More than a transport hub

The RM8.3 billion KL Sentral project, which includes massive commercial developments, is set to spur Malaysia’s property and tourism sectors

CHAN Chee Meng remembers how hard it was to convince businesses to open at KL Sentral six years ago. He was responsible for the development of a transport hub that would also double up as a massive commercial development.

Investors were not prepared to make the move. It is located in Brickfields, famous for quarters of the national railway staff, a stark contrast to its up-scale neighbour Bangsar.

"It was difficult to convince business people to open shops at the main building at Stesen Sentral when it was launched in 2001 as many thought they would not prosper due to the location and lack of infrastructure," Chan, CEO of Kuala Lumpur Sentral Sdn Bhd (KLSSB) said.

But it is different today.

The main building at Stesen Sentral is now fully occupied and bursting at the seams with shops, allowing travellers and shoppers to buy goods ranging from shoes to luxury items.

Brickfields has also changed drastically.

There are new pedestrian walkways, old buildings repainted, roads upgraded, shops being transformed and more quality retailers and budget hotels moving in, spicing up the area.

Property prices have also shot up.

"Since the landmark of Brickfields has changed, many business people are flocking to the area to have a presence at KL Sentral while prices of neighbouring properties such as shoplots, shophouses, offices, serviced apartments and condominiums, have shot up by three times," Chan added.

History has proven that KL Sentral is a good idea. However, like many large projects during the late nineties, it had to contend with the Asian financial crisis.

KLSSB's parent, Malaysian Resources Corp Bhd (MRCB), had more than RM800 million in short-term debt and it made a net loss in 2001. This is hardly the position that a firm wants to be in when it's supposed to develop a multi-billion-ringgit project.

Chan admitted that financing was the main problem and the project only took shape starting 2004 because investors' confidence started to build up.

"In terms of development, the early start was difficult but now we are in a stronger position as we have refinanced our existing bonds with a new sukuk (Islamic bond)," he said.

The project also got another boost when pension fund the Employees Provident Fund, an investor with deep pockets, became MRCB's new major shareholder.

Today, about RM1.8 billion or 27 per cent of the project has been completed. There are some RM2 billion worth of projects or 29 per cent of the entire development that is being carried out currently.

Apart from Stesen Sentral, the other completed components include Plaza Sentral Phase 1 in 2001, three blocks of corporate office towers that made total sales of RM254 million, and Plaza Sentral Phase 2.

This consists of office suites that was done in 2006.

The Suasana Sentral condominium, completed in 2002, fetched a total revenue of RM249 million, while five-star Hilton Kuala Lumpur and Le Meridien Kuala Lumpur opened their doors for business in 2004.

MRCB, meanwhile, has completed building a purpose-built 30-storey corporate office tower for Lembaga Tabung Haji for RM161.46 million, early this year.

"The estimated RM8.3 billion KL Sentral project is now undertaking one of the largest commercial developments, which are estimated to generate over RM2 billion in GDV," Chan said.

He said the commercial development comprises of the Suasana Sentral Condominiums with a total of 600 units and four blocks of office buildings to house the headquarters of UEM Group, Malaysian Industrial Development Authority (Mida), Suruhanjaya Syarikat Malaysia (SSM) and the Quill group.

It would also have a lifestyle centre, known as Sooke Sentral, which includes a fitness, spa and business centre, restaurants and alfresco dining facilities.

Additionally, a massive RM450 million retail development comprising a mall, which will be linked with Stesen Sentral through the KL Monorail, is also being built now.

The commercial and retail developments are due to be completed by late 2008 or early 2009.

And after all of that, KL Sentral will still have about 13 hectares of land for future developments. These include a massive commercial centre and entertainment and media hub.

KLSSB is also in the midst of building an immigration centre, a one-stop investment approval centre, for foreign investors.

Chan, however, refuted claims that the project was doing well as it was getting a lot of support from government-owned companies and agencies.

He said government bodies like Mida and SSM came in as they saw the huge potential at KL Sentral.

"Properties around transportation hubs have always generated good values around the world. People like staying next to infrastructure.

"It just so happens that we have government agencies that want to be here such as Mida and SSM as they see great potential here, where they can estimate the kind of customers they would get, thanks to the infrastructure," he said.

Apart from being the heart of the country's transportation hub, the KL Sentral project would be a catalyst to the country's property and tourism sectors, which would indirectly boost the economy further.

"We have shared our success story with countries like Singapore, Indonesia, Malawi, India, Nepal and some countries in the Middle East, which do not have such a massive infrastructure development similar to KL Sentral. The KL Sentral concept is still new in South-East Asia," Chan said.

In fact, MRCB has pitched to replicate the concept of the project in other Malaysian cities and abroad.

In developed countries, there are integrated hubs similar to KL Sentral such as IFC in Hong Kong, Shinjuku in Japan, Canary Wharf in London and Atlantic Station in the US.

OVER the last eight years, the profile of Brickfields has slowly developed, according to international property consultant C H Williams Talhar & Wong Sdn Bhd senior executive director P’ng Soo Theng. “There has been hardly any land in Brickfields for further development and improvement the lastseveral years. The image of Brickfields was built on efforts to develop the RM8 billion integrated KL Sentral transport and commercial hub located just opposite,” P’ng said. He said Brickfields will be further enhanced when the three million sq ft of commercial properties, currently under construction at KL Sentral, is completed by 2010.

About 19 million sq ft was approved by the Government for thedevelopment of KL Sentral. So far, 4.5 million sq ft of commercial and residential projects have been completed. A further 11.5 million sq ft of land will be utilised for future developments. P'ng told Business Times that Brickfields will enjoy the spillover effects of KL Sentral, which is expected to be completed by 2016, boosting property prices further. In fact, prices of properties in Brickfields have been rising since the integrated commercial hub started in 1997, he added.

