We constantly are expanding our chain of malls, we think Tacloban is a good place, a good city, underserved and we think the local government is a very dynamic one, a very welcoming one and that is very important. If the local government is welcoming, it inspires us to accelerate our entry into the locality, he said, adding that Robinsons will start work this year on a hotel to be constructed in the same complex as the mall.

It will take 18 months to build and will feature more shopping outlets as well as the modern amenities of a deluxe hotel.

As far as residential projects are concerned, we are definitely looking for opportunities to build residential subdivisions here. So if there are landowners who are willing to partner with us or enter into joint ventures, we'll be very glad to build residential communities here and plant the Robinsons flag.

Newest mall in Tacloban enjoys brisk business; 100-room hotel project to start January

Tacloban City (August 30) -- Robinsons Place Tacloban which opened in June of this year, is enjoying a brisk business, a top mall executive, informed.

Ms. Mercedes Taleon, Group Property Manager of Robinsons Land, said that the Tacloban mall is making waves and now competes in performance with the other Robinsons Malls all over the country.

The management is happy about the performance of the Robinsons Tacloban, Ms. Taleon said. The grant opening of the mall in Tacloban was one of the most successful opening of a Robinsons Mall and the management was very happy and satisfied.

More than 90 percent of the shops are already occupied, Ms. Taleon said. The other spaces have been reserved but will start operations in January of 2010, the manager added.

The Robinson's Bank is set to open next week so that businessmen and customers can deposit and withdraw as the need arises. More coffee shops and other establishments have opened to the delight of the local consumers.

In fact, the Handyman Do It Best Home Center has recorded the highest sale, outshining the 24 other such centers in Robinsons Malls around the country.

A local fruit supplier for Robinson's Place Tacloban was reported to have grossed two million peso sales, if this has anything to do with the Nutrition Month celebration advocating healthy lifestyle, this writer wonders.

The shops at the Robinsons Mall have been observed to be enjoying the patronage of many customers not only from Tacloban City but from the other parts of the Region.

Furthermore, Ms. Taleon said that the Robinson's Hotel just beside the mall will start to be constructed in January of 2010. The hotel, which will have 100 rooms, will be built near the mall and within the company's four-hectare property.

"Part of the expansion is a hotel to be constructed next to the mall. The first few floors will also be retail outlets, and probably a bridge way to connect the two phases. It's really about time. One of the develop needs that has greatest opportunities now after the shopping mall will be a hotel," the executive said.

Local economists are optimistic that the presence of a major player in the Region will serve as an engine of growth that will trigger other big players to locate in the Region.

The opening of Robinsons in Tacloban has also generated jobs. It was estimated that Robinsons Place has cause the employment of about 3,000 locals, directly or indirectly.

TACLOBAN CITY -- After years of stigma from having been branded as one of the top dirtiest cities during a survey in the 90's, Tacloban City now is reaping recognition as one of the healthiest cities of Eastern Visayas region.

This finding is by the Department of Health (DoH) Region 8, which accorded the city four awards in its Healthiest Cities Initiative category.

The Tacloban City Public Market was recognized as the healthiest market in the entire Eastern Visayas; Justice Romualdez Street was adjudged as the healthiest street; Ocho Seafood Restaurant was cited as the healthiest eating place; and Hotel Alejandro the healthiest hotel in the region.

Among the things the city government did was organize street cleaners and open a decomposing facility where all biodegradable are converted for productive use, such as fertilizers for farmers at the northern barrios.

The city government also reached out to the private sector and even national government agencies to clean up its act.

Go around any city or town in the Philippines, and you will find that many of their streets have been named after illustrious national or local historical personalities. However, the reasons for their fame are a totally different story. Indeed, when measured according to their contribution to Filipino nationhood and independence, some of these personalities had in fact betrayed the Filipino cause and, therefore, are national embarrassments. Yet, these personalities were once been glorified, and their names have been preserved for posterity as names of city or town streets.

Let us describe some embarrassing historical personalities behind the names of several Tacloban streets:

P. Paterno Street

This street, with an extension at that, was named after Pedro Paterno, who was a "national hero" according to our grade school teachers. Who really was he?

Pedro Paterno was an aristocratic, young and brilliant, but opportunistic Manila lawyer about this time 100 years ago. In the hope of being rewarded hefty cash and a royal title (i.e, as a Spanish Duke) for services rendered to the Spanish Crown, Paterno negotiated the betrayal of the Philippine Revolution of 1896 through the "inexistent" Treaty of Peace at Biak-na-Bato in 1897. As a result of this "treaty," the momentum of the revolution was disrupted with the exile to Hongkong of Gen. Emilio Aguinaldo and other prominent revolutionarios.

After the rout of the Spanish Navy in Manila by the US Navy under Commodore George Dewey on May 1, 1898, and following the proclamation of Philippine Independence from Spain by the returned Pres. Aguinaldo in Kawit, Cavite, on June 12, 1898, Paterno proposed to negotiate again on behalf of the Spanish government. This time he offered provincehood for the Philippines under Spain. But he was promptly rebuffed and maligned by the revolutionaries for his renewed mediation effort.

It therefore surprised the revolutionary rank-and-file, and even the invading US Army, that Pedro Paterno became the President of the Malolos Congress three months later, in September, 1988.

When the Malolos government collapsed, Paterno left the revolution and ingratiated himself with the Americans.

The presence of and the selfish influence exerted by Pedro Paterno demeaned the image and integrity of the Philippine Revolution at the turn of the century. Paterno was a balimbing three times over, who personified the Revolution’s mockery and provided its comic relief for the Americans.

F. Torres Street

This street near the Tacloban Supermarket was named after another lawyer, Florentino Torres, a well-known American sympathizer. He was assigned by Pres. Aguinaldo to negotiate with the Americans in January, 1899, in the hope of easing up the Filipino-American tension on the eve of the Philippine-American War, which broke out early the following month. Torres’ panel was tasked to demand official recognition of the Philippine independence by the United States. Instead, contrary to expressed orders, Torres and his panel sought a protectorate status for the Philippines under the United States.

Torres later became a leading member and founder of the Federalista Party, which proposed the impossible (then and now) annexation of the Philippines as a state of the United States. For his display of loyalty to the Americans, Torres was later appointed Justice of the Philippine Supreme Court by American colonial officialdom.

