Leyte: Multi-Faceted and Feature-Rich


The province of Leyte in the Philippines has historic significance not only to its locals but to the entire nation as well. It is located in the Eastern Visayas region southeast of Manila, the Philippines’ capital city. It occupies the northern section of the island that also bears its name. Its nearby islands include the scenic province of Samar to the east and Cebu, a major tourist destination in the country, to the west.

The first major historical event in the Philippines and the province of Leyte took place here in 1543 when Spanish explorer Ruy Lopez Villalobos came here and named the place as Las Islas Felipenas after the Spanish royalty. As you might have guessed it, the country’s name is its derivative.

The next major historical event occurred in World War II. Modern history’s largest naval battle occurred in Leyte Gulf on October 1944. Winning the battles in Leyte was a key move for Allied victory in the Philippines. From this province sprung the liberation of the country from Japanese occupation.
Since the province has made its mark in the history of the Philippines, then you should expect to see historical sites. Some of these historic sites are McArthur’s Landing Memorial marking the spot of his promised return, old Spanish houses in Baybay, and the Filipino Soldier Monument.

The climate in the province is observed to have more rains from the months of November to January. However, you should take note that there is no particular dry season that occurs within an entire year. The climate is perfect for crops such as cassava, sweet potatoes, and sugar cane. The best time of the year to visit would have to be after the months of heavy rain have ended and onwards.


Accommodations and Hotels


There are a lot of possible accommodations in the province. You may go for a cheap inn if you’re backpacking or have a stiff budget. You may choose any of the hotels or resorts as viable options depending on location, grade, and location. For instance, the province’s capital, Tacloban City, has a very prominent hotel known as Leyte Park Hotel. It is located at the San Pedro Bay, which lends a nice tropical ambience to the place.

If you’re not the type who wants to stay in a downtown area with all the noise from the traffic and busy people outside then the Rosenvil Pensionne is a great place to stay. It is situated away from all the hustle of a downtown area and is cheaper than many resorts. You also have the option to get accommodations on beach resorts like the Olot Beach Resort, but you should expect to have the rates a bit higher than what you might expect.

There are accommodations in the downtown area where rates are a cheaper than most but you would have to endure the noise in exchange for accessibility to other key locations. Room rates in Leyte province would usually fall below $20 for the really cheap accommodations. The really expensive ones will go from $40 to $80 on room rates.


Restaurants/Dining Options


Fast food is ever reliable in most areas of the Philippines. You can find them almost anywhere and you’ll find them here in Leyte as well. Your staple fast food chains in the Philippines, which include McDonald’s, Jollibee, Shakey’s Pizza, Dunkin Donuts, and Chowking, can easily be found. Regular fast food meal prices here in the province are less than $5.

Those who are looking to try native delicacies and the best of Leyte cooking then you can try any of the restaurants in the area. A lot of these establishments specialize in seafood, which would be a fascinating delight for those who are fond of them. Good examples of such restaurants are Agus (now Boulevard) and Bamboo Seafood Garden. Meal prices for fine dining here may be a bit higher at $10 to $20.

Leyte Province has a rich historic heritage that displays the Filipinos’ love for freedom. Visitors will enjoy the scenic spots and the historic sites not to mention the glorious cuisine.


Leyte Province


Leyte is an island province in the eastern section of the Visayas region. It is rich in history, culture, natural resources, and scenic spots. Leyte is among the feature-rich provinces in the country with diverse traits and attractions to stir the interest of any traveler—like a cut diamond of countless sparkling facets.

Sitting amidst neighboring Visayan provinces Leyte is steeped in qualities derived from their strong influences. In fact, its constituents are of two types classified by two influential dialects: Cebuanos and Warays. Cebuano speakers of Leyte are mostly found in the southwest and Waray speakers in the northeast. Leyte people are tugged sideways by a range of influences, but mainly from Cebu and Samar.

Leyte’s other neighboring provinces are Masbate on the north side, Bacolod on the far west, Bohol on the southwest, and Surigao directly to its south. Bodies of water surrounding the province lend accessibility to it, like the Bohol Sea, Pacific Ocean, and the Visayan Sea. These features contribute to Leyte’s being a jewel in the Visayan region and a strategic location this side of the country.

International explorer Ruy Lopez de Villalobos, being so mesmerized at the first sight of the island, called it “Las Islas Felipinas” in 1543. In another circumstance, American forces in 1945 deemed Leyte as a crucial position in the region and in the entire archipelago to launch a major offense against the Japanese forces. The 1944 Battle of Leyte Gulf is a memorable event in the history of Leyte, as well as the world famous landing of General Douglas MacArthur at Palo, Leyte.

Today, Leyte residents are preoccupied with rice farming on the plain, particularly in its capital city, Tacloban, and coconut farming on its more hilly and mountainous regions. People on the coasts of Leyte still enjoy fishing, and perfect dive sites are also available in 5 places: two in Padre Burgos, Donsol, Macrohon, and Hilongos. Leyte has 3 main cities (Tacloban, Ormoc, and Baybay) and 40 municipalities. Ormoc is an independent city.
For a quick look at Leyte’s picturesque and memorable tourist attractions we have Buga-Buga Hills in Villaba, Leyte, and Hill 120 or “Catmon Hill” in Dulag, Leyte. Both are war memorials. There’s the famous Santo Nino Shrine and its Heritage Museum in Tacloban, and, of course, Southeast Asia’s longest bridge, San Juanico, connecting Leyte and Samar.

