Since Leoncio has been discussing the Tacloban fiesta, I thought I'd post here an article I wrote in 2005 for Southwall Magazine. The article is not about the fiesta, but talks about the true icon of Tacloban, the Sto. Niño, patron saint of Tacloban. And it's not really about the Sto. Niño per se, it's about the Shrine that Imelda Marcos built.
The Sto. Niño Shrine and Heritage Museum: The Good, the True, and the Beautiful
Say "Leyte" to an outsider and two names come to mind: Imelda Marcos and the patron saint Sto. Niño, in that order. Say Tacloban City (the capital of Leyte), and you get the same answer. To outsiders, Leyte and Tacloban will always be associated with Imelda. She was born and bred here, was dubbed the "Rose of Leyte", and eventually became the First Lady of the Philippines.
In the heart of the city, the populace venerates a different icon: the Sto. Niño, patron saint of Tacloban. Every year, Taclobanons pay homage to the Sto. Niño by celebrating it with a three-day fiesta of Moro-Moro street dancing, and parades and processions of different Sto. Niño images; and on the quieter religious side, lots of pious devotion. Unlike its Cebu counterpart, the Sinulog, the fiesta in Tacloban is held every June. Originally held every third week of January, the date was changed when a miracle involving the Tacloban Sto. Niño image happened around June of 1889.
Almost all religious icons of the Catholic Church have controversies and stories attached to them. The Sto. Niño of Tacloban is no exception. Tacloban, then known as Kankabatok, had a smaller image of the Sto. Niño than that of barrio Buscada of Basey, Samar. Kankabatok was under the jurisdiction of the Buscada parish, but since it was a growing town, the parish priest arranged for an exchange of images to take place. The Buscada image was then given to Kankabatok. The exchange is now known as the Balyuan Ritual, which is performed every fiesta at the Balyuan Tower. (Balyuan is Waray for "exchange".)
This image was also lost for almost a year when it was sent to Manila for retouching and a change of vestments for the January 1889 fiesta. On its way back to Tacloban, the ship caught fire, and to save the ship, the crew threw their crates overboard. The heavy crate marked "Tacloban" that contained the Sto. Niño image miraculously drifted to Mindoro and recorded to have been found by a pagan tribe. The pagans idolized the image because according to them, something so beautiful could only come from the gods. After negotiations with the tribe, the Sto. Niño image was finally returned to Tacloban in June of 1889. On its arrival, it stopped a cholera outbreak and healed people wherever it was paraded in the streets. Since then, the Tacloban Sto. Niño feast has been celebrated on June 30, the day of its return, and the day it stopped the outbreak.
Today, this Sto. Niño image stands on the altar of the Sto. Niño Church, gathering devotees that come from as far as Samar.
There is another just as popular Sto. Niño image in Tacloban. This one is located at the Sto. Niño Shrine and Heritage Museum built by the Marcoses in the early 1980s. Its history is not about miracles or devotions but the opulence attached to its Marcos owner. If the Sto. Niño image at the Sto. Niño Church is visited by its devotees, this one is visited by curious tourists. Housed inside the museum, the Italian-imported ivory icon serves as the focal point of the hallway. When you enter, it's like entering a church with the altar greeting you, the Sto. Niño image attractively surrounded by lighted diamond-pattern cut glass. A St. Remedios icon stands to its right, and a St. Vincent icon to its left (which are incidentally the names of Imelda's mother and father). A brass monstrance, studded with diamonds, stands next to the St. Vincent icon. You also can't miss the rows of narra pews, which can probably seat a hundred people. Rows of chandeliers light the whole place. But here is where the sacred ends and the profane begins. On both sides of the shrine, on a slightly elevated platform, are 13 guestrooms built for the guests of Imelda Marcos. The tour guide explained that the shrine is not really a shrine, not even a chapel, but only Imelda's personal altar.
The sad thing about this shrine is that it only attracts tourists, and only because it happens to be housed inside a heritage museum of the Marcos family. Tourists come here to stare at Imelda's extravagance--an obvious contrast to the simple and rustic life of the city. Even then, the shrine's presence is a surprise because it is not a shrine in the real sense. Imagine a church's interior (with its altar and pews) greeting you in a hotel lobby. That is what it feels like upon entering the shrine. It is a symbol of "chicness" and gaudiness mixed into one, what one expects to see from the remains of the Marcos era. Only then can you udnerstand the presence of the shrine inside this family museum.
The two-storey Sto. Niño Shrine and Heritage Museum showcases the seven bedrooms of the Marcos family (one for each member, with Imelda's room with the jacuzzi as the highlight). Also on the second floor are a ballroom and a 30-seater dining conference room and downstairs are 13 guest rooms, each with its own native motif and dioramas of Imelda's growth to womanhood. Inside the heritage museum are priceless art pieces, antique Chinese jars and collections of icons, original paintings of noted Filipino artists (Malang, Manalad, and Amorsolo), Italian sculptures, and French and English-period furniture. At the back of the building is a stainless steel kitchen that will impress even a 5-star chef, and overlooking that is an Olympic-size swimming pool. With all these Marcos "heritage" occupying the museum, you see now why the "shrine" feels out of place inside this building. But as the tour guide explained, the shrine is merely Imelda's personal altar.
In a city devoted to the Sto. Niño, I've wondered why this particular Sto. Niño has not gotten its fair share of devotees. A shrine is where you go to pray, to venerate, to give your devotion. A shrine smells of incense, of burning candles and fresh flowers. A shrine has an aura of quiet amid hushed and whispered prayers, shuffling feet and devotees bowed down in prayer. In a city where the Sto. Niño is adored year-round, I wonder why people have not claimed "ownership" to this shrine's Sto. Niño icon. Why no one comes to offer fresh flowers, to say some small prayers, or to hold a mass. Why one cannot feel a sense of spirituality around the place. A shrine is a site hallowed by a venerated saint, but the Sto. Niño Shrine in Tacloban is lifeless and dark, the image at its epicenter merely a dead statue, an icon of the Marcos' lost and once opulent past.