Arellano Street

This street near the People’s Center was named after yet another lawyer, Cayetano Arellano. Arellano was appointed by Pres. Aguinaldo as Secretary of Foreign Affairs in 1898. He did not exactly refuse the appointment during those revolutionary years of Philippine nationhood. Instead, he hew-hawed and feigned ill health. When the Americans had effectively controlled the country, Arellano pledged allegiance to them. As reward for his loyalty to the new masters, he was appointed the First Filipino Chief Justice of the Supreme Court.

T. Claudio Street

This street was named after Private Tomas Claudio, supposedly the first heroic Filipino soldier to have died fighting for America in Europe during World War I. T. Claudio was in fact no different from the neighborhood thug who got conscripted as a soldier-trainee and became the first casualty from a provincial town during the Moro Wars in Mindanao in the early 1970s. Yet streets all over the country had been named after T. Claudio, while the first thug-soldier from town who died in Mindanao was at most accorded a town parade towards his grave, because of official pressures from the top to render such rites. However, after the initial hoopla, the subsequent casualties brought only Philippine Flags to the bereaved families.

Of course, Tacloban also have other streets named after venerable national heroes, for instance, Rizal Avenue, P. Burgos Street, Del Pilar Street, and A. Mabini Street. And even after noble local forebears such as Esperas Avenue, Capitan Tarcela Street, Salazar Street, and Gen. Lukban Street. But these street names are easily blighted or crowded out by the embarrassing names.

^^ an executive from rlc is in town to asses the market condition for their proposed hotel beside robinsons mall. she's one of the executives who were here in 2005 looking for a suitable place for their mall. she still can't tell us how many storeys the hotel would be when asked, that's why she's in town now.

Wine tasting event festivities toned down due to calamity

TACLOBAN CITY -- Representative Florencio “Bem” Noel of the An Waray party list group said that the much-awaited attempt of a world-record for the biggest wine tasting event would be toned down amid the calamity that hit the Luzon areas.

Instead of a pure merry-making and attempt to land at the pages of the Guinness Book of World Records, the over 7,000 participants would donate, either in cash of in kind, Noel said during a press conference Saturday afternoon.

All the donations that would be collected on that day would be donated to the victims of “Ondoy” and “Pepeng,” the party list solon said.

Noel, however, stressed that aside from changing the mood, the activity will go as planned.

The activity, dubbed simply as “Tagay,” will go on as scheduled in the afternoon of October 18 at the Leyte Landing Monument at Barangay Candahug, Palo where American forces led by the legendary General Douglas MacArthur landed to liberate the country 65 years ago.

The “Tagay” participants will come from various parts of the region, mostly from towns of Leyte’s first district and is expected to draw 7,107 persons. But Noel said that the number could increase due to the overwhelming support from different mayors and private organizations.

At present, the current holders of the world’s biggest group of individuals who congregated for a wine tasting activity is being held by the Spaniards.

The An Waray party list solon said that the activity is expected to consume 55 jiggers of tuba, the region’s most well known wine sourced from coconut tree.

“This is our way of promoting not only the entire (coconut) industry and tuba which is our very own product,” Noel said.

Both Presidential Assistant Cynthia Nierras and Tourism Regional Director Karina “Rosa” Tiopes pledged their total support to the activity.

Nierras, a former trade and industry director, said that the activity should be supported by all considering tuba is closely associated to the region.

“I believe that tuba is something which we should all be proud of,” she said.

For her part, Tiopes said that the activity could promote tourism in the region and in the process, help the tuba industry which is a main source of income of tens of thousands of people in the region.

“The Department of Tourism has been committed to this event from the very start because we believe that we can boost our tourism and the product as well,” she said.

CLO generates P85 M in first 9 months this year

TACLOBAN CITY- The City Licensing Office (CLO) has generated more than P 85 million in the first nine months of this year.

Atty. Rhyna Peñaranda, city licensing officer-designate, said the figure is P11 million higher than the income derived by their office in same period last year.

Based on a report furnished by Atty Peñaranda, The CLO earned P 74 million from January to September last 2008.

“We were very happy that our total revenue collection for the first nine months of this year has breached the 85th million mark, which is even higher than the P84 million the CLO earned during the entire 2008,” Peñaranda said.

Of the P 85 million, according to Peñaranda, P65 million came from the graduated fixed tax, annual permit, mayor permit, and garbage fees.

The P20 million balance was derived from fees on police clearance, tourism, zoning certification, RPT clearance, business stickers, franchises, and other miscellaneous fees

Peñaranda cited the successful introduction of the Mayor’s Inspection Task Force (MITF) as the main reason why the revenue of their office has increased significantly.

The MITF was created by the City Government of Tacloban in March this year to monitor the compliance of business establishments on the city’s Revenue Code.

Several teams comprising the MITF conducts continuous citywide tax mapping of business establishments in all 138 barangays of the city and has been going around the city to implement door-to-door monitoring to determine businesses without permits and to check if those declared in the application for licenses coincide with the actual operations.

“Proprietors of business establishments found by the task force to be operating without permits have been coming to our office to apply for one,” Peñaranda disclosed.

Of the more than 5, 000 business establishments found to be operating without permits since March, more than 4, 000 have already applied for a permit, according to the city licensing officer.

Peñaranda said that another reason for the improved revenue collection is the increasing number of investors putting up businesses in the city since it became the 34th highly-urbanized city (HUC) in the country.

Many new businesses like Robinsons and KFC have established their presence in Tacloban City, she pointed out.

Martin allocates fund for drainage project

TACLOBAN CITY- Representative Ferdinand Martin Romualdez has allocated at least P1 million intended for the rehabilitation of a drainage canal in Barangay 43-B Quarry District, this city.

Regina Belarmino, village chair, said that she is thankful to the solon for allocating funds for the rehabilitation of their drainage system considering that it was constructed more than two decades ago.

She said that the decades old drainage no longer work as not only their village but even those located nearby experiences flooding spawned by heavy rains. Students of the Eastern Visayas State University are also affected whenever the drainage is clogged, Belarmino said.

“I hope that this project will be realized before the end of this year because this has been a major problem of our barangay for the past 20 years now and it really affects many people” she said during an interview with Leyte Samar Daily Express.

Engineer Arnaldo Bonifacio of the Tacloban engineering sub- district office, said that the project had already been bided out as they are only waiting for the release of the Special Allotment Release Order (SARO) for them to start the project.

Councilor Romualdez allays fear of Brgy. 37 residents from being ejected

TACLOBAN CITY — A resounding clapping of hands from the beleaguered residents of Brgy. 37- Reclamation Area were heard when they directly got it from the “horse’s mouth” that there is no truth that they will be squatted soon as the city government would be building a Fish Port there.

