Hopefully matuloy na next Saturday. :lol: Marami sa Diit and U/C's. Gusto ko rin makita yung mga Vegetable farms dun. :D

BTW I watched ABC-5 kanina. The Regional Wildlife Rescue Center (Tacloban Mini-Zoo) will occupy 200 hectares of land in Brgy. Salvacion.

Irish travel writer include Leyte, Samar in television series show (http://leytesamardaily.com)

TACLOBAN CITY - Tourism sites and livelihood activities in Leyte and Samar will be part in the premier of the television series By Any Means which will be shown in National Geographic Channel featuring the travel of English actor Charley Boorman.

Boorman, who is also an adventurer and travel writer, changed the original plan of the television series to find way to visit some sites in Eastern Visayas last month as part of completing the journey using hundreds of modes of transport worldwide and “only travelling by plane when absolutely necessary.”

“They were really interested to include Leyte and Samar knowing that we have unique mode of transportation and livelihood activities here,” said Bing Norbert Lumbre, operation officer of the Department of Tourism regional office who accompanied the group.

Lumbre said that for three days Boorman got involved while shooting bolo making in Carigara, Leyte; MacArthur Landing Memorial Park in Palo, Leyte; San Juanico Bridge; mat weaving in Basey, Samar; and a junkshop in Calbayog City.

The process of making bolo in Carigara town, which uses melting device, has drawn attention of many visitors in Leyte.

“They went to different places through local mode of transportation like riding spider cab, dilapidated cargo and delivery trucks, tricycle, and pedicabs. The group enjoyed travelling here in our region,” he said in an interview.

According to Wikipedia, the online encyclopedia, Boorman travelled the world using various different forms of transport, accompanied only by producer, Russ Malkin, and cameraman Paul Mungeam.

The television series will be out in National Geographic between September and October this year. The program was created by Boorman late 2007 with BBC as its original channel.

On 12 April 2008, Boorman started By Any Means, which has taken Boorman all around the world starting in his home town in County Wicklow, Ireland and ending in Sydney, Australia.

Meanwhile, early last month, The Filipino Channel (TFC) of ABS-CBN also shoot for one week some historical sites in Leyte province, tattooing, handicrafts making, native delicacies. The group also featured “international achievers” that hails from Leyte such as skim boarders in Tanauan, Leyte and the Leyte Kalipayan Dance Group.

The TFC updates Filipinos abroad with events happening in the Philippines. The channel is a 24-hour Tagalog-Language premium programming service in North America.

RTC sets hearing of petition by Pheschem versus local gov't of Palompon, Leyte

TACLOBAN CITY - A regional trial court set for a hearing on the petition filed by the Pheschem Industrial Corporation against officials of the municipal government of Palompon, Leyte.

The Pheschem Industrial Corp. sought before the RTC- Branch 17, presided by Judge Rogelio Joboco, for a temporary restraining order and injunction, among others, against local officials of Palompon on what they claimed to be “harassment” for their collective action against their company.

The Pheschem Industrial Corp. is engaged in the manufacture of industrial chemicals such as hydrated lime. It’s been in operations in Palompon town since 1985 employing thousands of people in the process.

The court, in its 15-page resolution issued last July 22, said that the Aug. 6 hearing would determine if there’s a valid ground for the issuance of a permanent injuction and damages as demanded by the Pheschem Industrial Corporation.

The respondents on this case filed by the Pheschem Industrial Corp. include Palompon Mayor Eulogio Tupa, Vice Mayor Lloyd Surigao, members of the Sangguniang Bayan and Eddie Longconaya, barangay chairman of Liberty.

It is in Barangay Liberty where the quarry operations of the Pheschem is located.

Based on the facts of the case, Mayor Tupa issued a cease and desist order on July 14, 2008 for the Pheschem Industrial Corp. from its quarry operations. This move of the town mayor got the support of the members of the town council, presided by Vice Mayor Surigao, as it passed a resolution calling for the cancellation of the business permit of the said company for alleged violations and non-compliance of needed documents.

Judge Joboco, meantime, directed the town environment and natural resources officer, Herville Pajaron, who is also among the respondents, to cause for the immediate release of the two dump trucks of the Pheschem which it ceased.

Also, the barangay chairman of Liberty, Longconaya, was directed by the court to dismantle a road blockade he instituted in their village to allow easy passage of the company’s dump trucks.

This issue involving the Pheschem Industrial Corp. and the local officials of Palompon has reached the office of Governor Carlos Jericho “Icot” Petilla and the Sangguniang Panlalawigan.

The Pheschem Industrial Corp. whose main offices are located in Quezon City, has accused local officials of Palompon of harassment and misconduct in office due to what they alleged to be unfair and baseless accusation against their company which has already resulted to “millions of pesos” of losses.

The Festival

The Scoop

Town of Abuyog

Second largest town in the province of Leyte, Abuyog is also a second-class municipality. Lying between two great rivers of Cadac-an and Bito, it is geographically resting along ornamental borders of the Pacific Ocean.
Aspiring tourist attraction in the town of Abuyog, Leyte is exploration diving in the beautiful coral gardens and lagoons in the beaches.

Humorous how townsfolks of Abuyog tell intrigued people of how the town of Abuyog got its name. It is said that when Spaniards came asking natives what the name of the place was, they mistakenly thought the Spaniards were asking about the bees swarming nearby, replying “ah..buyog”.

Mass for Cory held


TACLOBAN CITY -A healing mass for ailing former President Corazon “Cory” Aquino was held at the Santo Niño Church this city yesterday noon.

The healing mass, attended by students from various Catholic schools and some city officials, was their way of seeking Divine Intervention for the former leader, Billy Roseño of the Friends of Cory-Tacloban chapter, said.

It was the group of Roseño which initiated the healing mass officiated by Msgr. Benjamin Bacierra, parish priest of the Santo Niño Church and vicar general of the Palo archdiocese.

In his homily, Msgr. Bacierra asked the faithful to offer prayers to the Ms. Aquino who is suffering from a terminal ailment.

Bacierra said that Ms. Aquino has done a lot for the country and her people while she was a President.

“We’re asking God that she be able to see the strength; increase her hope and faith in the Lord (as she battles her ailment),” he said.

Bacierra said that he hope that the healing mass that is offered by various groups and sectors for the recovery of the former President may lead not only for the restoration of her good health but also pave the way for the country be united “broken by selfishness.”

