Petty politics in Tacloban City

MANILA, Philippines -- I went to Tacloban City over the weekend for the annual reunion of our high school class.

The Waray-Waray trait of toughness-as a popular song goes, "Waray-Waray handang matodas (Waray-Waray is ready to die)" - somehow rubbed off on me.

Whenever life deals me a bad card, I stick to the trait I learned from the Warays as an adolescent.

Behind the tough Waray exterior is a very generous heart. A Waray invites strangers to his home to partake of food on his table during a fiesta.

I regret having to leave yesterday, the eve of the city's fiesta, a much-celebrated event in the Tacloban calendar.

But if ordinary Taclobanons are magnanimous, their leaders are petty.

Pettiness is nowhere more evident than in Mayor Alfred Romualdez disallowing the holding of the Pintados, a parade where participants, their faces painted, dance in the streets much like Aklan's Ati-atihan, last Saturday, three days before the fiesta.

Romualdez did not honor a court order lifting his ban on the holding of the yearly parade.

The parade organizers, however, held the parade anyway in complete disobedience to the mayor's order.

City policemen, ordered to block the parade, would have clashed with fellow policemen assigned in the province and the regional command who escorted the Pintados revelers, but did not.

Why did the mayor try to prevent the holding of the yearly parade?

Because he had his own parade similar to the Pintados-the "Sangyaw."

Pintados is sponsored by the provincial governor, Jericho Petilla, whose family is an arch political rival of the Romualdezes.

Politics is supposed to make people magnanimous, but in Tacloban City, it has made a petty tyrant.

The great politician, Daniel Z. Romualdez, once a Speaker of the House of Representatives, a grand-uncle of the mayor's, must be turning in his grave.

Icot say province determined to go on holding Pintados-Kasadyaan Festival

TACLOBAN CITY -- Leyte Governor Carlos Jericho Petilla said the province is all the more determined to continue in the coming years what has already become a tradition that is the Pintados-Kasadyaan Festival of Festivals.
This was disclosed by the governor as the 23rd Pintados Festival and the 14th Kasadyaan Festival of Festivals successfully concluded Saturday at the Leyte Sports Development Center .

The governor stated this determination after this year's festival street parade was marred by some minor incidents that forced the parade and its contingents to traverse a different course from its yearly traditional route and this even in the middle of a temporary restraining order issued by the court two days before the slated street dancing by the joint Pintados-Kasadyaan Festival.

In similar events they hope to stage the next time, the governor said the province can only "expect the worst and hope for the best.'

"This festival has already become a breeding ground of festival champions with our contingents winning big in major national festival competitions so I do not see any reason why we should end this," Gov. Petilla said during the grand festival presentation at the Leyte grandstand.

He added that with the thousands who trooped to the Leyte Sports Development Center Saturday and packed the bleachers to the brim some hours before the grand presentation only shows that this event "has already been ingrained in the hearts of the people who would yearly look forward to this cultural affair."

The Pintados-Kasadyaan Festival of Festivals was held Saturday cloaked with a temporary restraining order issued two days before the event after the city refused to issue the organizers a special permit.

With the rally and pedicab-race incident that marred Saturday's street dancing, the governor said, is a development that the legal experts can look into if it would hold further merit in the organizers' case for Certiorari and Mandamus with Prayer for Issuance of Preliminary Mandatory Injunction filed before the Regional Trial Court here.

The case was scheduled for raffle among the different branches of this Court Monday, June 29, 2009, the same day Tacloban City is having it's Vespers Day for its fiesta celebration.

Archbishop Palma urges provl, city officials to unite


TACLOBAN CITY — The region’s highest prelate, Archbishop Jose Palma, exhorted officials from the city and the province to unite for them to achieve their goals that would benefit their respective constituents.
Palma made his appeal to city and provincial officials during his over 30 minutes Homily during yesterday’s Pontifical Mass marking the 120th city fiesta.

Officials of the two local government units need each other reason that they should not turn against each other, the archbishop of the Palo stressed.

“We need one another. Our city needs the province (as) the province needs the city,” the archbishop said in his Homily attended by thousands of faithful at the Santo Niño Church.

He added: “If we believe that we need other people to lead (our) people, we can say that we are the happiest in the world.”

His call was heard loud and clear by Mayor Alfred Romualdez who led the Romualdez-Marcos pack who attended the two-hour Pontifical Mass.

Present were his aunt, former First Lady Imelda Marcos, cousin Representative Ferdinand Martin Romualdez, wife Councilor Cristina Gonzales- Romualdez and his father, former Mayor Alfredo “Bejo” Romualdez, among others.

Conspicuously absent was Leyte Governor Carlos Jericho Petilla, his mother Remedios and their key political allies who normally attend the Pontifical Mass in previous years.

