ORMOC CITY - This city is aiming to supply the rice requirement of Cebu City considering its rice surplus and accessibility to the most urbanized city in the Visayas.
Mayor Eric Codilla said that they want to get the share of the estimated 80% of Cebu’s food requirement coming from provinces in Visayas and Mindanao.
“Cebu having advance facilities and with all the resources for an industrial area will be a formidable competitor if Ormoc choose to engage in industrialization. So we decided to use our strength, which is agriculture,” Codilla said.
Since 2004, the local chief executive has been urging local farmers to plant hybrid rice as believing its potential in increasing rice yields in Ormoc City not only to meet local demand but also to produce surplus.
It was learned from Codilla that Ormoc gained a rice sufficiency index surplus of 1.31%, up than the region’s 1.04% and Leyte province’s 1.11%.
Agriculture and other related industries dominate land use. Of the 26,298 hectares land area, nearly 60% of the city’s total land area is devoted to farming. As of 2006, about 6,000 hectares have been tapped for rice cultivation.
“Areas for rice have been increasing every year since sugar planters have been diverting their farms to rice due to economic reasons,” the mayor claimed.
From 300 hectares planted with hybrid rice variety five years ago, the area expanded to 3,300 hectares this year for high yielding seeds.
From the usual 60 to 70 bags per hectare of harvest using the ordinary breed, farmers’ produce shoot up to 140 bags per hectare, doubling their usual yield through hybrid seeds.
“People here have planted rice but we had a hard time convincing planters to shift to hybrid rice cultivation. We told them that if they want more produce, they should apply the new technology,”
Codilla said in a news conference.
In its early phase, the local government tapped hybrid seed subsidy program and launched the Rice Production Enhancement Program (RPEP) in the city.
RPEP is a five-phase program that aims to introduce to the farmers the new and innovative techniques in farming utilizing the hybrid seeds.
For farmers who are still not convinced to plant hybrid rice, he sponsors their transportation and food to visit the fields of farmers who joined the project and planted hybrid rice so that they will see for themselves that it is viable and profitable.

GOVERNMENT CENTER, PALO, Leyte - The Department of Health here in the region has reported that it has a 20-year-old man from Canada on “case under observation” for possible influenza virus (H1N1).
Boyd Cerro, health regional sentinel nurse, said that the patient has been confined at the Eastern Visayas Regional Medical Center (EVRMC) since Thursday evening as he showed “influenza-like symptoms.”
The patient was suffering cough and high fever for about a week now, Cerro said.
What caught their attention to confine the patient at the EVRMC aside from showing cough and high fever, among the symptoms of the deadly virus, was he came from a country which has confirmed cases of H1N1, Cerro said.
Cerro said that the patient arrived in the country last May 3 and arrived in the region on the same day.
However, he developed fever and cough three days after his arrival in the city, Cerro said.
He added that the patient was confined in a private hospital on the day he developed fever and cough.
“He remained at the hospital until May 17 but it was only last Thursday that we have him confined at the EVRMC,” Cerro said. They learned about the case when the private physician who was treating him, reported it to their office on Thursday.
The patient was brought to the EVRMC around 9 in the evening where he was confined in an isolated room, used previously by the hospital at the height of the Severe Immune Deficiency Syndrome (SARS) scare.
Specimens from the patient were brought for confirmatory test at the Research Institute for Tropical Medicine (RITM). Results of which are expected within the week, Cerro said.
The DOH has designated EVRMC, the region’s biggest run-hospital, where possible H1N1 cases in the region would be confined for treatment.
“We have to isolate the patient to minimize his contacts,” Cerro said.
The health official also said that they are now monitoring at least 20 contacts of the Canadian citizen who is in the region for some visit.
Cerro declined to say what exactly the purpose of the visit of the said patient.
“But we are monitoring the 20 persons whom the patient have contact with,” he assured.
Meantime, Doctor Nicolas Bautista, chief epidemiologist of the DOH-8, assured the people of the region not to panic.
“What we have right now is just a case under observation. We have no known confirm case yet of H1N1. But hopefully, this will serve for us to be alert and not to panic,” Bautista said.

Despite the ongoing economic downturn, low-fare leader Cebu Pacific (CEB), the Philippines’ largest carrier to ASEAN, is in urgent need of 250 female flight attendants to augment its current workforce.
“Our continued domestic and international expansion and rapidly growing passenger base require us to hire and train more cabin attendants. They have to exemplify Cebu Pacific’s fun, reliable, and high-quality service,” CEB vice president for marketing and distribution Candice Iyog said.
Interested female applicants between 18 and 25 years old with good eyesight, a pleasing personality and at least a height of 5’3” and weight proportional to height may apply at the CEB Training and Development Center located at Domestic Road, Pasay City.
Applicants must at least have completed second year college, should be fluent in English and Filipino and willing to be based in Manila, Clark (Pampanga), Cebu and Davao.
CEB requires applicants to submit their resume with a 2x2 ID photo and credentials; and to undergo a series of interview, training, and practical tests.
Screening of applicants is scheduled from 9:00am to 4:00pm on May 20 and 27 for Manila, May 21 in Tuscany Room of Hotel Veniz in Baguio City, and June 3, 10, 17 & 24, 2009 in Manila. CEB applicants must be in business attire, with full make-up, and hair neatly tied.
Iyog concluded, “We encourage young graduates to apply in CEB. We are a young, fun, and service-oriented firm committed to providing high-quality service Filipino travelers across Asia and the Philippines.”
CEB, the country’s leading domestic airline, has a fleet of 10 A319 and 11 A320 Airbus aircraft and eight turbo-prop ATR 72 aircraft. It expects to take delivery of two more ATR aircraft this year allowing it to open more inter-island routes.

This was the assessment of an executive of Robinsons Land Corp., as he stressed the aggressive stance of the real estate company in its projects nationwide despite the global financial crisis.
"The economy is still good. There is still a market for our products," Henry Yap, general manager for office buildings of Robinsons Land, said in an interview with Sun.Star Davao.
In the first five months of 2009, Robinsons Land has opened four malls in the country, including Robinsons Cybergate Davao, with another four more malls up for opening within the remaining months of the year.
Next in line are the new Robinsons Place in Tacloban City in Leyte, which is set to open in June, and the Robinsons Place in General Santos (Gensan) City, which will be opened to the public in August.
Robinsons Place in Gensan is considered to be its flagship store in Mindanao.
The other two Robinsons Malls set to open within the year are in Dumaguete City, Negros Oriental, and in the town of San Nicolas, Ilocos Norte.
"We are supposed to make the business grow," Yap said, adding that they are now tapping new markets to further expand the reach of Robinsons malls and other land developments of Robinsons Land.
Opening last Friday, Robinsons Cybergate Davao is a two-level multifunction building composed of essential retail elements to serve the community as well as modern spaces for business process outsourcing (BPO) companies, medical clinics, and other offices.
With a gross floor area of 13,700 square meters and gross leasable area of 11,200 square meters, Cybergate hosts Robinsons' retail giants, Robinsons Supermarket and Handyman Do It Best that are the main features of the center.

