I was thinking of Rogers as well while looking at the pictures. It has elements of 3WTC, Leadenhall in London and Hesperia Hotel in Barcelona (which is very similar to the hotel in this project):

Anyway... even if he's repeating some of his own elements, Rogers is still one of my favorite architects, and I have to say that I like this project even more than the ones mentioned above (maybe except Leadenhall :)).

They're probably gonna build the first one, since the 2nd seems to be 2-3 years old and in the pictures in the first post you can see that at the official launch of the project they had pictures of the newer project.
Anyway... what's that other big complex near Parc1 in the very first picture?

Sbz2ifc June 29th, 2007, 02:58 AM Amid pomp, circumstance and fireworks this week, a multinational property company broke ground on a British-designed, $2 billion (£1 billion) development in central Seoul that is leading a wave of innovative buildings in a city notable for its faceless architecture.
Yet while city hall hopes that the project will further its ambition to make South Korea's capital a financial axis for northeast Asia, critics say that the city has much work to do to fulfill that vision.
"I call 2007 the start of the era of 'city brand marketing'," Oh Se-hoon, the Mayor of Seoul, said at the ground-breaking ceremony for Parc 1, a multiuse development in the Yeouido financial district. "Parc 1 will be the detonator for unique design in Seoul."
Designed by Lord Rogers of Riverside, Parc 1 is set on a 46,465 sq m site facing Yeouido Park in central Seoul. On completion in 2011, it will boast two office towers - one, at 75 floors and 333 metres, will be the city's highest building - an international hotel and down-town's largest shopping centre.
Skylan Property Development, Parc 1's developer, is Asia-focused. Peter Walichnowski, its Australian chief executive, previously led the development of the Mall of the Emirates in Dubai - complete with an indoor ski-slope - and Bluewater, Kent. Paul Rogers, the chairman of Skylan, said that the complex would help Seoul to "emerge as the financial hub of northeast Asia." After North America and the European Union, the region is the world's largest economic zone.
The project is overdue. Despite its status as capital of the world's eleventh-largest economy, Seoul, other than a few notable exceptions to the rule, lacks the kind of design-centric buildings seen in Hong Kong and Singapore, its closest rivals. The metropolis of ten million people is an architectural stew of blocky steel and glass office towers, endless ranks of identical concrete apartments and chaotic, jumbled housing neighbourhoods.
Parc 1 is not alone. On a site next door, the $1.6 billion Seoul International Finance Centre - being developed by AIG and Seoul City - is rising. Comprising a convention centre, shopping centre and office towers, it will be competed by 2011. Together, the two projects are expected to rejuvenate Yeouido. However, these developments are small fry compared with other projects on the drawing board. The Lotte Group is fighting for approval to raise a 112-storey skyscraper in southern Seoul and plans are being circulated for at least three towers of more than 100 storeys. In Incheon, Seoul's port, a consortium led by Portman Holdings, an American developer based in Georgia, has signed an agreement to raise a 151-storey tower overlooking the Yellow Sea.
Nevertheless, for Seoul to emerge as a financial hub, it must do more than raise distinctive buildings. Kim Ki Wan, chairman of the Seoul Financial Forum, said: "For any place to become a financial centre, it needs to undertake reforms and overcome hurdles. We are just at the beginning."
The Government is hoping that a pending Capital Markets Unification Act will ignite a "big bang" in the city's financial industry by 2009. It also points to a booming asset management sector and its regional lead in derivatives trading.
Yet South Korea is also home to an unpredictable and heavy-handed regulatory environment, a nationalistic media and an opaque corporate sector. Periodic outbreaks of antiforeign investor emotion worry business, while militant unions plague the finance industry.
Hank Morris, a finance specialist at Seoul's Industrial Research and Consulting, said: "There are various obstacles to foreign financials in Korea. There are problems in terms of ease of licensing for certain products, such as hedge funds. It can also be difficult to find adequate numbers of trained financial professionals with high levels of English."