Bacierra said that while the former President is obviously in pain, she remains to be an example of strength and courage as she battles her ailment.

The former President, who served the country from 1986 until 1992, is battling colon cancer and is now confined at the Makati Medical Center.

Her son, Senator Benigno “Nonoy” Aquino III admitted that the cancer cells of his mother have now spread up to her liver.

Query lang,how's the scene at the Clearance sale at the RPT ba? I hope it wouldnt lead to something "disastrous."

Cz when I went shopping for some clothes at the department store,I noticed that almost all of the doorknobs at the fitting room where casted with packaged tape. I asked the sales attendant why are these so and he told me na nagkaguguba adto during han opening kay mayda iba na mga customers nga diri magaram gumamit man la hin purtohan. :ohno::ohno::ohno:

My observations and recommendations:

* the lobbies are wide but I could see some dirt on parts of the floor (I was wondering diin adto tikang since there diri man gad kita ada anay matabok hin ricefield before makasulod hit mall diva?) but then again,there were active janitors doing their thing so ok lang. (but mas better talaga waray hugaw it salog)

* hope some more giant retail stores will open shop like Apple or Lacoste (char,kaambisyosa.hehe)

* Security should be on full alert at all times at the back parking lot especially at night. Though Ive seen roving guards but they were just stationed at one place and were chatting, out of boredom cguro. kay makuri na,kun tikang ka ha sulod tapos makadto kana hit im Jaguar (1948 edition) tapos plengg may holdaper pala.mamingaw pa naman it dida.

* I like the supermarket. The only supermarket that is organized in the city (i think.)

^^ok lang yung first day...ha dept store naka disappoint la kay ak mga nakikita na discount tag 10% la...mga kurtina la an tag 50%...security-wise ok naman though may mga tawo la ghap nga nag iisog nga gin kapkapan hira...sa dirt naman at least now kada kiosk nag limpyo na hira...

As every maritime nation is aware, the implementation of the Standards of Training Certification and Watchkeeping 1978, as amended in 1995, obligates each maritime member country to conform and comply with the standards and regulations embodied in the code. One of the areas where the code has set stringent standards is the maritime training and education system of each country. This system should be the source or supply of competent seafarers—seafarers that meet world standards.

The amended STCW Code of 1995 places much emphasis upon the use of simulation in education and training. Simulators are being used in the conduct of training and assessment in maritime training institutions and education

systems. They have been proven to be effective tools or aids in the learning process and for technology transfer. More so, with the advent of technological advances in the shipping environment, it becomes vital that simulation be adopted as a primary technique in the training of future seafarers, particularly merchant marine officers.

In the late 1970s, the Philippines government saw the need for this type of maritime training and education, and facilitated the establishment of a modern training centre for seafarers. Thus, the birth in May 1978 of the National Maritime Polytechnic (NMP) in Tacloban City, Leyte, lo-cated in the eastern central part of the country. Through the Technical Cooperation Program with the Government of Japan through the Japan International Cooperation Agency (JICA), the latest models of simulators and other training equipment were donated to the centre for the conduct of upgrading courses in deck, engine and specialised areas as well as in basic safety.

Twenty-one years from then, NMP is still the premier maritime upgrading training centre in the country. In 1999, a total of 9923 training certificates were issued in various levels of courses to seafarers, both officers and ratings. Despite the presence of private training centres, NMP dominates the field with 30 modular course offerings, 10 of which are simulator-based, while the rest use actual equipment.

Within the first decade of the new millenium, the training centre will expand its curricular offerings, as well as add a new branch centre in the Luzon area, in Cavite. This expansion plan will provide greater access to subsidised government training programmes for many seafarers in the Luzon area. Funding for the expansion programme will also come from a soft loan from the Japanese government through the Japan Bank for International Cooperation. This is part of the Polytechnic’s thrust in the next two to five years to upgrade the training facilities in Leyte and extend training services to Luzon. Included, of course, is the continued conduct and more training programmes for Filipino seafarers, and the implementation of industry-related and technology researches and studies, which are the two primary objectives of the Polytechnic. In the pursuit of quality training and support services, the Polytechnic will likewise continue to enhance the knowledge and skills of maritime trainers and assessors through the implementation of the IMO Model Courses 6.09 (Training Course for Instructors) and 3.123 (Training of Assessors).

With the global concern for the participation of women in development efforts, the Polytechnic includes in its thrusts to address the training needs of women in the maritime sector and to continue the implementation of Gender and Development (GAD) programmes integrated into other NMP programmes and projects. The development of industry-driven training programmes for domestic fleet crew of passenger vessels will also be considered in the five-year plan of the Polytechnic in the new millenium. Moreover, the corporate application of information technology and enhanced access to the information superhighway via the Internet will be given impetus early in 2000.

These and other corollary objectives and programmes will propel the path and directions of the National Maritime Polytechnic in the next millenium as the leading institution in terms of maritime training and education. Icot mulls creation of Leyte grid to reduce power rates

TACLOBAN CITY – Leyte Governor Carlos Jericho Petilla said there is a study presently being made on the possibility of having an exclusive Leyte Grid for the province’s power supply.

This, the governor said amid continuous call to lower power rates in Leyte province and even neighboring provinces within the Eastern Visayas region considering that the biggest electricity source is located here in Leyte.

“As of now it is just a plan while a study is being made if this idea is possible and if it could proved viable,” Gov. Petilla said in an interview with the local media.

He said, with Leyte locked with the Visayas grid, expenses for power supplied to other regions are also passed on to local power consumers.

“We would only then be paying for our own generation charges, our own transmission charges and not carry the burden for costs of transmission to other regions,” the governor said.

That is why, he added, the province together with big company locators in Leyte pleaded with the Energy Regulatory Commission to provide the province with a preferential rate since the source of power is located here.

Instituting an exclusive Leyte Grid, the governor disclosed, may prove even more beneficial to local power consumers in the long run.

“However, this is a long-term plan which still many aspects to be studied. In case, it would prove viable, we can then set a time frame for its institutionalization,” Gov. Petilla said.

The 107,625-hectare Leyte Geothermal Production Field (LGPF), which straddles Ormoc and Kananga, generates 708 megawatts to supply the power needs of Visayas and Luzon.

