A sum of Tk. 800 Million is likely to be spent in implementing the project, concerned sources said. As the city of Chittagong plays a vital role in the commercial and tourism fields of the country, it deserves adequate tourism facilities including residential hotels of international standard as well as sufficient office space equipped with all modern facilities at the proper place for ensuring uninterrupted commercial activities. Considering all these issues, it has been decided to construct a Bhaban of similar character at an important site like the Station Road in the City. The proposed Commercial Bhaban which is to be constructed over 0.9112 acres of land would have a hotel of international standard, restaurants, bar, conference hall, shopping complex, sufficient office-space for the local and foreign commercial establishments and all other amenities. He stressed the need for reshaping the country’s premier maritime port as the hub of global trade by enhancing its efficiency to the level of the popular seaports in the world. The WTC would attract more foreign investments in future to help expedite country's economy, CCCI President Saifuzzaman Chowdhury said at a press briefing yesterday. Earlier, the CCCI and Concord Engineers and Construction Limited, a sister concern of Concord Group, signed a deal on April 5 this year for constructing the country's first-ever World Trade Center (WTC). Concord Engineers and Construction Ltd, which won the tender as the lowest bidder, is expected to complete the 20-storied WTC in three years, Saifuzzaman said, adding that the chamber had to pay US$ 2 lakh (around Tk 1.40 crore) to obtain the franchise of the WTC. The WTC will be constructed at Agrabad in the port city at a cost of Tk 1410 million. The physical work of the 20-storied tower had already been started. CDA plans to set up Butterfly Park, sea life aquarium The Chittagong Development Authority (CDA) has taken a project to set up a Butterfly Park and sea life aquarium, first of its kind in the country, beside the city's newly built Patenga area. The project, aimed to create open recreational space as well as to keep up natural environment harmonising with the sea, river, marine life, surrounding installations, landscape and topography, will also add passive amusement to the tourists particularly nature lovers. The CDA have already invited a tender on August 23 from the reputed firms or individuals for setting up the Butterfly Park and sea life aquarium to be developed with basic objective of conservation of nature and biodiversity, a CDA engineer said. But the CDA is yet to fix up the location of the project, as it would be kept in such form, which will add proactive recreational amenities by providing benches, pathways, walkways, car parks, refreshment, souvenir corner and landscape that suits the park and aquarium. But initially it has been decided that the site will be located either adjacent to Chittagong International Airport or along side Dhaka-Chittagong highway at Baizeed, the sources said. In line with the model of Malaysia and Singapore, it will cost Tk 1 crore for the Butterfly Park and Tk 5 crore for the sea life aquarium exclusive of developing other infrastructures, the sources said. City planners, landscape architects and especially nature lovers hoped that the proposed exceptional park and aquarium would usher in a new avenue to the visitors from home and abroad, particularly to the people of the port city as well as commercial capital, who are in dire need of recreational facilities for years. There is no major recreational facility in the port city except the Foy's Lake and Patenga sea beach. CDA will retain ownership of the land and extend other logistic supports but responsibility for maintenance, operation and promotion of the proposed Butterfly Park and aquarium will be entrusted upon the developer. A memorandum of understanding to this effect will be signed between the government and the Boston-based foundation. This was disclosed when a visiting foundation delegation led by its chairman Jack Meyer called on the education minister, M Osman Farruk, on Monday. Farruk said the government was sincere in establishing the university for women and 130 acres of land had been given to the university foundation. Jack Meyer said the design of the university had been finalised and the foundation would establish an office in Dhaka for monitoring the construction work. He expressed the hope that the establishment of the university would enable women of different countries in Asia to acquire knowledge and to work as the focal point of women’s development. Twenty-five per cent of the seats will be reserved for Bangladeshi students. The academic activities of the university are expected to begin in September 2007. The foundation chairman also called on foreign minister M Morshed Khan. So far, the foundation has received $15 million initial contribution from the Bill and Melinda Gates Foundation and $20 million from Kuwait Foundation. Commitments have been received from Qatar amir for $20 million, from USAID ($850,000), from the Open Society Institute ($450,000) and from Unocal Foundation ($50,000). Official sources said a committee of representatives from different levels of the government earlier carried a feasibility study in some districts to find out a location for the university. The committee has finally recommended that the university be set up in Chittagong. The university will be modelled after the Asian Institute of Technology of Thailand. The Asian