Hidco chairman-cum-managing director Debasis Sen said Monday's meeting was aimed at coming up with a project plan. It was attended by senior officials of the urban development department and Hidco. "ILFS was engaged in preparing a plan and the survey has been completed. It has already submitted an inception report and made a presentation on the proposed plan today," he said. The final report will be placed before chief minister Mamata Banerjee. According to plans, the huge waterbody and its surroundings will become a vast open recreational spot where eco tourism will be developed on the lines of Nalban. Water sport facilities, food stalls, pedestrian plazas and other developments are on the cards at the spot. After coming to power, it was the chief minister who instructed Hidco authorities to develop the 480-acre waterbody into an eco tourism venue. Her convoy was passing through Rajarhat when she noticed the huge waterbody. Hidco authorities later found it lying in utter neglect. The previous Left Front-run Hidco board had planned to develop waterbodies but nothing was done. The Hidco authorities are also working on setting up many children's parks in Rajarhat New Town. "We are working on a plan to set up children's parks in the township," Sen said. At present, several multistoried residential complexes are coming up in Rajarhat. Though most of these complexes will have parks and open spaces, not much has been done so far to develop the open green spaces in the township. Hidco is also working on plans to give Rajarhat an aesthetic, clean and green look. The authorities had earlier asked developers of residential complexes in Rajarhat New Town to suggest beautification programmes for the township to make it a futuristic smart city. The project which would require about 103 acre land for the project, has received the clearance from the West Bengal Pollution Control Board. The plant would have capacity to manufacture 6,000 tonne per day of Portland Pozzolona cement. The plant would require 4,000 to 4,500 tonne of clinker, 1,350 to 1,900 tonne fly ash and 280 to 350 tonne gypsum daily which would be sourced from UltraTech units at Hirmi and Rawan in Chhattisgarh and Tadpatri in Andhra Pradesh. This was announced by Commodore Brian A Thomas, naval officer-in-charge (NOIC), West Bengal, in Kolkata on Friday. The Navy has sought 15 acres at the airfield from the Airports Authority of India (AAI) on a 30-year-lease for this purpose. The AAI has agreed on principle and the formalities are expected to be completed soon. The coastal battery at Diamond Harbour, set up by the British, has lost its purpose and a new battery will come up at Sagar Island. This battery will comprise missiles to take on enemy ships during aggression, Commandere M Kulshrestha, chief staff officer, said. The squadron will comprise Searcher and Heron UAVs and will be used for surveillance of the Sunderbans and the Bay of Bengal. Naval UAV bases already exist in Kochi, Porbandar and Chennai. The Navy has also urged the Centre to provide satellite maps of the Sunderbans for better monitoring of the creeks and uninhabited islands. A Rs 20-crore project has also been taken to set up a centre in Kolkata that will monitor the fishing fleet entering the Hooghly through transponders installed in the trawlers and boats. "Monitoring activity in the Sunderbans is a complex affair. The islands are largely unmapped and the land masses are non-permanent in nature, changing with shifts in the course of the rivers. A lot of fishermen cross over from Bangladesh, Myanmar and also Sri Lanka. Our focus is on infiltration from the sea. We hold coordinated exercises with all agencies involved for this purpose. Now, we have managed to set up an effective communications network between all agencies. We have also succeeded in our coastal security awareness campaigns in which the population living along the coast is asked to convey information of any suspicious movement," Thomas said. The Navy was very concerned with the route taken by vessels from Bangladesh under the Indo-Bangladesh Trade Protocol. Till recently, the vessels would traverse nearly 160 km from Beharikhal to Namkhana through the Sunderbans without any customs or immigration checks. From June this year, the route has changed and the vessels skirt the Sunderbans and undergo customs and immigration checks at Hemnagar. According to the NOIC, better monitoring of the vessels is now possible. While nearly 90% of fishing boats operating in the Sunderbans and the Hooghly have already been registered, the Navy wants fishermen to have biometric ID cards. The boats should also have colour codes, depending on the state to which they belong. The colour orange has been chosen for West Bengal. The Navy also wants customs and immigration checks to be carried out on all vessels before they enter the Hooghly. Haldia will also get a Forward Operating Base for better monitoring of activities in the area. "There are nearly 540 islands in the Sunderbans, most of them uninhabited. There is constant movement