Hotel Alejandro has metamorphosed since it first stood in 1932. With it's meaningful history backed up by the owner's good name, untarnished over the years, Hotel Alejandro definitely spells hospitality capped with the establishment's historic past.
Past
Located along P. Paterno Street, Tacloban City, Hotel Alejandro is one hotel that boasts of a storied past dating many decades of pre and post war days.
It's owners, Dr. and Mrs. Alejandro Montejo started the construction of their now ancestral edifice in 1931 towards its completion in 1932.
Even before the early days of WWII, the Montejo residence was already a popular venue for luncheons and dinner parties attended by USAFFE military officers. When the war broke out in 1942 during the Japanese invasion, the house served as quarters to displaced families. Shortage of housing increased during the early days of Leyte's liberation in 1944, and the Montejos were among those who opened their doors to the evacuees mostly from Cebu and Negros. The Montejo household eventually became a one family per room affair. Little did they know that in context, the path was opened towards a hotel business in the future. It was quite a feat that despite the shortage of water and lack of electricity, the tenants survived unscathed.
Happy years characterized the Montejo household during the growing up years of their 8 children. Friends, relatives, and associates share a multitude of joyous memories with the doctor and his family.
As a token of their heartfelt appreciation and gratitude to the late Dr. Alejandro Montejo, the heirs have named the hotel in his honor.
Present
Today, Hotel Alejandro stands as a 5-story structure having a total of 4 executives suites, 25 standard and 36 deluxe rooms. The 5th level is the roof deck where parties are mostly held as it can accommodate up to 200pax.
The Commonwealth Hall, that can seat 250pax, is frequently chosen as the venue for wedding receptions, conferences, and the like. For small parties, gathering or seminars for 50 - 100 persons, guests may opt for the Liberation Room located at the 2nd floor of the hotel.
Conveniently located at the ground level is Café Teresa, the popular café that offers a mixture of Filipino, Spanish and American dishes. At certain occasions torch singers perform to provide music and entertainment. Café Teresa also houses a function room that could sit 50 guests. This is mostly being reserved for special functions and occasions.
Guests get to relax in the lap pool located at the hotel's roofdeck or opt for a drink and unwind at the poolside bar and cafe while enjoying a panoramic view of the city.
One of the hotel's attractions both for foreign and local guests are some 450 photos in an exhibit that comes as a vivid portrayal of the war in Leyte in October, 1944. The photographic essay covers Gen. Douglas MacArthur's Leyte landing in fulfillment of his pledge, "I Shall Return".

Tacloban
Tacloban, the capital city of Leyte, is a promising location for both living and tourism.
Past
Tacloban City, was formerly known as Kankabatok, named after the first settler Kabatok who occupied the area around the present Sto. Niño Church. Other inhabitants who came later were Gumoda, Haranging and Huraw who settled then in nearby areas. The Kanhuraw Hill where the City Hall is presently situated was formerly Huraw`s domain. The whole settlement area was called Kankabatok, meaning Kabatok`s property.
Kankabatok was formerly under the political administration of Palo but under the parochial jurisdiction of Basey, Samar. The Augustinian Mission discovered Kankabatok in 1770 and the Franciscans came later in 1813. During this period, Kankabatok was changed to `Tarakluban` which means the place where the inhabitants used the `Taklub`, a bamboo contraption, to catch crabs, shrimps and fish. Later, the name of the place evolved from `Tarakluban` to its present name, Tacloban.
Although no official records show, it is commonly believed that Tacloban was officially proclaimed a municipality in 1770, after the provinces in Leyte and Samar were separated in 1768. Since then Tacloban became a trading point between the two provinces because of its strategic location. On February 26, 1830, Tacloban became the capital of Leyte because of the ideal location of its port which is well sheltered and had adequate facilities.
Colonel Murray arrived in Tacloban in 1901 and became the first Military Governor of Leyte. He opened the Tacloban port to world commerce, especially for copra and abaca, which were exported in large quantities. Before World War II, Tacloban was the center of commerce, education, social and cultural activities in Leyte. The educational institutions were: Leyte Normal School now the Leyte Normal University, Leyte High School, now the Leyte National High School, Leyte Trade School now Leyte Institute of Technology, Holy Infant Academy now, Holy Infant College and the Tacloban Catholic Institute.
On May 25, 1942, Japanese Forces landed in Tacloban and started a three-year Japanese occupation of Leyte. The Japanese forces fortified Tacloban, improved its airfield and established San Pedro Bay as a port of call and entry for the Japanese Imperial Naval Forces. During the Japanese occupation, many guerilla forces were organized and the most famous was the group of Colonel Ruperto Kangleon.
On October 20, 1944, General Douglas MacArthur and his troops landed on the Tacloban-Palo beaches (White Beach and Red Beach) and in the neighboring town of Dulag (Blue Beach) and liberated Leyte from the Japanese Forces. October 23,1944, General MacArthur, accompanied by President Sergio Osmeña made Tacloban the temporary seat and temporary capital of the Commonwealth Government until final liberation of the country. Famous landmarks during the liberation were the Joseph Price Mansion where General MacArthur set up his headquarters and the Redoña Residence. Then the provincial government of Leyte and the municipal government of Tacloban were re-established.Atty. Paulo Jaro was the Liberation Mayor of Tacloban and Mr. Epifanio Aguirre was the first mayor upon the inauguration of the Philippine Republic.
On June 20, 1952, Tacloban was proclaimed a chartered city by virtue of Republic Act No. 760 which was effected on June 12, 1953. The charter was signed by President Elpidio Quirino and witnessed by the incumbent Mayor, Ildefonso Cinco, who apparently became the first City Mayor.
On June 30, 1954, on the Feast Day of Sr. Sto. Nino, the Patron Saint of Tacloban, Speaker of the House of Representatives Jose B. Laurel did the honor of laying the cornerstone for the Tacloban City Hall at Kanhuraw Hill. As a new city, Tacloban attracted businessmen looking for sound investment prospects while people from neighboring towns slowly began to look for opportunities and laid roots in the city.
Succeeding Hon. Ildefonso Cinco when he became Governor of Leyte was Artemio E. Mate who became the second City Mayor of Tacloban City. The decade of the 60`s ushered in developments particularly so that Imelda Romualdez Marcos, the new First Lady of the Philippines, a Leyteño loved Tacloban City.
During the late 60`s and the early 70`s Tacloban City was gradually changing from a less obvious to a remarkable city. Government institutions and cultural awareness were created and established such as the National Maritime Polytechnic, UP Tacloban, Sto. Niño Shrine and the People`s Center and Library in Tacloban City and others which were established in the Province of Leyte. All these, were in addition to the construction of the San Juanico Bridge, the longest span of bridges in the Philippines that links Leyte and Samar, the construction of the Maharlika Highway, the improvement of the DZR Airport and the Tacloban Sea Port and many other infrastructure projects that promoted Tacloban City to the business sector and to the national and foreign investors.
On September 24, 1972, Tacloban became a part of the of the Integrated Reorganization Plan by virtue of Presidential Decree No. 1 of the New Society under Proclamation 1081 declaring Martial Law in the Philippines. During the time, Mayor Filomeno Arteche was the incumbent mayor.
On May 12, 1976, President Marcos appointed Obdulia R. Cinco as Mayor of Tacloban City and was returned to the seat when she won in the local elections on January 30, 1980 becoming the first elected lady mayor of Tacloban City.
In 1986, after Corazon Aquino was placed into the presidency by the EDSA Revolution, Mayor Cinco was replaced by Emmanuel K. Veloso who stayed until the elections of 1988. This time, another Mate was elected as Mayor. The younger brother of former mayor Artemio E. Mate, Uldarico E. Mate won in the elections and he became the first elected mayor after the EDSA Revolution. Mayor Mate was given a mandate of three terms as mayor of Tacloban City. During his term, Tacloban was now evolving in terms of economic, social and infrastructure development as Tacloban was categorized as a First Class City. The business sector`s confidence in the economic standing of the city boosted its prospects and local and international entrepreneurs became interested to put up business in the city.
In the mid portion of the 90`s, Tacloban City worked out for the acquisition of 237 hectares for its Economic Zone, which was finally realized and approved by the Philippine Economic Zone Authority, by virtue of Presidential Proclamation No. 1210 on April 23, 1998. The Eastern Visayas Agri-Industrial Growth Center (EVRGC) was then officially registered as an Eco-Zone with the City Government of Tacloban as the developer/operator.
On June 12, 2003, Tacloban City celebrated its Golden Anniversary with fitting rites and activities with Mayor Alfredo T. Romualdez at its helm. Celebrating the 50th anniversary of Tacloban`s cityhood showed the long trail of significant activities leading to the present status of Tacloban by which economic, infrastructural and social gains were achieved.
From its modest beginning, Tacloban City has grown to be the premier city of Eastern Visayas, gateway of the region and the center of trade and industry, culture, education, communication and tourism, keeping abreast with the modern technology that would link Tacloban City to all destinations in the world.
Present
Tacloban, currently undergoing developments encouraged by the government and mayor, is set to become a major player in the Visayan region of the Philippines. With the new aerodrome completed, and the redevelopment of the Tacloban airport (potentially turning it into an international airport), the future for Tacloban is looking bright.
Friendly people, warm inviting attitudes and celebrations and fiestas through out the city and the near by region all leads to great examples of why so many tourists have found this diamond in the rough.

"This is a very nice hotel. It is a little out of the way at about 5 blocks from the heart of the main business district. Tricycle rides are cheap though. P1800 for a large "executive" room (I think that is what they called it). They have hot and cold water and it is clean. They have cable. They have other rooms for less. Deluxe is P1600 and I am sure there are some for less than that."

I stayed their the week after Easter as we tried to get a flight back to Manila, and our room was quiet with cable, hot and cold water, and what we needed. Plus, their is an internet cafe across the street if you need to check anything at home, or send an e-mail."

"My friends got married at the Hotel Alejandro and stayed a night. The hotel itself was very nice, centrally located in Tacloban and houses a local museum of sorts. They did a fantastic job for the wedding reception. The room was small, but very nice. About equivalent to a nicer Comfort Inn or similar highway-side hotel. It's not the Marriott, but it's nice."

TACLOBAN CITY - Compared to the previous Calendar Year’s first half collection, the City Treasury Office here reported that there was significant increase in current revenues, amounting to more than P18 million, reckoned from the same period.
In a report rendered by her office, OIC City Treasurer Susan Cordaño disclosed that the notable mark-up was purely the outcome of intensified tax mapping campaign, sound fiscal policies, prudence, and the judicious financial management of the city government, under the leadership of Mayor Alfred S. Romualdez.
Contained in the same report, it said that all three major income sources of the city government such as the Real Property Tax collection, the Business Tax Fees and other charges, as well as its gross earnings from Economic Enterprise, have already exceeded fifty percent of the 2009 annual target.
Total collection as of June 30, 2009, according to the report, has already reached P352 million as against the current revenue target of P634 million.
Percentage-wise, it emphasized that at the close of the first half of Calendar Year 2009, local revenue accomplishment including Internal Revenue Allotments have already garnered fifty six percent of the target.
Considering the 2008 Revenue Accomplishment Report prepared by the said office, it indicated that the total revenue generated by the city government last Calendar Year amounted to P552.1 million as against its expenditures which only amounted to P518.5 million, or a net income surplus of P33.6 million.
For the remaining half or second semester of 2009, the Treasury office, according to Cordaño, plans to embark on a full automation regarding its assessment and collection process, which in effect would minimize revenue losses while upgrading at the same time their collection system, she said.
Part of the 2nd Semester Revenue Action Plan also, is the offering of tax delinquent properties in the city under Auction Sale together with the remaining lots at the New Abucay Bus Terminal, which according to the timeline will be done either in August or November, this year.
Sought under the same plan also, is the Legislative as well as the Executive Department’s respective enactment of ordinances or approval of various recommendations laid out by the Treasury Office, which are more or less designed to enhance the city’s Revenue Generation, Fiscal and Financial Management, Internal Administration, Mobilization Program and LGU Capability Building . TACLOBAN CITY – Members of the Regional Ecology Center is eyeing the solid waste practice of Tabontabon town to be one of the region’s entry to the National Zero Basura Olympics Garbology Marathon.
The marathon is in aid of clean, green and good governance as well as encourage the cities and municipalities most especially the urbanized ones to conquer garbage within their territorial command.
Tabontabon’s solid waste practice earned acknowledgment with the National Solid Waste Commission during the League of Municipalities FOURmula 1 Zero Basura Caravan held here in June that invokes the mindset that garbage is actually not a problem but something that the people can benefit from and instead live a “zero waste lifestyle”.
Tabontabon town, under Mayor Rustico Balderian has set into action a zero-waste management program that follows a system where all “trash can be turned into cash.”
Vital part of this system is segregation of waste and recycling it into new materials. Homes are being required to segregate their wastes into biodegradable, non-biodegradable, and recyclable trash before chucking them out of their houses for the garbage collectors.
At the heart of the community’s zero-waste program is the Materials Recovery and Composting Facility, which the LGU has set up where the generated trash are processed. Segregated wastes are then recycled. Plastic containers from mineral waters and the like are processed and made into bricks and tiles. Plastic cellophanes, grocery bags and tetra packs are made into bag, slippers and wallets.
Thus, this solid waste management program initiated by the local government of Tabontabon is among those being eyed by the multi-sectoral membership of the Regional Ecology Center in the region to be one of those qualified for the National Zero Basura Olympics Garbology Marathon.
All entries submitted will be evaluated by the DENR based on their compliance with the elements of RA 9003, namely, education, environmental institutionalization, engineering, enforcement and economics or program sustainability.
Official entries will be evaluated on the basis of thesis by a panel of experienced, credible, and highly respected garbologists and veteran advocates of ecological solid waste management.
The idea of the program is to coax everyone to see the benefits of the 3Rs (reduce, recycle, reuse wastes), “fast-track” the implementation of RA 9003 or the Ecological Solid Waste Management Act of 2000 and to create a “garbage-free” landscape.
Citations and recognition await the best practitioners among local government units in the 3Rs, closure of dumpsites and use of alternative technologies.
The program is a brainchild of the DENR, Earth Day Network Philippines, National Solid Waste Management Commission, Zero Waste Recycling Movement of the Philippines, Mother Earth Philippines, Couples for Christ, the Philippine Business for the Environment and the Philippine Business for Social Progress. TACLOBAN CITY-The Cristina’s Learn and Earn Program (CLEP) has recently graduated 23 men and women from this city who underwent short training in Food Processing.
Among the new graduates was Brgy. 62-A Chairwoman Cristina Abaigar.
The graduates, majority of them women, marched onstage to receive their Certificates of Completion during the “Recognition Program for Completers” held at the Brgy. 62-A Barangay Hall on Saturday, July 26.
In her message during the program, City Councilor Cristina Gonzales-Romualdez, the project proponent, congratulated the new graduates and urged them to put to good use the cooking and processing skills they have learned.
In the duration of the two-month course, enrollees were taught the basics of preparing tocino, longganisa, embutido, and other processed foods. Also, they were taught how to properly cook Filipino favorites like adobo, menudo, and humba.
“I wish to congratulate all who have completed the course. I’m sure that the knowledge and skills you acquired would be very helpful to you in the future. Maybe you can start a small business using the skills you have learned here,” Councilor Romualdez said.
She added that the City Government and program partners are ready to provide support to the graduates in their future endeavors.
On their part, graduates of the course, who displayed some of the processed foods they have prepared under the course, thanked the city government for giving them the opportunity to learn something worthwhile.
CLEP is a Livelihood Skills Program jointly undertaken by the Office of Councilor Romualdez, Department of Education-Alternative Learning System (DepEd-ALS), and the City Government of Tacloban headed by City Mayor Alfred Romualdez.
The program is meant to equip interested individuals, particularly women and out-of-school youths (OSY) with skills and knowledge they can use to earn extra income for themselves and their families. Interested individuals can enroll in any of the courses offered under the program for free.
To date, more than a thousand Taclobanons have completed skills training under the program.
In addition to Food Processing, the program also offers courses in T-shirt Printing, Dressmaking, Cosmetology, Massage, Reflexology, Baking, and Tailoring (CIO-Jose Rodriguez T. Señase)

Culture Interrupted: The DWU Museum In Retrospect

Twelve years ago, the Eastern Visayas saw the lamented closure of its largest university, the Divine Word University of Tacloban, an institution run by the SVD congregation. With it inevitably came the locking up of the Leyte-Samar Museum and Library, an integral part of the university, a helpful educational tool and an important repository of East Visayan heritage. Attempts to keep it open to the public in spite of the university's closure hit a snag. Budget for personnel and upkeep was simply hard to come by.
Unofficial sources say that today the collection remains intact and in fact could still be viewed albeit by appointment only. Which is good news, if true, for enthusiasts, students and serious researchers of local history and culture alike although nothing can be more ideal than a restoration of its regular or daily accessibility. With no solution in sight, crossing one's fingers appears to be the only alternative for the eventual full reopening of this painstakingly assembled labor of love also known as the DWU Museum.
Birth and Growth
The museum, which would have been 41 years old this year had it continued operating, opened on November 26, 1966 to fill up a cultural vacuum. Fr. Anthony Buchcik, SVD, a German priest assigned at the university's Graduate School had challenged his students to gather artifacts that, if pieced together, would tell the story of their culture. As if mortified that they were more conversant with Longfellow and Shakespeare than local writers or that they knew more about the Taj Mahal or the pyramids than their own past material culture, the students responded with an encouraging initial salvo. One came up with an antique stoneware jar. Several lugged along different old wooden santos to school. Still others presented Chinese ceramic wares, rare traditional household implements like a sandstone water filter, yellowing manuscripts of poems and short stories by vernacular authors and an array of gold thread-embroidered church vestments and vessels. In a few months, the pieces were numerous enough to be exhibited in their entire quaintness and historical richness in a one-room museum.
After the formal opening, more items kept coming in as news of the museum's acceptance of donations spread. A huge hardwood door panel depicting in high relief a purgatory scene was turned over, ushering in the arrival of two wheel bells that further increased the cache of religious items. Wartime artifacts like Gen. Carlos P. Romulo's flare gun, Pres. Sergio Osmeña's leather shoes, a Japanese bayonet and machine gun found their niches in the exhibition room. But the more significant acquisition was a portion of the archaeological finds from the Sohoton caves complex in nearby Basey, Samar. Karl Hutterer, SVD, head of the excavation team that conducted research in that area around 1968 generously donated funerary materials that included a calcified skull and another one with a flattened forehead. Also in that inventory were stone tools (adzes, flake tools), rust-eaten iron blades, personal ornaments made of shell, glass beads and metal, and gold-plated teeth. The whole package was a veritable gold mine of the region's pre-colonial practices. Animistic belief, for instance, was apparent in the phallus-shaped shell pendant worn by women to induce fertility. Personal ornaments and heirloom pieces like large bowls lying side by side with human bones were clues to the widespread custom of having the dead buried with their wealth to ensure comfort beyond the grave. Just how artistic the so-called Pintados (the ancient tattooed inhabitants of Leyte and Samar) appeared was indicated by the abundance of personal ornaments recovered from the diggings: rings, earrings, pendants, bracelets.
Literature Round-up
The gathering of literature about the region for the library section hauled in a slew of rare pieces. Among these were the original manuscripts of local literary luminaries of the '40s and '50s like Iluminado Lucente, Eduardo Makabenta, Francisco Alvarado, Casiano Trinchera, Jaime C. de Veyra and Vicente de Veyra, to name a few. Copies of rare publications were a prize catch: Eco de Samar y Leyte, the Philippine Commission Reports, the Henry Allen Papers and old Waray-Spanish dictionaries. Entrusted to the museum was the voluminous Daniel Z. Romualdez (DZR) memorabilia, a compilation of speeches, correspondence, legal documents, news clippings, photographs, cards and various items about this former Speaker of the House of Representatives from Leyte. One highly valued manuscript was the "Las Islas e Indios de Bisaya…1668" written by Spanish Jesuit missionary Francisco Ignacio Alcina. It is a lengthy and richly detailed description of the local flora, fauna and way of life of pre-Spanish inhabitants of Leyte and Samar supplemented with drawings the author himself made. A typewritten English translation by Cantius Kobak, OFM was donated by the translator himself, a Franciscan missionary who worked for some time at the Christ the King College in Calbayog City, Samar during the '70s.
Fr. Raymund Quetchenbach, SVD, an American, was the second curator of the Leyte-Samar Museum and Library. Growing by leaps and bounds under his care, it was allotted a special place in the main building. Fr. Quetch collected vintage photographs. He also edited the Leyte-Samar Studies journal and other university publications. It was during his stewardship that the DWU Museum Foundation, Inc. was established. Prof. Marlu Vilches took over Fr. Ray's responsibilities and came up with her own accomplishments, including the editing and publication of the book "Readings in Leyte-Samar History." This writer became the next curator in 1979 when Ms. Vilches left. In a year's time, the museum relocated to its new home at the third floor of the VOR Hall, a new building named after the university's first law dean Vicente Orestes Romualdez. Wide, airy and well lighted, the third floor had more than enough space for the office, library, main exhibit hall, temporary exhibit hall, memorabilia section, museum shop and storeroom.
