Finally, don't go home empty handed bring your love ones a pasalubong from our place. Leyte Pintados-Kasadyaan Festival of Festivals to continue in force TACLOBAN CITY - The Leyte Pintados-Kasadyaan Festival of Festivals would continue to show force this year despite opposition of a similar festival being revived in the city. This was disclosed by PAGCOR Vice-Chairman Remedios “Matin” Petilla, who also chairs the Kasadyaan Festival Committee during a press conference held on opening night of the Kasadyaan Festival Park at the RTR Plaza. According to the former governor and Leyte representative, initially there are 13 to 15 contingents expected to join this year’s streetdancing and festival presentation while two famed festivals in the country are expected to join as well as guest contingents. These two are Leyte’s very own Buyogan Festival of Abuyog, Leyte and Cebu’s Lumad Basakanon from the famous Sinulog Festival. Both festivals have been respectively declared champions in national festival competitions such as the Sinulog Festival in Cebu every January and the Aliwan Fiesta in Manila during summer. Mrs. Petilla said the Buyogan Festival has already been elevated to the Hall of Fame for successively winning three major festivals namely: the Pintados-Kasadyaan Festival 2008, Sinulog Festival 2009 and the Aliwan Fiesta 2009. “We would like to give chance to other contingents coming from other municipalities of the province and Buyogan have been winning the grand champion several times now in three different festivals. So, they will come this June as guest contingent,” Mrs. Petilla said. Lumad Basakanon, on the other hand, is a group from Brgy. Basak, San Nicolos, Cebu City. It was the grand champion in the Free Interpretation Category in the 2007 and 2008 Sinulog Festival but bowed to the Buyogan Festival in the same category this year. Lumad Basakanon was also the Grand Prize Winner in the Aliwan Fiesta in 2006, 2007 and 2008 but bowed to Tribu Kabatok in last year’s newly-revived Sangyaw Festival in Tacloban City. Meanwhile, Mrs. Petilla said the number of contingents which signified to join this year would want to show the people and all visitors that Leyte’s municipalities are cohesive and especially now that after 14 years, Leyte’s festival contingents are making names in the national festival arena such as Sinulog Fiesta in Cebu and the Aliwan Fiesta in Manila. On the other hand, Pintados Foundation Inc. President Eugene Tan said the group is sticking with the Kasadyaan Festival of Leyte province, saying the two has already become a tradition. “As long as there would be Kasadyaan, there would always be a Pintados,” Tan said to the local media. He likewise disclosed that as part of the preparation the Pintados-Kasadyaan Festival has already sought a permit from the city for the streetdance parade. “Since this is all for the benefit of the Taclobanons, we are hoping that they would grant us one,” Tan added. On the same note, Mrs. Petilla said, they would proceed with the Pintados Kasadyaan Streedancing on June 27, 2009 and the stage presentation at the Leyte Sports Development Center thereafter. “What is a festival without street dancing. It’s unheard of,” she said. Kasadyaan contingents would be vying for the half a million prize that would be given to the grand champion of this year’s Kasadyaan Festival. Niño, also the patron of Leyte province. However, the opening held Tuesday did not materialize without any glitch with the city government of Tacloban refusing to issue a permit for the Kasadyaan Festival Park as contained in a letter dated June 8, 2009 sent by the office of the City Administrator to Mayor Loreto Yu, who stands as the Chairperson of the RTR Kasadyaan Festival Park operation for this year. It was learned that Mayor Yu wrote the city mayor on June 3, 2009 seeking for the approval of a special permit for the operation of 32 barbecue stalls at the RTR Plaza. Th City Administrator’s Offices stand to refuse the issuance of a permit is based on the 1st Endorsement made by the City Legal Office which contends that there is still a court litigation pending on the RTR Plaza questioning the validity and constitutionality of a city ordinance regulating the activities such as the one being sought for by the RTR Kasadyaan Festival Park. The said case was filed by the provincial government of Leyte against the city government of Tacloban and lodged at the Regional Trial Court Branch 7. However, in a 2nd Endorsement made by the Provincial Legal Office through the acting Provincial Legal Officer Atty. Imelda Nartea, it is contended that there is no ground to deny the issuance of a special permit because the RTC-Branch 7 already issued a suspension order ordering the city of Tacloban from implementing the provisions of the assailed ordinance, which in other words, according to the provincial legal counsel means, “it is as if no ordinance of such kind exists at the moment.” The same 2nd Endorsement also contended that the province have the “absolute right to the use and enjoyment of the same premises and all activities held thereat by virtue of such absolutre ownership and in consonance with the suspension order issued by the Regional Trial Court.” According to PAGCOR Vice-Chairperson Remedios “Matin” Petilla, “if they (city) can allow it at the Astrodome, at the Balyuan Park and anywhere else, there is no reason why they cannot allow it here at the RTR.” The former lady solon, who also heads the Kasadyaan Festival of Festivals, was referring to similar activities already underway at the said venues. On reports that the city is mulling over filing of a case, Mrs. Petilla went only as far as saying “on what grounds” would the case be filed but refused to further comment declaring they would deal with the situation if and when it arises. Mrs. Petilla said the Buyogan Festival has already been elevated to the Hall of Fame for successively winning three major festivals namely: the Pintados-Kasadyaan Festival 2008, Sinulog Festival 2009 and the Aliwan Fiesta 2009. “We would like to give chance to other contingents coming from other municipalities of the province and Buyogan have been winning the grand champion several times now in three different festivals. CARSIDO-CIO) TACLOBAN CITY -- The City Government of Tacloban through the Fisheries Law Enforcement Team (FLET) will hold a water sports tournament at Cancabato Bay in this city from June 27-28. Dubbed as the 1st Mayor Alfred Cancabato Bay Fisherman’s Sports Competition, the event will be held as part of the incoming Sangyaw Festival, according to FLET coordinator Norman Uyvico. Uyvico said that the two-day competition is primarily meant to introduce Cancabato Bay as an ideal venue for water sports activities. “Participants from all over the city will be competing in six water sports events during the tournament,” he disclosed. This was the appeal issued by Eugene Tan, the president of the Pintados Festival Foundation, as he argued that the cultural festival that their group has been spearheading is already recognized as among the most established in the country. “We have been appealing to them not to drag the Pintados Festival into politics. We all belong to the private sector; we are not advancing any (personal) motives,” Tan said. “We are doing this as part of our devotion as Catholics paying our homage to Senior Santo Niño,” the president of the Pintados Festival Foundation added. He also stressed that the festival has been in existence for more than 20 years now without seeking any financial assistance from the city government. “The only time that we received financial help from the city government was in 2006 when we were the hermanos for the fiesta,” Tan said. The group of Tan, which counts 15 individuals for its board and more than a hundred volunteers, is allegedly being threatened by the city government of non-issuance of permit to stage their street parade. Some of the organizers of the group have been identified with the Petilla camp, political nemesis of the Romualdezes. Tan, one of the city’s most prominent businessmen, said that all Taclobanons have “embraced and took as their own” the Pintados Festival than any other festivals in the city. The festival was first organized in 1987 by some of the city’s businessmen after the city’s then existing Sangyaw Festival was not held. The Sangyaw Festival, organized by former First Lady Imelda Marcos, was eventually revived by her nephew, Mayor Alfred Romualdez, in 2008. Tan said that all the proceeds that the foundation generated from its various activities were all accounted for up to the last centavos. “We are a non-profit and non-stock foundation. Petilla, who chairs the committee that oversees the festival, also downplayed any possible cancellation of the presentation of the festival which is now on its 14th year. “We can assure our people that they will enjoy this year’s Pintados-Kasadyaan Festival as we want our people to enjoy as a way of paying our respect and homage to Santo Niño,” Petilla said. Up to now the city government has yet to issue a permit to the organizers of the festival for them to use the city’s main streets during the street parade on June 27. The former Leyte congresswoman remains confident that eventually, Mayor Alfred Romualdez would allow them to use the major streets of the city for the parade as she stressed that they have no other intention but to make the fiesta more lively. “What we are offering to our people is not only (pure) cultural entertainment but paying homage to Senior Santo Niño which is also the patron saint of the entire Leyte and not only of Tacloban,” she said. She said that about 15 contingents are expected to join the festival, which is slated to be held at the newly-refurbished Leyte Sports Center (Grandstand). “It will be a grander presentation, I assure our people,” Petilla said. Aside from the festival presentation, a series of activities has also been lined up by the organizers. Among these activities are the musical concerts and presentations like the Waray Music Festival, which is now on its 5th year; magic show; agri-aqua show; and dance competitions. All these activities are to be held at the RTR Plaza where rows of barbecue stalls are to be enjoyed by the public. (JOEY A.