The two influential political families accused each other of undermining the holding of their respective cultural festivals during the city fiesta.

The Pintados-Kasadyaan Festival is identified with the Petillas while Mayor Romualdez revived the Sangyaw Festival two years ago. The said festival was a brainchild of his aunt, Imelda.

In last year’s plebiscite on the bid of Tacloban to become a highly urbanized city (HUC), Mayor Romualdez and Gov. Petilla also traded accusations against each other. The HUC bid of Tacloban was supported by majority of the city’s voters effectively making the city no longer part of the administrative control of the province.

Archbishop Palma said that unity not only among political leaders but also even within the community level and the Church would result to peace.

“We need to pray for peace. If there is no peace, there is a Child that is most affected,” he said, referring to the city’s patron saint, Señor Santo Niño, whom Palma described to be the “Prince of Peace.”

“(Hope) there will be peace in our land; will there be peace in our hearts,” Palma added.

In his homily, Palma repeatedly underscore the need for peace saying that the Catholic Bishops Conference of the Philippines (CBCP), of he is a permanent member, adding that peace is a very important factor in achieving social change.

He said that this year was declared by the CBCP as the “Year of the Two Hearts for Peace-Building and Lay Participation for Social Change” and likewise as the “Year of the Priests.”

Senator Enrile provides P3-M medical assistance to EVRMC

TACLOBAN CITY — Some P3-million medical assistance was formally handed on Monday by Senate President Juan Ponce Enrile to Eastern Visayas Regional Medical Center (EVRMC) officials and Mayor Alfred Romualdez to help provide medical assistance for indigent patients in the entire Eastern Visayas.

Enrile during his visit in the city however reminded the EVRMC officials that the allocated funds which was taken from his congressional initiative should be given to real poor patients not only in this city but indigent patients coming from the different parts of the region who cannot afford to buy medicine and other medical services.

“This medical assistance is intended for poor patients at the EVRMC, which is the biggest hospital in the region and of course for poor Taclobanons”, Enrile said.

The financial assistance was contained in a memorandum of agreement (MOA) signed between the Senate President Enrile and EVRMC officials thru its hospital chief Dr. Alberto de Leon at the Balyuan Convention Center. Present during the signing of the MOA was mayor Romualdez.

Enrile explained that he has vigorously undertaken steps to establish funds for medical programs under the various regional hospitals in the country extending medical assistance to indigent patients, noting the increased demands for basic health services in far-flung areas.

EVRMC hospital was the first regional hospital beneficiary of Enrile’s financial assistance that was made possible through the congressional initiative, hoping to duplicate his program in other regional hospitals in the near future.

Senator Enrile also said that it is timely as concerns have raised by the Department of Health regional office here to possible rise of Influenza A(H1N1) virus wherein recently the DOH officials have confirmed some 5 AH1N1 virus cases.

The Senate President also noted a substantial number of indigent patients from various provinces have to travel to Metro Manila to seek medical assistance from senators, spending a significant amount which instead should have been spent for other pressing needs.

He pointed out, that patients coming to EVRMC who cannot afford the high costs of medical treatment and medicines would no longer have to travel to Metro Manila, particularly to the Senate, but may go directly to regional hospital and seek the needed attention and treatment

The Public Assistance Center (PAC) of the Senate shall be in-charge of the implementation of the program to ensure that the funds are judiciously utilized solely for the benefit of the indigent patients in the region.

PAC has been existence for almost nine years now and its mandate is to attend to constituents of senators who request assistance in the form of medicines, medical care, transportation, legal assistance, job placement and referrals, as its was created we back in October 21,2001.

On his part De Leon, assured that the said medical assistance can benefit to the poor patients as intended under the MOA.

TACLOBAN CITY — Former First Lady Imelda Romualdez-Marcos said the revival of the Sangyaw Festival would showcase the identity and uniqueness of the Waray-waray people.
Marcos, who is in the city to grace the Sangyaw Festival and celebrate her birthday on July 2, said this initiative of his nephew, City Mayor Alfred Romualdez, is simply laudable as this is a thing “above politics”.

“Activities like this should be given enough focus and attention as culture is the only instrument that unites the people,” Marcos said.

She said other festivals in the city that seem to compete the Sangyaw Festival should just be ignored and not be given due attention as such scenario is but natural in a growing city like Tacloban.

“The city is growing. I believe that whatever is happening in Tacloban would serve as an enriching experience to every Waray here,” Marcos said.

It can be noted that Imelda was given the highest award in the recent Sangyaw Achievement Awards night held at the Balyuan amphitheater this city.

Her contribution in promoting the country’s culture and the arts proved the former first lady worthy of the award.

