TACLOBAN CITY -- About 14,000 consumers of the Leyte II Electric Cooperative (Leyeco II) in this city have availed of the one-time government-sponsored P500-power subsidy.
The number represents 80 percent of the 16,000 Leyeco II consumers identified to qualify for the program dubbed as "Pantawid Kuryente: Katas ng VAT Program (Electricity Aid: Fruits of the VAT Program)," said Macel Avestruz, chief of the electric cooperative's institutional services department.
The consumers entitled to the one-time subsidy were those whose electric consumptions were not more than 100 kilowatts during the monthly billing of May.
Leyeco II received P8 million from the national government last month for it to implement the program, Avestruz said.
Unlike their counterparts in Metro Manila, Leyeco II consumers did not receive cash but a credit memo that entitled them to P500 discount for their electric consumption for May.
Since the electric cooperative only got the money in August, the beneficiaries who already paid their May bill would have the subsidy credited to their next bill, Avestruz said.
The credit memo was distributed by the utility company on a house-to-house basis to consumers whose electric consumption for May was less than 100 kilowatts.
A consumption of 100 kilowatts costs about P600, according to Avestruz.
"So, generally, the beneficiaries (only paid) about a P100 for the billing month of May because of this program," she said.
Leyeco II, which covers the towns of Palo, Babatngon and this city, has over 50,000 consumers but only about 16,000 consume less than 100 kilowatts per month.
President Arroyo ordered the giving out of the one-time subsidy to stem criticism about the government's collection of value-added-tax on oil products and amid calls for the government to scrap the VAT on fuel.
Avestruz said that within September, all the 16,000 consumers identified under the program would have already availed of the subsidy.

TACLOBAN CITY — The provincial government of Leyte released P500,000 more in counterpart fund for the benefit of 11 depressed villages in Mayorga town.
The amount is allotted as counterpart fund for the anti-poverty projects of the national government under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).
This recent fund disbursement represents the provincial government’s 10 percent counterpart contribution for the funding of projects identified by the KALAHI beneficiary villages of Mayorga, which are Burgos, Luna, Camansi, Zone II, Liberty, Mabini, Talisay, Union, Bonifacio and Ormocay.
Most of the projects that were identified as immediate need by the villagers include infrastructure projects such as drainage and water system, flood control canals, health stations, and communal toilets.
Mayorga Mayor Jul Co said the KALAHI-CIDDS program has so far made the people realize the importance and impact of intervention by the government, and how it becomes valuable due to the counter-parting scheme of implementing the projects.
The KALAHI-CIDSS scheme has made villagers covered by the program more confident, said the mayor.
It was learned that the lack of the counterpart fund from the local government units prevented some of the poorest barangays in Eastern Visayas from availing themselves of the projects.
In the case of Leyte, the provincial government is more than willing to shoulder the 10 percent counterpart contribution, Governor Carlos Jericho "Icot" L. Petilla said.
KALAHI-CIDSS projects require a counterpart contribution (LCC) of about 30 percent of the estimated cost, with the provincial, municipal and barangay government units contributing 10 percent each.
The province of Leyte has been a recipient of many project, so far, under this World Bank-funded program because the provincial government is always ready to give its share.
This year, the Leyte towns that were able to avail themselves of the KALAHI-CIDSS project are Julita, Javier, Kananga, La Paz, Leyte, Mahaplag, Bato, Capoocan, Tabango, Tabontabon, and San Isidro.

Tacloban City (September 15) -- The Provincial Government of Leyte is scheduled to enter into an agreement with the municipalities in the province for the creation of inter local health zones, to work together more closely in addressing the health situation of the community.
The LGUs in Leyte will organize themselves into Inter-Local Health Zones that will integrate the implementation of the Department of Health's Fourmula One health reform strategies or Four-in-One Convergence sites with the support of GTZ.
Leyte Governor Carlos Jericho L. Petilla said that the signing of the agreement will be on September 15-16, 2008 in Manila where the local chief executives will visit an LGU facility with an exemplary health practice so they will gain some insights.
In the MOA signing program, DOH Region 8 Director Teogenes Baluma will welcome the participants while Undersecretary of Health Mario Villaverde, Undersecretary of Health David Lozada, Dr. Michael Adelheart, program manager of GTZ Health,and Governor Petilla will deliver their respective messages.
Short presentations on Local Health System, Inter-Local Health Zones Region 8 Experience and Provincial LGU Scoring System will be done by Director Juanito Taleon, Dr. Paula Paz Sydiongco and Dr. Edgardo E. Daya, respectively.
Dr. Lesmes Lumen, the Chairman of SP Leyte Committee on Health, will present the Memorandum of Agreement, afterwhich, the Inter-Local Health Zones MOA signing will be done by Governor Petilla, the participating LCEs, Director Baluma and the representative of the Philippine Health Insurance Corporation.
Tanauan Mayor Roque A. Tiu, the president of the Provincial League of Mayors will deliver the pledge of commitment, in behalf of the participating local chief executives.
Inter-Local Health Zones, managed by a governing board and technical management committee, is an inter-LGU cooperation that improves and coordinates all local health systems. It is where health reform initiatives are planned, developed and implemented.
Within the framework of the Philippine health sector reform initiative "FOURmula ONE for Health," the Department of Health is working with its partner, the GTZ, towards establishing a functional infrastructure with local health care services, including continuous assessment of their work; introducing and implementing programmes for sustainable population management, along with fair and transparent programme financing; supplying affordable pharmaceutical products, in particular to the poor; and advancing the national social health insurance scheme.

“We never experienced this kind of thing before,” says Engineer Concepcion Esperas, chief of the constructions and maintenance division of the City Engineering’s Office.
Based on their records, close to 300 building permits were issued by their office since January up to last week.
The issuance of business permits resulted for the city government to earn over P6.69 million for the fees it asked from those undertaking the constructions.
And among the biggest constructions that are ongoing in the city are the two shopping malls, the Gaisano Mall and the Robinsons, which are expected to operate early next year, Esperas said.
According to Esperas, the 297 building permits that their office has so far issued this year include residential construction, about 40 percent of them are into various constructions which include shopping malls and other business establishments.
“Tacloban is actually growing economically. The construction boom that we are experiencing right now is but just an indication that the city is really growing and developing,” Esperas stressed.
She said that with the construction boom that is now being experienced by the city, problem on employment is actually addressed.
“It generates employment as construction workers are hired by these companies,” Esperas said.
The on going constructions of the two giant shopping malls in the city are employing more than one thousand individuals, Esperas added.
“Of course, with these constructions, the city government is also benefiting from it with the fees and licenses that they are paying to the city government,” she said.
So far, the city government was able to generate P6, 691,746 from the building permit fees that it collected from the owners of these construction works.
Esperas, however, could not provide data covering last year’s collection and the number of business permits it approved. “But still I can say that this year is higher compare to last year and in previous years,” the city engineer said.
Esperas also said that she believes that the more and more building constructions could be expected to happen in the city.
“In fact, we have received reports that another big shopping mall is seriously thinking of putting up their branch here in the city,” she said.
According to her, with big shopping malls coming in to the city, she expects that other known establishments catering other services like hotels and restaurants would do business in the city.
“Especially so that we are bidding to become a highly urbanized city which means that Tacloban has a huge market. Big population is one of the prime considerations of these big establishments in putting up their business in a certain locality.,” Esperas said.
The city, through Mayor Alfred Romualdez, is pushing for the reclassification of Tacloban into a HUC as it already met the needed requirements like population and income.