Leyte conjures many images of the past as well as potential in the future. It also brings together people of various origins and cultural backgrounds for a rich adventure any traveler will enjoy experiencing.


Leyte Diving

Leyte has become a favorite destination among divers because of its maritime wonders buried under the sea. Here are some world-famous Leyte diving sites that proudly show off Leyte’s hidden treasures:

Liloan

Liloan is located at the northern side of Panaon Island, and contains two dive sites named the Tabugon Fish Sanctuary and the Tagbak Marine Park. This diving site is a huge challenge for divers because of the strong currents. Underneath the dive site are numerous caves and beautiful coral formations. Liloan is recommended for experience divers only because of the required drift diving needed to explore the site.

Limasawa Island

Limasawa Island is an island six kilometers in length and located at the most southern tip of Leyte. This dive site is famous for its wonderful and beautiful coral reefs. The zone of Limasawa Island contains exotic marine life where some of the species can only be found on Philippine waters. Divers often come across creatures such as mackerels, tuna, sharks and barracudas. At the westernpart of Limasawa Island are numerous diving spots named the Lima Messa, the LionHead and Hank’s Bolders. At the eastern shoreline there are also diving spots named Gunter’s Wall, Rio’s Point, Roy’s Umrella and Dag’s Hole, while at the south is a spot called Bonny’s place. The best months for diving are during December to May. Limasawa Island can be reached by hiring a boat from Padre Burgos, a municipality at the south of Leyte.

Malitbog

Malitbog is one of the oldest towns in Leyte that still possesses it Spanish-era charm, complete with ruins, and old church and a museum. Malitbog offers dive sites for picture-perfect underwater wonders, namely the Cantamuac, Cemetery Wreck and the Bunga Bend. The sites are encrusted with marvelous coral formations and a huge variety of marine creatures. Malitbog is situated right beside the town of Padre Burgos.

Padre Burgos Jetty

Padre Burgos Jetty is a jump off point of boats headed to Limasawa Island, one of Leyte’s main diving sites. Diving into the Padre Burgos Jetty is ideal during nighttime to avoid the hustle and bustle of the busy port. There are also shallow points in the area best suited for photography. The Padre Burgos Jetty is situated along the coast of one of Leyte’s busiest commercial districts.

Panaon Island

Panaon Island’s pride is its Napantaw Fish Sanctuary, also known as Rio’s Wall, located at Ilijan Point. Rio’s Wall has been a classic favorite of marine biologists and underwater photographers, which is a majestic wall covered in corals and more than three-hundred species of fish. Divers are met with exotic and diverse aquamarine life as they encounter a huge variety of tropical fishes such as batreef, sweetlips and gropuers, as well as barracudas and turtles. Divers are also charged a minimal fee to assist the local government in the continuous monitoring and conservation of the diving sites. Bringing of flashlights is also recommended to explore the cave hidden underneath. Riding a boat from the eastern coast of Leyte towards Panaon Island takes two hours. Panaon Island ranks as one of the top five diving sites in the Philippines.

Tangkaan Point

Tangkaan Point is located near Padre Burgos, and is also ideal for snorkelers because it contains more shallow coral gardens. Tangakaan Point contains three main diving sites named the Turtle Rock, Medicare and Heaven’s Gate. The Turtle Rock is home to big fishes and turtles as well as a diverse group of corals. Medicare and Heaven’s Gate are steep walls containing anemones, corals and large sponges. The dive sites are easily accessible from the shoreline and where the walls start from a shallow point sloping downwards.


Leyte Tourist Information


From its establishment in 1543, the province of Leyte has had a long and rich history. However, as with the rest of the country, the land is now fast becoming an attractive haven for tourists and investors.

Geography & Location

The island province of Leyte is surrounded by the sea. On the west is the Camotes Sea and the Camotes Islands. On the northern border is Samar, which for a long time in its history was considered a part of the province. Between them is the San Juanico Strait.

Across from the south is the historic Leyte Gulf.

One of the island’s most outstanding features are its picturesque mountain ranges. Most of them reach hieights of over 1,200 meters (nearly 4,000 feet). On the northwest and northeastern borders are other, smaller mountain peaks. It is from near the central point that the low lying plains of the Leyte Valley can be found.

This valley is quite extensive, emanating from the north at Carigara Bay all the way to Leyte Gulf in the south. All across the plains surrounding the bay are several streams and small lakes.

Climate

The weather situation depends on the location. On the eastern side, it is mostly wet, in particular from November to July. The rest of the province has more moderate weather, with both dry and wet seasons. The average rainfall is 100 inches.

The People

Generally speaking, the people of Leyte can be classified into two groups based on dialect: those on the eastern and northern side speak Waray-Waray, while those on the west are more apt to converse in Cebuano. As with most of the Philippines, the dominant religion is Christianity, in particular Roman Catholicism.

Livelihood

While its capital city of Tacloban is quickly turning into a business and commercial center, most of the province still derives its income from agriculture and farming.