Development Bank has made the effort to establish the university to produce efficient human resources through higher education of the women in the regions. The Chittagong Development Authority has already taken up a Tk 33-crore project to build a six-kilometre, 120-feet wide connecting road; a one-kilometre bridge on the existing railway line will also be set up at a cost of Tk 8 crore. A team of 10 engineers of US-based construction firm Elizabeth will be engaged in the overall activities, including the structural design of the university. The team is expected to reach Chittagong very soon. Chittagong Chamber of Commerce and Industry president Amir Humayoon Mahmud Chowdhury, who is in charge of the local coordination of the project, said a new township and a high-tech village will also be developed centring the university campus. The university, slated to open in 2008, will admit 25 per cent of its students from Bangladesh and the remaining 75 per cent from other countries in Asia, Chowdhury said. The university will be the second international standards institution for women in Asia after the one in Thailand and the first of its kind in Asia. The Bangladesh Consultants Ltd, a consulting firm of the Jamuna Multipurpose Bridge, has been entrusted with the responsibility of supervising the construction works of the university, the sources said. The university will be international in scope and committed to serving women in Asia from all religious, ethnic and socioeconomic backgrounds, with a particular focus on women from marginalised and underserved communities. The university will provide opportunities for women to study information technology, environmental engineering, sustainable development, management, education and public policy, the online release said. It will also offer a five-year joint BA/MA course that will combine a broad liberal arts and science foundation with professional training. It will also offer up to a year of prematriculation training in English, math and computers for promising students who require additional training in those fields for university entrance. The first stage of the master plan will ascertain space requirements for the campus, number and types of classrooms, student and faculty housing, support facilities and other things. Tmac June 24th, 2007, 08:47 AM Work for 308-bed modern hospital begins Earth-filling work for construction of 308-bed Imperial Hospital is progressing fast to make the first-ever general hospital of international standard in the port city to be operational in 2008. The lenders and stakeholders of Imperial Hospital Project at a meeting here last week discussed various aspects of the project and expressed satisfaction over the progress made so far towards its implementation, sources said. The hospital aims at delivering specialised treatment such as cardiology, nephrology, neonatology, neuro-surgery, orthopedics, oncology and internal medicine in Chittagong. The project includes a full fledged outpatient department with 40 independent consulting clinics to take care of 1000 patients a day, full range of diagnostic facilities, a Nursing Training Institute with a capacity of enrolling 50 students a year, a dormitory for 250 nurses and a patient attendants' dormitory (hotel), sources said. "With a view to providing international standard healthcare service, the Imperial Hospital Limited (IHL), a joint venture of Chittagong Eye Infirmary and Training Complex (CEITC) and Ispahani Group of Companies, is constructing the hospital on 7.30 acres of land at Pahartali in the port city," said IHL Chairman Prof Rabiul Husain. Mirza Salman Ispahani of Ispahani Group is the managing director of IHL, is a public limited company in Chittagong with an authorised capital of Tk 100 crore. The total cost of the project, including the Nurses Training Institute, is around Tk 350 crore. M/S Kaplan McLaughlin Diaz (KMD), a USA-based healthcare, architectural and engineering consultant engaged for the design and drawing work, is at the final stage of the schematic design of the hospital project. Salman Ispahani said the project is expected to provide employment opportunity for around 1200 people of different categories. The hospital will provide treatment to 10 per cent of the patients free of cost. He said senior consultant physicians as well as highly trained and experienced nurses and technical hands will be recruited from abroad to ensure healthcare services of international standard. The Netherlands Development Finance Company (FMO), besides its participation in the equity, will have responsibility of the lead arranger of all loan components both local and international. A two-day meeting of the lenders and stakeholders of the proposed Imperial Hospital Limited was held in the in the eye infirmary auditorium on Wednesday. A news briefing followed the meeting. The chairman of the proposed hospital, Rabiul Husain, said the hospital would be set up to deliver standard healthcare services in Chittagong. He said the hospital would provide treatment for 1000 patients in its cardiology, nephrology, neonatalogy, neurosurgery, orthopaedic, oncology, and medicine departments. He said the authorities also planned to set up a training institute for nurses. ‘Senior consultant physicians and trained and experienced nurses, and technical hands will be recruited from abroad in the initial years to ensure world-class healthcare services,’ he said. Rabiul said the construction had already begun at Pahartali, on the outskirts of the city, and