Suasana Sentral Loft, the second phase of 600 condominiums within the Kuala Lumpur Sentral (KL Sentral) development, has registered a 70% take-up rate, mostly from brokers and foreigners, especially Singaporeans.

The RM350 million project is being developed by Suasana Sentral Two Sdn Bhd. United Malayan Land Bhd (UM Land) holds a 70% stake in the joint-venture company and Malaysian Resources Corporation Bhd (MRCB) 30%.

UM Land group chief executive officer Wan Abdullah Wan Ibrahim said of the 420 units taken up, about 70% of them were brokers while foreigners accounted for 15%. He expects the remaining 180 units to be sold by the middle of this year.

Wan Abdullah was speaking to reporters at a media briefing on Suasana Sentral Loft on Feb 21. Also present was UM Land’s vice president, operations Alan Koh.

Koh said the project was scheduled to be completed by 2008. With the completion of other commercial developments within KL Sentral, he projected a short supply of residential units.

“We strongly believe that Suasana Sentral Loft is another investment that will reap good rental returns for investors seeking for attractive yields up to 10%,” he said.

The Loft is the last residential freehold land in KL Sentral, a transport hub that sees a 40,000-passenger traffic per day.

The 600 freehold units range from 811 sq ft to 2,961 square feet and are priced between RM350,000 and RM 1.60 million.

OFFICE ZONES

Office zones in KL Sentral account for more than 50% of the total land. The developer aims that KL Sentral will ultimately be the business and financial hub of Kuala Lumpur.

Lot A-D have been proposed to be developed as financial precincts of KL Sentral. This is a future development as there is no development at the area yet.

Lot F is planned for future office block. Currently, the base is used for a furniture exhibition mall and Food and Beverage (F&B) centre.

Lot J is a proposed development lot for four 35-storey office towers of identical architecture. A six-storey clubhouse will also be built within the precinct. This clubhouse will house a cafe, health and fitness club, specific retail outlets, gymnasium, bowling alley and daycare centre.

Lot M or Plaza Sentral is a completed office complex in the west of KL Sentral. The complex were completed in two stages.

-Phase I was completed in June 2001, comprising three blocks and total gross floor area of 1,635,525 sq ft. Its take-up rate is reaching 100%.

-Phase II comprises two towers - 18-storey and 26-storey - made up of four blocks and a total gross floor area of 879,381 sq ft.

Lot N, Sentral One is a site for a 30-storey office tower, offering a gross floor area of 453,000 sq. feet. Lot N is owned by Tabung Haji, and it may be the future PricewaterhouseCoopers Malaysia HQ.


ENTERTAINMENT ZONE

Lot E will be a hub for entertainment and covention centre in making KL Sentral an entertainment hub of Kuala Lumpur. The deck of the this development has been completed.

Lot G, located in the south of KL Sentral will consist of 1,200,000 sq ft shopping complex, 600,000 sq ft office block, 500,000 sq ft serviced apartments, and a 546,000 sq ft three-star hotel. The Integrated Centre, as it will be called, will offer an integrated connection with the KL Monorail Sentral station. This parcel is owned by UDA Holdings.


TRANSPORTATION

Lot H, Stesen Sentral (English: Central Station) is designated to be the transportation hub within its KL Sentral development project. Stesen Sentral will be able to accommodate 50 million passengers a year and up to 100 million by 2020 (KL Sentral website).

Located within Stesen Sentral, the KL City Air Terminal (KL CAT) is virtually an extension of the Kuala Lumpur International Airport. It has the high-speed rail service to Kuala Lumpur International Airport (KLIA). It is recognised by the International Air Transport Association (IATA) as a city destination, with the code XKL.


HOTELS

Lot I consists of two hotels skyscrapers occupied by Hilton Kuala Lumpur & Le Méridien KL, owned by Daito Asia Development Sdn. Bhd. and Daisho Asia Development Sdn. Bhd. respectively. The completed 5-star hotels have 934 rooms.


RESIDENTIAL

Lot K is the location of a serviced appartment, Suasana Sentral. Suasana Sentral consists of two blocks, or 400 units, of exclusive and luxurious apartments.

Lot L is an extension of of Lot K and will house two blocks of condominiums comprising a total of 600 units.

CIMB-Mapletree eyes RM1b for second fund

CIMB-Mapletree Management Sdn Bhd (CMM), manager of a privately-held property fund, plans to raise RM1 billion for its second fund.

CIMB-Mapletree Real Estate Fund 2 (CMREF 2) has already raised some RM200 million, CMM chief executive Raja Noorma Othman said.


It plans a road show to promote the fund to potential investors locally as well as abroad, namely in the Middle East and Europe.

"We are ready to launch the road show in two months' time. We target to complete this exercise by the first quarter of next year," she told reporters after a signing ceremony between CMM and Malaysian Resources Corp Bhd (MRCB) to build a RM400 million office tower at KL Sentral in Kuala Lumpur yesterday.

CMM is a joint-venture company between CIMB Group and Mapletree Investments Pte Ltd, a leading property company in Singapore.

Its first fund CMREF 1, which raised RM400 million, was launched in 2005, and so far, the fund has made four major commercial acquisitions, with the KL Sentral Tower being the single largest acquisition.


Based on CMM's track record, CIMB Group chief executive officer Datuk Nazir Razak said the company is optimistic of being able to raise the targeted amount for CMREF 2.

"Why we need a second round of real estate fund is largely because of the opportunity.

"We raised RM400 million in the previous fund and we have made RM1 billion investment out of that. We can leverage the fund. And with RM1 billion, we expect to be able to invest over RM3 billion," he added.

On the KL Sentral Tower project, MRCB group managing director Shahril Ridza Ridzuan said construction and development of the office tower will be undertaken by the company.

Upon completion, the building is slated to be the new corporate headquarters of the CIMB Group, he said.

The company expects construction of the office tower to begin in the fourth quarter this year with work targeted for completion in early 2011.