Councilor Cristina G. Romualdez, who visited the Barangayan held September 24, had the chance to personally announce before the thick crowd belied the issue that they will be ejected from where their houses stands once the project is implemented.

“Huwag kayong maniniwala sa mga pinakakalat na issue na maiiskwat kayo dahil sa pagtatayo ng Fish Port- wala itong katotohanan- at ginagamit lang ito na isyu ng mga kalaban ni Mayor sa politika upang kayo ay magalit lalo na at malapit na ang eleksiyon,” said councilor Romualdez.

During the campaign for the highly urbanization of the city last year, the same issue of squatting was used by the political opponents so that they would vote against the HUC, but it is now 2009 and in fact nearing the end of the year-yet not a single shanty has been squatted, she said.

Ms. Bernardita B. Valenzuela, Head, Mayor’s Action Center, who together with Councilor Cristina Romualdez spoke to the people at Brgy 37 further vouched to the truth that no squatting will take place with the upcoming big project of Mayor Romualdez.

Brgy. Chairman Francing Yerro, of Brgy. 37 also pointed out that all these rumors are baseless and fabricated by the political rivals of the Romualdez meant to mislead the people in the coming political season.

I should know best whenever there is such move to squat us because I am the chairman, and I am the one talking with the city officials before any city project is implemented in the barangay, Yerro said.

Brgy. 37 has a population of over 3,000 based on 2006 survey conducted by the National Statistics Office (NSO), with over 500 big and small houses.

Cesar Salipot, market superintendent, further made clarifications on the fish port issue saying that as planned the Fish Port will be erected at the wharf area particularly at the shallow portion of the pier. He said the progress of construction is towards the sea and not going upland because it would need depth of sea water to float vessel or big motorboats that are bringing in fishes from different places.

Having said this, he said, there is no legitimacy to the issue that residents at Brgy. 37 will be squatted soon.

Prince Warehouse locates in Baybay, inks contract with mayor, councilors

BAYBAY, LEYTE – Mayor Michael Cari and Robert Go, president of Prince Warehouse Inc. based in Cebu, have inked a 25-year contract on Tuesday, July 28, 2009, which will allow the latter to develop the old public market area into a mall and operate it for the period. The signing was witnessed by the city councilors, with Teresita Veloso and Carlo Enriquez affixing their signatures as chair of the committees on cooperative development and labor, trade, commerce and industry, respectively. Vice-mayor Rex Retana said that they would be ratifying the contract next week, which went through a fine tooth comb with the council. He assured that every detail of the contract that was finally approved by the council for the mayor’s signature was thoroughly studied and would benefit Baybay and its constituents.

He added that the decision to award the use of the public market was not an easy decision to reach, as there are longtime occupants of the market building. However, this was resolved as Robert Go himself has taken to himself to relocate them to a tiangge portion of the mall. The former occupants will have first priority in occupying the food stall and tiangge portion, to be rented out at a very low daily rate. The vice mayor emphasized that the current occupants are well informed of the decision and were consulted about it.
In an interview with Mayor Mike Cari, the young mayor said that dealing with Go was easy. He described the businessman as very straightforward, and was really the one who dealt with them. “He came here, and talked with us personally”, he said, saying he appreciated the fact that the negotiations were made directly between them.
Prince Warehouse, the mayor added, would be renting some 10,433 square meters of the total area, leaving only around 200 square meters as access road at the back portion. The rental is P10 per square meter or around P104,000 a month. The mayor added that the Gaisanos of Cebu, after probably getting a whiff of the interest shown by Go in Baybay, also made an offer for the area. The offer was slightly higher at P11 per square meter, but they only wanted to rent 6,500 square meters of the area.
Mayor Cari pointed out that the P104,000 in monthly rentals was already a windfall for Baybay, as the space was barely making anything in the past.
Sadly, he said, people have this attitude that if it is government property, they don’t really want to pay for its use. The rate of collection in the area was very low, though he bets that if the area is operated by a private establishment, the same people would pay their dues religiously. The rental rate will increase every five years, at seven percent increment. Prince Warehouse will also have the option of to renew after 25 years, and the option of first refusal if in case the local government wants to sell the property after the contract period.

As for a “giant” competing with local traders, the mayor said that he was made to understand that the operations of Prince Warehouse are more of a wholesale distributor. The entry of Prince was well consulted with the businesses in the area, and they were most welcoming, Cari noted. He added that he even took to himself to “reactivate” the Filipino-Chinese Chamber of Commerce in the city, so that there would be a cohesive business group that the officials can consult with.

When finished, the planned development of Prince Warehouse would include a parking space, specialty stores on the front, the department store and a food court, aside from the low-end tiangge and food stalls where the former occupants will be relocated. The target opening date is December, this year.
Meanwhile, vice mayor Rex Retana is appealing to property owners at the back portion to counterpart the access road to make it wider, for easier entry and eggress of vehicles especially in emergency situations like fire and passage for ambulance. By Lalaine M. Jimenea

BSP closes Phil. Farmers’ Bank , PDIC takes control

THE PHILIPPINE Farmer’s Bank, a rural bank operating in this city and with 16 other branches nationwide, has been placed under receivership by the Bangko Sentral ng Pilipinas or the Central Bank starting last September 18, Friday.
The order caught bank employees and depositors by surprise, to the consternation of the latter raising fears that they could not get their deposits anymore.

To allay these fears, the Philippine Deposit Insurance Corporation has also posted on the doors of the closed bank a notice that there will be a depositor’s forum at the Ormoc Superdome on Monday, September 28, at 9:00 AM. During the depositor’s forum, the PDIC will also start accepting applications from the bank depositors for the payment of their covered deposits.

The PDIC, in the same notice, has advised depositors to bring along proof of their deposits like bank books and certificates of time deposits so that they could process their applications for the release of valid deposits soon. Deposits up to P500,000 are covered by PDIC.

How long the processing would be, however, is not yet clear as of the moment. However, previous experiences indicate that releases would be done between two to six months. PDIC usually starts with the small depositors.
Lamberto “Benky” Lambonao, manager of the Philippine Farmer’s Bank-Ormoc branch, said they did not have inkling that the bank would be closed by Central Bank.

The latest audit was done last June, he said, and everything seemed well during the exit conference with the central bank on June 25.

Lambonao admitted that they also knew the bank was not in the pink of health anymore, but added they were confident they could turn the tide.

He said that the bank suffered “heavy withdrawals” starting last May 8, apparently a ripple effect brought about by the closure of a number of rural banks whose owners reportedly abused the bank funds. Among these were the First Interstate Bank and Pilipino Rural Bank, owned by the Legacy Group headed by the now infamous Celso delos Angeles.