A wide variety of crops are planted throughout the arable lands, but the most in demand are rice, corn, abaca, tobacco and coconuts. Other foods that have become staple crops include bananas, cassava, gabi and potatoes. Tacloban is known as a center for the production of export quality abaca. Sugar production is also increasing and being distributed in various parts of the country.

Economy

The economy of Leyte is also heavily dependent on fishing and mining. That the former is a thriving industry should not be surprising, as the Samar Sea, Leyte Gulf and Carigara Bay provides plenty of opportunity for the fishermen to ply their trade.

There are now plenty of fish pools in the coastal lands, and while there are a lot of local fishermen, a growing number of fishing companies are getting involved. The end result is that the products end up being shipped to Luzon and even exported.

Another industry that is gaining strength is mining. Most of the companies involved in this operation are into the excavation and extraction of iron, ore sand, gravel and earth. Logging is also a profitable business in Leyte. As over 30% of the land is covered with rainforests, the venture has become popular among the locals, although there are also reforestation plans ongoing to prevent excessive logging.

History

Following the arrival of Ferdinand Magellan and the Spaniards, the locals were rapidly converted to Christianity, and the Christian Mass was celebrated in Leyte in 1521. During the next 300 years of Spanish rule the province would be the sight of several battles and uprisings by the Filipinos against the conquistadors.

After the island was captured by the Japanese Imperial Army in 1942, the American and Filipino forces came back in 1944 to reclaim the island. The naval encounter that was fought became known as the Battle of Leyte Gulf, the biggest naval conflict in history. After the epic battle the Allies were able to make a beach landing and drove away the Japanese.

West Side Story, Tacloban-style

TACLOBAN CITY - One of the most popular Broadway musicales of all time made its debut in Leyte on Monday, in lieu of Tacloban City's ongoing fiesta.

The "West Side Story," based on a book by Arthur Laurents, was staged for two nights starring local talents at the Balyuan Amphitheater. It reportedly gained consecutive standing ovations from Tacloban audiences who witnessed the play.

Internationally acclaimed playwrights Al Claude Evangelio and Jess de Paz directed the show and expressed his deep appreciation for the actors and actresses, all local talents, who participated in the production.

"I'm very glad to have worked with really brilliant and intelligent talents in Tacloban," said Evangelio, who won honorable mention for his play "Broken Icons" at the Palanca Awards in 1994.

Tacloban City Mayor Alfred Romualdez, meanwhile, said his administration will vigorously promote Waray talents and culture.

The "West Side Story," loosely based on William Shakespeare's "Romeo and Juliet," explores racial tensions in 1950s New York through the eyes of two young lovers, Tony and Maria, who are each allied with rival gangs called the Jets, a motley crew of New York natives, and the Sharks, a gang of Puerto Rican immigrants.

The musicale's success spawned the hit 1961 Hollywood film of the same name, starring Natalie Wood and Richard Beymer.

Stars, politicians sighted in Tacloban’s fiesta

We had a literal colorful weekend when we attended last Sunday (and Monday) the fiesta celebration of Tacloban City upon the invitation of Mayor Alfred Romualdez and his wife, Councilor Cristina Gonzales Romualdez, thru their kababayan and close friend and our colleague Aster Amoyo.

It was our first time to be in this city and we were happy to have said yes. We witnessed first-hand how the Taclobanons went through their week-long (they tell me it’s even month-long to some degree) festivities with all those painstaking preparations.

Tacloban is replete with history and the idyllic ambiance that gripped us right when we arrived at the Daniel Romualdez airport is very much welcome to us. We were billeted at the famous, historical Hotel Alejandro, which used to be the home of the patriotic Alejandros. Hotel Alejandro, we found out, was even a shelter for most of the prominent figures during the war, including Japanese officials. Anyway, the façade of the house was retained giving the hotel the “old world” look.

We had lunch at the Romualdez’s home before the Mayor and his wife went to the airport to pick up Former First Lady Imelda Marcos, the aunt of Mayor Alfred, who was a special guest during the awarding rites that night. They sat down with us (Aster Amoyo, Jojo Gabinete and Rey Pumaloy) as soon as they came back. They said they brought Madame Imelda to the Olot house of his brother Bejo Romualdez, Alfred’s father, where she usually stays when she goes home there.

Mayor Alfred and Cristina make a handsome pair. And what immediately impressed us was that the two are not just a political team, they are, foremostly a loving husband and wife and anyone can see that it was not a put on for politics’ sake. Cristina said, “I’m not really a politician but I am here to support my husband 100 percent. We’ve been busy because there are politicians here from Manila visiting as well. Sen. Manny Villar and Mayor Jejomar Binay are here.”

Mayor Alfred is on his first term as Mayor, after his stint as congressman. Cristina, too, is a councilor for the first time. They said they have made Tacloban their home now. Cristina is happy here, she told us. “I only miss showbiz when I see old friends who come here. I just miss the feeling but that was it,” she told us when we asked. They have two daughters, 9 and 6 years old respectively. Cristina said the girls are studying there now and can even speak the dialect, complete with the expressions, much to their delight.