Wow.. Never thought they really cared about aesthetics.. Maupay unta if i-clear and side walks with all vendors, all posters of politicians, para mas maluwag and mas malinis..
Tricycles should also be banned along major roads and highways para walang traffic..
Synthetic pedestrial lanes should also be used instead of paint along the road after asphalting of these roads were complete..
Landscaping of major rotundas and highways especially along coca-cola plant and the bay along the astrodome..

Tacloban City (September 19) -- In order to work together more closely in addressing the health situation of the community, the municipalities under the jurisdiction of the province of Leyte agreed to group in clusters to form Inter Local Health Zones.
This move was made possible with the signing of a memorandum of agreement between and among the Provincial Government of Leyte, the various municipal governments, the Department of Health and the Philippine Health Insurance Corporation, at Bayview Hotel in Manila on September 16, 2008.
The MOA signing signals the full implementation of the Inter Local Health Zones in the province of Leyte under the leadership of Governor Carlos Jericho L. Petilla.
The municipalities which are near each other has agreed to organize themselves as Inter Local Health Zones that will integrate the implementation of the Department of Health's Fourmula One health reforms strategies or Four-in-One Convergence sites.
Under this set-up, the municipalities of Palo, Tanauan, Tolosa and Dulag will be known as the Leyte Gulf Inter Local Health Zone while the municipalities of Alangalang, Sta. Fe, San Miguel and Babatngon will be another Inter Local Health Zone in the First District of Leyte.
The Inter Local Health Zone in Leyte was piloted in the municipalities in the Fourth and Fifth Districts of Leyte namely: Mahaplag, Inopacan and Baybay now known as Mainbay Inter Local Health Zone; Matalom, Bato, Hindang and Hilongos as the Mabahinhil Inter Local Health Zone; and Kananga, Merida, Matag-ob, Albuera and Ormoc City as Kammao Inter Local Health Zone.
Tanauan Mayor Roque Tiu, the president of the League of Municipalities of the Philippines Leyte Chapter, informed that part of the scheme is providing support to the member municipality that is in need of health assistance like manpower support in cases where the services of doctors or other health workers are required; or the sharing of funds for health purposes.
Mayor Tiu disclosed that Governor Petilla has pledged to give each municipality P50,000 as Inter Local Health Zone fund. The municipalities will in turn earmark one percent from their 20% Development Fund for the same purpose.
The local chief executives were inspired by the good practice of the pilot municipalities as inputted by the Department of Health, Mayor Tiu said. One good story is the Southern Leyte experience where the Anahawan District had shortage of doctors because of brain drain. To solve the situation, the municipalities under the Inter Local Health Zone came to the rescue to prevent the hospital closure by contributing the services of their respective municipal health officers.

A portion of the article states:
"The NSCB data also showed that other cities in the region were very much least poor compared to Calbayog (66.48%) and Catbalogan (51.69%). Ormoc (31.29%) was ranked 120th; Baybay (29.55%), 122nd; Maasin (26.59%), 133rd; Borongan (20.87%), 142nd and Tacloban (16.56%), 143. The last two cities have the lowest poverty incidence in the whole region."
This is actually quite a remarkable information in regard to the level of economic affluence of Tacloban as a city. Considering its significant population at the time the survey was taken, a poverty incidence of only 16.56% is extraordinary! This is even lower than Cebu, Bacolod and Iloilo. It's ranked as the 143rd poorest city in the country (probably making it top 5 least poor, considering that there are less than 150 cities in the country).
For investors, this information is relevant in that the low poverty incidence is a good reflection of the city residents' purchasing power and that the social conditions prevailing in the city will not be as dire as other poverty-stricken urban areas.

ISABEL, Leyte — A 6-meter wide or two lanes of the 2.2 kilometers coastal road construction has begun. This coastal road connects the three barangays of Antipolo, San Francisco and Bantique, all of Isabel town, the only agro-industrial estate municipality of Leyte and Region 8.
Cost-estimate for its completion is P4 million, which will partly be undertaken by the local government and the rest to be contracted out.
Engr. Saylito Purisima, Isabel Municipal Administrator, revealed that this project, a brainchild among many other infrastructure projects of Mayor Saturnino “Jun” Medina, will not only facilitate easy travel and transport of goods and services to and from these barangays to the town proper, but at the same time will encourage some town folks to relocate to these areas. These areas along the stretch of this road are ideal places for residential homes being foreseen as solutions to impending congestion in the town proper in the near future.
Mayor Medina provides this early, solutions to future problems the town may experience because of the impending possible big influx of investors to the area as the administration braces up for the realization of the plan to make Isabel a city, a five year target.
Meanwhile, a meeting of landowners has been done to negotiate payment of properties that may be hit by the construction of the road. Some 10 families have been scheduled for relocation. TACLOBAN CITY- A modern 50-bed medical facility is soon to rise in the city.
In a press conference held at his office yesterday, Tacloban. City Mayor Alfred Romualdez disclosed that the city government would build a new hospital as part of its efforts to improve medical services it provides to more than 200,000 residents of the city.
“The construction of this new hospital is not only to make it more accessible to our people but more importantly to provide them better service,” Mayor Romualdez stressed.
Mayor Romualdez said that the construction of the planned new medical center will start early next year and cost P10 million.
“We are finalizing plans for its construction, which the earliest, could begin by the early part of 2008,” the mayor said.
According to him, the planned hospital would be built at the Abucay District near the Abucay New Bus Terminal and Commercial Complex where it would be only 5 km away from the city proper.
He added that it would be a modern medical facility that would have a 50-bed capacity, which is double the capacity of present city-administered City Hospital in Marasbaras.
The mayor then pointed out that with the construction of a new hospital, the city government would hire additional doctors and nurses.

