But little are those who knew to our heritages due to the fact that most of us doesn't appreciate our own culture...even myself I admit I have little knowledge about it. If only our local government will focus to boost our own culture

3 cinemas to open at Robinsons

TACLOBAN CITY – Cinema goers in this city and the rest of Eastern Visayas could expect a better and quality movie watching at the three cinemas of the soon-to-open Robinsons Malls.

This was assured by Winston Felipe Olarte, marketing-PR media coordinator of the Robinsons Movieworld, who added that each of the three cinemas were designed to make movie watching more comfortable and relaxing.

According to Olarte, they are excited to open its cinemas to the people of this city and the rest of the region starting on June 11.

The three cinemas have fully-carpeted floors with fabric seats, fully air-conditioned and with high quality and digital sounds. Neon lights were also installed in the three cinemas.

Each of these three cinemas could accommodate close to 200 viewers.

For each film screening, one has only to pay less than a hundred pesos to enjoy a full-length and even an independent-made film, Olarte said.

And for the opening on June 11, one can enjoy watching a film by taking a snack worth P50.

Olarte also assured the local film buffs that they would offer new films, simultaneously shown in Metro Manila and other cities where the Movieworld also operates (JOEY A. GABIETA)

World class training center inaugurated in Kananga

KANANGA, Leyte - EDC Chairman Oscar Lopez, with his son Peque Lopez, EDC President Paul Aquino, Congressman Eufrocino Codilla, Mayor Elmer Codilla and other officials led the inauguration of Kananga EDC Institute of Technology (KEI Tech) -a world class training center in this town.

Also present during the occasion was TESDA Deputy Executive Director Pastor Guiao, TESDA Regional Director Juan Sabulao, TESDA Provincial Director Ester Pulma, former congressman Butch Aquino, former DILG Secretary Rafael Alunan III, EDC manager, Engr. Manny Paete. Municipal officials and barangay officials also witness this significant occasion.

KEI Tech boost top notch facilities and equipments.

Kananga EDC Institute of Technology (KEI Tech) is operated by Kananga EDC Educational Foundation Inc. composed of Kananga LGU and EDC. While the Technical Education and Skills Development Authority (TESDA) extended technical assistance in operating the schools. Its hardware component, consist of buildings, dormitories, etc. are shouldered by the EDC. Its operation and maintenance is shared 50-50 by LGU and EDC. During the activity LGU and EDC turned over the amount of P4 Million each as their counterpart to the educational foundation.

The training center accepts 120 students for the first batch and shall complete their program in 10 months time.

The tripartite agreement between the municipality of Kananga, Leyte, Energy Development Corp. (EDC) and Technical Education and Skills Development Authority (TESDA) paved the way for the establishment of Kananga’s EDC Institute of Technology and will offer technical and vocational courses starting June 2009. The training center accepts 120 students for the first batch.

The Center, located in a 3-hectare lot within 12-hectare EDC airstrip in Brgy. Hiloctogan, Kananga, Leyte. It envisioned to set up a world-class post-secondary technical vocational training center that will graduate highly-skilled workers for potential employment locally and globally.

Mayor Elmer Codilla explained that there is really a need for the establishment of a vocational school in their town because of the increasing number of out-of-school youth because of rising cost of tertiary education. The socio -economic situation in Hiloctogan and other nearby villages within Kananga town is in dismal state, the people are earning measly P15,000 yearly income, the unemployment reaches 15 %, and only 1% of the high school graduate proceeded to college because of the need to look for work. Mayor Codilla hoped that with the establishment of the school, which will open this June, this will cater the educational needs of many of his constituents.

The EDC that operates the Leyte Geothermal Plant, the world’s largest geothermal steam field, located in Kananga town, made an intervention by providing livelihood opportunities but was found out that skilled workers are minimal.

But there is an increasing demand for skilled workers locally and abroad.

Codilla said that this will result to the improvement of standards of living of households due to increased employment opportunities for primary partner barangay, increased number of taxable persons, and improved security situation in the area. This will also complements the P100,000/ year target income to residents by providing opportunities for local and overseas employment.

For EDC, the establishment of the school will addressed the company’s future skilled manpower needs, help maintain good relations with community reduced pilferages.

The institute will be run by Kananga-EDC Educational Foundation and will have a 50% -50% -LGU ownership. At the start, the foundation shall finance the institute 100%. Hopefully after 3 years, graduates can pay back their training after their gainful employment to support the operation of the institute.

The students will stay in a dorminatory as stay -in students (Monday night to Thursday night) to maximize education on discipline/ values. Outside of their professional training it is envisioned that the graduates are sought after by employers for their self-discipline and correct work attitude.

