PNP, military, NGA, LGU, other public institutions in Region 8 hoist flag in half mast in deference to former President's passing away
Tacloban City (August 4) -- All the Region 8 Philippine National Police offices and stations under the leadership of Regional Director Mario Sandiego and all the military installations under the 8th Infantry Division under the command of Major General Arthur Tabaquero, have had their flags hoisted in half mast since Saturday.
This, as a sign of respect and in an act of being united with the entire nation in grieving for the passing away of former President Corazon Aquino.
Col. Manuel Cubillo, spokesman of the Police Regional Office 8 informed that the office has received a directive from the PNP Central Office to that effect, on Saturday.
Lt. Col. Armand Rico, information officer of the 8th ID echoed the same sentiment saying that former President Aquino has once been the commander in chief of the Armed Forces of the Philippines.
The Philippine Information Agency in the Region observed that indeed, the government agencies, local government units, government owned and controlled corporations and government financial institutions have already hoisted their flags in half mast.
The same is true for the state colleges and universities, public and private elementary and secondary schools in the Region.
President Arroyo has issued Proclamation 1850 declaring a ten-day national mourning as soon as she received the information about the passing away of the former President Corazon Aquino.
The Civil Service Commission has also directed the conduct of a moment of prayer for the eternal repose of the late President Cory, during the flag raising ceremonies every Monday in the month of August.
No major activity has been known to be held in the Region in connection to the former president's death, except for a mass which will be held in her honor.
Several legislators from the Region have also signified their attendance to the funeral rites for the former president on August 5. (PIA 8)

Tacloban, EV officials mourn passing away of Cory
TACLOBAN CITY -- This city is known as a Romualdez-Marcos country. This however did not stop supporters of the late former president Corazon "Cory" Aquino to struggle against the dictatorship of then strongman Ferdinand Marcos.
Engineer Billy Roseño said he was among those who led rallies in Tacloban against Marcos in the ‘80s.
After Cory's husband, former senator Benigno "Ninoy" Aquino Jr., was assassinated, Roseño was among those who led prayer rallies for Cory in Tacloban in 1983.
Along with other members of the Cory Aquino for President Movement, a signature campaign to push Cory presidential campaign was launched in 1986 in Tacloban. "We were not expecting that we can get many signatories because you know, this is considered as Imelda country," Roseño said as he reminisced the past.
For him, Cory's legacy should always be remembered. " I think the people should be thankful for Tita Cory for giving us or restoring democracy in our country. It's the best legacy she gave not just to our country but to the whole world," Roseño added.
After the death of the first woman president of the country, Roseño said Cory should now be an example to the Filipino people. "We should care about what's happening to our country. We should assert our rights. We should be informed of the issues at hand," he said.
Joining the world in mourning for the death of Aquino, groups Movement for Action and Reform and the Friends of Cory which are based in Tacloban are set to sponsor a mass on Wednesday at 5 p.m. at the Sto. Niño Church.

Meanwhile lawmakers and local officials in Eastern Visayas were one in expressing their condolences as well as citing the country's loss in the passing away of the former president.
"I'm sad, not only for myself but the nation. We've lost a democratic icon," said Biliran Rep. Glen Chong after hearing the news about the former president's death.
Other lawmakers in Eastern Visayas also expressed the sentiment but also said they hope that the fervor and passion for the country as well as for democracy that Cory exemplified would still live in the hearts of Filipinos.
"I hope that people would be inspired and have the same stand for democracy," said Rep. Sharee Ann Tan-Delos Santos of the second district of Samar.
"I know President Cory is happy now," said Calbayog Mayor Mel Sarmiento who also chairs the Regional Development Council (RDC).
Samar 1sst district Rep. Reynaldo Uy meantime expressed his gratefulness to the Aquino who he said had appointed him as Vice-Mayor of Calbayog which had made him a politician aside from being a doctor.
"If it was not for her, I wouldn't be in politics right now," he said.
Tacloban City Mayor Alfred Romualdez meanwhile asked the people to pray for the loved ones of Cory.
"I see it's God will. For now, let's pray for the loved ones she left behind because they need all the support now," he said.