TACLOBAN CITY, Leyte – President Gloria Macapagal-Arroyo announced the appointment of Department of Trade and Industry Region 8 Director Cynthia Nierras as the new Presidential Assistant for Eastern Visayas.
The announcement was made during the September 30 emergency meeting of the Regional Disaster Coordinating Council 8 held at the President’s Hall of the Leyte Park Hotel in Tacloban City.
Director Nierras will take the place of PA Victor A. Domingo who was recently appointed as the new Secretary for New Government Centers.
Director Nierras said she would assume her new post immediately after the President signs her appointment papers. She said she accepted the post because she cannot say no to the President’s call to serve knowing that the President’s sincerity in serving the Filipino people.
As Presidential Assistant for Region 8, Director Nierras will continue the good job started by Secretary Vic Domingo in fulfilling the President’s development strategy that will ultimately benefit the Filipino people.
Working with and for the President is not new to Director Nierras because she had the chance to work with the President when the President was the Undersecretary of the Department of Trade and Industry.
Knowing the way she works, the Regional Directors present agreed that Director Nierras was the right choice as Presidential Assistant for Region 8.
The local chief executives interviewed gave their vote of confidence to Director Nierras saying that she is a good link of Region 8 to the President.
Present during the RDCC Meeting were RDCC Chairman PRO 8 Director Abner Cabalquinto and the members of RDCC 8.

MANILA, Philippines – In separate orders, Overall Deputy Ombudsman Orlando C. Casimiro ordered the dismissal from the service of Wilfredo B. Agustino, Regional Director; Rudy G. Canastillo, Assistant Regional Director; Edward G. Canastillo, Acting District Office Head; and Cecil C. Caligan, Acting District Office Assistant Head, all of the Department of Public Works (DPWH)-Iloilo; Rolindo M. Perez, OIC-District Engineer; Vicente E. Vargas, OIC-Asst. District Engineer; Dennis P. Geduspan, Engineer III; Mayo R. Pelagio, Engineer III; Bernardo P. Yparosa, Accountant III; Jose M. Javier, Jr., Property Custodian; and Pio M. Gareza, Jr., Supply Officer, all of the DPWH-Negros Occidental; Miviluz R. Aviles, Chief of the Systems and Procedures Division; and Leticia V. Osorio, Chief of the Medical-Dental Division of DPWH-Manila; Geronima E. Muncada, Cashier; and Azucena O. Viojan, Supply Officer, both of the DPWH-Samar; and Abdulmunib Muksan, Depot-in-Charge of the DPWH-8 in Leyte.
Agustino, Caligan, and the Canastillos were dismissed for Grave Misconduct for conspiring to give “unwarranted benefit, advantage or preference” to one Rogelio Yap, the contractor for the construction of the Bancal-Leon-Camandag Road in Leon, Iloilo.
Investigation revealed that the said officials connived to make it appear that P6,7333,329.23 was used for the excavation phase of the project, when what was actually spent was only P38,610.
In the case of Agustino who had already retired, ODO Casimiro imposed upon him the accessory penalties inherent to dismissal, including Cancellation of Eligibility, Forfeiture of Retirement Benefits, Disqualification for Reinstatement or Reemployment and Bar from Taking any Civil Service Examination.
In a separate case, Perez, Vargas, Pelagio, Geduspan, Yparosa, Javier, and Gareza – all of the 4th Sub-Engineering Office of the DPWH office in Bago, Negros Occidental – were dismissed for Grave Misconduct in connection with irregularities in the two projects for the improvement of the Camingawan-Pandan Road in Pontevedra.
A special audit of the said projects revealed a discrepancy of P8,128,768.37, representing cost of materials and labor paid but not delivered or accomplished. In addition, a discrepancy of P2,968,268.33 occurred representing cost of materials and labor which were utilized or applied in the project, but which were not included among the paid items.
On the other hand, Aviles and Osorio were dismissed for Dishonesty and Grave Misconduct after Aviles incurred a three-month absence from work without filing the necessary leave of absence or authority to travel abroad.
In order to cover up for the said irregularity, Osorio issued to Aviles a medical certificate to make it appear that she was sick and rightfully on sick leave, although records show that Aviles was actually in Hong Kong.
Meanwhile, Muncada was ordered dismissed for Dishonesty after incurring a shortage of P4,586,839.35 in her accounts, consisting of unliquidated cash advances and checks issued without disbursement vouchers and supporting documents. Investigation revealed that Muncada would alter the name of the real payees and replace it with her own for presentment to the banks, and would alter them again for the purpose of reporting the checks as disbursements.
Viojan, on the other hand, was dismissed for Gross Neglect of Duty and Simple Misconduct after she signed twenty of the said checks amounting to P1,371,852.75 even if these were not duly supported by necessary documents. Moreover, she was found to have received payment for a check worth P94,967.50, although the same was not issued in her name.
Muksan, an employee of the DPWH-Central Office but was assigned as Depot-in-Charge of the President’s Bridge Program Depot in Palo, Leyte, was dismissed for Dishonesty in connection with the alleged stealing of 176 government-owned steel bars worth P440,000.
Investigation revealed that Muksan hired two laborers to haul and deliver the said steel bars to the junkyard of one Bienvenido Sta. Iglesia in Ormoc City, to be sold as scrap materials, without authority of the DPWH.
ODO Casimiro ordered the DPWH Secretary to immediately implement the said dismissal orders and to submit a compliance report therewith.

More than 3000 attended the Alay Lakad

More than 3000 persons from different government agencies, academe, barangay officials and private companies attended the 2008 Alay Lakad early morning last September 27, 2008.
The early morning walk started at the city plaza then proceeded towards Can-alo and went to Hermosilla drive, before going to Cogon Bridge in Cantubo. The participants divided into two groups as they passed through the river walk along the Flood mitigation control dam and met again in Alegria Bridge before proceeding back to the city stage for the simple ceremony.
This years Alay Lakad chairman Dr. Amila Cam, said during the program that the income generated from this year’s walk will be utilized for the educational assistance of street children. Some 30 street children, 5 were in high school and 25 in elementary are recipients of cash allowances and school supplies for the studies. The Alay Lakad committee also this year is on the realization of the procurement of 15 different musical instruments that is also set to be used by street children on the context that this will provide them an income.
City Social Welfare and Development Officer Marietta Legaspi, in an interview said that the five high students are receiving P1500 cash allowances yearly while the 25 elementary pupils also receives P1000 yearly allowances from the committee for a total of P32, 000. The schools supplies and materials which the committee also provided to the 30 beneficiaries amounted to P44, 928.93.
Ligaspe continued that this year the committee will procure 6b snare drums, 1 bass drum, Alto Saxophone, trombone, clarinet, 2 lyres, and trumpets which totaled to P67, 800. She added that the total cost for the Alay Lakad project is P144, 228.93.
City Mayor Eric C. Codilla who leads the Local Government Unit in the walk said that he was so happy with the attendance of a lot of people especially private entities, academe and many line agencies in the yearly Alay Lakad activity. He said that despite their differences in religion, beliefs and principle they became united when the endeavor is to benefit and good for the needy.
Ortelco Manager and Alay Lakad Vice chair Everita Flores has extended gratitude to the participating groups that attended this year’s Alay Lakad activity. Flores made especial thanks to Tranco, PhiHealth, the 802nd Brigade, BFP, BJMP, and the LGU among others for the participation.