For the three years of operation starting 2009 until 2011, Kananga LGU and EDC will shoulder the Hardware/ Software requirements in operating the institute which includes maintenance and operational expenses for three years totaling to P30,611,200.00, this will be shared by Kananga LGU and EDC for P15,305,600.00 each. While for the Software Component that includes need P1.2 Million in 3 years, and the LGU and EDC allocated P635,200 each in sharing scheme. The hardware component, on the other hand, amounting to P76,361,400.00 will be shouldered by EDC alone. This includes the construction of 3 dormitories, 1 administrative building, 1 multi-purpose building for commercial cooking, food and beverages, 1 2classroom building, 1 computer laboratory, 1 household services workshop, 1 plumbing workshop, 1 building wiring installation workshop, 1 plumbing workshop, 1 masonry workshop, 1 carpentry workshop, 1 school water supply installation, and tools and equipment.

Kananga LGU will provide administrative and other forms of assistance, promulgate an ordinance exempting the foundation from imposition of local taxes and permits, ensure the facilities, equipment and supplies are free from vandalism, theft, and destruction and assist in providing and seeking financial assistance to ensure continuity of the program. The EDC, on the other hand, will issue a geothermal clearance for the school site, administer the school with the assistance of LGU Kananga and TESDA, monitor and evaluate implementation and assist in providing and seeking financial assistance to ensure continuity of the program.

TESDA-Leyte Provincial Director Ester Pulma explained that the courses include that in the Construction Sector, Metals and Engineering Sector and Tourism/ Health/ Social Services/ Com Dev Sectors.

Director Pulma explained that the role of TESDA is to provide technical assistance on setting-up the training center, provide Training Regulations (TR), Competency-Based Curriculum and other Unified TVET Program Registration and Accreditation System (UTPRAS) assist in sourcing-out instructors with special qualifications for technical and basic competency trainers.

They will also conduct competency assessments to trainers/ students and provides certification, provide technical assistance in the training of trainers/instructors, assist in seeking financial assistance to ensure continuity of the program and facilitate tie-ups with various agencies or companies to deploy graduates for possible employment

It was learned that the school will have an employment scheme. It shall install a Job Placement and Guidance Unit to facilitate employment of certified graduates.

3 cinemas to open at Robinsons

TACLOBAN CITY – Cinema goers in this city and the rest of Eastern Visayas could expect a better and quality movie watching at the three cinemas of the soon-to-open Robinsons Malls.

This was assured by Winston Felipe Olarte, marketing-PR media coordinator of the Robinsons Movieworld, who added that each of the three cinemas were designed to make movie watching more comfortable and relaxing.

According to Olarte, they are excited to open its cinemas to the people of this city and the rest of the region starting on June 11.

The three cinemas have fully-carpeted floors with fabric seats, fully air-conditioned and with high quality and digital sounds. Neon lights were also installed in the three cinemas.

Each of these three cinemas could accommodate close to 200 viewers.

For each film screening, one has only to pay less than a hundred pesos to enjoy a full-length and even an independent-made film, Olarte said.

And for the opening on June 11, one can enjoy watching a film by taking a snack worth P50.

Olarte also assured the local film buffs that they would offer new films, simultaneously shown in Metro Manila and other cities where the Movieworld also operates (JOEY A. GABIETA)

Icot plans to use provinces royalty tax share in school building program

TACLOBAN CITY – With the Philippine National Oil Company reportedly set to pay its royalty tax share amounting to about P450 million to local government units in Leyte soon, Gov. Carlos Jericho Petilla said the province is going to devise a school building program where its provincial share would go.

Gov. Petilla said for several years now, they have been urging the geothermal company to pay their royalty taxes to the province, the host municipality and barangay and has even taken matters to the court to determine how much is really owed to the respective local government units.

Under Section 294 of Republic Act 7160 or the Local Government Code of 1991, provides that 45 percent of the royalties from the exploitation of natural resources should go to towns, 35 percent to barangays and 35 percent to the province.

Should the payment of these royalty shares go through in the latter part of the year, the governor disclosed the province would utilize the tax share in a school building program that would address the classrooms problem of many public elementary and high schools in the province.

“The plan is to devise a school building program where those that would be prioritized are schools lacking in classrooms then those that are badly needing of repairs,” Gov. Petilla said.

It can be recalled that during the last visit of President Gloria Macapagal Arroyo to the province during the latter’s hosting of the Palarong Pambansa 2009, President Gloria Macapagal-Arroyo announced that the royalty shares of the local government units where the sources of the geothermal power generation have been determined and will soon be released.

The Department of Budget and Management has computed royalty tax shares which will be released to the host local government units after President Arroyo earlier ordered the DBM together with the Department of Energy (DoE), Department of Finance (DoF) and the Department of Interior and Local Government to work on the computation of the royalty shares and have these released at the soonest possible time to the LGUs that play host to the country’s geothermal power plants.

The province of Leyte will reportedly receive P4,101,338 for 2007 and P17,616,006.80 for the year 2008.

The municipality of Kananga will receive the royalty tax share of P6,280,921 for the year 2007 and P26,173,490.40 for 2008 while Ormoc City will receive P2,947,090 and P13,462,524 for 2007 and 2008 respectively.

For the host barangays, a royalty share of P4,729,204 and P19,817,809 for 2007 and 2008 will be given to Barangay Lim-ao and Barangay Rizal and another P155,956 and P539,349 for Barangay Tongonan in Kananga town.