of people from Bangladesh. Of the six marine police stations that were to come up in the state in Phase-I, three are already operational. The remaining three are facing some problems over the use of forest land. Officials have agreed in principle to sanction the money for the first phase of work which includes the pending sewerage and drainage work at Behala and in areas from boroughs 1 to 6. That's perhaps why five global players - including two architect firms of London Eye - have filed expressions of interest (EoI) for developing 'Kolkata Eye'. The Bengal tourism department had floated a global tender in October. Kolkata Eye will be a joint venture between the state government and a private partner. The tourism ministry will also fund the project. Apart from the attraction of a bird's eye view of Kolkata (imagine the glittering city during Puja), there will be adventure sports like yachting, rowing and canoeing. Anglers will have a quiet zone to themselves. The deadline for filing of EOIs passed last week. Government officials refused to name the firms that have applied. The architect firms of London Eye include Enerpac, Hollandia, Rankins, Tong Gee & Partners. Officials would not say which of these have filed EOIs. State tourism secretary Raghabendra Singh said: "We have got very good response to the global tender. There are a lot of major players, including some that built the London Eye. We shall appoint a consultant for screening the EOIs. After the shortlisting, vendors will be asked to give their presentations, after which they may submit technical and financial bids. The entire process will be transparent." Sources say that Kolkata Eye will be of gigantic proportions. It is expected to be 150-180 metres in diameter and 140-170 metres tall with 30 capsules to accommodate some 500 people. London Eye, the giant wheel on the banks of River Thames, is 135 metres (443 ft) tall and has a diameter of 120 metres (394 ft). Do you always feel the red light is getting on your nerves? Relax. You could get exactly what you want from next week. From Monday, Kolkata Police will reduce the time of a signal cycle by half. The city police are also installing countdown meter at every signalled crossing to enable motorists calculate the waiting time. This reduction, police officers said, would make dispersal of traffic faster. There would also be greater compliance with signals as a longer wait often instigates motorists to jump signals. Police carried out an extensive survey from June this year to realize that signal cycles set at different crossings need reduction in accordance with the current traffic flow on roads. "We found that a number of signals have a 180-second cycle. It is a bit too much to ask a motorist to wait that long at a crossing. So we decided to resynchronize them vis-a-vis the flow of traffic," said additional police commissioner Soumen Mitra. The survey also revealed that lengthy signal cycle increases the chance of non-compliance with signals, especially unmanned ones. "People tend to follow shorter-signal cycles. A motorist can at the most tolerate a 90 second cycle. Accordingly, all signals are being readjusted. The signals with 180-second cycles are being reduced to 90 second ones. Similarly, signals with 90 seconds are being reduced to 45 seconds," said an officer. At some crossings, the signal countdown meter now counts more than 180 seconds before the signal changes. At Deshapran Sashmal Road and Rashbehari, the meter counts 180 seconds. The crossing is a nightmare for any motorist. "The maximum acceptable limit is 90 seconds. Longer traffic cycles abet motorists to be reckless and jump signals," said chief traffic and transportation engineer A K Das. With faster dispersal of traffic, police are also introducing a 10-second all sides red-light to increase pedestrian safety. In each cycle, pedestrians from all sides will get 10 seconds to cross the road. So far, all sides of a crossing are not blocked to traffic to allow pedestrians cross. A pedestrian has to wait, watch and then move across the road. This often leads to accidents. The new system will help police zero in on errant pedestrians. "Since jaywalking is a major concern on city streets and often causes fatal accidents, the menace can be effectively dealt with," said an officer. According to a traffic engineer, pre-set traffic cycles needed to be corrected long ago on the basis of a traffic volume study. Currently, there are six traffic cycles - morning off-peak hours (5am to 8am), morning peak hours (8am to 11am), afternoon off-peak hour (11am to 4pm), evening peak hour (4pm to 8 pm), evening off-peak hour (8pm to 10pm) and night non-traffic hour (11pm to 5am). In the non-traffic hour, the signal is perpetually in blinking mode. Former director of Saha Institute of Nuclear Physics (SINP), Bikash Sinha, met chief minister Mamata Banerjee at Writers' Buildings on Wednesday to discuss the project. "The chief minister has agreed to launch this centre by February or March next year. We plan to have a building for this