Wonder also what the start / stop point for that cable car would be...

First time I am hearing about AK Khan Tower...didn't expect such a building in CTG yet...really a big step forward if it is real. Hope it doesn't end up like One City in Sylhet...

Design of WTC seems to have morphed to something much more mundane than suggested by previous renders. When will this building be finished?...it's been under construction for years!

All three designs look nice though, good for CTG!

Not sure about the completion date but yeah,it should be the tallest building in the country when completed.

Where are all these development happening? Isn't the city of Chittagong even smaller than Dhaka? I would think now is the time for the under lying city infrastructure to be retro fitted and developed before the construction boom makes such projects impossible, like it is in Dhaka. But then who is listening or even thinking about it in Bangladesh?

Sure sounds like it. Come to think of it, I think Bangladesh would fit perfectly in the parallel universe of Second Life, with all its supposed bombastic developments.

True.. but it's unfortunate that Chittagong is not getting much attention. It has the potential to be a truly global city with the largest port in the country along with close proximity to major tourist destinations in Cox's Bazar, Himcharia and Bandarban.

The infrastructure of Dhaka cannot cope with the ever increasing population, so a second major city is a must for Bangladesh.

Honestly I have no trust about any project intoduced by A K Group. They are planning a build a 5 star hotel for last 20 years in Chittagong and still it is in planning stage, or I guess they already canceled that hotel project. Now they have started another project (40 stories building in Agrabad),

Any ways, you are right about Chittagong WTC, this project started around early nineties (92/93), however real construction started only 3/4 years back. Only 3 levels above the street level has been completed so far.

Cox's Bazar to get another luxury hotel

Fort Hotels Group is developing a 720-room five-star hotel in Cox's Bazar, and the 15-floor luxury hotel will open for visitors in 2014, its officials said.

Initially, the company plans to invest $40 million to build the hotel, Best Western Premier Fort Marino Hotel, at Kolatoli.

US-based Best Western, a leading hotel company operating under a single brand name, is partnering the venture as the management operator.

Best Western Premier and Fort Hotels Group signed an agreement yesterday at Dhaka Sheraton Hotel.

"The number of local and foreign tourists is increasing fast in Cox's Bazar, which creates a demand for better accommodation and services. This scenario makes us take initiative to develop the biggest five-star hotel of the country there," said Sayeed Parvez Reza Latif, managing director of Fort Marino Hotel.

He said the number of tourists will increase further once the proposed airport and a railway connection from Chittagong to Cox's Bazar is established.

"We have started the construction in July and are optimistic about completing it by 2012. After that it will take one and a half years to add other amenities to make it an international standard hotel," said Latif, also the architect of the hotel.

He said the hotel would be developed using state-of-the-art technology and 'green architecture' so the establishment becomes eco-friendly and carbon-neutral.

Initially, local corporate executives and family tourists, and foreign travellers are the main target group of the hotel.

Latif also said his company plans to open three more five-star hotels in Dhaka, Chittagong and Rangamati in the next five years.

"The partnership between Best Western International and Fort Hotels Group will position the new hotel as the largest international hotel in Cox's Bazar," said Glenn de Souza, vice president of Best Western International.

"Best Western's strong sales and marketing network and distribution channel will be instrumental in bringing international guests to the destination and boost the country's tourism sector," added Souza.

Civil Aviation and Tourism Minister GM Quader launched the project at the agreement signing ceremony.

Sandra J Ingram, acting deputy chief of US Embassy in Dhaka, and Mohammad Liaquat Ali, executive member of Board of Investment, were also present.

The Dhaka-Chittagong National Highway is one of the key highways of Bangladesh. An economic lifeline, it connects Chittagong and other major destinations in the country with Dhaka.

The 28km section in the existing Dhaka-Chittagong Highway (N1), from Dhaka to Daudkandi except for Meghna and Daudkandi Bridges, was a four-lane road in 2005. The traffic on the highway has exceeded 40,000 passenger car equivalents a day (PCU/day) at most of the locations. The increased traffic overburdened the two lane road between Daudkandi and Chittagong beyond its capacity and resulted in heavy congestion, delays and accidents.


In order to cope up with the increasing traffic on the highway, the government decided to expand the existing 194km two-lane Daudkandi to Chittagong road to a four-lane divided road with provision for future expansion to a six-lane road.

Following the completion of the project, the journey time from Dhaka to Chittagong will be reduced by approximately three hours. The project will address the congestion problems and thus improve air quality. It will also deliver economic and social benefits to the south-eastern region of the country by creating the improved facilities for trade and commerce.

The upgrade project is expected to cost around BDT23.82bn ($336.5m) and is scheduled for completion in December 2013.

Dhaka-Chittagong highway upgrade

The Dhaka-Chittagong highway upgrade project was initiated by the government in January 2006. The proposal for the development was approved by the Executive Committee of the National Economic Council (ECNEC) in January 2008. The project is being executed by the Roads and Highways Department (RHD) on a build-operate-transfer (BOT) or build-own-operate-transfer (BOOT) or private-public partnership (PPP) basis.

