@Green Arrow, kun ha mga high-rise buildings waray man gud nganhi mga hagtaas nga building nganhi nga maghusay sugad dida ha Riyadh! It ak maaram gud la na puede masisiring nga landmark amo an King Fahd (Saudi-Bahrain) Causeway Bridge, so far mga mid-rise buildings nganhi kadak-an, parks and malls (Al Ramaniyah, Al Rashed, Dahran Mall, Victoria Mall, Carrefour Mall...and others) sorry wala ako pics ng mga namention ko dito pero try ko la magpost yung pix ng ofis namin dito sa Khobar. 7-storey eto para sakin maganda na rin....Sorry po kung OT kami mga pipol!

Leyeco II to hold public hearing on wheeling rates

TACLOBAN CITY- The management of the Leyte II Electric Cooperative is calling all its consumers to attend a public hearing relative to the new rules on wheeling rates as proposed by the Energy Regulation Commission.

The public hearing is scheduled this June 26 at nine in the morning with the venue to be announced yet by the LEYECO II management.

During the public hearing, the consumers would be inform on the new rules introduced by the ERC in determining rates by the electric cooperatives by the 119 cooperatives in the country.

Earlier, cooperative managers in the country asked the ERC to adopt and implement a new rate-setting and benchmarking methodology on wheeling rates among the electric cooperatives. (PR)

DOST to showcase at least 300 commercial technologies in upcoming Visayas Cluster Fair

PALO, Leyte – At least 300 commercial technologies of the government will be showcased on August in the soon-to-open Robinsons Place Tacloban in the bid to raise the competitiveness of local entrepreneurs in the region.

Department of Science and Technology (DOST) Regional Director Edgardo Esperancilla said that the Visayas Cluster Fair will be joined by about 30 research and development institutes and sectoral councils under the DOST family.

“This is a good fair so that entrepreneurs will see existing technologies funded and developed by the government,” Esperancilla told Leyte Samar Daily Express. The Fair will be held August 3-8, 2009 at the ground floor of the new mall.

Some of the technologies will be shared to the public for free while some that will be adapted by business owners will be paid for minimal amount.

“Interested entrepreneurs will sign an agreement with the agencies to ensure that technologies will be applied properly,” he added.

The technologies developed are intended to improve the capability of small and medium entrepreneurs and raise their ability to join the export industry. Top DOST officials noticed that developed technologies have remained unexposed to the public.

Other than DOST-attached agencies, there are about 15 small and medium entrepreneurs groups that will join the six-day Fair.

These participating agencies include the Philippine Council for Aquatic and Marine Research and Development, Philippine Council for Agriculture, Forestry and Natural Resources Research and Development, Philippine Council for Health Research and Development, Philippine Council for Industry and Energy Research and Development, Philippine Council for Advanced and Science Technology Research and Development.

Advanced Science and Technology Institute, Food and Nutrition Research Institute, Forests Product Research and Development Institute, Industrial Technology Development Institute, Metal Industry Research and Development Center, and

Convention center to rise in MacArthur resort compound

TACLOBAN CITY – Aside from thoroughly renovating the MacArthur Park Beach Resort Hotel, the Singaporean conglomerate recently awarded contract to manage the formerly province-run hotel is also mulling the construction of a convention center inside the hotel’s 4.9-hectare compound.

This was revealed during a recent meeting between Leyte Governor Carlos Jericho Petilla and officials of the LKY Property Holdings Inc. together with some members of the provincial board.

LKY Property Holdings Inc., to recall, is a Singapore-based conglomerate which was awarded the 25-year contract to develop and take-over the formerly state owned hotel in historic Palo, Leyte .

The convention center, described to have a bigger capacity that presently existing convention centers in the province, would cost the investors millions of pesos. This, aside from the amount of at least P300 million the conglomerate is reportedly going to invest for the full renovation of the hotel that would include demolition of the present structure and building a new five-star hotel structure.

Gov. Petilla is welcoming the idea for a construction of a new convention center that would be part of the hotel’s main facility.