the hospital is expected to go into operation by the third quarter of 2008. The CPA will construct the flyover from the Barik Building crossing to the Export Processing Zone gate on its own expenditure, said sources in the CPA adding no toll would, however, be collected from the public transports for using the flyover. On completion of the project, the existing road stretch from the Barik Building crossing to the EPZ gate would be reserved only for the vehicles carrying goods to and from the port, the sources said. More than 5,000 trucks and lorries and several thousand public transports ply on the route everyday causing severe traffic congestion and it takes almost two hours to pass the two-km road stretching from the Barik Building crossing to the Customs crossing because of the tailback. http://www.newagebd.com/met.html Tmac June 24th, 2007, 08:51 AM CDA plans flyover The Chittagong Development Authority has undertaken a Tk 40-crore project to construct a flyover at the GEC crossing to ease the traffic congestion in the city. The 2.5-kilometre flyover will stretch from the Prabartak crossing to Jakir Hossain Road, sources in the CDA said. ‘We are making efforts to launch the project in the current fiscal year,’ an official said. On completion of the project, buses and trucks to and from Dhaka, Comilla and Noakhali can easily enter the city, bypassing the busiest GEC crossing, the sources added saying that it will reduce the time-consumption of the inter-district buses and trucks, and make the vehicular movement at the GEC crossing easier. Md lqramul Haque, DGM, Sadharan Bima Corporation (SBC), and architect Mostaqur Rahman, director, ABC-Real Estates Joint Venture, signed the agreement on behalf of their respective organisations. CDA sources said one of the two proposed towns, Ananya, would be established on 350 acres of land on Oxygen-Kuaish Road at a cost of Tk 600 crore. Tk 300 crore out of the total would be spent to acquire land for building the proposed town which would house 5,000 residential plots. Another satellite town, Kalpalok, would be set up on 90 acres of land beside the existing Kalpalok Residential Area and it would house 1,000 residential plots. The CDA estimated that they would need Tk 200 crore to set up the satellite town, Kalpalok, of which Tk 120 crore would be spent for the land acquisition. The authority would establish schools, colleges, hospitals, community centres, shopping malls, kitchen markets and other necessary institutions at both the proposed towns to ensure all sorts of civic amenities for the dwellers. Playgrounds and mini-parks would also be set up at the satellite towns for the amusement of the children. Besides, the dwellers of the satellite towns would be provided with strict security. The CDA chairman, Shah Mohammad Akhteruddin, said they had already received the approval from the ministry to establish the satellite towns and started acquiring the land to implement the project. ‘We should initiate the construction of the satellite towns without any delay after completing land acquisition,’ he said adding that they would be able to hand over the plots to the plot owners by two years. He said they might not be able to provide the dwellers with all the facilities pledged by them from the very begging. ‘We will establish a number of educational institutions at the towns in phases.’ The chairman hoped that the housing problem in the city would be reduced significantly on completion of the giant project adding that they would select the plot owners through a raffle draw at an open function to ensure transparency. http://www.newagebd.com/met.html Tmac June 24th, 2007, 08:56 AM Tk 2.85b new housing project in Chittagong With a view to ensuring planned urbanisation and housing needs of the city-dwellers, the Chittagong Development Authority (CDA) has taken up a new project titled "Ononya Housing Project" at a cost of around Tk 2.85 billion, the CDA sources said. Situated on 169 acres of land at Chandgaon area, the project would provide accommodation to over 1500 families upon its implementation. Prices of the allotted land would remain within Tk. 0.3 million to 0.4 million per katha enabling the low and middle-income groups of people to meet their housing needs. The project would be well-equipped with all amenities like that of the previous housing projects of the CDA. With this end in view, a 60 feet wide Oxygen-Kuwaish Link Road is now under construction. A 6.0 kilometre long road would link Oxygen with the Kaptai road providing easy and quick movement of heavy vehicles. Construction of major portion of the road has already been finished and the remaining work is likely to be completed by the current fiscal. According to the CDA sources, the project profile of 'Ononya Housing Project' is awaiting approval of the concerned authorities and upon obtaining the approval, the task of acquisition of land would begin. Affected owners of the land would be properly compensated. Some plots would be allotted in favour of those whose land have been acquired. One thousand plots are likely to be allotted in this housing project entitled "Ananya" at Chandgaon area in the port city. Sources said, 180 acres of land have been earmarked for implementing the project. The government has already accorded permission for acquisition of 116 acres of land. The task of obtaining approval for acquisition of the rest, is now under process. According to the CDA sources, on completion of related formalities, application would be invited from the intending