centre. The project cost is yet to be fixed," Sinha said. Sinha said that science and literature are intrinsically linked with each other. "There were a series of conversations between Tagore and Einstein between 1930 and 1940. The conversations reveal Tagore's keen interest in science. A magazine called 'Sabuj Patra' used to be edited by Tagore in which scientist Satyen Ghosh was a regular contributor. All these led us to take the initiative for the centre," he said. Sinha added that in many of Tagore's poems, there are words like 'bhubon dole' which could be scientifically explained. Kolkata Metropolitan Development Authority (KMDA) has started land development work for the 500-acre township which is expected to get completed by next July. The authorities are now executing the master layout plan which has been approved by a high-level state government-appointed committee . Officials said the infrastructure plan for a truck terminal is at an advanced stage of completion. KMDA had earlier engaged a consultancy firm to work on the detailed infrastructure and building plans. The consultants submitted the master layout plan, including concept plans for development of superstructures. Officials said the authorities have prepared some development control regulations (DCR) to develop the township in an environment-friendly manner. The DCR has been submitted to the state urban development department for approval. The DCR outlines norms on ground coverage, height of buildings, set back rules, parking requirements and environment measures for future development of the township. “The DCR will be a guiding tool for various development proposals for the district headquarters to function. It will also include plans for a resource and development (R&D) hub and other developments within the township,” officials said. The authorities have also taken measures for quicker clearance of all building plans in the township. Already, several institutions like the Defense Research and Development Organization(DRDO), Indian Association for Cultivation of Sciences, Council for Scientific and Industrial Research (CSIR), Indian Statistical Institute (ISI) and others will be allotted land in the township’s R&D hub. A total of 138 acres of land has already been earmarked for these institutions in the township’s R&D hub. The EM Bypass has been widened by constructing two additional lanes from Garia to Kamalgazi. An assembly standing committee report tabled in the House on Monday lays bare the problems plaguing the SEZ at Calcutta Leather Complex (CLC), which had been conceived to reduce the load on Sector-V. While the basic infrastructure is there inside the complex, observes report, unsafe roads and polluted environment outside are working as deterrents. Basanti Highway, even locals admit, is unable to take the increased traffic. On an average, the road witnesses one accident every day. Even on Monday, two persons were killed when an SUV rammed into a car at Bamunghata. The committee, headed by Khagendranath Sinha, says the Basanti Highway should immediately be broadened for safe commuting (to the SEZ). Another suggestion is: the alternative route to reach the SEZ from Rajarhat New Town should immediately be built — not just to reduce the traffic load on Basanti Highway, but to make travelling to airport faster. The state highway should also be lit up, it adds. The potholed 7-km stretch of the road between EM Bypass and CLC was supposed to be a double-lane highway. And this is just the beginning. The traffic is going to increase manifold in the days to come. So far, only Cognizant has invested Rs 300 crore in its spanking new facility there spread over 20 acres. Patni Computex and Tech Mahindra are soon to follow. Technopolis 2 and Dhunseri, both IT Parks, are yet to be completed. Together, they are expected to draw thrice the number of IT sector employees who now go to CLC every day. Nasscom’s regional director (East) Suparno Moitro admits infrastructure — primarily roads — has to be developed fast. “Unless this is done, commuting to the place will remain a challenge,” said Moitra. Then there are problems that put those working in the area at risk. IT/IT-related services have only been allocated 120 acres of the 332 acres acquired there in 1996. The rest of the area had been earmarked for tanneries. The standing committee report notes that there should be proper effluent treatment plants and in working condition. Six such plants were to come up here. Only two were built, of which one doesn’t function now. Pradip Mondal, the Trinamool-backed trade union president at Calcutta Leather complex, says, “The slush generated by the tanneries has to be cleared and the plants are supposed to treat these. With only one plant working now, the slush is not getting disposed. A person, even with oxygen mask, cannot spend more than 25 minutes in the slush tanks. Quite a few labourers have died inhaling the poisonous gas. After that most of the labourers have fled the area.” Around a month ago, there had been several agitations on the