The couple spearheads the “Sangyaw ’09” fiesta celebration, bringing in celebrities and stars to Tacloban to bring entertainment to their constituents. Cristina said they held a Ms. Tacloban pageant the night before where Gabby Concepcion, Richard Reynoso, Evangeline Pascual and Jestoni Alarcon were a part of. That night, Mrs. Marcos led the awardees in the Sangyaw Achievement Awards, where our friend Aster Amoyo was also cited.

The following day, the much-awaited parade glittered with the presence of Karylle, Christian Bautista and Luis Manzano. Dingdong Dantes was also there as part of his Talk and Text promo and we didn’t see him and Karylle rub elbows during the parade.

Dingdong told us that he was there as guest of Bamboo in the concert held at the Tacloban Convention Center that night.

The parade was the highlight of the celebration. But more than the stars, the real spectacle were the people. They came in colorful attires, native costumes, their music and unique dance steps. These were the participants – the youth sector from the different barangays in Tacloban and Leyte and Samar, even.

It was exactly what we see on TV, colorful, festive, noisy in a merry kind of way. For a while there, we felt like a tourist in our own country happy to take in the local color and be one with the merriment. It was very interesting to hear our tour guide mention that during the time of the Marcoses, fiestas are much grander in scope. “Puwede kang maki-fiesta dito kahit wala kang kilala,” he said. The government officials put food in all the public schools where everyone were free to come and partake of the buffet. That was then,” he said with a sense of regret.

Before going back to Manila, we also took the chance to visit the McArthur Park and cruise the San Juanico Bridge, the longest bridge in the Philippines, the one that links Samar and Leyte and was constructed during the time of the Marcoses.A tour inside the Sto. Niño Shrine, now sequestered by the Presidential Commission on Good Government (PCGG), however, reminded us of the opulence and extravagance that inevitably go with the pursuit of “the true, the good and the beautiful.”

PCGG charges P200 for a minimum group of five people for entrance and another R30 if you will take photos. Seeing the entire structure, we figured that amount will never be enough to restore the lost grandeur and lavish glory of the place. It clearly reeked of neglect.

All in all, our Tacloban visit proved to be extraordinary. Weird it may sound but even for a brief and fleeting moment, it somehow reawakened our neglected sense of patriotism and feelings of nationalism.

TACLOBAN CITY - Senate President Juan Ponce Enrile urged the Department of Tourism (DOT) to market the Sangyaw Festival of Tacloban abroad in the bid to bring more tourists to the city.

“The Sangyaw Festival is so impressive that it could be in the list of must-see attractions in the country. I strongly recommend to the DOT and to the people who are marketing our country’s tourism assets abroad to include this spectacular festival,” the Senator said.

Enrile was one of the visitors during the June 29 parade and street dancing of 14 contingents of Sangyaw Festival. He also joined the parade last week around the major routes of the city.

The contigent of “Bonok-Bonok” Festival from Surigao City was adjudged as this year’s champion of the Sangyaw Festival, bringing with them half a million pesos as their winning prize.

Another crowdSs favorite during a showcase at the Balyuan Amphitheater is the “Banigan Festival” from Basey, Samar which was named as second prize winner, bagging P300,000 in the process.

The third price winner was the “Pattaraday Festival: Araw ng Santiago,” from Santiago City in Isabela bringing home a P200,000 cash prize.

The Tribu Kankabatok of the city did not join the competition but they’ve made a presentation.

“My heart is filled with pride as I watched the enthralling and awesome showcase of Tacloban’s finest talents during the Sangyaw Festival Parade. It must be mentioned that Tacloban City, and Eastern Visayas in general, is a gold mine of talents. I commend the festival participants for their creativity, talent and ingenuity in their performances,” the Senate chief added.

The cultural festival, which was created by former first lady Imelda Marcos, was revived by Mayor Alfred Romualdez last year and is being held every 29th of June. (SARWELL Q. MENIANO)

TACLOBAN CITY — Mayor Alfred Romualdez said he is now readying a legal action against those “accountable” in the issuance of a temporary restraining order prohibiting him to stop the holding of a street dance of the “Pintados Kasadyaan Festival” last month.

The petitioner of the TRO was former Leyte Representative Remedios “Matin” Petilla, executive chair of the Pintados Kasadyaan Executive Committee who filed the TRO on June 24.

Petilla, representing the foundation, claimed on her petition that denying them to stage the parade for the fiesta would deprive them their constitutional right to free expression of their cultural and religious heritage.

With the TRO issued by the court, contingents of the Pintados Kasadyaan Festival were allowed to use the city streets on June 27 though they were met with a group expressing their criticisms against the management of the Leyte Metropolitan Water District.

Romualdez said that the issuance of the TRO was obviously done hastily as he claimed that he was not given time by the court to answer the petition filed against the city government.

“City Hall is not that far from the (Bulwagan ng Katarungan) building. They have called me to answer their petition. But no, no one informed me about it. What I received was a copy of the TRO,” he said.

He said that he was “surprised” on the TRO issued against him and the city government.

The TRO issued by the court, the city mayor claimed, was not a permit which could allow the organizers to parade in the city.

He maintained that the issuance of a permit is within his discretion being the chief executive of the city.

“But I knew the reason why they insisted in holding their festival here in the city. All they wanted was media mileage and to taunt me. If I insisted of dispersing them, they would claim that I am abusive,” he said.

Alfred to sue those accountable in the issuance of TRO on festival parade

TACLOBAN CITY — Mayor Alfred Romualdez said he is now readying a legal action against those “accountable” in the issuance of a temporary restraining order prohibiting him to stop the holding of a street dance of the “Pintados Kasadyaan Festival” last month.

The TRO issued against him, representing the city government, was “dangerous and illegal,” Romualdez claimed.

“What if there is a man holding a gun without a permit to carry a firearm but the court will tell me not to take any actions against him? That what exactly they did to me with that TRO,” Romualdez said.

The city mayor said that he would bring his case all the way to the Supreme Court.

“That was very dangerous; it could set a bad precedent. That is why, I will bring this matter up to the Supreme Court…against those accountable,” Romualdez said, describing the TRO.

He also claimed that the TRO issued against him, representing the city government, was “illegal” citing opinions he received from a legal person whom he did not identified.

As to who could be accountable, the city mayor did not elaborate.

On June 25, Regional Trial Court Executive Judge Crisologo Bitas issued a TRO against the mayor and his “agents” to include members of the Tacloban City Police Office to cease and desist from stopping and preventing the Pintados Kasadyaan Festival of its street dancing and presentations in the city.

The holding of the twin-bill festival was in connection with the annual fiesta of the city, which has ceased to be under the administrative control of the provincial government since last year when it became a highly urbanized city.

The petitioner of the TRO was former Leyte Representative Remedios “Matin” Petilla, executive chair of the Pintados Kasadyaan Executive Committee who filed the TRO on June 24.

Petilla, representing the foundation, claimed on her petition that denying them to stage the parade for the fiesta would deprive them their constitutional right to free expression of their cultural and religious heritage.

With the TRO issued by the court, contingents of the Pintados Kasadyaan Festival were allowed to use the city streets on June 27 though they were met with a group expressing their criticisms against the management of the Leyte Metropolitan Water District.

Romualdez said that the issuance of the TRO was obviously done hastily as he claimed that he was not given time by the court to answer the petition filed against the city government.

“City Hall is not that far from the (Bulwagan ng Katarungan) building. They have called me to answer their petition. But no, no one informed me about it. What I received was a copy of the TRO,” he said.

He said that he was “surprised” on the TRO issued against him and the city government.

The TRO issued by the court, the city mayor claimed, was not a permit which could allow the organizers to parade in the city.

He maintained that the issuance of a permit is within his discretion being the chief executive of the city.

“But I knew the reason why they insisted in holding their festival here in the city. All they wanted was media mileage and to taunt me. If I insisted of dispersing them, they would claim that I am abusive,” he said.

Romualdez said that during the time of the Pintados Kasadyaan Festival, he never lifted a finger to issue any order to the city policemen to disperse the crowd and those who joined the parade.

Leyte provl govt supports expansion plan of UPM-SHS

ACLOBAN CITY – The provincial government of Leyte has expressed support to the expansion plan of the University of the Philippines Manila-School of Health Sciences (UPM-SHS) in Palo, Leyte, which is a unit of UP Manila.

Leyte Governor Carlos Jericho Petilla said the province’s support could come in a way of finding a location where a bigger UPM-SHS can be built. This, the governor disclosed during the recent inauguration of the UPM-SHS’s Administration Building in its Palo main campus.

The governor shared that it is a known fact that the country has an oversupply of nursing graduates, however many government hospitals lack nurses and other health professionals. With low pay and poor working conditions in government hospitals, nursing graduates opt to work abroad or work here even as volunteers with no pay and allowance, he added.

However, Gov. Petilla said, the stepladder curriculum offered by the UPM-SHS academic program, the vacuum in community health workers are somehow filled up.

This, as it was learned that in the UPM-SHS ladderized academic system, a student is nominated by his community with whom he has a contract to return to and serve. He is endorsed by the community through a barangay resolution signed by 75 percent of household heads. The community pledges support of the student but this support varies in amount from community to community as this is set by them.

The university, for its part, gives him full free tuition and benefits from UP’s Socialized Tuition and Financial Assistance Program.

In UPM-SHS’s ladderized curriculum, training involves a broad range of health manpower—from midwife to medical doctor— which is integrated into a single, sequential, and continuous curriculum. Within this system, a student is trained first as a midwife, then progresses to becoming a nurse with a BS Nursing degree, and eventually, becomes a doctor of medicine.

The SHS was created in 1976 to answer the need for training of health workers for the country’s remote and underserved locations. Following the success of the SHS in Palo, Leyte, UP instituted an extension campus of the SHS in Baler, Aurora in Luzon last year. It is currently working on the establishment of another extension campus in Mindanao targeting the area of South Central Mindanao.

The governor said that with plans of expansions for the Palo, Leyte campus, the province is more than eager to support its growth not only serving students from the province but also those coming from in and outside of the region.

NNC: Eat what you want but burn it


TACLOBAN CITY — National Nutrition Council (NNC) regional coordinator Carina Santiago urged those who attended the 34th Nutrition Month celebration launch on Friday to burn the calories they take.

During the launching program held at the newly opened Robinsons Mall, this city, the lady nutritionist informed her audience that the pervading disease today is non-communicable which she ranked as cardiovascular disease, diabetes and cancer, among others.

These, she also called as lifestyle diseases. Santiago added that people these days take so much fats and sodium, less of fruits and vegetables and have refused to exercise or do physical activities.

So that she urged them to eat what they want but to burn the calorie intake through exercise and other physical activities.

She also persuaded them to broil, boil and to avoid deep-frying their food.

Instead of drinking fruit juice where most are processed, she urged them to eat the fruit instead so as to get fiber.

Government agencies spearheaded by Region Eight Administration League (REAL) held a motorcade along with some NGOs and business establishments offering fortified bread and noodles.

Along with the program was the re launch of Gulayan sa Real Project which offers prizes for the best vegetable gardens. Last year’s winner was Parole and Probation Office 8.

Another product launched by an NGO partner was squash noodles and squash bread being produced by JM Foods from San Isidro, Leyte .

Engr. Ed Esperancilla, regional director of DOST, also cited Beamarish, Mayongs and other bakeries offering bread enriched with squash known to be rich in vitamins.

The participants were also treated to a healthy dish of “pansit with a twist” as the canton used was made of squash with squash bread as the side dish and pandan in kalamansi as the healthful drink.

A raffle draw also ensued where the REAL officers gave away transistor radios, rice, gift certificates and other treats to the more than a thousand participants.

This year’s theme is: “Wastong Nutrisyon Kailangan, lifestyle diseases iwasan!” (Ninfa B Quirante)

TACLOBAN CITY — A top official of the Provincial Government of Leyte lauded the Tribu Buyuganon of Abuyog for its run of unprecedented successes in various national festival competitions.
Leyte Senior Board Member Carlo Loreto said in a statement that what the Buyuganon has achieved had brought honor and pride to the province and the region.

“The historic and unparalleled achievements of Tribu Buyuganon of Abuyog brought honor not only to the great people of Abuyog but the entire Province of Leyte and the Eastern Visayas region as well.” Loreto stressed.
“Henceforth, because of Abuyog and the Buyugan Festival, we will be known the world over as a place of culture, heritage, and beauty. I am excited by the prospects of greatness of our people. Heartfelt thanks goes to Mayor (Octavio) “Bebot” (Traya), (Councilor Lionel) “Len-Len” (Traya), and all Abuyognons,” he added.

After bagging the top spot in the Pintados-Kasadyaan Festival last year, Tribu Buyuganon bested 27 other contingents from different parts country in the “free interpretation category” to emerge victorious in the 2009 Sinulog Festival in Cebu City.

Still in top form, Tribu Buyuganon outperformed 30 other festival contingents from around the country to win the 2009 Aliwan Festival in Manila three months later. For its winning performance, the festival bagged P1 million cash prize on top of other honors.

After being elevated to the Hall of Fame, Abuyog’s Buyogan Festival joined this year’s Pintados-Kasadyaan Festival only as guest contingent, and was awarded P100,000 by the Department of Tourism (DOT) for its achievements and successes.

As testament to its growing fame, the festival has been invited to perform in Singapore this year. (Lemuel Pagliawan)

Sen. Trillanes provides financial assistance to E. Visayas hospitals


TACLOBAN CITY — Detained Senator Antonio Trillanes IV has allocated P3.5 million financial assistance last year to government hospitals in Eastern Visayas from his Priority Development Assistance Fund (PDAF), the legislator’s official website said.

The amount was included in the P70.5 million allotments for all public health institutions of all regions in the country with the National Capital Region getting the bigger chunk of the Senator’s pork barrel.

Local hospitals that received assistance last year were Biliran Provincial Hospital, Eastern Samar Provincial Hospital , Western Leyte Provincial Hospital , Eastern Visayas Regional Medical Center , Northern Samar Provincial Hospital , Samar Provincial Hospital , and Southern Leyte Provincial Hospital.

Each facility has received P500,000 funding despite unreleased allocation for health care and education projects. This is due to the standing of Trillanes as a “steadfast member of the opposition.”

The Senator also allocated P24 million for military hospitals and P5.5 million for scholarship grants nationwide. The total is P100 million, which represents allocation for hard projects. The other half for soft projects has remained unreleased, the website said.

During the electoral campaign, then senatorial candidate Trillanes promised to waive his pork barrel since he believes that “a legislator has no business in the construction of specific infrastructure (hard) projects and that this practice breeds corruption.”

However, prior to assumption of office in June 30, 2007, the 2007 PDAF allocation for ‘hard’ or infrastructure projects had already been issued to the office of incoming Senator.

“Trillanes was forced to program the said fund for specific projects to avoid being realigned by Malacañang. In 2008, Senator Trillanes completely waived the allocation for ‘hard’ projects from the annual PDAF and has refused to allocate for congressional instertions,” the official statement said.

The detained lawmaker is committee chairman of Civil Service and Government Reorganization. According to a report by the Bills and Index Division of the Senate, Senator Trillanes ranked second in number of bills filed in 2008,

Trillanes, who was elected in 2007, authored 155 bills while incarcerated at the Camp Crame Custodial Center for rebellion charges. These bills aim to address concerns on poverty, education and youth, defense and security, environment, governance and civil service reforms, labor, and health.

He is known for his role in the 2003 Oakwood Mutiny when he and a group of 321 armed soldiers took control over the Oakwood apartment towers in Makati City. In in May 2007 elections, he was elected to the Senate under the Genuine Opposition ticket. He is the first Philippine Senator to be elected while in jail.

On November 29, 2007, he walked out of his own trial and triggered a standoff at the Peninsula Manila hotel in Makati City, where he called for President Gloria Macapagal Arroyo’s ouster. (Sarwell Q. Meniano)

Mang Inasal to open another branch in downtown Tacloban


TACLOBAN CITY — A group of franchisee is looking at opening another Mang Inasal restaurant in this city after noting a wide acceptance of the Ilonggo-taste grilled chicken in the region during the opening of its first branch at the Robinsons Place.

Tacloban Branch Manager Kerwin Cornico said plans were laid for expansion of grilled chicken restaurant to the downtown area of the city by next year.

“Since we’re still new here, we have to concentrate on our first branch but the franchisee is upbeat of opening a new branch in this city. Tacloban is a big market. We want to introduce a food cooked in a different way,” Cornico said in an interview.

The said restaurant was the first branch of Mang Inasal Phils., Inc. in Eastern Visayas with franchisee from this city and from Metro Manila. Currently, it has 143 branches nationwide. The goal is to open 300 stores in the country by 2012.

“This is the first time to bring Iloilo’s specialty to Tacloban. This makes a difference because chicken is grilled and not fried,” Cornico added.

He claimed that the use of local herbs and spices makes the chicken taste good. The chicken is held by a bamboo stick and the rice is wrapped in bamboo leaf.

The first branch in the region of the fast growing quick serve restaurant opened last June 11 in a 161 square meters floor area of the Gokongwie-owned mall.

“Since our opening, hundreds of people have been coming everyday to dine in,” the store manager said.

The unlimited rice offer for their “Paborito Meals” is also one factor attracting costumers, according to Cornico.

Established by businessman Edgar Sia II, the restaurant business started in Iloilo City on December 12, 2003. Motivated by good sales, it branched out to the rest of Visayas, Mindanao and Manila. It started franchising in 2005.

The restaurant has elements that bear a distinctively Filipino’s stamp-grilling with charcoal, rice wrapped in banana leaves, a marinade concocted out of local spices and herbs, bamboo sticks for skewers, and the ambience that encourages kinamot (eating with the hands) whenever chicken inasal is served.

Aside from grilled chicken, the restaurant also offers sisig, grilled pork, bangus, chicken feet, wings, pecho, liver and baticulon, fish and pork sinigang, batchoy, bihon, pancit molo, pinoy burger, pinoy mirienda, pinoy panamis, pinoy pampagana, among others.

Trillanes, who was elected in 2007, authored 155 bills while incarcerated at the Camp Crame Custodial Center for rebellion charges. These bills aim to address concerns on poverty, education and youth, defense and security, environment, governance and civil service reforms, labor, and health.

He is known for his role in the 2003 Oakwood Mutiny when he and a group of 321 armed soldiers took control over the Oakwood apartment towers in Makati City. In in May 2007 elections, he was elected to the Senate under the Genuine Opposition ticket. He is the first Philippine Senator to be elected while in jail.

Mang Inasal to open another branch in downtown Tacloban


TACLOBAN CITY — A group of franchisee is looking at opening another Mang Inasal restaurant in this city after noting a wide acceptance of the Ilonggo-taste grilled chicken in the region during the opening of its first branch at the Robinsons Place.

Tacloban Branch Manager Kerwin Cornico said plans were laid for expansion of grilled chicken restaurant to the downtown area of the city by next year.

“Since we’re still new here, we have to concentrate on our first branch but the franchisee is upbeat of opening a new branch in this city. Tacloban is a big market. We want to introduce a food cooked in a different way,” Cornico said in an interview.

The said restaurant was the first branch of Mang Inasal Phils., Inc. in Eastern Visayas with franchisee from this city and from Metro Manila. Currently, it has 143 branches nationwide. The goal is to open 300 stores in the country by 2012.

“This is the first time to bring Iloilo’s specialty to Tacloban. This makes a difference because chicken is grilled and not fried,” Cornico added.

He claimed that the use of local herbs and spices makes the chicken taste good. The chicken is held by a bamboo stick and the rice is wrapped in bamboo leaf.

The first branch in the region of the fast growing quick serve restaurant opened last June 11 in a 161 square meters floor area of the Gokongwie-owned mall.

“Since our opening, hundreds of people have been coming everyday to dine in,” the store manager said.

The unlimited rice offer for their “Paborito Meals” is also one factor attracting costumers, according to Cornico.

Established by businessman Edgar Sia II, the restaurant business started in Iloilo City on December 12, 2003. Motivated by good sales, it branched out to the rest of Visayas, Mindanao and Manila. It started franchising in 2005.

The restaurant has elements that bear a distinctively Filipino’s stamp-grilling with charcoal, rice wrapped in banana leaves, a marinade concocted out of local spices and herbs, bamboo sticks for skewers, and the ambience that encourages kinamot (eating with the hands) whenever chicken inasal is served.

Aside from grilled chicken, the restaurant also offers sisig, grilled pork, bangus, chicken feet, wings, pecho, liver and baticulon, fish and pork sinigang, batchoy, bihon, pancit molo, pinoy burger, pinoy mirienda, pinoy panamis, pinoy pampagana, among others.

The company has branches in Bacolod, Iloilo, Roxas, Metro Manila, Cebu, Davao, Kalibo, Tarlac, Boracay, Antique, Mindoro, Batangas, Pampanga, General Santos, Tuguegarao, Iligan, Bulacan, Cavite, Baguio, Laguna, Panabo, Cagayan De Oro, Lucena Surigao, Palawan, Agusan Del Sur, Malabon, Zamboanga Pagadian, Koronadal, Rizal, Pangasinan, Dipolog, La Union, Ozamiz, Kabankalan, and Tacloban.

Alfred to sue those accountable in the issuance of TRO on festival parade

TACLOBAN CITY — Mayor Alfred Romualdez said he is now readying a legal action against those “accountable” in the issuance of a temporary restraining order prohibiting him to stop the holding of a street dance of the “Pintados Kasadyaan Festival” last month.

The TRO issued against him, representing the city government, was “dangerous and illegal,” Romualdez claimed.

“What if there is a man holding a gun without a permit to carry a firearm but the court will tell me not to take any actions against him? That what exactly they did to me with that TRO,” Romualdez said.

The city mayor said that he would bring his case all the way to the Supreme Court.

“That was very dangerous; it could set a bad precedent. That is why, I will bring this matter up to the Supreme Court…against those accountable,” Romualdez said, describing the TRO.

He also claimed that the TRO issued against him, representing the city government, was “illegal” citing opinions he received from a legal person whom he did not identified.

As to who could be accountable, the city mayor did not elaborate.

On June 25, Regional Trial Court Executive Judge Crisologo Bitas issued a TRO against the mayor and his “agents” to include members of the Tacloban City Police Office to cease and desist from stopping and preventing the Pintados Kasadyaan Festival of its street dancing and presentations in the city.

The holding of the twin-bill festival was in connection with the annual fiesta of the city, which has ceased to be under the administrative control of the provincial government since last year when it became a highly urbanized city.

The petitioner of the TRO was former Leyte Representative Remedios “Matin” Petilla, executive chair of the Pintados Kasadyaan Executive Committee who filed the TRO on June 24.

Petilla, representing the foundation, claimed on her petition that denying them to stage the parade for the fiesta would deprive them their constitutional right to free expression of their cultural and religious heritage.

With the TRO issued by the court, contingents of the Pintados Kasadyaan Festival were allowed to use the city streets on June 27 though they were met with a group expressing their criticisms against the management of the Leyte Metropolitan Water District.

Romualdez said that the issuance of the TRO was obviously done hastily as he claimed that he was not given time by the court to answer the petition filed against the city government.

“City Hall is not that far from the (Bulwagan ng Katarungan) building. They have called me to answer their petition. But no, no one informed me about it. What I received was a copy of the TRO,” he said.

He said that he was “surprised” on the TRO issued against him and the city government.

The TRO issued by the court, the city mayor claimed, was not a permit which could allow the organizers to parade in the city.

He maintained that the issuance of a permit is within his discretion being the chief executive of the city.

“But I knew the reason why they insisted in holding their festival here in the city. All they wanted was media mileage and to taunt me. If I insisted of dispersing them, they would claim that I am abusive,” he said.

Romualdez said that during the time of the Pintados Kasadyaan Festival, he never lifted a finger to issue any order to the city policemen to disperse the crowd and those who joined the parade.

Vicente Lukban

General Vincente Lukban was a Philippine general during the Philippine-American War.

On December 31, 1899, 100 Filipino riflemen under Gen. Lukban were gathered and there he proclaimed himself the new governor of Samar under the Philippine Republic, meeting little resistance. When the U.S. 1st Infantry Regiment landed on Samar's shores in January 1901, they were met by charges of suicidal bolomen under Lukban's command. Nevertheless, Lukban was soon forced to retreat inward, leaving behind an organized resistance network. Samarenos caught cooperating with the Americans were executed swiftly and dramatically. When U.S. General Arthur MacArthur offered Lukban amnesty in exchange for his surrender, he turned it down and swore to fight to the end. It was Lukban who masterminded the surprise attack in the Balangiga Massacre, that killed over fifty American Soldiers.

After Baldomero Aguinaldo's capture in 1901, Samar, under Lukban's leadership, remained one of the few areas of Filipino Army resistance. However, American troops found few enemies to attack and found themselves constantly harassed by Lukban's guerillas, until two prisoners revealed the location of Lukban's secret headquarters along the Caducan river. The prisoners warned that the fort was impregnable, but Major Littleton Waller sent scouts to investigate. On Feb. 27, 1902, Waller attacked with an amphibious assault team up the river, as Captains Bearss and Porter attacked by land with forces from Basey and Balangiga. The water assault was foiled by a Filipino trap, and Porter attacked alone. The Filipino soldiers fled machine gun fire, leaving scaling ladders behind for the Americans. The retreating Filipinos were gunned down from behind as the American flag was raised above the garrison. It was a clear victory for the United States, with 30 Filipinos dead and the capture of Lukban and his lieutenants. However, the war on Samar would not truly be over until the rugged interior was conquered.