buyers. Non resident Bangladeshi applicants would be given priority, sources said. CDA already allotted around 1,500 residential plots in its Kalpaloke 1st and 2nd phase programme last year. The Chittagong Development Authority sources said the connecting road will stretch from Fauzderhat Cadet College point of the highway to the General Steel Mill at Baizid Bostami and the project was initiated in March 2005 and the rest of the work has been going on in a full swing. The six-kilometre long and 120-feet wide road will have a long flyover at its middle point to cross over the railway , the sources said, adding that construction of the flyover would be initiated within a few of weeks. CDA chairman Shah Mohammed Akhterudin said more than 70 per cent construction of the road had already been completed adding that they were expecting to accomplish the project by the end of the current calendar year. ‘A large number of vehicles to and from Cox’s Bazar, Rangamati, Khagrachari and Bandarban districts will be able to bypass the city after the implementation of the project,’ he said adding that it would help ease the traffic congestion in the city. The Authority sources said they have spent Tk 15 crore for acquiring lands and the road was being constructed involving Tk 12 crore adding that a flyover would be constructed involving Tk 13 crore at the middle point of the road. According to the sources, the Authority has undertaken six other projects involving more than Tk 200 crore for putting an end to traffic jam in the city adding that all of these projects would be accomplished by the next two years. I don't think it looks exceptional, but not bad either IMO. A garments village will be developed along the railway track in the Park Town with the theme of 'A Smart City' following the Malaysian concept of urbanisation, said sources at CDA. CDA is preparing a project proforma (PP) in this regard that will create scope for housing and employment of over 50,000 people. Implementation of the project with an estimated cost of Tk 300 crore is likely to start by January next, they said. According to sources, CDA will develop the integrated city following the guidelines of Chittagong Metropolitan Master Plan (CMMP 1995) to develop a huge township on the barren and agro land along Hathazari Road to expand the urban facilities in the northern fringe. Park Town will have an industrial block of 100 plots on 54.09 acres of land and a residential block of 209 plots on 24.98 acres. Mohammad Abu Issa Anshary, a town planner of the project, said they will develop a garments village at the industrial block with an Inland Container Depot (ICD) and a railway station to facilitate transportation of goods. The garments village will have a huge convention and display centre on 10 acres of land, a five-star hotel complex, separate office block, track yard and a solid waste recycling and liquid waste treatment plant. The residential block will have two separate dormitories for the male and female workers of different industrial units of the industrial block, he said. The garments village was earlier planned to set up in Hamzarbagh area of the port city that could have destroyed huge settlements and agro-land, Anshary said. Besides, it would raise the implementation cost of the project while could not provide a good road network either, he said, adding that the project would not be disturbed in the new site since the people living here would be rehabilitated in the Park Town. "Only environment-friendly industrial units will be allowed in the integrated city where the natural environment will remain almost unchanged with development of a huge lake and a park on 16.40 acres of land," said Sarwar Uddin Ahmad, another town planner of the project. The town will have a good road network with a 200-ft wide main road connecting BMA road in the south and Hathazari-University link road in the north. The main road including 20-ft wide green belt on each side will be developed on 17.68 acres of land, Sarwar said. There will be also a network of internal roads on 45.44 acres of land. Each of the internal roads will have a width of 60 feet in the residential block and 40 feet in the residential block, he said. The city will have shopping centre, Mosque and Eidgah, hospital and health village, school and playground to provide all sorts of facilities of modern life, he added. CDA Chief Engineer Shah Mohammad Akhter Uddin said some 2000 acres of land along Chittagong-Hathazari Road from Chowdhury Hut to Forestry Range Office area adjoining to Hathazari Bazar has been identified for expanding the project. Apart from the CMMP 1995, the regional plan of 1967 also suggested developing such townships on the other bank of the river Karnaphuli or in and around Chittagong University area, he said. But developing the townships could not be possible due to resource constraints though they are needed to help create scope for alternative land management and check illegally hill cutting as well, Akhter said. CDA Chairman Engineer Shah Mohammad Akhteruddin told BSS that apart from other schemes, his organisation is considering to build some public utility facilities on the recovered lands as part of its ongoing efforts to build a planned city. He said a dormitory for working women would be built on the recovered land at Patenga, an international standard school and bus terminal at Salimpur on the outskirt of the city. CCC sources said they had suspended the implementation of the projects apprehending delay in payment or