issue, spearheaded by Trinamool. On one occasion, chief minister Mamata Banerjee herself had intervened. State IT minister Partha Chatterjee had also promised to resolve the problems. The agitations were called off after the assurances, but the problem was not solved. This, when implemented, will place the information technology industry outside the purview of the Urban Land Ceiling Act (ULCA). Incidentally, Banerjee had, earlier accorded priority sector status to the IT industry, on the back of thinking that the sunrise sector has the ability to create employment without an influx of large tracts of land. Recently, the government roped in leading infrastructure and finance player IL&FS to develop an IT hub in the state. State industry and IT minister Partha Chatterjee said IT is identified as one of our priority sectors. “We are discussing the issues for quite some time. We have almost finalised to take a decision in this direction,” he told Business Standard in response to a query. The issue of land and the ULCA had popped up within the first month of Banerjee taking over the CM’s office when at her investors’ meets Godrej Properties chairman Adi Godrej requested her to repeal the Act. Since then, the TMC has hardened its stance of land in general (refusing to acquire anything for the industry) and the ULCA in particular. Last month, in an interview to a television channel, Banerjee had also gone on record to say that she was against repealing the ULCA, for she was fearful in case someone tried to buy Kolkata. “What will happen if someone wants to buy the city?” she told the channel. Sector-V association noted that IT “anyway does not require” too much land. “Putting the industry out of the purview will show a positive intent. This, in my opinion, will translate into more investment,” said its vice-president Kalyan Kar. According to the Act, introduced in 1976 to prevent hoarding or excessive holding of land in urban centres, ceiling limit on vacant land in urban area is 7.5 cottahs (one-eighth of an acre). While the Union government repealed the Act in 1999 and many states like Gujarat was quick to rescind the Act, West Bengal is yet to do the same. However, efforts were made by then CPI(M)-led government in 2006-07 to repeal the Act, but it failed to convince its allies to agree to this. Also, the state government is also understood to be exploring the possibility of modifying other land-ceiling clauses as well to address some concerns of the industry. The government has sought suggestions from pertinent ministries and industry bodies on amending Section 14Y of the West Bengal Land and Land Reforms Act, 1955, which grants exemption from the land ceiling to certain categories of industry. The exemption is confined to “tea gardens, mills, factories, workshops, livestock breeding firms” with no room for modern ventures like information technology. “More sectors need to be included so that industrial parks can come up,” Chatterjee said. The 14Y clause made headlines recently when the government vested the 270 acres from the Jindal Project at Salboni. This was because, according to the state government, it had been acquired by the company directly, without first getting the clearance. “For most IT companies, we will explore every location which is on offer,” said a top Wipro official. “It helps when there are sops for land and building. Amendment in the ULCA and an easing of land norms will definitely be an attraction.” The need for sops to the industry has become more and more obvious to the new government because there have been no major proposals for industrialisation since Banerjee has taken over. The Trinamul government had sent the proposals to Delhi in September. “Three of them have been sanctioned. Work will start soon,” urban development minister Firhad Hakim said after returning from Delhi. “I went there to pursue the proposals. I will pursue the remaining 11 too.” The projects that have been sanctioned are a bus terminus worth Rs 7.11 crore at Kalyani in Nadia, a flyover worth Rs 100.16 crore at Kamalgaji on the southern fringes of the city and a bridge worth Rs 77.81 crore near the Gandhi crossing at Durgapur in Burdwan. Leaving aside that,i think personally West Bengal is an extremely good investment destination,and need just the right policies. 1.Huge area of fertile land and a number of agro-climatic regions.Food processing,agro- processing,fertilizers,seeds,bio-medicinal industries can be a huge success. 2.90 million population!Thats greater than GB.With a large middle class but conservative in their spending habits,consumer durables and FMCG industries will see massive demad in the next decade.Electronic consumer durable manufacturing units,mobile phone units will be required to service the eastern region. 3.Automobile penetration is abysmal.In the next 5-10 years,the eastern region will require atleast 2 -3 plants of its own among car and 2 wheeler manufacturers. 