Cebuano is spoken natively by the inhabitants of Cebu, Bohol, Negros Oriental, western parts of Leyte and western part Biliran island, southern third of Masbate island and throughout the most of Mindanao. the whole island of leyte consist of two major dialects namely Waray and Cebuano.Cebuano spoken in leyte are classified into two, the purely cebuano in the western part esp facing Cebu, and the Bol-anon (Boholano) in the southern part of the island.some cebuano speaking are mixed with bol-anon and are also varies in its intonation.ganon din sa mindanao mixed with local dialect..:)

TACLOBAN CITY -- President Gloria Macapagal-Arroyo has signed a presidential order declaring Tacloban as a highly urbanized city.
A copy of the presidential approval was received yesterday afternoon by Mayor Alfred Romualdez himself, who admitted that he was “happy” of the support of Ms. Arroyo.
“She signed it on Saturday and I received it today around 4 in the afternoon. Of course, I am happy,” Romualdez, reached on his mobile phone, said yesterday.
With the presidential approval, the next move now of the city government is to request the Commission on Elections central office to direct its regional office for the city polls office to schedule the plebiscite, the city mayor said.
All of the city’s registered voters of more than 90,000 are eligible to cast their votes during the plebiscite.
“The city has the funds for the plebiscite. But it is the Comelec (Manila) which will order its regional office here to direct the city office to schedule the plebiscite,” Romualdez said.
The city mayor said that the plebiscite is not a regular schedule and this would allow him and all city officials to openly campaign for the “yes” votes.
“I have been campaigning all along. This is not a regular election,” he said.
As he said this, Mayor Romualdez said that the conversion of Tacloban into an HUC would greatly redound to the benefit of its more than 217,000 people.
“There will be better and faster services,” he vowed.
He also allayed the fears of businessmen as well as ordinary taxpayers by saying that the reclassification of Tacloban into an HUC would not mean increase of taxes.
Any increase of tax being collected by the city government would only take place five years after its reclassification, according to Local Government Code.
He also said that with the reclassification, the city would now be directly supervised by the national government. “The national government will now act as our big brother,” Romualdez.

My only question is that, will such declaration uplift the lives of the constituents of Tacloban, or will it just remain as a mere "title"? We'll see the actual and exemplary results years from now..

To clarify further your "highlights" on my post:
"Highly urbanized city" in the context of the term's reference in the LSDE news article is not an economic term in the sense that it is not empirically based on degree of urbanization but is a "legally defined" term because the degree of urbanization is presumed based on set or fixed standards or criteria established by law, and not on some other empirical basis. For example, under the legal definition, it is possible for a sleepy agricultural city to be considered a highly urbanized city by reason of the large area within its jurisidiction like Puerto Princesa City (making it possible to achieve the required minimum population, although the population density is small, and the minimum required income of PhP500 million - the land area will increase its IRA share and IRA is included in determining income), and presence of natural resources (royalties in minerals would make it possible to have an annual income of at least PhP500 million, including IRA).
This is the reason why I wanted you to clarify why you said that Tacloban is not yet ready citing lack of infrastructure, etc. because clearly the factors you mentioned are not even relevant.
Notwithstanding the fact that "highly urbanized city" is not an economic term, the classification of a city as such carries with it an increase in the "status" or "profile" of the city as economically advanced or developed, not only because the law already considers or presumes the city as such based on the criteria identified by the lawmaker, but also because in a layman's perspective, when a city is declared as a "highly urbanized city", it must really be economically advanced.
It is a factor considered by investors because it would show the local government's financial capacity to build infrastructure, and would also show that there is a market for its output or readily available labor input.