Makeover
After some time, the museum had to take on a different tack. New approaches began ditching the idea of museums as mere repositories or showcases, adopting instead the view of a museum as a living extension and affirmation of a community's culture, identity and memory. Along that more culturally correct line, the DWU Museum underwent a makeover in 1991. Tapped to do the redesign were Bobi Valenzuela, writer and then curator of Hiraya Gallery in Manila and Manny Chaves, graphic designer and then assistant curator of Hiraya. Later, the artist Mario de Rivera lent his fine touch in the arrangement of objects. Several brainstorming sessions later, "Sungdu-an" materialized as a working theme and title. A Waray term that refers to "the meeting point of two rivers," it can as well be the equivalent of the more abstract "confluence." The designers capitalized on the richness of its meaning, design possibilities and its aptness as a metaphor. First, the flat whiteness or usually drab interior of museums was avoided. To breathe color into the DWU Museum, the local banig (mat), which symbolizes folk artistry, cultural resilience and confluence, was extensively used as a design motif. One sees them as timeline markers and wall accents. Utilizing the banig (a local craft that even the chronicler Pigafetta took notice of during Magellan's Homonhon Island landfall in 1521) created a light atmosphere redolent of a Pinoy fiesta. Secondly, several small platforms (painted with the colors of the banig together with the boxes and pedestals) were joined together to form a wide central platform on which the various artifacts were displayed chronologically and in a clockwise direction. Around the platform were the narrative texts. The entire layout allowed for a smooth segue from one historical period to the next and a visual crossover to the opposite side, thus, like the local mat, hinting at the "sungdu-an" or interweaving of historical periods, indigenous elements and foreign influences in the local culture.
Users and Researchers
Many people looking for cultural and historical information about the Eastern Visayas found them at the museum's library. Part of historian Rolly Borrinaga's background info on the "Balangiga Massacre" in Samar was researched in that library, (in the process stumbling upon his potentially controversial hypothesis that the redoubtable Lapu-lapu was possibly a Waray!) Poet-writers Vic Sugbo and Nino de Veyra extensively explored the nooks and crannies of vernacular writing in the works of Lucente, Makabenta and other Waray writers. Marlu Vilches used the Waray riddles collection for her University of Leeds M.A. in Literature thesis, later published in 1981 as "A Collection of Visayan Riddles from Leyte and Samar." Prof. Nenita Tamayo made the museum's collection of Waray proverbs the subject of her master's thesis. Gregg Luangco edited "Waray Literature: An Anthology of Leyte-Samar Writings" and "Kandabao: Essays on Waray Language, Literature, and Culture" both in 1982, two books sourced largely from the library's compilation. Local artists like the Atitipalo Art Group, whose artmaking sought inspirations from local history and culture, thankfully found the museum a rich source of texts and images. Leo Villaflor, known for his tuba paintings, used the file photos of Leyte's past governors for his oil portrait series. When the Pintados Foundation was planning the first Pintados Festival of Tacloban in 1987, the museum library's source materials on the early pintados proved very helpful. Countless other people did research in the museum's library.
Save the Heritage
Today one wonders where those who want to take a glimpse of Leyte-Samar's past (and its connection with the present) or those who need information on East Visayan history and culture go. Sure there are other museums in Leyte and Samar but none compares to the DWU Museum and Library collection's quantity and quality. U.P. College-Tacloban's Leyte-Samar Heritage Center has local literature and traditional implements in its collection. Imelda's expensive objet d'art are what the Sto. Niño Shrine and Heritage Museum in Tacloban keeps (or shows off). The Zaldivar Museum in Albuera town in Leyte is a family collection of heirlooms, travel souvenirs, antiques, ceramic wares and curiosities. In Calbayog City, Samar, the Christ the King College Museum has archaeological pieces, church articles, ceramic wares and various items from Samar but doesn’t have a library section that made the DWU Museum truly informational. Biliran town in the island province of Biliran is just starting a museum with a few artifacts gathered so far.
It's bad enough that people of Leyte, Samar and Biliran can't have ready access to their own heritage. Allowing that same heritage to deteriorate would be even worse. No one knows if the DWU Museum collection, since its closure in 1995, has been cleaned up or checked for damages or given preservation treatment. If not, then the materials are in danger of disintegrating due to intrinsic and extrinsic factors and eventually lost. It is high time that concerned individuals, cultural organizations, academic institutions, the provincial and city governments and government agencies in the region join hands and take action. Among the things they can work on are the museum's possible reopening to the public, making a digital version for easier access, having the status of the collection examined and even moving the collection to a better location. They can coordinate with the SVD congregation that legally still owns the collection.
It's the people though who are the real stakeholders. If the Waray people wake up one day and find their heritage missing, they will have no one to blame but themselves.