4.Healthcare needs a massive overhaul in this state,With its huge population people would be ready to spend for quality healthcare.I dont see why the healthcare companies are not making beeline for this state.Its smart people like Neotia who will soon come up with hospitals in siliguri and durgapur who will be laughing the way to the bank. 5.Green energy,solar panel manufacturing units.Gov's 2020 solar plan of 20,000mw requires large investments.Give some nice sops to the green companies and see them coming. 6.Real estate is going to another major driver.WB can probably absorb a million units of flats all over the state,with kolkata getting satured this is the time for affordable housing to go to the secondary crowded towns.The people there have the money,land rates are lower,margins are not high,but profitable.Labour would also be easier to get. 7.IT should be pushed more aggressively.Wb stands nowhere on India's on exports map,hardly accounting for 4%.We have got a huge pool of fresh graduates,good infrastructure on optical fibres and communication,and quality office space. A day after rolling out the red carpet for investors in the summit Bengal Leads 2012, commerce and industries minister Partha Chatterjee on Tuesday spent almost the entire day interacting with businessmen, listening to their proposals as well as problems. "We have given time to everybody, right from a ball pen-manufacturing company to real estate developers to an automobile major like General Motors. There were companies that came to us with complaints of labour problems. We even tried to solve them," Chatterjee said, terming the state's initiative a 'hazarduari' (a thousand doors) that would invite various industries. Apart from General Motors' plan to give a 'concept paper' to the state for its concept car, the government received proposals from SPS Group of Companies' chairman Bipin Kumar Vohra, who plans to invest around Rs 5,000 crore in the next three to four years in various sectors, and invitation from a 17-member Singapore delegation to their country so that bilateral business can be facilitated between the two nations. An IT company from Singapore has also expressed interest in investing in the state. SPS Group is planning to invest around Rs 1,200 crore for the IQ City project that's coming up in Durgapur in collaboration with Mani Group. The project includes a hospital, medical college, nursing college, international school and housing project. Another Rs 2,000 crore will be invested for the steel plant in Bankura. "Our Bankura project was stuck due to land hurdles. But now, 80% of the problem has been solved after the state government intervened," Vohra said. The company is building a 110 mw power plant, a pelletization plant with a capacity of 1.2 million tonnes per annum, a coke oven plant with a capacity of 0.5 mt per annum and an iron ore beneficiation plant with a capacity of 1.7 mt per annum. The group is also investing Rs 1,500 crore to build a hotel along with JW Marriott in the city. The Singapore team expressed interest in investing in sectors like port, infrastructure, healthcare, water-treatment, shipping and food processing. "We have to take the first step," said R Narayanamohan, the chairman of Singapore Indian Chamber of Commerce & Industry, after meeting Chatterjee. KMDA vice-chairman and Kolkata mayor Sovan Chatterjee went to Delhi recently to discuss matters with the Union urban development ministry to get more funds for projects listed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Among the projects discussed were the flyovers at Beckbagan and Kamalgazi, the Dalhousie heritage conservation project and some water supply projects. "Some of the projects have received approval from the Centre," the mayor said. The Centre has in principle agreed to release more funds for implementing the planned projects. The KMDA recently came out with its annual report for 2011-2012, the first since the Mamata Banerjee government came to power. Among the proposed projects the KMDA will be working on are a 7-km flyover between Brace Bridge and Batanagar, a flyover at Raja SC Mullick Road near Jadavpur, a flyover in Kamalgazi extending till EM Bypass and a water supply project for Barasat, Khardah, Titagarh, New Barrackpore and Madhyamgram. There is also a Hooghly beautification project along the 2.1-km river line between Grand Foreshore Road and Salt Gollah. This plan will be part of the riverfront beautification project chief minister Mamata Banerjee has launched. The KMDA was also working on plans to develop the peri-urban areas falling within the Kolkata Metropolitan Area. The CM has asked the Housing Infrastructure Development Corporation (Hidco) to start work on the project. "We will now start work," said Hidco chairman-cum-managing director Debashis Sen. Earlier, ILFS was engaged to prepare a plan. After completing its survey, the firm has submitted an inception report to Hidco and also gave a detailed presentation on the proposed plan. The final report will be placed before the chief minister Mamata Banerjee. According to the plan, the huge waterbody and its surrounding area in Rajarhat's central business