of Resistance Movements in the Visayas

(Paper presented at “Kasikasi ha Leyte 2000,” the 6th Visayan Islands Visual Arts Exhibition and Conference, DECS Training Center, Palo, Leyte, September 25-28, 2000.)
I feel honored to have been invited to speak before your gathering of Visayan visual artists based in the Visayas.
The invitation sent to me mentioned that this conference would also feature papers meant to deepen the Visayan artist’s knowledge and appreciation of his history and culture, and enrich his/her visual vocabulary. I was tasked to present a paper on the topic “Symbols in Resistance Movements in the Visayas.”
After contemplating the topic for some time, I decided to focus my presentation on events and circumstances around the name of your host province, Leyte. I will discuss the evolution of this name and infer its forgotten symbolism for resistance movements in the Visayas.
Abuyo
As far as can be established, the name of our island at the Spanish contact was Abuyo. The Villalobos chronicles in the 1540s still referred to this island as Abuyo, one of the three islands comprising the original Las Islas Felipinas. The other two islands were Tandaya (i.e., Samar) and Mazzawa (i.e., Limasawa).
There is at present a town called Abuyog in eastern Leyte. There is some reason to believe that Abuyog was an ancient trade center in this island. But its name does not signify anything. Local residents have resorted to wordplay for an explanation. They theorized that miscommunication was a possible cause. As their tale have it, some early Spaniards, who were asking for directions, were misunderstood by local informants, who instead gave the name of the local bee in mock surprise. Thus, “Ah, buyog!” later evolved into Abuyog.
The buyog theme might have won for Abuyog several street-dancing awards in the Pintados Festival, but the tale remains as fantastic as the tale of the “local bird and bee” immortalized in a song by the Beatles.
It is probable that the complete old name of the island was Abuyon, a Waray word that means “agreeable.” At least the agreeable nature shown by the natives to the members of the Villalobos expedition earned for them effusive praises from their guests, who thought they were doing us a counter-favor by naming three islands in our geography after their prince.
Ila-Iti
Now, how did the name Abuyo evolve into Leyte? The manuscript of Jesuit Father Francisco Alcina written in 1668 mentioned that the name Leyte was corrupted from the phrase “Ira Ete,” literally translatable in English as “belonging to Ete.” However, I am of the opinion that it was the corruption of “Ila Ete,” the Cebuano reference to the same place, which went into the books.
Now, who was this Ete in the island’s name?
In a hypothetical profile I wrote of Rajah Bankaw sometime ago, I theorized that his baptismal name was Iti, which is still used in our interior barangays and towns as a nickname meaning “Good Boy.” The present equivalents are Idoy, Intoy, or Dodong.
I have theorized that Iti was the son of Gara (the Show-Off), after whom the town of Kan-Gara, later Carigara, was named, and the grandson of Rajah Kolambu (the Protective Net), who met Magellan in Limasawa in 1521. I also theorized that Iti assumed the name Bankaw after he assumed leadership of his family’s domain.
Bankaw Revolt
With this background, let me bring you back to an event that we think we already know – the Bankaw Revolt found in our books.
History textbooks cited Bankaw for a failed revolt in Carigara, Leyte, in 1621, the centennial of the Spanish contact. The Bankaw Revolt was labeled as a religious uprising, with a gory tale about a beheaded native ruler and a chilly message implied by white men who carried the cross on one hand, and a sword on the other just in case things did not go their way.
However, the textbook accounts of Bankaw and his revolt bordered on fiction, and seemed to have been quoted from an official cover-up report. The biographical “facts” they posited were not borne out by source documents. And the “blow-by-blow” account of the fighting between Bankaw and his warriors on one side, and a Spanish-Cebuano force on the other, did not seem to concur with folklore, place-names and rituals that memorialized Bankaw’s dissent.
Disputed “historical” account
Most textbook histories about the Bankaw Revolt cited from an erroneous item in a history written by Jesuit Father Pedro Murillo Velarde in 1749, more than a century after the actual revolt.
The accounts had it that Bankaw feted the Legazpi expedition in Limasawa in 1565. He supposedly received royal thanks from King Philip II through Legazpi, for the hospitality extended by the natives to the Spaniards since the time of Magellan in 1521.
However, the chronicles of the Legazpi expedition did not mention any meeting between Legazpi and Bankaw. Legazpi’s men landed on a depopulated island, recently raided by the Portuguese, when they dropped by Limasawa in 1565.
Bankaw’s apostasy
Bankaw was converted to Christianity and became loyal to Spain. But in his old age, he entertained the idea of returning to the religion of his forebears. He reportedly incited his people to rise in the defense of their old gods and religion. He was helped in his cause by his sons, particularly Pagali.
Pagali was described in textbook histories as a native priest. He was the son of Bankaw, and a “good student” of the Jesuits in their Dulag boarding school.
Bankaw’s activities alarmed Jesuit Father Melchor de Vera, who hurried to Cebu and warned the authorities of the uprising.
Alcalde-Mayor Juan de Alcarazo sent a flotilla of 40 vessels, manned by some Spanish soldiers and hundreds of Cebuano fighters to Leyte. Then the textbook account became semi-fictional again:
“The rebels were offered peace, but they spurned the peace offer, and fled to their fortification in the hills. The Spanish-Filipino forces pursued them and defeated them in a decisive battle. The aged Bankaw perished in the fight, together with his first son and Pagali [Pagali was the first son]; his second son was beheaded as a traitor; and his daughter was taken captive. Bankaw’s head was severed from his body and placed on a stake and exhibited in public as a punishment for his infidelity and apostasy.”
The folk version
However, the official description of the battle is not corroborated by local folklore, place-names, and rituals – now acceptable as legitimate sources of historical data. Two barangays of Carigara named Hiraan (i.e., verbal altercation) instead suggest a rowdy public negotiation between Bankaw’s camp and his armed visitors. The hiraan might have been held to negotiate Bankaw’s return to the Catholic fold, and might have been conducted with the presence of all members of Bankaw’s family.
But the unwelcome guests seemed not interested in peace. Indeed, the Spaniards might have already decided to get rid of Bankaw and his family, having had outlived their usefulness. And the Cebuano fighters, excited about the possibility of settling old scores with the Warays, probably came for war with some help from Spanish soldiers.
Thus, what seemed to have occurred during the hiraan was the massacre of Bankaw and his whole family. And the Spaniards reported an actual battle, which I mentioned earlier, to hide their treachery.
Tirana
The Spaniards officially tried to misrepresent Bankaw and his revolt, and to erase its traces from the people’s memory. This included a taboo on the use of certain names such as Tirana, presumably the name of the wife that Bankaw retained after becoming a Christian. But these efforts failed.
In Limasawa, a poblacion barangay was named Triana. Local folklore has it that this was aimed to memorialize Tirana. The switching of the second and third letters was made to circumvent Spanish restrictions.
In Barangay Palarao of Leyte-Leyte, there is a sitio named Maritana. This might have been a corrupted form of Maria Tirana, again a deceptive term aimed to memorialize the tabooed name.
Tirana was the unreported victim of the Bankaw Revolt. Without citing names, Fr. Alcina in 1668 wrote an aside about her in his chapter on bananas. The Alcina account had it that the wife of the great chief of Carigara was “punished by God [read, executed] for her incontinence.” Contrary to any civilized practice, she was buried wrapped in banana leaves, because a Spanish priest disallowed a decent burial for her.
There is no official account about how Tirana was executed. But an old Visayan balitao (folk song) entitled “Tirana” suggests that she might have been drowned to death. The song summarized her tragic life, thus: “Tirana bitaw’ng makaluluoy (Tirana, really the pitiful one).” Its sad lyrics were interwoven in the lively music of a folk dance.
Despite the Spanish restrictions, Tirana’s name echoes to this day. The available folkloric references suggest that she was blamed and unjustly punished for Bankaw’s “apostasy.” Yet, official accounts did not even mention her existence.
Folk rituals
The word hiraan (in the barangay names of Upper Hiraan and Lower Hiraan in Carigara) is one memorial of the Bankaw Revolt. The name Tirana, in corrupted place-names and a folk song, is another.
Two local rituals also seemed to have originated as protests to memorialize the Church’s culpability in the massacre of Bankaw and his family. One ritual observed in Barangay Camansi of Carigara is the turugpo. This was an annual festival of cock-fighting, carabao-fighting, horse-fighting and gambling every Good Friday, the holiest day of Christendom. Now a tourist attraction, the turugpo was moved to Black Saturday upon the representation of the local bishop in the 1970s.
The other ritual used to be a phenomenon in Barangay Palarao of Leyte-Leyte. Larao is the native word for mourning, and Palarao seemed to have started out as a community of mourners. The original mourners might have watched over the burial ground of Bankaw and Tirana, whom I theorized were finally buried in Palarao according to native customs. Their remains probably still lie inside some cave or cove somewhere in this village.
The natives of Palarao used to be known for their thieving and mischievous ways. Their acts are deemed criminal by present legal standards. Yet these same acts were privileges allowed for watchers of burial grounds of native great chiefs during ethnic times.
Strangers in the vicinity of Palarao were known to have been held up or harmed around 8:00 p.m. and 4:00 a.m. Fishermen at sea were divested of their catch. Passing vehicles were stoned, or their tires were punctured with twisted nails strewn on the road. But only around these two hours. Eight o’clock of course was the time for tolling the animas, the church bell sounds for the departed Christian souls.
These two night-hours (8:00 p.m. and 4:00 a.m.) were probably observed as most solemn hours during the early years of Christianity in the Philippines. These were the same hours that the natives of Palarao tried to desecrate, probably to memorialize the Church’s complicity in the treachery that befell Bankaw and his family.
This is Iti’s land!
Probably the most fitting memorial to Bankaw and his revolt was the name Leyte. As I mentioned earlier, the island was formerly known as Abuyo. It seemed to have been briefly named as Kan-Gara for a few years before it finally became Ila-Iti. Ila is a possessive form in a collective sense, as “theirs” or “belonging to”; Iti, the Good Boy, appeared to have been the baptismal name of Bankaw. Thus, Ila-Iti means this place belonged to Iti and his family.
Centuries before Hollywood popularized the song “This Land is Mine,” the theme of the movie Exodus, the natives of this island had been shouting, “This is Iti’s land!” with the vehemence of a Moses. In “Ila-Iti!,” later corrupted as Leyte, they registered their continuing protest and resistance against the Spaniards for their ungrateful extermination of the “royal family” of Iti, the Rajah Bankaw of history, whose forebears and family extended acts of hospitality to the foreigners since the arrival of the Magellan expedition in 1521.
Sadly, the significance of the name Ila-Iti got lost and became forgotten during the passage of the centuries. It is actually time to feel the meaning of the word once again. Unfortunately, unlike the title and message of a Salvador Dali painting, we lack or have lost “the persistence of memory.”