Shahril said MRCB currently has about RM5 billion of developments in various stages of planning and progress at KL Sentral.

"Our future projects within the development are estimated to generate over RM3 billion in gross development value, making the entire KL Sentral development the single largest commercial development of its kind in the country," he added.

In the deal, CMREF1, a real estate fund managed by CIMB-Mapletree Management Sdn Bhd (CMM), will acquire the land while MRCB will build the office tower.

The building, which will have more than 600,000 sq ft of floor area, is to be leased to CIMB group as well as third-party tenants.

At the sale and purchase agreement signing ceremony last Friday, MRCB group managing director Shahril Ridza Ridzuan said CIMB was a regional leader in the financial services industry and KL Sentral provided an ideal location for its growth requirements.

“The commitment of CMREF 1 in KL Sentral is an indication of investor confidence in the future of our development as the new financial and business hub of Kuala Lumpur,” he saud

CMM CEO Raja Noorma Othman said in a statement that the acquisition of Lot A KL Sentral represents CMREF 1’s single largest investment to date.

Construction on Lot A would commence in the fourth quarter of this year and is scheduled to be completed in 2011, the statement said.

KL Sentral is currently 35% completed, with on-going developments worth an estimated RM4 billion.

Mida pays RM148m for office tower in KL Sentral


THE Malaysian Industrial Development Authority (Mida) is buying a 30-storey office tower in KL Sentral for RM148.58 million and it will be its future headquarters.

The building, which is under construction, will be developed by Malaysian Resources Corp Bhd, which is developing the KL Sentral area in Brickfields.

The purchase will be funded by a RM160 million allocation channelled through the Ministry of International Trade and Industry (Miti) under the Ninth Malaysia Plan.

"We've been the anchor tenant at Phase 1 of Plaza Sentral since 2002 and we'll continue renting until our new headquarters is completed in mid-2009," Mida director-general Datuk R. Karunakaran said.

Construction of this 30-storey block started in December 2006.

"As the construction works progresses, we'll make the necessary payment," he said, adding that the new headquarters will have a built-up area of 283,000 sq ft.

"It is strategic for Mida to be located in KL Sentral because foreign investors landing at KLIA can just hop on the Express Rail Link and reach our office in 30 minutes," he said.

Karunakaran was speaking to reporters after representing Mida to sign the sale and purchase agreement with MRCB and Kuala Lumpur Sentral Sdn Bhd yesterday.

MRCB group managing director Datuk Shahril Ridza Ridzuan said the new MIDA headquarters would prominently anchor the frontage of KL Sentral.

"KL Sentral is fast becoming the hub for facilitating authorities with the new Companies Commission of Malaysia headquarters and new UEM headquarters coming up next to the Mida development," he said.

The 28.8ha Kuala Lumpur Sentral is an urban development made up of office buildings, a shopping mall and service apartments. So far, 8ha is developed while another 8ha is still being built and the remaining 12.8ha is reserved for future developments.

When asked whether MRCB is looking to expand its landbank, Shahril replied: "We always welcome the opportunity to acquire strategic pieces of land for urban development. We'll make announcements (on land acquisitions) as we go along," he added.

MRCB, Aseana to develop RM620m hotel and office towers at KL Sentral

KUALA LUMPUR: Malaysian Resources Corporation Bhd (MRCB) has teamed up with London Stock Exchange-listed Aseana Properties Ltd to develop a boutique business hotel and office towers with a sales value of RM620 million at Kuala Lumpur Sentral.

The development, with a combined floor space of over 1.15 million sq feet, will be undertaken by their joint venture company, Excellent Bonanza Sdn Bhd, which is 60% and 40% owned by MRCB and Aseana, respectively.

Excellent Bonanza yesterday signed a sale and purchase agreement with Kuala Lumpur Sentral Sdn Bhd (KLSSB), a subsidiary of MRCB, to acquire two parcels of land measuring 95,131 sq ft for RM99 million.

In a statement yesterday, MRCB group managing director Shahril Ridza said: “Today’s signing demonstrates the continuation of MRCB programme to add more facilities and commercial space to KL Sentral to meet accelerating demand that is presently generated by our successful positioning as the city’s premier business hub.”

“The business hotel in particular is a critical component in our ability to offer a wider choice for our tenants and visitors,” he said.

Aseana chairman Datuk Mohammed Azlan Hashim said the
company believed it was a sound investment as KL Sentral was fast emerging as a premier development due to its location and successful
infrastructure.

“Aseana will typically invest in development projects at the pre-construction stage and selectively invest in projects-in-construction and newly completed projects with potential for high capital appreciation, making KL Sentral an attractive investment due to its physical quality, standards and accessibility,” he said.

Aseana is now undertaking four property development projects in the Mont’Kiara area, namely i-Zen @ Kiara 1, Tiffany by i-Zen, One Mont Kiara and Seni Mont’Kiara, as well as the development of the Sandakan Harbour Square in Sabah.

Also present at the signing ceremony were KLSSB chief executive officer Chan Chee Meng and and Excellent Bonanza director Chong Chin Ann.

PETALING JAYA: If the KL City Centre (KLCC) is the elite residential hub of Malaysia, then the commercial hub will be Kuala Lumpur Sentral with the who’s who of property development acquiring what’s left of the 29ha where the Hilton Kuala Lumpur and Le Meridien hotels are sited.

Thursday’s RM99mil joint-venture deal between Malaysian Resources Corp Bhd (MRCB) and Aseana Properties Ltd to buy over 95,131sq ft from Kuala Lumpur Sentral Bhd means two more office tower blocks and a hotel coming up by 2012.

MRCB and Aseana have formed a joint-venture company, called Excellent Bonanza Sdn Bhd, to develop the land with a gross development value of RM620mil and a total gross floor area of 1.146 million sq ft.