Lambonao explained that the closures apparently led to loss of confidence on the part of many depositors, who preferred to get their monies from the rural banks and transferred it to bigger banks.

The rash of withdrawals, he said, made their operations shaky but they did not foresee the closure. Before May 2009, added Lambonao, their bank operations was very robust. They then had around P3.2-billion which dropped to only P1.2-billion in such a short time, because of the rash of withdrawals.

He said that the closure of the other banks had a “domino effect” on them, even as he took note that they their operations were all above board. “We didn’t give out advance interests and the bank executives did not get commissions”, he said, comparing it to the ballyhooed management practices of the First Interstate and Pilipino Rural Bank that went before it.

Lambonao added that despite the rash of withdrawals that happened in other branches, the Ormoc branch was even performing well. He said that the Ormoc branch has 65-million in deposits, but added that their loan exposure, on the other hand, is P72-million.

The Ormoc branch was doing very well that just around three weeks ago, he said, the bank was even airing want ads for a lady account manager.

He also assured depositors that they will get their money back, adding that they catered mostly to small depositors and most, if not all, are covered by PDIC.

Meanwhile, a lady depositor, already in her late 60’s interviewed by the EV Mail on Friday, September 25, said she hoped the PDIC will process their claims soon. She said that she plunked down their life savings on the bank’s high interest time deposit scheme and only knew of its closure that day.
“Manang”, who refused to reveal her name and address, said that she was about to withdraw her monthly interest of P7,400 from the bank that day, to give to her grandson whom she is helping in his studies. To her dismay, she found it closed.

She said that she made her time deposit with the bank in 2005 yet, and it would have been due this 2010. Under the time deposit scheme, she earns monthly interest. P900 is released to her every 13th of the month, and another P7,400 on the 25th.

She said that the interest served as her pension. She added that she saved up her money from working as “konduktura” for the Multicab they owned. Her husband drove it, she said.
Manang added she did not have any problems with Philippine Farmer’s Bank until that day she came and saw it closed.

Clustering of Tacloban precincts eyed

TACLOBAN CITY — The Commission on Elections (COMELEC) in this city is considering the clustering of precincts with the approval of the automated polls for the 2010 elections.

Susan Collamar, Tacloban City Election Officer told reporters in an interview that her office is now considering the fusion or clustering of some precincts in this city following the approval of the poll automation in the 2010 national and local elections.

Collamar said with the automation of polls in the forthcoming elections, her office shall cluster small and neighboring precincts in the city to facilitate and speed up even more the electoral process.

She said it took over a month to manually count and canvass all the votes cast for presidential and vice presidential bets in the 2004 polls and two months, before all the votes given to senatorial candidates in 2007 could be counted and canvassed under the original manual process.

The Comelec 7 official also said that if there are now more voters in a precinct, that should not be a problem because, now that the polls will be automated, the time needed for votes to be cast will be faster than if the polls are still manual.

Meanwhile, Comelec7 said the number of registered voters in Tacloban City has declined. This after the poll body here deleted registered voters who have failed to vote in the last two elections.

Collamar, Tacloban City Election Officer told reporters in an interview at her office here that a total of 13,133 registered voters in this city has been deleted from the voter’s list for either failing to cast their votes in the past two elections, have opted to transfer to other voting areas, or have passed away.

She however clarified that those deleted names are still intact and archived in her office and those who are interested can still apply for reactivation until October 31, 2009 which is the deadline for registration for 2010 elections.

Collamar said that the 102,071 registered voters in Tacloban City in 2007, has gone down to 93,133 currently with the cancellation of names of those no longer qualified to vote.

She however expressed confidence that the number of voters will still increase considering that many still have signified their intention to register before the Oct. 31 registration deadline mandated by the Comelec.

Call center to hire 200 more workers

TACLOBAN CITY, Philippines—A call center firm will be hiring around 200 more workers this month for its facility in Palo, Leyte.

Abegail Tongco, recruitment specialist of APAC Customer Services Inc., said they have been conducting job fair caravans in the different towns and cities as well as colleges and universities in Leyte.

The APAC Customer Services, which is based in Deerfield, Illinois, has invested around P200 million on a 31,000-square meter facility at the Leyte Information and Communication Technology Park in Palo, Leyte, located about 10 km away from Tacloban City.

In a telephone interview Thursday, Tongco said the applicants would undergo initial screening at the sites of the job fair caravans and those who passed would be brought to APAC-Leyte facility for further testing and interview.

“At the end of the day, the lucky applicants return to their homes with their employment contracts,” Tongco said.

She disclosed that they have visited the towns of Tanauan, MacArthur, Tolosa, Alangalang, Abuyog, Jaro, Hilongos, Baybay, Dagami, Mayorga, Carigara, Burauen, Tunga and Capoocan.

Starting on Monday and Tuesday, APAC would conduct recruitment events in the towns of Isabel, in Palompon (Oct. 14) and Baybay (Oct. 15).

Job fairs were also held at the Trade Hall of the Small and Medium Enterprise Development (Smed) Center (Oct. 8) and at the barangay hall of V&G subdivision (Oct. 10).

Last January, APAC-Leyte only had 25 employees composed of the pioneering management team and then the workforce grew to 120 when the facility formally opened last March 3, 2009.

At present, Tongco said APAC-Leyte already has more than 800 employees.

“Our office still needs more manpower to complement the growing demands of our customers,” Tongco said.

She said APAC hoped that by the end of this year, it would have a workforce of 1,000.

“Every month we have been recruiting around 200 new call center agents,” she said, adding that whenever they have new clients they also hire more employees.

Tongco said that as the company has committed, it has been recruiting qualified customer service representatives or call center agents throughout the region.

She admitted though that APAC held a recruitment event in Cebu City but only for supervisory positions such as team leader, corporate quality analyst and operations manager, which require three years call center experience.

Leyte 4th district – the Codillas
There were hints of it six years earlier and then three years later, in 2004. But it was only during this political season that the Codillas of Ormoc finally made it as a political clan to reckon with. Probably they are not yet in the same league as the Romualdezes of Tacloban or the Loretos of Baybay.who have been building their respective dynasties decades earlier.

But the Codillas of the 4th District of Leyte may now be considered “made” by our local standards. They hobnob with the big names in Philippine politics and do their wheeling and dealing for mega-buck projects. And they usually get their share of the national coffers from Malacañang being a close ally of the president. After all, they were able to deliver votes for GMA in 2004 versus “da King” himself. And so, in gratitude, the miniature occupant in that palace by the river has graciously rewarded them in return.

