A red-letter day for Taclobanons by Gianna G. Maniego

If you build it, they will come. And so they did.

With wallets in hand and shopping lists in mind, shoppers flocked to the opening of Robinsons Place Tacloban last June 11, keen to jumpstart a new era in retail therapy.

Launched before a massive crowd of Taclobanons, Leytenos and Samarnons, the mall, the 25th for the Gokongwei chain, drew no less than the city’s prominent movers and shakers.

Local VIPs included the city’s top executives led by Tacloban City Mayor Alfred Romualdez and wife, former singer/actress and current Tacloban councilor Cristina Gonzales Romualdez, Rep. Ferdinand Martin Romualdez, former Mayor Alfredo “Bejo” Romualdez, former Gov. Benjamin “Kokoy” Romualdez, Vice Gov. Mimyit Bagulaya, Department of Tourism director Karina Tiopes and the city’s local executives—councilors Bianco Mate and Jerry Yaokasin and city administrator Munoz.

The event also gathered together the top brass of the Robinsons and JG Summit groups, led by James Go (chairman and chief executive officer of Robinsons Land), Lance Gokongwei (president and chief operating officer of JG Summit), Robina Gokongwei-Pe (Robinsons Retail Group senior vice president), Frederick Go (president and COO of Robinsons Land), and Johnson Robert Go (general manager of Movieworld).

Also spotted were Ruben Yu (Leyte Lumber), Allan Lee (Leyte Development Corp.), Paul Along (Shell Philippines), Melvin Schroth (Coca Cola), Tricia Torres (Casa Ilongga), Henry Gosyco (Goldilocks), Paul Santos (Picture City), Cristina Domingo (Guess), Milagros Uy (Lotto) and Aris Ferolino.

Regional destination

One can imagine the opening of the first full service mall in the Eastern Visayas region is a dream come true, not only for the retail giant but also for the local executives and residents of Tacloban City, recently declared a highly-urbanized city.

“We have always been the gateway to the region because of the airport, but now [with the opening of Robinsons Place Tacloban], it’s also the mall that draws them to the city,” says Mayor Romualdez, whose dream is to make his city an economic distribution hub. “The mall also gives local retailers an opportunity to expose and sell products from the region.”

“We’re very optimistic about retail spending... Everyday people have to eat, everyday people have to shop. And shopping malls cater to that segment. We’re not selling cars inside the mall. It’s an everyday lifestyle and we think people will carry on with this lifestyle and our malls cater to all classes of society. We hope we’ll be able to serve all the residents of Tacloban City, the province of Leyte and the province of Samar, the entire Region 8. We hope this will be the favorite family destination in Eastern Visayas,” says a confident Frederick Go.

Full service, finally

Sprawled across 33,600 sqm of what used to be a bus terminal along the national highway in the Marasbaras area, the mall is a major part of a four-hectare mixed-use development project that will eventually include a hotel, more retail outlets, and a possible call center. It may even include a residential complex.

With 85 percent of the tenants already in place, Robinsons Tacloban offers a variety of shops, restaurants and services, many of which had previously been available only in other provinces like Cebu and Davao, or in Metro Manila.

Taclobanons (as well as Leytenos and Samarnons) can now check out shops like Robinsons Department Store, Guess, Kamiseta, Mango, Rusty Lopez, Bench, Levi’s, Gibi, Nokia, Samsung, and Travel Club, as well as food outlets like Jollibee, Mang Inasal, Rai Rai Ken, Kitchenitos and Dunkin Donuts.

There are also outlets owned by local and regional entrepreneurs, including Cristina’s Salon and Spa (owned by the mayor’s better half), The Gustavian and Pino (owned by the Lhuilliers of Cebu), and Charito’s Delights (owned by Catbalogan native Emma Bermejo).

Christmas in June

Needless to say, Taclobanons took to shopping like a duck takes to water.

“There’s just so many things to see, so many things to buy,” gushed one mother, clutching a pile of towels in one hand, as she waited in line at the checkout counter of the department store.