The upgrade involves the construction of a new road between Daudkandi and Chittagong. It also involves the construction of embankment, pavement, culverts, bridges and green belts. The road will be converted into a four-lane road by adding a separate two-lane road to the existing highway separated by a raised median.

The construction project was divided into ten road work and two bridge work segments.

Bridge and flyover construction

The project requires construction of bridges and flyovers at several places. Railway over bridges will be built at Comilla, Feni and Fakirhat apart from other bridges. River protection structures will be built at three long bridges.

Dhaka-Chittagong highway contractors

In May 2006, National Engineering Service Pakistan Limited (NESPAK) was awarded a contract by the Government of Bangladesh to provide engineering services for the project. The agreement was, however, terminated by the government in May 2010 due to unsatisfactory consultancy services.

In January 2010, the Government of Bangladesh signed agreements with three construction companies. China-based Sinohydro Corporation was awarded the construction contract of seven road packages, while two other local firms Reza Construction and the TBL-ACL joint venture were awarded the contract for construction of three road packages.

The ten road work packages comprise the various main sections of the highway. The Daudkandi toll plaza to Kutumbpur section was included in the first contract.

The road work between Kutumbpur and the start of the Comilla bypass was included in the second contract. The third contract involves work on the Comilla bypass. The segments from the end of Comilla Bypass and Batisha, and Batisha and Mohipal were included in contracts four and five respectively. The works from Mohipal to start of Dhum Ghat Bridge, and between Dhum Ghat Bridge and Mirersarai Bazar were awarded under the sixth and seventh packages.

The remaining three contracts include the road works from Mirersarai Bazar to Panchashila Bazar, Panchashila Bazar to the end of Kumira Bypass and the end of Kumira Bypass to Alanker cinema theatre (Chittagong).

Financing

The project is funded entirely by the Government of Bangladesh. The funds are being allocated from the Japan debt cancellation fund (JDCF). The JDCF is a debt servicing mechanism by which Japan pays back the money paid by Bangladesh. Japan will pay back 158.09bn yen ($1.46bn) to Bangladesh until 2018 through the JDCF. The payback is made on annual basis.

Land-price hits Tk 30m per decimal in posh areas

Realtors have gone viral in Chittagong, changing the landscape of the hill-dotted port city in recent months and pushing the land price to an astounding Tk 30 million per decimal in some posh hotspots.

City authorities said two years ago only a handful of real estate companies operated in the city of five million people. Now the number has crossed 250, competing for every inch in the city's old and new residential blocks.

A new generation of the city's homegrown entrepreneurs, booming trade through the country's main sea-port and return of thousands of rich expatriates from the Middle East spurred the real estate boom.

"If you visit Khulshi, Nasirabad, Nizam Road, Mehdibagh, Agrabad or even the old quarters in Chawkbazaar and Bakolia, everyday a new real estate project is being launched here," said Abdul Kauiam Chowdhury, a leading realtor.

"Even in 2008, we moaned lack of new flats in Chittagong and how we would accommodate the city's ever expanding middle class,"

said Chowdhury, also the head of the Chittagong chapter of Rehab, an association of realtors.

"But this year alone at least 700 apartment projects have been launched. It happened so sudden and in such a dramatic fashion that we are now facing an acute crisis of construction workers while land-price is jumping every day," he said.

Chowdhury said his own company Airbell launched seven projects this year but lost dozens of projects to Chittagong-based rookie realtors and the heavyweights from Dhaka, which have swarmed the city since last year.

Ainul Hoque, managing director of Equity, one of the oldest realtors in the port city, said real estate business was looked down upon by Chittagong's elite entrepreneurs, whose main interest were trading, commodities and manufacturing.

But a spike in demand for quality flats since 2009 and a good profit margin saw the established players rushing in to launch their own real estate companies, Ainul said.

Mostafa Hakim group, leading commodity importer Abul Bashar Chowdhury, S Alam Group, Ratanpur Steel and Finlay have launched multiple real estate projects. City giant PHP also announced its arrival earlier this year.

Ainul, whose company has sold 700 flats and are building another 500, added Dhaka's leading realtors like Rangs, Concord, BTI, Rupayan and Navana have joined the race, sparking a competition never seen before.

"Their entry has transformed the real estate business in Chittagong for good. Some of them even bought thousands of acres of land in the city suburbs such as Hathazari, Patiya and Raozan," he said.

Realtors said their big concern is sky-rocketing prices of land, as an unhealthy competition led the prices to double in the last 15 months.

Each decimal land at OR Nizam Road now cost more than Tk 30 million, followed by Agrabad between Tk 15 and Tk20 million. Prices of land in suburbs have also jumped 70-80 per cent this year due to the competition.

