Pintados-Kasadyaan fiesta to proceed despite opposition

TACLOBAN CITY – Organizers said the Leyte Pintados-Kasadyaan Festival of Festivals would continue to entertain Tacloban residents and their fiesta guests and proceed with a street dancing parade on June 27, 2009 despite opposition from the TaclobanCity government, which has its own Sangyaw Festival.

The Martial Law-era fiesta Sangyaw Festival of former First Lady Imelda Marcos was abandoned in 1986 after President Ferdinand Marcos was deposed. It was resuscitated last year by Tacloban Mayor Alfred Romualdez, a nephew of Mrs. Marcos.

Pagcor Vice President Remedios Petilla, who also chairs the Kasadyaan Festival Committee, said during a press conference on the opening night of the Kasadyaan Festival Park at the RTR Plaza that a festival without street dancing is unheard of.

She said they would proceed with the Pintados Kasadyaan street dancing on June 27 and the stage presentation at the Leyte Sports Development Center thereafter.

Pintados Foundation Inc. President Eugene Tan said his group is sticking with the Kasadyaan Festival of Leyte, which has already become a fiesta celebration tradition.

“As long as there will be a Kasadyaan, there would always be the Pintados,” Tan said.

He also disclosed that as part of their preparations, the Pintados-Kasadyaan Festival has already applied for a permit with the city government for the street dance parade on the 27th.

“Since these activities are all for the benefit of the Taclobanons, we are hoping that they (city government) would grant us permit,” Tan added.

There are 13 contingents expected to join this year’s street dancing and festival presentation, plus two renowned festivals along with other guest contingents.

One is Leyte’s very own Buyogan Festival of Abuyog town and the other is Cebu’s Lumad Basakanon from the famous Sinulog Festival. Both festivals have been champions in national festival competitions such as the Sinulog Festival in Cebu held every January and the Aliwan Fiesta in Manila during the summer.

Petilla said the Buyogan Festival has already been elevated to the Hall of Fame for successively winning three major festivals, namely: the Pintados-Kasadyaan Festival 2008, Sinulog Festival 2009 and the Aliwan Fiesta 2009.

This year’s festival contingents would vie for the half million peso prize for the grand champion plus consolation prizes for runners-up and the non-winning contingents. Prizes are all shouldered by the provincial government of Leyte.

TACLOBAN CITY – A member of the Tacloban City Council said the newly set up "baratillo" or trade fair along P. Salazar Street in the downtown area is illegal since it has no approval from the Sangguniang Panlungsod. "It is illegal because it has no ordinance or a resolution passed and approved by the Sangguniang Panlungsod," said Councilor Wilson S. Uy, also the president of the Philippine Councilors League of Leyte. The trade fair has been the subject of severe criticisms from the public, particularly from the concerned drivers and businessmen who said the trade fair obstructs the flow of traffic because the entire P. Salazar Street has been occupied by the stalls of the vendors. "This is highly irregular because the city is very strict in its implementation of the traffic laws while they allowed the baratillo to be set up on the street which is the number one traffic obstruction," concerned businessmen and drivers complained to members of the media. The fair is said to be run by a travelling businesswoman who regularly holds trade fairs in the city during fiesta celebrations.

Pintados, provincial government to stage Kasadyaan Festival


TACLOBAN CITY - The Pintados Foundation Inc. and the provincial government of Leyte is all geared to stage its Pintados-Kasadyaan Festival this Saturday, June 27, the former’s 22nd and the latter’s 14th festival this year.

In the official list in the Free Interpretation category of the Kasadyaan, eight festivals from eight municipalities in Leyte will compete on Saturday’s festive street dancing around the city and grand presentation at the Leyte Sports Development Center.

In the Pintados-based category, there are five official contingents, according to Pintados Foundation Inc. (PFI) President Eugene Tan, who would also do their street dancing followed by the grand presentation.

Aside from the dance festival contigent, the Merrymakers’ competition is still included in the grand parade.

This year’s official list in the Kasadyaan Free Interpretation category is minus the three-time grand champion Buyogan Festival which has already been named as Grand Slam champion for winning straight three festival competitions after it captured the grand prize in last year’s Pintados Kasadyaan Festival, Sinulog Festival and Aliwan Fiesta respectively.

