City government to implement P50-M water system project (http://leytesamardaily.com)

TACLOBAN CITY -- The City Government of Tacloban will commence the implementation of a P50-million water system project this coming December.

This was bared by Executive Assistant Eduardo Manadong in an interview Friday.

Manadong said that work on the multi-million-peso project would go full blast once the bidding process will be completed.

“The bidding is scheduled next month. Once the winning bidder will be selected, project implementation will begin immediately. It could be in the first half of December at the earliest,” he pointed out.

The executive assistant explained that the city government decided to undertake the project because of the continuing “failure” of the Provincial Government-run Leyte Metropolitan Water District (LMWD) to adequately supply water to the city, especially the northern barangays.

According to him, residents of the 13 villages in the north will be the number one beneficiaries of the proposed project once it is completed.

The 13 barangays in the north are Palanog, Paglaum, Bagacay, Picas, San Roque, Sta. Elena, Cabalawan, Sto. Niño, San Isidro, New Kawayan, Old Kawayan, Salvacion, and Tagpuro.

“The project is especially intended for people in the northern barangays, but it doesn’t mean that other areas in the city will not benefit from it. People in the Downtown area and other villages outside the north will also get their own supply of water through water tankers ,” he pointed out.

Manadong disclosed that the city government would use a P50-million loan obtained from the Development Bank of the Philippines (DBP) for the completion of the entire project, which is one of the priorities of City Mayor Alfred Romualdez.

“The bulk will cover the putting up of water system facilities like water tanks and an impounding dam, while the balance will be used to acquire water tankers that will bring water from the source to the downtown area,” he said.

The city official revealed that there will be three sources of water for the proposed pocket water system project.

The three sources, according to him, are deep wells to be dug up in three different sites in Cabalawan, surface water in Bagacay, and an impounding dam (water harvesting facility) in Salvacion.

“Though not a long-term solution, we, in the city government, are optimistic that the water supply problem will be somehow eased once the water system project will be completed,” Manadong said. (CIO- Jose Rodriguez T. Señase) (10/28/09)

Kay kun matuman magkaada na kalugaringon an city nga water district sana han paggamit naman han sorok han tubig unta diri panghilabutan han Probinsiya. 120 scouts join district encampment

TACLOBAN CITY- A “Joint Boy Scout-Girl Scout District Encampment” was successfully held at the Bagacay Elementary School (BES), this city, from October 26-27.

The joint encampment, which was held in line with the Scouting Month celebration this month, was the first significant scouting activity in this city since the Boy Scout of the Philippines (BSP) Tacloban Associate Council was officially launched last October 9, according to BES Principal and BSP board member Imelda Cayas.

Cayas said that around 120 boys scouts and girl scouts from five public elementary schools belonging to the Tacloban City Division District IV participated in the two-day encampment.

The schools that sent scouts to join in the two-day activity were Mercyville Elementary School (MES), Bagacay Elementary School (BES), Tigbao-Diit Elementary School (TDES), Panalaron Central School (PCS), and Sagkahan Elementary School (SES).

“The encampment provided an opportunity for young scouts, boys and girls, to do useful things for themselves and to others and to be trained in scout craft and to inculcate in them the value of patriotism, civic consciousness and responsibility, courage, self-reliance, discipline and kind virtues, and good moral values,” Cayas stressed.

“The activity also enhanced the camaraderie of the participants and provided an opportunity for bonding with each other as scouts and scouters,” she added.

During the two-day encampment, scouts joined in different activities like collage-making, knot-tying, obstacle race, relay, spiritual forum, hike-out and picnic at sunrise held at a park in an area near the San Juanico Bridge

The scouts also participated in an emergency rescue drill conducted by the Red Cross and in a campfire program held at the BES grounds Monday evening, which was also attended by District Supervisor Mark Chester Tamayo and BSP Tacloban Council officials Manuel Marta and Edilberto Meñano.

“All the activities went well, as planned. We want to extend our gratitude to all those who supported the endeavor, especially City Mayor Alfred Romualdez,” Cayas said. According to her, Mayor Romualdez, who is also the chairman of the BSP Tacloban Council, has ensured that ample supply of water was available for use of all camping participants.

The Tacloban City BSP Council was chartered as an associate council and was separated from its mother council, which is the Leyte province, only in September 19, 2009.

Several companies who want to operate their business here is showing interest to the Executive and Sanggunian Panglungsod building once the local government will transfer in its new city hall at the government center late this year, city Councilor Sotero Pepito, the chairman of the committee of information of the city council disclosed in an interview the other day.

Pepito said that the transfer to the new city hall building this year is inevitable, and there are business enterprises and future investors that get interested of the vacated buildings. Pepito disclosed that even the port management office of the Philippine Authority has already stressed their intention to rent these buildings because their port office is located in Brgy. Doña Feliza Mejia which is quite far from the local port. The vacated two buildings are very ideal for the PPA because of its location which is near the port.

Pepito likewise disclosed that a representative of Mac Donald’s chain of restaurants has also shown interest to rent the building because of its good location. He said that Mac Donald’s is willing to pay how much the rental of the two buildings because it’s location in the city plaza. There are still other companies that show intention of the soon to be vacated buildings because of its good location which Pepito says would produce revenue to the city coffers.

Pepito stressed that when the local government units will transfer its operation to the new city hall building the old city hall building will be converted into a museum. This edifice will contain stuff about the history of the city and other materials of its similarities.

On the hand Councilor Pepito said that the new city hall building which is continued by the administration of city Mayor Eric C. Codilla is another multimillion project by the city as it cost about P450 million. He said that the completion of this building was done through the effort of the mayor in collecting nearly P1 billion of Real Property Taxes from the Philippine National Oil Company. Pepito said that the new city hall building to be completed this year without any single cent of loan.

Pepito disclosed that even the port management office of the Philippine Authority has already stressed their intention to rent these buildings because their port office is located in Brgy. Doña Feliza Mejia which is quite far from the local port. The vacated two buildings are very ideal for the PPA because of its location which is near the port.

Pepito likewise disclosed that a representative of Mac Donald’s chain of restaurants has also shown interest to rent the building because of its good location. He said that Mac Donald’s is willing to pay how much the rental of the two buildings because it’s location in the city plaza. There are still other companies that show intention of the soon to be vacated buildings because of its good location which Pepito says would produce revenue to the city coffers.

Pepito stressed that when the local government units will transfer its operation to the new city hall building the old city hall building will be converted into a museum. This edifice will contain stuff about the history of the city and other materials of its similarities.

On the hand Councilor Pepito said that the new city hall building which is continued by the administration of city Mayor Eric C. Codilla is another multimillion project by the city as it cost about P450 million. He said that the completion of this building was done through the effort of the mayor in collecting nearly P1 billion of Real Property Taxes from the Philippine National Oil Company. Pepito said that the new city hall building to be completed this year without any single cent of loan.

KELSTONE COLLEGE: The first to offer Biomedical Technology Course in Eastern Visayas

TACLOBAN CITY – Kelstone College Foundation, in consortium with the University Of Perpetual Help Systems Of Laguna, is now offering Biomedical Technology Course, a two-year course leading to the degree in Electrical Engineering, starting this October 2009.

Biomedical technicians are the technical persons who undertake preventive maintenance, calibration, repair and handling of all the medical equipments used in clinics and hospitals. In the entire Eastern Visayas, there are only two (2) TESDA NC-II certified biomedical technicians – one is employed at Bethany Hospital and the other is at the Divine Word Hospital both in Tacloban City.

Having biomedical technicians is very advantageous for any hospital, be it government or private.

Firstly, the hospital could save thousands or even millions of pesos for the repairs and/or replacements of medical equipments such as: x-ray machine, patient monitor, ultra sound, defibrillator, centrifuge, etc. which are very expensive and sourced from outside of the country. With a biomedical technician, proper handling, preventive maintenance, periodic calibration and repairs could extend the useful life of these equipments and repairs could be done within the hospital.

Secondly, doing the repairs in the hospital is faster and cheaper than sending it back to the manufacturer or requesting technicians from them considering that most of the medical equipment suppliers are from outside the country.

There is also a need for biomedical technicians to be included as members of the surgical team. This is to make sure that all machines and equipment used during the operation are working properly. Any malfunctions of the machines and equipments would be disastrous and may cause the death of the patient.

In the country, a law had already been passed requiring all government and private hospitals to have biomedical technicians as part of the required personnel structure.

In the entire world, where resourcefulness, industry, diligence and the unique Filipino ingenuity are known for, Filipino biomedical technicians are truly in demand. In fact, there are ready US visa awaiting accredited biomedical technicians.

The supply for biomedical technicians is hindered by the very few graduates and TESDA NC-II accreditation passers. It is because, in the entire country, it is only the University of Perpetual Help Systems in Laguna who is the first and authorized to offer such a course in the country.

Through the efforts of Prof. Cedric Van Alan Garcia, President and CEO, Kelstone College Foundation, Tacloban City, a Consortium Agreement was forged with the University Of Perpetual Help Systems Of Laguna to offer Biomedical Technology in the region.

In his own words, Prof. Garcia said: “This is an opportunity for the people in Eastern Visayas to take advantage of, considering the demand for certified biomedical technicians here and abroad, not to mention the big salary that awaits every TESDA NC-II accreditation passers.”

Furthermore, Prof. Garcia is pleased to announce that Kelstone College Foundation is offering scholarship programs, in partnerships with LGUs, on Biomedical and other courses. Currently, there are 250 scholars enjoying 100% scholarship grants on tuition fees, they are both TESDA and Kelstone sponsored scholars.

Madalas ma feature this month ang Eastern Visayas...esp ang Tacloban sa TFC... ang Tacloban noon at ngayon showing RPT and TCC (Astrodome). Also the skimboarders of Tanauan for Global pinoys, and the Banig(Mats) and Binagol/Moron of Basey and Dagami respectively. Maybe it will run on TFC for this month of October.

TACLOBAN CITY — The Civil Aviation Authority of the Philippines (CAAP) is proposing an increase in the terminal fee or passenger service charge to all passengers at DZR Airport, from P30 to P200 by next year. This was according to Sergio P. Sumergido, OIC Area Manager of CAAP Area 7, during an interview with LSDE.

Sumergido, however, said that this proposed increase is still subject to public consultation and hearing.

“We’re proposing a P200 increase but it will pass through a public hearing if ever there will be some complaints and oppositions,” he said.

With this, the CAAP Area 7 will be conducting a public consultation/ hearing for the revision of Section 1, Part V (passenger Service Charge) of Department Order No. 98-1178, Series 1998 (Revised Schedule of Fees and Charges For Alternate International Airport and National Airport on November 12, 9:00 a.m. at the DZR Airport VIP Lounge.

The increase of passengers service charge is not solely for DZR Airport but for all other airports under the jurisdiction of CAAP Area 7 like the Ormoc Airport, Calbayog Airport, and Catarman Airport, from P20 to P150 service charge, and with Borongan Airport, Catbalogan Airport, Biliran Airport, Guiuan Airport, Hilongos Airport and Maasin Airport from P10 to P100 terminal fee increase.

CAAP hopes to increase the passengers’ service charge in DZR Airport because for how many years now, their terminal fee had remained P30 since the 1990s.

This proposed increase of the passengers’ service terminal fee would be used for the maintenance and operations of the airport.

@blueguy, just read your post okies lang yun wala naman probz samin, REALITY BITES lang talaga! Ginagawang fröntline lang kasi ng management ng DZR airport yung renovations /(slash) construction of new terminal. I doubt kung matotoloy next year construction na iyan election ban kasi, freeze lahat mga on-going projects funded by the government. Resume uli pag natapos na ung election or pag-assume ng mga bago halal na opisyalis. Probably 2011 o 2012 pa matatapos. Kaya dont feel na di ka welcome dito, welcome dito maski anöng klaseng mga opinions o POV hwag nga lang personal na atake.

KORAK ka jan @whitegold, DZR airport maybe not a beautiful airport nowadays. Its location, its proximity to the city, in terms of accessibility, in terms of air traffic condition, and most of all uniqueness that strategically located to Kataisan Point makes our own airport the safest, accessible, and tranquil. Ok lang kung pangit terminal natin as long as paglabas mo ng airport maski PUJs pwede ka makasakay papunta ng city proper Php 12.00 to PhP 15.00 lang. No need to spend too much or take a taxi once you get there. Yun nga lang kung nasanay ka sa mga airport n may mga taxi lanes na nakaabang. Wish ko lang compensated yun Php 200.00 terminal fee sa mga airport users na di pawisan at hassle free yun DZR airport.

Yup @grunge, flat rate ata ito lahat ng airports nakalista sa top 10 busiest airport in the philippines. One of those, is DZR airport which is the 7th yet dilapelated yung airport terminal. That's very unfair. DZR airport na lang ata ang kulelat sa 10 na busiest airports in terms to airport facilities renovations slash improvements as a whole. Yes, @blueguy that Php 200.00 terminal fee is so unfair to us. We really deserved more than these, if not they provide temporary facilities.

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) rehabilitates the drainage system in Brgy. 109 and 109 – A, in this City. This rehabilitation and construction of the drainage system has started on May 27, 2009.

According to Engr. Angie Opina, OIC-Assistant District Engineer, these drainage system projects have been implemented in view of the resolution made by the chairman, submitted to the congressman for funding, because the Barangay Chairman knows what the problem in their locality and in their vicinity are.

This drainage system costs P9, 647,000, which comprise the physical target such as the manhole with inlets with 50 units, storm drain with (lined canal with cover) with 260 L.M. and Reinforce Concrete Pipe Colvert (RCPC) with 334 L.M.

The contractor of this project is the LFHCI construction. Its actual physical accomplish is around 60 % and its target date of accomplishment is on November 17, 2009.

The DPWH has revealed that this project will help solve the perennial flooding problem of the area.

“The recipient should see to it that this drainage system will be maintained. Dapat aalagaan sila so that it will last,” Engr. Opina said.

DPWH has already accomplished their project on improvement of Tacloban Baybay South Road along Burayan last October 22 this year.

Cebu Pacific to acquire more A320 planes

TACLOBAN CITY— Budget carrier Cebu Pacific is looking at acquiring 17 more brand new Airbus A320 aircrafts until 2014, adding to its 11 current new model planes in response to the growing passenger traffic.

Cebu Air, Inc. Corporate Communication Specialist Michelle Eve De Guzman said that the acquisition of new aircrafts is part of CEB’s $1 billion expansion plan covering 2009-2010.

“Our expansion will focus on buying modern planes for us to stay competitive. We want passengers to enjoy the A320 technology,” De Guzman said in a recent press briefing here.

Among the cabin features of the A320 family are spacious overhead stowages, state-of-the-art cabin management, long constant-width section, wide aisle for improved efficiency, big passenger and service doors.

Under the expansion plan, CEB will keep its 10 units of Airbus A319. The company acquired 2 ATR 72-500 this year, briging the total to 10 turbo planes.

Currently, CEB has 29 aircrafts and looking forward to increase the number to 48 by 2014, according to De Guzman.

CEB has ordered 15 new Airbus A320 for delivery from 2010 until 2013 and is poised to further expand its reach.

By the end of the year, CEB expects to carry nine million passengers and further increase to 15 million by 2013.

De Guzman said that the airline company has an average fleet age of only 1.9 years, remained one of the fastest-growing carriers in Asia Pacific.

The $1 billion expansion plan will also cover upgrading of equipments, implementation of online bookings. “The big chunk will go to the acquisition of new aircrafts,” she added.

The airline’s latest offer is the online booking, which means that passengers can book a flight to any of the 32 domestic and 14 international destinations through online and a “little trip” to payment centers.

The company largely attributed its rapid rise to being the No. 1 domestic carrier, after making its maiden flight in 1996, as a result of offering dare discounts in 2004.

CEB went up in the rankings in Smart Travel Asia’s Top 10 Budget Airlines of 2009 poll. From last year’s rank of 5th, the airline moved up to 4th place.

RP’s top BPO firms post $2-B revenues

THE 29 largest business process outsourcing (BPO) providers in the Philippines, mostly engaged in contact center activities, reported P94.4 billion in combined revenues in 2008, up 21 percent or P16.1 billion from the P78.3 billion they posted in 2007, Catanduanes Rep. Joseph Santiago, chairman of the House information and communications technology committee, disclosed Sunday.

“The Philippines has definitely secured its position as a leading player in the global BPO market, judging from the sustained double-digit revenue growth of the local branches of mostly multinational BPO providers,” Santiago said.

Santiago cited the need to further build up the BPO industry through ample infrastructure support, proper human resource development, sound policy environment, adequate fiscal incentives and effective business development.

He said the P94.4 billion in combined revenues reported by the top 29 BPO providers alone translate to almost $2 billion at the current exchange rate of $1:P47.63. Overseas clients pay BPO firms in dollars.

“What is remarkable about the BPO industry is that it is highly labor-intensive. Since the industry employs a growing number of Filipinos, it also supports an increasing number of families,” Santiago said.

The top 29 BPO providers and their corresponding 2008 revenues are: TeleTech Customer Care Management Philippines Inc. (P8.1 billion); Convergys Philippines Services Corp. (P8 billion); eTelecare Global Solutions Inc. (P7.9 billion); Sykes Asia Inc. (P7.5 billion); Aegis PeopleSupport Inc. (P5.7 billion); ICT Marketing Services Inc. (P4.3 billion);

The 2008 revenues of the local units of the following large BPO providers were not readily available: Accenture Ltd., Affiliated Computer Services Inc., Citigroup Business Process Solutions Pte. Ltd., INFONXX Philippines Inc., Hinduja TMT Ltd., and Vocativ Systems Inc.

Santiago pointed out that the country has more than 400 other BPO providers that generate annual revenues of anywhere from a few million pesos to just under P1 billion.

Zest Air to launch daily Hong Kong flights from DMIA starting Oct. 24

CLARK FREE PORT, Pampanga—Domestic carrier Zest Air is slated to launch its daily flights to Hong Kong via its inaugural international flight on October 24 from the bustling Diosdado Macapagal International Airport (DMIA).

Clark International Airport Corp. (CIAC) president and CEO Victor Jose Luciano, Zest Air president and CEO Ambassador Alfredo Yao, and Subic Clark Alliance for Development Council Secretary Edgardo Pamintuan will lead the ceremony for the Zest Air inaugural flight at the DMIA VIP Lounge at 3 p.m.

For its inaugural flight, Zest Air, formerly Asian Spirit, will be using its brand-new Airbus 320 with a seating capacity of 166 passengers. The aircraft will arrive at the DMIA at 2:30 p.m. and leave at 3:50 p.m., formally inaugurating its daily flights to Hong Kong and signaling the start of its full commercial operations at the Clark Free Port.

A seat on the inaugural flight on October 24 costs only $70 as part of the promotion of the Zest Air inaugural Flight Z2-083 to Hong Kong.

Zest Air passenger Flight Z2-083 will fly in from Manila to the DMIA at 2:30 p.m. to pick up passengers bound for Hong Kong. The aircraft is expected to arrive at the Hong Kong International Airport at about 5:40 p.m., where passengers would be treated to a short welcome at the airport.

Zest Air is the second local air carrier to have commercial international operations at the DMIA. The carrier also operates Clark-Caticlan flights for people who would want to visit the world-famous Boracay Beach Island Resort in the Visayas.

“We welcome Zest Air’s international operations at DMIA. CIAC supports their endeavor that will further boost the development of the airport,” Luciano said, adding that the DMIA has been declared by President Arroyo as the country’s premier international airport after the Ninoy Aquino International Airport in Manila.

Zest Air started Southeast Asian flights in June to Singapore; Macau; Hong Kong; Incheon in South Korea; Fukuoka and Okinawa in Japan; and 20 domestic destinations that include Bacolod, Boracay, Busuanga, Cagayan de Oro, Calbayog, Catarman, Cebu, Clark, Davao, Iloilo, Kalibo, Manila, Legazpi, Naga, Puerto Princesa, Tabales, Tacloban, Tagbilaran and Virac.

In March 2008, AMY Holdings Corp. established Zest Airways Inc. as it sees the opportunity for growth in the airline and aviation industry in the country. Gokongwei bank set to expand outside Metro Manila
ROBINSONS Bank (RBank), JG Summit Group’s financial services business unit, will expand its presence outside Metro Manila by putting up branches in Cebu, Davao, Tacloban and General Santos City.

Four of the five branches the bank is scheduled to open this year are to rise outside the National Capital Region, where it now has 24 branches. It also plans to open a second branch in Caloocan.

RBank vice president for retail banking Dennis Paredes said the bank was also preparing a corporate rebranding in time for its 12th founding anniversary in November.

“We are also stepping up our rebranding project to standardize RBank’s corporate image. The bank’s new look forms part of our thrust to continuously improve our services by developing a sense of pride in our people,” Paredes said. The bank currently has 46 branches nationwide, 22 of which are situated in key provincial cities, with a network of 75 automated teller machines.

In June RBank chief executive officer Reynold Gerongay said the bank was also looking at expanding its network by acquiring another bank. The 11-year-old bank of the Gokongwei group posted a 28-percent growth in its loan portfolio to P7 billion as of end-March. But net income was down 44.6 percent at P38.9 million because of weak trading gains. RSB, one of the country’s biggest thrift banks, had total resources of P12 billion at end-March.

Century Peak to put up P7-B smelting facility

HAVING just listed by way of introduction on the Philippine Stock Exchange (PSE) on Tuesday, mining firm Century Peak Metals Holdings Corp. is wasting no time in bringing operations up to speed as it expects to start the construction of its P7-billion smelting plant soon.

At the sidelines of the company’s listing ceremony in Makati City, Century Peak president and chief executive officer Wilfredo Keng said the initial phase will cost P2 billion, and will likely start construction within the year.

“We want to put up an integrated mining operation. And the initial phase will be the smelting plant,” said Keng.

According to the company’s website, the nickel pig iron smelting plant will be located in Isabel, Leyte. Keng said Century Peak expects to close the deal on the property “very soon” after which the firm can begin construction activities.

At present, the company’s nickel mining subsidiary Century Peak Corp. holds a mineral production sharing agreement covering a 4,000-hectare property in the Dinagat Islands and Albor, Dinagat province in Surigao del Norte.

Keng said the company is targeting to produce 5,000 tons to 10,000 tons of pure nickel per year after the first phase of the smelting facility comes online. Peak operation will double nickel production to some 20,000 tons per year.

He said the smelting plant will allow the firm to generate profits despite depressed nickel prices.

“Even if price [of nickel] drops to $10,000 per ton, we still make money,” added the company executive. He said the nickel deposits also contain iron content which will translate to more value for the firm as the plant is said to utilize the extracted iron ore.

Apart from nickel and iron, Keng said the firm is also exploring other minerals such as chromite, gold and copper.

He said Century Peak also plans to acquire more properties for the mineral area while boosting exploration activities.

For now, the firm’s exploration site is only limited to between 500 hectares and 700 hectares, said Keng.

“We initially discovered that a deposit can go for 15 to 20 years in the Dinagat area. But we will still continue our exploration of the area,” he said.

Century Peak listed by way of introduction meaning it will not raise funds through this exercise. Companies taking this route, however, have certain advantages like gaining exposure as its shares can be traded on the exchange.

For now, Keng said Century Peak’s China-based affiliate will support the company during the initial stages of expansion.

Yesterday, the company listed 2,820,330,450 common shares, with a par value of P1 per share. These shares are listed under the First Board of the Exchange carrying an indicative reference opening price of P1 per share.

The PSE requires firms to conduct a follow-up initial public offering within a year of listing by introduction.

UNDOC: Freeze price

Former National Economic and Development Authority chief Ralph Recto yesterday said government should prevent oil firms from making consumers in the Visayas and Mindanao bear the brunt of the temporary freeze in oil prices in the calamity-hit areas of Luzon.

President Gloria Macapagal-Arroyo recently signed Executive Order 839, imposing a ceiling on fuel prices in Luzon because of the recent calamities.

A price freeze that was initially imposed on basic commodities nationwide following the typhoons that hit Luzon has also been lifted in non-calamity hit areas such as Negros Occidental, Trade and Industry provincial head Rebecca Rascon said.

The United Negros Drivers Operators Center yesterday joined the call of the Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide or United Organizations of Drivers and Operators Nationwide (PISTON) for a nationwide freeze in fuel prices.

“We are calling for a uniform diesel price of P28 per liter nationwide,” UNDOC secretary general Jesse Ortega said, noting that in Bacolod as of yesterday it was P35.50 or a price difference of P7.50.

Elizabeth Katalbas, president of the Federation of Bacolod City Drivers Associations, said they are awaiting a summit called by Energy Secretary Angelo Reyes on Nov. 3 to see what actions government will take.

Recto told the DAILY STAR opposition should be raised against the oil price disparity so government will act on the matter.

Even before typhoons Ondoy and Pepeng struck Luzon, fuel prices in places like Bacolod , Cebu , Tacloban and Cagayan de Oro were already higher than in Metro Manila, he pointed out.

Now with a variation of cross-subsidy schemes the difference between prices in Metro Manila and the Visayas and Mindanao has worsened, Recto said.

“This variation of a cross-subsidy is unfair to areas which are economically less prosperous than Metro Manila,” Recto said.

A fisherman in the Visayas has the right to complain if the gas for his banca is more expensive than the gas a Makati resident loads on his SUV, Rectos pointed out.

The price freeze in Luzon should not be used as a scapegoat to raise the prices in the Visayas and Mindanao , they are not cost recovery markets, he said.

Recto also noted that increases made by major oil players are similar indicating price fixing or collusion.

The Oil Deregulation Law needs to be amended to address this problem, he said.

He said government should buy back Petron so that the people will have a fair option for their fuel needs.

16 'cities' request IRA share as cities

CEBU, Philippines - The 16 cities, whose status have been questioned by the League of Cities of the Philippines (LCP) are now asking the Department of Budget and Management (DBM) to return to them their Internal Revenue Allotment (IRA).

This came after the Supreme Court directed the LCP to respond to the motion for reconsideration and pleading of the 16 cities.

Naga, Cebu Mayor Valdemar Chiong, whose city is one of the 16, said that they can’t just sit down and wait for the next step, as the High Tribunal order to the League of Cities of the Philippines (LCP) is “very clear” that the they are still officially cities, hence, they still deserve their IRA as cities back.

It was on the second quarter of this year when the DBM started slashing down the share of the 16 cities from the national income despite that there is no final decision by the Supreme Court yet.

The SC in a decision dated November 18, 2008 has declared unconstitutional the laws creating the 16 cities as they did not meet the income requirement to become such.

The said ruling however is not final and executory as the aggrieved parties were allowed to file a motion for reconsideration.

The Supreme Court en banc in a resolution last September 29, has asked the LCP “to comment” on the motion and pleading within 10 days of the receipt of the notice.

Chiong said before the 10 days had expired, the LCP had asked a 10-day extension.

Their response has already been submitted but is yet to be reviewed.

Meanwhile, DBM has also asked the SC regarding the status of the 16 cities.

In an earlier interview, SC spokesman Jose Midas Marquez said that the city status of the 16 local government units remains on “status quo” while the court has still not made its November 18, 2008 decision final and executory.

He even asked that the aggrieved party to raise their issue on the reduced IRA to the court for appropriate action.

Naga, Cebu started receiving the slashed IRA since May, wherein its remaining 20 percent IRA for that month was never released.

The IRA is released monthly in two tranches — 80 percent for the second week of the month, and the 20 percent on the following week.

Naga’s monthly share is P18 million, but only 80 percent was released in May. The same also followed for the succeeding months.

Meanwhile, DBM’s query was supposed to be tackled by the SC en banc last Tuesday, but was postponed due to a lack of quorum.

The other local governments, who status as cities are being questioned are Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Mati, Davao Oriental, Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.
