Robinsons Land Corp. bares plans to expand mall, construct 100-room hotel

TACLOBAN CITY — Robinsons Land Corporation (RLC) announced plans to expand its newly opened mall in this city and construct a 100-room hotel next year in the vacant lot within RLC’s four-hectare property.

“The mall is just the first phase of our development. Subsequently, the next development could be the expansion of the mall and expansion of a hotel here right next door,” said Robinsons Land president and chief operating officer Frederick Go in a media interview during last week’s mall opening.

Go said that they’re still thinking of the hotel concept but “probably, it will be a 100-room hotel.” The official refused to disclose the RLC’s investment in the city.

The first mall in Eastern Visayas has paved the way for the opening of popular food and retail giants to Leyte. Adding the 70 tenants are Robinsons Malls’ prominent retail affiliates such as Robinsons Department Store, Robinsons Supermarket, Robinsons Appliance Center , Handyman Do-It Best Home Center and Movieworld.

The two-storey shopping area has a total gross floor area of 31,000 square meters, the commercial center was built along the national highway, in Taboan, Marasbaras district of this city.

“We still have land available around the mall to expand. Economy is not bad and we think that the mall will do very well here in Tacloban,” Go added.

The plan will beef up existing RLC hotel chain such as Summit Ridge Hotel in Tagaytay, Cebu Midtown Hotel, Crowne Plaza Galleria Manila, and Holiday Inn Galleria Manila.

Lance Gokongwei, president and chief operating officer of JG Summit Holdings Inc., in which RLC is the real estate arm of the conglomerates, said in a separate interview that the good business climate and increasing demand for air travel in Tacloban prompted them to include the province in their expansion.

“I think the city has been progressive even flights of Cebu Pacific (CEB) have increased. There’s a lot of demand for travel to Tacloban and Region 8. From last two to three years ago, we are only doing two times a day flight. Now, we are going four flights daily from Manila and once to Cebu. That’s a reflection of economy progressing,” said Gokongwei, also a president and CEO of the airline company.

He said that they are upbeat of expanding the mall business in the country this year with the current trend of mall aspirations in the country.

“Global financial crisis affects everybody. It’s really managing to grow despite that. We’ve been very quiet positive about provincial expansion. People all over the Philippines wants to expose to modern shopping and modern amenities and it’s very hard to turn back,” Gokongwei stressed.

The Gokongwei Family’s real estate arm earlier reported an 11% increase in earnings for the first half of its 2009 fiscal year due to strong revenues from its mall operations.

In a press statement, RLC said its income for the first six months of its current fiscal year hit P1.62 billion.

Its commercial centers division contributed 40%, or P2 billion, to the company’s gross revenues, posting a 10% growth.

Before the opening of Robinsons Place Tacloban, Robinsons Cybergate Mall Davao started its operation last month. Part of 2009 expansion is the opening of commercial centers in General Santos, Dumaguete, and Ilocos Norte. (Sarwell Q. Meniano)

^^hmmm its a city fiesta right?...as far as i know kasadyaan in the past was held only during the leyte landing celeb..being an huc, imo the city has the right which festival to honor para ma promote ang city.and i think its only proper na may mga necessary permit unless gusto mu talag sumuway hit which i think matin is very good at.if they really want to honor the saint there are many other ways.umapi nala hira hit sangyaw...:lol:.btaw lets just hope na mag istorya both camps para ma settle ito na issue.....peace ijun...:lol:...lolo pa...:lol:

^^it's not that easy to move dates @mao rong. pintados has been around for 23 years and kasadyaan for 14 years. and we can't deny that kahit papaano kilala na rin sila at meron na rin silang followers. we cannot just boot them out, i mean, those festivals were created to give honor to Sto. Niño de Tacloban also known as the Patron Saint of Leyte and moving these festivals to other dates/months/place could render those festivals meaningless. Actually, these festivals could peacefully co-exist if not muddled with the ugly face of politics. . . just my two cents. :)

About festivals in our City, we should pay homage to our patron Sr Sto. Niño de Tacloban. Yes, @orville is right pamamaltakan gud kamo ni Sto. Niño. There's no question regarding the City has the right to claim their stand to celebrate city fiesta and honors Sangyaw Festival as its own homegrown festival. Kaya nga ini-move ang date ng PK to pave way its rivalry. Politics should not intervene here instead we all celebrate and praise our beloved Sto. Niño. Regardless, kun taga Province ka o taga Samar o diin ka pa man all are invited to celebrate and praise our patron saint. Para naman ini ha iya na okasyon diri ini hya para kanino la.