Aseana was incorporated in the Territory of British Virgin Islands on June 29 this year. Listed on the London Stock Exchange, Aseana has five independent directors, including two Malaysians – Datuk Mohammed Azlan Hashim, chairman of Proton Holdings Bhd as well as Aseana, and Datuk Ismail Shahudin, chairman of Bank Muamalat Malaysia Bhd.

Ireka Corp Bhd is linked to Aseana by virtue of its subsidiary Ireka Development Management Sdn Bhd (IDM) managing all properties of Aseana.

IDM chief financial officer Monica Lai said this project was for the long term. Market jitters over the current stock market meltdown triggered by the problems plaguing the US subprime property sector were seen as “short term”.

“Completion of this development will take at least three years and the country’s economy is fundamentally strong.

“We are pretty excited to have acquired such a prime piece of property in KL Sentral. We have a part to play in the continuing growth of the commercial property sector in this area with the development of the hotel and office towers,” she said.

“We are looking at developing a boutique hotel that is design-led. Given our expertise and experience in the hotel sector, we intend to pay a lot of attention to details for the business-class hotel, which will offer 500 rooms. We hope to complement the Hilton and Le Meridien,” Lai said.

Apparently, a local architect has been identified for the hotel project but details are being finalised with MRCB.

The approved development content for KL Sentral is for a total gross floor area of about 19 million sq ft.

According to C H Williams Talhar & Wong Sdn Bhd senior executive director P’ng Soo Theng, many parties are keen to be in KL Sentral because it is Malaysia’s first MSC Cybercentre.

“Locating here means getting financial incentives such as pioneer status with 100% exemption from taxable statutory income which is granted for five years for the first round. There is also a 100% Investment Tax Allowance,” said P’ng, who brokered the property sale and joint venture between the three parties.

Developers in KL Sentral will have a headstart over those building elsewhere because development approval has been granted.

“All the developer has to do is submit the building plans,” P’ng added.

However, due to the location of the site and its close proximity to Kuala Lumpur Sentral, it is still well suited for a major mix development project which can be connected to the overall development of KL Sentral. The brief calls for a 40-storeys high rise building, a 10-storeys low rise building on top of a 2 levels shopping podium and a 30-storeys, 150 units, SOHO Apartments. The total built up area of this development is approximately 850,813 sq m or 900,000 sq ft. .

Design Approach
In option 1, we approach the development by proposing an iconic tapering shape building raising from the podium floor and reaching 40-storeys. The building is placed to address the busy corner road. The SOHO units are placed on one side facing KL Sentral and the Kuala Lumpur City Center.

The sleek modern design and the building components of this development is also to elevate and improve the street level image of Jalan Brickfields. At present, and opposite the site are many low rise shop office type buildings built in the late 70’s and early 80’s which now looks dilapidated and chaotic.

In option 2, we proposed an iconic sculptural shape building rising above its 40-storeys height. The irregular iconic shape building is purposely design to rise over the many buildings of the proposed KL Sentral development. The building will be the tallest building in this area and identifiable from a great distance and the Kuala Lumpur skyline.

Suasana Sentral Loft, the second phase of 600 condominiums within the Kuala Lumpur Sentral (KL Sentral) development, has registered a 70% take-up rate, mostly from brokers and foreigners, especially Singaporeans.

The RM350 million project is being developed by Suasana Sentral Two Sdn Bhd. United Malayan Land Bhd (UM Land) holds a 70% stake in the joint-venture company and Malaysian Resources Corporation Bhd (MRCB) 30%.

UM Land group chief executive officer Wan Abdullah Wan Ibrahim said of the 420 units taken up, about 70% of them were brokers while foreigners accounted for 15%. He expects the remaining 180 units to be sold by the middle of this year.

Wan Abdullah was speaking to reporters at a media briefing on Suasana Sentral Loft on Feb 21. Also present was UM Land’s vice president, operations Alan Koh.

Koh said the project was scheduled to be completed by 2008. With the completion of other commercial developments within KL Sentral, he projected a short supply of residential units.

“We strongly believe that Suasana Sentral Loft is another investment that will reap good rental returns for investors seeking for attractive yields up to 10%,” he said.

The Loft is the last residential freehold land in KL Sentral, a transport hub that sees a 40,000-passenger traffic per day.

The 600 freehold units range from 811 sq ft to 2,961 square feet and are priced between RM350,000 and RM 1.60 million.

KUALA LUMPUR: Malaysian Resources Corporation Bhd (MRCB) and Pelaburan Hartanah Bumiputera Berhad (PHBB) will jointly develop retail and office space in Kuala Lumpur Sentral's Lot G comprising two sites with a combined land area of 31,487 square miles.

Both MRCB and PHBB had on Jan 22 established a joint venture entity, Jewel Suprises Sdn Bhd, on a 51% and 49% equity basis respectively to build a retail complex with car park bays on the tracts belonging to Promising Quality Sdn Bhd (PQSB). PHHB wholly-owns PQSB.

"Jewel Suprises has on the same day entered into an agreement to lease with PQSB to lease the retail Complex and the car park bays associated with the retail complex for a term of 99 years," MRCB told Bursa Malaysia on Jan 22.

Meanwhile, MRCB Selborn Corporation Sdn Bhd — a 60% subsidiary of MRCB — had also entered into a turnkey development contract with PQSB yesterday to design and build a retail complex and office block on the tracts.

"The retail complex would complement the existing high end hotels, offices, and residential units as well as the recently opened retail lifestyle centre Sooka Sentral, MRCB said.

The value and duration of the entire project, however, was not mentioned.

MRCB said the jobs are not expected to have any material impact on its financial performance in the current year to Dec 31, 2008.

KUALA LUMPUR: Malaysian Resources Corporation Bhd (MRCB) has teamed up with Quill Sentral Sdn Bhd and Kuwait Finance House (Malaysia) Bhd (KFHMB) to acquire a piece of land at the KL Sentral area for RM133 million to build office towers.