Visiting Senate President Juan Ponce Enrile also shared his insight about the Sangyaw festival as urged the Department of Tourism to market the festival to other countries in a bid to attract more visitors and tourists to come and visit the city. (Lemuel Pagliawan)

everyone is entitled to claim its rightful rights kung deserving talaga na tawagon na "Tallest Building in the City" as of now HOTEL D' ANGELO is keeping the record unless somebody would invest and construct a building that exceeds the height of recent tallest builiding...basta mapera ka la waray problema hiton...do hope our new and young enterpreneurs here in the city would take a risks para mag-invest sugad hini nga business...kay ha pagkayana mga kagaon man liwat it mga negosyante ha aton nga mag-invest bigger and better business oppurtunities in our city...so if LUXURY SUITES HOTEL will push thru am very happy for the owner they're taking risks talaga...MABUHAY po kayo!

BINAGOL
Ingredients:

3/4 cups shredded raw gabi (Taro root)
1 cup rich coconut milk (2 medium coconuts)
3/4 cup brown sugar
4 clean medium coconut shells (4-1/2" diameter and 2" high)
1/2 can (1 oz) full cream condensed milk
4 egg yolks
Wilted banana leaves
String for tying

How to make binagol:

*

Mix first three ingredients and cook over moderate heat for 6 minutes, constantly stirring. Lower heat and continue cooking for 10 minutes.
*

Add condensed milk and cook over low heat 20 minutes longer, stirring constantly. Fill each coconut shell with mixture. Make a well in center and drop raw egg yolk.
*

Cover top with tuber mixture and spread until smooth, very close to brim or shell. Cover whole shell with two layers banana leaves and tie securely with strings.
*

Steam half an hour 12 servings.

This Tale has been passed down to me by my late Mother, Dr. Rosa Ester T. Cuna, an English and Literature professor of UP Tacloban College, she said this is an oral tradition she gathered from Basey, Samar, where my Father’s relatives come from.

Long time ago when the island of Leyte (Tendaya island, named after a chieftain was still sparsely uninhabited, a young couple lived in the swampy shores of Kabatok, their livelihood was catching crabs and shellfish and crossing the Bay to a village in Samar island (Ibabao or Sibabao island, which to this day the village is named Basey), to sell in a “tabo”(market fair) in that village everyday.

Dang, was a strong fisherman, he was a tall, good-looking relative of the Bornean Datu Siagu of the southern side of Tendaya. His body was tattooed (“patik”) all over in the tradition of his tribe, he wore a loin cloth and was agile with the spear and machete he always carried with him. His other possessions were a “bangka” (small boat) and some “taklub”(basket traps for catching fish and crabs in shallow waters). His wife, Mulay was a weaver and basket maker. She made “taklub” to be sold in the Samar village during “tabo”. She was lithe, and agile too, her arms and legs were tattooed with motifs of birds and flowerets and crisscrossed with the patterns of basket weaving. The rest of her body was not tattooed, she wore a “tapis” of cloth made from the tapa bark, kind of bark found throughout the islands of South Pacific. Her chest was bare covered only with leis of shell and coconut. Her long hair was scrimped up into a bun called “tagonibaisat” and adorned with cloth and shell too. On special occasions, both Dang and Mulay would adorn themselves with gold earrings, necklaces and bracelets altogether with their shell leis to show off that they come from a noble lineage of the Datus. It was said that Gold was still found in the mountains of the island where they could fashion them into trinkets…

Dang and Mulay where childless. So their lives were dedicated to crab and shell gathering, and in some occasions pearl diving and gathering treasures from the sea…Mulay gathered the perennial grass that grew along in the swamp and made them to mats, baskets and cloth.

One day, Dang ventured into the bay that looped around the Kabatok area. The bay was filled with varieties of fish and crustaceans and perhaps, he said into himself, he would gather pearls to sell on the next “tabo”. His bangka reached far off the rim of the bay where the ocean floor inclined deep into the depths of the Pacific ocean. Here he took a dive and ventured into the fathoms..

Underneath, he was enveloped by shadows and noticed a whirl of sand in the ocean, schools of fish darted here and there as if in a frenzy. The ocean floor was moving!

Hurriedly yet curious, Dang tried to make out what the moving shadow was and to his great surprise it was a huge crab which measured three big “balanghays” (big seafaring boats that could accommodate families), and was big as a hill.

Dang swam hurriedly to the surface, rowed his bangka with speed to Kabatok and arrived so excited to tell his wife. They planned to catch the enormous creature for it would indeed be many meals for the coming months and its shell would be fashioned into utensils, weapons or adornment they could sell in the Ibabao markets. The couple built a crab basket to catch the creature that measured as high as a big hill. It was an enormous crab basket (taklub) in which they towed with their boat far into the Bay as a trap.

That night, lit by the fullness of the moon, they were able to capture the huge crab and they towed the big basket with all their might to the shore. They were so triumphant of their catch that they forgot one thing, a cover for the basket so that the creature could not climb out.

Exhausted with the towing, Dang and Mulay settled into a tired sleep beside the enormous taklub. The big sea crab with its huge legs and claws, climbed out of the taklub thru its uncovered opening on top…This woke the couple and Dang, attempting to kill it, threw his spear into the heart of the crab. Yet its shell was too hard that the spear broke. With its huge claws, the crab pinned the couple and dashed them against the rocks on the shore. The last sound that was heard was the scream of Mulay in her terror: “TAKLUBAAAAAAA!!!” (cover it).

The next day, the people in the nearby town of Basey who heard the screams ventured out with their bangkas to the site of Kabatok where the screams emanated. It was to their shock and horror that they beheld the mangled bodies of Dang and Mulay, an enormous broken down taklub and markings in the sand that told of a big creature that had gone down to the sea…

Whispers among them ensued that the couple had angered the Bay God Kabatok by trying to capture one of its Children. The townspeople carried the bodies of Dang and Mulay and buried them in the outskirts of their town in a ritual ceremony. They did not resort to sending the bodies off to the sea in a bangka and burning them there as in the normal tradition, for they were children that angered a sea God. Instead, they believed that burial in the earth to expiate them would be proper, and perhaps the God of the mountains, Ibabao, would pardon them consequently.

Years passed, the site where the bodies were buried grew into a mound, then a hill, then a mountain..a sign that Dang and Mulay were forgiven by the God Ibabao. The people started calling the mountain “Danglay” in honor of the tragic couple.

The swampy “sitio” where the couple lived was called “Takluban”, or “covered” as that was the last scream of the tragic Mulay. No one knows to this day where the creature of Kabatok has gone, it is believed that it still lives deep in the fathoms of the Bay ready to pounce on fishermen and fishing boats that go beyond forbidden territories to scrounge on its hidden treasures, navigated and known only to Kabatok.

LMWD GM challenges Mayor Romualdez to put up another water district in Tacloban (http://leytesamardaily.com)

TACLOBAN CITY - The general manager of Leyte Metropolitan Water District (LMWD) has reiterated his challenge to Mayor Alfred Romualdez in his campaign promise for the Highly Urbanized City to put up now the city government-owned water district.

This is what LMWD general manager Nestor “Gang-Gang” Villasin told the media in an interview, stressing that since Mayor Romualdez warned that if there would be a continued poor delivery of water service of LMWD to water concessionaires of Tacloban, it might force the city government to establish a city water district.

Villasin said that LMWD has been no objection and even welcomes this plan of the city chief executive.

“Putting another water district in Tacloban is always a welcome move, and a good plan so that they could help solve the water crisis in the city, pero kon diin hira kukuha hin surok hin tubig it is no longer the problem of LMWD, considering that since I assumed my position as head of LMWD I never claimed that we have sufficient supply of water because of the system of the water distribution that could no longer accommodate the increasing number of water consumers under the coverage of LMWD,” Villasin explained.

“Anu pa man an ginhuhulat nira, now that Tacloban is already a highly urbanized city, so it’s time for them to put up their own water district,” he added.

It was earlier announced by the LMWD management that the design of LMWD system could accommodate 18,000 water concessionaires and it has now reached to more than 27,000 household water consumers.

He said the LMWD has allotted some P25.6 million that will finance the entire project, and the bidding process is going on.

“Hihigupon an tubig tikang hiton aton surok han tubig ha Tingib, Pastrana, Leyte para we could properly distribute the water to the consumers. I am confident there is going to be an improvement as our option right now to solve the water problem in this city,” Villasin said.

Villasin is optimistic about the multi-billion worth of water system expansion that will be financed by the Asian Development Bank (ADB).

In fact, he said, the team of ADB is set to present the just completed feasibility about the project next week, hoping that this would be pushed through soonest.

Villasin warned the city government that it is not easy to establish their own water district, considering many laws for them to follow aside from the big budget needed for the purpose.

But Mayor Romualdez has found an ally in the Senate that is willing to help the city’s problem of water adequate water supply.

During the visit of Senate President Juan Ponce Enrile, he urged Mayor Romualdez to ask a franchise in Congress for the city government to have its own water system.

“I suggested to the mayor to get a franchise from the House of Representatives for this purpose. I am willing to help the city, this is a public utility service, so they could put up their own water facilities, and water is the cheapest one we have natural sources, so there is no reason para magkaroon tayo ng hindi efficient water distribution,” Enrile commented.

Meanwhile, the provincial administrator of Leyte, Vincent Emnas, appealed that any rally against LMWD would not be a solution for the water crisis that Tacloban consumers are confronting today.

“Dapat ngani ginhihimangrawan ini han mga concerned officials in LMWD as well as in the city government para mahaagian hin solusyon,” Emnas added. (MIRIAM GARCIA DESACADA)
