact we have made on reefs and have the experience and technique to reduce the CO2 (carbon dioxide) in the atmosphere by culturing corals in the wild.

Your right - personality, perseverance, and personal discipline are qualities that matters to me most. I am not belittling anybody's grammar here. If you constructively analyze my statement, I was being objective.There is always a room for improvement. Besides, we are not perfect. But to use our "imperfectness" and shortcomings is not an excuse as well to do what is mediocre.
However, I beg to disagree on your statement that "it's not on what you have acquired from your school that is important". A college degree, or any degree for that matter, is always better than none.

With Tacloban gearing towards urbanization, anything is possible.. 2 or 3 medium rises, and a rail connected by cables at the top of the mountain going down (Diri ak maaram hit ngaran.. hehe) would be a beautiful scenery..

If not for VOTE BUYING the Romualdezes won't be in power in Tacloban. But because majority of the voting population are poor they settle in selling their votes during election for a few days of meal. Heck, Alfred the mayor is a school drop-out. His father Alfredo was a Commodore in the Navy courtesy of his brother-in-law Marcos.

Many people clamor for the Romualdezes because of their "damo kuno na mga projects" na maraksot man gani kitaon pagkahuman.. Klarado na ginkurakot.. Basta mayda project bahala na.. Amo gihap it ginyakan hit akon papa because he used to work for the city engineers office.. Yet, Tacloban still is one of the most poverty-strucked cities in our country.. How about social services? Health? Education? Employment? Never mind of infrastructure.. What's the use of malls and commercial buildings if people do not have the means to buy commodities?Think about it..

ayechemes September 12th, 2008, 04:49 AM Mayor Alfred is busy in pushing for the Highly Urbanized City status of Tacloban. There's nothing wrong with that if there is no ulterior motive behind the move. With HUC status, Tacloban can be a lone congressional district wherein Kring-kring wants to covet. She is no stranger to wealth coming from being a congressman as her father used to be a "slapping" lawmaker from San Juan.
What has Alfred done to alleviate the majority poor of Tacloban? Has he generated jobs to benefit those poorest of the poor? Or has he only given dole outs thereby making parasites out of these poor people. Long-term plans must be laid out and implemented to make the poor people self-sufficient.
One question should be asked. Will being an HUC bring food to the tables of the majority poor? Or will it benefit more the political plans of the Romualdezes?
Your answer will be good as mine. It is an oxymoron to put HONORABLE before the names of our politicos. For there is no such person as HONORABLE politicians in our society. They all are ANIMALS preying on their constituents and devouring people's money.

Yah.. The astrodome is the most blatant show of corruption.. Nayakan it ak papa kay sangkay man niya it usa ka engineer na naghimo hiton, na an actual expenditure only amounted to P80 million.. Where did the P120 million go?

If not for VOTE BUYING the Romualdezes won't be in power in Tacloban. But because majority of the voting population are poor they settle in selling their votes during election for a few days of meal. Heck, Alfred the mayor is a school drop-out. His father Alfredo was a Commodore in the Navy courtesy of his brother-in-law Marcos.

probably ang dahilan ay dahil sa wala pang taxi na masasakyan papuntang airport. i think meron nang taxi pero hindi pa siya gaanong kilala, ni hindi ko nga alam paano makakakontak ng taxi, kung van naman mejo mahal din kasi kapag kukuha ka ng van na maghahatid lang sayo sa airport. so usually kung walang maghahatid sayo sa airport mejo mahihirapan ka lalo na kung madaling araw ang flight mo.