The Buyogan will still grace Saturday’s parade as guest contigent.

The eight festivals competing this year includes the Sinulog Festival of Isabel, Leyte; Bato Balani Festival of Bato, Leyte; Pamilipig Festival of Sta. Fe, Leyte; Pasaka Festival of Tanauan, Leyte; Lingganay Festival of Alangalang, Leyte; Karatong Festival of Dulag, Leyte; Viajedores of Lapaz, Leyte and Lantawan Festival of Capoocan, Leyte.

Dulag’s Karatong were last year’s runner up in the Pintados-Kasadyaan Festival and went on to gain the fifth spot both in the Sinulog Festival in January and the Aliwan Fiesta last April.

The parade this Saturday would start at 9 a.m. that would follow the same parade route used last year, with all the contingents to assemble at the Leyte Sports Development Center. The grand presentation is expected to start at 1 p.m. giving the contingents time to take their lunch and prepare for their stage performance.

As per the request for special permit sent to the city mayor’s office by the organizers, the parade route would follow the same route last year: from the assembly area inside the LSDC, going out to Sta. Cruz, Paterno, Avenida Veteranos, Real, Justice Romualdez, Rizal Avenue, Avenida Veteranos, Paterno, then back to the LSDC.

Meanwhile, PFI Pres. Tan said they remain hopeful they would be granted a special permit for Saturday’s parade.

“We still believe in the good intentions of the mayor since this is all for the people of Tacloban,” Mr. Tan said.

He added that the festival organizers have already made their final meeting last Tuesday with the security and crowd personnel, volunteers and the Philippine National Police both coming from the city and the provincial office to settle on the parade route and ensure a safe and secure conduct of the festival parade this Saturday.

Meanwhile, it was learned, the Grand Festival Champion would receive a cash prize of P500,000 and earn the chance to represent their town and the province in upcoming national festival competitions.

Runners-up would also received cash prizes with P300,000 for the first runner-up, P250,000 for the second runner-up, P200,000 for the third runner-up, P100,000 for the third runner-up and P50, 000 for the fifth runner-up.

In the Pintados-based category, grand prize winner would receive P30,000, with P20,000 and P10,000 cash prizes to the first and second runner up. Consolation prizes also await non-winners. All contingent in this category were also given subsidies by the Pintados Foundation, according to Mr. Tan.

In 1986, the Pintados Foundation, Inc. was formed with founders composed of civic-minded businessmen and entrepreneurs of Tacloban City started organizing some religious-cultural activities for the Tacloban City fiesta in honor of Sr. Santo Niño. Thus, the celebration of the Pintados Festival ushered in.

The Pintados Festival showcases the rich cultural heritage, indigenous music and dances of the people of Leyte and Samar enhancing the religious-cultural heritage of the Pintados.

The Leyte Kasadyaan Festival of Festivals is a celebration that showcases the unique culture and colorful history of the Province of Leyte. This festivity was first celebrated in 1996 through the inspiring leadership of former Leyte Governor Remedios Petilla. Each municipal festival has a unique storyline that proudly portray their local history, folklore, legend and way of life.

The Pintados-Kasadyaan Festival is said to be one of the most colorful events in the country with its own unique flavor, recalling the Pre-Spanish history of the natives, retelling various stories from wars to folk religions. (By Ahlette C. Reyes/Correspondent)

BFAR holds Bangus Festival today at the RTR Plaza

TACLOBAN CITY - The Bureau of Fisheries and Aquatic Resources (BFAR) will hold today a Bangus Festival as a way to promote milkfish as the region’s major aquaculture products.

Juan Albaladejo, BFAR regional director, said that about 500 kilograms of freshly harvested milkfish will be brought from a mariculture (marine agriculture) zone in San Roque, Northern Samar to be used in the festival.

This is the first time that output from San Roque, Northern Samar will be showcased in a festival in this city.

Aside from Albadejo, other guests during the festival are Remedios Petilla, former Leyte first ditrict representative, Leo Cañeda, Department of Agriculture regional executive director, and Rogelio Portula, Leyte provincial agriculturist.

Among the products that will be displayed are fresh bangus; deboned cured bangus in tocino flavor, marinated, smoked flavor, and rosemary flavor; seaweed pickles; and seaweed strips.

