It's a very small town on it's own, with markets,church,school and restaurant, but mostly it is a huge residential area. These is where most fishermen live, this town is stretched along the coast. Here you can find many mini resorts with cottages made of bamboo and coconut leaves and there are no entrance fees just pay rent for cottage. Taclobanons come to these resorts for weekends to unwind or just dip in the water and go no cottage rental. The beach has black sand, so it looks dirty from afar, but once you pluck up the courage and go in the water, you'll be surprised that it's clean, if you have lighter skin you can see your feet when you look down, if you cup water in your hands it's crystal clear. Although people are more likely to favor white sand beaches. There are white sand beaches about an hour and a half away from Tacloban. San jose is also the fishing cove, all fishermen dock in san jose, if you want fresh fish,crab or shrimp just go the fishermans village and wait for the small boats to come and you can buy your seafood directly from them, fresher and cheaper. Although i prefer to pay the same price as it is in supermarkets, this way the actual fisherman benefits and profits...not the owners of commercial stores. These fishermen will be eating for dinner the smallest fish they got, the ones that nobody wants to buy. Thats sad. (Lito A. Bagunas) TACLOBAN CITY — The search for outstanding barangay council, which is the first ever in the entire country, is now on-going in the whole province of Leyte. This particular project is being spearheaded by the National Movement of Young Legislators (NMYL), provincial office of the Department of Interior and Local Government (DILG), and the Philippine Councilors League (PCL) Eastern Visayas Chapter. NMYL Secretary General Carlo Loreto stressed that the search, dubbed as the “Gawad Galing Sangguniang Barangay 2009,” was designed to give due recognition to the punong barangay and his council members who have shown “exemplary leadership in the field of good governance and efficiency and effectiveness in the delivery of basic services to their constituents.” According to Loreto, organizers are aware of the vital role of various barangay councils in terms of providing legislative support such as the passage of resolutions and enactment of ordinances for the welfare and interest of their constituents. “It is high time that we bestow proper recognition to the outstanding barangay legislative bodies which have shown exemplary performance in the exercise of their functions and responsibilities as mandated by their constituents,” Loreto said. Loreto was in the towns of Carigara and Pastrana, Leyte last Tuesday to orient the different barangay chairmen and barangay councilors about the relevant details of this particular search of outstanding barangay councils which is being piloted in Leyte province. Loreto said he already met the barangay officials in the different towns in the fifth and first districts of Leyte relative to this concern. He is now completing his rounds in the second district of Leyte. But Loreto, who is a board member representing the fifth district of Leyte, dismissed speculations that his visit to various towns in the different districts of the province of Leyte is signaling his interest to run for a higher provincial political post next year. “No, that’s not true. I’m just doing my job here as NMYL official and a provincial legislator as well,” Loreto stressed. In this contest, the barangays would be adjudged based on the following criteria: (1) efficiency in performance which include number of ordinance approved or enacted; number of resolution approved; regular conduct of sessions and complete attendance of council members during regular sessions; (2) legislative documents which include minutes of the sessions; internal rules and procedures signed by the members; notice of meetings for special sessions; legislative agenda; compilation of barangay resolutions and ordinances; (3) physical facilities and office requirements which include session hall; tables and chairs; filing cabinet; bulletin board and comfort rooms. “All 1500 barangays in the province are automatic entries/contestants to this search. They will be evaluated based on the aforementioned criteria,” Loreto pointed out. The panel that will decide the winners will be composed of a representative each from the NMYL, PCL, and the DILG Provincial Office. Awarding of winners is tentatively scheduled on October this year. Winners will receive cash prizes and plaques, according to Loreto. This was according to DPWH 4TH Leyte Engineering District, District Engineer Ricardo Odita. He said that as of the present the contractor is presently doing the fabrication of concrete test piles for the said bridge. This project could have been started during the release of P 15 Million, but because of the revision of the plan, their department waited for the release of the additional funds. Odita explained that the original plan is for one-lane concrete bridge to replace the old Bailey bridge, but it was modified since two-lane bridge is appropriate, thus accommodating increasing number of vehicles and commuters that traverses the said bridge going to Barangay Libertad and Tagaytay. Engr. Odita said that the construction of Tagaytay bridge is one of the ten pump-priming projects within the 4th District of Leyte, prioritized by the national government under the administration of President Gloria Macapagal-Arroyo. Congressman Eufrocino M. Codilla Sr. of the 4th district of Leyte, facilitated the release of the said amount and the inclusion of the said project, which has been pushed by the municipal officials of Kananga led by Mayor Elmer C. Codilla. The DPWH has a commitment to President Gloria Macapagal-Arroyo to finish pump –priming projects by December 