He said, Leyte has long been wanting of a bigger venue to host national conventions, conferences and gatherings that it has passed up several chances that would have provided among others additional boost to the local economy and tourism.

“We know for a fact that hosting big events such as national conventions is a good vehicle to promote or local tourism and improve our economy,” Gov. Petilla earlier disclosed.

He added that there might be existing convention centers, gymnasiums and venues in the province but none bigger enough to comfortably place at least a thousand in one seating.

The province was also promoting before the Leyte Academic Center Gymnasium as a good convention venue, until it was recently occupied by the region’s first ever call center company which is targeting to employ more or less 2,000 workers.

To recall, the province has declared of its plan to develop the former Children’s Park located near the Provincial Capitol; however, no actual renovation has started yet since the plan was bared some years back. The area is reportedly may be the location of another much needed infrastructure.

Meanwhile, the improvement of the Mac Arthur Park Beach Resort Hotel is seen to pave the way for the development of the remaining vacant areas of the Government Center . A long-term plan is to turn the province-owned lot into an economic and leisure hub complete with a five-star hotel, a leisure park, an IT facility which is the Leyte ICT Park that is already in place and operational, government offices, commercial areas and public transport terminal. Do hope the Provincial Gov't of Leyte have plan or perpective regarding the transformation of Gov't Center according to his plan in order to envision and materialized. So that people would know and investor would flock their to spend more and more investment. In deed, as up to this very moment these remains a big puzzle to me.

17 Tacloban youths graduate from Cristinas learn, earn program

TACLOBAN CITY- The Cristina’s Learn and Earn Program (CLEP) has recently graduated 17 youths from this city who underwent short training in t-shirt printing.


Ten of the new graduates were male, while the rest were female. Most of them were members of the youth group YHES.

In the duration of the one-month course, enrollees were taught concepts and procedures of t-shirt printing, freehand lettering, lettering stroke, screen making, press set-up and registration tips, proper squeegee stroke techniques, and production tips and tricks.

“I wish to congratulate all who have completed the course. I’m sure that the knowledge and skills you acquired would be very helpful to you in the future. Maybe you can start a small business using the skills you have learned here. Councilor Romualdez said.

She added that the City Government of Tacloban and program partners are there to support the graduates in their future endeavors.

On their part, graduates of the course, who displayed some of the printed t-shirts that they have produced during their hands-on training, thanked the city government for giving them the opportunity to learn something worthwhile.

CLEEP is a livelihood skills program jointly undertaken by Councilor Romualdez, Department of Education-Alternative Learning System (DepEd-ALS), and the City Government of Tacloban headed by City Mayor Alfred Romualdez.

The program is meant to arm interested individuals, particularly women and out-of-school youths (OSY) with skills they can use to earn extra income for themselves and their families. To date, more than a thousand Taclobanons have completed skills training under the program.

Aside from t-shirt printing, the program also offers courses on cosmetology, food processing and dressmaking. massage, reflexology, tailoring, and baking.(KIMRO-Jose Rodriguez T. Señase)

TACLOBAN CITY — The Philippine Judicial Academy-Philippine Mediation Center is in the process of accepting application for mediators in the provinces of Biliran, Southern Leyte, Samar, Eastern Samar and Northern Samar. In Tacloban City, ten more mediators preferably coming from the sectors of civic societies, academe and the church are needed to beef up the roster of active court-annexed mediators appointed by the Supreme Court sometime in the Year 2005 and reaccredited in Year 2007.

A communication received by the office of the Tacloban Regional Trial Court Executive Judge Crisologo Bitas from Justice Bernardo Ponferrada, retired Deputy Court Administrator and current PhilJA-PMC Chief, informed that key personnel from the PhilJA-PMC will be in Tacloban on June 20 to conduct the recruitment and screening activity of prospective mediators at the PMC Unit-Tacloban Office located at the Bulwagan ng Katarungan compound.