The festival will be held at the RTR Plaza as part of the agri-aqua fair set up in line for the Tacloban City fiesta on June 30.

Prior to the festival proper at 5:00 p.m., a bangus deboning activity will be demonstrated by fishery offcials.

“Our bangus coming from mariculture zones in Eastern Visayas tastes better than those coming from other parts of the country,” Albaladejo claimed.

About half of the region’s 17,000 metric tons annual milkfish production is catch from a mariculture zone area in San Juanico Strait. The project was launched in 2003. “We’ve been holding festivals for six years now after the first harvest from San Juanico Strait. The purpose of festivals like this is to help people appreciate the locally produced bangus. This is also to help investors gain sustainable market,” the official said.

BFAR is eyeing an annual growth rate of 11% from milkfish output in the region. All of these will be grown in various mariculture zones.

Mariculture, commonly known as culture of fish in a cage or a pen and a component industry of aquaculture, is a growing industry in Eastern Visayas .

A study conducted by the National Economic and Development Authority (NEDA) pointed out that bangus products from mariculture has outweighed the one produced in fishponds considering that taste is comparable to commercial fish catch.

NEDA report further explained that the kind and size of harvests are standardized and predetermined in mariculture, which are right for export. On the other hand, the species and sizes of commercial or municipal fish catch vary a lot.

“Because of its natural setting, bangus in fish pens are tastier than those in fishponds. The mobility of milkfish is better and the waste freely flows out from the cage or pen,” the study said.

Another advantage is that the natural coastal environment is enhanced because mangroves, which serve as fish sanctuary, source of marine food and playground for juvenile fish, are no longer destroyed for fishpond development. (SARWEL Q. MENIANO)

TACLOBAN CITY - The City Government of Tacloban headed by City Mayor Alfred Romualdez will present the Sangyaw Achievement Award to outstanding Leyteños and Samareños who excelled in their chosen fields in an awarding ceremony to be held at the Balyuan Amphitheater, this city, on June 28.

Leading the awardees are former First Lady Imelda Romualdez-Marcos and Tacloban Sangyaw Foundation president Alex Montejo.

Former Tacloban City Mayor Alfredo “Bejo” Romualdez and former Leyte Governor and ambassador to the United States Benjamin “Kokoy” Romualdez lead awardees in the Field of Leadership and Governance.

Aside from the four, the City Government will also honor several other personalities who made a strong impact and distinguish themselves on their respective fields.

In the Field of Entertainment Media; Visual Arts and Directing: Al Claude Evangelio; Jesus de Paz; Aster Amoyo; interior designer Leo Almeria; and Leo Villaflor, a well-known painter.

Evangelio and de Paz are internationally-renowned and award-winning artistic directors, while Amoyo is a well-known entertainment writer and columnist.

The awardees in the Field of Visual Arts and Literature are Dr. Victor Sugbo, a noted poet and playwright, and Prof. Merle Alunan, a multi-awarded literary genius from the University of the Philippines Visayas Tacloban Campus (UPVTC).

Three outstanding men and women in the Field Performing Arts and Music are also to be recognized. Sharing the limelight with world-renowned choreographer Teresita Veloso- Pil are Ma. Victoria Diaz and Atty. Ronan Christina Reposar, a widely-acclaimed artist popularly-known as “Bolingling.”

Mayor Romualdez, assisted by City Councilor Cristina Gonzales-Romualdez, will present plaques of recognition to the awardees during the ceremony dubbed as the “Sangyaw Awarding Night.”

“All of them are living or have roots in Samar and Leyte. The City Government decided to give them awards in recognition of their achievements and exemplary accomplishments in their respective fields,” said Phines Patalinghug, the chairman of the 2009 Sangyaw Achievement Awards Committee.

Their achievements and contributions, in one way or another, touched and inspired not only Taclobanons, but also people in other parts of Eastern Visayas and the country, as well,” he added.

Patalinghug further said that it is for the second time that the City Government presented the Sangyaw Achievement Award to distinguished individuals.

EDC Vice President turns over P287M to Leyte provl govt

TACLOBAN CITY—-The Vice President of the Energy Development Corporation Lawyer Michael Medado turned over an amount of P287 million representing Real Property Tax payment to the provincial government of Leyte.

Governor Jericho Petilla received the checks at the VIP Lounge of the DZR airport yesterday afternoon.