At Robinsons Appliance Center, flatscreen TVs were flying off the shelves, while at Charito’s Delights, a store specializing in Samar delicacies, stocks had to be refilled eight times. Downstairs, hip-hop dancers entertained the lines of customers waiting to be served at Mang Inasal.

In fact, initial reports of first-day sales were optimistic. The appliance center, alone, reported an estimated revenue of P600,000, while Bermejo said Charito’s Delights took in approximately P50,000. Not too shabby for opening day.

The next problem is keeping up with the demand.

“I think we’ll need to add more movie houses,” said Bobby Go, general manager of Robinsons Movieworld and Hot Loops, after surveying the crowds milling around the mall’s three theatres.

Big plans

Buoyed by the positive response shown by the Taclobanons, Frederick announced that plans are already in place for the expansion of the shopping complex.

“We constantly are expanding our chain of malls, we think Tacloban is a good place, a good city, underserved and we think the local government is a very dynamic one, a very welcoming one and that is very important. If the local government is welcoming, it inspires us to accelerate our entry into the locality,” he said, adding that Robinsons will start work this year on a hotel to be constructed in the same complex as the mall.

“It will take 18 months to build and will feature more shopping outlets as well as the modern amenities of a deluxe hotel.”

“As far as residential projects are concerned, we are definitely looking for opportunities to build residential subdivisions here. So if there are landowners who are willing to partner with us or enter into joint ventures, we’ll be very glad to build residential communities here and plant the Robinsons flag.”

RTC issues TRO vs Mayor Alfred not to stop todays Festival


TACLOBAN CITY - Regional Trial Court Exec. Judge Crisologo Bitas issued on Thursday a Temporary Restraining Order (TRO) commanding the City Government through Mayor Alfred Romualdez to cease and desist from stopping and preventing the Pintados-Kasadyaan Festival parade and street dancing and the ritual presentations.

The TRO, which covers the mayor’s representatives or agents, including officials, employees, police and similar forces acting for and in his behalf, also enjoins the aforementioned from consummating the serious threat to stop and prevent the said festival activities and/or the use (of) water cannons and such other underhanded methods upon the participants as a means to disperse or block them on Saturday June 27.

This TRO stemmed from a petition filed June 24 by the Pintados-Kasadyaan Executive Committee through its chairperson and Philippine Amusement and Gaming Corporation Vice President Remedios “Matin” Loreto-Petilla seeking legal remedy in a case for Certiorari and Mandamus with Prayer for Issuance of Preliminary Mandatory Injunction And or Issuance of a 72-Hour Temporary Restraining Order.

On June 15, City Administrator Roberto Muñoz wrote the Festival Execom Chairperson Petilla informing of the denial of the request stating “The City Government has the sole authority to disallow any activity in connection with our City Fiesta that are not coordinated with the Tacloban City Tourism Council.”

It further informed that should the Pintados-Kasadyaan Foundation “opt to join the June 29 Parade, you are welcome to join us as participants “ not as an organizer.” Further, the letter reminded that no public activity such as a Parade can be held without a permit from the chief exec of the LGU where the activity will be held as provided in Rep. Act 7160 or the Local Government Code.

In its Petition, the Foundation averred, “denying the issuance of a Special Permit for the Pintados Kasadyaan Festival Parade and Street Dancing slated on June 27, 2009 at 9:30 a.m. will render the contingents effort futile but also will deprive them of their constitutional right to free expression of their cultural and religious heritage and celebration.”

PAGCOR VP Petilla, who personally filed the case at the RTC Office of the Clerk of Court assisted by counsel Atty. Peter Panis, was earlier granted authority by the Pintados Foundatidon Inc. in a resolution numbered 01, series of 2009.

The resolution was signed by the Pintados Foundation Corporate Secretary Evelina Acebedo and attested by its president Eugene Tan as well as its members namely, Atty. Roque Tiu, Wilson Uy, Erwin Alcala, Stephen Lagarde, Tito Aures and Nestor Villasin. Other members namely, Agustin Uykim, Henry Gosyco, Virgilio Andrade, Emmanuel Veloso, Atty. Henry Yaokasin and Jorge Yu failed to affix their signature.