MRCB said the three parties had set up a joint-venture company Cozy Bonanza Sdn Bhd to acquire the land, measuring 7,503 sq metres from Kuala Lumpur Sentral Sdn Bhd (KLSSB).

It said KFHMB was participating in this JV as an Islamic financier where it provides the musyarakah financing facility. MRCB would hold 44.5% stake in Cozy Bonanza, followed by Quill (37.5%) and KFHMB (18%).

According to MRCB the land was approved by Dewan Bandaraya Kuala Lumpur for commercial development and the plan was to build office towers with a total gross floor area of about 1.4 million sq ft.

It added that the construction of the office towers is expected to commence in 2008 and take four years to complete.

Cosy Bonanza would finance the development by external borrowings and/or further contributions from its shareholders, it said.

MRCB, Cisco to build intelligent real estate centres

CONSTRUCTION and property firm Malaysian Resources Corp Bhd (MRCB) has teamed up with Cisco Systems Inc to develop intelligent real estate centres in Malaysia.

The partnership will involve the deployment of Cisco's Connected Real Estate (CRE) solution, a core multi-service Internet Protocol (IP) platform and network system.

Being the first of its kind, the system allows for easy integration of information technology and building automation networks for MRCB's future property developments.

"The CRE solution will enable building control systems across all properties be controlled from a single place, thus reducing maintenance costs and prolonging building lifecycles," MRCB group managing director Shahril Ridza Ridzuan told reporters after signing a Memorandum of Understanding with Cisco Malaysia in Kuala Lumpur yesterday.
Cisco Malaysia was represented by its managing director Kumaran Singaram.

Shahril said the tie-up with Cisco will begin with the Kuala Lumpur Sentral as the development will become a fully wireless centre.

Lot G, located in the southern portion of KL Sentral development, will be the focus point of the first MRCB-Cisco partnership.

"With new investments and development of over RM5 billion coming into KL Sentral over the next few years, we plan to integrate the CRE solution in all our future projects including the Penang Sentral development," Shahril said.

He said this will equip the firm with a new business model and enable it to become the leader in innovation in the property market.

Earlier, Cisco launched the Cisco Express-Network on Wheels in Malaysia.

Fitted in a 40-foot container, it features key Cisco technologies worth US$1 million and serves as a platform to bring the firm's products to over 20,000 customers across Asia.

Kumaran said the Cisco Express-Network on Wheels (NoW) is on a six-week tour in the country covering places such as Kuala Lumpur, Penang, Malacca and Johor.

"It will showcase state-of-the-art Cisco technologies such as unified communications, building automation, security and emergency response systems to government and business leaders and show how they can leverage the network to energise their operations," he said.

KUALA LUMPUR: Malaysian Resources Corporation Bhd’s (MRCB) subsidiary Kuala Lumpur Sentral Sdn Bhd has fully redeemed its RM720 million sukuk musyarakah issued a year ago.

In a statement yesterday, MRCB said though the sukuk was issued for a series of yearly redemption of up to seven years, it was settled within a year as a result of the continued good response to property developments within KL Sentral.

It added that the good response had accelerated the completion of the sales target initially spread over the tenure of the sukuk.

“With the settlement of the sukuk and the expectation of positive growth in investment demand for prime commercial buildings in KL Sentral, the group remains optimistic that it could extract improving values for its on-going developments as well as the balance landbank within KL Sentral,” MRCB said.

The sukuk had previously been assigned a long-term AA2 rating by RAM Rating Services Bhd.

KL Sentral’s current development sits on 29.14 hectares of freehold land, which is located within the city, adjacent to Jalan Damansara, Jalan Istana, Jalan Tun Sambanthan and Jalan Travers.

The development is a mix of integrated commercial and residential development that is built around a central transportation hub.

“With an estimated gross development value of more than RM7 billion, the entire KL Sentral project is slated for completion by 2016,” RAM stated in its March 29 report.

Suasana Sentral Loft, the second phase of 600 condominiums within the Kuala Lumpur Sentral (KL Sentral) development, has registered a 70% take-up rate, mostly from brokers and foreigners, especially Singaporeans.

The RM350 million project is being developed by Suasana Sentral Two Sdn Bhd. United Malayan Land Bhd (UM Land) holds a 70% stake in the joint-venture company and Malaysian Resources Corporation Bhd (MRCB) 30%.

UM Land group chief executive officer Wan Abdullah Wan Ibrahim said of the 420 units taken up, about 70% of them were brokers while foreigners accounted for 15%. He expects the remaining 180 units to be sold by the middle of this year.

Wan Abdullah was speaking to reporters at a media briefing on Suasana Sentral Loft on Feb 21. Also present was UM Land’s vice president, operations Alan Koh.

Koh said the project was scheduled to be completed by 2008. With the completion of other commercial developments within KL Sentral, he projected a short supply of residential units.

“We strongly believe that Suasana Sentral Loft is another investment that will reap good rental returns for investors seeking for attractive yields up to 10%,” he said.

The Loft is the last residential freehold land in KL Sentral, a transport hub that sees a 40,000-passenger traffic per day.

The 600 freehold units range from 811 sq ft to 2,961 square feet and are priced between RM350,000 and RM 1.60 million.

MALAYSIAN Resources Corp Bhd (MRCB), a construction and property company, expects to complete the whole development of its RM8.4 billion comprehensive and integrated Kuala Lumpur Sentral development project (KL Sentral) by 2015.

Its retail asset development general manager Zulkifli Ibrahim said the company has completed more than RM2 billion worth of development, and another RM5 billion new development is under construction and progressing rapidly.

"This new development includes the construction of high-rise office buildings, a shopping mall, a five-star hotel, condominiums, luxury service apartments, and a media and education centre," he told reporters during a media tour around KL Sentral's latest edition called Sooka Sentral - a lifestyle, health and dining centre - in Kuala Lumpur yesterday.