Prices of ready flats hit a record high of Tk 10,000 per square feet at Khulshi and at GEC crossing. Prices of flats in other areas range from Tk3500 to Tk7000 per square feet, depending on the quality of flats and access roads.

Experts warned that the market may face a glut and a crash, as many companies are launching projects without assessing the actual demand.

They said many are buying flats just for speculation as the return in real estate outstrips that of stocks and fixed investment

CCC for monorail to ease gridlock

Chittagong City Corporation (CCC) is actively thinking of introducing monorail service to ease congestion and improve traffic system in the city.

CCC Mayor M Manjur Alam disclosed this when local ruling Awami League lawmaker Nurul Islam BSc accompanied by officials of a Thai monorail firm – Merchant Group of Companies, met him at his office on Monday.

CCC Mayor said monorail service project would be a timely one to ensure safe and comfortable journey for the commuters alongside easing traffic congestion. CCC would seek government approval and go for signing bilateral accord to start feasibility study for implementing such a project, he said.

Earlier at the meeting Merchant Group Chairman Sumit Suttapukti put up facilities and different aspects of monorail service through power-point presentation when Nurul Islam BSc observed that it was high time to take up such a project that would rid the city of traffic congestion in true sense.

The meeting was informed that monorail service can be developed along the important roads and the coastal embankment of the city under a Public-Private Partnership project. If introduced a monorail car would carry 750 passengers in four compartments and would be available at each station after every 30 minutes. A remarkable portion of the required fund of the project is expected from a Korean firm, said the sources in the meeting.

Does not have to be a monorail per se, does it? I think the mayor needs to leave that decision up to urban transportation experts. If there are none, the mayor ought to form a committee and contract some experts to make appropriate recommendation. It could be monorail or it could be a larger endeavor like LRT.

Though the site is hopeless, AK group is sitting on $350 million in cash from the sale of Aktel. So i am optimistic.

There was a picture in today's edition of The Daily Star, which referred to a signing ceremony between Sena Kalyan (owners of Radisson Water Garden Dhaka) and KSRM (Kabir Steel Re-rolling Mills) Limited for the latter supplying iron rods for construction of the proposed Radisson in Chittagong. Anyone has any updates on the hotel itself? What about other projects in the area, such as the luxury property that AK Khan is building at Batali Hills?

You say two but effectively there is only one, the new Karnafully bridge. The old one, which was steel framed, has already been scrapped and the other one, the Kalurghat bridge is nearly dead and very risky. It was built in 1930s as a railway bridge, later transformed as a rail cum road bridge. But it is narrow as it's purpose was to transfer trains only when it was built. So, there is one way traffic along the bridge creating unbearable congestion of vehicles on both the ends of the bridge where you sometimes have to wait one to two hours in long queues to cross the bridge alone.

If there is enough traffic? I would say yes. Now a days, if you cross the bridge you would see hundreds of new factories beside the road. There is also the Korean EPZ. As the city is getting cramped up, city corporation/private companies have already started developing residential areas across the river. Also the huge number of tourists from all over Bangladesh headed towards cox's bazar by road, need to cross the river.

^^ Chittagong has a very long way to go before becoming "world class"...BUT some day, when it does become that...it may be a great place to live...when you consider that, in terms of a developed country, both Kaptai and Cox's Bazar are only a very short distance away (in fact both those areas may eventually be within the greater CTG urban area).

World Trade Centre opens window to global business

World Trade Centre (WTC) in Chittagong will be a potential commercial hub for entrepreneurs from home and abroad to explore trade opportunities.

Chittagong Chamber of Commerce and Industry (CCCI) took up a project for constructing the 24-storey WTC Complex at an estimated cost of Tk 1.27 billion to facilitate trade activities and accelerate economic growth of the country.

Formal groundbreaking of WTC complex — one of the largest and tallest buildings in the port city— was held on August 29, 2006.

Construction of WTC on 74.88 kathas of land at the city centre of Agrabad Commercial Area is nearing completion.

The WTC being set up on the first eight floors of the complex is expected to be inaugurated by next March, said sources in CCCI.

Concord Engineers and Construction Limited was engaged to construct the building designed by Concord Architects & Engineers Limited under the supervision of experts from Bangladesh University of Engineering and Technology (BUET), they said.

While talking to daily sun, Chief Engineer of the WTC project ASM Nashiruddin Chowdhury said the WTC building is a RCC framed structure designed on the basis of modern STAAD-PRO & E-Tab Software following the ACI, the BNBC and other building codes for resisting strong wind and earthquake.

The building will house WTC complex from 1st floor to the 8th floor while there will be a 4-star hotel from 9th to 20th floor alongside a banquet hall on the 7th floor and a special restaurant and fitness centre on the 20th floor, he further informed.

Three basement floors would provide parking space for around 450 vehicles in the WTC that would also have a helipad on the rooftop, said Nashiruddin.

Two swimming pools will be available on 8th and 20th floor for residential guests of WTC.

The complex will have a permanent exhibition hall and a temporary exhibition hall on the 3rd floor and another temporary exhibition hall on the ground floor, he said.

Besides, international standard convention hall, conference centre, WTC club, health club, tennis court, snooker room, billiard room, exclusive IT zone, media centre, bank, shops, food court, a block for financial hub will add to the facilities the WTC building would offer to business entrepreneurs, said Nashiruddin.

He also informed that the electromechanical system of the building has been provided with the latest technology for making it an electronically “Intelligent Building”.

Alongside usual power supply from Power Development Board, the WTC building would also have a separate power house with standby high power generators to ensure uninterrupted power supply, he further added.

While talking to daily sun CCCI President Murshed Murad Ibrahim said WTC would be the country’s lone complex to provide diversified facilities in a single building and play a significant role in the arena of trade and commerce.

WTC will be a potential centre for business entrepreneurs from home and abroad as it will have various facilities in a single building, he added.

“WTC would accelerate trade and commerce tremendously to help turn Chittagong into an international commercial hub while it would also play a vital role in promoting tourism sector and increasing Chittagong based activities,” Murshed hoped.

Ctg flyover opens soon

CHITTAGONG, Jan 12: The first ever flyover in the port city of Chittagong is waiting for inauguration after completion of its construction last month. The date for inauguration of the flyover will be fixed after confirmation from the prime minister, sources concerned said.
The flyover would connect the New-mooring Container Terminal (NMCT) and newly built Port Access Road.
Roads and Highways Department (RHD) under Chittagong Port Trade Facilitation Project (CPTFP) implemented the project at a cost of Tk 82.00 crores with a view to increasing efficiency of the country’s premier port.
The project involves construction of a 1.5km two-lane single carriageway flyover connector road from the Chittagong Port Access Road to the Chittagong Container Terminal and New Mooring Container Terminal; the main container handling facilities in Bangladesh.
The flyover that has been constructed in an area of dense urban development crosses local roads, intersections, a railway line, a truck parking lot and a canal.
It includes a 1km elevated section on single bored piers with reinforced earth ramps and abutments.
The flyover incorporates several 155m radius curves and has been designed for earthquake and cyclonic wind loadings.
SMEC provided detailed design and construction supervision services, sources said.
Connected between the New-mooring Container Terminal (NCT) and newly built Port Access Road, the flyover would significantly reduce the container and traffic congestion of the port as well as the city.
Project manager Engineer Aurun Alo Chakma told The Independent that all works of the flyover had already been completed in December.
“Now we are waiting for inauguration of the flyover. After confirming the date for inauguration by the prime minister’s office, the first ever flyover in Chittagong, constructed to facilitate the port activities, will be opened for traffic,” he said.
He added, “About 40 to 50 percent traffic congestion of the port will be reduced once the flyover is opened.”
Efficiency of Chittagong port will greatly increase with opening of the flyover, he hoped.
Officials at the Chittagong Port Authority (CPA), said the port users as well as commuters will be highly benefited by the flyover as it would make the port’s traffic movement smoother as well as lessen the traffic congestion of Saltgola Crossing Road, port connecting road and other adjacent roads.
Sayed Forhad Uddin, secretary of CPA, said after inauguration of the flyover, Chittagong city as well as Chittagong port will be its prime users.
“We hope that Prime Minister Sheikh Hasina will inaugurate the flyover very soon. After its opening, container congestion will be reduced significantly,” he added. Port users welcoming the project said the flyover would enable them to easily transport their goods-laden containers.
They also said there is no alternative to quick disposal of goods-laden containers from port to make it internationally standard one.
Mahabubul Alam, senior vice-president of Chittagong Chamber of Commerce and Industry, said, “The flyover will help transport the cargoes and containers smoothly. It will reduce traffic congestion in the city as well as movement of trucks, lorries and container carriers will be smoother than previous periods.”
Officials of Traffic Department of Chittagong Metropolitan Police (CMP) opined that the flyover would help reduce traffic gridlock in the port city.
More than 50,000 trucks, lorries and container carriers move from Chittagong port every day using the main roads of the city.
Asian Development Bank (ADB) financed around 50 percent of the total expenditure of the flyover while the government of Bangladesh bore the rest.
The flyover is 978.05 metres long with two approach roads of 320 metres and 500 metres connecting it.
RHD got the work order of the project on May 15, 2008. The project was scheduled to be completed by 2009-10 fiscal. Later, the schedule was extended till 2010-11 fiscal.

First Ctg flyover set to open this month

CHITTAGONG: With the first flyover in the port city set to open to traffic this month, traffic congestion is expected to ease significantly in the port area.

Prime Minister Sheikh Hasina is expected to formally inaugurate the flyover during her daylong visit to Chittagong in the last week of this month.

Chittagong Port users said the flyover connecting New Mooring Container Terminal and the newly built Port Access Road will help ease container and traffic congestion in the port areas in particular and the city in general.

The flyover is part of the Chittagong Port Trade Facilitating Project (CPTFP). The Roads and Highways Department (RHD) is implementing the project at a cost of about Tk 100 crore with a view to increasing efficiency of the country’s premier seaport.

Asian Development Bank (ADB) and the Government of Bangladesh (GoB) are jointly financing the 978.05-metre flyover.

Project Director of the Flyover Arun Alo Chakma said the construction work of the flyover has already been completed and it would open to traffic by this month.

“The flyover will reduce container and traffic congestion in the Chittagong port by 40 to 50 percent and increase efficiency of the port.” he added.

The Chittagong Port Authority (CPA) sources said the port users as well as the commuters will be highly benefited from the flyover, as it would make traffic movement of the port smoother and reduce traffic congestion on Saltgola Crossing Road, port connecting road and other neighbouring roads of the port areas.

Hi Tanvir - it doesn have to be special. Can you please post a picture of that building? I live abroad and hence not able to see it. But I have had some people recommend me that building in regards to its prime location. Not all pictures posted here need to be special. There is nothing special about that Khulshi Town Center but you did post that. Thank you in advance for your effort.

Come to Europe and I will show you some big size buildings bigger than Khulshi Town center. They are all russian era communist buildings that lack any form of character and are depressing to look at. Very much like the Japan Garden City in Dhaka. Lesson for you: Bigger is not always better.

Apollo Hospitals planning second facility in Bangladesh

Apollo Hospitals is planning to set up a second hospital in Bangladesh, at the port city of Chittagong, through a local partner.

The 300-bed project is expected to be on stream in two years. Bangladesh is a major consumer of healthcare facilities in India, especially in Kolkata.

The Indian healthcare major is also in discussion with the Bangladesh government to offer “expert medical opinion” through a network of Union Parishad or Panchayat-level multi-purpose tele-centres in the neighbouring country.

Beginning 2007, Bangladesh has set up an impressive network of 4,500 tele-centres run by local entrepreneurs, offering nearly 50 different public services. Nearly, 1,100 of such tele-centres are also used by banks to offer mobile banking facilities.

“We are talking to the Bangladesh government, to offer expert opinion services through tele-centres. Hopefully, we will be able to announce (the project) shortly,” Ms Sangita Reddy, Executive Director, Operations, Apollo Group of Hospitals, told Business Line, on the sidelines of the recently concluded World Marketing Summit at Dhaka. The premier chain currently has one hospital in the capital city.
Tele-medicine

According to Ms Reddy, Apollo Hospitals has participated in a similar tele-medicine initiative in 24 countries in Africa and runs 120 video conferencing hubs, mostly in India and a few in Mauritius, Maldives, parts of West Asia, Sri Lanka and others, to take healthcare to the patient's doorstep.

The company is now aiming to extend the network of such “video-conferencing hubs” to 500 in next 25 months, so as to offer patients “high-end, speciality” opinion and advice.

Tele-medicine spares patients in far-flung areas from spending large amounts of money and time they can ill afford to lose in visiting speciality hospitals for consultations.

Nearly two-thirds of the outpatient traffic in Apollo Hospitals across India is from outside the cities they are located in. In most of such cases — for example, in 80 per cent of diabetes-related issues or a large chunk of the post-operative consultation for cardiac problems — a video-conferencing facility may spare the patients from spending a fortune in travelling down to an Apollo Hospital in either Kolkata or Chennai from as far as Dibrugarh, in Assam.

According to Ms Reddy, though not a profit centre as yet, consumers are showing increasing interest in paying for such consultation.

PM inaugurates first flyover in port city Mar 28: Quader

Communications Minister Obaidul Quader on Thursday told journalists after, seeing for himself, the 1-5 kilometers long flyover, built near Marine Drive under Port Police Station at a cost of Tk 82 crore.

``Prime Minister will visit the port city on March 28 to open the flyover``, Abaidul Quader said in the afternoon after inspecting fixing of costly halogen electric lamps to the power pole and other finishing touches being given to it by the workers to make it ready for inauguration by the PM on that day.

He said the flyover, which will directly connect the Chittagong Port with the downtown, will substantially reduce gridlock in this area.

Later, he visited Marine Drive from where he went to Bahaddarhat to see for himself another flyover being constructed there by Chittagong Development Authority (CDA) with the aim to ease the city`s chronic traffic congestion.

MA Latif, MP, Shamsul Haque Chowdhury, MP, Deputy Commissioner Faij Ahmed and high officials of CDA and Chottagong Port Authority accompanied the Minister.

At this point bro,Dhaka and Chittagong each have hundreds of projects,while Coxsbazar has about 50 five star hotels under construction.I still do not see a very big number of projects in Sylhet :(
The city at present has a better skyline than cox,but I am not aware of many projects in that area.INSHALLAH Sylhet will become one of the largest modern cities of bd as well given the potential of it's tourism industry and expat investment,but I think it will take some more time than the other three cities which will change dramatically within the next 3 to 5 years.I hope I am wrong!

I read somewhere that according to the last official census, the population of Sylhet increased more than Dhaka since the previous census.

I agree with you Mirza bhai, there isn't any big projects going on in Sylhet, but I think there are few projects under construction, the problem is that its too hard to find them on the web.

Flyover eases goods transport in Ctg port

The first flyover in Chittagong promises to ease cargo transport in the port city.

Transport of goods to and from Chittagong Port has become easier and faster, thanks to a flyover constructed in the port area.

Prime Minister Sheikh Hasina inaugurated the flyover, first of its kind in the port city, on Wednesday.

Cargo in and out of two container terminals -- Chittagong Container Terminal (CCT) and New Mooring Container Terminal (NCT) -- is now carried over the flyover directly to the highway to Dhaka.

The flyover stretches from the Port Access Road to the connecting point of the two container terminals.

The Port Access Road stretches from Customs Bridge near the port to the Dhaka-Chittagong highway at Fouzderhat point.

Secretary of Chittagong Port Authority (CPA) Syed Farhad Uddin Ahmed said heavy container carriers and trucks now easily ply between the port and the highway bypassing the centre of the city.

Although the flyover will not be used widely by public vehicles, it will significantly help transport goods from the port to outside the city, said CPA Chief Engineer Khairul Mostafa.

More than 6,000 container carriers and trucks will use the flyover a day.

At present, container cargoes from the main jetties under General Cargo Berths directly reach the Port Access Road using the Customs Bridge, said Mostafa.

Thanks to the flyover, cargo in and out of the port jetties no longer needs to cross the busy Airport Road.

Cargo has so far been facing acute gridlock while crossing the Airport Road causing sufferings to commuters.

Mostafa, however, said only the vehicles carrying bulk cargo, especially food grains, to the warehouses in Sadarghat and Majhirghat areas will use the Airport Road now.

Nasir Uddin Chowdhury, first vice president of Bangladesh Garment Manufacturers and Exporters Association (BGMEA), hoped the cargo would now take less time to reach the port.

Chowdhury said efficiency of the port would increase much with the speedy delivery of cargo with the help of the flyover.

The construction of the 1.42 kilometre-long flyover was completed in December last year at a cost of Tk 82 crore under Chittagong Port Trade Facilitation Project. Beautification was finished recently, said Project Manager Arun Alo Chakma of Roads and Highways Department.

The work order of the flyover under joint finance of the Asian Development Bank and the government was given on May 15, 2008.

However, users alleged that plying of vehicles on the flyover at night is difficult due to a lack of light posts on it.

Project Manager Arun said the point of electrification was not included in the development project proposal, but during the construction they kept arrangements for setting up electric poles on the flyover.

He said they discussed the matter with the communication minister and have already submitted an estimation of probable cost of Tk 1.5 crore to the ministry.

They will start work once the fund is approved, he said.

Experts want deep-sea port to turn the city into economic hub in south, south-east Asia

Chittagong has immense potential for becoming a regional economic hub but delays in building a deep sea port may mar the chance with Myanmar's move to do that.

Business and trade experts shared the concern at the economic conference “Future Chittagong: Future Bangladesh”, organised jointly by The Daily Star and the Chittagong Chamber of Commerce and Industry (CCCI) at the Chamber House of the port city yesterday.

The conference was part of the Odommo Chattagram festival, an initiative of The Daily Star to project the history, culture and economic prospect of Chittagong.

Participants of the discussion said Chittagong, which lies between China, Myanmar and Northeast India, could become a regional economic zone and contribute to the overall development of Bangladesh.

So, a regional economic zone should be set up in the port city to take advantage of its geographical position -- in South and Southeast Asia, said Salahuddin Kasem Khan, trustee secretary of AK Khan Foundation.

Citing example of China's success through establishing a Special Economic Zone (SEZ), he said India followed the model and is now building an SEZ in Mumbai port with a view to making the zone a vehicle for transformation of regional economy.

“This could also be out model as SEZ has been identified as an engine of growth,” he said, adding that the Indian authorities are building the zone under public private partnership (PPP).

According to Khan the SEZ could be built on the bank of the Karnaphuli River and extended to Cox's Bazar and thereon to the proposed deep sea port at Sonadia.

“It would be much beneficial for us,” he said suggesting that a tunnel be build under the Karnaphuli.

In 1995, Japan International Cooperation Agency (Jica) identified Chittagong as an area with great potential for an economic zone and its prospects to emerge as a major regional economic hub serving China, Myanmar and north-east India.

Citing Japanese investors' attempt to relocate factories from Thailand and China, he said a Japanese SEZ should be allowed to set up Chittagong.