2009, but the construction of concrete bridge and approaches in Brgy. Tagaytay might not be completed by end of the year because of the revision of the plan, said Engr. Odita. He however said that their office will do their best to fast track the implementation of the aforesaid project. Accessible to Tagaytay and Libertad is one of the problem in this town especially during typhoons that resulted to the damage of the bridge and its approach. Apostol releases financial aid for 27 Carigara barangays TACLOBAN CITY — The office of Cong. Trinidad “Ebbie” Apostol of the second district of Leyte recently downloaded a P2.9-million worth of subsidy for 27 barangays in the town of Carigara, Leyte. This was learned from Carigara Mayor Anlie Apostol during her recent meeting with the barangay chairmen coming from the different barangays of Carigara. “This is the fulfillment of the promise made by my mother to these barangay chairmen long time ago,” Apostol said, referring to the congresswoman. The town of Carigara has a total of 49 barangays but this initial financial assistance would only be divided among 27 barangays for now. “This is the first batch of the many barangays that are still to receive the same financial assistance, which is part of the special allotment release from the office of Cong. Apostol,” she said. The 27 barangays that compose the first batch of beneficiaries would receive P50,000 each anytime soon. It was learned that the money was already deposited to the respective accounts of the barangays at the Development Bank of the Philippines (DBP) in this city. The financial support, according to Apostol, has no specific address of utilization, which means that the barangay chairpersons could use the amount for whatever development project or program they desire as long as it would be subjected to proper accounting procedures. “We expect that this amount would cover the priority development programs and projects in the barangays because we understand that our barangays have limited funds,” Apostol said. Lago, Public Information Officer, informed that the presentation of the rebel returnees was the highlight of the Grand Pulong Pulong which was organized by the 19th Infantry Battalion under the leadership of Lt. The successful Grand Pulong Pulong also featured the mass oathtaking of Bantay Bayan, Women, Youth, Habal-Habal drivers and the newly surrendered communist terrorists and a mass base supporters of Barangay Cagbana, Burauen, Leyte. The 20 rebel returnees were given foodstuff by the local government unit of Burauen, Leyte. Mayor Renomeron reminded her constituents and challenged the rebel returnees to be true to their fight against the rebels and to once and for all turn their back from insurgency. “What services and good things the NPA has given you which the Philippine Government didn’t,” the lady mayor asked the former rebels. Department of Budget and Management (DBM) Regional Director Imelda Laceras said that the increase affects all regular, casual or contractual civilian personnel, military personnel, and uniformed personnel in the government. “The release of first tranche is effective July 1, 2009. We expect another Executive Order that will be issued July 2010 for the second tranche,” Laceras told Leyte Samar Daily Express. Because of budget constraint, the adjustment will increase 25% every year until 2012. For this year, the central government has appropriated P18.4 billion under the 2009 General Appropriation Act. “The adjustment in the next four years is sure, no matter who is going to lead this country since it’s already a law,” Laceras said. The DBM will issue Special Allotment Release Order for this salary adjustment to the agency based on the number of filled position as of June 30 this year. In a National Budget Circular earlier issued by Budget Secretary Rolando Andaya, the teachers, doctors, nurses, and lawyers have re-allocated classes of positions. The Executive Order issued by Malacañang June 17, 2009 sets a monthly base pay rate ranging from P8,630 to P37,500 for military personnel under the Armed Forces of the Philippines and Department of National Defense. And domineering Tacloban City remains mired with this burden as it celebrates the 114th edition of its June 30 fiesta in honor of the Sto. Niño. Tacloban's version of the odyssey of its Sto. Niño image has been told through generations. Folklore has it that the original fiesta of Kankabatok was celebrated on the third Sunday of January, the regular feast day of the Child Jesus. Kankabatok was the name of Tacloban when it was still a barrio of Basey town across the San Juanico Strait. However, a series of extraordinary events altered this tradition. In 1888, plans were afoot for an elaborate fiesta in 1889. As part of the preparations, the image of the Sto. Niño was brought to Manila for some retouching and change of vestments. Unfortunately, the boat carrying the image back to Tacloban caught fire at sea between Mindoro and Romblon. To save the ship, the crew threw out some cargoes, including the crate containing the image. Without the image, the fiesta for 1889 was not celebrated as scheduled. Luckily, the crate was retrieved by local fishermen off Mindoro and eventually shipped to Tacloban. Its arrival on June 30, 1889 was met with much jubilation and was claimed to have miraculously controlled a raging cholera epidemic there. Thereafter, the people of Tacloban reset to June 30 the date for them to pay homage to the Sto. Niño. Unfortunately, there is a shady underside of the folklore, one that has yet to be fully told. We refer to an obvious act of frontal thievery of a religious icon away from its rightful owners. The late Justice Norberto Romualdez's "Sto. Niño han Tacloban" or Imelda's "Sto. Niño de Leyte" does not belong to both places. The image originally belongs to the Buscada Church, at the present entrance to the poblacion of Basey, Samar. To the uninitiated, the Buscada Church is a long-neglected and crumbling coral stone structure with a Jesuit-inspired façade, catacombs for walls, and a cemetery for its yard. It is presumably older than the present church of Basey, a mammoth structure with a Franciscan-inspired façade that overlooks the town from the top of a hill. (The Franciscans replaced the expelled Jesuits in Samar in 1768.) Tacloban's folklore suggests that the parishioners of Buscada meekly gave up their religious icon in exchange for a smaller one. We seriously doubt this patronizing claim, which looks like a barefaced yarn. Indeed, we suspect that a lot of animosities beclouded the transfer of Buscada's image to Tacloban. There is a documented parallel somewhere. Dr. Bruce Cruikshank, in his doctoral dissertation on Samar, wrote about the 1882 Dapdap Incident. That event was a civil unrest (that required military intervention) associated with the decision of a Spanish Franciscan priest to transfer the poblacion and church altar from Dapdap (the Jesuits' old church site) to Tarangnan in Samar. The same Franciscan policy was probably also enforced on Buscada in favor of Tacloban. And since Basey's poblacion was already in an ideal location, it was the Jesuit-favored Sto. Niño image that had to be banished in favor of the Franciscan's San Miguel de Arcanghel as the town's patron saint. And this could have caused unrest among the Baseynons, similar to what happened in Dapdap. We doubt that Tacloban's Sto. Niño image will ever be returned to Buscada Church. After all, powerful takers do not run out of excuses to hold on to their sacred loot. Mari explained that the BIR has recently uncovered a number of tax violation by several business establishments throughout Eastern Visayas during its series of surveillance conducted under the “Oplan Kandado” program since its launching last month of April. He said most of these tax violations were failure to issue official receipts or invoices, failure to file VAT returns, under-declaration of sales or receipts by 30 percent or more “yet claimed for input taxes” and failure to register. According to Mari, violations are plain unlawful quest of business which is subject to criminal liability. “While others are caught keeping two or more sets of books of account to curtail real total sales,” Mari added. It was further informed that because of the violations an outright tax fraud case which falls under “Run After Tax Evaders” (RATE), another special endeavor of the BIR. It was also learned that recently a well-known business outlet in Catbalogan, Samar was the first non-complaint taxpayer to be temporarily closed, the first under the “Oplan Kandado” program in Region 8, and it was only allowed to reopened and resume its operation after five days from date of closure and upon payment of taxes plus appropriate penalties. BIR Regional Director Araceli L. Francisco, on her part, said order to prove unrelenting firmness on the intensified implementation of “Oplan Kandado” venture, the BIR has in fact recommended nine other non-compliant business taxpayers in the region for temporary closure soonest unless they fully comply with the tax requirements in due time. Accordingly, the BIR examiners and field officers are well-trained in detecting any form of tax manipulation and infraction, as Francisco warned business taxpayers to instead religiously issue official receipt, declare their true sales and pay the correct taxes. Because of budget constraint, the adjustment will increase 25% every year until 2012. For this year, the central government has appropriated P18.4 billion under the 2009 General Appropriation Act. “The adjustment in the next four years is sure, no matter who is going to lead this country since it’s already a law,” Laceras said. The DBM will issue Special Allotment Release Order for this salary adjustment to the agency based on the number of filled position as of June 30 this year. In a National Budget Circular earlier issued by Budget Secretary Rolando Andaya, the teachers, doctors, nurses, and lawyers have re-allocated classes of positions. The Executive Order issued by Malacañang June 17, 2009 sets a monthly base pay rate ranging from P8,630 to P37,500 for military personnel under the Armed Forces of the Philippines and Department of National Defense. The same compensation system applies to personnel of the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology, Philippine Coast Guard and National Mapping and Resources Information Authority. Job order employees are not covered by the adjustment since they are “hired without employee-employer relationships and funded from non-Personnel budgets. These include consultants and experts and hired for a limited period; laborers hired through job contracts and those paid on piecework bases; and student workers and apprentices. In the case of local government units, they cannot raise salary rates until January 1, 2010 as stated in the Senate and the House of Representatives joint resolution. “There are clamor from the local government for wage hike, too, but we cannot amend the effectivity of that law. Some of them already allocated budget for pay increase this year,” she added. The DBM will issue the first tranche monthly salary schedule for local government personnel for each LGU personnel for each income class, which would take effect next year. Romualdez Airport here is to undergo repair within the month with a budget of P10 million. The repair of the airport terminal, however, is independent and separate from the major rehabilitation plan of the said airport, stressed Sergio Sumergido, officer-in-charge of the Civil Aviation Authority of the Philippines-8. “The (physical) condition of the terminal is no longer conducive to our passengers. Some of its ceilings need to be fixed,” Sumergido said, explaining the repair work to be done at the terminal building. It was learned from him that the Cebu-based Vargas Construction Company would undertake the repair of the terminal building. Sumergido said that the construction company is just waiting on the issuance of the notice to proceed (NIP) from the Department of Transportation and Communications for the repair work to start. “But the repair work will start anytime this month and is expected to be finished within 90-day calendar day,” the CAAP officer-in-charge officer said. He, however, said that he has no idea what is the specific scope of work with regard to the repair of the terminal building, which was constructed in 1974. But for sure, Sumergido said, once finished, the DZR terminal building would not only make the passengers comfortable while waiting for their departure but “aesthetically” good to look at. “Its present condition is not really good to look at. But with the repair, its aesthetic value would be enhanced,” he said. “Of course, the main reason for the repair is to make our passengers more comfortable,” Sumergido added. It was learned from him that the major rehabilitation of the DZR Airport would proceed as planned. “It will take some time for the rehabilitation of the airport to start. But meanwhile, we have to repair our terminal building for the convenience of our passengers,” Sumergido said. In fact, asphalt overlay of the runway and construction of shore protection of the airport in the amount of over P600 million has started already, he said. Last April 28, President Gloria Macapagal- Arroyo led in the groundbreaking of the DZR Airport planned rehabilitation attended by several regional officials and Mayor Alfred Romualdez. Meantime, Sumergido said that there is really a need for the airport to be given a face-lift considering the volume of passengers is in the uptrend. The DZR Airport is the region’s premièred airport with the Philippine Airlines and Cebu Pacific, to include the new player Zest Air, have a combined 11 daily flights for Manila and Cebu. Leyte Governor Carlos Jericho Petilla said the Sangguniang Panlalawigan has already issued a resolution reminding him of the expiration of the said agreement and giving him authority to reclaim the property for the province. Gov. Jericho "Icot" Petilla With this resolution by the Provincial Board, the governor said, he will do just that. “It is as simple as the fact that the agreement would already expire and as per contract the property should be turned over back to the original owner after the date lapses,” Gov. Petilla said. This the governor disclosed amid talks that this recent development was prompted by the continued rift that occurs between the provincial government and the city government. It was learned from the governor that it was former Mayor Alfredo “Bejo” Romualdez through former city administrator Jimjim Yaokasin who forged the agreement with the province five years ago. “And the contract is clear, it is for five years and we’re not claiming this just because we want to. We have all the documents regarding this,” Gov. Petilla said. As to the properties constructed and erected inside the property, the governor said, would have to be revert back to the original owner. He added that as far as he could remember, the agreement provides that before any structure can be built on the property, the city has to ask permission from the owner before any construction starts. The governor likewise said it would be unfair for Leyte’s constituents if the property would not be attended to while adding that it is his duty to stand for the people and protect what belongs to them. Aside from the Balyuan Park , the location of the City Engineer’s Office is also a provincial properties which was already served notice to vacate by the province. There are also some parts of the Kanhuraw Hill that are properties of the provincial government, he added, though did not particularly mention if it includes the present location of the City Hall. First Consolidated Bank mao rong July 14th, 2009, 12:41 PM CLO generates revenue of P69M in 1st semester TACLOBAN CITY - The City Licensing Office (CLO) has generated a total of P69 million in the first semester of this year. Atty. Rhyna Peñaranda, city licensing officer-designate, said that the figure is P7 million higher than the income derived in the first six months of last year. Based on a report furnished by Atty. Peñaranda, the CLO collected P62 million from January to June last year. Peñaranda attributed the increase in earnings mainly to the creation of the Mayor’s Inspection Task Force. The Mayor’s Inspection Task Force was created by the City Government of Tacloban last March to monitor the compliance of business establishments on the city’s Revenue Code. Seven teams comprising the task force has been going around the city to implement door-to-door monitoring to determine businesses without permits and to check if those declared in the application for licenses coincide with the actual operations. “Proprietors of establishments found by the task force to be operating without permits have been coming to our office to apply for one,” Peñaranda revealed. Of the more than 5,000 business establishments inspected so far by the Mayor’s Inspection Task Force, 3,000 plus were found to be operating without business permits. Another reason for the increased earnings, according to Peñaranda, is the increasing number of investors putting up businesses in the city. Scores of new businesses have been established in the city since it was declared a highly-urbanized city (HUC) late last year. Of the P69 million, based on the same report, P57 million came from the graduated fixed tax, annual permit, CEO, garbage, and billboard fees.