Zulkifli said construction work on the new shopping mall is expected to begin by the middle of the year, with targeted completion by 2011, while the office buildings, condominiums and luxury service apartments, located opposite the National Museum, are scheduled to start by the end of the year.

KL Sentral is being developed as a futuristic self-contained city, providing the perfect living, work and play environment. Located in the heart of Kuala Lumpur, it is also dedicated to be the transport hub of the city.

The Sooka Sentral, meanwhile, is located directly opposite the southern entrance of the KL Sentral station. The six-storey building is managed by Sooka Sentral Sdn Bhd, a wholly-owned subsidiary of MRCB.

"It is the only and ultimate centre for relaxation within KL Sentral development that focuses on luxurious health, beauty, wellness and dining outlets," Zulkifli said, adding that Sooka Sentral has reached a 100 per cent occupancy rate.

He said the gross development value of Sooka Sentral is about RM60 million, offering some 9,290 sq m of space. It houses a fitness centre, a spa, beauty and health centre, a food court, fine dining restaurants and alfresco dining outlets.

Among its tenants include Centro, Kiliney Kopitiam, Zen, Chili Espresso, myNEWS.com, Oriental Spoom, Sushi King, Kelantan Delights, Kabul restaurant, World of Perfume, Cuttery, Beaubelle, Equal Fitness Sports Massage, Tanamera Tropical Spa, Chiill Reflexology, The Spa, and SynarGym.

KUALA LUMPUR: Kuala Lumpur Sentral, the integrated commercial-cum-residential development in Brickfields, will have two retail-cum-lifestyle centres offering close to one million sq ft of net lettable space.

The first, the 100,000-sq-ft Sooka Sentral Lifestyle Centre that opened last December, is now fully occupied.

Sooka Sentral Sdn Bhd general manager Zulkefli Ibrahim said the RM50mil lifestyle centre would provide wellness, health, beauty and dining facilities for residents and office workers in Kuala Lumpur Sentral and the surrounding area.

With rental rates of RM8 to RM20 per sq ft, Sooka was expected to generate an annual rental income of RM8.4mil, he said at a media tour of the new facility yesterday.

The second project will comprise a 750,000-sq-ft shopping centre to be built at a cost of RM420mil on Lot G. Construction will kick off by mid-year for completion in 2011.

Zulkefli said the new shopping centre was expected to generate annual rental income of RM60mil.

The 72-acre Kuala Lumpur Sentral development started in 1997 and is scheduled to be completed in 2015.

St Regis To Make Local Debut With Luxury Hotel

KUALA LUMPUR, June 12 (Bernama) -- St Regis, known as the world's luxury hotel chain, will make its debut in Malaysia by 2014.

To be named St Regis Kuala Lumpur, the six-star hotel will have at least 200 guest rooms and 200 branded residences as well as a spa, gourmet dining and meeting facilities.

Starwood Hotels & Resort Worldwide Inc, which will operate the hotel, today signed a management agreement with ONE IFC Sdn Bhds wholly-owned subsidiaries, ONE IFC Hotel Sdn Bhd and ONE IFC Residences Sdn Bhd.

ONE IFC is a 60 percent owned by CMY Capital Sdn Bhd, with another 30 percent held by Malaysian Resources Corporation Bhd and 10 percent by Jitra Perkasa Sdn Bhd.

"The agreement signed Thursday is a proof that Kuala Lumpur is ready to welcome a brand whose reputation for luxury is incomparable," ONE IFC's chief executive officer Carmen Chua said at the signing ceremony.

She said St Regis Kuala Lumpur and The Residence at the St Regis Kuala Lumpur will be housed in a single mixed-use development called ONE IFC but did not disclose the total investment.

"The company's commitment to the ONE IFC project despite current economic uncertainty, the subprime meltdown, inflation and rising construction costs demonstrates its confidence in the Malaysian economy and the country," Chua said.

ONE IFC will be the landmark defining KL Sentral just as the Petronas Twin Towers defines Kuala Lumpur City Centre (KLCC), according to her.

It will be situated on Lot C of KL Sentral which is directly opposite the National Museum and Lake Gardens.

New York-based Skidmore, Owings and Merrill LLP has been appointed as architect for the ONE IFC project.

The six-star St Regis hotel, which is scheduled to open its doors in 2014, will be built on Lot C at KL Sentral. Mustafa Kemal Abadan, design partner of the world-famous architecture firm Skidmore, Owings and Merrill (SOM), will design the hotel, residence and office tower. SOM’s portfolio of over 800 design awards includes the Freedom Tower, which is the redevelopment of the World Trade Centre in New York, and the Burj Dubai, the world’s tallest tower, in the United Arab Emirates.

ONE IFC is 60% owned by CMY Capital Sdn Bhd, 30% by Malaysian Resources Corp Bhd and 10% by Jitra Perkasa Sdn Bhd. Construction of the ONE IFC hotel, residence and office tower development is expected to be financed by the shareholders funds and begin in 2010.

Chua also said the ONE IFC’s commitment to the project represented its confidence in the Malaysia economy despite the current climate of uncertainty, inflation and rising costs. She said the final costing and the subsequent gross development value of the project would only be determined after the building was designed.

St. Regis luxury hotel coming up at KL Sentral

THE six-star St. Regis hotel chain is coming to Malaysia, and owner One IFC Sdn Bhd believes Kuala Lumpur is ready for the luxury brand.

The 200-room St. Regis Kuala Lumpur and 200 freehold residences are slated to open in 2014. The development will be sited at KL Sentral.

Starwood Hotels & Resorts Worldwide Inc was appointed as the management operator at a ceremony in Kuala Lumpur yesterday.

One IFC chief executive officer Carmen Chua said the company is committed to the project even though construction costs are rising.