I work for Arup and I'm the lead structural engineer for the basement/substructure for the Parc1 project. :) Arup have worked with Richard Rogers Partnership previously on projects including the Pompidou Centre and Lloyds of London Building. Arup have also been the engineers for more famous projects such as the Sydney Opera House and also London's famous Gherkin (Swiss Re Tower). Not to mention the Guangzhou TV tower! :cheers:
A correction to the discussion above. Richard Rogers himself is not actually involved in this project, but rather Ivan Harbour. He is one of the three gentlemen who make up the company Rogers Stirk Harbour and Partners, who are the architectural firm for the project. In reality, the people actually designing this are 'nobodies'....just like the structural engineers! :lol:
As for progress, yes there was minimal construction until around August, at which point work on the diaphragm wall commenced at a rapid pace. It is nearly finsihed and site excavation is about to commence. This will take a long time, so don't hold your breath to see any superstructure in the next year or so. It will mostly be excavation and installing plunge columns and temporary walls/propping for the next 12 months.
No point commenting on the appearance of the towers in the renders posted previously...the towers have already changed numerous times since then! But good work to the people who put up the photos here. Many of them are more recent than the photos on our own system.
I note that there is a photo of the excavation and diaphragm wall for the adjacent AIG site...hope there's no confusion - that is not the Parc1 site.

I'm not sure...I've never been! I take it then that you are a citizen of the fine city of Bournemouth? I've lived in England for a year, but haven't been outside London except for trips to Stansted and Heathrow! :lol: I hope to change this.
Nothing much to report on Parc1...we are still 'politely discussing' construction sequence with the builder and refining design. The technical challenges on this site are mindboggling. Why did they have to put a subway right next to our basement...how inconsiderate! :lol:
I should work out how to upload pictures, but a lot of what I have I suspect I can't make public anyway. This is standard on any project and I'm surprised by how much gets onto skyscrapercity (eg the elevations of the Burj Dubai). Whoever released them may have risked their own job to do so. They're more brave (or foolish) than me. But I have some nice renders which I think I can show.

Anyway, back on topic, we are facing significant redesign on this project. Diaphragm wall and capping beams are complete and excavation has progressed in the bottom-up area. Samsung want to fast-track the top-down area. Despite all this, RSH&P (the architect) are looking to make some major changes to the project, especially at ground level. The towers and hotel look to be going ahead in their present form (which is different from the renders on this thread). Back to work...we're issuing engineering drawings for this project in a couple of weeks.

BOM February 20th, 2008, 04:47 PM The Seoul Metropolitan government will drive various initiatives to make the city a financial center of Northeast Asia, city officials said Wednesday (Feb. 20).
One of the initiatives is an international financial district at Yeouido, the 8.4 sq-km island lying on the south edge of the Hangang (River), said the officials.
Seoul government, helped by the Korean Institute for International Economic Policy, a government-funded economic research institute, has conducted seven feasibility studies on the proper location of the financial district since May. Yeouido has won over other candidates including Gangnam, the affluent ward south of the Hangang .
The city government is weighing up the Yeouido financial district’s size, benefits and operational plan. The district will be built around the Seoul International Financial Center in Yeouido, according to the officials.
Domestic and foreign financial enterprises to be based in the district will enjoy tax benefits and financial support from the city government.
The city officials said that Yeouido has proved to have greater developmental potential than other busy districts in Seoul.
The Seoul Metropolitan government plans to designate the Yeouido financial district as a special development area in time for enactment of the relevant law, slated for the second half of 2008.
The city government will also run a "financial shuttle bus" linking between Yeouido and Gangnam and provide foreign entrepreneurs with benefits for their stay in Korea.
In March the metropolitan government will also establish a financial research institute at the University of Seoul, aiming to nurture banking experts, including fund managers.
The city government will also channel its efforts in easing regulations on financial sectors along with the Korea Federation of Banks and the Korea Securities Dealers Association. It will also promote "Financial Center Seoul" through international banking fairs and invite global financial companies’ subsidiary into Seoul.
The officials said the metropolitan government would try its best to construct the financial city of Seoul by 2010 and induce synergy among banking institutes at home and abroad helped by the Yeouido financial district.
I think it is safe to say that there'll be more supertalls sprouting up in Yeouido in the future :)

I'm actually about to end my full-time involvement in the project. We've completed the overall design phase and we're about to hand over to a local Korean structural firm which will do the detailed design, that is, reinforcement layout drawings and detailed steelwork connections etc. I'm supposed to be going over to Seoul next month for 2 weeks, but not sure it's happening. If it is, there will be a lot of photos! :)