Marivic Carian, acting Clerk of Court of the RTC Executive Branch and one of the point persons at the RTC Tacloban on PMC matters, hinted that the prospective mediators who will be chosen from this recruitment may undergo a joint training in Tacloban tentatively in July and followed by their internship in there respective provinces starting August. Personnel to man the PMC offices in the province of Samar may also be recruited on June 18 and 19.

The PhilJA underscored preference to individuals from the aforementioned sectors considering that in Tacloban City as of now about eighty percent of all the court-annexed mediators are lawyers. It can be recalled that during the pre-launching of the PMC in Tacloban, PhilJA officials emphasized that mediators need not have any expertise in law, as the mediation as any amicable settlement process does not require it. Mediators are considered officers of the court.

The PMC was created by the Supreme Court through the PhilJA and the Office of the Court Administrator as one of the key modes of Alternative Dispute Resolution, designed to reduce docket congestion in the lower courts across the country.

PMC-Tacloban Office was conferred the Achievement Award in November 2006 for obtaining best performance rating of 53 percent with 470 mediated cases out of 884 referred cases from October 2005 to October 2006. The award given by the SC, PhilJA, United States Assistance for International Development and Asia Foundation citing among others the benefit that the mediation made such as improving relationship and interaction among parties and contribute to building of social harmony in the society. TACLOBAN CITY — More than 900, 000 students in the region are expected to troop to their respective schools today (Monday) as classes are to officially begin with the regional office of the Department of Education bracing for the “perennial problems” that occur during this time.
Sol Matugas, regional education director, said that based on their projection, about 640,000 elementary students and 261,000 high school students would be back to school all through out the region.

She said that for the opening of classes, the DepEd in the region had coordinated with various government agencies like the Philippine National Police for security measures; the Philippine Atmospheric, Geophysical and Astronomical Services (Pagasa) for weather condition and the Department of Health for monitoring of the health conditions of the students amid the influenza A (H1N1) virus scare.

“We are ready for the opening of classes,” Matugas said.

She expects that the opening of classes would be smooth notwithstanding the problems expected to crop up.

The DepEd regional director reiterated anew that no school fees would be collected and the no school uniform policy remains enforce.

“The classroom and student ratio is not that alarming especially in rural areas but still we have no shifting here,” Matugas told Leyte Samar Daily Express.

Matugas said that with the support of DepEd partners, they were able to address the problems that usually mar the start of each school year. The Oplan Balik Eskwela has been pushed through convergence, information dissemination, and setting up of information and action center.

“Various activities have been done, which aims to ensure that students are properly enrolled and able to attend school by first day of classes,” Matugas said.

The top DepEd official disclosed a 2% increase in enrollment this year considering the low participation rate and high dropout rate last school year. The minimal rise in enrollment could be triggered by the global economic crisis coupled with the Influenza A H1N1 virus scare, she said.

“We should increase the participation by campaigning the six year old to enroll in schools. That’s our problem on how to get all children to formal education,” she lamented.

Last school year, 30% or 156,521 of school children have not signed up for elementary. For high school, there are 195,149 teenagers, or 46% of secondary school age who are out of school.

The official said that many children at school age preferred to work in the farm or stores to help sustain family needs.

“We are listed as one of the region with lowest participation rate. That’s a challenge because we’ve been performing well in achievement tests,” Matugas said.

Meanwhile, in the wake of Influenza A H1Na virus scare, DepEd’s health and nutrition personnel have been mobilized to disseminate information on the prevention and control of common diseases.

Education Secretary Jesli Lapus has instructed school officials to lead in maintaining sanitation in the school surroundings.

This early, the DepEd regional office is bracing on problems that crop up during opening of classes like lack of teachers, school rooms and other school facilities like arm chairs and books.

Matugas had admitted that lack of teachers in the region is the reason why “big classes” are still expected to occur.

The region still needs around 715 new teachers in both elementary and secondary levels for them to meet the “ideal ratio” of students-teachers population.

Among the “critical schools” in the region as identified by Matugas were the Ormoc City National High School; Leyte National High School, this city for secondary level and the San Jose Elementary School and Rizal Elementary School, both this city.