"Highly urbanized city" in the context of the term's reference in the LSDE news article is not an economic term in the sense that it is not empirically based on degree of urbanization but is a "legally defined" term because the degree of urbanization is presumed based on set or fixed standards or criteria established by law, and not on some other empirical basis. For example, under the legal definition, it is possible for a sleepy agricultural city to be considered a highly urbanized city by reason of the large area within its jurisidiction like Puerto Princesa City (making it possible to achieve the required minimum population, although the population density is small, and the minimum required income of PhP500 million - the land area will increase its IRA share and IRA is included in determining income), and presence of natural resources (royalties in minerals would make it possible to have an annual income of at least PhP500 million, including IRA).
This is the reason why I wanted you to clarify why you said that Tacloban is not yet ready citing lack of infrastructure, etc. because clearly the factors you mentioned are not even relevant.
Notwithstanding the fact that "highly urbanized city" is not an economic term, the classification of a city as such carries with it an increase in the "status" or "profile" of the city as economically advanced or developed, not only because the law already considers or presumes the city as such based on the criteria identified by the lawmaker, but also because in a layman's perspective, when a city is declared as a "highly urbanized city", it must really be economically advanced.
It is a factor considered by investors because it would show the local government's financial capacity to build infrastructure, and would also show that there is a market for its output or readily available labor input.
I hope this clarifies my statement. I disagree with your conclusion that: "too early..damo pa it dapat iimprove esp infra to attract more investors para mabgyan naman ng trabaho..." As explained, the classification of Tacloban as a "highly urbanized city" will precisely address the concerns that you raised as to why it is "too early" and I have also outlined the basis therefor. ang ormoc city naman ay mga kana (cebuano-speaking) pati na ang higit kalahati ng isla ng leyte kasama na ang southern leyte. ang buong western coastline na nakaharap sa isla ng cebu at bohol ay mga cebuano-speaking na may iba't ibang variations.
ang tacloban to alang-alang ay 30mins pero may nabuksan daw ngayon na bagong daanan sa may bagong catholic cemetery na paglabas mo malapit ka na sa alang-alang. although sa ngayon rough road (dirty tracks) pa lang daw pero mas iiksi na ang time of travel from 30mins magagawa mo nalang yun in 15-20mins dahil hindi ka na dadaan ng palo kung saan makikita mo ang gothic cathedral na ginawang temporary hospital noong world war 2.

i am not ver well versed in the language of south-western leyte. maybe amigo32 can help you because he is from that part of the island. it's usually like bohol. (e.g. baja, lajo and so on...) i'm from the northeast but my mom is from the northwest which speaks cebuano but with some minute variations frm those spoken in cebu city. i have to again observe how my relatives speaks so i can tell you.

I have also been to cities like Zamboanga city, Dipolog, Tagbiliran, Bacolod, and Cebu. Based on personal observation, Tacloban is not that far in terms of infrastructure, and has a great potential for economic and urban development. Nevertheless, it is the most underrated. Most common perception of people here is that Tacloban is always devastated by calamaties such as storms, floods, landslides, which to some extent may be true, and has the least potential for development.
Dumaguete, may be smaller than Tacloban, but it is a melting pot of students, professionals, artists, scholars and the literati coming from different parts of the country and the world. Known for being the center of learning here in the south, it boasts of 7 universities and colleges, most famous of all is Silliman. But God, mas urban pa yata tingnan ang Tacloban kaysa sa Dumaguete. Believe it or not, the main transport here is the tricycle (they call it pedicab), and its roads are not as wide like here in Tacloban. Downtown Dumaguete is comparable to central Palo in terms of land area. Everything is walkable and just "5 minutes" away here in Dumaguete. But it is rich is restaurants, culture, a beautiful boulevard, and foreigners like KOREANS, IRANIANS, and AMERICANS..
In Tacloban kasi, we don't have an iconic brand or a trademark in the first place that will distiguish us from other cities (except for macarthur shrine and san juanico bridge). Nevertheless, Im proud to be a Waray and a Taclobanon.. I just hope we get rid of our mediocrity and status quo, and aim for excellence in all our endeavors..
there is this landmark in tacloban city that will really distinguish us from other cities in the philippines. it is the STATUE OF LIBERTY at Plaza Libertad. So New York! jst kiddin` hehe

in biliran its a mix of both waray and cebuano. the waray speaking parts in leyte covers from carigara in the north to abuyog(mixed waray & cebuano)towards the south. from tacloban city in the east to albuera(mixed waray & cebuano) in the west.
well warays find cebuano easy to learn but its hard for the bisdak to understand waray. u see i think for the most part why warays easily adapts and learns the cebuano language because people from the cebuano-speaking parts in leyte come to tacloban for anything and most especially that some shows in ABS-CBN like Sabado N`gyud are transmitted here which me, as a, Taclobanon wonders why it is even beamed here.

hmm for me,my estimate is that they can really finish the Mall by december but i dont think it would open by that time.each shop would have to furnish the interior designs pa and since it would be christmas time,a lot of decorations for sure would be put in place and that would take time.
with regards to SM putting a mall in that lot besides RTRMF,that would be a disaster! it would congest that area especially since its besides a school. is there a committee for urban planning? what irks me when i go around the city is that a lot of subdivisions are mushrooming just about anywhere.

in 1735, Leyte's capital transferred from one town to another. Carigara, the center of the Jesuit missions, was at one time the center of political authority. With the Jesuits out of the picture, Carigara gradually lost its central role, and the seat of power transferred to Palo, Tanauan, then Dagami. The Moro raids also had something to do with this shifting of power seats.
The ideal location of the Tacloban was finally installed as the capital town on February 26, 1830. There was to be no more change afterwards... ^^

totoo yan @urban ang 'Soft Opening'..:) Gaisano mall in iligan was supposed to open last march, then before the opening of classes but finally opened last July 29th..only the 1st and 2nd level occupied by dept store, grocery,mcdonalds,mang inasal,penshoppe and rusty lopez. 2 floors out of 5F multi-level parking and the atrium are also open.jollibee and chowking will be in service on november.about 50% are still unoccupied until now..:lol::lol:

PALO, Leyte, Philippines — Illinois-based customer management firm APAC Customer Services, Inc. will set up the first call center in Eastern Visayas in this town, whose skilled residents are lining up for a job at the US company.
The NASDAQ-lited firm will sign a lease contract with the Leyte provincial government this week for an office space at the Leyte Information and Communication Technology (ICT) Park in this town.
The US-based business process outsourcing provider will spend more than P100 million to set up the first call center in Eastern Visayas by January.
"They studied, they came, they evaluated [the place] and they decided that we are ready [to host a call center]," Leyte Governor Carlos Jericho Petilla said.
Company officials visited Leyte in July to check out colleges and universities here for the availability of qualified labor.
APAC will rent the second level of one of the buildings inside the park for P150 per square meter per month for three years. The space will be used as its call center and training center.
"They will start civil work this month if they are ready," the governor said.
Nelieta Baguna, unit head of the Leyte Tourism and Investment Promotion Center, said APAC might renew its lease contract with the provincial government for another three years.
The Leyte ICT Park, about 10 kilometers from Tacloban City, was originally built for rental by tertiary schools. It was converted into an ICT park in 2005.
APAC, based in Illinois, operates call centers in Alabang in Muntinlupa City and Cubao in Quezon City. It has four sites in the US. The company handles inbound voice services and manages consumer demands for multiple touch points via the Internet, e-mail and direct mail.
Its clients mostly belong to the healthcare, financial services, business services, publishing, communications and travel and entertainment industries. - BusinessWorld

CARGO throughput that passed through Philippine ports in the first seven months of the year recorded the steepest decline so far, according to data from the Philippine Ports Authority (PPA).
Total cargo volume dropped by 10 percent to 81.31 million metric tons (MTs) during the first seven months of the year, from 90.4 million MTs in the same period last year, the PPA said in a report.
Both domestic and foreign volumes performed poorly with total volume dropping by 7 percent and 12 percent, respectively.
Only seven of 24 PPA port-management offices posted increases in volume of handled domestic cargo, according to PPA data. These were in Calapan, Cotabato, Dumaguete, Iloilo, Pulupandan, Tacloban, and General Santos.
Ports in the Visayas region processed a combined increase of close to 4 percent, but combined domestic cargo of ports under the Port District Office of Manila/Northern Luzon fell by 10 percent.
The same was down 11 percent for Southern Luzon, 13 percent for Northern Mindanao and 3 percent for Southern Mindanao.
On foreign trading, export and import cargoes posted negative growth of 20 percent and 7 percent, respectively.
Ports in the Manila International Container Terminal (MICT), Southern Mindanao, Iloilo and San Fernando were among a handful that managed to post gains on volumes that were weak to heave the country’s cargo throughput.
Containerized cargo, on the other hand, went up by more than 3 percent, with the volume of foreign container traffic at MICT, Davao and General Santos contributing gains that cushioned the impact declines in domestic containerized cargo handled in North Harbor and Cagayan de Oro, the PPA said.
MICT and Manila South Harbor accounted for about 60 percent of the 2.31 million TEUs (twenty foot equivalent units) processed in the seven-month period, or about 1.34 million TEUs.
Other government ports handled 836,428 TEUs, or 36 percent of the total, while private ports handled about 5.75 percent of the total or about 132,668 TEUs.
Domestic ship calls rose by about 1 percent mostly in South Harbor, Jagna, Tubigon, Calapan, Pulupandan and Cotabato.
Meanwhile, passenger traffic, which posted increases in the earlier in the year, went down by 83,834 or 0.31 percent by the end of July.
The reduced rates of airlines in an ongoing promotional campaign, continue to put pressure against shipping operators plying long-haul routes reduced ship movement. The situation has affected operations in South Harbor, Iloilo and General Santos, the PPA said.

TACLOBAN CITY — The national government will assume the responsibility in financing the construction of the Daniel Z. Romualdez Airport terminal building and parking space instead of the city government as earlier agreed.
City Mayor Alfred Romualdez said his cousin, Leyte ’s first district Representative Ferdinand Martin Romualdez has “successfully included” the multi-million peso fund in the preparation of 2009 budget.
“The good news about the airport is that the national government will take care of the terminal. Right now, there’s no more local fund counterpart,” the city’s chief executive told Leyte Samar Daily Express.
Under the original plan agreed by the city government and the Office of the President, the local government will carry out the construction of terminal building and parking area at a cost of P350 million. The national government budget will finance the rehabilitation opf the runway and buy lots for the airport’s expansion.
To fuel the financial requirement, the city government was supposed to tap resources and through built-operate-transfer scheme with private institutions. Tacloban collects an average of P230 million in local taxes annually.
The said proposal was approved by no less than President Gloria Macapagal-Arroyo in her visit to the region last November 9, 2008. The airport upgrading costs P2.12 billion.
“Even with the changes, we’re still coordinating with them as far as the designs are concern,” Romualdez said.
The city mayor is optimistic that the inclusion of the budget for terminal building will not face opposition in the House of Representatives and Senate since the proposed project has been overdue.
“Everything looks okay. Let’s wait for the 2009 budget but it is there already. That’s long been overdue. I don’t see any problem here,” he added.
Changes were also discussed in meetings of local officials with the Civil Aeronautics Board, the agency charged with the power to regulate the economic aspect of air transportation in the country.
With this development, Romualdez assured that the full rehabilitation project would be pushed through next year. Currently, there are minor rehabilitation works at the airport such as thickening of the 7,014 feet runway.
It can be recalled that despite exclusion of the P2.12 billion Tacloban Airport expansion from the Japan Bank for International Cooperation loan, the government is still determined to push through Airport development up to 2010. The modernization was delayed because of lack of local counterpart fund from the Philippine government.
The city government pushed for immediate rehabilitation of the airport with the increasing traffic and public clamor. The upgrading design is expected to cater growing air traffic until 2015.
Through the DZR airport, Tacloban serves as a gateway to Eastern Visayas with the Tacloban-Manila flights of Philippine Airlines and Cebu Pacific, Tacloban-Cebu route of PAL Express and Cebu Pacific. (Sarwell Q. Meniano)