The key structural elements of the towers will be legible on the façade to illustrate the structural design of the towers. At the base of the towers, there will be a landscaped sunken courtyard, which will provide an entry-point into the towers and retail, as well as creating an enclosed green space for the local workers.
A vertical circulation strategy that employs sky lobbies and express lifts will be used to reduce the overall number of lifts, and therefore the core area. In order to further increase the usable floor area, the main passenger lifts will be relocated from the main cores to the external envelops. This will also serve to make the building more dynamic, and to accentuate the slenderness of the towers and the legibility of the building form. Uninterrupted views will be achieved by eliminating corner columns.
The 400-room hotel building forms the southern entry point to the retail mall. The hotel building is linked to the retail by a seven-storey atrium space which not only serves as a direct connection, and also serves as a pre-function space to the ballroom facilities in the basement.
The massing of the hotel will be articulated by two blocks of differing heights, with standard rooms located in the lower block, and ‘executive’ rooms located in the taller block facing a major event plaza. At the top of the hotel, there will be a luxury restaurant and executive club lounge. At the base of the hotel, there will be a three-storey restaurant and bar, underneath which will be the ballroom and pre-function spaces. In addition to the ground level atrium link, there will be connections to the basement levels.

The sunken garden is probably being scrapped. We just spent 6 months trying to sort the damn thing out and they've decided they probably don't want it because they need better access to the towers at ground level. Oh well, it keeps us employed.

korea2002 March 28th, 2008, 12:59 PM Parc 1 will be a major new mixed-use centre in Seoul, South Korea. The development comprises of a major retail mall, two landmark speculative office towers and a luxury hotel. The 4.6-hectare site is located in Yeouido island, one of Seoul’s three designated central business districts. The site is in the heart of the district, adjacent to Yeouido Park and the Han River. It is one of the few remaining sites in this area available for large-scale development, and has been singled out for regeneration by the city authority.
The 635,000 sq m scheme consists of four main components: a 120,000 sq m retail complex; two office towers totalling 270,000 sq m; a 400-room hotel with a ballroom and a roof-top restaurant a large car park and support facilities in the basement.
Public transport infrastructure to Yeouido is well developed, with three linked bridges, various bus lines and two main subway lines. The development will potentially be connected to the subway stations via new underground links. A local bus interchange will be located at the front entrance of the mall.
When completed, the larger of the two towers will be one of the tallest office buildings in Seoul. The retail complex will also be one of the largest of its kind in Seoul, with seven levels above ground and seven below ground for plant and parking. There will be a multi-purpose events space at level five, in addition to an exhibition plaza at ground level of the retail mall.
Richard Rogers Partnership, in conjunction with Samoo Architects & Engineers and Arup, was commissioned by Skylan Development to undertake a ‘Preliminary Feasibility and Concept Establishment Phase’ in August 2003. Construction on site began in 2007.

It isn't necessarily for commercial use. The space at the top of the towers is reserved for the military - there will be a surface to air missile launcher and also anti-aircraft guns. They need access from the air.

7 basement levels. But some of them are double-height (eg bottom level B7 is 7m high, B6 level is 6m). The upper retail levels are high as well (about 7.4m from B1 to ground level). There is huge amount of mechanical equipment, parking and retail being squashed into that basement, not to mention structure.

I finished the basement design and moved on to new projects with a new company. I worked entirely on this project for a year while I was at Arup. I was in Seoul in April when it was only halfway down and it looked absolutely MASSIVE. Despite it just looking like a big hole, the complexity of the structure is greater than on any other project I've encountered, especially in the top-down area under the hotel.
I do know that there has been a bit of re-design going on with the superstructure. But the basement excavation had to be started early, so the basement design was finalised much earlier than the towers and retail/hotel.

The new subway line 9 will hopefully be finished by the end of the year. Yeouido station is close by, and a new station at the National Assembly will be the closest to Parc1.

I wouldn't say Seoul is an ugly city. Due to fast growth after the war torn capital city, it's quite impressive and has one of the best infrastructures in the world and the world's most wired and technologically advanced city. Of course the apartments around Seoul (esp those commie built in 70-80s) are an eye-sore but it's slowly re-designing itself and becoming very green...compared to Tokyo and Beijing

actually as a Seoul resident, I can say Seoul is not that pretty and photogenic for its crap buildings for now. but hopefully we're now on the way getting nicer and cooler with much policies and toils.
a tip : I recommend to TORONTOCOPENHAGEN to get a wandering around Bukchon, a traditional town of seoul in the north of CBD if you get another chance next. That's so good place to feel what is korea like.