By “critical,” students per classes on these schools reached between 50 to 60.

Based on the standard of the DepEd, one teacher must handle at least 30 t0 45 students.

Matugas admitted that a big student population per a single class could affect the quality of education.

LGUs’ assistance sought

She also urged the local government units to help them address some of the problems of the department.

Matugas said that lack of teachers could be addressed if the local government units would hire new teachers with the LGU paying their salaries.

On the shortage of classrooms, the LGUs could provide the schools in need of spaces or buildings owned by the LGUs, she said.

During the opening of classes, top officials of the DepEd regional office would be monitoring by visiting some schools in the region.

Since Tacloban is getting bigger and bigger...students flock here from differents parts of the region and we should anticipate increase in classrooms/facilities and number of qualified Teachers as well. Can't blame Teacher's for their grievances towards our DepED-08 officials...do hope we could help them out solve their problems otherwise do some alternatives. Not prioritizing those personal transactions nor slicing of budget instead for the welfare of those rightful beneficiaries, no offensement meant here to our officials. I'm just concerned to the welfare of our children who sacrifices in an uncomfortable situation inside the premises of their school.

17 Tacloban youths graduate from Cristinas learn, earn program

TACLOBAN CITY- The Cristina’s Learn and Earn Program (CLEP) has recently graduated 17 youths from this city who underwent short training in t-shirt printing.


Ten of the new graduates were male, while the rest were female. Most of them were members of the youth group YHES.

The graduates marched onstage to receive their certificates during the “Recognition Program for Completers” held at the Balyuan Building, this city, on Monday,

In her message during the program, City Councilor Cristina Gonzales-Romualdez, the project proponent, congratulated the new graduates and urged them to put to good use any skills they have learned.

In the duration of the one-month course, enrollees were taught concepts and procedures of t-shirt printing, freehand lettering, lettering stroke, screen making, press set-up and registration tips, proper squeegee stroke techniques, and production tips and tricks.

“I wish to congratulate all who have completed the course. I’m sure that the knowledge and skills you acquired would be very helpful to you in the future. Maybe you can start a small business using the skills you have learned here. Councilor Romualdez said.

She added that the City Government of Tacloban and program partners are there to support the graduates in their future endeavors.

On their part, graduates of the course, who displayed some of the printed t-shirts that they have produced during their hands-on training, thanked the city government for giving them the opportunity to learn something worthwhile.

CLEEP is a livelihood skills program jointly undertaken by Councilor Romualdez, Department of Education-Alternative Learning System (DepEd-ALS), and the City Government of Tacloban headed by City Mayor Alfred Romualdez.

The program is meant to arm interested individuals, particularly women and out-of-school youths (OSY) with skills they can use to earn extra income for themselves and their families. To date, more than a thousand Taclobanons have completed skills training under the program.

Aside from t-shirt printing, the program also offers courses on cosmetology, food processing and dressmaking. massage, reflexology, tailoring, and baking.(KIMRO-Jose Rodriguez T. Señase)

Our educational system is NOT a working system anymore. There are a lot of loopholes causing wastage of resources. It's already time to make a great change for the better. It's a system with many problematic areas. One of the worst areas is teacher retention and continuing professional developments, another area is poor support from local administrators. Teacher burn out is high especially in public schools. How can teachers teach well when they are overloaded with teaching loads? There is no provision for planning periods and no time for professional developments. Wanted: A Visionary DepEd Secretary!

Our educational system is NOT a working system anymore. There are a lot of loopholes causing wastage of resources. It's already time to make a great change for the better. It's a system with many problematic areas. One of the worst areas is teacher retention and continuing professional developments, another area is poor support from local administrators. Teacher burn out is high especially in public schools. How can teachers teach well when they are overloaded with teaching loads? There is no provision for planning periods and no time for professional developments. Wanted: A Visionary DepEd Secretary!