The strength of a politician is usually measured in numbers: his political machinery, his following, the votes that he gets in an election season relative to his opponents. All these the Codillas seem to have in abundance. Note how they scored against their rivals. At the district level, the clan patriarch Eufrocino Codilla Sr. routed his arc-rival Carmelo Locsin by more than 33,000 votes, while 90 percent of their political allies under the Lakas-CMD-Kampi political parties also won hands down against their rivals.

Two of his mayors, Eric in Ormoc and Elmer in Kananga, likewise routed their rivals. Eric had a 12,000 comfortable margin over Kag. Gregorio Yastorza, while Elmer enjoyed a 3,700 margin over mayoralty hopeful Vice Mayor Marciano Nahine. And to think that Elmer had only recently transferred his residence to that town to qualify to run for the mayoralty.

If there is any political dynasty in district 4, this is it. Now the family pulls the switches for projects for the district with the patriarch calling the shots. With Eric very much in control of Ormoc city, the dynasty is alive and well. The city has money for its infrastructure projects running into hundreds of millions. And it is common knowledge that projects provide fodder to the cannon, the necessary material base usually computed as a percentage of the gross worth, the capital by which a politician-investor may run his future political campaign. And you wonder where all that money to buy votes came from? Your guess is probably as good as mine.

Without money, your campaign is a dud. You lose steam in the final stretches and your leaders leave you after a few enticements from the opposite camp. This is what probably happened to the camp of Locsin which has been short of ammunition since the start of the campaign. The money now flowed from the Codillas who were very generous to their watchers and ward leaders and sometimes even leaders of the opposite camp. It did not seem a big surprise when a number of Locsin’s leaders failed to deliver at the last minute. The enticements were simply too strong to resist.

The fight of the Codillas against the Locsins dates back to the post-Ormoc flood years when issues related to relief goods for Ormoc were raised against the reigning Locsins. At that time, Vicky Larrazabal Locsin was the mayor, while hubby Carmelo was in Congress. The perceived failure of the Locsins to answer the flood-related issues paved the way for the patriarch Eufrocino Codilla’s initial ascent to power. His three terms as city mayor had shored up his manpower and resources to adequately respond to whatever ammunition the Locsins subsequently threw at him.

Huge infrastructure projects, plus Ormoc’s share of the IRA, gave the city a huge boost in funds unprecedented in its history. These projects became landmarks attributed to the old Codilla as the city’s claim to progress and modernization. From then on, the notion of “progress,” of new buildings infrastructure projects, became a Codilla trademark. To one who had long-term plans of political domination, this was important. I don’t know if they consciously cultivated it in the public mind, but if they did, that was an excellent game plan.

It started with the Gaisanos leasing a government-built building for 25 years and putting up what many considered much better than Tacloban’s own Gaisano version. Ormoc was at the doorstep of a consumerist society with Gaisano leading the way. Then came the superdome, another multimillion infrastructure designed to host big-league games, with state-of-the-art facilities. Old ordinances had to be amended to legalize the structure and silence critics. Finally, Ormoc’s market underwent a facelift, with a design that was patterned after some Metro Manila markets. The staggering cost of the buildings forced the government to make a loan from the Land Bank. It didn’t matter if the city pays millions in interest to the bank annually.

Local contractors and suppliers, especially those with close ties to the administration, enjoyed their golden years, and a few became instant millionaires. Cebu Governor Gwen Garcia, who was still a Codilla by marriage to the eldest son of then city mayor Eufrocino Codilla Sr., made sure each one had a share of the large pie, with their favorites getting the largest slice. Biddings were done deals. That way, things were smoothened, with the switches firmly in the hands of the administration. The plans and their implementation were the handiwork of the sophisticated Gwen, who inherited her talents from her father, Rep. Pablo Garcia of Cebu.

If their allies became richer from the boons in infrastructures, the Codillas could not have fared badly themselves. The family is a major supplier of lumber and construction materials. With the projects normally using up more than 60 percent of project costs in construction materials, a supplier of sand, gravel, cement, lumber and steel bars could easily have profited tens of millions from Ormoc’s big projects. That plus the usual 20 percent “under-the-table” take equals unprecedented millions and prosperity to those who control the switches.

Now you can stop wondering where those sacks of money come from on election day. Three years is ample time to prepare, something which the Codillas do not seem to waste. With Kananga recently added to their territory, two more towns in the next elections seem fair game to the enterprising family. The patriarch still has potential mayors in his family who must by now be planning their own ascent to power. After all, who is going to oppose them?

As I said, the Codillas of Ormoc are now a clan to reckon with in political circles. They have probably been using time-tested political practices, Except for the patriarch’s advancing years and the slowing down of reflexes, I don’t see a kink in the armor.

Prince Warehouse locates in Baybay, inks contract with mayor, councilors

BAYBAY, LEYTE – Mayor Michael Cari and Robert Go, president of Prince Warehouse Inc. based in Cebu, have inked a 25-year contract on Tuesday, July 28, 2009, which will allow the latter to develop the old public market area into a mall and operate it for the period. The signing was witnessed by the city councilors, with Teresita Veloso and Carlo Enriquez affixing their signatures as chair of the committees on cooperative development and labor, trade, commerce and industry, respectively. Vice-mayor Rex Retana said that they would be ratifying the contract next week, which went through a fine tooth comb with the council. He assured that every detail of the contract that was finally approved by the council for the mayor’s signature was thoroughly studied and would benefit Baybay and its constituents.

He added that the decision to award the use of the public market was not an easy decision to reach, as there are longtime occupants of the market building. However, this was resolved as Robert Go himself has taken to himself to relocate them to a tiangge portion of the mall. The former occupants will have first priority in occupying the food stall and tiangge portion, to be rented out at a very low daily rate. The vice mayor emphasized that the current occupants are well informed of the decision and were consulted about it.
In an interview with Mayor Mike Cari, the young mayor said that dealing with Go was easy. He described the businessman as very straightforward, and was really the one who dealt with them. “He came here, and talked with us personally”, he said, saying he appreciated the fact that the negotiations were made directly between them.
Prince Warehouse, the mayor added, would be renting some 10,433 square meters of the total area, leaving only around 200 square meters as access road at the back portion. The rental is P10 per square meter or around P104,000 a month. The mayor added that the Gaisanos of Cebu, after probably getting a whiff of the interest shown by Go in Baybay, also made an offer for the area. The offer was slightly higher at P11 per square meter, but they only wanted to rent 6,500 square meters of the area.
Mayor Cari pointed out that the P104,000 in monthly rentals was already a windfall for Baybay, as the space was barely making anything in the past.
Sadly, he said, people have this attitude that if it is government property, they don’t really want to pay for its use. The rate of collection in the area was very low, though he bets that if the area is operated by a private establishment, the same people would pay their dues religiously. The rental rate will increase every five years, at seven percent increment. Prince Warehouse will also have the option of to renew after 25 years, and the option of first refusal if in case the local government wants to sell the property after the contract period.

As for a “giant” competing with local traders, the mayor said that he was made to understand that the operations of Prince Warehouse are more of a wholesale distributor. The entry of Prince was well consulted with the businesses in the area, and they were most welcoming, Cari noted. He added that he even took to himself to “reactivate” the Filipino-Chinese Chamber of Commerce in the city, so that there would be a cohesive business group that the officials can consult with.

When finished, the planned development of Prince Warehouse would include a parking space, specialty stores on the front, the department store and a food court, aside from the low-end tiangge and food stalls where the former occupants will be relocated. The target opening date is December, this year.
Meanwhile, vice mayor Rex Retana is appealing to property owners at the back portion to counterpart the access road to make it wider, for easier entry and eggress of vehicles especially in emergency situations like fire and passage for ambulance. By Lalaine M. Jimenea

IN TACLOBAN

Go around any city or town in the Philippines, and you will find that many of their streets have been named after illustrious national or local historical personalities. However, the reasons for their fame are a totally different story. Indeed, when measured according to their contribution to Filipino nationhood and independence, some of these personalities had in fact betrayed the Filipino cause and, therefore, are national embarrassments. Yet, these personalities were once been glorified, and their names have been preserved for posterity as names of city or town streets.


Of course, Tacloban also have other streets named after venerable national heroes, for instance, Rizal Avenue, P. Burgos Street, Del Pilar Street, and A. Mabini Street. And even after noble local forebears such as Esperas Avenue, Capitan Tarcela Street, Salazar Street, and Gen. Lukban Street. But these street names are easily blighted or crowded out by the embarrassing names.

55 barangay chairmen support supplemental budgets of city govt

TACLOBAN CITY -- Majority of the Barangay Chairmen here are supporting for the implementation of the water system project as well as other priority projects that will be implemented this year by the city government.

This was supported by the more than 55 barangay chairmen who visited the Sangguniang Panglunsod during their regular session.

Eden Chua Pineda, ABC president, told Leyte Samar Daily Express that the barangay chairmen visited the Sangguniang Panglunsod without formal invitation to observe the session if the supplemental budget No. 4 amounting to P18 million and supplemental budget No. 5 amounting P95 million which is the supplemental budget for the priority projects of the some barangays in the city.

Pineda said they are in favor to approve the supplemental budget No. 4 and supplemental budget No. 5 which the city government has prioritize for implementation.

Leyte Gov bats for self-reliant economic development

Tacloban City (October 15) -- "Let us focus on local resources and potentials for furthering mutual cause of economic development," Leyte Governor Carlos Jericho Petilla exhorted the local business stakeholders.

In his message read for him by Board Member Evangeline Esperas, during the opening of the 3rd Leyte Business Month Fair at the People's Center on October 14, the honorable governor commended the invaluable support of the Leyte Chamber of commerce and Industry, the Bahandi Producers, and the national government offices.

He said that "we always have high hopes that local economic development will be ours despite the many challenges" because the stakeholders believe the province has the capacity for it and because they work hard together to build on the available resources.

Governor Petilla said that he will continue to sustain his advocacy, discussing with people behind the investment opportunities and making the steps towards pouring in of more investors and investments to the province especially with foreign dignitaries visiting the locality for the 65th Leyte Landing anniversary.

Governor Petilla disclosed that for this year, the Provincial Government of Leyte will continue to focus on priority investment areas such as Information and Communications Technology, Agriculture and Tourism as well as One Town One Product program.

He intimated that the Provincial Government of Leyte will continue its efforts in these areas until such time that it could truly be said that Leyte is the center of ICT, tourism and agriculture in the Region.

There is still a long way to reaching this goal, but to have come this far given limited resources, is already an achievement in itself, the good governor added.

The Province of Leyte has already been awarded as the country's Most Investment Friendly Province, but it will not rest on its laurels, instead, it will sustain the momentum of today's gains.

Governor Petilla called on the Leytenos must be grateful that it has been spared the damages of the recent typhoons that can set back years and years of work. While thanking the Good Lord for his blessings, Governor Petilla bid the Leytenos to expend help to "our fellow Filipinos" in Luzon.

The Province of Leyte is the first and only province in Eastern Visayas that holds an annual Business Month celebration. The celebration which is being spearheaded by the private sector, the Leyte Chamber of Commerce and Industry, is a tangible manifestation of the strong partnership Governor Petilla and the Provincial Government of Leyte has forged with the private sector.

The display of the OTOP Producers from many Leyte towns, the ICT displays, the tourism destinations which are uniquely Leyte, the agri-aqua products which are fruits of the Provincial Government's season-long training on high value crops, and the diskwento booths where basic commodities are sold at least P2.00 cheaper than suggested retail prices, the landscaping contest which showcases the talent of the Leytenos, the antique furniture, Christmas parapharnelia are awaiting the visit of the public even students and job-seekers.

Leyte's August inflation rate lowest since 2005


TACLOBAN CITY — Inflation rate of Leyte continuously went down from March to August 2009 with the considerable drop of 1.4 percentage points. This posted the province’s inflation rate at 1.0 percent in August 2009, which means that the general price levels of goods and services in Leyte were higher by 1.0 percent compared to the price levels during the same period last year.

The significant plunge of the inflation rate in Leyte was due to the decreases of the year-on-year rate of price change of all the major commodity groups. The biggest decline was observed on housing and repairs by 2.2 percentage points. Other commodity groups with a considerable drop on its inflation rate were the following: tobacco (-1.8 percentage points); food (-1.6 percentage points); beverage (-1.5 percentage points); and services (-1.5 percentage points).

Meanwhile, the month-on-month price change in the province remained at 0.2 percent from July to August 2009. There were very slight changes observed on the month-on-month price change of the major commodity groups. It was only on the month-on-month price change of fuel, light and water that substantial drop of 1.5 percentage points due to the 2.6 percentage points slump on the month-on-month price change of fuel.

Moreover, Leyte’s purchasing power of the peso (PPP) at 61 centavos was sustained from July to August 2009.

City council approves P95M supplemental budget for 2009

TACLOBAN CITY- The Tacloban City Council during last Wednesday’s regular session approved the fifth supplemental budget for 2009 amounting to P 95 million.

Supplemental Budget Number 5, authored by City Councilor Jerry “Sambo” Yaokasin, chairman of the Committee on Finance and Appropriations, and City Councilor Cristina Gonzales-Romualdez, has submitted for consideration and approval of the council following the passage of Supplemental Budget Number 4 amounting to P 18 million

The bulk of the fifth supplemental budget will be for the construction of a water system for the northern barangays amounting to P 50 million.



“The amount will suffice for the establishment of a water system that will satisfy the water needs of residents in the northern barangays of the city,” Yaokasin said.

Around P25 million was earmarked for the Computerization Project of the city government.

Development and rehabilitation of health centers in three barangays in the city was appropriated at P10 million in the supplemental budget.

Another P10 million was set aside for the putting up of solid waste management facilities for the city in Barangay Sto. Niño.

Councilor Yaokasin said the funding source of the supplemental budget is the P95 million loan recently obtained by the city government from the Development Bank of the Philippines (DBP).

“It is a matter of procedure. Any loan obtained by an LGU cannot be used without an appropriation ordinance, in this case a supplemental budget approved by the council,” stressed Yaokasin, citing Section 305A of the Local Government Code (LGC) of 1991.

Section 305A of the LGC states that no money shall be paid out of the local treasury except in pursuance of an appropriation ordinance or law.

“We authorized the city mayor to enter into a loan agreement with DBP. We ratified the loan agreement, and now we approved the supplemental budget for the loan to be used for the intended citywide development projects,” he ended.

Citys present zoning planning need overhauling  Councilor Yaokasin

TACLOBAN CITY- City Councilor Jerry “Sambo” Yaokasin admitted that the city’s current zoning planning need to be overhauled.

This admission of Yaokasin, who chairs the powerful finance committee at the city council, was made by him during the “Kapihan ha PIA” yesterday.

Yaokasin said that to address this problem, the city zoning plan or the comprehensive land use is now under review by the Office of the City Mayor through the office of City Planning and Development Office which is under the leadership of Roland Hidalgo.

The councilor said that the current zoning ordinance has to be reviewed considering that Tacloban is growing wherein various enterprises establishments could be seen sprouting even in some residential areas.

He, however, could not say when the new comprehensive land use and zoning ordinance would be submitted to the city council for review and approval. The current ordinance was enacted in 1997 yet.

“You don’t see any order here. It’s very frustrating,” Yaokasin said, particularly referring the situation in Rizal Avenue, one of the main thoroughfares in the city, where one can see houses, business establishments and warehouses.

The city’s current land use and zoning ordinance has been enacted in 1997 which appears to be no longer applicable to the present time now with Tacloban has been classified as highly urbanized city in 2008.

Yaokasin said that by reviewing the current zoning ordinance, order in the city could somehow be restored back where residential, business, school zones, among others could be clearly delineated.

The city government of Ormoc has appreciated and recognized the effort and dedication made by a veggie farmer who become the most outstanding vegetable farmer in Leyte Province.

Through a resolution by the city council on Sept. 16, the Codilla government has expressed its appreciation and recognition to the achievement of Wilfredo Rios of Brgy. Lao, this city, as chosen as the Most Vegetable Farmer in Leyte during the Farmer’s Week Celebration held at Visayas State University, Baybay, Leyte, last Aug. 9.

The resolution said that Rioses “passion for agriculture is a great factor for his success in venturing into organically grown vegetables in his farm. His endeavors yielded good results and was duly recognized by proper authorities through the recent award given to him.”

It further said that “the City Government of Ormoc feels very proud of the achievement of Mr. Rios and this august Body deems it appropriate to give him due recognition and appropriation.”

For the feat of Mr. Rios, being a diligent farmer with leadership as he is also the village chief of this barangay, this local government through the leadership of Mayor Eric C. Codilla awarded him with a cash prize.

City council approves P95M supplemental budget for 2009

TACLOBAN CITY- The Tacloban City Council during last Wednesday’s regular session approved the fifth supplemental budget for 2009 amounting to P 95 million.

Supplemental Budget Number 5, authored by City Councilor Jerry “Sambo” Yaokasin, chairman of the Committee on Finance and Appropriations, and City Councilor Cristina Gonzales-Romualdez, has submitted for consideration and approval of the council following the passage of Supplemental Budget Number 4 amounting to P 18 million

The bulk of the fifth supplemental budget will be for the construction of a water system for the northern barangays amounting to P 50 million.



“The amount will suffice for the establishment of a water system that will satisfy the water needs of residents in the northern barangays of the city,” Yaokasin said.

Around P25 million was earmarked for the Computerization Project of the city government.

Development and rehabilitation of health centers in three barangays in the city was appropriated at P10 million in the supplemental budget.

Another P10 million was set aside for the putting up of solid waste management facilities for the city in Barangay Sto. Niño.

Councilor Yaokasin said the funding source of the supplemental budget is the P95 million loan recently obtained by the city government from the Development Bank of the Philippines (DBP).

“It is a matter of procedure. Any loan obtained by an LGU cannot be used without an appropriation ordinance, in this case a supplemental budget approved by the council,” stressed Yaokasin, citing Section 305A of the Local Government Code (LGC) of 1991.

Section 305A of the LGC states that no money shall be paid out of the local treasury except in pursuance of an appropriation ordinance or law.

“We authorized the city mayor to enter into a loan agreement with DBP. We ratified the loan agreement, and now we approved the supplemental budget for the loan to be used for the intended citywide development projects,” he ended.

Citys present zoning planning need overhauling  Councilor Yaokasin

TACLOBAN CITY- City Councilor Jerry “Sambo” Yaokasin admitted that the city’s current zoning planning need to be overhauled.

This admission of Yaokasin, who chairs the powerful finance committee at the city council, was made by him during the “Kapihan ha PIA” yesterday.

Yaokasin said that to address this problem, the city zoning plan or the comprehensive land use is now under review by the Office of the City Mayor through the office of City Planning and Development Office which is under the leadership of Roland Hidalgo.

The councilor said that the current zoning ordinance has to be reviewed considering that Tacloban is growing wherein various enterprises establishments could be seen sprouting even in some residential areas.

He, however, could not say when the new comprehensive land use and zoning ordinance would be submitted to the city council for review and approval. The current ordinance was enacted in 1997 yet.

“You don’t see any order here. It’s very frustrating,” Yaokasin said, particularly referring the situation in Rizal Avenue, one of the main thoroughfares in the city, where one can see houses, business establishments and warehouses.

The city’s current land use and zoning ordinance has been enacted in 1997 which appears to be no longer applicable to the present time now with Tacloban has been classified as highly urbanized city in 2008.

Yaokasin said that by reviewing the current zoning ordinance, order in the city could somehow be restored back where residential, business, school zones, among others could be clearly delineated.

Mayor Beboy Codilla joins with the senior citizens at their general assembly.


Ormoc City Mayor Eric “Beboy” C. Codilla announced last October 14 that his big project next year would be the Diagnostic Center. He made the announcement during the Elderly Week & General Assembly held at Brgy Nasunogan this city.

He said that the children and the senior citizens can benefit this project. He added that the Diagnostic Center is planned to erect on the corner of the City Health Building. He estimated the initial amount to 50 Million pesos. It would be a 4-storey building and fully-air conditioned. He said that he would hire doctors, medical technologists and other staff to serve the patients. He estimated an amount of 20 million annual budget for the salary, chemicals and equipments. Mayor Beboy said that he already shared his plan to Vice Mayor Nepnep Aparis as well as the 11th Sangguiang Panlungsod. The mayor is also optimistic that the economy of the city would boost for it may be the first in the region.

Senoir citizens would just present their PhilHealth cards to avail their benefits.

it napahimo hit city nga 'unfriendly' it mga magisog, aborido ug magalin it batasan nga traffic enforcers (upod na it mga "undercover" nga parag dakop hit jaywalkers), diri it mga balaod.. diri maupay it ira "approach" ha mga violators..

Why do we have to abolish that ordinance? It is a way to discipline the people. Kun aton ito igaabolish ano naman la it gamit hit aton mga pedestrian lanes? Aton gihap panananggalon? Delikado it syudad na waray pedestrian. Delikado kaupay. It doesn't matter bakay hagligot la it aton mga kalsada ngan diri na ito ipapatuman na balaud. Para hito na mga turista. Kun adi hira ha aton alayon gad la unta sundon nira it at mga balaud nganhi kay ba man kun hi kita it aadto ha ira nasunod man kita.

City govt to upgrade 2 FMR in the northern barangays

TACLOBAN CITY- The City Government of Tacloban, in partnership with the Department of Agriculture (DA) and the Office of Leyte First District Representative Ferdinand Martin Romualdez, will upgrade next year two major farm-to-market roads (FMR) in the northern part of the city to the tune of P 45 million.

This was disclosed by Assistant City Engineer Concepcion “Ching” Esperas in an interview Thursday.

Esperas said that the two FMRs slated for upgrade next year are the 6. 2 kilometer long Palanog-Paglaum FMR and the 5.2 km long Picas- San Roque FMR.

“These two FMRs are only gravel roads that need to be upgraded, ” she pointed out.

Esperas said the upgrading will primarily involve the cementing and concreting of the two FMRs.

“Our Office has already prepared the Program of Works (POW) for the two proposed upgrading projects,” she disclosed.

“Barring unforeseen circumstances, the upgrade of the two FMRs will commence in the first quarter of next year. Hopefully, before the end of 2010 the upgrade will be completed,” added Esperas.

Esperas revealed that P30 million will be spent for the upgrade of the Paglaum-Palanog FMR, while P15 million was earmarked for the Picas-San Roque FMR.

Funding for the two upgrading projects, according to her, will be jointly shouldered by the city government, DA, and Office of Cong. Romualdez.

“Cong. Romualdez and DA have agreed to shoulder a part of the P45 million needed for the upgrading of the two FMRs,” Esperas revealed.

The assistant city engineer said that the upgrading projects will not only benefit Palanog, Paglaum, Picas, and San Roque but will also help economically the seven other barangays in the north.

The other barangays in the northern part of the city are Sta. Elena, Cabalawan, Sto. Niño, San Isidro, New Kawayan, Old Kawayan and Tagpuro.

“Once finished, the upgrade will speed up movement of farm products from the benefiting barangays down to their market,” Esperas emphasized.

The economies of most, if not all villages in the north are predominantly agricultural, the products of which include livestock, rice, corn, coconut and other high-valued fruits and vegetables.

Memorabilia during Liberation days unveiled at Robinsons Mall yesterday

TACLOBAN CITY- Photos showing significant places during the Liberation days, memorabilia kept by veterans and unique objects depicting Leyte were unveiled yesterday at the Robinsons Mall as one way to bring history and tourism to a place with heavy foot traffic.

Department of Tourism (DoT) Regional Director Karina Rosa S. Tiopes said that a photo exhibit in a mall will give people a chance to see places without going to the site. The activity coincides with the 65th Leyte Landing Anniversary on October 20.

The project is organized by the provincial government of Leyte, Veterans Federation of the Philippines Sons and Daughters Associations Inc., and DoT.

Backed by the newly-formed Camera Club of Leyte and Samar (CCLS), the DoT were able to display about 30 photos, which represents the top 10 for each category. The display will run until October 22.

“With this contest, we now have photo database. Photographers agreed to use their work to promote the local tourism industry. This is a big factor because picture speaks louder than words,” Tiopes told Leyte Samar Daily Express.

The categories include landscape photo; second World War II memorabilia with photograph subjects paraphernalia, equipment, gear, relic, keepsake, memento, articles and items; World War II Engagement Sites… 65 years after; and Uniquely Leyte which shows uniqueness of the province through landscape, still life and portrait.

Among the photos displayed are different angles of monuments in MacArthur Landing Memorial Park in Palo, Leyte; Hill 120 in Dulag, Leyte; medals; old telephone; war weapons; markers; old typewriters; articles; native delicacies; rivers; San Juanico Bridge; among others.

The DoT were able to receive a total of 45 entries with over 100 pictures. They only displayed “the best photos”. There is also a space that showed the work of CCLS.

First prize will receive P10,000, second prize is P8,000, third is P6,000 others will receive a consolation prize of P1,000. The event is the first photo competition in relation to the Leyte Landing commemorations.

“This is to enhance awareness of the people of the areas that are part of our history. We will be doing this in a yearly basis.”

CCLS President Orlando C. Uy said that the exhibit is a good opportunity to show to the people the good sites of the province.

“We are willing to train more members of our club who are committed to be taught the basics of photography and apply it in our advocacy, which is tourism promotion,” Uy said.

The group, which was launched last August this year, has only 13 members composed of mostly amateur photographers. CCLS members, however, were not allowed to join the photo contest.