For many years women have struggled for their voices to be heard and to be treated equally like men. So long have we waited for the moment for us to come out of the male shadow.
March is women’s awareness month. Let us take a glimpse at some of the remarkable Filipino women who are influential in their own rights in the face of history.
Gabriela Silang
Maria Josefa Gabriela Cariño Silang was born on March 19, 1731 at Barangay Caniogan, Santa, Ilocos Sur. She is famously known as Gabriela Silang who was the first Filipino woman to lead a revolution against the Spaniards during their colony in the Philippines. The mestiza whose roots are a mixture of Spanish and Ilocano, was adopted by a rich entrepreneur who later married her when she was 20. The marriage ended three years later.
In the year 1757, she wed the 27-year old Ilocano native and leader of an insurgent group Diego Silang. Together they staged the uprising of a rebellion. Gabriela Silang served as one of the advisors of the group and played a vital role in her husband’s alliance with the British authorities as well as the short ousting of Spanish officials from Vigan, Ilocos Sur at the time of the British invasion.
Diego Silang was killed on May 28, 1763 by order of royal and church authorities in Manila. After her husband’s execution she continued to lead the guerrillas. Gabriela Silang fled to the mountains of Abra along with her surviving troops to regroup and urged the Tingguan community to fight. Her battalion emerged at Vigan on September 10, 1763. Unfortunately, the Spanish stronghold was expecting them and her army was ambushed. She was lucky to escape with her Uncle Nicolas and seven other men but all were later captured and executed on September 29, 1763. Gabriela Silang died for her country. Her martyrdom was dedicated to her beloved Philippines. To this day she is an inspiration to Filipino women. Her display of great courage inspires various women organizations and named their group after her.
Tandang Sora
Melchora Aquino de Ramos was born on January 6, 1812 in Caloocan. She is widely renowned as “Tandang Sora.” “Tandang” came from the Tagalog word “matanda” meaning old. She was an activist during the Philippine Revolution in 1896, making her 84 years old at the time. In Philippine history, she is called the Grand Woman of the Revolution and the Mother of Balintawak because of her heroic acts throughout the mutiny.
Tandang Sora is a daughter of a poor couple named Juan and Valentina Aquino. She never had the privilege to go to school but was seemingly educated as a young girl and a gifted singer as well. She shared her talent during local celebrations and church masses. She had six children with her husband Fulgencio Ramos who was a village chief. Her spouse died when their youngest child was seven years old.
Tandang Sora owned a store which became a shelter for the sick and wounded rebels. She provided food for them, tended them and offered them her advice and prayers. Her house served as the place of secret meetings between the “Katipuneros” or the revolutionaries. Not long after, the Spaniards found out about her active participation with the rebellious group. They took her in custody and questioned her as to the whereabouts of the “Katipuneros” and their radical leader Andres Bonifacio. She admiringly refused to spill any information to the authorities that led them to deport her to the Mariana Islands.
In 1898, the United States took control of the Philippines which gave Tandang Sora the chance to return to her country with the other exiles. She died on March 2, 1919. She was 107 years old. Imelda Marcos
Imelda Remedios Visitacion Romualdez-Marcos popularly tagged as the “Steel Butterfly” was born in Manila on July 2, 1929. She was the first lady of the Philippines during the dictatorship of the late President Ferdinand Marcos from December 1965 to February 1986. Alongside her husband, she helped him rule the Philippine Islands for 20 years. She was a woman of power whose love for fashion, arts and politics caught the world’s attention.
Imelda Marcos is of Visayan and Tagalog descent, born to the wealthy Vicente Orestes Lopez Romualdez and commoner Remedios Trinidad. Her father’s side of the family belongs to the high society of Leyte. Her dad’s ancestors claimed they were the founders of Tolosa in their hometown. Vicente Romualdez was passionate about music and culture rather than living a public life. While her mother, was a simple dressmaker who spent her childhood in an orphanage in Manila and was rumored to be an illegitimate daughter of a priest. Imelda Marcos earned a Bachelor’s degree in Education at St. Paul College in Leyte.
At 18, Imelda Marcos won different beauty pageants. She was crowned as “Rose of Tacloban” and “Miss Leyte.” She later went to Manila in 1953 where she became a model for various magazines and gained the title “Muse of Manila” after she complained for not winning the Miss Manila pageant.
After a year, Imelda crossed paths with then Ilocos Norte Congressman Ferdinand Marcos in Baguio. It was during the Holy Week when the courtship began which led to a grand wedding in May of the same year held at Manila Cathedral Church. President Ramon Magsaysay was a principal sponsor. The influential duo was blessed with four children named Maria Imelda “Imee” Marcos, Ferdinand “Bongbong” Marcos Jr., Irene Marcos and their adopted daughter Aimee Marcos.
The Marcoses rise to power in December 1965 when the late President Ferdinand Marcos was seated as the 10th President of the Philippines. After serving for almost 8 years, on September 21, 1972 Martial Law was implemented by her husband to maintain control in Malacanang. This was the beginning of Imelda’s more public and powerful role in the administration. Imelda took over as Governor of Metro Manila, Minister of Human Settlement and Ambassador Plenipotentiary and Extraordinary as prearranged by Ferdinand Marcos. She was also voted as member of the Interim Batasang Pambansa (National Assembly) which was composed of 165 members representing the National Capital Region. In addition to her political activities, Imelda Marcos served as a Special Envoy that allowed her to tour different parts of the world such as China, the Soviet Union and the Soviet satellite states in Eastern Europe that include Romania, Hungary, Czechoslovakia and East Germany among others. She also visited the Middle East, Libya, the non-Soviet dominated communist state of Yugoslavia and Cuba. She travelled with a huge diplomatic entourage that enjoyed the luxury of private jets. Such state visits were highly criticized by the public due to its multi-million dollar budget. The first lady justified that spending by claiming a successful political move that is beneficial to the economy of the country such as cheap oil supply from China and Libya as well as the signing of the Tripoli Agreement for a much peaceful relationship with our Muslim brothers. Her social programs include the Green Revolution that encouraged everyone to plant vegetables and fruits in their backyard and the family planning program to address the nation’s problem on its rapid growing population.
Imelda Marcos loved overstated public events. Her multi-million dollar projects raised many eyebrows as it is taken from the country’s public funds to exalt her husband’s administration and boost her image. She ordered the 3-month construction of Folk Arts Theater that could hold 10,000 people for the Miss Universe 1974 pageant. Another lavish project was the Kasaysayan ng Lahi festival parade featuring the Philippine History. She also orchestrated the development of high profile infrastructures such as the Cultural Center of the Philippines, Philippine Heart Center, Lung Center of the Philippines, Kidney Institute of the Philippines, Nayong Pilipino, Philippine International Convention Center, Coconut Palace and the Manila Film Center.
In the world of fashion, Imelda Marcos is undeniably the legendary fashion icon of the 70s and 80s. She had an enormous collection of shoes, gown and jewelry. After she left with her family for exile in 1986, people found a closet full of 1,060 pairs of shoes, 508 gowns and 888 handbags. Her jewelry collections were designed by famous jewelers around the globe and are worth millions of dollars. Some big names include Bvlgari, Buccelati and Van Cleef & Arpels. She evidently had an extravagant lifestyle with a reported five-million dollar shopping spree in New York, Rome and Copenhagen in 1983. She even sent a plane to Australia to pick up loads of white sand for her new beach resort. She answered the public scrutiny of her extravagance by saying it was her “duty to be some kind of light, a star to give the poor guidelines.”
The widow of the former dictator also had a fetish for the arts. She collected 175 pieces of artworks by Michelangelo, Botticelli and Canaletto.