TACLOBAN CITY - Leyte Representative Ferdinand Martin Romualdez said that the eventual rehabilitation of the Daniel Z. Romualdez (DZR) Airport would help boost the region’s economic take off.
Romualdez said that with no less than President Macapagal-Arroyo giving her go signal for the rehabilitation of the premier airport of the region, the project would be finished in due time.
The President during her April 28 visit led in the inauguration in the construction of a new and bigger airport terminal building which is projected to cost more than P155 million.
Romualdez, interviewed yesterday at the VIP Lounge of the airport, said that while the construction of the terminal building may take some time, the improvement of the runway of the airport is projected to be over by August this year.
“The (rehabilitation of the DZR) airport is now underway. I am very proud that the (project) is moving fast with the airport’s runway to be finished in the third quarter of the year, most probably by August,” the solon said.
He said that with a bigger and modern DZR Airport, the region’s economy would finally take off.
The region’s tourism industry, Romualdez added, would be among the beneficiaries with the project.
“Most definitely, it will help our economy and our tourism (industry),” Romualdez said.
His cousin, Tacloban Mayor Alfred Romualdez, had also voiced out his optimism on the good effect of a better DZR Airport.
“I am very excited on this development. It will help boosts not only our economy but even the region,” the mayor said.
Rep. Romualdez said that the rehabilitation of the DZR Airport, named after his grandfather, is among his priority projects as solon representing Leyte’s first district.
He, however, acknowledged the support extended by other congressmen in the region and other leaders to include both Mayor Romualdez and Leyte Governor Carlos Jericho Petilla.
Without their support, the long-delayed project may have remained a dream among the people of the region, Romualdez said.
The rehabilitation of the DZR Airport has been in the pipeline for more than a decade. The project originally was to be financed by the Japanese Bank for International Cooperation (JBIC) which was worth more than P3 billion.
But for some reasons, the project did not push through.
Local officials are now positive that with President Arroyo pushing for its rehabilitation, the DZR Airport project may just soon be realized. At present, the airport is now servicing about a dozen daily flights with Cebu and Manila as main destinations.

besides, we're located on a major fault line. it's very unstrategic to build high rises on the current business districts.

Tacloban City —More than 1.3 million people of Eastern Visayas have no access to sanitary toilets, exposing them to the risks of contracting various diseases, said a health official in the region.
Alejandro Rivera, Department of Health (DOH) supervising sanitary engineer, on Friday said the DOH has urged local governments in the region to address the lack of sanitary toilets and possible contamination of water sources .
While about 1.3 million individuals or 217,998 households in the region did not have access to sanitary toilets, more than 3.57 million people or 595,000 households in the region have sanitary facilities, according to the regional health office 2008 report.
Rivera disclosed that those with no access to sanitary toilets have resorted to the “open pit” practice, which could cause contamination of water sources.
Of the six provinces in the region, Leyte has the highest number of individuals who have no sanitary toilets of their own with 417,153 persons (69,525 households), followed by Samar, 263,378 (43,896 households) and Northern Samar with 247,879 (41,313 households).
Those without access to toilets also reached 122,493 persons (20,415 households) in Eastern Samar have no access to sanitary toilets; 57,917 individuals (9,652 households) in Southern Leyte and 49,420 persons (8,237 households) in Biliran, Rivera said.
Of the region's three cities, Calbayog posted the highest number of persons without access to sanitary toilets (71,409), followed by Ormoc with 50,115 persons and Maasin (17,758).
On the other hand, Tacloban had the lowest number of persons without access to sanitary toilets at only 10,427.

ORMOC CITY - This city is aiming to supply the rice requirement of Cebu City considering its rice surplus and accessibility to the most urbanized city in the Visayas.
Mayor Eric Codilla said that they want to get the share of the estimated 80% of Cebu’s food requirement coming from provinces in Visayas and Mindanao.
“Cebu having advance facilities and with all the resources for an industrial area will be a formidable competitor if Ormoc choose to engage in industrialization. So we decided to use our strength, which is agriculture,” Codilla said.
Since 2004, the local chief executive has been urging local farmers to plant hybrid rice as believing its potential in increasing rice yields in Ormoc City not only to meet local demand but also to produce surplus.
It was learned from Codilla that Ormoc gained a rice sufficiency index surplus of 1.31%, up than the region’s 1.04% and Leyte province’s 1.11%.
Agriculture and other related industries dominate land use. Of the 26,298 hectares land area, nearly 60% of the city’s total land area is devoted to farming. As of 2006, about 6,000 hectares have been tapped for rice cultivation.
“Areas for rice have been increasing every year since sugar planters have been diverting their farms to rice due to economic reasons,” the mayor claimed.
From 300 hectares planted with hybrid rice variety five years ago, the area expanded to 3,300 hectares this year for high yielding seeds.
From the usual 60 to 70 bags per hectare of harvest using the ordinary breed, farmers’ produce shoot up to 140 bags per hectare, doubling their usual yield through hybrid seeds.
“People here have planted rice but we had a hard time convincing planters to shift to hybrid rice cultivation. We told them that if they want more produce, they should apply the new technology,”
Codilla said in a news conference.
In its early phase, the local government tapped hybrid seed subsidy program and launched the Rice Production Enhancement Program (RPEP) in the city.
RPEP is a five-phase program that aims to introduce to the farmers the new and innovative techniques in farming utilizing the hybrid seeds.
For farmers who are still not convinced to plant hybrid rice, he sponsors their transportation and food to visit the fields of farmers who joined the project and planted hybrid rice so that they will see for themselves that it is viable and profitable.