Tacloban conducts ASEAN Division Quiz Bee
Tacloban City (July 29) -- The Tacloban City Division is conducting the Tacloban City Division Quiz Bee today, beginning 9:00 a.m., at the City Division Office in front of RTR Plaza.
The said activity is an undertaking of the Tacloban City Division of the Department of Education, in partnership with the Philippine Information Agency Region 8 and the Tacloban Consular Office of the Department of Foreign Affairs is set to conduct the Tacloban City Division ASEAN Quiz Bee.
The winner of the Tacloban City Division will represent the Division in the Regional ASEAN Quiz Bee which will in turn determine the representative of Eastern Visayas to the National ASEAN Quiz Bee, said Mrs. Lourdes R. Peque, the chairperson of the Technical Working Committee of the City Division.
The activity will be participated by the various secondary schools in the Tacloban City Division, Ms. Peque disclosed.
Ms. Peque said that the coverage, the snacks, the trophies, medals and cash prizes for the City Division Quiz Bee have been shouldered by the Philippine Information Agency Region 8 through Regional Director Olive P. Tiu while the tarpaulin backdrop was shouldered by the DFA Tacloban Consular Office led by Regional Director Yolanda S. Ofiana.
The Tacloban Division ASEAN Quiz Bee is a preparatory activity towards the holding of the 4th ASEAN Quiz Bee which will be conducted by the National Broadcasting Network in partnership with the Department of Education, Department of Foreign Affairs, Office of the Press Secretary and the Philippine Information Agency on November 18- 22, 2009.
The ASEAN Quiz is a bi-annual project of the ASEAN Committee on Culture and Information (COCI) that aims to foster the spirit of healthy competition among ASEAN youth in a friendly quiz game that exposes them to ASEAN cultural, political, economic and social information.
The competition is open to all 4th year high school students from public or private schools, who are proficient in English and with above average grade in Social Studies in the last semester.
The ASEAN Quiz Regional Level is participated by the ten ASEAN member countries. The ASEAN Regional Quiz Bee has been held in Thailand, Brunnei Darussalam and Malaysia.
Before the conduct of the ASEAN Quiz Bee Regional Level (inter ASEAN), a National Level Competition is conducted in the ten member countries. Again, before the national level competition is conducted, division levels and regional levels are conducted.
The winners in the regional level quiz will represent each Region in the ASEAN Quiz National Level on September 10-13, 2009, in Quezon City.
The top three winners in the national level will have a chance to compete with the participants from the ten (10) ASEAN member countries in the 4th ASEAN Quiz to be hosted by the Philippines. (PIA 8)

Eversince may ada talaga plano an SM mag tindog hin mall ha Tacloban...Lahat ng future SM malls nila, operation na..what happened to SM Tacloban? Talagang due to political or economical reasons?
Sana di tayo pagtawanan ng mga taga SM about our speculations on their plans to build one mall here in Tacloban...They should have a better reason why its delayed or talagang itutuloy nila. But I am sure they are observing the performance of Robinsons Place Tacloban.^^

TACLOBAN CITY— A LOCAL DEVELOPER will start soon its P100-million subdivision project here, which will be financed by the Home Development Mutual Fund (Pag-Ibig).
Flordeliz B. Menzon, Pag-Ibig regional manager for Eastern Visayas, said recently that the project, which would be called Pag-ibig City, would be the third to be developed by Peerless Cooperative using Pag-Ibig funds.
Located in Barangay Bagacay, about 12 km from the Tacloban city proper, Pag-Ibig City would have 746 housing units.
Menzon said that Pag-Ibig Fund has set aside P120 million for the region this year for loans under its subdivision or institutional development program.
This is double the P60 million that the Pag-Ibig allotted last year for subdivision development in the region.
Rengie Villablanca, chief of the housing loan division of Pag-Ibig in Eastern Visayas, said he expected the developer to finish about 80 percent of the housing units by the end of this year.
Aside from the Peerless Cooperative projects, Pag-Ibig also provided funding for ongoing subdivision projects, such as the VGA subdivision and the Catbalogan Executive Heights in Catbalogan, Samar and the Regina Heights and Villa Rita Subdivision in Tacloban City.
Villablanca said some local government units have also availed themselves of the Pag-Ibig developmental loans.
Projects include the First Basey Housing Project in Basey, Samar, and the subdivision project of the provincial government in Catarman, Northern Samar

Kay it Pag-ibig fund pang masa man it kini cater, just like their newest project in Manlurip, San Jose an Villa Rita. Though it looks good but the lot area o house area is small, daw townhouse ang dating nya. An makuri la ngada ha Villa Rita nawawarayan hin tubig. Do hope this new subdivision will have good amenities and facilities as well as enough water supply. One of the major strategic value (after all) that the allies accomplished was the annihilation of the Japanese Navy who tried to ambush the Leyte Landings — in probably the greatest Naval battle of all time — the Battle of Leyte Gulf.
With the memorial(and the original Leyte Landing Photo), is then president Sergio Osmena(Quezon’s vice president, became president when Quezon died in the US), and Carlos Romulo, the rest are their and MacArthur’s staff.
Even before I was in grade school, I’ve been seeing photos of the landings. From books, and stories of my grandfather who was a USAFFE lieutenant and a guerilla. Finally, I am now standing at Red Beach to see this memorial.

WHAT TO DO IN LEYTE…
• First, have a taste of the famous Ormoc pineapples. They are small and extremely sweet. You should also grab a bite of their cassava cake- great for dessert. You can find both almost anywhere in the city. Then proceed to Lake Danao which is pretty near. You will see a violin-shaped lake that is a couple thousand feet above sea level. Very nice and quiet place to go in Ormoc.
• Then you move on to Tacloban and sample their moron, it is made of sticky rice with chocolate, and wrapped in banana leaves.
• Once you have had your share of the local delicacies, let us move on to the places to see in Leyte. Start with the Leyte Landing at the Red Beach, where General Douglas MacArthur arrived to free the people during World War II.
• Next, check out the San Juanico Bridge, which is known to be the longest bridge in the country, offering picturesque view of nearby islets and sparkling waters. The San Juanice Bridge connects Leyte to Samar, crossing the San Juanico Strait, and is about 7,200+ feet in length.
• Then, go to the Sto. Niño Shrine and Heritage Museum, which was originally built for the Marcoses, filled with religious paintings, a huge ballroom and designs made by no-less than the Philippine National Artist himself, Fernando Amorsolo.
• You can also go caving in Tacloban at the Jiabong and Gubingo caves. They are about an hour and a half’s drive from the city.
• Moreover, you can do kayaking, simply by renting a kayak and enjoy a fun adventure under the San Juanico Bridge.
• If you love surfing, one of the best surfing destinations in the country is here. Just drive 3 hours to Calicoan where you will be greeted with gigantic waves. The coast is fronting the Pacific Ocean.