non-payment as the mayor had awarded most of the contracts to his ‘chosen’ persons without floating any tender. The projects include development of Port Connecting Road, construction of Premier University building and market at Probartak intersection, construction of ward commissioner’s office at Dewanbazar, development of different institutions, including educational ones, and repairing roads and alleyways at different wards. The mayor in-charge of the city corporation, M Manjur Alam, admitted the facts, saying that a number of projects had been stalled after the arrest of mayor Mohiuddin. The contractors had suspended the construction work fearing uncertainty in payment, he added. ‘We have, however, managed to remove fears of the contractors by this time. Some contractors have already resumed the implementation of a number of projects that have been suspended by them after the arrest of the mayor.’ Manjur also said they had scrapped and revised a few projects due to flouting of building construction rules and various irregularities such as use of substandard materials. The Japan Bank for International Cooperation has taken the mega project under build-operate-transfer basis, sources at the Chittagong Development Authority said. The bank undertook the project responding to the CDA call for upgrading road communication network in the city and to make it free from traffic congestions, they said. The JBIC floated an international tender in April and the construction of the road is likely to begin in the first quarter of the next year, the sources said, adding that the construction of the road would be completed within four years of its beginning. They said implementation of the project would be initiated through the construction of a 12-km road stressing between Shah Amanat International Airport and Faujderhat point on the Dhaka-Chittagong Highway. The Chittagong Port Authority will construct the Shah Amanat Bridge, the sources said adding that the existing Kalurghat-Shah Amanat Bridge Road would be extended and meet the outer circular road. The CDA has been constructing a road from Faujderhat point of the Dhaka-Chittagong Highway to Baizid Bostami Road and it would be stretched to the Oxygen Kuaish Road and touch the outer circular road. The CDA chairman, Shah Mohammed Akhteruddin, said construction of the outer circular road would open a door of potentials regarding the development of the port city alongside easing traffic congestions. ‘The outer circular road will play a significant role in multifaceted development of the port city,’ he said adding that they would establish several satellite towns centring the road. JBIC has already started the process of providing assistance in a TK 10,000 crore project to develop the road network and flood protection embankments in the port city. Chittagong Development Authority (CDA) will coordinate the project to be implemented by the government with the financial assistance from Japan. Two Japanese firms Nippon Engineering and Japan Engineering Consultant, heve been appointed through an international tenders held in Tokyo on April 20 for implementing the project. To prepare design, time schedule, financial estimate, tender documents of the project, a 14-member team comprising expert and engineers is scheduled to start work from June 11. A seven-member team of Japanese experts and engineers led by Kazihiro Hassigawa of Nippon Engineering will conduct the Special Assistance for Project Formation (SAPROF) study involving around Tk 10 crore. JBIC will carry out the study from its temporary office at CDA building, sources said. JBIC Chief Representative Yasuo Fujita on May 21 confirmed the date for SAPROF study on Chittagong city ring road project. Duration of the study is six months and the team will submit its final report by November, said Fujita. Chittagong Development Authority (CDA) is developing the park, an imitation of a natural habitat congenial for breeding and growth of butterflies, in Patenga area in the city. Alongside a huge net enclosure of butterfly of different species, the park will be painstakingly landscaped with uniquely designed hydro-pond of aquarium fishes, colourful garden, water bodies and artificial fountains to turn into a place of tourist attraction and natural tranquil. Enriched museum and incubator of the park will offer a scope to know about life and life cycles of different species of butterflies with a separate research centre for the entomology students, said the sources. The butterfly park is being developed over 50 kathas of land along the Karnaphuli river to the east of Chittagong air port at Patenga. Work is going on in full swing to complete the development of the park within three months, said the sources at CDA. Petro Products, a private firm, is financing the Tk 7 crore project being implemented under the overall supervision of master architects from CDA. The main component of the park will be a 15,000sq feet butterfly net on the left corner of the park, a few hundred yards off the entry point, sources added. A huge collection of selected flowering trees and shrubs will be grown and artificial fountains erected to maintain temperature and humidity suitable for natural breeding and growth of butterflies. Collection of moths to be developed in the park has already started under the supervision of Prof Shafiq Haider Chowdhury, an entomologist and former teacher of Chittagong University, they said. There will have an observatory deck inside the net for the visitors to have a close look on