Cory Aquino
Maria Corazon Cojuangco-Aquino was born on January 25, 1933 in Tarlac. She is the well-celebrated Cory Aquino who was installed as the 11th President of the Philippines in 1986, three years after the assassination of her husband Benigno “Ninoy” Aquino. Her Presidency ended in 1992 and though she is eligible to run for another term, she opted to live as a normal citizen but remained vigilant in the political arena of the country she loves. Cory Aquino comes from a wealthy family. She finished college in the United States and earned the degree Bachelor of Arts major in French Language and minor in Mathematics.
She is the first Filipino woman President of the Philippines and the first woman President in Asia. She is globally recognized as the advocate of democracy, peace, women empowerment and godliness. The admiringly peaceful transition of Cory Aquino into power won her an international commendation as an icon of democracy. She was chosen as Time magazine’s Woman of the Year in 1986.
In 1954, Cory Aquino married Benigno “Ninoy” Aquino. The two have five children named Benigno Simeon Aquino III (incumbent senator in the Philippines), Maria Elena A. Cruz, Aurora Corazon A. Abellada, Victoria Eliza A. Dee and TV host Kristina Bernadette A. Yap. Her husband was elected as Mayor in Tarlac in 1955 and won as a Governor after his Mayoral term. In 1967, he was voted as a Senator. At the height of Ninoy’s political career, Cory enjoyed being a housewife and his confidante. Ninoy was a strong critic of the Marcos regime and rumors swirled that he planned on running for President in the 1973 elections. However, on September 21, 1972 President Ferdinand Marcos declared Martial Law allowing him to stay in power indefinitely. Ninoy Aquino was arrested upon its declaration and was sentenced to death. In 1980, President Jimmy Carter of America intervened and the Marcos government released Ninoy Aquino to be exiled in the United States along with his family. On August 21, 1983 he went back to the Philippines without his wife and children. That fateful day was the end of his life as he was assassinated at the Manila International Airport as soon as he stepped out of his plane. That airport was later renamed in his honor. Cory Aquino rushed to the Philippines as soon as she heard the news. An estimated two million people extended their condolences to the family, the largest turnout in the history of the Philippines.
Following the killing of Ninoy Aquino, his grieving widow courageously spent the next two years actively joining various mass rallies staged by her countrymen. The opposition party convinced Cory Aquino to run against Marcos in the 1986 snap presidential elections despite the fact that she has no political experience. Marcos ridiculed her as “just a woman” who belongs in the bedroom. The February 7, 1986 presidential election was stained by violence and deprived countless of people their right to vote. One of Cory Aquino’s allies Antique Governor Evelio Javier was murdered. The official results of the Commission on Elections (COMELEC) showed that Marcos won the presidential race. While the counts from the National Movement for Free Elections indicated that Aquino won. Thirty (30) COMELEC computer technicians walked out on the job claiming that there was a voting conspiracy. The Catholic bishops of the Philippines and the US Senate condemned the election. Nevertheless, the Batasang Pambansa which was controlled by Marcos cronies, declared Marcos a winner on February 15, 1986. Amidst all the chaos, Corazon Cojuangco-Aquino was sworn in as the 11th President of the Philippines through the peaceful People Power Revolution on February 25, 1986. Supreme Court Associate Justice Claudio Teehankee administered the presidential oath of office. Marcos was also sworn in that day at the Malacañang Palace but left for exile that evening. The historic day February 25, 1986, marked the end of Cory Aquino’s hard long fight with the Marcos administration. With it the dawn of a new era has begun. And once again the hopes of the Filipino people were restored.
Gloria Macapagal-Arroyo
Maria Gloria Macapagal-Arroyo was born on April 5, 1948 in San Juan, Rizal. She is the 14th and current President of the Philippines. She is the second female to hold the highest office in the land and the daughter of the late President Diosdado Macapagal and Evangelina Macaraeg-Macapagal. In 1961, when she was 14 years old her father was seated as President.
Gloria Macapagal-Arroyo studied at the Assumption Convent from grade school to high school and graduated as valedictorian in 1964. She continued her studies at Georgetown University’s Walsh School of Foreign Service in Washington, DC for two years. President Bill Clinton of the United States was her classmate. She was a consistent honor student during that time. She finished Bachelor of Arts in Economics at Assumption College with flying colors in 1968. She was a magna cum laude. She later took her Master’s Degree in Economics at the Ateneo De Manila University in 1978 and a Doctorate Degree in Economics from the University of the Philippines in 1985.
In 1968, Gloria Macapagal-Arroyo married Jose Miguel Arroyo, a lawyer and a businessman from Negros Occidental. They have three children namely Juan Miguel, Evangeline Lourdes and Diosdado Ignacio Jose Maria.
For 10 years starting in the year 1977, she was a teacher in a number of schools notably at the University of the Philippines and Ateneo De Manila University. She also became a Chairperson of the Economics Department in Assumption College.
Her first taste of political life was in 1987 when then President Corazon Aquino asked her to join the Department of Trade and Industry as Assistant Secretary. Two years later, she moved up as Undersecretary. She was also the Executive Director of the Garments and Textile Export Board.
In 1992, Gloria Macapagal-Arroyo was elected as Senator. In 1995 she was re-elected for the same position where she ended at the top of the race garnering almost 16 million votes. As a lawmaker, she filed more than 400 bills and wrote or supported 55 laws. Among those are Anti-Sexual Harrasment Law, the Indigenous People’s Right’s Law, the Export Development Act and Mining Act.
Her historic win in the Vice Presidential race in 1998 made her the first and only to date female to hold office as Vice President of the Philippines. She also held a concurrent position in the cabinet as Secretary of Social Welfare and Development.
Gloria Macapagal-Arroyo was sworn in as the 14th President of the Philippines after another peaceful People Power Revolution dubbed as EDSA II on January 20, 2001. In 2004, she was elected to serve the country as President once again to a full six year term. Her vision is “to build a strong republic” during the course of her tenure. Her political strategies include creating a strong government system, decreasing crime rates, increasing taxes, improving the economy and escalating counter-terrorism plans. Loida Nicolas-Lewis
Loida Nicolas-Lewis was born in the year 1942 in Sorsogon. She hails from a family of businessmen. Her father operated one of the Philippines’ biggest furniture production company called Nicfur. She finished high school at the oldest Catholic institution in Albay, the St. Agnes Academy. Lewis attended St. Theresa’s College and graduated cum laude. She later earned her law degree at the University of the Philippines and passed the Philippine Bar Exam.
Loida married the late Reginald F. Lewis, a wealthy capitalist who acquired Beatrice International in December 1987 in an astonishing $985 million buyout. Making it the biggest African-American owned corporation in the US. Their two daughters, Leslie and Christina reside with her in New York City.
This woman of great inspiration is a lawyer, humanitarian, cause-oriented leader, motivational speaker, entrepreneur and author. She is also well-travelled and can speak four languages that include Filipino, English, French and Spanish.
She is the first Asian-American woman and first Filipina to pass the New York Bar Exam who finished college from another country.
She was a National Chairwoman of the National Federation of Filipino American Associations from 2002 to 2006. The goal of the organization is to provide advocacy to Filipino-Americans in the United States. By far it is the largest support group of Fil-Ams in America. Lewis is also passionate about helping the Filipino people back home. She actively takes part in functions involving charity and fund raising projects. She gives monetary contributions and moral support to different outreach programs to help the poverty stricken areas of the Philippines.
Adding to her long list of credits, Lewis is a motivational speaker and lecturer on earning big bucks, business, career strategy, and immigration laws. She was invited to grace numerous events as a guest speaker all over America and different parts of the world to talk about the biography of her late husband which is also written in the book entitled “Why Should White Guys Have All the Fun?...How Reginald Lewis Created a Billion Dollar Business Empire.”
In 1994, one year after her husband passed away she stepped up as the new CEO and Chairwoman of all the businesses her husband manages. The companies include TLC Beatrice International Holdings, Inc., the Lewis family investment firm, TLC Beatrice in China, Limited, a Cayman corporation that runs retail convenience stores in five major cities in China and TLC Beatrice Foods in the Philippines that operates a processing plant of fresh meat. However, she decided to cut costs, sell some of the poor performing corporations, lessen her debts and boost her management team. In September 1997, the French food distribution company was sold. The following year, the European drinks were bought by another business tycoon. In 1999, the ice-cream operations in Spain and Canary Islands including the potato chips and snack enterprise in Ireland were sold. In 2000, a new management took over her Thailand based company called Bireley’s. The shareholders were given 35% on their investment.
In 1999, she unveiled a school called The Lewis College that accepts students from kindergarten to college.
Loida Nicolas-Lewis wrote the best seller book “How to Get a Green Card.” She also launched a magazine published every month for the Filipino-American community. She was the publisher until the year 1980 when it merged with another publication.