She was likewise designated by Gov. Carlos Jericho Petilla as chairperson of the 23rd Pintados Festival and 14th Kasadyaan Festival of Festivals as embodied in Memo No. 09-1565 dated May 4, 2009.

Lawyers Sergio Sumayod and Jeffrey Didulo, City Legal and Assistant Legal Officers respectively, as well as Bernardita Valenzuela, the City Mayor’s Action Center chief, tried to have an audience with Exec. Judge Bitas. They, however, failed as the Judge was conducting a trial in his chamber at the time they went to his office.

The case is scheduled for raffle among the different branches of this Court on June 29, 2009 at 9 oclock in the morning before this Court. Parties and counsels were directed to be present during the said hearing to be held at the sala of Exec. Judge Bitas.

Mayor Romualdez denies any plan to stop Pintados-Kasadyaan rite

TACLOBAN CITY - Mayor Alfred Romualdez has denied that he has any intention whatsoever and has never planned to stop or prevent the organizers of the Pintados-Kasadyaan Festival from performing its parade, street dancing, presentation and rites today.

In a news conference yesterday, Mayor Romualdez expressed sadness and lamented about the issuance of the Temporary Restraining Order (TRO) last Thursday by Regional Trial Court Executive Judge Crisologo Bitas commanding the city government through him (Mayor Romualdez) to cease and desist from stopping and preventing the Pintados-Kasadyaan Festival parade and street dancing and ritual presentations today, Saturday, June 27.

The TRO, which covers the mayor’s representatives or agents, including officials, employees, police and similar forces acting for and in his behalf, also enjoins the aforementioned from consumating the serious threat to stop and prevent the said festival activities and/or the use (of) water cannons and such other underhanded methods upon the participants as a means to disperse or block them today.

“I have no intention to stop Pintados-Kasadyaan Festival from performing its activities. Never as a mayor of Tacloban will I violate the law or create disturbances ... I am sad with the court decision as I am only 10 meters away not to be available to discuss these things. I am appealing to Taclobanons to stay calm and not to panic. I will abide with the TRO hoping for a peaceful and festive fiesta celebrations of Tacloban at ako’y umiiwas na sa political,” Romualdez said.

The city mayor said that Mrs. Petilla (Remedios L. Petilla, former Leyte governor and former Leyte 1st district representative and presently PAGCOR Vice Chairman) has been talking in media interviews that with or without permit the parade (Pintados-Kasadyaan Festival) will go on.

He added that in two separate letters from former conmgresswoman Petilla and Governor Jericho Petilla dated June 8, 2009 and May 4, 2009, respectively, it informed him that they will be celebrating the 23rd Pintados and 14th Kasadyaan Festival of Festivals and its scheduled June 27 parade without first applying a permit for the use of the streets around the city.

“I remember January pa lang Mrs. Petilla has been attacking me at lagi akong hinahamon... kailan pa ba tayo magbabago... na para bang suggesting public disturbance to the people aba ay politica na ito,” he said.

On his part, Gov. Petilla in an interview immediately after he arrived at the DZR airport yesterday said he was happy about the favorable decision of the court from keeping the Pintados-Kasadyaan safe from any threat to be stopped from holding its activities like the street dancing parade.

“I am happy about this development...Sad, of course, kay sugad-sugad nga deri nagkakausa an duha nga local government units han Leyte and Tacloban City with their own reasons from both sides,” the governor told reporters.

Sangyaw Festival to be staged on Monday

TACLOBAN CITY - The revived Sangyaw Festival of Tacloban City is set to be staged in this city on Monday, June 29.

Contingents from the cities of Cebu, Legazpi, Isabela (Basilan), Santiago (Isabela) Iloilo, Bacolod, Legazpi and Surigao, and this city; and the municipalities Naval (Biliran) and Basey (Samar) would be parading on major streets of the city and in the process, make three stops to dance perform, as they vie for the top prize worth half a million pesos.

“We are expecting grand and spectacular presentation by each of the participating contingents,” Malou Tabao, focal person of the Sangyaw Festival, said.

The Sangyaw Festival is part of the cultural activities of the city’s 120th fiesta celebrations.