If you want those type of "atmosphere", try Bukchon like Mussoda
said earlier, and I would also recommend Insadong, Samcheongdong,
and Sinsa-dong. Insadong delivers a traditional Korean feel while Samcheongdong and Sinsa-dong Garosugil delivers an artistic Korean feel with
beautiful tree-lined streets and beautiful shops/restaurants.

You have to be joking! Seoul has many nice parts to the city and, comparatively speaking, it is much nicer looking than many European and American cities, let alone among the cities in Asia. You have to take in account the fact that Seoul has had rapid growth over the past few decades and the lack of space for development.

I think a better explanation for the not-so-pretty parts of the city, which comprises a greater portion of the city IMO, is rapid development and politics.
At first, Korea was one of the poorest countries in the world, and Seoul was practically leveled to the ground during the war. With rapid economic development, people started flocking into the city, eventually to the 20+ million figure today, and there was dire need for new housing. And the government, a dictatorship ruling a constitutionally democratic state, had fragile legitimacy, so what they could not afford in their hands was a disgruntled population without decent housing. The solution of course was supplying as much housing as possible at the cheapest cost. So the result?

Commie blocks. Endless seas of ugly commie blocks. If they even bothered to build those in more squarish styles, which is more expensive supposedly, Seoul could have had a somewhat impressive skyline throughout the entire city and the metro area.
Not that I think this was the wrong course of action. Having grown up in one of those commie blocks in Seoul, happy families with adequate housings is much more important than having an impressive skyline. :) However, people are beginning to realize that Seoul could look better, so recently there was a shift of focus to buildings with better designs forming a coherent skyline. But this is just for the riverside areas and some city centers. In the new satellite cities, they'll still build commie blocks for the bulk of the new housings for the middle class people.
Fabrega April 29th, 2009, 04:34 PM ^^ Those are not bad, they seem to be the newer commie block, not the old 70's 80's monsters, the ones in that picture is the newer kind because they got that spot for the ac units outside and there is some landscaping done, they have more color and the roofs have a better finish, you can also tell they are newer because of the big sidewalks meaning a new urbanize area.
Unlike their older brothers, I think these are a nice improvement. The old ones are all over the place in the satellite cities, they all look the same, with big number in the sides. In the positive side all this has been changing by adding some design to the newer towers coming up, especially in the coronation by adding some architectural elements and by also adding some lightning. But beside the outskirts, Seoul has some nice areas. I seen some really quality residential towers next to Yongsan military post, and by Itawon there are some high class modern residential houses. To be honest it probably looks beautiful right now next to Seoul tower the parks in that area are full of flowers at this time of the year.

Once such a building is up, it will have a long lasting detrimental effect on the look of the city and its dwellers. Please, consider building them so that it is cherished, not demolished in a few years. Consider one such example, S-Trenue, buildings such as that will attract even those who have the least appreciation for visual art and architecture. If you are going to build one, build to intrigue people. I hope Lotte may listen and design their new super tall building to inspire others.

Actually those are newer ones probably built within the last five years. Older ones look more drabby with exposed linear hallways. Something like this:

Newer buildings have larger flats and more elevators, obviating the linear hallways. Instead of linear hallways, there is just a small hallway inbetween two flats, providing access to one elevator and the stairs. This is probably the only difference between older and newer commie blocks. The newest ones though have some roof decorations to look a little better. :lol:
Public renovation for these buildings are out of the question, unless you can rally the residents to pay up. Repaintings are done every few years.