Among its facilities are the 231-MW Malitbog plant and the 130-MW Upper Mahiao plant, both in Kananga, and the 180-MW Mahanagdong A & B plants in Ormoc.

Earlier, the governor together with officials of the Philippine Associated Smelting and Refining Corporation and Philippine Phosphate Corporation personally appealed to ERC Chair Zenaida Ducut to provide the province a preferential rate and be spared from the power rate hike being sought for by the National Power Corporation.

These two big businesses located in Leyte expressed fear of mass lay-offs, and much worse, closure, if power rates in the province would continue to increase, saying they would not be able to sustain millions more for their power bills.

A Serene San Juanico Bridge Run: “I Shall Return!”

Tacloban City, Leyte is fast becoming one of the highly urbanized cities in the Philippine Islands. I call this city a ‘Gateway City’.

The first team of Spaniards led by Ferdinand Magellan in 1521 came to Rajah Kolambu in Limasawa Island, Southern Leyte. The start of the 377 years of colonization of the Philippines.

The San Juanico Bridge is very significant because it connected these two islands, Samar and Leyte, the first to be named, Las Islas Filipinas (after King Philip II of Spain) by Ruy Lopez de Villalobos in 1543. The name would later be given to the entire archipelago.

And of course, the fulfillment of the promise made by General Douglas McArthur during the World War II, “I shall return!” happened here.


In preparation for the Grand opening of the Robinsons mall in the city (June 11, 2009), Mayor Alfred Romualdez and his wife Kristina had a dinner, a night before the opening, with the Gokongweis' (one of the five brothers and his wife, Lance, Frederick, Robina and company) plus the Former mayor Bejo Romualdez, his dad. Alfred thought of inviting me as well since I was in town. It was an interesting dinner.

Early the next morning, one the mayor’s drivers accompanied me up to the foot of the famous San Juanico Bridge. From there, I run in a cool, wet, a bit drizzling, overlooking the sea, the islands, a lone fisherman on a boat. While running, I greeted the man on the bangka, and he waved back. The bridge is about 2.16 kilometers. So I crossed it four times.

This run was the most serene run I had ever experience. Amazingly beautiful.

I have nothing to say but “I Shall Return!”

the biggest elementary public school in tacloban city is san jose central school in san jose properwith 2 sattelite schools located at manlurip san jose and fishermens village san jose and the biggest public high school in tacloban and in region 8 is the leyte national high shool:)

Cory's death mourned by the people of E. Visayas


TACLOBAN CITY — The death of former President Corazon “Cory” Aquino was widely mourned in Eastern Visayas.

For ordinary persons like Lolita Ditchon, 72, the passing away of the country’s first lady President was so huge that she could not help but cry.

“The first time I heard the sad news over the radio, I could not help but cry. It was such a huge loss not only to her family but to the entire nation. She has done so much for our country,” Ditchon, who recalled seeing the former President during a political rally during the 1986 presidential campaign.

She said that it was the only time Aquino visited this city, known to be a “Marcos country.”

The premises of the Santo Nino Church were festooned with ribbons in yellow, the color associated with the former leader.

For Northern Samar Governor Raul Daza, Aquino’s passing away would not mean that the Filipino nation would forget her contributions.

“Cory led the Filipinos to recover our democracy through a peaceful revolution which later inspired other nations,” Daza, who is the only opposition governor in Eastern Visayas, said.

Daza was named by the former President as a commissioner of the Presidential Commission on Good Government in 1986. The provincial board of Northern Samar had earlier filed a resolution for the speedy recovery of the former leader.

The former President died Saturday at 3:18 a.m. due to cancer of the colon. Aquino, 76, was the country’s President from 1986 up to 1992. She was hailed as an international icon for democracy.

She was swept to the presidency after the peaceful People Power I revolution. The historic event ended the administration of Ferdinand Marcos who held power for 20 years.

FM stations in the city played one of the songs that reverberated during the 1986 EDSA People Power I “Magkaisa” by Verna Lisa. “It’s our humble way of giving tribute to her,” Larry Brown, disc jockey of Star FM said.

Veteran radio broadcaster Francesca “Ate Babes” Custodio said that Cory should be credited for bringing back democracy in the country.

“I just hope she did not die in vain,” she said. “I believe the entire nation is in deep sorrow for her loss,” she said. Their radio station, DyVL, was known to be one of the critics of the Marcoses for its suppression of press freedom.

Journalist Carolina Montilla wore a yellow ribbon as her way of extending her condolences to the family of the late President. “She gave so much to us, including our freedom,” Montilla, who was among the journalists who went into exile during the Marcos dictatorship, said.

Father Amadeo Alvero, spokesperson of the Palo archdiocese, said that Archbishop Jose Palma together with all the priests and religious of the archdiocese expressed their deepest sympathies and condolences to the bereaved family of the former President.

“We will surely remember her in our prayers. May the Good Lord reward her of countless works and sacrifices for the Filipino people. Her passing away is surely a great loss to us all but we take comfort in the certainty that many are inspired of what she did for our country,” Alvero said.

Masses for the eternal repose of the soul of the former President are expected to be held on Sunday.

The Friends of Cory-Tacloban Chapter also expressed its sorrows on the death of the former President.

“We were blessed that for having Cory Aquino as our leader and every Filipino should be thankful to her for restoring democracy in our country. We would not be enjoying the freedom we have today if it was not for her,” Billy Roseno, organizer of the said group, said.

Volunteerism akin to heroism


ORMOC CITY — Dr. Jose Protacio Rizal, one of the greatest national heroes, volunteered working in the field of medicine. Likewise, a surgeon of Ormoc District Hospital (ODH) volunteered serving the less fortunate ones in Barangay Tongonan, Ormoc City utilizing his off-duty hours. Volunteerism is closely knitted to heroism because those heroes died in their own chosen discipline serving the people.

Almost a decade ago, Punong Barangay Isagani R. Bañez had few shots of the local coconut wine known as “Tuba”, with Dr. Jesus Castro of ODH. They talked about the royalty share the Barangay Government of Tongonan had to receive from Philippine National Oil Corporation-Energy Development Corporation (PNOC-EDC). It is a good sum of money that needs careful planning of how to spend for the benefit of the residents.

Dr. Castro suggested establishing a health center wherein services and medicines should be free to families residing within the territorial jurisdiction of the Barangay. The idea, in the spur of the moment, was accepted by Bañez whose dreams are to give the community the best possible service the Barangay Government could give.