These extraordinary women are just few of the many who has made their mark in Philippine history. Through the years women and society has evolved. We now recognize the power of women’s voices. We have discovered how we can make a difference. In those years when we could not vote, lead, work, drive or even walk ahead of our husbands because we are “just women,” today we say yes we can! Feature: So many things to see and learn at DOST 5th Visayas Cluster S&T Fair
Tacloban City (August 4) -- There are so many things to see and learn at the 5th Visayas Cluster Science and Technology Fair which is now ongoing until August 7, at the People's Center and Library in Tacloban City.
This was learned from DOST 8 Regional Director Edgardo Esperancilla at the most recent Harampang Ha PIA.
The Fair shows the products of the SME producers who were assisted by and which are using the technologies developed by the Department of Science and Technology.
Aside from the product booths, the organizers, DOST Regions 6, 7 and 8 have lined up other activities which will be beneficial to young and old alike.
Among these activities, is the S&T Career Orientation on August 4 which presented the various careers in Science and Technology.
On August 5, a technical session on Renewable Energy and S&T Roadmap for the Energy Sector, will be conducted at the Eastern Visayas State University from 8:00 o'clock in the morning to 12:00 o'clock noontime.
Another technical session on Gifts and Holiday Decors Sector and Furniture Sector will be conducted at EVSU from 1:00 o'clock to 5:00 o'clock in the afternoon.
A technical session on Solid Waste Management and DOST SET-UP Program will be conducted at EVSU in the morning of August 6 while in the afternoon of the same day, Climate Change will be the issue of the technical session in the afternoon.
Day Five of the S&T Fair will see the conduct of the technical session on Food Safety and S&T Roadmap for Food Sector.
In the afternoon of the fifth day, Coconut Sugar Production Technology will be presented for people who wish to engage in this more lucrative and less capital business undertaking.
Director Esperancilla called on the public to avail of these services which shows what DOST has been doing to improve the technological capability of the small and medium enterprises.
Available to the visitors from Central and Western Visayas, is a Nature Trip to Sohoton Cave. (PIA 8)

TACLOBAN CITY — Internationally acclaimed Leyte Kalipayan Dance Company (LKDC) will represent the county in five international festivals in four European nations this August, the group’s 70th tour outside the country.
The group will join the Folkmoncao International Festival in Northern Portugal, 25th International Folklore Festival of Azores also in Portugal, Xornadas de Folclore de Ourense in Spain, Tenerife International Folklore Festival in Spain, and Recontres de Folklore International de Fribourg in Switzerland.
Teresita Pil, LKDC artistic director, said that for 47 years, the dance group has undergone several international tours, many of which as Philippine official representative.
“And we can say with humble pride that we have, in our little way, helped build a rich reserve of international goodwill and understanding for our country,” Pil said.
Pil, who founded the LKDC in 1960, said that it’s an honor to represent the country in festivals normally participated by 20 to 30 dance groups from various countries.
“This is really a showcase of traditions of Philippine heritage in dance and song. We try to show our culture. Through this, people will learn about the culture,” she added.
Their tours abroad have been funded by Philippine Tourism Authority, Department of
Tourism (DOT), Leyte provincial government, some private companies and private individuals.
DOT regional director Karina Rosa Tiopes said that LKDC performed during recent Tourism Secretary Ace Durano’s visit in Basey, Samar and the latter was impressed by their talents. Durano’s office has turned over P500,000 financial assistance to LKDC last Tuesday.
“The Secretary saw how other groups present many times but when he saw LKDC’s performance, it was something that is very different,” Tiopes claimed.
Its website revealed that the company started out as the The Leyte Filipiniana Dance Troupe, founded in 1960 as a small school project, with the encouragement of Sister Mary Canisius, school directress of the Holy Infant College in this city.
Its initial performance in September 1961 for the school’s College Day celebration was so successful that it generated invitations to perform in other parts of the city, in the province, and eventually all over the country.
“After four years of active life, the troupe achieved international recognition when President Diosdado Macapagal designated it as the 1965 Official Cultural Ambassadors of the Philippines to the United Sates where it toured the country for almost a year, earning exceptional reviews and appearing in the legendary Ed Sullivan Show.”
It was learned that the troupe performed at the 1970 Word Trade Exposition in Osaka, Japan and in 1971 spent a month in Guam performing at the Philippine-Guam Trade Fair as official cultural delegates of the Philippines.
“The troupe was reorganized in 1975 and became an independent entity. It opened its dance workshops to students from various schools and extended membership throughout the provinces of Leyte and Samar.”
From 1975 to 1985, the troupe gave performances for foreign dignitaries that ranged from the U.N. Secretary General to famed ballerina Dame Margot Fonteyn.
Pil said that group was renamed Leyte Kalipayan Dance Company in 1977 when the Leyte Kalipayan Cultural Foundation, Inc. was formed, the Board composed of prominent businessmen, to manage the growing activities of the organization.