district will be turned into a vast open-air recreational spot where eco-tourism will be developed along the lines of Nalban. Various eco-friendly activities like water sports are also on the cards at the proposed park which will have pedestrian plazas and food stalls. After coming to power, chief minister Mamata Banerjee had instructed Hidco to develop the 480-acre waterbody land into an eco-tourism hubvenue. She was, in fact, returning from the airport after a trip to Darjeeling and stopped by at the water body. Hidco had found that the waterbody was lying in utter neglect. The Hidco board under the Left Front government had planned to develop Rajarhat's water bodies but there was no progress.nothing happened on the ground. The new government, which scrapped the Left Front’s proposal of setting up a chemical hub at Nayachar and subsequently accepted a fresh investment proposal by the same group headed by Mukherjee, has just passed the order to pave the way for selling the nearly 100 acres land for Rs 8 crore. The rate (approximately Rs 8 lakh an acre) was fixed by the erstwhile Buddhadeb Bhattacharjee government in 2006. In tune with development plans for the upcoming Baruipur township, the 96 acres will be used for real estate. This is the second big project bagged by Mukherjee within eight months of the Trinamool Congress government coming to power. The same party had opposed Mukherjee’s chemical hub project at Nandigram that led to severe bloodshed and had to be scrapped by former chief minister Buddhadeb Bhattacharjee. The project site, Nandigram, was later replaced with Nayachar. But this too had to be cancelled, faced with opposition even within the Left Front. In November last year, nearly six months after the Mamata government scrapped the chemical hub project at Nayachar, Mukherjee’s Universal Success Limited signed a fresh agreement to develop an industrial park, an ecofriendly tourism project, a power plant and fisheries as well as houses for fishermen at Nayachar. Sources said he was given 12,000 acres at Nayachar for Rs 25,000 per acre. And now, the government is all set to sign another agreement with Mukherjee’s company to allow him set up a township. The nuances of the sale agreement are in keeping with what the Left Front had conceived in 2006. For instance, the former government, which had acquired 500 acres at Baruipur for the new South 24-Parganas district headquarters, had given away 100-odd acres to WBIDC so that it could be sold to Mukherjee’s company. These have been doing well and the PSUs will renew the contracts with them. At present, some depots also have telephone booths rented out or have small stalllike shops in place. But the rent from these outlets is too little compared to what the government could have earned by renting them out at existing market rates. This is the reason why, an official hinted, the rent for the existing two restaurants may also be increased so that it generates more revenue and help reviving the corporations. The government wants to rope in big names so that the entrepreneurs agree to pay rent at regular market rates. “Hundreds of people come and go from a bus terminus every day and people need to grab a quick bite when they are in a hurry. Most of the bus stops are at prime locations in the city. So entrepreneurs would gladly pay high rent to get land in these areas,” said a senior official of one of the corporations. Fire minister Javed Khan made the announcement last week. “It becomes difficult for firemen to tackle a blaze as it takes a lot of time to reach the spot because of the distance between the place and the fire station. So we have decided to set up more fire stations,” the minister said. He added that the new fire stations have been proposed on the EM Bypass (near Pragati Maidan police station), inside Jadavpur University, on Strand Road and in Kidderpore, Baruipur and Garia. “The land for the first three fire stations have been identified. Work will start after we receive the clearances from the finance department,” Khan said. The plan has attracted criticism from senior officials of the department, who questioned the wisdom behind building new fire stations at such a high cost (Rs 1.25 crore each) without first clearing plans to procure much-needed equipment and creating infrastructure for better firefighting. “Earlier, in most cases, men and machines from bigger stations were moved to smaller ones. But new recruitment and procurements were hardly ever made,” said a senior official of the fire department. He also questioned the logic behind some of the proposed locations. “Strand Road has two fire stations nearby — at Mohammad Ali Park and Poddar Court. A quick survey of the three metros residential markets by countrys leading real estate consultant Jones Lang LaSalles real estate intelligence service confirms this. Available-for-sale residential units in Kolkata have dipped by 19.32% to 7,776 in end-2011 from 9,639 units in end-2010. Total active stock was much higher at 14,908 units in end-2009. In Mumbai, unsold