Years passed by after the two gentlemen concocted the idea, the very moment came sometime in year 2006; the construction of four Three-in-One 2-Storey buildings. City Mayor Eric C. Codilla had conceptualized a one-stop public service. Example is a wounded victim needing law enforcer, medical, and welfare assistance. The time to assist a victim is shortened because of the proximity in the vicinity of the said city government facility where the police outpost, health center, and social welfare unit are housed in one.

Bañez, inspired by the program of the city mayor, requested the Department of Energy (DOE) to finance the construction of the building with funds coming from the Energy Regulation 1-94. The funds are exclusively for the barangays, cities/municipalities, and provinces where sources of energy are located. DOE officials had no second thought in granting the request because they see the wisdom and propriety of the purpose.

Instead of the Three-in-One 2-Storey building, Bañez revised the architectural design to serve two departments, the Barangay Hall at the second floor and the health center at the ground floor. The Barangay Hall has the session hall, chief executive office, lawmakers’ office and technical room. The health center has delivery room, dental room, surgical room for minor surgery, and a lobby for reception. A separate entrance for emergency cases is directly towards the surgical room.

So, on February 27, this year, the Two-in-One 2-Storey building was inaugurated with medicines stocked in the cabinets. Dentist Jay Movilla volunteered, along with a newly licensed Nurse Jenny P. Taneo, Midwife Maria Jacinta Boldo, Barangay Health Workers (BHW) Lorna Quilisadio and Marian Hermoso, Barangay Nutrition Scholar (BNS) Nerisa Serato, and Surgeon Jesus Castro. With the exception of the latter the Barangay Government gave them meager honoraria to defray travel and subsistence allowance.

Dr. Castro could not be given honorarium because he is employed by ODH, a provincial government hospital. The Barangay Government is too willing to give him an allowance, but he was the one who refused for fear the long arms of the law may hold him. Using his off-duty hours serving the residents of this once sleepy community has already gained respect from the people. Especially the less fortunate ones are too glad to see him every time he visits. Patients from Tongonan have to spend P60.00 transportation fare for round trip just to be treated in the hospital some 20 kilometers away.

The past school vacation months, Dr. Castro conducted Operation “Tuli”, circumcision, to 79 boys during the 7-time visit. For the 13-time visit he had attended an average 30 minimum to 40 maximum numbers of patients with different illnesses. When interviewed why he volunteered, he replied: “It keeps me feel young, because I recall the days after oathtaking I served the barangays.”

There are four babies, three boys and a girl that have seen first light inside the delivery room of the Health Center. The pioneer baby boy named HealthCen June was born on June 15 received a gift of P3,000 from the monetary award given by the Department of Health to the Barangay Government. The award was for having been chosen as the Barangay with the Best Sanitation Practice of 2008 in connection with the celebration of United Nations Declaration of International Year of Sanitation. The gift for Healthcen is a thanksgiving for the successful first baby born in the health center marking the start of more deliveries to come.

The birth of Healthcen was followed by Denver John on June 26, Marvin Paul on June 29, they are called by the Barangay Officials as the “3 Kings”; then Mary Jane on July 16, they called Queen Mary. The latter is the daughter of Brgy. Kagawad Alfredo R. Damayo.

On July 26, Raul Granado undergoes minor surgery for “seroma”, unclotted blood, done inside the surgical room by Dr. Castro, assisted by Nurse Taneo and BNS Serato.

Granado accidentally fell down with his back hitting a steel pipe, sometime July 11. He went on vacation from his work believing it needed rest only; however, the unclotted blood had bloated. Upon visiting the Health Center Dr. Castro did the operation sucking the unclotted blood and removing the fats that had grown up in a short period. He is very thankful to the speedy action of Dr. Castro and to the barangay officials for having the initiative of establishing the Health Center.

Tongonan is one of the 14 barangays being served by one of the satellite health centers of the city government located in Barangay San Pablo. The satellite health center is 15 kilometers away from Tongonan. Dr. Ma. Lourdes Lampong, physician-in-charge, and Nurse Ma. Brenda Penserga, are both from the satellite health center visiting Tongonan, once a month to conduct the usual city health program. While, Midwife Virgie Lirazan of the same satellite health center visiting Tongonan every 2nd and 3rd Tuesday of the month to conduct pre-natal examination and immunization. The team from the city health center is receiving salaries; however, considering the sacrifices of visiting the mountain ranges where Tongonan is located could not dispense the volunteerism concept included them.

In doing the job for the benefit of its constituents, the Punong Barangay is assisted by the members of the Sanggunian, namely: Wilma P. Taneo, chair, committee on appropriation; Rodrigo S. Taneo, chair, committee on livelihood; Periander R. Bañez, chair, committee on education; Josephine dela Cuesta, chair, committee on health; Rogelio N. Potoy, chair, committee on infrastructure; Alfredo R. Damayo, chair, committee on peace and order; Marlon R. Bañez, chair, committee on ways and means; and Christine Jean P. Rebuyas, chair, committee on youths affair. They, likewise, volunteer their time and efforts beyond the call of duty. These barangay officials are also volunteers because they merely receive meager honoraria.

Volunteerism is under Republic Act No. 9418 known as “Volunteer Act of 2007” passed by Congress on April 10, 2007, may yet have to be given emphasis for others to follow. In “SEC. 2. Declaration of Policy. - It shall be the policy of the State to promote the participation of the various sectors of the Filipino society, and as necessary, international and foreign volunteer organizations in public and civic affairs, and adopt and strengthen the practice of volunteerism as a strategy in order to attain national development and international understanding. The inculcation of volunteerism as a way of life shall rekindle in every Filipino the time-honored tradition of bayanihan to foster social justice, solidarity and sustainable development.”

With or without the law, there are persons who have been practicing the time-honored tradition of “bayanihan”. The tradition is from time immemorial being exercise by the Filipino people. A legacy to be carried on by the future generation or the unborn babies.

EDC to spearhead tree planting in Eastern Visayas


TACLOBAN CITY — For the next 10 years, expect trees of different varieties to grow in public plazas, industrial estates and school grounds.

Thanks to the massive tree planting program, dubbed as “Binhi” by the Energy Development Corporation.

The program was officially launched last December 11, 2008 at the Quezon Memorial Circle in Quezon City.