Leyte consumer prices drop from March-June 2009 levels

Tacloban City (July 30) -- The Prices of goods and services in the province of Leyte registered a significant drop since March 2009 according to report from the Leyte Provincial Statistics Office through its provincial statistics officer, Wilma A. Perante.
Perante informed that the biggest drop was noted from March to April by 3.4 percentage points and followed by a 1.7 percentage points from May to June 2009. The 11 percent year-on-year rate of price change in May 2009 had considerably dwindled to 9.3 percent for the month-in-review which means that increase in prices of goods and services was slower in June 2009 compared to that of the previous month, Perante further informed.
The statistics officer revealed also that the decline on the inflation rate of the major commodity groups accounted the significant decrease of the inflation rate in the province of Leyte in June 2009. These commodity groups include fuel, light and water which dropped by 3.7 percentage points, services by 2.2 percentage points, and food by 1.9 percentage points.
On the other hand, a slight increment of 0.5 percentage point was observed on the month-on-month price change in the province due to considerable increase of the month-on-month price change of services by 3.4 percentage points and on housing and repairs by 1.2 percentage points, Perante disclosed.
On the purchasing power of the peso (PPP), a one-centavo fall was noted from May to June 2009, posting the province PPP at 61 centavos for the month in review, Perante further disclosed.
Inflation Rate (IR) is the general rise of prices over a specified period of time. It indicates how fast or how slow price changes over two-time periods. Contrary to common knowledge, low inflation does not necessarily mean that prices are falling; rather, it means that prices continue to increase at a slower rate. On the other hand, Purchasing Power of Peso (PPP) is a measure of how much the peso in the base period is worth in another period. It gives us an indication on the real value of the peso in a given period relative to the peso value in the base period. (PIA-8)

Leyte kicks off preparations for 65th anniversary of Leyte Gulf Landings
Tacloban City (July 30) -- The Provincial Government of Leyte under the leadership of Governor Carlos Jericho L. Petilla, has started the preparations for the 65th anniversary of the Leyte Gulf Landings which is celebrated every October 20.
As such Governor Petilla has created through Executive Order No. 09-016, series of 2009 and issued on July 17, 2009, the Provincial Executive Committee that will take charge of the preparations for the 65th Anniversary of the Leyte Gulf Landings.
On July 30, the Provincial Executive Committee met in order to discuss the various committees' work plan and proposed budget.
Governor Petilla said that as in the past, this year's commemoration will be simple in deference to the austerity call of the national government, without losing the significance of the historic event not only for the nation but for the whole world as well.
By virtue of Presidential Proclamation No. 653, the provincial government of Leyte is directed to commemorate this significant event related to the liberation of the Philippines during World War II.
The Executive Committee is composed of Gov. Petilla as chairman and Vice Gov. Mimyet Bagulaya, Provincial Administrator Vincent Emnas and Commanding Officer of the 8th Infantry Division, Major General Arthur Tabaquero as members.
Also included as members are the mayors of the local government units involved during the Leyte Gulf Landings: Tacloban City Mayor Alfredo T. Romualdez Sr., Palo Mayor Teodoro Sevilla, Tolosa Mayor Hilario Caadan and Dulag Mayor Boy Sia Que.
The Technical Working Group is composed of Mr. Antonio Cinco Jr. and other chairpersons of the various committees. These committees are expected to come up with their work plans and proposed budget in order to have well coordinated and significant commemorative activities.
The Battle of Leyte Gulf, also known as the "Second Battle of the Philippine Sea", was the largest naval battle in modern history.
The Allies commenced the invasion of Leyte in order to cut off Japan from her South East Asia colonies and hamper the source of crucial oil supplies for the Imperial Japanese Navy.
The battle was the last major naval engagement of World War II; the Imperial Japanese Navy never again sailed to battle in such large force, being deprived of their fuel, returning to Japan to sit inactive for the remainder of the war.
The Leyte Gulf Landings marked the end of the hostilities of World War II and heralded the Liberation of the Philippines. (PIA 8)

WALES, United Kingdom—Don Eliseo Lucero-Prisno III, a Filipino medical doctor based in Cardiff University here, won back-to-back awards from two different international health conferences in recognition of his research work on the health of seafarers.
Prisno, a Nippon Foundation Fellow at the Seafarers International Research Centre where he conducts studies on the health of the workers of the maritime industry, was judged to have the best studies submitted to the 11th Conference of International Society of Travel Medicine (ISTM) held in Budapest, Hungary on May 24 to 28.
He received an award amounting to $3,000, including a travel grant. He submitted two studies entitled, “International seafarers as patients: towards a model of an effective global health system” and “Global seafarers: why risky to STIs and HIV when they work and travel.”
According to the head of the jurors, Dr Assunta Uffer-Marcolongo of Canada, “it was interesting to note that not only one but both studies came out receiving the top scores out of many studies submitted and judged.”
ISTM President Frank von Sonnenburg of Germany congratulated the awardee.
The week after, Prisno received medals for the studies he presented at the First International Congress of Maritime, Tropical and Hyperbaric Medicine at Gdynia, Poland on June 4 to 6.
His paper presentations were “An analysis of the AIDS epidemic in the maritime industry” and “The anatomy of stress: the Filipino seafarer and his work.” The latter study was conducted together with Nerissa Espiritu and Eva Lopez of the National Maritime Polytechnic of the Philippines. This government-funded study is based on a survey of 3,000 Filipino seafarers. The conference was held to commemorate the 70th anniversary of the Interfaculty Institute of Maritime and Tropical Medicine in Gdynia of the Medical University of Gdansk.
Dr Bogdan Jaremin, director of the Institute handed the medals. He also received a travel grant to attend the said congress.
Prisno believes that the health and welfare of seafarers should be analyzed so that appropriate policies may be formulated for Filipino seafarers, who altogether constitute a third of the world’s market.
He finds it quite unusual that the World Health Organization has designated Collaborating Centres for the Health of Seafarers to institutions in Poland, Ukraine, Germany, and Denmark, when these countries do not have a lot of seafarers.
He proposes that the Philippines establish such a research centre which would study the health and welfare of the Filipino migrants as they leave the country, as they work abroad, and as they return.
Upon finishing his PhD, Prisno wants to go back to the Philippines and continue conducting studies in the area of health and development especially of Filipino migrant workers.
In 2005 he won the World Science Forum research competition in Budapest, Hungary and in 2008 he received the British Council’s Shine International Student Award in the UK.

FYI: National Maritime Polytechnic of the Philippines is situated in Brgy. Cabalawan, Tacloban City near San Juanico Bridge and just off the shores of San Juanico Strait. The only maritime school in the region and it offers review classes for those Seamans who want to upgrade their license.