TACLOBAN CITY — The national government will assume the responsibility in financing the construction of the Daniel Z. Romualdez Airport terminal building and parking space instead of the city government as earlier agreed.
City Mayor Alfred Romualdez said his cousin, Leyte ’s first district Representative Ferdinand Martin Romualdez has “successfully included” the multi-million peso fund in the preparation of 2009 budget.
“The good news about the airport is that the national government will take care of the terminal. Right now, there’s no more local fund counterpart,” the city’s chief executive told Leyte Samar Daily Express.
Under the original plan agreed by the city government and the Office of the President, the local government will carry out the construction of terminal building and parking area at a cost of P350 million. The national government budget will finance the rehabilitation opf the runway and buy lots for the airport’s expansion.
To fuel the financial requirement, the city government was supposed to tap resources and through built-operate-transfer scheme with private institutions. Tacloban collects an average of P230 million in local taxes annually.
The said proposal was approved by no less than President Gloria Macapagal-Arroyo in her visit to the region last November 9, 2008. The airport upgrading costs P2.12 billion.
“Even with the changes, we’re still coordinating with them as far as the designs are concern,” Romualdez said.
The city mayor is optimistic that the inclusion of the budget for terminal building will not face opposition in the House of Representatives and Senate since the proposed project has been overdue.
“Everything looks okay. Let’s wait for the 2009 budget but it is there already. That’s long been overdue. I don’t see any problem here,” he added.
Changes were also discussed in meetings of local officials with the Civil Aeronautics Board, the agency charged with the power to regulate the economic aspect of air transportation in the country.
With this development, Romualdez assured that the full rehabilitation project would be pushed through next year. Currently, there are minor rehabilitation works at the airport such as thickening of the 7,014 feet runway.
It can be recalled that despite exclusion of the P2.12 billion Tacloban Airport expansion from the Japan Bank for International Cooperation loan, the government is still determined to push through Airport development up to 2010. The modernization was delayed because of lack of local counterpart fund from the Philippine government.
The city government pushed for immediate rehabilitation of the airport with the increasing traffic and public clamor. The upgrading design is expected to cater growing air traffic until 2015.
Through the DZR airport, Tacloban serves as a gateway to Eastern Visayas with the Tacloban-Manila flights of Philippine Airlines and Cebu Pacific, Tacloban-Cebu route of PAL Express and Cebu Pacific. (Sarwell Q. Meniano)

what really matters, for me, is that we'll be having a mall two new malls that will surely boost Tacloban's economy :)

BOBO-STYLE: you need a pail or tabo to flush the wastes. im not being pessimist. just hoping that it wouldn`t be the case. look at the new bus terminal. they made a big fuss that its aircon and new. well,check the CR,you have to pay P1 or P3 for maintenance. i was expecting that the CR would be nice but what the heck,the flushes werent working. and for me the terminal was more like a big waiting shed. i thought ticketing would be systematic and computerized but god, it was still the same.
and i wont consider the new gaisano A MALL. a MALLette would.
sorry,i should have said every existing ROBINSONS mall in the country.

A - should upgrade also its garbage trucks. its way so 10,000 B.C. the garbage collectors should wear proper attire with masks and gloves.
B - a cultural center for arts and music
C - a museum about Leyte`s History
D - more music stations i.e. killer bee
E - a big bookstore
F - world-class subdivision like the ones in tagaytay and the ones you see in the newspaper. diri basta housing la.
G - a fitness center
H - a sports center that is open on a daily basis where you can play tennis,badminton,basketball,volleyball,swimming
I - world-class Hotel. big name hotels like Marriot, Hilton.
J - restaurants like french,italian (not just pasta but italian dishes), japanese, korean
K - Hospitals with state-of-the art technology like MRI,64 slice CT-scan,4D ultrasound, 3D Echo and the likes. we dont have to go to cebu or manila na just to be scanned or tested.
L - free healthcare to the poor

MANILA, Philippines – Business process outsourcing firm APAC Customer Services Inc. is investing P100 million for a call center branch in Leyte, which will house up to 1,000 employees.
Located at the Leyte Academic Center (LAC) in Palo, the 35, 000-square-feet campus will be APAC’s fourth site in the country, and Leyte’s first call center.
“Leyte is our top choice for our provincial strategy due to its fiber optic backbone, talent pool and government support,” said Doug Almond, APAC vice president for international operations, in a briefing.
Initially, the branch will employ 140 professionals for its first client program slated to begin in January 2009. Hiring for the new facility will start in November.
According to Leyte Governor Carlos Petilla, “The province produces about 6,000 graduates per year from a dozen reputable universities, a talent pipeline that is enough to support large-scale BPO operations.”
Petilla said Leyte has an industry-academe forum which allows businesses to explicitly define their employee qualifications and work with the academe to meet this.
The academe, in turn can revise its curriculum offerings to fit these qualifications and help ensure their graduates get jobs based on their expertise. One segment of this forum is grooming graduates to become qualified BPO professionals.
Three other contract bidders applied to set up a call center at Leyte but Petilla said they chose APAC due to the company’s long-term commitment to tap the local talent pool for its operations, as evidenced by the number of seats it wants to operate in the center.
Based on the agreement between APAC and the Leyte provincial government, the BPO company would lease for three years an area at LAC.
Petilla said the renovated LAC campus is a PEZA zone so the government will not tax APAC for at least six years.
He said the province will benefit from the investment from the jobs it will generate and the increase in disposable income people will spend in the province.
At present, the Leyte government has no plans to increase the target of hiring 1,000 employees for its budding BPO industry.
Petilla said they want to make sure the province can provide enough graduates to meet the existing demand before increasing its targets.
Almond said that depending on how the Leyte campus will perform as support center to its U.S. offices, APAC is open for expansion in the region in which Leyte belongs.
Almond said APAC is bullish on its prospects in the Philippines, especially with its provincial strategy plan.
“We are in an aggressive growth phase in the Philippines. Under the provincial strategy program, we aim to achieve 80 percent of our growth over the next five years in the provinces,” the APAC executive said.
About 95 percent of APAC clients are from the U.S., which is now under a financial crisis.
Almond said this will not hinder APAC to continue growing in the Philippines because the company’s financial accounts only comprise 5 percent of its total portfolio.
APAC handles accounts in markets such as healthcare, business services and logistics, publishing, travel and telecommunications.
Currently employing over 8,000 contact center professionals, the NASDAQ-listed BPO firm already operates three sites in Manila, two in Alabang and one in Quezon City. It also operates nine contact centers in the U.S with over 4,000 employees.

TACLOBAN CITY - The City COMELEC Officer said that the plebiscite campaign on Tacloban to be highly urbanized city (HUC) has no go-signal yet.
Though President Gloria Macapagal Arroyo (PGMA) recently declared Tacloban as a highly urbanized city, the city COMELEC is still waiting for the National COMELEC to issue a resolution.
“When national COMELEC give us the schedule as to when to have the plebiscite campaign and they issue a resolution with regards to the calendar of activities for the plebiscite campaign then that’s the time that we can start the said campaign,” explained City COMELEC Officer Susan Collamar.
Ms. Collamar expounded that enclosed in the calendar of activities are the prohibited acts within the campaign, here also the schedule as to when to start and end the campaign.
Until now the approved HUC is still a pending HUC on the part of Taclobanons due to unsettled schedule of plebiscite campaign. (BEVERLY ANN TORREROS-LNU Intern)