TACLOBAN CITY — The City Government of Tacloban completed the construction of eight mini-gymnasiums in different barangays of the city this year.
Engr. Ed Manadong of the City Mayor’s Office (CMO) said that those projects were completed at a cost of more than P 16 million.
According to Manadong, five of the finished mini-gyms are in the northern barangays.
These five are the mini-gyms constructed in Barangay 106 (Sto. Niño), 12 (GE Palanog); 103 (Palanog); 107 (Sta. Elena); and 105 (San Isidro).
The remaining three are mini-gyms completed in Barangays 60 (Sagkahan), 83-A (Burayan), and 68 (Anibong).
Manadong, who is tasked with monitoring the various infra projects implemented by the city government, revealed that the projects were implemented by the City Engineer’s Office (CEO) and several private contractors who won the bidding to build them.
He added that the putting up of the said projects is part of a Infrastructure Building Program of the Administration of City Mayor Alfred Romualdez and was meant to benefit many, especially people in the barangays.
“The new mini-gyms can serve as a venue for a variety of important activities in the barangays,” Manadong emphasized.
The completion of said projects was hailed by officials and residents of the aforementioned areas.
Barangay 68 Kagawad Roberto Viñas, for one, said that the completion of a mini-gymnasium project in their barangay means that they will no longer have a problem of finding a decent venue everytime there are barangay-related cultural, social, and sports events.

Regional Cave Committee classifies caves in Region 8
Tacloban City (August 7) -- The Regional Cave Committee is set to classify the caves including cave resources in Region 8 this month of September, 2009.
This was disclosed by Department of Environment and Natural Resources Regional Executive Director Regidor M. De Leon who said that the purpose of the classification of each cave in the Region is to ascertain its ecological, archeological, historical, cultural and socio-economic values.
Other reasons are to determine its appropriate sustainable use; and to determine the appropriate strategies for conservation and use of the caves.
Like Palawan and other provinces in the country, Region 8 boasts of over a hundred beautiful and pristine caves. Some of these caves are already popular ecotourism destinations while some caves maybe subjected to some activities like guano extraction, bio prospecting or even treasure hunting, RED De Leon.
"While we promote the caves for ecotourism, we should also look at the other appropriate and sustainable use and management of the other caves in the region. Cave assessment and classification activity is necessary to determine appropriate sustainable use and conservation of caves, with due consideration to biodiversity, archeological, historical and socio-economic values," RED De Leon stressed.
RED De Leon informed that the Regional Cave Committee was created in October 2008 pursuant to RA 9072. It is composed of the Regional Technical Director of the DENR’s Protected Areas Wildlife and Coastal Zone Management Service as Chairman, with the DENR’s Mines and Geosciences Bureau as Co-Chairman.
The members are the representatives of the local government units where the caves are located; Department of Tourism; Department of Interior and Local Government; Department of Education; National Museum; National Historical Institute; the DENR; the Philippine National Police and a non-government organization which in the case of Region 8, is Bukid Outdoor Club.
R.A. 9072 defines caves as natural subterranean runway void or chamber or, series of chambers commonly produced by solution activity in limestone or dolomite formations. Underground openings in volcanic areas caused by lava flows are also classified as caves. In sedimentary rock areas, natural tunnels produced by pounding and washing away of waves in coastal areas or enlarged cracks brought by movements in rock masses are categorized as caves.
The RCC formed a special team, for an efficient classification activity, for carrying out the procedures in cave identification and assessment, Ms. Purificacion Daloos, the DENR Information Officer said.
The findings of the special team shall be reviewed by the RCC in determining the proper classes of caves. Class I includes caves with delicate and fragile geological and paleontological values and extremely hazardous conditions. Allowable use or activity for this class includes mapping, photography, educational and scientific purposes.
Class II includes areas or portions which have sections that are under hazardous conditions and contain sensitive geological, biological, archeological, cultural values.
Class III includes generally safe to inexperienced visitor. This cave has no known threatened species, archeological, geological, natural historical and cultural values. This cave may also be utilized for economic purposes.
The Protected Areas Wildlife and Coastal Zone Management Service conducted rapid assessment of the Candonicot Cave in Isabel, Leyte; RM Tan Cave in Ormoc City; Mag-aso Cave in Palompon, Leyte and the Cathedral Cave in Hindang, Leyte.
Meanwhile, a detailed assessment was made on the Gahoy Cave in Guiuan, Eastern Samar and Management Plan is being made for the Mag-aso Cave in Palompon, Leyte. Classification of these caves will be determined by the RCC. (PIA 8/DENR 8)

Hhhhmmm...this smells political-showbiz arena here...Anyways, the good thing here is that we all know the intention of Richard Gomez in running the 4th District of Leyte as Congressman...though I have little knowledge about the background of Codilla's in Western part of Leyte it seems Richard Gomez will be their treat in this coming election. Perhaps, Richard will be endorsed by one of the wealthiest family in West Leyte (the Torreses), in my own opinion he has great chance in winning.
Indeed, the Codilla's to me had done great to Ormoc City and its neighboring towns but I guess its time for the constituents to choose a new leader or still remain to your incumbent.
With Richard Gomez, I think he lead the MAD campaign before and it was a great success though politically invovled to any legislative body for me everybody is legitimate to run and serve public office. Whether, your high-school graduate, celebrity, ex-convict, rapist, and others as long as your natural born Filipino citizen, can read and write, at legal age, enough source of income in order to support your election campaign materials and has better "plataforma" in your constituents.... if you got all of this, I think your entitled to run for any government position.

