This was bared by Executive Assistant Eduardo Manadong in an interview Friday. Manadong said that work on the multi-million-peso project would go full blast once the bidding process will be completed. “The bidding is scheduled next month. Once the winning bidder will be selected, project implementation will begin immediately. It could be in the first half of December at the earliest,” he pointed out. The executive assistant explained that the city government decided to undertake the project because of the continuing “failure” of the Provincial Government-run Leyte Metropolitan Water District (LMWD) to adequately supply water to the city, especially the northern barangays. According to him, residents of the 13 villages in the north will be the number one beneficiaries of the proposed project once it is completed. The 13 barangays in the north are Palanog, Paglaum, Bagacay, Picas, San Roque, Sta. Elena, Cabalawan, Sto. Niño, San Isidro, New Kawayan, Old Kawayan, Salvacion, and Tagpuro. “The project is especially intended for people in the northern barangays, but it doesn’t mean that other areas in the city will not benefit from it. People in the Downtown area and other villages outside the north will also get their own supply of water through water tankers ,” he pointed out. Manadong disclosed that the city government would use a P50-million loan obtained from the Development Bank of the Philippines (DBP) for the completion of the entire project, which is one of the priorities of City Mayor Alfred Romualdez. “The bulk will cover the putting up of water system facilities like water tanks and an impounding dam, while the balance will be used to acquire water tankers that will bring water from the source to the downtown area,” he said. The city official revealed that there will be three sources of water for the proposed pocket water system project. Biomedical technicians are the technical persons who undertake preventive maintenance, calibration, repair and handling of all the medical equipments used in clinics and hospitals. In the entire Eastern Visayas, there are only two (2) TESDA NC-II certified biomedical technicians – one is employed at Bethany Hospital and the other is at the Divine Word Hospital both in Tacloban City. Having biomedical technicians is very advantageous for any hospital, be it government or private. Firstly, the hospital could save thousands or even millions of pesos for the repairs and/or replacements of medical equipments such as: x-ray machine, patient monitor, ultra sound, defibrillator, centrifuge, etc. which are very expensive and sourced from outside of the country. With a biomedical technician, proper handling, preventive maintenance, periodic calibration and repairs could extend the useful life of these equipments and repairs could be done within the hospital. Secondly, doing the repairs in the hospital is faster and cheaper than sending it back to the manufacturer or requesting technicians from them considering that most of the medical equipment suppliers are from outside the country. There is also a need for biomedical technicians to be included as members of the surgical team. This is to make sure that all machines and equipment used during the operation are working properly. Any malfunctions of the machines and equipments would be disastrous and may cause the death of the patient. In the country, a law had already been passed requiring all government and private hospitals to have biomedical technicians as part of the required personnel structure. In the entire world, where resourcefulness, industry, diligence and the unique Filipino ingenuity are known for, Filipino biomedical technicians are truly in demand. In fact, there are ready US visa awaiting accredited biomedical technicians. The supply for biomedical technicians is hindered by the very few graduates and TESDA NC-II accreditation passers. It is because, in the entire country, it is only the University of Perpetual Help Systems in Laguna who is the first and authorized to offer such a course in the country. One of those, is DZR airport which is the 7th yet dilapelated yung airport terminal. That's very unfair. Angie Opina, OIC-Assistant District Engineer, these drainage system projects have been implemented in view of the resolution made by the chairman, submitted to the congressman for funding, because the Barangay Chairman knows what the problem in their locality and in their vicinity are. Four of the five branches the bank is scheduled to open this year are to rise outside the National Capital Region, where it now has 24 branches. It also plans to open a second branch in Caloocan. RBank vice president for retail banking Dennis Paredes said the bank was also preparing a corporate rebranding in time for its 12th founding anniversary in November. “We are also stepping up our rebranding project to standardize RBank’s corporate image. At the sidelines of the company’s listing ceremony in Makati City, Century Peak president and chief executive officer Wilfredo Keng said the initial phase will cost P2 billion, and will likely start construction within the year. “We want to put up an integrated mining operation. And the initial phase will be the smelting plant,” said Keng. According to the company’s website, the nickel pig iron smelting plant will be located in Isabel, Leyte. Keng said Century Peak expects to close the deal on the property “very soon” after which the firm can begin construction activities. At present, the company’s nickel mining subsidiary Century Peak Corp. holds a mineral production sharing agreement covering a 4,000-hectare property in the Dinagat Islands and Albor, Dinagat province in Surigao del Norte. Keng said the company is targeting to produce 5,000 tons to 10,000 tons of pure nickel per year after the first phase of the smelting facility comes online. Peak operation will double nickel production to some 20,000 tons per year. He said the smelting plant will allow the firm to generate profits despite depressed nickel prices. “Even if price [of nickel] drops to $10,000 per ton, we still make money,” added the company executive. He said the nickel deposits also contain iron content which will translate to more value for the firm as the plant is said to utilize the extracted iron ore. Apart from nickel and iron, Keng said the firm is also exploring other minerals such as chromite, gold and copper. He said Century Peak also plans to acquire more properties for the mineral area while boosting exploration activities. For now, the firm’s exploration site is only limited to between 500 hectares and 700 hectares, said Keng. “We initially discovered that a deposit can go for 15 to 20 years in the Dinagat area. But we will still continue our exploration of the area,” he said. Century Peak listed by way of introduction meaning it will not raise funds through this exercise. Companies taking this route, however, have certain advantages like gaining exposure as its shares can be traded on the exchange. For now, Keng said Century Peak’s China-based affiliate will support the company during the initial stages of expansion. Yesterday, the company listed 2,820,330,450 common shares, with a par value of P1 per share. These shares are listed under the First Board of the Exchange carrying an indicative reference opening price of P1 per share. President Gloria Macapagal-Arroyo recently signed Executive Order 839, imposing a ceiling on fuel prices in Luzon because of the recent calamities. A price freeze that was initially imposed on basic commodities nationwide following the typhoons that hit Luzon has also been lifted in non-calamity hit areas such as Negros Occidental, Trade and Industry provincial head Rebecca Rascon said. The United Negros Drivers Operators Center yesterday joined the call of the Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide or United Organizations of Drivers and Operators Nationwide (PISTON) for a nationwide freeze in fuel prices. “We are calling for a uniform diesel price of P28 per liter nationwide,” UNDOC secretary general Jesse Ortega said, noting that in Bacolod as of yesterday it was P35.50 or a price difference of P7.50. Elizabeth Katalbas, president of the Federation of Bacolod City Drivers Associations, said they are awaiting a summit called by Energy Secretary Angelo Reyes on Nov. 3 to see what actions government will take. Recto told the DAILY STAR opposition should be raised against the oil price disparity so government will act on the matter. Even before typhoons Ondoy and Pepeng struck Luzon, fuel prices in places like Bacolod , Cebu , Tacloban and Cagayan de Oro were already higher than in Metro Manila, he pointed out. Now with a variation of cross-subsidy schemes the difference between prices in Metro Manila and the Visayas and Mindanao has worsened, Recto said. “This variation of a cross-subsidy is unfair to areas which are economically less prosperous than Metro Manila,” Recto said. A fisherman in the Visayas has the right to complain if the gas for his banca is more expensive than the gas a Makati resident loads on his SUV, Rectos pointed out. The price freeze in Luzon should not be used as a scapegoat to raise the prices in the Visayas and Mindanao , they are not cost recovery markets, he said. Recto also noted that increases made by major oil players are similar indicating price fixing or collusion. The Oil Deregulation Law needs to be amended to address this problem, he said. Campo (The Freeman) Updated November 02, 2009 12:00 AM CEBU, Philippines - The 16 cities, whose status have been questioned by the League of Cities of the Philippines (LCP) are now asking the Department of Budget and Management (DBM) to return to them their Internal Revenue Allotment (IRA). This came after the Supreme Court directed the LCP to respond to the motion for reconsideration and pleading of the 16 cities. Naga, Cebu Mayor Valdemar Chiong, whose city is one of the 16, said that they can’t just sit down and wait for the next step, as the High Tribunal order to the League of Cities of the Philippines (LCP) is “very clear” that the they are still officially cities, hence, they still deserve their IRA as cities back. It was on the second quarter of this year when the DBM started slashing down the share of the 16 cities from the national income despite that there is no final decision by the Supreme Court yet. The SC in a decision dated November 18, 2008 has declared unconstitutional the laws creating the 16 cities as they did not meet the income requirement to become such. The said ruling however is not final and executory as the aggrieved parties were allowed to file a motion for reconsideration. The Supreme Court en banc in a resolution last September 29, has asked the LCP “to comment” on the motion and pleading within 10 days of the receipt of the notice. Chiong said before the 10 days had expired, the LCP had asked a 10-day extension. Their response has already been submitted but is yet to be reviewed. Meanwhile, DBM has also asked the SC regarding the status of the 16 cities. In an earlier interview, SC spokesman Jose Midas Marquez said that the city status of the 16 local government units remains on “status quo” while the court has still not made its November 18, 2008 decision final and executory. He even asked that the aggrieved party to raise their issue on the reduced IRA to the court for appropriate action. Naga, Cebu started receiving the slashed IRA since May, wherein its remaining 20 percent IRA for that month was never released. The IRA is released monthly in two tranches — 80 percent for the second week of the month, and the 20 percent on the following week. Naga’s monthly share is P18 million, but only 80 percent was released in May. The same also followed for the succeeding months. Meanwhile, DBM’s query was supposed to be tackled by the SC en banc last Tuesday, but was postponed due to a lack of quorum. Joseph Santiago, chairman of the House information and communications technology committee, disclosed Sunday. “The Philippines has definitely secured its position as a leading player in the global BPO market, judging from the sustained double-digit revenue growth of the local branches of mostly multinational BPO providers,” Santiago said. Santiago cited the need to further build up the BPO industry through ample infrastructure support, proper human resource development, sound policy environment, adequate fiscal incentives and effective business development. He said the P94.4 billion in combined revenues reported by the top 29 BPO providers alone translate to almost $2 billion at the current exchange rate of $1:P47.63.