movements and flight of butterflies. Besides, there will also have a huge flower garden around the net enriched with flowers of both the rare and common species. The master architects and town planners of CDA will collect flower plants according to the suggestion of Prof Shafiq, said Project Director Architect Maharina Jafrin. A huge lake of the park site is being developed into a loop-shaped hydro pond with an open sitting space at the centre. A wonderful Spine Arbour Walk shaded by flowering trees and shrubs will lead to the sitting space. Beside the hydro pond, there will be a 30-foot high fountain to maintain required temperature and humidity, Jafrin said. Two water bodies inside the park will also be developed as cruising areas. A three-storey restaurant-cum-observation deck overlooking the river Karnaphuli as well as the Bay of Bengal will be erected in one of the water bodies. The tower will create scope for setting up software to produce computer software alongside providing IT-enabled service and e-commerce like hi-tech facilities, sources said. It would help set up computer hardware industry to create a market of IT sector as well, they added. Commerce and Education Adviser Hossain Zillur Rahman disclosed the decision to set up the IT tower after a follow-up meeting of development projects at the commerce ministry in the capital on September 17. The decision was taken at the meeting of Council of Advisers at Chittagong Circuit House with Chief Adviser Fakhruddin Ahmed in the chair on August 13. Chittagong Development Authority (CDA) has already started preparing the Development Project Proposal (DPP) in this regard, sources said. The government decided to construct the IT tower following the report of a six-member committee that carried out feasibility study and assessed different aspects, including site selection and budget for the project. Soil and Stormwater The site is a complex network of deep flood-prone valleys articulated by thin, fragile ridges that are susceptible to erosion. Local harvesting of vegetation, hillside bench cutting and the cutting of a city road have left the soil and the downhill slopes unstabilized and therefore prone to continual erosion and further degradation. With no restoration, revegetation or protection program in place, the site will undergo massive erosion during the heavy monsoon rains. One of the goals of the AUW campus design is to revegetate these hills as a strategy for preventing erosion and a means to re-establish a native ecology that is under threat throughout South Eastern Bangladesh. By locating it in one of Bangladesh’s unique and endangered landscapes, and by applying local building traditions coupled with new technologies and design innovations, AUW has an opportunity to offer the country and region a new, sustainable building paradigm. The academic buildings have been placed into the hillsides in part to act as retaining structures to support the fragile landscape. The buildings step in section to connect with the slope of the hillside. Separating the structure of the retaining walls from the structure of the buildings allows the two systems to be constructed independently (for phasing purposes). The breaks between the buildings, along the length of the valley, become a series of terraced gardens and stairs that allow the students and faculty to easily traverse the two levels. Circulation arcades, trellis systems and trees will provide natural shading, cooling and daylight filtration. Portions of the valley would be allowed to be flooded during the monsoon seasons and therefore would contain only landscape and site elements that would not be affected by the rains. The pond at the west end of the academic valley will act as a reserve and fluctuate with the seasons, providing a constantly changing landscape feature. Native plant communities with seasonal displays of color and fragrance will be used to intensify microclimate characteristics and connect the students, faculty and visitors of the Asian University for Women to place, embodying the rich garden history, folklore and symbolic meaning that plants carry throughout South Asia. Campus infrastructure development will include independent, environmentally sound on-site systems for water supply and distribution, wastewater collection and treatment, and electrical power generation. Net peak power load for the campus is estimated as 11 MW at full build out. While it is expected that power will be available from the local utility, the history of supply variability in the area mandates that a fully redundant gas-fired generating power plant also be provided on site, to ensure the quality and reliability needed to operate a contemporary university campus in accord with international performance standards. Solar photovoltaic systems will be utilized to the fullest possible extent as a supplemental power source. Primary site access is via the main road from the east, with a secondary access from the north. Vehicular circulation to the majority of academic and residential buildings will be via a campus loop road, including fire and emergency access, with a dedicated service road supporting the academic facilities on the south side of the main valley. Key pedestrian routes through the campus will be clearly defined, fully accessible and attractively finished, well shaded, lighted and protected from rain, and will take advantage of the rolling topography to capture views of the site and the surrounding area. The central indoor facility will be a multi-use court