Tacloban licensing office generates P68 M collection from Jan. to May

TACLOBAN CITY — The City Licensing Office (CLO) has generated a total of P68 million in the first five months of this year.

Atty. Rhyna Peñaranda, City Licensing Officer-designate, said that the figure is P6 million higher than the income derived by her office in the same period last year

Based on a report furnished by Atty. Peñaranda, the CLO collected P62 million from January to May last 2008

Atty. Peñaranda attributed the increase in earnings mainly to the creation of the Mayor’s Inspection Task Force.

The Mayor’s Inspection Task Force was created by the City Government of Tacloban last March to monitor the compliance of business establishments on the city’s Revenue Code. Seven teams comprising the task force has been going around the city to implement door-to-door monitoring to determine businesses without permits and to check if those declared in the application for licenses coincide with the actual operations.

“Owners of establishments found by the task force to be operating without permits have been coming to our office to apply for one,” Peñaranda disclosed.

Of the more than 4,952 business establishments inspected so far by the Mayor’s Inspection Task Force, 2,249 were found to be operating without business permits.

“Another reason for the increased earnings is that more businessmen have come over here now that Tacloban is already a highly-urbanized city,” she added.

Of the P68 million, based on the same report, P56 million came from the graduated fixed tax, annual permit, CEO, garbage, and billboard fees.

The P12 million balance was derived from fees on police clearance, tourism, zoning certification, RPT clearance, business stickers, franchises, and other miscellaneous fees.

138 Tacloban barangay officials invited to join Barangays Nights

TACLOBAN CITY – This year’s celebration of the 120th annual fiesta of this city, the 138 barangays will have the chance to enjoy all together through the Barangay Nights which will be held at the attractive Balyu-an Amphitheater starting on June 16.

Councilor Eden Chua Pineda, Association of Barangay Councils (ABC) President, told Leyte Samar Daily Express that this nightly event would be very exciting and enjoyable as there would be presentations and surprise numbers from every barangay.

“Of course we will have the usual program for the night, but the thing to watch are the presentations from every barangay that would surely enliven the whole duration of the party,” said Pineda.

Pineda said Mayor Alfred Romualdez wants every official of each barangay to participate because this is night for them, and a time to be together in a party atmosphere.

In the past, she said, it was only the officials coming from within the downtown barangays who would attend gatherings like this due to distance, but this time, according to Pineda, as ABC President she called upon to all the 138 barangays to attended, saying that their concerns about transportation in going home to northern barangays would be given due consideration.

Balyuan Amphitheater and its vicinity, as the center for this year’s fiesta celebration, has been improved a lot to make it more comfortable to the promenaders day and night.

Facing the sea while at Balyu-an, to the right is the Carnival Fair where lots of rides and games are available for the kids and even parents. To the left, is a newly asphalted bay walk that is occupied by barbecue stands at nighttime where, pork, chicken, sea foods, and even short orders are available.

Early in the morning the place would serve as an area where people could jog, walk, and other exercise while breathing the fresh sea breeze.

Chief Supt. Bolodo to Rep. Chong: Follow rules at Tacloban airport

TACLOBAN CITY — The number-two man of the Philippine National Police in the region yesterday advised Biliran Representative Glenn Chong to just follow rules and regulations at the this city airport, which would be the best example to the public’s eye in terms of adopting policies in the best interest for an orderly operations in public servicing area like airport.

This was how Chief Supt. Drusillo Bolodo, Police Regional Office 8 deputy regional director for administration, opined over the recent incident that took place at the airport when Chong reportedly got irritated when the Aviation Security Group prohibited his bodyguards to enter the arrival area to fetch him because of the existing policy that no one is being allowed except the passengers to occupy the arrival area for security reasons of the passengers.

According to Bolodo, everybody is subject to the existing policy at the airport being implemented by the Aviation Security Group and the rules cannot just exempt without prior notice and proper coordination with the government agencies concern in the safety and security of the airport.

“They should somehow coordinate with the Aviation Security Group prior to his arrival, para naayos ang lahat at di naman dapat biglaan kasi nga we have rules to be followed,” Bolodo explained.

However, on the part of Congressman Chong, in an interview he consistently explained the importance and presence of his security escort saying that they need them every minute of the day to protect his life while currently facing severe threats from undisclosed personalities who has motive and interest of his life.

“I cannot also disregard these threats, importante kaayo akong safety and security kay pwede ko patyon sa paggawas ko from arrival area kung wala ko’y security, importante kaayo sila sa ako, di pud ko gusto mawala ako kinabuhi na way lang hinungdan, especially karon hapit na election kabako naman pud ang mga atawo kung unsay kabutangan sa politika sa Biliran.. mao gain gi-question nako ngani di man puwede makasulod sa arrival area ako mga bodyguard maghulat pa ko nga patyon ko?” Chong lamented.

Bolodo said not even the PNP officials in the area are even allowed to bring their service firearms at the airport because of the policies they have to follow.

The arrival area, according to Bolodo, is also limited for a number of people but case to case basis that sometimes the security group can permit them to enter the said place.

Chong security escort has been into full alert after receiving threats of his life.

Congressman Chong said the threats of his life started immediately after the June 7,2008 slay try of his father Charlie, which resulted to the death two of their bodyguards.

Shakeys bullish on growth of its new branch at Robinsons

TACLOBAN CITY — Thin Crust Pizza maker Shakey’s is bullish of its growth in this city after opening a new branch at the new Robinsons Place Tacloban, bringing the number of Philippine branches to 104

Louie Cellona, Shakey’s Tacloban store manager, said that more people are starting to patronize American pizza as they noted it in their years of operation in Leyte.

“The growth rate here in terms of sales has been very good. That convinced us to open up a second branch in the city,” he said, however, he refused to mention figures.

Cellona said that their newest location is ideal because of high foot traffic inside the mall. Hildevanne Food Corporation got the franchise for Shakey’s Tacloban branches. About 60% of the branches in the country are company owned and 40% franchise.

“We consider franchisees as our great partners in business. That’s the relationship that we want to strengthen,” said Coochy Mamaclay, Shakey’s brand and local store marketing manager.

Mamaclay said that the new restaurant is the fifth new stores they have opened this year in the country. The restaurant is set to open 12 branches this year. Among these are in Boracay, SM Naga, Shopwise Sucat, Port Area Delgado, Davao Gaisano, Urdaneta, and Pangasinan

The Pizza restaurant has been popularizing Calamari Crunch, Mojos n’ Dip, Manager’s Choice, Shakey’s Special, Shakey’s Super Seven, Pepperoni Crunch, Margherita New York Pizza, Grand Slam Pizza, Chick ‘n’ Chips, Carbonara Supreme, and Monster Spaghetti Meatballs.

“The product and brand name makes us more competitive at the same time is the quality food and service and the value for money. That’s our number one market strategy especially with the economic condition that we are experiencing,” she added.

Mamaclay claimed that for the past five years, the restaurant has been experiencing “high double digit” growth rate and in terms of sales and it’s been “consistent.”

No permit yet for Pintados-Kasadyaan Festival

TACLOBAN CITY — The newly appointed Chief of Police of Tacloban City, Police Senior Superintendent Brigido Basio Unay, is not sure what measures or actions to take with regards the upcoming Pintados Kasadyaan Festival parade on June 27, 2009, in which the permit had already been submitted by the Province to City Mayor Alfred Romualdez’s office for approval.