Kakabilib yung Tagum, kelan lang naging city yan 1999 ata...pero nasa mid-sized na pala sya.

Nakarating na ko sa Tagbilaran..not that big city but more progressive than Tacloban during 1998 pa yon..Now, I dont know their status...pero the whole Bohol province is so great and naturally beautiful..:)

Tarlac city and Cabanatuan City was well ahead because of its proximity to Manila. Gen. Santos City is progressing fast because of a number of manufacturing companies their. Its like the place is a combination of agricultural land and fishing industries. I have been visiting cities in the Phils during my job in DOST, so it does not surprise me how they changed economically.
I never been to Olongapo..(Subic)...but its given. The place has high market value. I salute those who manage the city.

Been to Tagbilaran many times kasi ugali ng boholano yung umuuwi pag-fiesta kaya madalas akong isama ng father ko nun. but never been to Dumaguete...hmm..i think Tacloban is bigger and Leyte has better roads than Bohol. Tagbilaran has just plenty of tourist attractions...but infra is better in Tacloban. Maybe one would say they are more progressive since they have big local shopping centers/malls that can rival Gaisano, way much better than Gaisano Tacloban:bash:, but we have Robinsons now.:cheers:

I believe the proposed new Macarthur Park Resort Hotel will be a 5-star hotel. It's one of the ways that it can attract its business.
Regarding the development of Tacloban and its surrounding towns, the province should develop a master plan, primarily to avoid an uncontrolled development called urban sprawl. This happens most of the time in Philippine cities and the result is very ugly. Now is the time to develop this master plan. If the governor is serious in developing the government center, he should hire an urban planner to do the work. Not just rely on those unqualified so-called "professionals" in the DPWH or DOTC to do the work.
In addition to this, I was quite astonished at the claim of one person from DOTC who claims that "their experts" are now going around the nation looking for designs that can be adopted for the DZR airport modernization. Are the "experts" from DOTC now self-proclaimed architects? :bash: They should know better, and that is, to hire an architectural firm who has the qualifications in designing airports. We cannot adopt a similar design from another region or city. Tacloban airport should have it's own design and it should become a major landmark in the region.

besides, we're located on a major fault line. it's very unstrategic to build high rises on the current business districts.
i'm an interior design major, so i know quite a bit about engineering and architecture, and from the looks of it, it's very impractical.
And i really don't get why people like high rises, they've never appealed to me for tacloban, as i've said before, i see tacloban as a L.A.-ish city, very few high rises, mostly low rise buildings. It's aesthetically appealing.

And indeed Tacloban is embedded near or on a faultline. How about Taipei? It didnt stop Taipei from building Taipei 101,the tallest building in the world at present.

From what I deduced from your previous statements,it implied that you were not in favor of constructing high-rises in our city BECAUSE it is unstrategic to build one since Tacloban is located in a major faultline.What I merely counteracted was to point out that even Taipei is smacked in a major faultline but it did not deter their government to build the tallest skyscraper in the world!

Burj Dubai maybe the tallest building today but technically it is still not yet finished. But even so,it will be beaten out by the Burj Mubarak al-Kabir in Madinat al Hareer,Kuwait at 1,001 meters once completed.