"We are monitoring the situation very closely due to the scale of this project, but we are committed as we have confidence in Malaysia's economy and the country," Chua told a press conference yesterday.

CMY Capital Sdn Bhd holds 60 per cent of One IFC, while Malaysian Resources Corp Bhd (MRCB) - KL Sentral's developer - owns 30 per cent. The rest is held by Jitra Perkasa Sdn Bhd.

Construction is scheduled to start in 2010. One of the world's top three architectural firms - Skidmore, Owings and Merrill (SOM) - will be the hotel's main architect.

SOM designed the Freedom Tower in New York in the US and the world's tallest tower, the Burj Dubai, in the United Arab Emirates.

The hotel's development cost has yet to be determined as it is pending the design approval.

Chua said the design is likely to be unveiled late next year or early 2010.

The St. Regis Kuala Lumpur will be built on 0.88ha.

According to Chua, 1.4 million sq ft of development has been approved.

It will feature the famed hallmarks of St. Regis hotels, including luxury accommodation and the iconic butler service.

"When it is open for business, 95 per cent of the staff will be locals, and we plan to recruit local graduates and train them," Chua said.

Any renderings revealed for the CIMB Tower? From the main masterplan layout and the picture above, CIMB Tower should be in Lot A, I found that both designs are not good. The one in the masterplan is too typical, while the bluish 2 rectangulars model above is not inspiring at all. I am hoping for a good design for this 60 storey masterpiece of KL Sentral.

CIMB-Mapletree eyes RM1b for second fund

CIMB-Mapletree Management Sdn Bhd (CMM), manager of a privately-held property fund, plans to raise RM1 billion for its second fund.

CIMB-Mapletree Real Estate Fund 2 (CMREF 2) has already raised some RM200 million, CMM chief executive Raja Noorma Othman said.


It plans a road show to promote the fund to potential investors locally as well as abroad, namely in the Middle East and Europe.

"We are ready to launch the road show in two months' time. We target to complete this exercise by the first quarter of next year," she told reporters after a signing ceremony between CMM and Malaysian Resources Corp Bhd (MRCB) to build a RM400 million office tower at KL Sentral in Kuala Lumpur yesterday.

CMM is a joint-venture company between CIMB Group and Mapletree Investments Pte Ltd, a leading property company in Singapore.

Its first fund CMREF 1, which raised RM400 million, was launched in 2005, and so far, the fund has made four major commercial acquisitions, with the KL Sentral Tower being the single largest acquisition.


Based on CMM's track record, CIMB Group chief executive officer Datuk Nazir Razak said the company is optimistic of being able to raise the targeted amount for CMREF 2.

"Why we need a second round of real estate fund is largely because of the opportunity.

"We raised RM400 million in the previous fund and we have made RM1 billion investment out of that. We can leverage the fund. And with RM1 billion, we expect to be able to invest over RM3 billion," he added.

On the KL Sentral Tower project, MRCB group managing director Shahril Ridza Ridzuan said construction and development of the office tower will be undertaken by the company.

Upon completion, the building is slated to be the new corporate headquarters of the CIMB Group, he said.

The company expects construction of the office tower to begin in the fourth quarter this year with work targeted for completion in early 2011.

Shahril said MRCB currently has about RM5 billion of developments in various stages of planning and progress at KL Sentral.

"Our future projects within the development are estimated to generate over RM3 billion in gross development value, making the entire KL Sentral development the single largest commercial development of its kind in the country," he added.

How it all started

CIMB-Mapletree eyes RM1b for second fund

CIMB-Mapletree Management Sdn Bhd (CMM), manager of a privately-held property fund, plans to raise RM1 billion for its second fund.

CIMB-Mapletree Real Estate Fund 2 (CMREF 2) has already raised some RM200 million, CMM chief executive Raja Noorma Othman said.


It plans a road show to promote the fund to potential investors locally as well as abroad, namely in the Middle East and Europe.

"We are ready to launch the road show in two months' time. We target to complete this exercise by the first quarter of next year," she told reporters after a signing ceremony between CMM and Malaysian Resources Corp Bhd (MRCB) to build a RM400 million office tower at KL Sentral in Kuala Lumpur yesterday.

CMM is a joint-venture company between CIMB Group and Mapletree Investments Pte Ltd, a leading property company in Singapore.

Its first fund CMREF 1, which raised RM400 million, was launched in 2005, and so far, the fund has made four major commercial acquisitions, with the KL Sentral Tower being the single largest acquisition.


Based on CMM's track record, CIMB Group chief executive officer Datuk Nazir Razak said the company is optimistic of being able to raise the targeted amount for CMREF 2.

"Why we need a second round of real estate fund is largely because of the opportunity.

"We raised RM400 million in the previous fund and we have made RM1 billion investment out of that. We can leverage the fund. And with RM1 billion, we expect to be able to invest over RM3 billion," he added.

On the KL Sentral Tower project, MRCB group managing director Shahril Ridza Ridzuan said construction and development of the office tower will be undertaken by the company.

Upon completion, the building is slated to be the new corporate headquarters of the CIMB Group, he said.

The company expects construction of the office tower to begin in the fourth quarter this year with work targeted for completion in early 2011.

Shahril said MRCB currently has about RM5 billion of developments in various stages of planning and progress at KL Sentral.

"Our future projects within the development are estimated to generate over RM3 billion in gross development value, making the entire KL Sentral development the single largest commercial development of its kind in the country," he added.

MRCB confident on sales of property projects

PETALING JAYA: Malaysian Resources Corp Bhd (MRCB) is confident its property projects will continue to enjoy good sales and tenancy despite the more challenging economic conditions.

Group managing director Shahril Ridza Ridzuan said that location and accessibility would always play a big part in the sale or rental of property, even during a downturn.

“Even during the Asian financial crisis, certain locations in Kuala Lumpur continued to register strong interest and secondary market transactions,” he said on the sidelines of the StarBiz -Institute of Corporate Responsibility Malaysia forum yesterday.