Unay said that “Mayor Romualdez will have to talk it out with the Pintados Kasadyaan Committee and the Pastoral Council, so as to have a smooth operation of the parade for that said date.”

“We will not be able to pre-determine at this point in time of how to handle the situation, since both parties are still in the process of discussing what will be the best solution and to satisfy the interest of not only both parties concerned but the public as well,” he said.



He added: “Whatever the outcome of that meeting, that’s the time that we will enforce police for traffic and security measures around the city, as to how many policemen will be needed and for how long the parade would take,” he said.

When a worst case scenario arises, for instance that the Mayor will not approve of the permit for the Pintados Kasadyaan Festival parade to proceed, Sr. Supt. Unay said he will maintain peace and order.

As what former Congresswoman Petilla had said, they already submitted the permit to have the parade and to have the street dancing on June 27 to the Mayor’s Office.

It is up to the Mayor if he will give the Pintados Kasadyaan the chance to celebrate the Sr. Sto Niño festival, and that it has no political agenda, since it is a celebration of Leyte’s patron saint.

Mrs. Petilla also said that “The Sangyaw is allowed to do the street dancing and parade on the 29th, then Kasadyaan Festival should also be given the same treatment, because it would be unfair to those people who want to celebrate and partake in the activities of the Pintados.”

For the time being, Unay will wait for the decision from the City Mayor Alfred Romualdez and the Pastoral Council for the Pintados Kasadyaan Festival parade to proceed on June 27, 2009.

TACLOBAN CITY – Leyte Metropolitan Water District General Manager Nestor “Gang Gang” Villasin will not be seen at the Sangguniang Panlungsod session hall today.

This was confirmed by no less than the LMWD general manger himself during an exclusive interview with Leyte Samar Daily Express.

Villasin’s presence was sought and requested by Councilor Robert Hernandez in today’s regular session of the city council after the latter delivered a privilege speech during their regular session last week.

The LMWD general manager said that while it is a valid act of any member of the city council to invite anyone to appear before the session to answer some query, he would like to answer this query in a different manner.

“I am not turning down their request and intention, in fact I am willing to give them what information they wanted from us but not in a session,” Villasin said.

He said that what the council is asking is talking about general information regarding the water condition in the city and being a former member of the same body, he is anticipating that something might happen that will not come up with a practical solution.

“For being cordial and respectful with the Sangguniang Panlungsod, I am willing to meet Councilor Hernadez or any other from the city council” he said. “I would like to request from him/them the bill of particulars or the specific information they would want from us” Villasin said.

Villasin said that after getting all the specific information that Councilor Hernadez wanted from them, he will discuss it with the LMWD Board of Directors and then come up with a more comprehensive black and white answer which will be free from any revalidation.

He stressed further that his decision not to appear with session is not to evade but rather a manifestation of conceding with the intention of the honorable body despite the fact that a request may be granted or not.

2 confirmed H1N1 virus cases in Eastern Visayas

LAS NAVAS, Northern Samar -- The regional office of the Department of Health in Eastern Visayas confirmed two A (H1N1) virus cases, one of them a 14-year-old high school student.

Still, there is nothing to panic among the public despite the confirmation of the two cases in the region, Doctor Edgardo Gonzaga, regional health director, said yesterday.

Aside from the 14-year-old high school student, the other confirmed H1N1 cases in the region was a 44-year old seaman, said Gonzaga who was here for the presidential visit.

The Research Institute for Tropical Medicines (RITM) in Manila confirmed its findings on Tuesday, he added.

Gonzaga said that with the findings of the 14-year-old boy of being positive of the virus, he has already recommended for the temporary closure of the school where he is studying for 10 days.

Aside from tracking the conditions of the immediate family members of the boy, all the teachers and students of the said school were asked to observe “home quarantine” for 10 days.

Gonzaga said that last June 11, the boy was examined at the Eastern Visayas Regional Medical Center where he was exhibiting fever and flu, among the symptoms of the H1N1 virus. However, the boy chose not to be admitted to the hospital.

EVRMC is the hospital designated by the Department of Health in Eastern Visayas for persons suspected to be carrying the virus for confinement and treatment.

“Right now, we are still conducting an investigation as to how the boy acquired the virus. He refused to answer our questions like whether he had a travel abroad…,” Gonzaga said.

It was not clear yet as when the boy exactly experienced fever, the health regional director added.

Meantime, the 44-year-old seaman arrived in the country last June 9 from Singapore, which is among the countries in the world where there are confirmed H1N1 cases, and developed high fever three days after his arrival, Gonzaga said.

“Right now, he is confined at the EVRMC for treatment with his immediate contacts being monitored by us,” Gonzaga said.

Despite the two confirmed A cases in the region, there is nothing to panic, Gonzaga assured.

“There is nothing to panic as the virus… is only mild,” he said.

The DOH-8 has so far observed 44 persons who were suspected to be infected with the H1N1 virus. All were found negative until the two latest cases.

The public during this time must disengage to going to places frequented by people, including fiesta, Gonzaga said, referring to a precautionary measure in not spreading the virus.

“Also, always observe personal hygiene like hand washing,” he said.

Lavish fiesta leads to graft charges vs. mayor

CRIMINAL and administrative charges were filed before the Office of the Ombudsman against Mayor Alfred Romualdez of Tacloban City and five other city hall officials because of alleged illegal disbursement of P4.7 million funds for the lavish fiesta celebrations

for the year 2008.In her seven-page complaint affidavit, one Ivy Castro of San Jose, Tacloban City, has accused Romualdez, a kin of former First Lady Imelda Romualdez-Marcos, for “the illegal, unlawful, improper, graft and corrupt practice of having disbursed,” taxpayers’ money—P2,070,000 to the City Tourism Office and another P2,660,000 to the Tacloban Sangyaw Foundation Inc., a local non-governmental office, to defray expenses for the city’s fiesta celebration last year.

Besides Romualdez, other officials who were charged violation of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act and R.A. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees were Vicente Dy, project evaluation office IV; Victoria Collantes, city budget officer; Lourdes Asis, officer in charge-assistant city accountant; Atty. Sergio Sumayod, city legal officer; and Edgardo Macion, city treasurer.

Collantes, Macion, Asis and Sumayod were included the charge sheet for allegedly facilitating the illegal disbursement of said funds.

The complaint of Castro was backed-up by supporting documents and annexes including an audit observation memorandum from the Commission on Audit. Castro accused respondents of violating several criminal and administrative laws under the Revised Penal Code, the Government Procurement Reform Act and the Anti-Graft and Corrupt Practices Act.

“It cannot now be said that, except for the name of the project proponent and the indicated project cost, the text/terms/objectives/duration/contents of both project proposals are one and the same. The inevitable conclusion, therefore, is that both project proposals are the fruits of one and the same poisonous tree, so to speak,” the complaint avers.

The Audit commission has even asked Romualdez and the other concerned city officials, for the liquidation and other pertinent papers relative to the grant of P2.6 million to TSFI. However, they refused to comply with the same.

As to the administrative case, Romualdez was accused of violating Section 4(a) of R.A. 6713 after he approved the disbursement of funds for identical undertakings and by two different organizations, one a government organization and the other a non-government one.

In the meantime, Romualdez was also complained of violating Commission on Audit Circular 2007-001 item number 4.3 for approving the project proposal submitted by Tanglaw Sangyaw Foundation Inc., and a subsequent disbursement of P2.6 million on June 24, 2008 for activities already being undertaken and with extravagant expenses already being incurred by the City Tourism Office.

It was pointed out in the complaint that the release of the funds for purposes of the fiesta celebration was tainted with irregularities and anomalies because the payee requesting for the cash advance and the approving authority are one and the same person.

The complainant narrated that Dy, the mayor’s trustee, requested the cash advance and later approved it.