Tabao said that the parade would start at exactly 1 p.m. with all the participants including famous television and film actress Karylle. The start of parade is in Magsaysay Boulevard and it would cover about three kilometers.

Joining Karylle during the grand parade are actors Christian Bautista, Luis Manzano, Cesar Montano, and Dingdong Dantes.

Also expected to participate in the parade are “political heavyweights” headed by Senate President Juan Ponce Enrile.

Joining Enrile are former First Lady Imelda Romualdez-Marcos, Senator Manuel Villar, Senator Francisco “Kiko” Pangilinan, Ilocos Norte Representative Ferdinand Marcos Jr., former Ilocos Norte Congresswoman Imee Marcos, Metro Manila Development Authority (MMDA) Chairman Bayani Fernando, former Surigao del Norte Governor Robert Lyndon Barbers, Marikina City Mayor Maritess Fernando, Makati City Mayor Jejomar Binay, Surigao City Mayor Alfonso Casurra, Santiago City Mayor Amelita Navarro and Cebu City Vice Mayor Michael Rama.

Cebu’s Sinulog Festival, Bacolod’s Masskara Festival, Isabela’s Cocowayan Festival, Iloilo’s Dinagyang Festival, Surigao City’s Karadjaw Festival, Santiago’s Pattaradday Festival, Basey’s Kawayan-Banigan Festival, Legazpi’s Magayon Festival and this city’s Tribu Kabatuk are the main participants of the Sangyaw Festival.

The prize for the winning contingent would be P500,000 while the second best would receive P300,000. The third placer would receive P200,000. Each contingent would perform for three minutes in designated streets, namely, Imelda Street, Rizal Street and Justice Romualdez Street before they perform for five minutes at the Balyu-an Amphitheater.

In addition to the cultural contingents from outside Tacloban, the parade will also feature for the first time 10 competing school and community-based contingents from this city.

These schools include the Holy Infant College (HIC), Eastern Visayas State University (EVSU), AMA Computer Learning Center (ACLC), Panalaron Elementary School, Rizal Central School, Cirilo Roy Montejo National High School (CRMNHS), and San Jose National High School (SJNHS). The participating barangays are Brgy 49 and Brgy. 60-A.

The grand champion of the School and Community-Based Category will receive P200,000, 1st runner-up P150,000 and the 2nd runner-up P100,000. Just like the other contingents, the participants in the School and Community-Based Category will also perform at the designated streets and at the Balyuan Amphitheater.

Tabao said that over 1,000 persons would be participating the afternoon parade, reason for the Tacloban City Police Office (TCPO) to deploy over 200 policemen and other security personnel to ensure order and security.

A brainchild of former First Lady Imelda Marcos, the Sangyaw Festival was first staged in the city in 1974 as part of its fiesta celebration.

Sidelined for more than 20 years, the festival was revived last year by City Mayor Alfred Romualdez.

NAGA CITY, Philippines -- The Naga City Council has passed a resolution strongly opposing a House bill seeking to amend the Local Government Code of 1991 (Republic Act 7160) to allow several municipalities to become cities by exempting them from income requirement.

In the resolution, passed on June 16, the council said it was joining the League of Cities of the Philippines (LCP) in opposing the bill which it said discriminates against other local government units in favor the 16 municipalities that recently lost in the case “LCP versus the Commission on Election.”

In the case, the 16 municipalities argued that they should be exempted from the minimum income requirement to be a city because their charters had been approved by Congress before the Supreme Court nullified their elevation to the category of city in November last year.

The Naga City Council said the proposed amendment would violate the “equal protection clause under the 1987 Constitution” and would be a retroactive implementation of a law, which is in violation of Section 450 of Republic Act 7160.

It also noted that the 16 municipalities must comply first with the requirements provided under Section 450 of Republic act 7160 which states that to become a city, a municipality should have an annual income of at least P100 million.

It said that when the decision of the Supreme Court in the LCP vs Comelec case became final, Naga City, for instance, was notified that it was going to receive an IRA adjustment amounting to P42 million.