“Japan can be a real development partner for Bangladesh in terms of factory relocation,” he said, suggesting further to take measures to develop the coastal belt.

Prof Muinul Islam of economics department at Chittagong University said Chittagong and the coastal belt were the golden goose for Bangladesh.

Citing China's interest to help Bangladesh build the deep sea port, he said India does not take this positively due to the geo-political reasons. “We have to handle the two countries carefully,” he added.

“Chittagong can serve the whole region -- South China, Myanmar, northeast India, Nepal and Bhutan. But an infrastructure and the deep sea port were needed to be built for this,” said Prof MA Taslim, chairman of Department of Economics at Dhaka University.

“There is no city in the region having the potential like Chittagong has. If we miss the chance Myanmar will snatch it,” said Prof Taslim, citing that after the election in Myanmar, foreign investors had been keen on investing in that country.

“If we can start building the deep sea port now, we can take the advantage,” he said.

Prof Taslim said Bangladesh needs big market for its growth and that is why, trade is a priority. Establishment of connectivity is necessary so that goods and services can move and thus boost trade.

“Connectivity creates the opportunity for trade and free movement of goods and services,” he said, adding that the lack of understanding on connectivity had created confusion over transit and connectivity.

As per international norms, Bangladesh does not required to give transit to India for carrying goods between its mainland and northeast states, Prof Taslim continued, but for a country such as Bhutan, it is obligatory to give the country access to the sea.

“If Bangladesh fails to build the deep sea port within five to 10 years, Myanmar is likely to take the geographical advantage,” said M Shahidul Islam, visiting research fellow of the Institute of Governance Studies at Brac University.

Referring to a study, he said the global growth would take place somewhere between India and China in the next 30 years and Chittagong also has the potential.

Syed Mahmudul Huq, chairman of Bangladesh-Myanmar Business Promotion Council, said the port city used to be known as the big port in the 14th century in China.

The deep sea port would not be viable only through facilitating overseas trade of the northeast India.

“We need China and Myanmar,” he said, adding that SEZ would have to be built centring the deep sea port. Huq favoured improvement in bilateral ties with Myanmar.

Former commerce minister Amir Khasru Mahmud Chowdhury said before framing any plan, priority should be given on land utilisation as land has become scarce in the country.

On SEZ, he said study should be done on whether SEZ would be beneficial if it is set up under the PPP or solely by the government.

The BNP leader also criticised the Dhaka centric development of industrialisation, and economic growth. Prospects of each district should be considered in economic planning.

On Myanmar, he said a holistic approach was needed to build stronger ties with the neighbouring country.

Infrastructure crises thwart Ctg growth
Businesspeople say faulty planning is the culprit

Chittagong business community yesterday bemoaned infrastructure problems including a lack of electricity, an inefficient port, jam-packed roads and highways and inadequate railway services which take their toll on the port city's growth prospects.

They also questioned why the Tk 600-crore New Mooring Container Terminal has not yet been made operational to ease pressure on Chittagong port.

The businesspeople were talking at an economic conference -- Future Chittagong: Future Bangladesh -- organised by The Daily Star and Chittagong Chamber of Commerce and Industry at the Chamber House in the port city.

The conference was part of the leading English newspaper's 'Odommo Chattagram' (indomitable Chittagong) initiative.

The businesspeople said a fund crisis is not the only problem to overcome infrastructure bottlenecks, as a lack of planning and implementation capacity and failure to set priorities appear as more serious challenges for the entrepreneurs.

Presenting a paper, Mahbubul Alam, senior vice president of the chamber, said there was no initiative to construct roads and develop railways on an emergency basis to carry goods for exports and imports.

Alam, also the president of Khatunganj Trade and Industries Association, said high bank interest rate is a big barrier that makes local businesses uncompetitive.

Former power secretary M Fouzul Kabir Khan said, though the government is publicising a lot about electricity generation, what it has produced in the past three years is not that much.

Khan said the government says it has added 3,286 MW of electricity in three years, but it does not say that 2,390 MW of that power remains unrealised either for the government's inability to provide fuel or due to a lack of maintenance of the existing power plants.

“Capacity is not an indicator; we have to look at the net power generation scenario,” said the former bureaucrat.

On the power supply situation in the port city, Khan said, though the installed capacity shows 1,047 MW, the availability is only 30 percent in the day's peak and 60 percent in the evening peak hours.

He emphasised that supply of primary energy such as gas, coal and fuel was crucial to improving the overall situation.

Sultan Mahmud, former chief engineer of Chittagong Port, said construction of a deep-sea port is still a dream.

He said priorities are not rightly set in infrastructure development. For example, he said, while planning the Dhaka-Chittagong highway, the expansion of the bridges was not taken into consideration.

He said, though an initiative was taken to build a container terminal at Pangaon in Narayanganj in 1995, it has not yet been materialised. He said no space has been kept for future expansion of Chittagong Port.

Mahmud also criticised the government for slow progress in the construction of Dhaka-Chittaging four-lane highway.

Syed Mohammad Tanvir, director of Pacific Jeans, highlighted the challenges faced by the readymade garment sector. He said the RMG sector earned $18 billion of the total $23 billion exports in 2010-11.

But out of the 593 apparel factories in Chittagong, 80 percent are small and medium ones that face losses for nagging power crunch.

He said the apparel sector consumes less than 5 percent gas and less than 7 percent electricity. “The smaller plants need energy support badly for their survival,” he said.

He said, as the sector is the lifeline for the economy, the government has to take the issue of their energy consumption seriously.

Because, he said, one megawatt use of electricity by the garment factories yields 10 times higher returns than other sectors.

Tanvir also called upon the policymakers to decentralise factories and connect those with sturdy and effective road networks and railways.

Shakhawat Hossain, managing director of Western Marine, said decentralisation of the port is very vital. He also said Pangaon Container Terminal should be immediately commissioned.

CDA's mega project of outer ring road

CHITTAGONG, May 11: The Chittagong Development Authority (CDA) has undertaken a mega project for construction of 14.7 kilometre long outer ring road from Patenga to Sagorika Stadium road to save millions of people living along the coast of the Bay of Bengal plus major installations including the international airport and CEPZ from natural disasters.

Under the project the authority will elevate the height of the existing town protection embankment from 20-23 feet to 31-33 feet re-shaping it into embankment-cum-highway of 60 feet wide with four lanes for transportation of heavy duty vehicles from the port to other parts of the country without entering the city's mainland.

The CDA is implementing the Chittagong City Outer Ring Road project at an estimated cost of Tk 8.56 billion. The project is scheduled to be completed within December 2014 in joint collaboration of JICA (Japan International Cooperation Agency) and the government of Bangladesh, officials said.

Japan Bank of International Cooperation (JBIC) is funding 80 per cent of the total cost of the project that stands at over Tk 6.81 billion while Bangladesh government provides the rest 20 per cent (Tk 1.75 billion).

Project director Kazi Hasan bin Shams said JBIC conducted a pilot study on multi-sector infrastructure development under Special Assistance for Project Formation (SAPROF) that included six sectors such as a) highway and bridges, b) port, c) railway, d) power, e) telecommunication and f) water supply and sanitation.

Four projects were determined under highway and bridges, one of which was Coastal Road Construction and Embankment Strengthening Project. Chittagong Outer Ring Road project is an important component of the embankment strengthening project, he said.

Feasibility study of the project was completed in January 2009 and it was decided that the ring road would be implemented on the existing embankment constructed by Bangladesh Water Development Board (BWDB) as the existing structure is not capable enough to save the nearby infrastructures and the people residing along the coast.

According to the project three connecting roads under feeder road-1, feeder road-2 and feeder road-3 will join with the 60-feet wide and 33-feet high ring road which will be used as the main transportation passage of all kinds of heavy duty vehicles from the city to the outbound destinations.

According to an official estimate 138,882 people died and national wealth worth billions of taka was washed away in the devastating cyclone and water surge of 29 April 1991.

Chairman of CDA Abdus Salam told the FE last Wednesday that the city will take a complete new look and millions of people living along the coastal area in the city will get rid of natural disasters.

Major installations like Shah Amanat International Airport, Chittagong Export Processing Zone, Karnaphuli Export Processing Zone, Chittagong Maritime Port, Bangladesh Navy Port, oil installations of Jamuna, Meghna and Padma, Chittagong Dry Dock, Eastern Refinery and other infrastructure facilities will get spared of the disaster as well, he hoped.

CDA is currently implementing 20 projects of construction and expansion of roads and highways in Chittagong city and beyond involving more than Tk 20 billion including three flyovers in the city, two residential areas and a dormitory for BGMEA workers. The outer ring road project is the biggest of them.

CDA Chairman Abdus Salam, who was assigned the job by the Prime Minister, Sheikh Hasina, in September 2009, has already implemented seven road development and extension projects, while six others are under process, officials said.

Implement ongoing CHT projects fast: PM

Prime Minister Sheikh Hasina on Tuesday directed the authorities concerned to speedily implement the ongoing development projects in the Chittagong Hill Tracts (CHT).

Sheikh Hasina gave the directives when parliament members of the CHT region -- State Minister for CHT Affairs DipankarTalukdar, Bir Bahadur and Jatindra Lal Tripua – met her at her office in the afternoon.

Briefing reporters after the meeting, PM’s Press Secretary Abul Kalam Azad said the CHT lawmakers apprised the Prime Minister of various ongoing development programmes of the CHT and problems of the region.

Hasina heard the problems of the CHT region and gave necessary directives to this end.

PMO Secretary Molla Waheeduzzman, CHT Affairs Secretary Nabo Bikram Kishore Tripura and Press Secretary Abul Kalam Azad were also present.