“This has been a month long negotiation. And it was just last night that we agreed on that amount of P287 million on one condition that they make that payment today, “Petilla said.

“Good thing that EDC also wants to prove that they are good on their word, that they want to have a good working relationship with the province of Leyte,” Petilla further said.

On his part, Atty. Medado said, “We want to foster a new relationship with the province, since it has been a long time that the province had been asking EDC to pay the taxes since 2004. And we also want to have more job opportunities for EDC with the province of Leyte.”

The check was recorded and received by the OIC Provincial Treasurer Rudy Badiable.

“This payment will be divided. Mostly will be used for the school building construction of two barangays at Kananga Leyte, which are Tongonan and Lim-aw. We will give 60- 80 million for this project. And also to other municipalities which are in need of school reconstruction and buildings.”

BFAR holds Bangus Festival today at the RTR Plaza

TACLOBAN CITY - The Bureau of Fisheries and Aquatic Resources (BFAR) will hold today a Bangus Festival as a way to promote milkfish as the region’s major aquaculture products.

Juan Albaladejo, BFAR regional director, said that about 500 kilograms of freshly harvested milkfish will be brought from a mariculture (marine agriculture) zone in San Roque, Northern Samar to be used in the festival.

This is the first time that output from San Roque, Northern Samar will be showcased in a festival in this city.

Aside from Albadejo, other guests during the festival are Remedios Petilla, former Leyte first ditrict representative, Leo Cañeda, Department of Agriculture regional executive director, and Rogelio Portula, Leyte provincial agriculturist.

Among the products that will be displayed are fresh bangus; deboned cured bangus in tocino flavor, marinated, smoked flavor, and rosemary flavor; seaweed pickles; and seaweed strips.

The festival will be held at the RTR Plaza as part of the agri-aqua fair set up in line for the Tacloban City fiesta on June 30.

Prior to the festival proper at 5:00 p.m., a bangus deboning activity will be demonstrated by fishery offcials.

“Our bangus coming from mariculture zones in Eastern Visayas tastes better than those coming from other parts of the country,” Albaladejo claimed.

About half of the region’s 17,000 metric tons annual milkfish production is catch from a mariculture zone area in San Juanico Strait. The project was launched in 2003. “We’ve been holding festivals for six years now after the first harvest from San Juanico Strait. The purpose of festivals like this is to help people appreciate the locally produced bangus. This is also to help investors gain sustainable market,” the official said.

BFAR is eyeing an annual growth rate of 11% from milkfish output in the region. All of these will be grown in various mariculture zones.

Mariculture, commonly known as culture of fish in a cage or a pen and a component industry of aquaculture, is a growing industry in Eastern Visayas .

A study conducted by the National Economic and Development Authority (NEDA) pointed out that bangus products from mariculture has outweighed the one produced in fishponds considering that taste is comparable to commercial fish catch.

NEDA report further explained that the kind and size of harvests are standardized and predetermined in mariculture, which are right for export. On the other hand, the species and sizes of commercial or municipal fish catch vary a lot.

“Because of its natural setting, bangus in fish pens are tastier than those in fishponds. The mobility of milkfish is better and the waste freely flows out from the cage or pen,” the study said.

Another advantage is that the natural coastal environment is enhanced because mangroves, which serve as fish sanctuary, source of marine food and playground for juvenile fish, are no longer destroyed for fishpond development.

Ronelo Al Firmo, Tacloban city schools division superintendent, on Monday said that while classes will be suspended on these dates, students will have to stay in their respective homes and refrain from joining the festivities-which is expected to draw many visitors, including balikbayans and foreigners-to avoid contamination.

He said students and their parents will be advised of such precautionary measures.

The Sangyaw Festival, which is a crowd drawer, will be held here on June 29. The city fiesta is scheduled on June 30.

Although there has been no confirmed H1N1 case in Tacloban City, some city residents, particularly students, have had close contact with persons afflicted with the swine flu, Firmo said.

This was the reason a private school in Tacloban City, with both elementary and secondary students, recently suspended classes, he said. /inquirer
Firmo added that he had already deployed their medical teams, together with some personnel of the City Health Office, to monitor the different public schools in the city.

He said there are about 31,000 elementary and high school students in Tacloban City.