The vision of Oscar Lopez is to have a successful reforestation on a nationwide scale, says Reinero Medrano, manager of the corporate social responsibility and policy advocacy of the EDC during the weekly media forum “Express it at the Park” held at Leyte Park Resort, this city.

Lopez is the chairman of the EDC, the country’s largest developer of geothermal power.

Under Lopez’ vision through his Binhi-initiated program, about 10,000 trees, which include among endangered and prime varieties, would be planted with the help of other sectors and organizations.

Here in the region, the EDC has partnered with the Department of Education and Department of Environment and Natural Resources.

A regional launching for the program will be held in cooperation with the UP-Tacloban Campus soon, Medrano said.

The program was funded by the EDC to the tune of $8 million or more than P320 million.

Medrano said that with the Binhi program is not just an ordinary reforestation program designed to replant trees but also designed for other reasons.

In fact, the program has what he called as “four-pronged strategy” which they called as “Tree for the Future,” “Tree for Leisure,” “Tree for Food,” and “Tree for Life.”

Under the “Tree for the Future,” trees will be planted in all possible open spaces like in the parks and schools with the aim of developing in every Filipinos the desire and passion to preserve and protect high value yet endangered Philippine trees, Medrano said.

The concept of “Tree for Leisure,” is meant to preserve the natural beauty and ambiance forests by designating them as ecotourism spots.

Meantime, the strategy involving “Trees for Food,” forest plantations or agroforestry would be established in the five geothermal project sites of EDC, which include the Tongonan geothermal here in Leyte.

The “Tree for Life,” meantime, will include reforestation farming with the help and involvement of the community in the people.

Medrano said that the EDC is optimistic with the program at a time that climate change, blamed to, among others, diminishing forest covers, is affecting the world’s environment. (JOEY A. GABIETA)

WHO gives $25,000 grants for patient safety research


TACLOBAN CITY – The World Health Organization is giving grants between US$10,000 to US$25,000 for research on patient safety that could be conducted in any health-care settings and completed within 12-18 months.

The program focuses on applied research and applications that attempt to identify local solutions or evaluate the effectiveness and cost-effectiveness of existing solutions are welcomed, said Dr. Fe Bardos-Barquin, medical specialist IV of the Department of Health regional office.

She added that collaborative projects are encouraged, but the principal investigator must be affiliated with an institution in the country where the proposed study will be conducted.

The deadline of submission of application is on September 30, 2009. Online submissions only will be accepted, she said.

Barquin said they are advocating the National Unified Health Research Agenda (NUHRA) that was launched in 2006 and then updated in 2008, which aims to provide research directions and areas where the different sectors can contribute on the over-all improvement of the health and productivity of the citizens.

According to Barquin, research provides relevant scientific information and theories to explain the nature of things around us. Applied research, she added, is done for the discovery, interpretation, and develop-ment of methods and systems for the good of the people.

“Through research, practical applications of discoveries can be made possible,” she stressed.

The NUHRA, she said, provides research directions and areas where policy makers, funding and donor agencies and researchers from public and private sectors including the academe should invest to enhance the health, environment, labor and social services sectors, to ensure the people’s health and productivity, and to contribute to national development.

Behind the NUHRA, Barquin said, is the Philippine National Health Research System, which is a framework achored on the principles of Essential national health Research on inclusive ness, participation, quality, equity, efficiency and effectiveness, which connect to and converge with the wider health, economic, political, educational and science and technology systems of the country.

Involved in the PNHRS are the Department of Science and Technology, Department of Health, Commission on Higher Education, and the UP Manila National Institutes of Health.

Barquin said NUHRA 2008-2010 is classified into seven major areas – health financing, governance, health regulations, health service delivery, health technology, health research ethics, and health information systems.

She said that under each of the classifications are a number of priority research topics which, when properly studied, will result in data that will ease in the improvement of healthcare programs.

Barquin disclosed that they already granted funds for several studies in the region, among them the effects of pesticides on the people and on possible medical uses of indigenous plants.

There is one school in Southern Leyte that recently signified interest to conduct an study related to the Influenza A(H1N1) virus, she disclosed. (VEN LABRO)

A(H1N1) scares visitors away from Eastern Visayas


TACLOBAN CITY -A group of Chinese businessmen in the city admitted that they’ve been noting the negative impact of the spread of Influenza A (H1N1) virus in business operation.

Go Tic Ching, president of the Tacloban Chinese Chamber of Commerce, said that many guests have changed their minds not to visit the city even after making hotel reservation due to the virus scare.

Ching, who heads the Uytingkoc Development Corporation, which runs Asia Stars Hotel, said that they have incurred a 20% loss especially in hotel business between June and July.

“This is because of too much publicity in the national media about quick transmission of the illness in the city. Many have called us to cancel their reservations. It creates fear among visitors,” Ching said in an interview.

“The closing of schools affect also to the business since it sends a bad message to many costumers,” he said.

Eastern Visayas has more than 200 confirmed Influenza cases with hundreds placed under observation by the health department.

“We have joined the information drive to the parents and children to follow guidelines of the Department of Health to avoid getting infected,” Ching added.

Despite the illness’ bad effect to their business, the official expressed satisfaction of the government’s effort to arrest the virus. “The government is trying their best. What more are we going to ask as of now? We have our limit also,” he said.

Earlier, National Economic and Development Authority (NEDA) regional director Buenaventura Go-Soco said that as of now, the effect of the virus is limited to those who have been infected with the flu.

“We can connect it with the inability of the person to work, which means lost productivity during the period of illness. We do not see a major impact on economic output as a result of the spread of the virus,” Go-Soco told Leyte Samar Daily Express in previous interviews.

Considering that “it doesn’t take a long time for an infected person to get well, it is not really a significant lowering of productivity,” he added.

Secondly, he said that the flu it is not widespread and not affecting a large portion of over three million population.

“It is still at early stage. Those affected were able to resume work and some come back to school,” he added.

In terms of education, Go-Soco pointed out that “the system will adjust so that lost times in schools will be recovered within the year.”

Meanwhile, he explained that the virus has been spreading in different parts of the world and not just in the Philippines. The fact will help sustain the tourism industry in the region.

“Maybe, those who have plans to come will put off their plans to visit the region but eventually, they will come if they really want to see the place,” the official stressed.

