THE MESSAGE

LONDON (Thomson Financial) - Europe Vision PLC said it will co-produce a new motion picture with financial backing from investors in Morocco, the UK and the UAE and receive a co-producer fee of 3 mln eur, payable during shooting.
The AIM-listed European media company said the projected budget of the film, entitled 'The Message', is 138 mln Eur. It has secured conditional financing for the film, it added.

The film was made by Horizon Pictures and Columbia Pictures. Shooting began on May 15, 1961 and ended on October 20, 1962.
The desert scenes were shot in Jordan and Morocco, as well as Almería and Doñana in Spain. The film was originally to be filmed entirely in Jordan: the government of King Hussein was extremely helpful in providing logistical assistance, location scouting, transportation, and extras. During the production of the film, in fact, Hussein met and married Toni Gardner, who was working as a switchboard operator in Aqaba. One of the film's technical advisors/horse wranglers in Jordan was a descendant of Auda abu Tayi.

DUBAI TRIES TO COMPETE WITH MOROCCO
Morocco has long established itself as the go-to place for Hollywood and other international productions looking for a secure, affordable location to shoot in the Arab world and Middle East.
While Hollywood, particularly, has shown new-found interest in the region with a series of pics dealing with the wars on terror, Iraq and Afghanistan, 2007 has proven a mixed year for Moroccan studios eager for high-profile projects to lens there.
Jordan, for example, has lured the lion's share of Iraq-set projects with Brian DePalma's "Redacted," Nick Broomfield's "Battle for Haditha" and Kathyrn Bigelow's "Hurt Locker" all shooting there rather than in Morocco.
The Persian Gulf emirates of Dubai and Abu Dhabi have also stepped up their efforts to attract foreign projects to the Middle East with a series of generous financial incentives.
Ironically, however, it was Dubai's decision to pass on Ridley Scott's politically controversial "Body of Lies," about a CIA agent who's sent to Amman to work with Jordan's intelligence chief to thwart a rumored attack against America, that has seen Moroccan film execs land their highest-profile project of the year.
Pic, starring Leonardo DiCaprio and Russell Crowe, has completed its shoot in capital city Rabat, and is now well into a nine-week shoot in Ouarzazate's CLA Studios, a joint venture between Morocco's Sanam Holding, Dino De Laurentiis and Italy's Cinecitta. "It has been an average year," says Sanam Holding's general manager Ismail Farih. "I have no idea why. You'll have to ask producers."
"Shooting has been down this year," says Zara Ouladbada of Dune Films, which serviced "Charlie Wilson's War" and "Stop-Loss." "It's partly because of the political situation in the region and because of the U.S. dollar. It's always down compared to the euro and this has affected production in Morocco."
It's not been all bad news, however, for filming in the country. TV skein "Ali Baba and the Forty Thieves," headed by French shingle GMT and also involving Italian pubcaster RAI and Germany's Tele Muenchen shot at the CLA Studios, while the Steve Martin-penned "Traitor," starring Don Cheadle and Guy Pierce, lensed in the country as well.
The BBC brought a clutch of period pieces to Morocco this year, with their bigscreen remake of Evelyn Waugh's "Brideshead Revisited" and TV skein "The Passion."
Teuton pic "The Baader-Meinhof Complex," about the German terrorist group the Red Army Faction's 1970s terror campaign, is set to lense for 10 days in Morocco starting Nov. 21, while Teuton TV skein "Mogadishu," a fact-based terrorist drama about the 1977 hijacking of a Lufthansa flight, is also coming to the country at the same time. "We were looking for a place that could double as Jordan and Iraq, and Morocco offered us both the facilities, infrastructure and varied locations that we needed," says Christine Rothe, line producer on "Baader-Meinhof" and a seasoned traveler to Morocco. "We looked at other places like Tunisia but it didn't have the right coloring and Israel was way too dangerous."
Biggest of all, arguably, is the imminent arrival of Paul Greengrass' Iraq drama "Imperial Life in the Emerald City," starring Matt Damon. Pic is set to lens in Morocco once it has completed its shoot in Spain, which begins in January. That production is being serviced by Zak Aloui's Zak Prods., which also repped Scott's "Body of Lies" and "The Bourne Ultimatum," the previous Greengrass-Damon collaboration.

Nice article, could you provide us with the source of the article. Given UAE's immense financial capacities, it is going to be very hard for Morocco to keep monopolizing the film shootings. Nevertheless, as the article points out... the focus of movies on Middle East problems... is providing a lot of opportunities for everyone.
On the other hand, the movie Kingdom I think was filmed in UAE... so at the end of the day the pie is large enough for everyone.

^^ While yes Dubai has the financial capacities to buy up producers to go shoot there! it also lacks natural diversity of Morocco. As well as studios that have had the expertise of working on high profile big budget movies.
As well as pretty much most Arab countries that are hot topic: Palestine, Iraq, Lebanon, Egypte, Algeria, Sudan, Somalia... can easily be captured in Morocco! as well as you can find Moroccans that look as people from those countries and also can blend into accents of those countries easily!
I don't think some guy from Dubai will find it easy to imitate maghrebi accent! while it's easy for a Moroccan to imitate Khalijis or any other arab accent... that's just one factor!
I hope that this competitveness make Moroccans dealing with this industry improve themselves and bring it! ;)
Also one ironic thing is these Hollywood movies use virgin Moroccan actors and they look so professional onscreen, a thing you rarely see by famous Moroccan actors on Moroccan movies.

I am new here in this forum and i am really fond of cinema. But i wanna add another shooting in morocco: Body Of Lies directed by Ridley Scott and starring Leonardo Dicaprio, Russel Crowe and Carice Van Houten.This shooting has ended in december in ouarzazate, now the movie is in post-production. Here a photo preview of the film.

Le "Hollywood marocain" entend drainer 180 millions d'euros à l'horizon 2016

La ville de Ouarzazate, dans le sud du Maroc, entend devenir devenir le "Hollywood" de la Méditerranée et drainer deux milliards de dirhams (180 millions d'euros) à l'horizon 2016, ont indiqué mercredi les autorités locales.
Cette localité, qui dès 1949 accueillait l'équipe de tournage d'"Othello" d'Orson Welles avec Essaouira (anciennement Mogador), va multiplier par sept les revenus drainés par son industrie du film, l'une des plus performantes du bassin méditerranéen, estimés actuellement à près de 300 millions de dirhams (27,3 millions d'euros) par an, a annoncé le Conseil Régional du Souss Massa Draâ (sud).
"Le Maroc consacrera 43 millions de dirhams (3,9 millions d'euros) pour qu'à l'horizon 2016, 38 longs-métrages soient tournés chaque année à Ouarzazate (contre 11 actuellement), drainant près de 2 milliards de dirhams", ont indiqué dans un communiqué les autorités de cette ville jumelée avec Los Angeles.
Accueillir des super productions hollywoodiennes est devenue une tradition pour cette ville située aux portes du désert.
De David Lean, qui y tourna "Lawrence d'Arabie", à Ridley Scott, qui vient d'achever son quatrième tournage au Maroc "Body of Lies" avec Leonardo Di Caprio, en passant par "La dernière tentation du Christ" de Martin Scorcese ou "Asterix et Obelix: Mission Cléopâtre" d'Alain Chabat, les paysages variés du sud marocain sont le théâtre de dizaines de films chaque année, en plus des spots publicitaires, documentaires et court-métrages marocains et étrangers.
A l'instar de Warner Bros Studios à Hollywood ou de Dreamworld Film City à Cape Town, Ouarzazate proposera des infrastructures supplémentaires et diversifiera ses services, notamment en pré et post-production.
En 2005, le "Hollywood marocain", qui disposait de deux studios, s'est doté du CLA (Dino de Laurentiis-Cinecitta), l'un des plus grands du monde et plusieurs écoles de cinéma ont ouvert au Maroc ces dernières années afin de mettre à disposition des productions étrangères des personnels locaux qualifiés.
Enfin, le Maroc va renforcer les mesures incitatives, comme la tarification symbolique pour le tournage dans les sites historiques, les remises accordées par la Royal Air Maroc sur le transport aérien, l'exonération de la TVA sur les biens et services acquis au Maroc et la mise à disposition de tous les corps officiels de l'Etat (armée, marine...).

It is good for morocco to take a major range in the cinema business: it really makes benefits in a lot of domains. But for Angelina Jolie, i knew the shooting will take place in Agadir. What i know about an upcoming movie in our kingdom is certainly the movie directed by Paul Greegrass starring Matt Damon and Amy Ryan: Imperial Life in Emerald City. This movie deals with the situation of the green zone in Iraq( still) but the shooting began in spain and more specially in Murcia on january the 10th. Moreover, i have read that the movie "24" will take place also in morocco.

Morocco's newcomers plan biz makeover
Tyro helmers tackle taboos and technology
"In Morocco, we have to invent our own model for the film industry," says producer-director Nabil Ayouch. "We need to highlight the role of writers and creative producers and learn from best practices in countries such as India, Ireland and Spain."
The 39-year-old Paris-born Ayouch is a classic example of the new breed of Morocco filmmakers, who are willing to tackle former taboos and embrace new technologies in order to jumpstart the Moroccan film business.
"We're seeing a new wave of young people making films in Morocco," explains 37-year-old helmer Mohamed Chrif Tribak, "which is excellent because we have a mosaic of different races, cultural influences and landscapes and need new voices to reflect this diversity."
Perched on the northwest tip of Africa, Morocco ("The Western Kingdom") stands at a key cultural and geographic crossroads between Europe, Africa and the 333-million-strong Arabic-speaking world -- one of the planet's biggest entertainment markets.
While Morocco's rural villages and ancient medinas still have a medieval feel, the country is mirroring Western trends and on Oct. 13 this year was granted "advanced status" by the EU on the path to progressive integration in the European Single Market.
Cinephile and "modernizer" King Mohammed VI is a staunch supporter of local film production.
Under his reign, funding support and national production have doubled, and far more ambitious plans are now in the making.
In 2007, Moroccan cinema forged an impressive 16% share of the country's $7.4 million total box office, with five titles in the country's top 10.
The government now aims to boost the national box office to $40 million by 2017, with the aim of 40 local productions per year generating a 30% box office share.
Hollywood (39% of admissions) and Bollywood (32%) currently provide the lion's share of national audiences, the former shown primarily in plush multiplexes, the latter in dilapidated old theaters.
Film admissions slumped from 10.8 million in 2002 to 3.3 million in 2007, but the exhibition business is about to be revolutionized through the creation of 17 multiplexes by 2017 and some 50 low-cost screens (with tickets under $1), with the first four two-screen theaters set to open in Casablanca in November.
"One of our key tasks," explains Nour-Eddine Sail, director of the Centre Cinematographique Marocain (CCM), "is to build 150 new screens over the next four to five years."
In 2007 the CCM commissioned a strategy report that set out a goal of fivefold growth of the industry over the next 10 years.
"In Morocco, we've developed a cinema of proximity," says Sail. "Our films speak to people with stories that capture their imagination, backed up by growing professionalism and a nascent star system."
Alongside CCM, the other key local player is pubcaster SNRT, which acquires 40 feature films and more than 200 hours of series per year.
SNRT chief exec Faical Laraichi highlights the broadcaster's emphasis on "creativity, new talent, daring and the need to tell universal stories."
New talent includes homegrown directors, foreign-trained helmers and second generation emigrants returning home, who are jointly introducing new themes and genres into the local film biz.
Madrid-based tyros Swel Noury (28 years old) and Imad Noury (23) -- whose father Hakim is one of Morocco's most respected directors -- dazzled with their stylish debut feature "Heaven's Doors" and recently started shooting "The Man Who Sold the World," a war zone-set thriller based on Dostoyevsky's short story "A Weak Heart."
Groundbreaking helmer Mohamed Chrif Tribak bowed the rough cut of "Time of Comrades" at the 2008 San Sebastian Film Festival; that pic is about the murders of student Marxist leaders by Islamist radicals. He's now prepping "Mesbia," about two women imprisoned in a house in Morocco in the 1950s.
Boundary-pushing pics have had legs at the box office. Thirty-three-year-old female helmer Laila Marrakchi topped the local box office in 2006 with her first feature, "Marock," about a Jewish-Arab love affair, and last year's top pic was "The Satanic Angels," about hard rockers accused of Satanism, directed by Moroccan-Irish Ahmed Boulane.
This year's No. 1 slot is occupied by Ayouch's $12 million English-language belly-dancing drama "Whatever Lola Wants," produced by Pathe. The film has been sold to 33 territories and generated 100,000 admissions in France.
Ayouch is now completing a $5 million 30-film slate -- as well as the 30-film "Film Industry -- Made in Morocco" initiative for pubcaster SNRT -- with an additional 12 films planned for 2009. Ayouch also runs the EU-funded MEDA Films Development program that aims to groom producers and writers from the southern Mediterranean rim countries -- Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Palestinian territories, Syria, Tunisia and Turkey.
The next step is to consolidate the national industry and expand international bridges.
"This is a long process," Sail says. "We already have Moroccan films in major international festivals, but our immediate priority is to build our success at home -- from there we can start to look abroad."

Morocco fends off alternative locations
Studios in Spain, the Gulf challenge dominanceBy DOUGLAS WILSON
Driven by cheap costs, stunning terrain and highly skilled crews, Morocco long has been a preferred Hollywood location for big-budget drama. Following Ridley Scott's "Body of Lies," this year alone has seen the kingdom host Paul Greengrass' "The Green Zone" for Universal and Mike Newell's "Prince of Persia: Sands of Time," the new Jerry Bruckheimer/Disney franchise based on the videogame.
But Morocco is facing increasing competition from alternative locations. With regional government backing, competitive prices and a recently completed water tank, Ciudad de la Luz studios in Spain has grown in strength, recently enticing Francis Ford Coppola to the Alicante facility for "Tetro."
An even stiffer challenge to Morocco's hold on the sand, sets and sun package is ambitious, cash-rich Studio City in Dubai, which bowed in November 2007, backed by Tecom investments. That studio aims to offer a comprehensive film production package, with everything from film schools to 65,000 square feet of studio soundstage planned.
Though repeated delays have pushed back the completion date, Studio City and neighboring Abu Dhabi's lucrative Film Financing Circle mean the U.A.E. offers the promise of a one-stop finance and production center in the desert, an oasis for producers at a time when Wall Street money has dried up.
But despite all this, Amine Tazi, general manager at CLA Studios Ouarzazate, a joint venture of Dino De Laurentiis, Italy's Cincecitta and Morocco's Sanam Holding, doesn't seem especially worried.
"2007-2008 was a very good year," Tazi says, "and I expect this year to be, too."
Together with sister facility Atlas, CLA handles some 20 film and television productions a year. Germany's Constantin is filming "Pope Joan" there, starring John Goodman, the latest in a long line of Teuton productions to head for Morocco, and "Prince" (at Dune Films) and "Body" both shot there. "Green Zone" is lensing at Zak Prods.
Tazi, who expects tough competition from Studio City, points to the advantages Morocco continues to offer, such as its skills base, varied locations and convenience -- just two hours from Paris and eight from New York on regular flights.
Sarim Fassi-Fihri, CEO of Cinedina, which has been producing since the 1980s, says Morocco compares favorably with Dubai and Ciudad de la Luz. "We are still the cheapest of the three, with the biggest choice of locations and the know-how that (the others) just don't have."
Moreover, "Body of Lies," about a CIA agent sent to Jordan to stymie a terrorist attack, was a political potato too hot for Dubai to handle, allowing Morocco to step in, and raising questions about how well a marriage of convenience between Hollywood and oil money might work out.
Confirming there are no plans to add to Morocco's 20% VAT exemption incentive for foreign productions, Nour-Eddine Sail, head of government film body CCM, stresses Moroccan skilled labor has been trained over the years by Hollywood specifically for big-budget fare. Sail underlines the Moroccan government's film-friendly attitude and the fact that local production has risen to 20 features a year, boosting the industry network and skills base.
UCLA-educated Fouad Challa, CEO of production house Dreamaker, highlights the increasing number of Moroccan execs trained in the U.S. and Europe who understand what Hollywood wants. Challa, who is working to close a Hollywood production deal, says Dreamaker has "a young, ambitious team," and boasts representation in the U.S. and India.
Kanzeman CEO Denise O'Dell has worked in Morocco on many occasions over the years, most recently with Ridley Scott's "Kingdom of Heaven." Concurring with Sail, who notes that "Morocco has really come of age as a production center," she highlights King Mohammed VI's backing of the film biz and the consequent willingness of the military to cooperate with production -- a useful competitive edge for producers who need well-armed extras to double as Mideast combatants, a subject and area that continue to fascinate filmmakers.