homes are higher than the 2009 levels at 50,198 units. Comparatively, unsold inventory levels in NCR-Delhi, including Delhi and metropolitan areas of Faridabad, Noida, Gurgaon and Ghaziabad were more than two times the 2009 levels at 112,993 units in end-2011. Realtors and real estate consultants attribute the citys declining active stocks to fewer launches in the city over the last one year compared to the previous year and the year before. What must also be kept in mind that the new launches predominantly aimed at the premium segment unlike launches targeting different income categories last two years. According to Mr Godrej, the company is yet to finalise the names of its joint venture partners. Joint venture partners are likely to be finalised next fiscal. Under the West Bengal Land Reforms Act, 1955, no entity is allowed to own more than 24 acres. In areas with irrigation facilities, this is capped at 17 acres. The administration could until now exempt townships and a host of other commercial projects from the ceiling on land holding under section 14Y of the Act. Monday’s amendment of this section by the West Bengal legislative assembly removed townships from the list of purposes for which exemption could be granted The state formed a view that there was no need to build large townships because land in the state is scarce, a key official from the urban development department said on condition of anonymity. Developers said the amendment will impair the supply of affordable housing for low- and middle-income families. When the state government earlier pursued large real estate projects through joint sector firms, it made it mandatory to build affordable homes. The government had decided to build affordable homes on its own, said Partha Chatterjee, West Bengal’s commerce and industries minister. Building townships isn’t a priority, he added. This means the state wouldn’t receive any foreign direct investment (FDI) in real estate development, according to Mayank Saxena, regional head of Jones Lang LaSalle Meghraj Pvt. Ltd, a property consultancy. The Reserve Bank of India does not allow FDI in projects smaller than 25 acres, he said. In the 1980s, the state included townships in the list of purposes for which exemption from land ceiling laws could be granted. This was followed by large-scale acquisition of farmland for expanding urban infrastructure—for instance, in Rajarhat on the outskirts of Kolkata—but the initiative was hobbled by protests over land acquisition by the Trinamool Congress party, which last year ended the Left Front’s 34-year rule in the state. DLF Ltd was allotted land to build another township on the outskirts of Kolkata in 2006, but the project was abandoned because of resistance from landowners. West Bengal was among the first few states to receive FDI in township development in 2006. The 390-acre project, Kolkata West International City, is still being built though its foreign investors have exited. Following Monday’s amendment of laws, projects such as these cannot be started anymore. The amendment will, however, not affect projects for which clearance has already been obtained under section 14Y of the land reforms Act, said the government officer cited above. A township with facilities such as hospitals, schools and commercial complexes requires at least 100 acres, according to Pradeep Sureka, managing director, Sureka Group, one of Kolkata’s biggest real estate developers. Such large projects benefited from economies of scale, which allowed developers to set aside a portion for building affordable homes, according to him. The amendment “surprised everyone in the industry”, Sureka said. While imposing restrictions on real estate development, Monday’s amendment expanded the scope of exemption to several projects such as industrial parks, airports and shipyards. It has allowed more industries to hold land in excess of the ceiling with prior approval. Also, in the clause that allows government-owned companies to lease out land for townships, prior approval is not mentioned. The amendments to the land and land reforms act do not hold any big surprises but by passing them today, the Mamata government has managed to do what her predecessor Buddhadeb Bhattacharjee could not. Besides, the new government’s stated position on land has been so rigid that any shift, howsoever subtle it may be, is viewed as a lifeline by industry. “Although we have been hoping that the government would do away with the prior permission criteria to hold ceiling excess land and would give post-facto clearance, we welcome the amendments,” said an industrialist. Under the land ceiling rules in Bengal, one can hold a maximum of 24.20 acres (non-irrigated) and 17.3 acres (irrigated). Intentional or not, the bill is silent on whether fertile land can be used for industries as it does not mention the character of the plots a government company can hold and lease to private players, with or without approval. Since most of the land in Bengal is fertile, the omission does offer government companies some