MRCB has been active in the property development scene in Kuala Lumpur while it entered the Penang property market just last year. The company is developing, on a joint-venture basis, office towers, hotels and serviced residences on 72 acres in KL Sentral. The project has an expected gross development value of about RM2bil.

Shahril said the broadband infrastructure and multimedia supercorridor status of KL Sentral was an added attraction for those thinking of relocating there for business purposes.

The company has about 100 acres in Penang and recently acquired a 3.34-acre freehold parcel in Batu Ferringhi from MBSB Development Sdn Bhd for RM26mil where there are plans for a high-end serviced apartment project.

Last June, Pelaburan Hartanah Bumiputera Bhd awarded a contract worth RM500mil in Penang to MRCB for the construction of landed and high-rise residential properties.

It is also developing the RM2bil Penang Sentral, a similar transportation hub on the island which, when completed, would connect the northern and southern halves of the peninsula. The project is a joint venture with Pelaburan Hartanah.

“Our Penang and KL Sentral property projects have a potential gross development value of RM5bil,” Shahril said, adding that property development contributed 65% to revenue, with the bulk currently coming from KL Sentral.

He said the company's bid for the RM350mil Kompleks Kerjaya 2, in Jalan Sultan Salahuddin, was still ongoing. Its construction arm's order book stood at RM2bil, he added.

CapitaLand targets RM2b REIT listing by Dec

CAPITALAND Ltd, Southeast Asia's largest real estate company, plans to list a RM2 billion property trust of Malaysian shopping malls on Bursa Malaysia by the end of the year.

It submitted the request to the Securities Commission recently and expects an approval before October.

"The reason why we have done all the preparation is to do it (list it) before the end of the year. Of course, at the end of the day, it is all dependent on the market," said CapitaLand chief investment officer Kee Teck Koon.

Currently, its retail assets include Sungei Wang Plaza in Kuala Lumpur, Gurney Plaza in Penang and Mines Shopping Fair in Seri Kembangan, Selangor. In June, it bought 62 per cent of Sungei Wang Plaza's retail area for RM595 million.

Kee was speaking to the media after the topping-up ceremony for the Tower D project in KL Sentral, Kuala Lumpur.

The commercial building, located next to Sooka Sentral and opposite the Sentral rail station, has seen strong tenant interest.

"So far, about 65 per cent of its total net lettable space of 355,323 sq ft has been taken up, mainly by foreign companies. We expect it to be fully tenanted by end of this year," said Quill Group of Companies director Datuk Michael Ong.

Construction is scheduled to be completed in the first quarter of next year.

It expects demand for top-grade commercial space to remain robust as demand is stronger than supply, mainly in areas near KLCC and in Sentral.

"The Malaysian real estate market is undergoing a stage of rapid growth following the country's healthy economic performance over the past few years," said CapitaLand Commercial Ltd chief executive officer Wen Khai Meng.

Tower D is developed by Quill Realty Sdn Bhd, which is 60 per cent owned by Quill and 40 per cent by Malaysia Commercial Development Fund (MCDF).

MCDF is managed by MCDF Management Pte Ltd, an indirect wholly-owned unit of CapitaLand with Aseambankers Malaysia Bhd as its main adviser.

KUALA LUMPUR: Singapore-based CapitaLand Ltd has submitted its application to list its RM2bil real estate investment trust (REIT) on Bursa Malaysia.

However, the timing of the listing would depend on market conditions, said chief investment officer Kee Teck Koon.

“We have just submitted the application and expect to obtain the approval by the fourth quarter of this year,” he told reporters after the topping-up ceremony of Tower D in Lot J, KL Sentral, yesterday.

Tower D is being developed by Quill Realty Sdn Bhd, which is 60% owned by Quill and 40% owned by Malaysia Commercial Development Fund (MCDF). MCDF is managed by MCDF Management Pte Ltd, an indirect wholly-owned subsidiary of CapitaLand, with Aseambankers Malaysia Bhd as principal adviser.

Kee said the company hoped to list the REIT before year-end but it would hinge on the performance of the local capital market.

On the possibility of listing its REIT in other countries due to the lacklustre Malaysian market, Kee said the company was very clear on wanting to list it in Malaysia.

Assets to be injected into the trust will include Gurney Plaza in Penang, Mines Shopping Fair in Seri Kembangan, and Sungai Wang Plaza in Kuala Lumpur.

Kee said the company was always on the lookout for high-value commercial properties in Kuala Lumpur but there was currently nothing concrete.

Quill Capita Trust chief executive officer Chan Say Yeong said the demand for commercial properties was encouraging due to the limited supply of commercial assets in Kuala Lumpur.

“Generally the demand comes from oil and gas, telecommunications and multinational companies as well as the service sector.

“The rental growth rates in the Kuala Lumpur City Centre and KL Sentral areas were between 15% and 20% for the past few years,” he added.

Quill Group of Companies executive director Datuk Michael Ong said Tower D - a 29-storey office tower with a six-storey podium - would be ready for occupancy in March. Of its total net lettable space of 355,323 sq ft, 65% has been taken up by tenants so far.

Ong said the average monthly rental in KL Sentral was between RM6 and RM7 per sq ft while the latest property transaction price in KL Sentral was RM1,000 per sq ft.

Hey Nazrey,

Why the Monorail is not integrated to Lot G development? Initially, I thought KL Sentral has planned to have a monorail station within the Lot G complex but now I don't see that anymore. It is really ashamed if the monorail is left out of KL Sentral.

I would like to refer you to the KL City Plan 2020. I don't see the monorail station inside KL Sentral. As this is supposed to be blueprint for the development of KL City for the next 10 years, the information in there should be accurate.

If that turns out to be the case, I am really disappointed. But I believe there is still a slim hope that the monorail station will be included in KL Sentral.