It seems that they are having trouble landing tenants and the major financial backer of Parc 1 is rumored to be looking for a way out of the project. The two state-of-the-art property development projects ― Seoul International Finance Center (SIFC) and Parc1 ― currently under construction right across the street from each other in Yeouido have been continually compared to one another from the start.
Both ― designed to be super tall, eco-friendly modern mixed-use complexes ― have positioned themselves to secure top corporate tenants and become the city's landmarks by 2011. But with two years left until their target completion date, neither seems to be on top of their schedules.
Parc1, which is being developed by Skylan Properties, is on the brink of losing its biggest investor Mirae Asset, according to industry sources.
``Mirae is looking for an out as the project is having financing issues,'' said one official familiar with the situation, who declined to be named. Last year, Mirae Asset pledged to invest 900 billion won in the 1.3-trillion-won building, comprised of two office towers, a hotel and shopping complex.
The official said construction has more or less stopped, delaying the completion date to 2013 at the earliest.
However, both Mirae and Skylan Properties fended off the rumors.
``There are always minor slowdowns in major projects like Parc1,'' said a Skylan spokesperson, who stressed that the construction is making progress ``on schedule for completion in 2011.''
With possible delays aside, Parc1 has so far secured no pre-leasing commitments to fill the giant office space.
``There are just not that many tenants out there interested,'' said one industry source close to the situation, who also didn't want to be identified. ``Companies don't feel comfortable moving in this kind of economy, and they don't feel comfortable with Yeouido.''
The country's financial district, a large island on the Han River, is home to many domestic financial firms, but hasn't been a popular choice among foreign brokerages, who mostly prefer the Central Business District (CBD) in downtown Seoul.
In terms of leasing, SIFC is winning the battle, he said, ``but both are still behind in locking in tenants.''
Deloitte is the first and only company that signed in May to lease nine floors of SIFC, but no further commitment has been made since.
Despite the turnout, the Seoul Metropolitan Government ― which is working together with AIG GRE, the real estate investment arm of the beleaguered insurance firm AIG ― is sticking to its preference for global financial firms.
Its plan is to lease the building only to multinational corporations to help raise SIFC and Yeouido's profile as ``Asia's Wall Street.''
``We have a vision for the project and we're going to keep pushing for it,'' said Cho Young-jin, a Seoul City official, who added that the city government is in the planning stages to build better infrastructure for foreign businessmen and their families who move to the financial district.
``Detailed plans will be announced in the coming months,'' said Cho, who claims that securing Deloitte will send a positive signal to the market.
Real estate experts agree that the latest deal will prompt more action, but they point out that bigger and better incentives are needed to get companies to move to Yeouido.
``Getting any commitments for capital expenditure is difficult at this point,'' said Darren Krakowiak, head of research at Jones Lang LaSalle, a global real estate consultancy, who explained that incentives such as shouldering moving costs and providing rent-free periods will help companies decide.

Aesthetics of Otara August 1st, 2009, 12:27 PM I quite like the uniformity of Seoul's apartment blocks and the contrast they make with the older low-rise neighbourhoods. Beats the hell out of American suburbia and the mainland Chinese pastel pastiche mania. It's true that in Seoul individual examples of architecture are generally not as good as can be found elsewhere, but as a city I think it is one of the most attractive and interesting in the world.
What I particularly like is that this massive city is wrapped around a series of mountains, and that the Han river is such a utilised and thriving piece of the urban space. The street level bustle and tangles of neon are also energetic and lively. Actually, because I think the geographical features of Seoul are so good I am not particularly looking forward to the supertalls they are planning, as I fear that it may damage the proportions of the city and draw attention away from the surrounding landscape.
Anyway, as far as I'm concerned anyone who thinks Seoul is ugly either hasn't been there, is a hopeless suburbanite, is a fool, or is too obsessed with skyscrapers too appreciate the other essential qualities that go into making a city fabulous.

What I particularly like is that this massive city is wrapped around a series of mountains, and that the Han river is such a utilised and thriving piece of the urban space. The street level bustle and tangles of neon are also energetic and lively. Actually, because I think the geographical features of Seoul are so good I am not particularly looking forward to the supertalls they are planning, as I fear that it may damage the proportions of the city and draw attention away from the surrounding landscape.
Anyway, as far as I'm concerned anyone who thinks Seoul is ugly either hasn't been there, is a hopeless suburbanite, is a fool, or is too obsessed with skyscrapers too appreciate the other essential qualities that go into making a city fabulous.

The LG Twin Towers are the headquarters. The one in Gangnam is
a commercial/office/multi-purpose building. In Seoul, large conglomerations
have many different buildings named after them so it can be quite confusing :)
All I know is that Samsung's HQ used to be in Suwon, not Seoul until
recently they moved into the new Samsung Seocho Town buildings in Seoul