P500-million multi-fuel plant to rise in Leyte

PALO, LEYTE -- Biogas technology developer Philippine Bio Sciences Co., Inc. (PhilBIO) is investing P500 million over the next 18 months to build the first multi-fuel power plant in Leyte.
The facility, which will produce five megawatts (MW), aims to supply the power requirement of Leyte-based Uytingkoc Development Corp., which runs an ice plant, rice mill, restaurant, hotel, shopping center, and a convention center.
Uytingkoc is investing P50 million through hosting the facility, supplying feed stocks, and putting up power lines to their establishments.
Excess power will be sold to the community, PhilBIO chief operating officer Alberto Pascua said in an interview.
Mr. Pascua said they will use rice husks, coconut shells and coconut husks to fuel the plant.
To fuel a 5-MW plant, close to 400 tons of waste from coconut and rice harvests are needed each day, he added.
"This is a big investment, but this will benefit many people since this will reduce emission of green-house gases and provide cheaper source of power," Mr. Pascua told reporters during groundbreaking ceremonies for the new plant on Wednesday afternoon.
The facility will be built within the premises of Asia Ice Plant and Asia Rice Mill in this town. Both are owned by Uytingkoc.
"We were convinced of the benefits when they introduced the environment-friendly project to us. This ushers the entry of renewable energy in Leyte. We are willing to share the excess non-hazardous power to the community," said Uytingkoc President Go Tic Ching.
All the businesses managed by the Uytingkoc in this town and in Tacloban City consume a total of 2.3 MW, which is sourced from the Leyte Geothermal Power Plant.
Aside from the ice plant and rice mill, Uytingkoc owns and operates Astramart, Leyte Asia Trading, Asia Convention Center, Cindy's Restaurant, Asia Stars Hotel, and a real estate business.
The Leyte project of PhilBIO is the first plant that will tap various wastes from rice and coconut farms to produce renewable energy.
"Initially, we will operate at 2.5 MW for the first few months and will go for 5 MW in its full operation. We will conduct feed analysis to make sure that our expansion will be sustainable," Mr. Pascua said.
Leticia Garcia, head of PhilBIO's new business development group, said the project costs P100 million per MW.
It will be constructed under a build-operate-transfer agreement with Uytingkoc, which will own the plant after 15 years.
Ms. Garcia added that they were studying applicable technologies from Japan, China, Europe and America for the plant's operations.
"For this project, we are considering the high-end technologies since this is the first renewable energy project in Leyte. We are testing the quality of water and soil to find out the kind of technology that we will be using," she added.

Located on the western coast and facing Basey on Samar Island, Tacloban, lso called Cancabatoc and Casiromlan although presently Leyte’s capital, was for many centuries a visita of Palo.
In 1596, The Jesuits founded Tacloban as a satellite of Basey and a visita of Palo. Its foundation as a town is uncertain. Tantuico (107) gives the date 1669 while Braganza (table 5) gives 1770, although he interprets it the date for the erection of the parish, under the advocacy of the Sto. Niño.
In 1768, Palo was ceded to the Augustinians.
In 1774, 15 October, The casa real and prison were constructed; and the capital of Leyte transferred from Carigara to Tacloban.
In 1804, According to Redondo the oldest parochial records as of 1884 date to this year.
On 31 May 1824, Leyte’s capital was returned to Carigara. But on 26 Februrary 1830, Tacloban was constituted capital again.
That year, Fray de la Fuente remodeled the church.
Heritage sites:
Church—Because of the Leyteños’ fervent devotion to the Sto. Niño, the church has been enlarged and renovated so often that it is no longer possible to make out what traces back to de la Fuente’s time. Delicate neogothic retablos decorate the sides of the church, however, their dates are uncertain. Neogothic styles were used in Philippine churches as a late as the 1930s. The ivory image of the town patron is certainly from colonial times.
Tacloban still celebrates the memory that it was once a visita of Basey. Before the annual feast of the Sto. Niño, celebrated in January, the ivory image is brought to the town of Basey. Then on the feast day, it is brought by a fluvial procession, lead by Basey’s town mayor, to a special dock near the Tacloban church from which the image is transported to its altar. The people of Basey are warmly welcomed for the feast.

P500-million multi-fuel plant to rise in Leyte

PALO, LEYTE -- Biogas technology developer Philippine Bio Sciences Co., Inc. (PhilBIO) is investing P500 million over the next 18 months to build the first multi-fuel power plant in Leyte.
The facility, which will produce five megawatts (MW), aims to supply the power requirement of Leyte-based Uytingkoc Development Corp., which runs an ice plant, rice mill, restaurant, hotel, shopping center, and a convention center.
Uytingkoc is investing P50 million through hosting the facility, supplying feed stocks, and putting up power lines to their establishments.
Excess power will be sold to the community, PhilBIO chief operating officer Alberto Pascua said in an interview.
Mr. Pascua said they will use rice husks, coconut shells and coconut husks to fuel the plant.
To fuel a 5-MW plant, close to 400 tons of waste from coconut and rice harvests are needed each day, he added.
"This is a big investment, but this will benefit many people since this will reduce emission of green-house gases and provide cheaper source of power," Mr. Pascua told reporters during groundbreaking ceremonies for the new plant on Wednesday afternoon.
The facility will be built within the premises of Asia Ice Plant and Asia Rice Mill in this town. Both are owned by Uytingkoc.
"We were convinced of the benefits when they introduced the environment-friendly project to us. This ushers the entry of renewable energy in Leyte. We are willing to share the excess non-hazardous power to the community," said Uytingkoc President Go Tic Ching.
All the businesses managed by the Uytingkoc in this town and in Tacloban City consume a total of 2.3 MW, which is sourced from the Leyte Geothermal Power Plant.
Aside from the ice plant and rice mill, Uytingkoc owns and operates Astramart, Leyte Asia Trading, Asia Convention Center, Cindy's Restaurant, Asia Stars Hotel, and a real estate business.
The Leyte project of PhilBIO is the first plant that will tap various wastes from rice and coconut farms to produce renewable energy.
"Initially, we will operate at 2.5 MW for the first few months and will go for 5 MW in its full operation. We will conduct feed analysis to make sure that our expansion will be sustainable," Mr. Pascua said.
Leticia Garcia, head of PhilBIO's new business development group, said the project costs P100 million per MW.
It will be constructed under a build-operate-transfer agreement with Uytingkoc, which will own the plant after 15 years.
Ms. Garcia added that they were studying applicable technologies from Japan, China, Europe and America for the plant's operations.
"For this project, we are considering the high-end technologies since this is the first renewable energy project in Leyte. We are testing the quality of water and soil to find out the kind of technology that we will be using," she added.