The cities reverted back to being municipalities and call themselves the "League of 16", which include Baybay (Leyte province), Bogo, Naga and Carcar (Cebu), Catbalogan and Borongan (Samar), Tandag (Surigao del Sur), Lamitan (Basilan), Tayabas (Quezon), Tabuk (Kalinga), Bayugan (Agusan del Sur), Batac (Ilocos Norte), Guihulngan (Negros Oriental), Cabadbaran (Agusan del Norte), El Salvador (Misamis Oriental), and Mati (Davao Oriental).

If you build it, they will come. And so they did.

With wallets in hand and shopping lists in mind, shoppers flocked to the opening of Robinsons Place Tacloban last June 11, keen to jumpstart a new era in retail therapy.

Launched before a massive crowd of Taclobanons, Leytenos and Samarnons, the mall, the 25th for the Gokongwei chain, drew no less than the city’s prominent movers and shakers.

Local VIPs included the city’s top executives led by Tacloban City Mayor Alfred Romualdez and wife, former singer/actress and current Tacloban councilor Cristina Gonzales Romualdez, Rep. Ferdinand Martin Romualdez, former Mayor Alfredo “Bejo” Romualdez, former Gov. Benjamin “Kokoy” Romualdez, Vice Gov. Mimyit Bagulaya, Department of Tourism director Karina Tiopes and the city’s local executives—councilors Bianco Mate and Jerry Yaokasin and city administrator Munoz.

The event also gathered together the top brass of the Robinsons and JG Summit groups, led by James Go (chairman and chief executive officer of Robinsons Land), Lance Gokongwei (president and chief operating officer of JG Summit), Robina Gokongwei-Pe (Robinsons Retail Group senior vice president), Frederick Go (president and COO of Robinsons Land), and Johnson Robert Go (general manager of Movieworld).

Also spotted were Ruben Yu (Leyte Lumber), Allan Lee (Leyte Development Corp.), Paul Along (Shell Philippines), Melvin Schroth (Coca Cola), Tricia Torres (Casa Ilongga), Henry Gosyco (Goldilocks), Paul Santos (Picture City), Cristina Domingo (Guess), Milagros Uy (Lotto) and Aris Ferolino.

Regional destination

One can imagine the opening of the first full service mall in the Eastern Visayas region is a dream come true, not only for the retail giant but also for the local executives and residents of Tacloban City, recently declared a highly-urbanized city.

“We have always been the gateway to the region because of the airport, but now [with the opening of Robinsons Place Tacloban], it’s also the mall that draws them to the city,” says Mayor Romualdez, whose dream is to make his city an economic distribution hub. “The mall also gives local retailers an opportunity to expose and sell products from the region.”

“We’re very optimistic about retail spending... Everyday people have to eat, everyday people have to shop. And shopping malls cater to that segment. We’re not selling cars inside the mall. It’s an everyday lifestyle and we think people will carry on with this lifestyle and our malls cater to all classes of society. We hope we’ll be able to serve all the residents of Tacloban City, the province of Leyte and the province of Samar, the entire Region 8. We hope this will be the favorite family destination in Eastern Visayas,” says a confident Frederick Go.

Full service, finally

Sprawled across 33,600 sqm of what used to be a bus terminal along the national highway in the Marasbaras area, the mall is a major part of a four-hectare mixed-use development project that will eventually include a hotel, more retail outlets, and a possible call center. It may even include a residential complex.

With 85 percent of the tenants already in place, Robinsons Tacloban offers a variety of shops, restaurants and services, many of which had previously been available only in other provinces like Cebu and Davao, or in Metro Manila.

Taclobanons (as well as Leytenos and Samarnons) can now check out shops like Robinsons Department Store, Guess, Kamiseta, Mango, Rusty Lopez, Bench, Levi’s, Gibi, Nokia, Samsung, and Travel Club, as well as food outlets like Jollibee, Mang Inasal, Rai Rai Ken, Kitchenitos and Dunkin Donuts.

There are also outlets owned by local and regional entrepreneurs, including Cristina’s Salon and Spa (owned by the mayor’s better half), The Gustavian and Pino (owned by the Lhuilliers of Cebu), and Charito’s Delights (owned by Catbalogan native Emma Bermejo).

Christmas in June

Needless to say, Taclobanons took to shopping like a duck takes to water.

“There’s just so many things to see, so many things to buy,” gushed one mother, clutching a pile of towels in one hand, as she waited in line at the checkout counter of the department store.

At Robinsons Appliance Center, flatscreen TVs were flying off the shelves, while at Charito’s Delights, a store specializing in Samar delicacies, stocks had to be refilled eight times. Downstairs, hip-hop dancers entertained the lines of customers waiting to be served at Mang Inasal.

In fact, initial reports of first-day sales were optimistic. The appliance center, alone, reported an estimated revenue of P600,000, while Bermejo said Charito’s Delights took in approximately P50,000. Not too shabby for opening day.

The next problem is keeping up with the demand.

“I think we’ll need to add more movie houses,” said Bobby Go, general manager of Robinsons Movieworld and Hot Loops, after surveying the crowds milling around the mall’s three theatres.

Big plans

Buoyed by the positive response shown by the Taclobanons, Frederick announced that plans are already in place for the expansion of the shopping complex.

“We constantly are expanding our chain of malls, we think Tacloban is a good place, a good city, underserved and we think the local government is a very dynamic one, a very welcoming one and that is very important. If the local government is welcoming, it inspires us to accelerate our entry into the locality,” he said, adding that Robinsons will start work this year on a hotel to be constructed in the same complex as the mall.

“It will take 18 months to build and will feature more shopping outlets as well as the modern amenities of a deluxe hotel.”

“As far as residential projects are concerned, we are definitely looking for opportunities to build residential subdivisions here. So if there are landowners who are willing to partner with us or enter into joint ventures, we’ll be very glad to build residential communities here and plant the Robinsons flag.”

LEYECO II to launch new transmission lines

TACLOBAN CITY - The Leyte II Electric Cooperative is soon to launch new transmission lines that could help boosts the load it provides to its member-consumers.

The putting of additional transmission lines within the area coverage of the Leyeco II would also mean possible reduction of lower rates and a sign of economic growth, particularly in this city, says Gerry Gwen Code, general manager of the power utility.

Conde said that the management is seriously considering this plan as this would cost huge amount of money which would be taken from the funds of the Leyeco II.

But he said that the plan could fully materialize in two years time or in 2011.

“The putting up of new transmission lines will help increase our load. Right now, we have a daily load of 35 to 40 megawatts. But with the additional transmissions lines, we can have now at least 50 megawatts load,” Conde said.

The new transmission lines would consist 50 poles to be erected from Babatngon to Palo, two of the service areas of the Leyeco II aside from this city.

It was learned from Conde that the additional transmission lines was an indication that the number of consumer-members of the Leyeco II is growing.

At present, there are over 50,000 consumer-members of the said utility which is the biggest power cooperative in the entire Eastern Visayas region.

Asked what could be the advantages of adding new transmission lines to the consumers, Conde said that it could help bring down the power rate.

Having more consumer-members sharing the electricity cost would help bring down the power rate, he added. At present, Leyeco II power rate stand at more than P5 per kilowatts hour.

On top of this, additional need of electricity is an indication of economic development, especially in this city, Conde said.

He said that investors coming to this city, in particular, would surely need power supply to run their business operations.

Conde particularly cited the case of the Robinsons Place, which opened early this month.

The said shopping mall is consuming one megawatt a day which is equivalent to consumption of about 15,000 houses.

He, however, assured the public, particularly its consumer-members, that the Leyeco II is in position to meet their daily power needs.

According to Conde, the additional transmission lines could also help stabilize power supplies.

He said that the power utility, just like its member-consumers, does not like any power interruptions saying that it cost them huge amount of unrealized income.

Conde revealed that an hour of power interruption means a loss of at least P1 million.

“That is why, we immediately address any power shortages because it would mean losses of P1 million to the cooperative if it would last for an hour,” he said.

He, however, admitted that power interruptions could not be addressed by them if its origin could be traced to power generators like the Philippine Transmission Corporation (Transco).