TACLOBAN CITY - The SCALA project, which is the Information Technology literacy extension service of the City Government of Tacloban, have again produced its 26th batch of graduates numbering 49 in all.
Tacloban City Mayor Alfred S. Romualdez, who fully supports the said program in cooperation with the Engineers Without Borders (EWB) of Canada, was supposed to deliver his inspirational message during yesterday’s graduation rites at the Balyuan Convention Center.
Started in 1983 yet, during the administration of then Mayor Alfredo “Bejo” T. Romualdez, the said program had already tutored a total of 1,128 scholars to date, according to its Program Coordinator, Leonora Maaño, of the City Social Welfare and Development Office.
Under the program which is being overseen by the City Social Welfare Office headed by Ms. Liliosa Baltazar, basic literacy modules on Microsoft Word, Excel, Powerpoint, Front Page, Access and Internet are being taught by the CSWDO training staff to its enrollees.
Prioritizing the need to provide a sustainable training venue for developing the employable skills of the Out of School Youth and Persons With Disabilities ranging from the ages 15 - 24, the, program according to Maaño, have recently even extended its services to Senior Citizens and other needy Adult Working Groups.
According to Maaño, however, every student are asked to pay a minimal registration fee of P300 pesos, serving also as their personal counterpart to this almost free endeavor. “The rest of the maintenance and other operating expenses are being shouldered by the City Government of Tacloban,” Maaño said.
Other coordinative agencies which are into this continuing program, she added, are the DSWD Central Office, Alay Lakad Foundation Inc., the DepEd, TESDA, DOLE and the Civil Service Commission. (VALENTINO B. LOPEZ, CIO)

TACLOBAN CITY— Organic vinegar producer based in a small Leyte town is looking at sustainable market in Metro Manila and Cebu after shipping out initial orders to major cities earlier.
In an interview, Cocovine Enterprises owner Pastor Tinaya said they need to penetrate new markets in order to sustain their small business in Tabontabon, Leyte.
Tinaya told Leyte Samar Daily Express that during previous trade fairs in Bohol and Manila, they were able to solicit pledges from distributors of shops in Cebu and National Capital Region.
“We’re able to ship out initial orders late last year and early 2009 but we’re not able to get more orders from them because maybe the product is not popular,” Tinaya said.
He pointed out that the price of Noggins Pure Coco Sap Vinegar is higher than the commercially-made condiments gain more buyers in Manila and Cebu and even abroad,” Tinaya added.
The proprietor claimed that Noggin is made of “100% coconut sap, wherein unwanted particles are eliminated, making it healthy vinegar.”
In 2007, Cocovine Enterprises has received a P300,000 loan from the Department of Science and Technology (DOST) to upgrade its processing, facilities, product standardizations, quality control, packaging, and labeling.
The plant is being supplied with pure vinegar from 30 coconut farmers in Julita, Leyte. The condiments undergo a thorough physical examination and testing. It also goes through the fermentation process, settling, and pasteurization before bottling.
Meanwhile, Tinaya has called on for a strengthened marketing assistance from the central government to sustain business operation.
“I have to work hard to pay the loan to DOST until June 2010. I wish the national government will help us in our goal to sustain the marketability of our product especially that people are not well-informed of the advantages of organic vinegar,” Tinaya said.
The global economic crisis, according to him, has also affected their business this year. “We do bottling many times in a week before but we only do it once a week at present because in some stores it takes two months before selling out all their orders.’
According to DOST, small and medium entrepreneurs assisted by their department has been given the privilege to join trade fairs wherein they can establish linkages with walk-in clients and potential distributors. (SARWELL MENIANO)

TACLOBAN CITY - Finally the long awaited route for motor- cab- for- hire (MCH) to Robinsons supermall was launched this morning by the City Traffic Division and the Civilian Traffic Enforcers Office.
The city traffic chief, Police Sr. Insp. Mariano Edgar Callera, headed the occasion together with the City Civilian Traffic Enforcers Officer Ret. Col. Salvador “Buddy” Estodillo by leading a convoy of highway patrol group and about 30 MCHs.
After parading in the city proper, the convoy headed for Robinsons supermall and there occupied a part of its parking lot intended to be the pick-up point of the said MCHs.
In an interview with the city traffic chief, Callera disclosed the re- routing is a compliance of long-standing permit given by the City Mayor Alfred Romualdez which was issued on June, 2009. “We finally made it possible after series of consultations with the other agencies concerned,” Callera added. When asked to whom the permit was awarded to, he said it was the United Motorcab Drivers of Tacloban (UMDT) under the leadership of Benedicto Corilla.
According to Corolla, other transport group has nothing to worry about. Their concentration will still be in downtown area. Whenever they head for Robinsons supermall, they already have passengers therefore they can not pick-up along the way. When asked how many are their members, he said “thirty and growing.”
In support to the said activity, Brgy. Chairman Norman Mojados of Brgy. 60-A, mobilized his barangay tanods in clearing the roadsides. “The re-routing helped us a lot. It decongests our traffic and at the same time cleaned the sidewalks. In fact, we have an existing ordinance preventing double-parking and sidewalk vendors, but my tanods find it impossible to be realized.
“The presence of traffic police helped us a lot,” he reiterated.
Also present during the said affair was the representative of the city mayors office through its community extension program (CEP), Wilfredo Novela, a community organizing supervisor. He said that one of the main thrust of the office is bringing the city government closer to the people and the people to the city government. This activity is just an indicator of Mayor Alfred Romualdez’ general treatment of the sectors of the poor, one is the motorcab drivers and operators.
“CEP is on its way now. Days ahead will be a series of consultation with the grassroots. Listening, making them decide on their own, empowering them on vital decision- makings the newly highly urbanized city is up to,” Novela disclosed. (GERARDO V. ACABA)

Yun ang nasa balita, Bai! Siguro nga there are lots of things that awaits for us to discover in our island. Maski nga sa Tacloban, last year ko lang ndin alaman na may nakatago pala na falls (Balugo Falls) dito.

TACLOBAN CITY — Internationally acclaimed Leyte Kalipayan Dance Company (LKDC) will represent the county in five international festivals in four European nations this August, the group’s 70th tour outside the country.
The group will join the Folkmoncao International Festival in Northern Portugal, 25th International Folklore Festival of Azores also in Portugal, Xornadas de Folclore de Ourense in Spain, Tenerife International Folklore Festival in Spain, and Recontres de Folklore International de Fribourg in Switzerland.
Teresita Pil, LKDC artistic director, said that for 47 years, the dance group has undergone several international tours, many of which as Philippine official representative.
“And we can say with humble pride that we have, in our little way, helped build a rich reserve of international goodwill and understanding for our country,” Pil said.
Pil, who founded the LKDC in 1960, said that it’s an honor to represent the country in festivals normally participated by 20 to 30 dance groups from various countries.
“This is really a showcase of traditions of Philippine heritage in dance and song. We try to show our culture. Through this, people will learn about the culture,” she added.
Their tours abroad have been funded by Philippine Tourism Authority, Department of
Tourism (DOT), Leyte provincial government, some private companies and private individuals.
DOT regional director Karina Rosa Tiopes said that LKDC performed during recent Tourism Secretary Ace Durano’s visit in Basey, Samar and the latter was impressed by their talents. Durano’s office has turned over P500,000 financial assistance to LKDC last Tuesday.
“The Secretary saw how other groups present many times but when he saw LKDC’s performance, it was something that is very different,” Tiopes claimed.
Its website revealed that the company started out as the The Leyte Filipiniana Dance Troupe, founded in 1960 as a small school project, with the encouragement of Sister Mary Canisius, school directress of the Holy Infant College in this city.
Its initial performance in September 1961 for the school’s College Day celebration was so successful that it generated invitations to perform in other parts of the city, in the province, and eventually all over the country.
“After four years of active life, the troupe achieved international recognition when President Diosdado Macapagal designated it as the 1965 Official Cultural Ambassadors of the Philippines to the United Sates where it toured the country for almost a year, earning exceptional reviews and appearing in the legendary Ed Sullivan Show.”
It was learned that the troupe performed at the 1970 Word Trade Exposition in Osaka, Japan and in 1971 spent a month in Guam performing at the Philippine-Guam Trade Fair as official cultural delegates of the Philippines.
“The troupe was reorganized in 1975 and became an independent entity. It opened its dance workshops to students from various schools and extended membership throughout the provinces of Leyte and Samar.”
From 1975 to 1985, the troupe gave performances for foreign dignitaries that ranged from the U.N. Secretary General to famed ballerina Dame Margot Fonteyn.
Pil said that group was renamed Leyte Kalipayan Dance Company in 1977 when the Leyte Kalipayan Cultural Foundation, Inc. was formed, the Board composed of prominent businessmen, to manage the growing activities of the organization.

Beginnings
The Leyte Kalipayan Dance Company is one of the best folkloric dance troupes in the Philippines today and has been performing since 1961 in the local as well as international scene. In 1979 the company toured Taiwan.
1980's
In 1980 it participated at various international folklore festivals in Israel, Italy, and Switzerland.
It won the Silver Medal at the Dijon International Folklore Festival Competitions in Dijon, France besting 32 other international dance groups.
The dance company visited Saudi Arabia in 1981 where it won the hearts of the more than 12,000 Filipinos working there as well as the native Saudis who flocked to their SRO performances. It was the first Philippine dance group ever to perform in Jeddah. They also gave performances in Kuwait for an international dance festival in the city and they ended their Middle East Tour with shows in Bahrain.
1982 was a banner year for the company. Besides performing at the World's Fair in Knoxville, Tennessee where they drew huge crowds who gave them standing ovations, they also performed for the opening of the EPCOT Center in Disneyworld, Florida, joining the "18 World's Best Dance Troupes" invited for the occasion. The company participated in the prestigious International Children's Festival in Virginia, then gave shows in New York City and performed at the occasion of the State Visit of President Ferdinand Marcos to the United States in Washington, D.C.
They continued their U.S. Tour with performances in 33 states. They then crossed to Mexico City where they participated at the 10th Festival Internacional de Cervantino doing shows every night for two weeks in different Mexican cities. At this point a journalist wrote that the Leyte Kalipayan Dance Company has visited more cities in the United States and Mexico than any other Philippine dance group.
1990's
The company was designated as official Philippine delegates to the 1990 Asian Folklore Festival in Malaysia.
They performed in folklore festivals in Spain in 1993; The Netherlands, Belgium and England in 1995.
A two-month European Tour followed in 1998 with visits to Germany, Italy, Spain and Portugal.
Today
With the support of the Kalipayan Cultural Foundation, the governments of the Province of Leyte and the City of Tacloban, The Cultural Center of the Philippines, and the National Commission for Culture and Arts, as well as its alumni, many now living in the United States and other parts of the world, The Leyte Kalipayan Dance Company continues to educate and entertain audiences locally and internationally on the splendor of Philippine dance and music.

Some decentralised shows allow to discover other Alto Minho regions. There will be popular art exhibitions of a few countries, a visit to Old People's Homes and Day Care Centres for elderly people for whom is not possible to go to the shows during the festival's week.

Coming from the Gauteng province in South Africa, this dance group is formed by 35 young students, members of the community belonging to different regions of the province and in love with the preservation of its rich folklore.The group’s trajectory is unstoppable especially by the energy it conveys when on stage, getting the audience’s applause and making people enjoy the glitter and the colour of its adornments and fur costumes. The group’s performances include different types of indigenous dances and Tswana and Zulu music as well as Venda traditions. The most representative dances are Zulu.

Maraguán conquered a great number of prizes in Cuba where it has presentations in the majority of the main cities, including the room Garcia Lorca of the Great Havana Theatre, the most important theatre in the island.
The performances abroad, also very successful, are mostly in more than non competitive events, most of them organised by CIOFF. Around 180 places in the Dominican Republic, Mexico, France, Spain, Portugal, Paraguay, Belgium, Switzerland, Germany, Slovenia, Italy etc. mark the trajectory of the "Conjunto Artístico Maraguán".

“Gergebil” Dance & Song Ensemble

The Ensemble was founded in 1953. The whole program is conceived as scenes from village life. There are many artistic elements (costumes, dance pas, melodies) which remind other Caucasian folk cultures. Still Daghestani folk art has definite peculiarities which make this art unique, fresh and original. Hr revived with them the ancient ceremonial wedding dance “Aytaia” which he saw in a remoted small village of Maali, the ancient Avarian dance “Lingla”. Such choreographic compositions as “Mountain Shepherds”, “Highlander Girls”, “Salutatory Lezghinka”, “Highlander Dance Competition on Drums” received general approval and gratitude. Splendid is the group of drum musicians with their “Rhythms of Highlanders”. Since 1997 the Ensemble has the status of “Municipal Ensemble”. Each year, will produce several grand plays and present them at country theatres and campus in university. The Ensemble is comprised by 37 members and has participated in CIOFF European Festivals in various countries including: Germany, Portugal, Italy, Denmark, Hungary, Spain, etc.

MCH controversial route to Robinsons ok'd
TACLOBAN CITY - Finally the long awaited route for motor- cab- for- hire (MCH) to Robinsons supermall was launched this morning by the City Traffic Division and the Civilian Traffic Enforcers Office.
The city traffic chief, Police Sr. Insp. Mariano Edgar Callera, headed the occasion together with the City Civilian Traffic Enforcers Officer Ret. Col. Salvador “Buddy” Estodillo by leading a convoy of highway patrol group and about 30 MCHs.
After parading in the city proper, the convoy headed for Robinsons supermall and there occupied a part of its parking lot intended to be the pick-up point of the said MCHs.
In an interview with the city traffic chief, Callera disclosed the re- routing is a compliance of long-standing permit given by the City Mayor Alfred Romualdez which was issued on June, 2009. “We finally made it possible after series of consultations with the other agencies concerned,” Callera added. When asked to whom the permit was awarded to, he said it was the United Motorcab Drivers of Tacloban (UMDT) under the leadership of Benedicto Corilla.
According to Corolla, other transport group has nothing to worry about. Their concentration will still be in downtown area. Whenever they head for Robinsons supermall, they already have passengers therefore they can not pick-up along the way. When asked how many are their members, he said “thirty and growing.”
In support to the said activity, Brgy. Chairman Norman Mojados of Brgy. 60-A, mobilized his barangay tanods in clearing the roadsides. “The re-routing helped us a lot. It decongests our traffic and at the same time cleaned the sidewalks. In fact, we have an existing ordinance preventing double-parking and sidewalk vendors, but my tanods find it impossible to be realized.
“The presence of traffic police helped us a lot,” he reiterated.
Also present during the said affair was the representative of the city mayors office through its community extension program (CEP), Wilfredo Novela, a community organizing supervisor. He said that one of the main thrust of the office is bringing the city government closer to the people and the people to the city government. This activity is just an indicator of Mayor Alfred Romualdez’ general treatment of the sectors of the poor, one is the motorcab drivers and operators.
“CEP is on its way now. Days ahead will be a series of consultation with the grassroots. Listening, making them decide on their own, empowering them on vital decision- makings the newly highly urbanized city is up to,” Novela disclosed. (GERARDO V. ACABA)

Region 8 observes September 1-7 as Crime Prevention Week

Tacloban City (9 August) -- Eastern Visayas Region is all set in joining the entire nation in commemorating September 1-7 as Crime Prevention Week.
The National Crime Prevention Week (NCPW) was proclaimed by then President Fidel V. Ramos on the 31st day of August, 1994 under Proclamation No. 461 declaring the 1st week of September of every year a National Crime Prevention Week under the auspices of the National Police Commission (NAPOLCOM).
According to Atty. Josephmar B. Gil, Acting Regional Director NAPOLCOM-8, the week-long celebration aims to promote community involvement and participation in crime prevention and also aims to build and maintain public commitment and participation in activities that effectively deter commission of crimes.
In a letter addressed to Most Rev. Jose S. Palma, DD dated August 03, 2009 the NAPOLCOM-8 ask the assistance of the Most Reverend the inclusion in the Homily of the Priests in every parish in the Archdiocese on August 30-September 06, 2009, which involve insights about family ties, generating collective efforts and renewed enthusiasm on crime prevention, thereby ensuring continued peace and development in our civil society.
Director Gil revealed that lot of activities are initiated by the inter-agency technical committee for the incoming 15th National Crime Prevention Week Celebration inorder that the public will be aware of the aspects of criminality.
The Philippine Drug Enforcement Agency (PDEA-8) will conduct Awareness Drive on Crime and Drug Abuse Prevention and Control on September 02-05 in the different schools for the students to refrain from violating the provisions embodied on R.A 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 and its strong penalty imposed as well detection of illegal drugs penalized under such act, said Liza F. Baoy, Information Officer of PDEA.
The Philippine National Police (PNP-8) according to Police Senior Supt. Manuel Cubillo, Region 8 Police Community Relations Chief (RPCR) will hold a Grand Ugnayan ng Mamamayan at Pulis sa Eastern Visayas at the ground floor of the Robinson Mall on September 06 wherein the public can report any information relevant to crime prevention, detection and apprehension of any untoward incident that may occur or has already occurred.
PSSupt. Cubillo also informed that counseling will also be extended to the public who needs aid in terms of police matters.
A Forum on Family and Life Towards Families and Safer Homes will also be conducted on September 05 to address the ill-effects of violence which redound to the disadvantages of the member of the family as a result of violence committed by their immediate family member, said Director Gil.
Director Gil informed that Proclamation No. 461 only identifies Sept. 1-7 as a National Crime Prevention Week as a mode of informing the public that the advent of Christmas season is coming where national record shows that during such period the crime index of the law enforcement agencies had a relevant indicator that crime incident increased.
Dir. Gil added that the entire Department of the Interior and Local Government (DILG) and the five Pillars of Criminal Justice Systems are in full force to safeguard the right to peace, liberty, property and equality of each Filipino citizen regardless of political affiliations, he assured.

Maganda talaga ang Balyuan Amphitheater. The only one in the region probably in the country. Ayos talaga si Arch. Fuentabella. :cheers:
