FOUNDATION WORKS BEGIN AT NEW DUN SARAWAK COMPLEX

Monday, 20 September 2004, Kuching - With the recital of a special 'doa', Sarawak Chief Minister, Pehin Sri (Dr.) Haji Abdul Taib Mahmud, today began the foundation works at the new Sarawak State Legislative Assembly or Dewan Undangan Negeri (DUN) complex in Petra Jaya, Kuching.

The foundation works is for a 9-storey high building which will be the venue for future Sarawak's state legislative assembly sittings.

With its distinctive "payung" roof, the new DUN complex is set to become an icon for the state.

The architecture of the complex combines unique elements of Sarawak's heritage with state-of-the-art intelligent building automation systems, multimedia communication facilities, and environmentally-friendly features.

The complex is part of an overall masterplan covering a 172 acre development at Pangkalan Sapi on the banks of Sungai Sarawak, Petra Jaya, Kuching.
The new DUN Sarawak complex project is targeted for completion in 36 months.

The project is being undertaken by a joint-venture of Sarawak's leading construction companies - PPES Works (Sarawak) Sdn Bhd and Naim Cendera Sdn Bhd.

PPES Works (Sarawak) Sdn Bhd is 51% owned by Main Board listed entity, Cahya Mata Sarawk Berhad, and 49% held by state-owned SEDC Sarawak. Meanwhile, Naim Cendera Sdn Bhd is a wholly-owned subsidiary of Main Board listed entity Naim Cendera Holdings Berhad.

Possible they lay that umbrella like roof over the dome.

The buildings is turning out nice as it is now with th dome,even without the strange roof.

What an Interesting and Unique design! Don't know how it'll ultimately turn out, but it certainly looks like an instant statement! Would be nice if the building was covered in stone, wood and glass rather than coloured gold. I think it'll suit the building design better...

I m sorry but I just don't get it. Why do people get excited over the new DUN building?

The design is dated, the scale is out of proportion, the colour is wrong and it will put a permanent blemish to the otherwise serene and elegant Kuching waterfront environment. Hijjas Kasturi has definetely jump over the shark with this building.

If they must insist that this monstrosity be built, then they should have built it deep within Petrajaya, in similar setting to the DBKU Hall or the Library. They should have built the DUN in a middle of vast, empty field so that the scale of the building can be better appreciated, and won't be too intimidating to the immediate surronding.

I always consider Kuching to be the crown jewel among Malaysian cities - the city is very well planned and tastefully done. It doesn't suffer from misleading beautification like Melaka, nor that it has any overbearing stuctures such as Penang's Komtar. Now decades of hardwork and well-conceived planning will go down the rain with the completion of this golden moster.

Cities are often defined by their most prominent landmark or feature - just as KL will always be associated with KLCC, Bilbao with its Guggenheim, Rio with its sweeping beach vistas and the sugar loaf mountains

Those who have visited Kuching always remember it as a city with an elegant riverside parks. One year from now, all that people will remember when they thought of Kuching is that goddamn golden building by the river.

I like the design, conceptually it seems to fit in Kuching. but I have to say, I agree with you that the color is wrong, so is the locale!

DUN will be part of medan raya Project which will be stretch more than 5 km deeper to current masja ,area.furthermore this DUN built because of the location just nearby To state Astana..and in future project,The medan raya project will become mini Putra jaya where as all government office will be placed in this area...

^^ yeah.. With a lot of hot babes... second only to KK, babe capital of Malaysia.

Anyways, I agree with lesart, I was in Kuching a few months ago, and this building really doesn't blend well with its surroundings. Look at the picture with the building besides the fort for comparison, its like a badly matched outfit for a wedding.

KUCHING: Chief Minister Pehin Sri Abdul Taib Mahmud envisions that the new state-of-the-art State Legislative Assembly (DUN) complex here will be as famous as other iconic architectures in some parts of the world.

“I am confident that the new complex will contribute a lot to the state’s tourism industry just as some iconic architectures in some cities like the Eiffel Tower, Leaning Tower of Pisa and Sydney Opera House,” he said when officiating at the topping-up ceremony (pouring concrete onto the eighth floor) of the complex yesterday.

Located opposite Kuching Waterfront and strategically located atop a hill on the bank of Sungai Sarawak the building is scheduled to be completed by early next year.

As such, Taib was confident that both locals and tourists would be attracted to the complex.

He said he was thankful that with the building of the complex he was able to fulfill the demands of state assemblymen who had grown in number and increased workload over the years.

The building’s architects and designers had meticulously taken into account the future needs of elected representatives, and they had done their utmost to depict the state’s struggles and achievements over the years after gaining independence.

Taib said the building elements reflected the character of the people, their unity and sovereignty of the state.

As to why a new DUN complex was needed, the Speaker Dato Sri Mohd Asfia Awang Nassar cited architectural wisdom as well as practical reasons.

Echoing the Chief Minister’s comments, he described the complex as an “icon” and “landmark” made of “stone and glass” which “would represent our rain forest and local cultures”.

“For instance, the 47 arches look like tree branches, which in turn, support a soaring roof that reaches 114 meters,” Asfia said.

Branching from solid columns, these arches merge with intricate floor beams, which “symbolises the people and the democratic system that it upholds”.

The RM296-million DUN chamber itself is located above the atrium and is spread over three floors.

Floor-to-ceiling height tops at 27 meters or equivalent to seven storeys.

“Most parliaments in the Commonwealth are located either on a hill or a river. Ours will be on both. It will become an icon.”

In saying this, Asfia also noted that Sarawak’s legislative assembly was the oldest in Malaysia, dating back to Sept 8, 1867.

“The locations have shifted. Ramshackle buildings have been replaced with new ones. The present DUN complex which was built in 1976 was designed to house 48 members. After 31 years, membership has increased to 71,” Asfia said, adding that despite numerous renovations, there were calls for a new building.

The new complex will hold up to 108 members, each having his or her own office, which Taib said could be sufficient for “the next 100 years”.

Other notable features of the DUN complex include a parade ground beside the water front, a State banquet hall (that will hold 1,000), and car park for 315 cars. All these are spread within a 172-acre site.

“The DUN building portrays strength and stability through interplays of glass and stone,” Asfia said.

“Thirty years on, as Malaysia places greater emphasis on creating a knowledge-based nation, the DUN needs to represent an integration of information and communication technologies to increase efficiency and productivity.”

Among those present during the ceremony were Deputy Chief Ministers Datuk Patinggi Tan Sri Dr George Chan and Datuk Patinggi Tan Sri Alfred Jabu, Datuk Amar Puan Sri Laila Taib, assistant ministers, and elected representatives.

It's certainly a Unique piece of architecture....not too sure what to think of it, from far away, it resembles a temple from some lost civilization rising out of the jungle, while the interior looks rather moroccan (1st impression).

OMG... the interior is so bling-bling, and what's up with the continuous reference to Middle East architecture? Sarawak has a very rich mixture vernacular cultures (the Iban, Bidayuh, Melanau, Kelabit, Chinese, Malay, Indian, etc..), so why does the interior must look like a mosque ? Seriously, I am very, very disappointed with Hijjas Kasturi.

baru ini bakal digunakan pada penghujung tahun ini.

SIBU 10 Jun - Kompleks Dewan Undangan Negeri (DUN) Sarawak yang terletak di Petra Jaya, Kuching akan menjadi kenangan selepas 33 tahun berfungsi sebagai tempat persidangan oleh wakil-wakil rakyat di negeri ini.

Persidangan DUN Sarawak yang bermula pada 11 hingga 20 Mei yang lalu merupakan pertemuan kali terakhir bagi 71 Ahli DUN (ADUN) bersidang membincangkan hal-hal pembangunan negeri.

Di sebalik kenangan-kenangan manis, para ADUN juga sudah pasti tersenyum bangga apabila Kompleks DUN Sarawak yang baru dan terletak tidak jauh dari bangunan yang lama, bakal digunakan pada persidangan hujung tahun ini.

Kini kerja-kerja pembinaan bangunan berharga RM300 juta itu yang tersergam indah di tebing Sungai Sarawak difahamkan telah siap pada hujung Mei lepas.

Baru-baru ini, Setiausaha DUN Sarawak Abang Othman Abang Fata berkata, persidangan DUN yang lepas merupakan kali terakhir diadakan di bangunan sekarang.

''Ya kali ini (persidangan DUN Sarawak pada Mei lepas) merupakan yang terakhir diadakan di kompleks digunakan sekarang," katanya dalam kenyataan baru-baru ini.

Speaker DUN Sarawak, Datuk Seri Mohd. Asfia Awang Nassar berkata, kerja-kerja pembinaan bangunan baru itu dilakukan dengan penuh teliti bagi menjamin kualitinya.

''Ini adalah bangunan tempat menggubal undang-undang dan membincangkan pembangunan untuk rakyat. Ia tidak hanya digunakan untuk beberapa bulan tetapi bertahun-tahun. Justeru, kualitinya mesti diberi keutamaan," katanya ketika ditemui baru-baru ini.

Dibina atas tapak keluasan 172 ekar, Kompleks DUN Sarawak baru itu terletak berhampiran dengan Astana, tempat kediaman rasmi Yang Dipertua Negeri Sarawak.

Tersergam indah di atas bukit yang menggabungkan reka bentuk moden dan kebudayaan tempatan, ia mampu menampung kehadiran seramai 108 ADUN.

Tambah istimewa, semua ADUN disediakan bilik pejabat masing-masing.

Pasti ia memberikan keselesaan berbanding dengan kapasiti 48 ADUN di bangunan DUN lama yang mula digunakan pada 1976.

Kompleks baru itu juga dibina dengan satu Dewan Santapan yang boleh menampung kehadiran 1,000 orang pada satu-satu masa.

Terletak berhadapan dan di seberang Tebingan Sungai Sarawak, bangunan yang simbolik terhadap sistem demokrasi berparlimen itu dibina dengan 315 ruang letak kereta.

Dewan Undangan Negeri Sarawak adalah Dewan perundangan yang tertua di Malaysia, demikian menurut kenyataan dalam laman web rasmi DUN Sarawak.

Ia ditubuhkan oleh Raja Muda Charles Brooke, atas arahan Raja James Brooke, melalui mesyuarat yang diadakan di sebuah perkampungan nelayan kecil di Bintulu pada 8 September 1867.

DUN Sarawak pada mulanya dikenali sebagai Majlis Umum dengan jumlah ahli dipilih seramai 21 orang.

"Ahli-Ahli dipilih daripada kalangan ketua-ketua kaum tempatan yang difikirkan dapat membantu dalam mentadbir wilayah-wilayah di bawah jajahan James Brooke yang pada masa itu hanya meliputi kawasan-kawasan persisiran," laman web itu dipetik.

DUN Sarawak telah menempuh tiga zaman yang penting.

Zaman rajah putih keluarga Brooke, diikuti dengan zaman koloni atau zaman penjajahan British dan ketiga, zaman kemerdekaannya menerusi Malaysia.

Tiga orang anggota keluarga Brooke memerintah Sarawak dari tahun 1841 sehingga 1946. Dari 1 Julai 1946 sehingga merdeka, Sarawak di bawah pemerintahan koloni Inggeris.

Dari 1946 hingga saat-saat sebelum merdeka, Dewan terus bergerak menempuh arus perubahan yang banyak seiring dengan kedudukan negeri ditadbirkan oleh pejabat tanah jajahan yang berpusat di London melalui wakil-wakilnya di Sarawak.

"Zaman gemilangnya mula berputik pada 16 September 1963 apabila Sarawak mencapai kemerdekaan melalui Malaysia," kenyataan dalam laman web itu dipetik.

Auxiliary cops to guard new DUN complex

KUCHING: Auxiliary police personnel will be guarding the new State Legislative Assembly (DUN) complex all year-round effective July 1.

DUN Speaker Dato Sri Mohd Asfia Awang Nassar said yesterday the auxiliary police unit head by an inspector would do daily shifts and not just during DUN sittings.

Asfia said they would have powers of the police, such as arresting people, but only in the parameters of the DUN complex, which will officially open on July 27.

He believed DUN Sarawak is the first in Malaysia to position auxiliary policemen in a legislative building.

“These are not security guards. They are auxiliary policemen, meaning to say they have the powers of the police to enforce security in the parameters of the Dewan,” Asfia told reporters here after closing a two-week basic training course for the auxiliary police.

Security personnel were placed at the old DUN building which held its last sitting in May.

According to Asfia, the auxiliary police unit comes under the Chief Minister’s Department. The decision to put them in big numbers in the new DUN complex shows the government’s seriousness in protecting the building.

“This is an iconic and majestic building. Thus it has to be protected and guarded. That is why we are focussing seriously on its security … to ensure there is no obstruction to ceremonies taking place inside and outside the Dewan,” he said, adding that there would be checkpoints to monitor the goings-on both within and outside the DUN complex.

The RM300-million new DUN complex will be launched by Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin in a grand ceremony on July 27. It will also host the Rulers’ Conference and its pre-council meeting from July 28 to 30.

Meanwhile 39 persons (including five women) attended a basic course at the new DUN complex during which they learnt martial arts, law and enforcement and other matters related to their work.

Among those at the closing of the training course were State Secretary Datuk Amar Wilson Baya Dandot and State Security Unit director Datuk Dr Yusoff Nook.

KUCHING: Chief Minister Pehin Sri Abdul Taib Mahmud visited the new State Legislative Assembly (DUN) complex at Petra Jaya yesterday.

He saw the final preparations for the grand opening of the building scheduled for July 27 by the Yang di-Pertuan Agong Sultan Mizan Zainal Abidin.

He spent about an hour inspecting the iconic complex starting from the exterior to the ground floor area and then the viewing tower and finally the meeting chamber that will be used for the 218th Rulers Conference on July 28 and 29.

DUN Speaker Dato Sri Asfia Awang Nasar, Second Minister for Planning and Resource Management Datuk Amar Awang Tengah Ali Hassan, State Secretary Datuk Amar Wilson Baya Dandot, and Assistant Minister in the Chief Minister’s Department Naroden Majais accompanied Taib during the visit.

Sarawak State Assembly set for grand opening

KUCHING: Preparations are under way for the opening of the new State Legislative Assembly building in Petra Jaya here on Monday.

The RM300mil complex on a hilltop overlooking the Sarawak River will be declared open by Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin.

Some 1,500 guests are expected to attend the ceremony, including the Rulers and heads of several states.

A special regatta featuring four 30-oarsmen longboats will be held in the afternoon in conjunctioin with the opening as well as a river floats procession and fireworks display at night.

The King, Rulers and heads of states will then stay on for the 218th Rulers Conference to be held at the new complex from Tuesday.

“We’re in the final stages of preparations. It’s an honour for Sarawak to host the Rulers Conference,” state Second Minister for Planning and Resource Management Datuk Awang Tengah Ali Hasan told a media briefing here yesterday.

The new nine-storey complex will have a seating capacity for 108 assemblymen to cater for future expansion.

The state assembly currently has 71 members. Other facilities include a banquet hall with a seating capacity for 800 people, a ceremonial hall for investitures, an auditorium and a public gallery.

KUCHING, July 24 (Bernama) -- The new RM300 million Sarawak legislative assembly building in Petra Jaya, scheduled to be officially opened by Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin on Monday, is geared to make an impact on the tourism sector.

State public utilities minister Datuk Amar Awang Tengah Ali Hasan, who is also minister-in-charge of the event being held in conjunction with the 218th meeting of the Conference of Rulers here, has described it as an iconic symbol.

He said, it had attracted local and foreign tourists even during its construction due to its magificient architecture and designs.

"I feel it is a product that contributes to the tourism sector that we can promote," he said Friday on the sidelines of a rehearsal for the building's official opening, which was also attended by Yang Dipertua Negeri Sarawak Tun Abang Muhammad Salahuddin Abang Barieng and Chief Minister Tan Sri Abdul Taib Mahmud.

Two big screens would also be set up at the Kuching Waterfront to enable the public to watch the event, to be aired live over RTM's channel one.

On the state government's preparation, Awang Tengah said, it was now in full swing with 1,500 guests, including foreign diginitaries, invited for the opening ceremony, which would be followed by fireworks, regatta and exhibitions at the Kuching Waterfront.

About 1,800 police and army personnel will be deployed from July 25-31 to monitor security and traffic flow.

KUCHING, July 22 (Bernama) -- Sarawak will host the 218th meeting of the Conference of Rulers at the new state assembly complex in Petra Jaya on July 29 and 30.

State Planning and Resource Management Minister II Datuk Amar Awang Tengah Ali Hassan said Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin was scheduled to attend the meeting which would be chaired by the Sultan of Selangor, Sultan Sharafuddin Idris Shah.

This was the third time that Sarawak was hosting the meeting, having played host in 1972 and 1992, he told reportrs here.

He said the pre-council meeting would also be held at the same venue on July 28.

KUCHING: The new State Legislative Assembly (DUN) building, set to become a landmark for the state, is expected to be of good use to the state for a century to come.

DUN Speaker Dato Sri Mohd Asfia Awang Nassar said a parliamentary building usually served the legislature for 100 years.

“When you build a parliamentary building, it must be for 100 years, for the future and beyond,” he told a news conference held at the new DUN building near Astana in Petra Jaya yesterday.

Asfia said the new building, much like the Sydney Opera House of Australia and the Eiffel Tower in Paris, France, “is handicapped friendly”.

Two books namely, ‘The New DUN Sarawak Building – Symbol of the People Sovereignty’ and ‘Change and Continuity’ would be launched in conjunction with the grand opening of new DUN building on July 27, he revealed.

Institute of Architect Malaysia compiled ‘The New DUN Sarawak Building – Symbol of the People Sovereignty’, which contains the construction of the new DUN complex as well as depicting the design and architectural values of the building.

‘Change and Continuity’ is authored by Asfia, who largely elaborates on the historical background of Sarawak’s legislature – the oldest legislature in Malaysia.

“The book compiled by Institute of Architect Malaysia will enlighten audience on not only the design of the new building but also the aspirations of the architects with special remarks by Chief Minister Pehin Sri Abdul Taib Mahmud,” Asfia said.

“For ‘Change and Continuity’, it is mainly to trace the history of legislature of the state,” he added.

The new DUN building will be opened by Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin in a grand ceremony that will include a regatta and a float procession on Sarawak River.

The 218th Rulers’ Conference will be held at the meeting chamber on July 28 and 29.

Asfia added: “This is the only DUN building in Malaysia whose official opening will be graced by Yang di-Pertuan Agong and attended by rulers and representatives of the various states.”

He said such grand opening alone had already written a historical record for the new DUN building, not to mention it becoming a landmark for the state.

The grand opening will begin at the atrium of the new building with Taib’s official remarks and royal address by the King.

The King and sultans will then sign on a plaque.

The new building, perched on the promontory by the pristine bank of Sarawak River, is nonchalantly nestled between the Astana and Fort Magharetta.

“Most parliaments in the Commonwealth are located either on a hill or by a river. Our new DUN building is on the hill and by the river.

“It stands majestically as the most breathtakingly beautiful landmark of the state. It is one of the most beautiful buildings in the world and the best in South East Asia,” he added.
The new complex will hold up to 108 honourable members. Presently, there are 71 assemblymen and assemblywomen statewide.

It has nine floors with a height of 27.7 metres, a diameter of 30.9 metres and a total area of 760 square metres. The chamber where meetings are held is at the eighth floor.

KUCHING: The Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin opened Sarawak’s new State Assembly building in Petra Jaya here in a grand ceremony yesterday.

Also present were state Rulers, mentris besar, chief ministers and speakers of other state assemblies.

The RM300mil complex, on a hilltop overlooking the Sarawak River, is hosting the 218th Rulers Conference which ends on Thursday.

Chief Minister Tan Sri Abdul Taib Mahmud said the new building reflected Sarawak’s political development and multi-racial harmony.

“The building’s design incorporates the cultures of Sarawak’s ethnic groups, while the assembly represents the voice of the people through its elected members who come from various backgrounds,” he said in his speech.

Tracing the history of the state’s legislature, he said it was first convened in a modest wooden building in Bintulu in 1867 before moving to Sibu in 1868 and Kuching the following year.

It was first known as the General Council and later the Council Negri before being renamed the state assembly in 1976.

“During the Brooke era, the council met in several temporary premises as well as in the Astana (the Governor’s residence) and the courthouse.

“After Independence, it moved to another temporary venue at the Dewan Tun Abdul Razak, which is now part of the Sarawak Museum.

“Finally, in 1976, the assembly had its own permanent building in Petra Jaya,” Taib said.

He said the expansion of the assembly to its current 71 members necessitated the move to bigger premises, as the old chamber was originally designed for only 48 members.

The new chamber, located on the eighth floor of the nine-storey complex, can accommodate 108 members to cater for future needs.

Other facilities include a banquet hall seating 800 people, a ceremonial hall for investitures, an auditorium and a public gallery.

A special regatta and river parade along the Kuching Waterfront were held later in conjunction with the building’s opening.

KUCHING: Many of those invited to the opening of Sarawak’s new Dewan Undangan Negeri were awed by its magnificent architecture and inherent qualities it represents to the state and its people.

Deputy Chief Minister Datuk Patinggi Tan Sri Dr George Chan said the new complex is an iconic building and the pride of Sarawakians that cannot be measured in ringgit and sen.

“The benefit can’t be measured in terms of money but pride as the state strives to be on equal footing with others. The new DUN building will be our source of pride,” he said.

He said even though many Sarawakians might not be able to appreciate the new DUN complex now, a day would come when they would look at it with much pride.

He said Sarawak was itself not much appreciated many years ago, but when it emerged champion in the Malaysian Games or Sukma for three consecutive times in the 1990s, many started to take note of the state.

In fact, Sukma success led Sarawakians to a state of euphoria and the people were very proud of their sportsmen as well as their home state, he said.

Pujut assemblyman Andy Chia said the new DUN building will be a landmark not only for Sarawak and Malaysia but even for the world.

“The new DUN building is so unique. I believe you won’t see this kind of structure anywhere else in the world. Therefore, it could be a tourist attraction.

“As a Sarawakian, I feel very proud of the building. When our future generations look back, they would be grateful, they would feel the awesomeness of the building,” he said.

He pointed out that as the new building provided every people’s representative with a private room, they should be able to make good preparations before their meetings.

On his feeling about the opening, he said: “I’m very proud and honoured to be part of the historic moment. It is also a great experience for me to have worked in the old building and soon in this new one.”

Kalaka assemblyman Abdul Wahab Aziz agreed that it was timely for the state to have a new DUN building as the old building was unable to accommodate the growing number of people’s representatives.

“The new building is timely and the cost is reasonable. Just imagine in 10 or 20 years’ time, the cost to have such a good design building will increase,” he said.

He pointed out that the new building could help to create the awareness of democracy in the state.

“The new building is a sign of democracy. People would be aware that the DUN building is where the state made the laws and policies. We deserve to have a grand building, not just a simple one,” he said.

For Lingga assemblywoman Semoi Peri, she strongly believes that the new building would benefit the whole of Sarawak in the long term.

“The new DUN building is an asset of the state. It could become a famous tourist spot and so generate good income to the state and eventually benefit all the people in Sarawak. The new building is for the people of Sarawak,” she stressed.

She pointed out that the RM300 million spent to build it was worth of it, as it could generate long term income to the state.

DUN deputy secretary II Adrian Chung, meanwhile, said he looked forward to the new building becoming an iconic structure for the state and the nation.

“Hopefully this building will be a landmark for not just Sarawak but the whole of Malaysia, generally. We want to push this building to become so important and so famous that it will be iconic, equivalent to the Sydney Opera House of Australia or the Twin Towers in Peninsular Malaysia,” Chung said.

Chung believes that the historic moment of the king opening the new DUN complex would remain in Sarawakians’ mind for a long time.

He said the design of the DUN chamber, which he described as “the most beautiful chamber”, integrated the spirit and culture of the major races, namely Iban, Malay and Chinese in the state.

He asserted that Sarawakians must understand the importance of this new DUN complex, which means a lot to the continued development and democracy of the state.

“So, it is the symbol of the people’s rights and sovereignty, all designed in this building. You have to capture the meaning of this building rather than seeing the historic moments of its coming into being.

“The meaning behind it is very deep, very strong,” he said, adding that local populace should not miss buying the book ‘Change and Continuity’ penned by DUN Speaker Dato Sri Mohd Asfia Awang Nassar.

The book, which elaborates on the history of Sarawak’s legislature and how it expanded and progressed over the years, was launched in conjunction with the grand opening of the new complex.

“From ‘Council Negri’ until now, we have moved along so much and this new complex is a testament for Barisan Nasional that has given so much to the people. It is also a testament of the government’s faithfulness to rakyat, upholding the people’s right.”

Chung said the forthcoming DUN sitting, scheduled in November, would register another historical moment for state assemblymen and assemblywomen.

“It will be the first dewan sitting in the new building. I’m sure there will be more publicity coming and I think most of the ADUN and ministers are looking forward to having their debates in the most beautiful chamber,” he added.

Kapitan T Komarusamy, 81, was impressed by the new building, describing it as “the landmark of Sarawak”.

“I believe that this is one of the most outstanding buildings in the state,” he said, adding that he would encourage Indians to visit it to see its greatness.

Penghulu Awang Nusi Awang Rasid, 70, said the new DUN complex symbo-lised the greatest honour and pride of Sarawakians.

“It shows that the state of Sarawak is advancing under the leadership of Chief Minister Pehin Sri Abdul Taib Mahmud,” he said when met at the official opening of the new building in Petra Jaya yesterday.

The community leader from Kampung Tabuan Melayu added that the new complex was the most beautiful structure in the state given its design of combining the features of various ethnic groups state-wide.

“Its design has also portrayed the 1Malaysia concept spearheaded by Prime Minister Datuk Seri Najib Tun Razak.”

Concurring with Nusi, Hamdan Morshidi said Sarawakians must be proud of this new DUN complex.

“The accomplishment of the new building project indicates that Sarawak has moved forward from time to time.

“It is a sign of change and a new icon for Sarawak, not only for the present but in the many years to come,” said the 61-year-old village chief of Kampung Sejingkat.

“There is no other building in the state portraying its multi-racial background. I personally feel that this new DUN complex is the only one, in both Sarawak and the whole country,” he said.

For Penghulu Suhali Kifli, 60, the design and special features of the new elegant and iconic building were truly worth RM296.5 million.

“It is value for money because Sarawak’s legislature will utilise it for many years, not just over a short period,” said the community leader from Kampung Santubong.

KUCHING: Sarawak’s legislature yesterday reached a new and significant milestone with the opening of the new Dewan Undangan Negeri (DUN) complex by Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin.

Set to become an iconic landmark for the state, the new RM296.5 million building hopes to inspire the state to move forward with greater racial harmony and prosperity in the spirit of democracy.

Chief Minister Pehin Sri Abdul Taib Mahmud said as the country’s oldest legislature, the DUN is subject to evolutionary change in line with being a political icon in the 21st century.

“Like other states, Sarawak has its own political personality, political culture and political traditions, and its parliamentary development has clearly proved the close cultural interactions and harmony in the state, he said at a launching ceremony of the new DUN in Petra Jaya near the Astana yesterday.

Tuanku Mizan officiated at the event.

Taib said the building depicted the state as a multi-racial society and symbolised its struggles and achievements over the years after gaining independence with the formation of Malaysia.

He said he was confident that the legislature – the country’s oldest – would go on to represent the people’s role in deciding the fate of their state and in protecting its sovereignty.

The exterior and interior design of the new complex, he said, portrayed a combination of the state’s various ethnic groups and their cultures.

“Our new DUN complex is very unique as most of the Commonwealth parliaments are located either on a hill or by a river but ours is both on the hill and by the river.

“Evolutionary development of the parliament in Sarawak has also proved close interaction in terms of culture and harmony among the ethnic groups in the state,” he said.

The grand opening ceremony yesterday, which was held in full ceremonial colours, was also witnessed by rulers and heads of states from throughout the country.

Taib also expressed confidence that the new DUN complex would be capable of meeting the future needs of Sarawak given its enhanced capacity and features.

“It is built to house 108 assemblymen and assemblywomen and now we have 71 members. In view of the increase of membership from 48 to 71 over the years, this new building is timely to meet the rising needs,” he said.

The old DUN complex in Petra Jaya was built in 1976.

It was designed to house 48 members.

Touching on the history of Sarawak’s legislature, Taib said the inaugural meeting of the legislature was called at a wooden building in Bintulu on Sept 8, 1867.

“It was known as ‘General Council’ back then.

The second meeting was held in Sibu in 1868 and then the third in Kuching, 1869.

Since then, the meeting has never been held outside Kuching.

“In the early days, elected representatives were mainly Malays and Melanaus.

After the name changed to ‘Council Negri’ in 1903, its membership expanded to include Ibans, Bidayuhs and Chinese,” he added.

The ‘Council Negri’ convened in 1963 with its own Speaker, a respected citizen chosen from among the local communities, he pointed out.

Before having a permanent building in Petra Jaya in 1976, he said the meetings were held at temporary venues namely Astana, the Old Court House (now Sarawak Tourism Complex) and Dewan Tun Abdul Razak.

He added that the growing number of membership and continuity of self-governing proved that the state had a strong foundation for democracy and continued progress.

A book ‘Change and Continuity’ on the historical background of Sarawak’s legislature and development authored by DUN Speaker Dato Sri Mohd Asfia Awang Nassar was also launched in conjunction with the grand opening.

The 458-page book is sold at RM300 and is dedicated to the leaders, honourable members – past and present, the people and posterity whose visions, verve and vitality make the State Legislature a reality, democracy a continuous form of government and Sarawak a pleasant place to live in.

There are nine floors in the new 114m high building with a total floor space of 47,747sq m and a 50-m wide umbrella-shaped roof to cap the building.

Its design is based on a nine-pointed star.

It also has a ‘lapau’ (ceremonial hall) capable of accommodating 300 people as well as an auditorium of similar capacity.

Designed to last for 100 useful years, it also includes a state banquet hall for 1,000 people, a carpark for 315 vehicles as well as a parade ground and a waterfront spread out within a 172-acre site.

The new DUN chamber can hold up to 108 members, each with his or her own office.

It is located on the eighth floor with a height of 27.7m, a diameter of 30.9m and a total area of 760 sq m.

It also has a capacity of 142 seats for civil servants, 86 in the VIP gallery and 106 in the public gallery.

KUCHING: Kompleks Dewan Undangan Negeri (DUN) baru merupakan satu ikon bagi Sarawak yang harus dibanggakan oleh semua rakyatnya.

Timbalan Ketua Menteri Datuk Patinggi Tan Sri Dr George Chan berkata kompleks
berkenaan, akan menjadikan Sarawak sebuah negeri yang lebih dikenali.

Katanya, sebelum ini Sarawak tidak begitu dikenali dan perkara ini sama seperti
Sarawak ketika mula mencipta nama dalam sukan seperti Sukan Malaysia (SUKMA).

“Manfaat daripada DUN baru ini tidak boleh digambarkan dalam bentuk mata wang
tetapi paling penting ialah rasa bangga dan keyakinan daripada rakyat.

“Begitu juga dengan pencapaian dalam SUKMA, orang tidak boleh mempersoalkan
berapa jumlah wang telah dibelanjakan hanya untuk mendapatkan beberapa pingat, itu tidak boleh dilakukan,” katanya.

Namun katanya, tujuan kita ialah untuk menyuntik kebanggaan dan keyakinan rakyat,
begitu juga halnya dengan pembinaan Kompleks DUN baru ini.

Menurut Timbalan Menteri Sains, Teknologi dan Inovasi Fadillah Yusof, Kompleks
DUN itu kini menjadi kebanggaan Sarawak sebagai mercu tanda yang melambangkan
demokrasi hidup di negeri ini.

“Saya amat berbangga kerana Sarawak kini mempunyai satu mercu tanda baru, tidak
seperti yang diperkatakan sesetengah pihak sebelumnya.

“Walaupun dengan perbelanjaan yang besar, saya yakin DUN baru ini akan dapat menarik ramai pelancong dan akhirnya masyarakat khususnya dari Kuching juga akan memperolehi manfaatnya,” katanya ketika ditemui dalam majlis perasmian Kompleks DUN baru di sini, semalam.

Sementara itu, Menteri Muda di Pejabat Ketua Menteri Datin Fatimah Abdullah berkata Kompleks DUN itu merupakan simbolik kepada usaha dan pencapaian rakyat Sarawak.

“Bagi rakyat Sarawak daripada pelbagai kaum dan kedudukan, saya yakin mereka amat berbangga dengan terbinanya Kompleks DUN ini kerana ia adalah simbolik kepada apa
yang kita usahakan dan capai.

“Selain itu, ia juga menghimpunkan unsur-unsur budaya dan warisan semua kaum di
Sarawak dan ini adalah simbol perpaduan serta kemajuan rayat Sarawak,” katanya.

Fatimah yakin Sarawak akan dapat mengecapi lebih banyak lagi pembangunan pada masa akan datang sekiranya terbina landasan-landasan yang kukuh antara pemimpin dan rakyatnya.

Manakala, ADUN Padungan Dominique Ng menganggap pembinaan Kompleks DUN baru itu sebagai satu pembaziran khususnya dari segi kewangan.

“Saya juga berasa teruja seperti orang lain, cuma saya rasa terlalu banyak duit telah dibazirkan di sini.

“Rakyat jelata di Sarawak dan Kuching tidak ada kaitan dengan ini dan tidak mungkin akan ke sini. Kita juga hanya akan bersidang di dewan ini 16 hari setahun,” katanya.

Menurutnya, keadaan DUN lama masih bagus dan memadai untuk digunakan dalam tempoh yang lama.

“Jika Parlimen United Kingdom (UK) yang sederhana dapat digunakan selama beratus
tahun, kenapakah Sarawak tidak dapat menggunakan apa yang sedia ada?” soalnya.

Bagaimanapun, beliau juga menyatakan rasa gembiranya terhadap bangunan baru itu
yang diharapnya akan memulakan era baru.

Menteri Perancangan dan Pengurusan Sumber Kedua Datuk Amar Awang Tengah Ali Hasan amat gembira dan lega setelah upacara perasmian DUN baru itu berjaya dilaksanakan.

“Saya gembira melihat ramai tetamu jemputan yang hadir, tetapi malangnya Perdana
Menteri Datuk Seri Najib Tun Razak tidak dapat hadir kerana terpaksa menghadiri majlis di Kuala Lumpur,” katanya.

Menurutnya, segala usaha persiapan berjalan lancar walaupun terdapat beberapa perkara yang perlu diubah pada saat akhir.

Upacara perasmian Kompleks DUN baru itu telah disempurnakan oleh Seri Paduka Baginda Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin.

KUCHING: Rest assured that the new State Legislative Assembly (DUN) Complex can cope with additional number of assemblymen should there be re-delineation exercises in the future, said DUN Speaker Dato Sri Mohd Asfia Awang Nassar.

Addressing reporters during a briefing at the new complex yesterday, Asfia said one of the state government’s aims to have this new complex was to ensure that there would be space for new assemblymen in future if new constituencies were created.

“We now have a complex which can cater to additional number of assemblymen and this complex is also designed to allow expansion if required in future,” he said, adding the complex chambers could seat up to 108 members. Presently, the state has 71 DUN members.

Asfia explained that new constituencies were created to better serve the growing population although the task was not an easy process because it had to get the green light from parliament and DUN before it could done.

According to him, the Election Commission normally reviews the borders of the constituencies every eight years to determine whether a re-delineation exercise is required.

The last time Sarawak went through such exercise was before the 2006 State election, producing the three new parliamentary constituencies of Igan, Limbang and Sibuti.

Meanwhile, he said the new complex proudly signified the confluence of cultures present in the state.

Earlier on, Asfia briefed members of the media about the history of DUN sittings in Sarawak and what the new complex had to offer.

Valued at RM296.5 million, the new DUN complex is expected to fulfill the demands of the elected representatives who have grown in number and their increased workload over the years.

The new chamber is located at the eighth floor with a height (from the floor to the highest peak) of 27.7 metres, a diameter of 30.9 metres and a total area of 760 square metres.

It also has a capacity of 142 seats for civil servants - 86 in the VIP gallery and 106 in the public gallery.

OMG... the interior is so bling-bling, and what's up with the continuous reference to Middle East architecture? Sarawak has a very rich mixture vernacular cultures (the Iban, Bidayuh, Melanau, Kelabit, Chinese, Malay, Indian, etc..), so why does the interior must look like a mosque ? Seriously, I am very, very disappointed with Hijjas Kasturi.

Yup. The DUN hall interior is too mosque-y to me. As a Muslim myself, I feel like Islamic art conquers too much of the hall. Better give more rooms to deco by Iban, Chinese, Org Ulu, Bidayuh... we have lots of races out there mah. Since that Melanau, Malay & Bidayuh contributes to the outer look, better give more Iban, Chinese & Org Ulu look to the interior.

Plus, what's with the Quran scripture up there? They may have good intentions, but to me, the hall with many fightings and exchanging words, it's not so suitable. The nine-pointed stars symbolize what? I don't know it represents which culture. Plus, the maroon carpet finishing doesn't really match to the green geometric wall. Other parts of the building are OK, I just have an issue with the DUN hall. :ohno::ohno:
