Health Secretary Dr. Francisco Duque III Thursday night confirmed the first case of Influenza A(H1N1) infection in the country—in a 10-year-old Filipino girl who arrived from the United States with her parents on May 18.
“The DoH confirms today the first case of AH1N1 in the Philippines. She is a female traveler who arrived in the country on May 18 from the United States, whose throat specimen tested positive based on results from the Research Institute for Tropical Medicine (RITM),” Duque said.
Duque, who is in Geneva, Switzerland, attending a World Health Organization (WHO) meeting, held a video conference with reporters at the WHO regional office in Manila to break the news Thursday night.
“I talked with the president and from the tone of her voice she was very concerned. In fact, she gave me the go signal to conduct this press conference,” Duque added.
Dr. Eric Tayag of the Department of Health’s National Epidemiology Center said the girl, who was not identified, had also been to Canada.
The girl, he said, developed a fever, cough and sore throat on May 19, the day after arriving, and was brought to the RITM in Muntinlupa City where the diagnosis was confirmed Thursday.
Despite the index case, Duque said: “There is no community outbreak in the country, measures are being done to prevent transmission, including quarantine of immediate household of the first case. The first case is something we have been preparing for as a result of public and private sectors’ effective surveillance system.”
Health Undersecretary Mario Villaverde said the test results came Thursday afternoon from RITM and the patient was immediately given antiviral Oseltamivir.
The first case no longer had fever and cough but still has sore throat, said Villaverde.
Tayag said specimens from the index case will be sent to a WHO collaborating center in Melbourne as routine procedure for all specimens that will test positive for the novel AH1N1.
“The child developed the symptoms a day after arrival, so this is also a call for vigilance on the part of the public that people in the country and incoming travelers from abroad, especially from infected areas, submit themselves to quarantine screening and continuous monitoring of health, especially body temperature for 10 days, and to report to the DoH any flu-like symptoms,” said Villaverde.
Villaverde reiterated that the public should observe proper hygiene, strengthen resistance and do social distancing—avoid going to crowded areas if the need is not urgent.
Since there is only a single confirmed case, Villaverde said, there is no need to postpone the opening of schools in June.
Up till then the country had been flu-free despite the disease afflicting citizens of nearby countries like Malaysia, South Korea, Taiwan, Hong Kong and Japan.
In Geneva, a month after the world was alerted to a potential influenza pandemic, doubts fostered by the mild symptoms of the new swine flu virus have prompted the WHO to think twice about sounding the maximum alarm despite the spread of infection in 41 countries.
The WHO on Thursday raised its tally of swine flu cases around the world to 11,034 and 85 deaths. Most of the 791 new cases have been reported in Canada, Mexico and the United States.
Mexico confirmed three more deaths linked to the A(H1N1) virus, while the United States confirmed two additional deaths since Wednesday’s tally.
‘Imminent pandemic’
At least 38 other countries in the Americas, Asia and Europe have reported cases since the outbreak in Mexico, but the world remains at flu alert level five, signaling an “imminent pandemic.”
WHO Director General Margaret Chan is hesitant about declaring a fully fledged pandemic by moving to Phase 6, even though travelers have carried the virus to other continents.
The maximum alert level would indicate sustained community transmission in a second region outside the Americas.
On Thursday, Japanese Prime Minister Taro Aso reiterated his appeal for calm as the number of swine flu infections in his country soared to 292, including the first two cases in Tokyo, the world’s largest urban area.
Antoine Flahaut, an epidemiologist and head of the School of Public Health (EHESP), said that the technical elements were in place to move into the pandemic phase.
“But the WHO senses that recommendations which go with that are not adapted to the situation,” Flahaut explained, pointing to air travel restrictions or advice to wear surgical masks.
“Invoking phase six would be disproportionate with the current situation,” he added.
The doubts have grown because of the relatively mild symptoms of swine flu, which experts acknowledge is no worse than seasonal influenza for now.
Many of the deaths have occurred among those who were suffering from other ailments, a common pattern for ordinary strains of flu.
When the WHO’s annual assembly opened on Monday, British Health Secretary Alan Johnson voiced doubts about phase six that had been growing behind the scenes after countries rushed to contain new cases of swine flu.
More time needed
“I think you, as you and others have said, need more time, we need more time to study this,” Johnson told Chan, prompting nods of approval from other health officials afterward, including China, Japan and New Zealand.
“She (Chan) has taken that on board,” WHO spokesperson Thomas Abraham said late Thursday, underlining that most of the cases in Japan were largely confined to students or their close entourage.
Chan acknowledged earlier this week that the WHO’s pandemic response plan, introduced three years ago, was largely designed around the more deadly and virulent, but less transmissible, H5N1 bird flu virus.
“This scale was based on geographical distribution, but the public belief is that pandemic means seriousness,” said Sylvie Briand, acting director of the WHO’s Global Influenza Program.
But the WHO is also looking ahead at the potential progress of the new virus, and fears of its impact in poor countries, where millions of people are already weakened by chronic illness.
“Whatever the member states might say, we are in phase five,” Abraham pointed out.
Similar to 20th century
In studies released by the New England Journal of Medicine, scientists pointed out the similarities between the new A(H1N1) virus and ones behind pandemics that marked the 20th century.
Those pandemics in 1918-1919—which killed an estimated 50 million people—in 1957-1963 and 1968-1970 started off as mild but went through waves that became more lethal at their peak, often the second season, and had different impacts in different regions.
The viruses also affected young people—a feature underlined by the WHO in the current outbreak—and were highly transmissible, according to researchers from the US National Institutes of Health and George Washington University.

Tacloban City - The long inactive Eastern Visayas Regional Growth Center will become the center of information technology if plans of the city government pushes through.

Rom Vildzius, who identified himself as a consultant of City Mayor Alfredo "Bejo" Romualdez on the EVRGC, said that out of the 237 hectares of the growth center, a big portion of it will be transformed into what he described as "Information and Communication Technology Park."

Vildzius, a Ukranian, said that by creating an information and communication technology park inside the EVRGC will result "for most of our youths become an Information Technology literate and speak fluent English."

He said that armed with IT literacy and speaking in English, EVRGC as an IT hub could now attract establishments engage in the information technology.

According to Vildzius, he has high hopes that this "mission" will be realized soon as he believe so much in the capacity of the Waray people.

The Ukranian also said that as part of their plan, they have asked the assistance of both the regional offices of the Department of Education and the Commission on Higher Education to include information technology in the region's curriculum subjects.

As part of the city government preparations about this plan, he said, the Kanhuraw Information and Media Relations Office at the City Hall will be equipped with modern equipment like computers and video machines in which "teleconferencing could be possible."

According to him, the city government has estimated to incur more than P800,000 just to refurbish the KIMRO.

On top of this, Vildzius said, the city government will be spending P1.8 million for promotional expenses for this project.

Vildzius added that the city government predicted that in four years time of its operation as IT park, EVRGC could generate an estimated 8,000 jobs with P2.4 billion as income.

He did not explain how he came up with these figures.

Region 8 bares activities for 111th Independence Day celebration

Tacloban City (May 21) -- Eastern Visayas has identified various activities for the 111th Philippine Independence Day Celebration which will start on May 28, Flag Day and will culminate on June 12, 2009.

On May 28, the Flag Day commemoration will be spearheaded by the Department of Environment and Natural Resources Region 8. The activities will include a short parade from the Boys Scout Monument to the Mac Arthur Landing Memorial and National Park where a short program will be conducted. The activity will end with the distribution of Malunggay seedlings and cuttings.

On June 10, an Ocean Clean Up Drive will be conducted with the Philippine Ports Authority Manager Winfred Elizalde as chairman.

From June 9- 11, a Debate will be sponsored by the Commission on Higher Education while the Department of Education Region 8 will sponsor a Philippine History symposium and Poster Making Contest.

On June 12, the Regional Activity will start with the celebration of the Holy Mass, followed by the Flag raising at the Rizal Park with Secretary Gabriel Claudio, the CORD and CLEEP steward for Eastern Visayas. The wreath-laying will be done after the flag raising ceremonies.

The commemorative program will be done at the Tacloban City Convention Center with Secretary Claudio as the Keynote speaker.

The program will be highlighted by the awarding of appointments and contracts, and Livelihood grants to deserving beneficiaries.

Jobs Fair/One stop shop will also be conducted with 25 local and Manila based recruitment agencies joining. The one stop shop will be participated in by the Department of Foreign Affairs, the National Bureau of Investigation, National Statistics Office and Philippine Regulatory Commission. This will last until June 13.

A Livelihood Fair will be spearheaded by the Department of Trade and Industry while a Beachurero will be conducted on June 14 lead by PPA Manager Winfred Elizalde.

The Philippine Information Agency will conduct advocacy activities geared to promote public awareness of good citizenship, values such as love of country, respect for the Filipino flag as part of this year's Philippine Independence Day celebration which has for its theme "Kagitingan at Kasipagan Tungo sa Tunay na Kalayaan."

For the Flag Day, the theme is "Igalang and Watawat, Sa Isip, Sa Salita, at sa Gawa. (PIA 8)

Architect’s role in city development ignored

TACLOBAN CITY – The United Architects of the Philippines (UAP) expressed dismay over the city government’s neglect of the role of architects as agents of development.

Architect Ben Tan, UAP district coordinator, said during the weekly media forum ‘Express it at the Park” that it is one reason why the tourism industry in the city is stagnant.

According to him, the reason why tourists and visitors would not stay in Tacloban id because the city has no “one stop hotels” and modern structures to offer.

“The city is still inferior compared to the resorts and hotels that can be found in Cebu, Davao, Manila and other urbanized cities in the country because our structures here are also not that sophisticated in architectural terms,’ Tan said.

The UAP has visited Tacloban because they want to appeal to the local government to give them proper consideration in its development projects.

The UAP through its top officer told the media that if given a chance, they want to make a master plan for Tacloban to turn into a modern city, far from what it is now.

Through this the city would be orderly, pleasant to look at, and more investments would be attracted as a result.

“Tacloban needs architects because as we see, architectural considerations were not realized such as spacing in roads, structural designs of buildings and others,” Tan added.

He also lamented that the city is giving more attention to engineers to the point of entrusting to them even architectural functions.

He said the law R.A. 9266, gives the architects the sole right to make and sign architectural designs, thus, enabling them to play their role in development.

The law also gives distinction between functions of an engineer from architect.

It was also learned that an engineer is only concerned of quantitative aspect of the building while the architect holds the responsibility of the design, functionalities, aesthetic and structural strength of a project.

At present, Tan disclosed that there is already an ordinance approved by the city council that would give favor to the architects for their participation in the development projects in the city.

But Tan said the city mayor makes the final decision on what to do.
“It seems we are in a political battle fighting for the rights of architects to take their significant share n in development. There are a lot of talented architects in Tacloban, but they are not being utilized,” Tan said .

MANILA, Philippines – Las Piñas Representative Cynthia Villar held on to her title as the richest and only billionaire member of the House of Representatives.

Anakpawis Representative Rafael Mariano was the poorest congressman with a net worth of P55,501.72. Several partylist lawmakers join also ranked among the most indigent members of the House.

According to Statement of Assets, Liabilities and Net (SALN) Worth of House members as of December 31, 2008, the Las Piñas lawmaker, wife of Senator Manuel Villar and a businesswoman, declared P1,046,651,683.00 in assets and no liabilities.

The SALN covered the declaration of a total of 238 legislators.

Banker and lawyer Ferdinand Martin Romualdez of Leyte’s first district is the second richest with P477,205,715.59 in assets. He also has no liabilities. In third place is Negros Occidental Representative Julio Ledesma IV, a businessman, with P571,979,000.00 in assets, and P124,450,000 in liabilities; followed by San Jose del Monte Representative Arturo Robes, a businessman, with P474,173,000 in assets and P33,004,000 in liabilities; and Iloilo Representative Judy Syjuco with P278,018,870 in assets and P12,500,000 in liabilities.

The three Arroyos in Congress – Ignacio Arroyo of Negros Occidental, the brother of First Gentleman Jose Miguel Arroyo, and President Gloria Macapagal-Arroyo’s sons, Juan Miguel Arroyo of Pampanga and Diosdado Arroyo of Camarines Sur – are among the top 30 richest House members.

hmm,Ive been to one of the cinemas in Robinsons Galleria. it was Cinema 5 or 6 (I forgot) and to my dismay,it was only orchestra or lower-level seats and no balcony. Can you ask your cousin kun sugad ba ini it style or it mga cinemas dida ha Robinsons naton may ada balcony? I dont like seating in the orchestra section kay it makes me dizzy when I`m watching the movie.Thanx.:)

Tacloban City - The long inactive Eastern Visayas Regional Growth Center will become the center of information technology if plans of the city government pushes through.

Rom Vildzius, who identified himself as a consultant of City Mayor Alfredo "Bejo" Romualdez on the EVRGC, said that out of the 237 hectares of the growth center, a big portion of it will be transformed into what he described as "Information and Communication Technology Park."

Vildzius, a Ukranian, said that by creating an information and communication technology park inside the EVRGC will result "for most of our youths become an Information Technology literate and speak fluent English."

He said that armed with IT literacy and speaking in English, EVRGC as an IT hub could now attract establishments engage in the information technology.

According to Vildzius, he has high hopes that this "mission" will be realized soon as he believe so much in the capacity of the Waray people.

The Ukranian also said that as part of their plan, they have asked the assistance of both the regional offices of the Department of Education and the Commission on Higher Education to include information technology in the region's curriculum subjects.

As part of the city government preparations about this plan, he said, the Kanhuraw Information and Media Relations Office at the City Hall will be equipped with modern equipment like computers and video machines in which "teleconferencing could be possible."

According to him, the city government has estimated to incur more than P800,000 just to refurbish the KIMRO.

On top of this, Vildzius said, the city government will be spending P1.8 million for promotional expenses for this project.

Vildzius added that the city government predicted that in four years time of its operation as IT park, EVRGC could generate an estimated 8,000 jobs with P2.4 billion as income.

He did not explain how he came up with these figures.

ORMOC CITY — City officials here aim to help rice producers tap Cebu as a major market. Mayor Eric Codilla said Ormoc aims to provide around 80% of Cebu’s food requirement. Since 2004, the local chief executive has been urging local farmers to plant hybrid rice to increase rice yield in Ormoc City, not only to meet local demand but also to produce surplus and tap other markets. Nearly 60% of Ormoc’s total land area is devoted to farming. As of 2006, about 6,000 hectares had been tapped for rice cultivation. "Areas for rice have been increasing every year since sugar planters have been diverting their farms to rice due to economic reasons," the mayor said. From 300 hectares planted with hybrid rice variety five years ago, the area expanded to 3,300 hectares this year for high yielding seeds. From the usual 60 to 70 bags per hectare of harvest using the ordinary variety, farmers’ produce have increased to 140 bags per hectare, doubling their usual yield through hybrid seeds. "People here have planted rice, but we had a hard time convincing planters to shift to hybrid rice. We told them that if they want more produce, they should apply the new technology," Mr. Codilla said in a news conference. The local government has tapped hybrid seed subsidy program and launched the Rice Production Enhancement Program in the city which aims to introduce to the farmers new farming techniques using the hybrid seeds. — S. One major design flaw I noticed in the floor plan is the absence of an enclosed fire exit stairs, not to mention other things. If a fire breaks out in the 2nd floor, for example, the occupants in the upper floors will be trapped, except that the only way out is thru the windows. You cannot use an elevator in case of fire. This is a 7 story building and I don't think the City has modern fire equipment for rescue of people in tall buildings. This is one big POTENTIAL FIRE HAZARD that I hope the City Building Offical will not give them a building permit. I wonder who designed this building?

ah ok thanx. IT WILL BE A HIT SINCE WE BADLY NEED DECENT CINEMAS. I dont think it will be delayed since all mall cinema movie schedules are the same all over the country (SM,AYALA,ROBINSONS) as published in major newspapers.

Rep. Martin Romualdez says DZR rehab to boost EVs economy


TACLOBAN CITY - Leyte Representative Ferdinand Martin Romualdez said that the eventual rehabilitation of the Daniel Z. Romualdez (DZR) Airport would help boost the region’s economic take off.

Romualdez said that with no less than President Macapagal-Arroyo giving her go signal for the rehabilitation of the premier airport of the region, the project would be finished in due time.

The President during her April 28 visit led in the inauguration in the construction of a new and bigger airport terminal building which is projected to cost more than P155 million.

Romualdez, interviewed yesterday at the VIP Lounge of the airport, said that while the construction of the terminal building may take some time, the improvement of the runway of the airport is projected to be over by August this year.

“The (rehabilitation of the DZR) airport is now underway. I am very proud that the (project) is moving fast with the airport’s runway to be finished in the third quarter of the year, most probably by August,” the solon said.

He said that with a bigger and modern DZR Airport, the region’s economy would finally take off.

The region’s tourism industry, Romualdez added, would be among the beneficiaries with the project.

“Most definitely, it will help our economy and our tourism (industry),” Romualdez said.

His cousin, Tacloban Mayor Alfred Romualdez, had also voiced out his optimism on the good effect of a better DZR Airport.

“I am very excited on this development. It will help boosts not only our economy but even the region,” the mayor said.

Rep. Romualdez said that the rehabilitation of the DZR Airport, named after his grandfather, is among his priority projects as solon representing Leyte’s first district.

He, however, acknowledged the support extended by other congressmen in the region and other leaders to include both Mayor Romualdez and Leyte Governor Carlos Jericho Petilla.

Without their support, the long-delayed project may have remained a dream among the people of the region, Romualdez said.

The rehabilitation of the DZR Airport has been in the pipeline for more than a decade. The project originally was to be financed by the Japanese Bank for International Cooperation (JBIC) which was worth more than P3 billion.

But for some reasons, the project did not push through.

Local officials are now positive that with President Arroyo pushing for its rehabilitation, the DZR Airport project may just soon be realized. At present, the airport is now servicing about a dozen daily flights with Cebu and Manila as main destinations.

DOH has under observation visitor from Canada for possible H1N1 virus :ohno:

GOVERNMENT CENTER, PALO, Leyte - The Department of Health here in the region has reported that it has a 20-year-old man from Canada on “case under observation” for possible influenza virus (H1N1).

Boyd Cerro, health regional sentinel nurse, said that the patient has been confined at the Eastern Visayas Regional Medical Center (EVRMC) since Thursday evening as he showed “influenza-like symptoms.”

The patient was suffering cough and high fever for about a week now, Cerro said.

What caught their attention to confine the patient at the EVRMC aside from showing cough and high fever, among the symptoms of the deadly virus, was he came from a country which has confirmed cases of H1N1, Cerro said.

Cerro said that the patient arrived in the country last May 3 and arrived in the region on the same day.

However, he developed fever and cough three days after his arrival in the city, Cerro said.

He added that the patient was confined in a private hospital on the day he developed fever and cough.

“He remained at the hospital until May 17 but it was only last Thursday that we have him confined at the EVRMC,” Cerro said. They learned about the case when the private physician who was treating him, reported it to their office on Thursday.

The patient was brought to the EVRMC around 9 in the evening where he was confined in an isolated room, used previously by the hospital at the height of the Severe Immune Deficiency Syndrome (SARS) scare.

Specimens from the patient were brought for confirmatory test at the Research Institute for Tropical Medicine (RITM). Results of which are expected within the week, Cerro said.

The DOH has designated EVRMC, the region’s biggest run-hospital, where possible H1N1 cases in the region would be confined for treatment.

“We have to isolate the patient to minimize his contacts,” Cerro said.

The health official also said that they are now monitoring at least 20 contacts of the Canadian citizen who is in the region for some visit.



Cerro declined to say what exactly the purpose of the visit of the said patient.



“But we are monitoring the 20 persons whom the patient have contact with,” he assured.

Meantime, Doctor Nicolas Bautista, chief epidemiologist of the DOH-8, assured the people of the region not to panic.

Cz from what Ive observed at the naga thread,the insides of SM Naga were the same as Robinsons barely a week before the May 1 opening.

Same observation here. Robinsons Tacloban looks a lot like SM Naga which is also nice, especially the raised roof ceiling on the second level, and some similarities in lightings and fixtures...