room for manoeuvre. The erstwhile Bhattacharjee government had tried to bring in amendments to the 1955 Land Reforms Act in 2006 to encourage private investment. But the then Left Front government had failed to take it forward following stiff resistance from junior partners — the RSP and the Forward Bloc. As an Opposition party, Trinamul had also opposed the bill, which prompted the then government to refer it to a House committee. In 2009, the bill was withdrawn as the Left Front failed to reach a consensus. With a big majority in the Assembly and no coalition pangs, the new government passed the bill — the West Bengal Land Reforms (Amendment) Bill, 2012 — with ease on the last day of the budget session. Although the bill doesn’t assuage the concerns of industry over the government’s hands-off land policy, some people said it could be termed “a baby step”. Real estate players were not too happy either as the opportunity for large-scale township development in the state, which was previously allowed under the West Bengal Town and Country (Planning & Development) Act, 1979, will not be possible by all private players any more. “Only companies that have joint ventures with the state government will be able to hold ceiling excess land. সংবাদদাতা • কলকাতা শিল্পের জন্য প্রয়োজনীয় জমি লেনদেনের ক্ষেত্রে আইনি বাধা অনেকটাই সরিয়ে দিল রাজ্য সরকার। ফলে এ রাজ্যে জমি-জটে আটকে থাকা বিনিয়োগের আকাশে আশার সঞ্চার হয়েছে। তাঁরা ক্ষমতায় আসার দশ মাসের মধ্যেই বড়, ছোট, মাঝারি শিল্প মিলিয়ে রাজ্যে ৮০ হাজার কোটি টাকা বিনিয়োগের প্রস্তাব এসেছে বলে দাবি মমতা বন্দ্যোপাধ্যায় সরকারের। কিন্তু জমি পাওয়া নিয়ে প্রশ্ন উঠেছে। এ দিন রাজ্য ভূমি সংস্কার আইনের যে সব সংশোধনী আনা হল, তাতে সরকার সেই সমস্যা অনেকটা মেটাতে পারবে বলেই মনে করা হচ্ছে। প্রশাসনিক মহলের একাংশের অভিমত, যে জমি-জটিলতা শিল্পোদ্যোগীদের ‘বিমুখ’ করছিল, তার সমাধানে এটি একটি ‘ইতিবাচক পদক্ষেপ’। একই সঙ্গে তাঁরা জানাচ্ছেন, এতেই ‘সন্তুষ্ট’ না-থেকে সরকারের উচিত এ ব্যাপারে আরও ‘উদ্যোগী’ হওয়া। তবে এ দিনের পদক্ষেপ যে ‘শুরু’ হিসেবে খারাপ নয়, তা-ও তাঁরা জানিয়েছেন। জমি আন্দোলনের মধ্যে দিয়ে ক্ষমতা আসা মমতা বন্দ্যোপাধ্যায় প্রথম থেকেই বেসরকারি শিল্পের জন্য জমি অধিগ্রহণের বিরোধী। এই বিষয়টি সামনে রেখে দ্রুত জমি নীতি তৈরি করলেও রাজ্যের পৃথক জমি অধিগ্রহণ, ক্ষতিপূরণ ও পুনর্বাসন আইন এখনও বিধানসভায় পেশ করা যায়নি। তেমনই শেষ হয়নি জমি-ব্যাঙ্ক তৈরির কাজও। রাজ্যে বিনিয়োগের পথে জমিই যে এখন বড় বাধা, সে কথা উঠে এসেছে বণিকসভা সিআইআই ও বিশেষজ্ঞ সংস্থা আর্নেস্ট অ্যান্ড ইয়ং-এর সাম্প্রতিক এক সমীক্ষায়। সেখানে দেখা যাচ্ছে যে, শুধু নতুন বিনিয়োগই যে আসছে না, তা নয়, আটকে গিয়েছে পুরনো শিল্পের সম্প্রসারণ পরিকল্পনাও। এই অনিশ্চয়তা দূর করতে সিআইআই-এর দাওয়াই, সার্বিক একটি জমি নীতি প্রণয়ন করা জরুরি। সোমবার এই সংশোধনের মধ্যে সেই অনিশ্চয়তা অনেকাংশেই কেটে যাওয়ার দিশা রয়েছে বলে মনে করছে শিল্প তথা বণিকমহল। এই সংশোধনে তারা সামগ্রিক ভাবে খুশিও। শিল্পমহলের ব্যাখ্যা, এর ফলে জমি নিয়ে বিনিয়োগকারীদের হেনস্থা কমবে। ভিসা স্টিলের কর্তা বিশ্বেশ্বর সরন জানান, জমির সঠিক ব্যবহারের পথ দেখাতে পারলে লগ্নি টানা কঠিন কাজ হবে না। তিনি বলেন, “জমি নিয়ে নির্দিষ্ট নীতি তৈরি হলে বিনিয়োগকারী স্বস্তিতে থাকবেন। ফলে রাজ্য সরকারের প্রতি আস্থা বাড়বে। বাড়বে বিনিয়োগ।” বেঙ্গল ন্যাশনাল চেম্বার অফ কমার্সের অন্যতম কর্তা সন্দীপ সেন জানান, জমি নিয়ে অনিশ্চয়তা কাটলে লগ্নি নিয়েও অনিশ্চয়তা কাটবে। তিনি বলেন, “জমি ব্যবহারের ক্ষেত্রে সরকার যে ছাড় দিয়েছে, তা শিল্পের জন্য জরুরি।” প্রায় একই সুরে এই সংশোধনকে স্বাগত জানিয়েছে বণিকসভা ফিকি। তাদের বক্তব্য, এই ছাড়ের ফলে নতুন ধরনের শিল্প গড়ে তোলার সুযোগ তৈরি হবে। বেশ কিছু শিল্প ক্ষেত্রকে সিলিংয়ের বেশি জমি রাখার এবং কিছু ক্ষেত্রে ‘ছাড়’ দেওয়ার যে ব্যবস্থা করেছে সরকার, তাতে জমির সমস্যা অনেকটাই মিটবে বলে আশাবাদী শিল্প দফতরও। শিল্পমন্ত্রী পার্থ চট্টোপাধ্যায় জানিয়েছেন, “সংশোধনীতে যে সব পরিবর্তনের কথা বলা হয়েছে, সব ক্ষেত্রেই মুখ্যমন্ত্রীর নেতৃত্বাধীন মন্ত্রিগোষ্ঠীর কমিটিতে তা অনুমোদন করাতে হবে। আমরা কেস-টু-কেস বিবেচনা করে অনুমোদন দেব।” মেডিক্যাল ইনস্টিটিউট, ফিল্মসিটি, জৈবপ্রযুক্তি, খাদ্য প্রক্রিয়াকরণ, বিমানবন্দর, জাহাজ তৈরির যন্ত্রাংশ, তেল ও গ্যাস প্রকল্প, তথ্য ও পরিষেবা প্রযুক্তি, খনিজ সামগ্রী, ওয়্যারহাউসিং ইত্যাদি। কারও হাতে আগে থেকেই সিলিংয়ের চেয়ে বেশি জমি থাকলে সংশোধিত আইন অনুযায়ী ওই ব্যক্তি বা সংস্থা সরকারের অনুমতি সাপেক্ষে নিম্নলিখিত প্রকল্পের জন্য জমি লিজ দিতে পারবে। সেগুলি হল: শিল্পপার্ক-হাব-এস্টেট, খাদ্য অর্থ থেকে কর্মীদের বকেয়াও মেটানো হবে। সংশোধনী বিলটি উত্থাপন করার কথা ছিল ভূমি দফতরের মন্ত্রী তথা মুখ্যমন্ত্রী মমতার। কিন্তু তিনি সভায় না-থাকায় বিলটি উত্থাপন করেন শিল্পমন্ত্রী। তাতে বিরোধীরা উষ্মা If LF govt could not do it in three years then its even more comendable. I think the politicians and general public, in general, think real estate is not so important, and the exclusion is a reflection of that mentality. Though with huge potential during construction and subsequent maintainence this, along with organized retail has the maximum potential to create gainful employment of large number of semi skilled people. I remember there was some issue with Orion tech city as it was claimed to be outside of hidco jurisdiction... so as long as you are part of any govt. township you can still hold any number of acrs I believe and you don't need any clearance as such.. |
