Prov'l gov't appeals to ERC to deny petition by NPC, PSALM for power hike (http://leytesamardaily.com)

TACLOBAN CITY - The provincial government of Leyte together with two of the province’s biggest business locators recently made a personal appeal to the Energy Regulatory Commission to altogether deny the petition made by the National Power Corporation (NPC) and Power Sector Assets and Liabilities Management Corporation (PSALM) to increase by a total of P1.1460 per kWh the power rate for the Visayas Grid.

The ERC, to recall, granted provisional authority to NPC and PSALM earlier this year, modifying the provisional increase from PhP1.1460 per kWh to P0.8376 per kWh for the Visayas Grid.

Leyte Governor Carlos Jericho Petilla said a full increase as petitioned by Napocor and PSALM may spell a big problem for big companies operating in Leyte with the grimmer picture lying ahead that of companies closing and thousands of employees being displaced.

The governor, together with officials from Philippine Associated Smelting & Refining Corporation (PASAR) and Philippine Phosphate Fertilizer Corporation (PhilPhos) as well as representatives from the local government unit of Isabel, Leyte, personally appeared before ERC Chairman Zenaida Cruz Ducut to appeal, among others, that Leyte consumers at least be given a preferential rate in the proposed hike.

“We noted to the ERC chair that Leyte be given a bit of favor since the power comes from Leyte,” Gov. Petilla said.

All five geothermal power plants in Brgy. Tongonan in Kananga, Leyte, is the main source of electricity for the Visayas grid. The Tongonan-generated electricity is sold to power companies and cooperatives in the three Visayan regions and to Luzon.

The governor also contended that by jacking up the power rates would burden those industries more even as they are already reeling from the collapse of overseas markets.

“Power hike would overly burden households and industries at this extremely harsh time,” the governor said.

“We have to remember that these companies (PASAR & PhilPhos) are competing globally and burdening them more in their local operations may force them to lay off some of its employees, or worse close altogether and displace hundreds of workers. That’s what we fear and that’s what we cannot allow to happen,” Gov. Petilla added.

Reportedly, the power increase petitioned by Napocor with the ERC would balloon the power bill to at least P45 million a month for PASAR alone. PhilPhos and other big companies here in Leyte would be having the same plight too, the governor said.

Those two big companies, located at the Leyte Industrial Development Estate (LIDE) in Isabel, Leyte, are employing at least 2,000 workers from all over Leyte and nearby regions.

So far, Gov. Petilla disclosed the commission through ERC Chair Ducut appears to be sympathetic on this issue and that it would take into consideration the points on the appeal they made while adding it would really impact much on the economic capacity of the province and its existing business locators. TACLOBAN CITY - The Department of Education (DepEd) City Division recently received a donation of 10 thermal scanners from the city government of Tacloban.

The new thermal scanners were handed over by City Mayor Alfred Romualdez to City Division officials headed by Dr. Mary Phoebe Quiban in a brief turn-over ceremony held at the Mayor’s Office, Thursday.


Mayor Romualdez said that the equipment donation is part of the city government’s contribution in the effort to prevent the spread of Influenza A (H1N1) in the city.

He added that the city would be very much willing to donate additional thermal scanners if the need arises.

On their part, DepEd officials thanked Mayor Romualdez and other city officials for the donation. They said that the new devices would be very helpful in preventing the spread of A (H1N1), particularly in schools.

As of the present, there are more than 60 confirmed cases of A (H1N1) in Tacloban City. The A (H1N1) outbreak has led to the suspension of classes of several schools in the city.

In a separate interview, Dr. Quiban said that the new thermal scanners would be distributed by the City Division among 10 schools within the city.

These schools are the RTR Elementary School (RTRES), Bañez Memorial Elementary School (BMES), JARMS, Sagkahan Elementary School (SES), Tigbao-Diit Elementary School (TDES), City Elementary, Tacloban National High School (TNHS), Marasbaras Elementary School (MES), Sagkahan National High School (SNHS), and Anibong Elementary School (AES).

“The body temperature of everyone entering those schools would be measured and recorded using the scanners. Those with body temperatures of 37.8 Fahrenheit and above (sign of fever) will be advised not to enter the school premises. In that way, the spread of A (H1N1) would be effectively prevented,” Quiban said.

A thermal scanner, which is also known as Non-Contact Forehead Digital Thermometer, is a medical gadget used for measuring the body temperature. Once an operator points the scanner on the forehead of a person, the body temperature of the said person is taken and recorded after two seconds. It was learned that each scanner cost around P11,000.

Another farm-to-market road to be constructed

TACLOBAN CITY -- Another multi-million-peso farm-to-market road (FMR) project for the northern barangays is in the pipeline.

Engr. Concepcion “Ching” Esperas, chief for Administration at the City Engineer’s Office (CEO), revealed that aside from the proposed Picas-San Roque FMR project, the city government will also build next year a concrete farm-to-market road that will connect Barangays Palanog and Paglaum in the northern part of the city.

“We have two big, multi-million FMR projects for 2010, the San Roque-Picas FMR and this one,” Esperas said

She stressed that the FMR projects, which are one of the priorities of the Administration of City Mayor Alfred Romualdez, are meant to speed up development in the north, the most depressed area in the city.

Esperas disclosed that work on the project would start early next year. “Hopefully, they will be finished before the end of 2010,” she said.

Based on the Project Plan, the FMR to be built will have a length of 6.2 kilometers and a standard width of 4 meters.

Esperas revealed that the city government would set aside P30 million for the project.

Esperas said that the project will not only benefit the Palanog and Paglaum, but will also help economically the nine other barangays in the north.

The other barangays in the northern part of the city are Sta. Elena, Paglaum, Cabalawan, Sto. Niño, San Isidro, New Kawayan, Old Kawayan, Tagpuro, and Palanog.

“Farm-to-market roads are essential components for development in agricultural and rural areas like the northern barangays. Once completed, the project will speed up movement of products from the benefiting barangays down to their market,” she emphasized.

The economies of most, if not all villages in the north are dominantly agricultural, the products of which include livestock, rice, corn, coconut and other high-valued fruits and vegetables.

hi, i'm back :) . . . SM in palo (would be nice to be called SM City-Leyte) would also be a great alternative site for a future sm city. the area is much larger than RPT's and is in a vast area for future expansion and development, located along maharlika highway that directly links to samar and all municipalities in leyte island and biliran province, very near huc tacloban (around 8km downtown and less than 2km from robinsons). regional offices are just nearby, ict park, a call center are just across the highway and schools/college and subdivisions abound in the area including camella homes. taxes are much lower since it is still a municipality. traffic in the area is heavy during peak hours and security-wise, PNP regional office is just nearby. and it is also near my office and my house in marasbaras :okay:

City government turns over livelihood training center to DepEd-ALS

TACLOBAN CITY- The City Government of Tacloban turned over on Friday a half-million-peso Livelihood Training Center to the Department of Education–Alternative Learning System (DepEd-ALS) Division here in Tacloban City.

City Councilor Cristina Gonzales-Romualdez, representing the city government, handed the ceremonial key to the building to DepEd-ALS District Supervisor Evelyn Galagar to formalize the turnover of the said facility.

In her message during the brief turnover ceremony, which was held at the San Jose Central School (SJCS), Councilor Romualdez said that the project was conceptualized to benefit many people and called on DepEd-ALS officials to take care of the building and use it to help uplift the lives of as many Taclobanons as possible.

In her acceptance speech, Galagar thanked Councilor Romualdez, City Mayor Alfred Romualdez, and other city officials for coming up with the project.

“It is a dream come true for us. For many years, we have been dreaming of a training center where OSYs and others will be able to learn different livelihood skills,” Galagar said.

She disclosed that they will use the building for various literacy and livelihood programs and projects of the DepEd-ALS that will primarily benefit out-of-school youths (OSYs) and other residents of San Jose, especially indigents.

Among the projects and programs being pushed by DepEd-ALS in the city are Basic Literacy, Functional Literacy, Literacy Income Generating Programs, Literacy Service Contracting Scheme, Barangay Operation for Livelihood Development, Livelihood Skills Training, Continuing Education Program, Female Functional Literacy, Child Labor Program, Mobile Literacy, Program, and Literacy Programs for Child Laborers.

She added that several classes on baking, culinary arts, and food processing under the Cristina’s Learn and Earn Program (CLEEP) would also be held at the said livelihood center.

Also present during the activity were SJCS principal Dr. George Cayas, Barangay 87 Chairman Rodolfo Baldota, and Ms. Antonia Rosanes, DepEd-ALS education supervisor.

It was learned that the city government spent nearly P500,000 for the project, which is the first of its kind in the entire city.

CGSO bares accomplishments

TACLOBAN CITY- The first seven months of this year was good for the City General Services Office (CGSO).

Rudolph Mate, the head of the CGSO, said that the revival of Alfred-Cristina Lights Project, a big number of streetlights repaired, successful maintenance of cleanliness and beatification of various park and recreation areas, and efficient delivery of maintenance and support services topped their office’s accomplishments in the first seven months of the year 2009.

From January to July of this year, according to Mate, the CGSO repaired and maintained 7,632 streetlights in various barangays at a cost of P1.8 million, and successfully revived the Alfred-Cristina Lights.

The Alfred-Cristina Lights is a street lighting project of the city government which utilizes a cost-cutting strategy that lessens rising cost of electricity.

Mate added that in that same span of time the CGSO was also able to organize a 24/7 streetlight monitoring crew, fully implemented NGAs provisions re: centralized acceptance and warehousing, created the CGSO Inspectorate Team to inspect and accept all deliveries, initiated value appraisal of unserviceable, properties that are subject for auction sale, and identified and listed property custodians in every barangay.

Also, according to him, their office was able to maintain successfully the cleanliness and beautification of City Hall, Balyuan Park, Astrodome Grounds, Peace Park, Rotary Park, and their immediate premises.

In the general support and maintenance area, the CGSO was able to accommodate 337 requests for delivery of tents, tables, and chairs, framed and installed 184 tarpaulins at designated areas, and favorably acted on requests from eight offices for repair of plumbing, door and window frames, and other minor repairs.

“We were able to accomplish a lot in that short period of time because of the dedication of my staff, and the full support extended by City Mayor Alfred Romualdez,” Mate said.

He added that their office is aiming to accomplish more in the remaining five months of this year.

The underside of Sto. Niño's odyssey

HISTORY is often told from the viewpoint of the dominant class. And domineering Tacloban City remains mired with this burden as it celebrates the 114th edition of its June 30 fiesta in honor of the Sto. Niño.

Tacloban's version of the odyssey of its Sto. Niño image has been told through generations. Folklore has it that the original fiesta of Kankabatok was celebrated on the third Sunday of January, the regular feast day of the Child Jesus. Kankabatok was the name of Tacloban when it was still a barrio of Basey town across the San Juanico Strait.

However, a series of extraordinary events altered this tradition.

In 1888, plans were afoot for an elaborate fiesta in 1889. As part of the preparations, the image of the Sto. Niño was brought to Manila for some retouching and change of vestments. Unfortunately, the boat carrying the image back to Tacloban caught fire at sea between Mindoro and Romblon.

To save the ship, the crew threw out some cargoes, including the crate containing the image. Without the image, the fiesta for 1889 was not celebrated as scheduled.

Luckily, the crate was retrieved by local fishermen off Mindoro and eventually shipped to Tacloban. Its arrival on June 30, 1889 was met with much jubilation and was claimed to have miraculously controlled a raging cholera epidemic there.

Thereafter, the people of Tacloban reset to June 30 the date for them to pay homage to the Sto. Niño.

Unfortunately, there is a shady underside of the folklore, one that has yet to be fully told. We refer to an obvious act of frontal thievery of a religious icon away from its rightful owners.

The late Justice Norberto Romualdez's "Sto. Niño han Tacloban" or Imelda's "Sto. Niño de Leyte" does not belong to both places. The image originally belongs to the Buscada Church, at the present entrance to the poblacion of Basey, Samar.

To the uninitiated, the Buscada Church is a long-neglected and crumbling coral stone structure with a Jesuit-inspired façade, catacombs for walls, and a cemetery for its yard. It is presumably older than the present church of Basey, a mammoth structure with a Franciscan-inspired façade that overlooks the town from the top of a hill. (The Franciscans replaced the expelled Jesuits in Samar in 1768.)

Tacloban's folklore suggests that the parishioners of Buscada meekly gave up their religious icon in exchange for a smaller one.

We seriously doubt this patronizing claim, which looks like a barefaced yarn. Indeed, we suspect that a lot of animosities beclouded the transfer of Buscada's image to Tacloban.

There is a documented parallel somewhere.

Dr. Bruce Cruikshank, in his doctoral dissertation on Samar, wrote about the 1882 Dapdap Incident. That event was a civil unrest (that required military intervention) associated with the decision of a Spanish Franciscan priest to transfer the poblacion and church altar from Dapdap (the Jesuits' old church site) to Tarangnan in Samar.

The same Franciscan policy was probably also enforced on Buscada in favor of Tacloban. And since Basey's poblacion was already in an ideal location, it was the Jesuit-favored Sto. Niño image that had to be banished in favor of the Franciscan's San Miguel de Arcanghel as the town's patron saint. And this could have caused unrest among the Baseynons, similar to what happened in Dapdap.

We doubt that Tacloban's Sto. Niño image will ever be returned to Buscada Church. After all, powerful takers do not run out of excuses to hold on to their sacred loot.

Like the thieves of the Bells of Balangiga across the Pacific Ocean, or of the Marcos loot closer to home.