He noted that visitors have been coming to Tacloban and Region 8 despite news reports of virus spread. Airline companies have been seeing high volume passengers coming to Eastern Visayas. (Sarwell Q. Meniano)

TACLOBAN CITY – In response to the call of Leyte Governor Jericho “Icot” Petilla to convene the different technical working group to discuss the programs and activities and prepare a budget for the incoming 65th Leyte Landing Anniversary come October 20, 2009.

The Committee Chairperson had heed to the call of the governor and met the different technical working group on Thursday to discuss programs and activities that would be highlighted during the 65th Leyte Landing Celebration.

It was agreed by the body that a search for the oldest living veteran in region 8 should be given preferential attention due to the dwindling number of veterans because of old age.

According to Antonio “Toto” Cinco, Jr., Chairman Technical Working Group, Provincial Tourism Council, the Leyte Landing Celebration is intended to the war veterans who participated together with the allied forces in the World War II (WWII) which plays a vital role in defeating the enemy against invasion perpetrated by the Japanese forces 65 years ago.

It is of common knowledge to all that living heroes in the WWII is the main reason why the celebration is still important and we should give it to them specially the living veterans, said Cinco.

Cinco said that the oldest living veteran in Region 8 will be chosen based on the records of the Veterans Federation of the Philippines (VFP) and Philippine Veterans Affairs Office (PVAO) who served during the WWII in Region 8 and is an inhabitant of such area and who served during WWII but of roots from Leyte.

The chosen old living veteran in Region 8 will be given commemorative recognition during the 65th Leyte Landing Anniversary in October 20, 2009 at Mac Arthur Park, he said.

According to Vincent L. Emnas, Provincial Administrator, Province of Leyte this 65th Leyte Landing Anniversary is different from the previous celebration because the Fiesta Leyteña which honors the delegates of foreign embassies and visitors will be termed Fiesta Leyteña and Samar as suggested by Director Sol F. Matugas of the Department of Education during the recent meeting and will honors the living veterans and their surviving spouse and families to let them feel that the celebration is intended for them for the valor and bravery they initiated which results to the liberation of the entire archipelago against invasion by foreign forces.

We should remember in every bricks, walls, tablets and in the history that Leyte Landing Celebration is celebrated because we won form foreign invasion thru the help of allied forces 65 years ago.

DOST opens 5th Visayas Cluster S&T Fair in Tacloban City


Tacloban City (August 3) -- In line with the celebration of the National Science and Technology Week, the Department of Science and Technology Regions 6, 7 and 8 are jointly conducting the 5th Visayas Cluster S&T Fair at the People's Center in Tacloban City on August 3 to 7, 2009.

The opening program was conducted on August 3 with Secretary Estrella Alabastro thru her representative Assistant Secretary and OIC for Regional Operations Dr. Carol Yorobe. giving the Keynote Speech which dwelt on the theme "Responding to Global Challenges through Science and Technology."

Busy attending to the activity are the three regional directors, Engr. Rowena Gelonga for Region 6 or Western Visayas; Engr. Rene Burt T. Llanto for Region 7 or Central Visayas; and Engr. Edgardo Esperancilla for Region 8 or Eastern Visayas.

Highlights of the opening rites include the launching of the Web-Based GIS Mapping of SET-UP Project in the Visayas; the launching of the DOST Visayas Consortium; the Public Awarding of the ISO 17025 Accreditation of DOST Region 8's Regional Science and Technology Laboratory.

Another highlight is the awarding of certificates to the SET-UP ISS graduates, namely, Biliran Essential Oil Manufacturing Plant; AJ Handicrafts and the S&T Kabalikat Award to ABC 5.

The opening rites ended with the ribbon-cutting and viewing of the S&T Exhibits by the special guests and the DOST Visayas Regional Directors.

In this year's National Science and Technology Week, the science communities in the country are expected to show, not just tell, how science and technology enables the Philippines to meet global challenges.

The five-day marathon of carefully planned activities and exhibits will showcase the recent scientific developments, achievements and achievers, and technological innovations that respond to climate change, energy, food security, economic, and other domestic and global issues.

The Department of Science and Technology is the country's lead agency that directs, leads, and coordinates S&T activities in the country. It has also the responsibility to formulate policies, programs, and projects in support of national development. (PIA 8)

SK, city gov't, TESDA sponsor skills devt training for SK members


TACLOBAN CITY - The Sangguniang Kabataan Tacloban Chapter in coordination with the city government here and the Technical Education and Skills Development Authority (TESDA) have sponsored a six-month skills development training to the members of the Sangguniang Kabataan (SK) in the 138 barangays in the city.

SK president Rachelle Erika Chua Pineda told Leyte Samar Daily Express that she has coordinated with TESDA to sponsor the training to all members of the SK.

“This is very important to them nga mabibaro an ngatanan nga mga SK denhi ha siyudad para heni nga mga technical courses kay magagamitan ine nira if they applied ha mga restaurants or hotels bisan diin nga lugar,” Pineda said.

The courses offered are Food Beverage, Bar Tender and others.

Pineda said that there are many SK members who have signified their intention to avail of this scholarship program and that they have already signed their application.

She also said that aside from this scholarship programs her mother, ABC President Eden Chua-Pineda, has also sponsored a four year course at the Asian Development Foundation College to sons and daughters of Barangay Chairmen in the city.

According to her, said scholarship program has started last year in coordination with TESDA and some other government agencies.

“Amo ine an akon priority ngadto han mga miyembro han SK nga maka avail hira heni nga scholarship program han TESDA ngan han city government of Tacloban,” she added.

She said she will continue this program, and this year her program will be to sponsor a basketball tournament and other athletics events for the SK.

DPWH reopens Embarcadero River in Tanauan soon


Tacloban City (August 2) – After long years of lobbying for the opening of Embarcadero River in order to prevent the recurrence of flashfloods in the municipalities of Tanauan and Palo, both in Leyte province, initial funding is already available to start the project.

In a meeting called by the DPWH First Leyte Engineering District Engineer Corazon Beriguel at her Office in Pawing, Palo, Leyte, the Mayors of Tanauan, Atty. Roque A. Tiu and Palo, Dr. Teodoro Sevilla, were informed that initial funding is now available from the Priority Development Funds of Rep. Martin Romualdez, although this is not yet enough for the re-opening of the tributaries of Binahaan River in Tanauan.

Per the information by Engr. Beriguel, the amount of P7.5M was each allocated for Embarcadero and Calogcog rivers of Tanauan. It was disclosed that the amount was very insufficient.

Hence, the decision was to instead concentrate first on the re-opening of the Embarcadero River. The other P7.5M allocation will first be added to the P7.5M allocated, to make the available amount of P15M for the Embarcadero river.

The P15M will be used for the construction of a Sluice Gate at the mouth of the Binahaan River to Embarcadero River in order to control the flow of water.

Engr. Beringuel promised to just look for additional funding in order to finish the project at the earliest time.

It will be recalled that the two Mayors during their first term in 1992-1995, lobbied before then Congressman, the late Cirilo Roy Montejo, for funding for the same project in order to prevent recurrence of the flash floods that happened to the two towns specially Palo.

Way back then, the DPWH estimated the flood control project to reach P80M. Considering that it was already towards the end of the term of Rep. Montejo, the project was never realized.

Because of the cost or funding involved, Mayors Tiu and Sevilla brought the matter to the Regional Development Council (RDC) through the National Economic Development Authority (NEDA) for possible inclusion in the National Budget of the Philippine Government or for Overseas Development Assistance (ODA) Funding.

In 2001 after the election, Mayor Tiu revived the request for funding with the RDC and NEDA and it was re-submitted to DPWH for pre-engineering works as much time already lapsed and materials and services already increased. Per the estimate, the cost at that time in 2002 already reached to more than P200M.

The big amount didn't stop the two Mayors from hoping to get the funding. Hence, both Mayors Tiu and Sevilla lobbied for the necessary funding. They brought this matter to Rep. Romualdez, as soil erosion along the coast of Tanauan was already eating up several houses and Palo continuously suffer flooding.

The two mayors are happy that a positive result has been received. This makes them more optimistic that the perennial problem will soon find solution.

Both Mayors Tiu and Sevilla are pinning their hopes on Rep. Romualdez to allocate more funds for the project. (PIA 8)

Nierras initiates move to provide EV households with sanitary toilets


GOV’T CENTER, Palo, Leyte — Presidential Assistant for Eastern Visayas Cynthia Nierras said her office is initiating of providing sanitary toilets among households without such facility.

Nierras said that there is a need to address this problem considering that there are 217,198 households in the region which do not have a sanitary toilet of their own.

The presidential assistant added that she already coordinated with the Department of Health to help her realize this undertaking. “I also ask (financial) assistance from An Waray Representative Florencio Noel and he readily gave us P100, 000,” she said.

The financial assistance provided by the partylist solon will be distributed to the local government of Pinabacdao, Samar, Nierras said.

It was learned from her that of the town’s 24 barangays, only one village where all of the households have their own sanitary toilets.

Nierras said that the DOH would help her office in providing technical assistance which includes training among people on the importance of having a sanitary toilet of their own and its impact to their health.

Earlier, the regional DOH office reported that about 1.3 million representing 217,998 households have no access to sanitary toilets.

Engineer Alejandro Rivera, regional supervising sanitary engineer of the DOH-8, said that the people should be explained on the importance of having a sanitary toilet.

Those who do not have a sanitary toilet tend to do their tend in open spaces which could lead to the contamination of water sources.

This result to water-borne diseases like diarrhea, Rivera said.

Alarm with this huge number, Nierras said this problem should be address by not only her office but also all the local government units concerned.

She, however, said that this problem could not be resolved by her alone reason why she is soliciting support from other sectors. (JOEY A. GABIETA)

In terms of land area and number of students enrolled San Jose Elementary and Leyte National High School are the biggest public (elementary and secondary repectively) schools here in the City.

A Serene San Juanico Bridge Run: “I Shall Return!”

Tacloban City, Leyte is fast becoming one of the highly urbanized cities in the Philippine Islands. I call this city a ‘Gateway City’.

The first team of Spaniards led by Ferdinand Magellan in 1521 came to Rajah Kolambu in Limasawa Island, Southern Leyte. The start of the 377 years of colonization of the Philippines.

The San Juanico Bridge is very significant because it connected these two islands, Samar and Leyte, the first to be named, Las Islas Filipinas (after King Philip II of Spain) by Ruy Lopez de Villalobos in 1543. The name would later be given to the entire archipelago.

And of course, the fulfillment of the promise made by General Douglas McArthur during the World War II, “I shall return!” happened here.


In preparation for the Grand opening of the Robinsons mall in the city (June 11, 2009), Mayor Alfred Romualdez and his wife Kristina had a dinner, a night before the opening, with the Gokongweis' (one of the five brothers and his wife, Lance, Frederick, Robina and company) plus the Former mayor Bejo Romualdez, his dad. Alfred thought of inviting me as well since I was in town. It was an interesting dinner.

Early the next morning, one the mayor’s drivers accompanied me up to the foot of the famous San Juanico Bridge. From there, I run in a cool, wet, a bit drizzling, overlooking the sea, the islands, a lone fisherman on a boat. While running, I greeted the man on the bangka, and he waved back. The bridge is about 2.16 kilometers. So I crossed it four times.

This run was the most serene run I had ever experience. Amazingly beautiful.

I have nothing to say but “I Shall Return!”

Icot mulls creation of Leyte grid to reduce power rates|

TACLOBAN CITY – Leyte Governor Carlos Jericho Petilla said there is a study presently being made on the possibility of having an exclusive Leyte Grid for the province’s power supply.

This, the governor said amid continuous call to lower power rates in Leyte province and even neighboring provinces within the Eastern Visayas region considering that the biggest electricity source is located here in Leyte.

“As of now it is just a plan while a study is being made if this idea is possible and if it could proved viable,” Gov. Petilla said in an interview with the local media.

He said, with Leyte locked with the Visayas grid, expenses for power supplied to other regions are also passed on to local power consumers.

“We would only then be paying for our own generation charges, our own transmission charges and not carry the burden for costs of transmission to other regions,” the governor said.

That is why, he added, the province together with big company locators in Leyte pleaded with the Energy Regulatory Commission to provide the province with a preferential rate since the source of power is located here.

Instituting an exclusive Leyte Grid, the governor disclosed, may prove even more beneficial to local power consumers in the long run.

“However, this is a long-term plan which still many aspects to be studied. In case, it would prove viable, we can then set a time frame for its institutionalization,” Gov. Petilla said.

The 107,625-hectare Leyte Geothermal Production Field (LGPF), which straddles Ormoc and Kananga, generates 708 megawatts to supply the power needs of Visayas and Luzon.

Among its facilities are the 231-MW Malitbog plant and the 130-MW Upper Mahiao plant, both in Kananga, and the 180-MW Mahanagdong A & B plants in Ormoc.

Earlier, the governor together with officials of the Philippine Associated Smelting and Refining Corporation and Philippine Phosphate Corporation personally appealed to ERC Chair Zenaida Ducut to provide the province a preferential rate and be spared from the power rate hike being sought for by the National Power Corporation.

These two big businesses located in Leyte expressed fear of mass lay-offs, and much worse, closure, if power rates in the province would continue to increase, saying they would not be able to sustain millions more for their power bills.

So far ang alam ko pa lang ay yung anak ng present 4th district congressman namin (mga Codilla). I hope Richard will succeed too, kasi parang political dynasty na rin dito ang kalakaran hehehe, Ormoc & Kananga mayors are both sons of Cong. Codilla of 4th dist.

Divine Word University (1927-2005) - Liceo Del Verbo Divino (2006)

The Divine Word University or DWU was a private, Catholic, co-educational institution of higher learning run by the Society of the Divine Word (SVD) in Tacloban City, Leyte, Philippines. Founded in 1927, it was closed in June 1995 by the school administrators after a court ruling favoring the labor union which represents its faculty members and other employees.

DWU was the biggest Catholic institution of higher learning in Leyte and Samar (Region VIII). At its peak, it had around 14,000 students, and a faculty complement of about 400 teachers. It offered courses in around 20 different fields including law and medicine, and pioneered in indigenous research in the region. Its students considered it a cost-effective alternative to more expensive private schools in Cebu and Manila for the students of Leyte and Samar. During the years it remained open DWU produced around 60,000 graduates, and was a major player in the educational, religious and economic picture of Region VIII. Its closure caused severe dislocation in these areas.

On February 21, 2006, the SVD announced the reopening of the Divine Word University of Tacloban under a new school name: "Liceo del Verbo Divino," though still under the SVD management.[3] A signing ceremony was held at the Santo Niño Church after the Holy Mass held in celebration of the birthday of Most Rev. Palo Archbishop Pedro Dean. This came ten years after the DWU shut down in 1995 after the dispute with faculty and other employees.

Never tried Pizza in Alexis, some says its delicious than Greenich and Shakeys. And not so expensive, am not pizza lover kasi nabibitin ako dun. I like pansit very much esp JCs and Tacloban Royal.

City gov't donates 15 more thermal scanners to schools

TACLOBAN CITY- An additional 15 thermal scanners were donated by the City Government of Tacloban to different schools in the city.

The latest donation was in addition to the 12 thermal scanners that the city government gave to the Department of Education (DepEd) City Division and to several other schools last week

City Mayor Alfred Romualdez turned-over the scanners to the heads of the different schools during the “Barangayan” held at the Anibong mini-gymnasium, recently.

Among the schools that received the thermal scanners were Marasbaras National High School (MNHS), Tacloban National Agricultural School (TNAS), Caibaan Elementary School (CEM), Sagkahan Elementary School (SES), Fisherman’s Village Elementary School (FVES), Don Vicente Quintero Memorial School (DVQMS), Bagacay Elementary School (BES), Cirilo Roy Montejo National High School (CRMNHS), JARMS, Palanog Elementary School (PES), and V and G Elementary School (VGES).

The aforementioned schools each received one thermal scanner.

Mayor Romualdez stressed that the equipment donation is part of his Administration’s contribution in the effort to prevent the spread of Influenza A (H1N1) in the city. He said that the city government, in coordination with the Department of Health (DOH), is working very hard and is very much serious in its effort to stop the spread of the dreaded disease in the Tacloban area.

To date, Tacloban City has 68 confirmed A (H1N1) cases. The A (H1N1) outbreak has led to the suspension of classes of several schools in the city

The heads of the beneficiary schools, on their part, thanked Mayor Romualdez and other city officials for the donation. They said the thermal scanners that have been donated to them would be very helpful in preventing the spread of Influenza A (H1N1), particularly in the schools.

A thermal scanner, which is also known as Non-Contact Forehead Digital Thermometer, is a medical gadget used for measuring the body temperature. Once an operator points the scanner on the forehead of a person, the body temperature of the said person is taken and recorded after two seconds. Each scanner cost around P11, 000.

P23-M drainage system projects completed

TACLOBAN CITY — More than P23 million worth of drainage system projects were completed by the Administration of City Mayor Alfred Romualdez since January of last year.

This was according to data furnished to the media by Engr. Ed Manadong of the City Mayor’s Office (CMO).

Manadong said that nine drainage system rehabilitation and construction projects were implemented and finished by the city government at a cost of P23, 773, 264 from January 2008-July 2009.

These projects, according to the same data, are the rehabilitation of drainage system in Brgy. 92 (Apitong) worth P345, 117; construction of drainage in Shopping Center, Rizal Avenue worth P628, 147; construction and rehabilitation of grouted riprap in Brgy. 100 (Scandinavian);

Also finished in that same span of time were rehabilitation of drainage system in Brgy. 86 (San Jose) worth nearly P1.5 million; Construction of drainage system in Brgy. 92 (Apitong) worth more than P3 million; repair/ rehabilitation of concrete stairways and drainage system in Brgy. 3 (Upper Nula-Tula) worth more than P12 million; rehabilitation of drainage system in Brgy. 86 Ursula Street worth P 1.5 million; and construction of drainage system in Barangay 92 costing P 3.3 million.

According to Manadong, who is in-charge of monitoring infra projects implemented in the city, some of the said drainage system projects were constructed by the City Engineer’s Office (CEO), while others were implemented through private contractors

The completion of said projects was hailed by officials and residents of the aforementioned areas.

Sol Velasco, a barangay official from Apitong, for one, said that flooding is no longer a big problem in their place as a result of the project implementation.

“Before, every time it rains, our area is instantly becomes flooded. But now, because of the newly-completed drainage project, the flooding problem in our barangay is more or less solved,” she stressed.

Added another resident of the said barangay, “we no longer have apprehensions and fears of flooding every time the rainy season approaches.”