Indeed, you have said it well. No wonder that our region produces big number of uneducated/illiterate individuals due to lack of proper and incomplete education. Most of them go to Manila and have their employed as "yaya", "boy", "cargador" or laborer because of being illiterate. Hate to say this, but we are the region with has most illiterate in the country. Contrary to what they are telling us that we the region has the highest percentage in achievement tests. Though its shameful to say it, but what we can do its their choice. Do hope our officials in the region will do something about this in order to change our educational system.

Australian suspected of (H1N1) found negative; discharged from EVRMC


TACLOBAN CITY - The Australian national that was suspected to have been infected with the influenza a (H1N1) virus was declared to be negative of the deadly virus.

With the negative results based on the specimens taken from the 51-year old man, doctors who looked after him recommended for his immediate discharge from the hospital, Doctor Alberto de Leon, chief of hospital of the Eastern Visayas Regional Medical Center (EVRMC), said in a text message yesterday.

“He was negative of the H1N1 virus; just a seasonal flu. He will be discharged today,” de Leon said.

The results used as basis for declaring the Australian national negative of the virus was based on the results received by de Leon from the Research Institute for Tropical Medicine in Manila Thursday morning. It was signed by Doctor Socorro Lupisan, assistant director of the RITM.

The Australian arrived in the country last May 28 and immediately proceeded to Hernani town, Eastern Samar to visit his fiancee there. But on June 1, he experienced fever and a cold.

He was first admitted in a private hospital, this city, but was later transferred to the EVRMC where he was placed in an isolation room.

The EVRMC was the hospital identified by the Department of Health in Eastern Visayas region where patients showing H1N1 symptoms would be brought for confinement and treatment.

De Leon said that he was glad that the Australian was found to be negative, the fourth person confined at the EVRMC for suspected of being H1N1 victim.

Still, he asked people in the region to always observe personal hygiene in order to avoid getting the virus.

The EVRMC chief of hospital said that as much as possible practice frequent washing of the hands and observes cough and sneezing etiquette.

“Also, watch out for balikbayans or nationals from countries with confirmed cases,” de Leon said.

"The OFW communities here in Saudi Arabia and the rest of the Middle East are fearful and uneasy, especially since the first case of the Influenza A (H1N1) came from us Filipinos," Migrante-Middle East regional coordinator John Leonard Monterona said in answer to an email query.

Monterona was asked to comment on reports that the Saudi government confirmed on Wednesday that a sick Filipino nurse who arrived in Riyadh Friday last week was the kingdom's first case of the disease.

There are an estimated two million Filipinos in Saudi Arabia and about a million more in the rest of the Middle East.

Monterona, who is based in Riyadh, said the Philippine government should issue health advisories through the Philippine posts in the region and launch a campaign in the OFW sector on how to avoid the novel flu virus.

The Department of Health should also consider sending its health experts to countries where H1N1 flu cases among OFWs would be reported to ensure prompt and proper medical treatment of Filipinos, Monterona said.

"We appeal for the government to make proper representation and to closely collaborate with the host government in this matter," he added.

Migrante-ME, in a statement Thursday morning, earlier called on the Arroyo administration to put on hold the export of OFWs amid the rising number of H1N1 flu infections around the world.

Showbiz, political figures to grace Sangyaw Festival


TACLOBAN CITY - Prominent personalities in the entertainment and political world will be coming to this city to grace the incoming Sangyaw Festival.

In an interview Tuesday, City Councilor Cristina Gonzales-Romualdez disclosed that several of her former colleagues in the Entertainment Industry have been invited and have confirmed their participation in the upcoming festival.

“Karylle, (Jericho) Rosales and (Gabby) Concepcion have signified that they will be attending the Sangyaw. Karylle and Jericho will join the grand parade on the 29th, while Gabby will serenade candidates of Miss Tacloban during the pageant night on the 27th,” Councilor Romualdez said.

Jericho Vibar Rosales, also known as “Echo” is a Filipino actor and band vocalist/guitarist, while Karylle, is a well-known singer, songwriter, actress, and television host.

Gabby Concepcion, Gabriel Arellano Concepcion in real life, is a Filipino actor who has appeared in numerous films and movies alongside “big stars” like Sharon Cuneta, Christopher de Leon, Lorna Tolentino, Julie Vega, Janice de Belen, Maricel Soriano, Vilma Santos and Nora Aunor.

In a separate Interview, Malou Tabao, the events coordinator, revealed that in addition to showbiz personalities, political leaders will also be on hand to grace the occasion.

“We have sent invitations to all senators, and Senate President Juan Ponce Enrile and Senator Francisco “Kiko” Pangilinan have already confirmed that they will be here to join the main celebration on the 29th,” Tabao revealed.

“With all these prominent personalities, we sure will have a “grander” Sangyaw Festival this year,” she added.

A brainchild of former First Lady Imelda Marcos, the Sangyaw Festival was first staged in the city in 1974 as part of its fiesta celebration.

Sidelined for more than 30 years, the festival was revived last year by City Mayor Alfred Romualdez. According to the mayor, the revived festival will help display the culture not only of Taclobanons but the entire natives of Leyte and Samar.

TACLOBAN CITY - Coconut farmer leaders from the different municipalities in the province recently met with heads and representatives of the Philippine Coconut Authority (PCA), Provincial Government of Leyte, German Technical Cooperation (GTZ)-Environment and Natural Resources Development (EnRD) Program, Rural Development Institute (RDI)-Leyte, Kaisampalad, Inc (KPI) and other government agencies at the Leyte Park Hotel to discuss the persistent troubles plaguing their very source of livelihood.

The failure to obtain the much-needed returns from this income creating agricultural commodity was identified as the main issue. Four key points were likewise recognized as reasons for this problem, to wit, production and trading flaws, low yield of coconut trees and traditional mono-cropping practices, inadequate government intervention and dormant/inactive organizations.

According to the PCA, Leyte ranks first in coconut hectarage, number of coconut trees, nut production and coconut farmers reaching over 600,000 or 35.5% of the regional farm workers. In the face of these attributes, coconut farmers wallow in poverty.

In an earlier statement, Governor Carlos Jericho Petilla disclosed that coconut is one of Leyte’s important crops. “Sadly, enough, it is also one of the products with the least focus provided for since rice, corn, high-value vegetables and fruit crops as well as abaca form center upon which our agricultural development programs revolve. This is not to say, however, that the Provincial Government of Leyte cannot, will not and does not care for the coconut industry. On the contrary, we are in constant coordination and complementation with the PCA in looking after the welfare of our coco farmers in particular, and the coco industry in general,” he said.

Calls for action to solve the perennial problems mentioned were addressed to the government agencies directly involved in uplifting the lives of the coconut farmers such as the PCA, local government units (LGUs), financing institutions, Department of Science and Technology (DOST), Department of Trade and Industry (DTI) and other private groups. Among those proposed moves were: down streaming/utilization of coco by-products, village-level processing and packaging of coconut oil to ensure fair domestic market, replanting and/or replacement of unproductive trees, expansion of planting areas and diversified/integrated organic farming. As for the government side, the need for appropriate coconut production technology, strict implementation of tenancy and agrarian laws, adequate support from LGUs and affordable credit scheme were recommended during the forum.

PCA Regional Manager Edilberto Nierva declared that “the province is fortunate enough that it has gained the support of the various stakeholders, one in charting a new and dynamic direction through the formulation of a Provincial Coconut Industry Code that would effectively define its role in the context of fast changing times.” (CHELO MADERAZO)

Oh my gosh, no offense meant guys but the way I observe it, this thread is NOW becoming a CHAT ROOM with some irrelevant issues and matters taken into and is already beyond the purpose of promoting our beloved Tacloban City. correct. as it stands, the only decent place to go out for a night of booze and jamming and mingling with other people is astrodome, magz doesn't offer anything but barbecue and beer. there isn't even a bar there.:ohno:

^^i like the attitude of their businessmen there, they really gamble. kaya walang outsiders na nakakapasok. di kagaya rito, walang pagbabago yung highway supermart at asia trading hehe (no offense meant)