area for basketball, tennis, and volleyball that will also serve as a performance court or special events space. Other indoor sports will be swimming, judo, karate, and tai kwon do as well as squash. There will also be aerobics, exercise, and free weights studios. A total of 2,750 students will be housed in the halls of residence. In addition to dining facilities in the Campus Center, there will be two dining areas related to student residences – each consisting of seating for 400 indoors and 100 outdoors. There will also be dedicated space for faculty dining. Residences and dining facilities, as with all AUW campus buildings and landscape features, will be designed for universal accessibility, with appropriate accommodations for differently abled students, faculty and staff. As per the decision of the meeting, Chittagong Development Authority (CDA) will implement the project at an estimated cost of Tk 200 crore without bringing any change to its original design. CDA presented the design and plan for the project at the meeting held at the housing and public works ministry in the capital. Housing and Public Works Adviser Maj Gen (retd) Ghulam Quader, Law Adviser Hassan Ariff and Education and Commerce Adviser Hossain Zillur Rahman were present at the meeting, with Housing and Public Works Secretary ASM Rashidul Hye in the chair. The three advisers along with ambassadors of several Muslim countries, who would be invited through the foreign ministry, will visit Anderkilla Shahi Jame Masjid on December 26, said an official who was present at the meeting. The meeting decided to form a Project Implementation Committee to be headed jointly by CDA Chairman Shah Muhammad Akhter Uddin and Chittagong Divisional Commissioner Hossain Jamil. Director General of Islamic Foundation Fazlur Rahman will be the member secretary. The meeting was told that the project would be a self-financing one and that donors from both home and abroad have already expressed their willingness to contribute to the project funds, the sources said. Religious Secretary Mamunur Rashid Chowdhury, Islamic Foundation Director General Fazlur Rahman, CDA Chairman Shah Muhammad Akhter Uddin and high officials from the ministry of religious affairs, Islamic Foundation and CDA were also present at the meeting. Communication Minister Syed Abul Hossain said this while visiting the site of the under-construction third bridge over the Karnaphuli yesterday afternoon. The Awami League had promised in its electoral pledges that it would build a tunnel under the Karnaphuli. The minister said selection of the tunnel site, feasibility study and decision on other relevant matters would be made after discussing with locals, lawmakers and other beneficiaries. He, however, said the tunnel could be somewhere near the third Karnaphuli bridge. The process for the tunnel construction would start immediate after the inauguration of the third Karnaphuli Bridge in mid September, he said, adding that the construction of the bridge is set to finish ahead of schedule. Construction of the bridge started in August, 2006, under a Tk-590-crore project. China Major Bridge Company got the work order to build it within 38 months. The 0.95km long and 24 metre wide bridge is being built with the financial assistance of Kuwait fund. Chinese Ambassador Zheng Qing Dian accompanied the communication minister during his visit. Brigadier General Manzur Quader said the Water Garden hotel near the Chittagong Club would cost Tk2.80 billion (US$40 million) and would be the largest in the southeastern city with more than 200 rooms. "It will be first five star hotel in Chittagong, with the first three floors dedicted for service centers, a big hall to accommodate 2000 people and a glass-walled sea-view restaurant at the top," he said. "We are going to finance the project from our own coffer. We won't take any loan from any bank." The SHDL, an arm of army welfare association and Sena Kalyan Sangstha, is negotiating with global hotel chain Radission to take over the management of the hotel once it goes into operation in early 2013. "We have made some progress in our talks. Radission has shown keen interest to manage the hotel," he said. The global hospitality giant already made SHDL's first Water Garden hotel on the airport road the most successful in the country with over 82 percent average occupancy. Quader said rising importance of Chittagong as the commercial capital and tourism potential around the port city prompted them to set up the hotel. SHDL would also use the Water Garden as the hub for tapping into growing tourism interest in the hill tracts, Cox's Bazar and Kaptai Lake. "We will initiate day-long cruise in the Kaptai Lake and offer package trips to scenic Rangamati, Bandarban and the beach town of Cox's Bazar," he said. "It would be profitable like our hotel business." The SHDL's move comes months after local group AK Khan unveiled its own plan to build a five-star hotel jointly with Dusit Thani of Thailand. The group is awash with cash it got after selling off its stake in AKTEL mobile phone for $350million. Its hotel would have 200 rooms although the company has yet to select site. Chittagong has only a couple of three star hotels more than 250 rooms. Many who found discomfort in the hotels have to come back to the capital or stay the night at Chittagong Hotel. The port city is also connected with such tourist attractions as Cox's Bazar, Rangamati and Bandarban,” Qader said. Being built at Lalkhan Bazar, the five-star hotel --Sena Garden Hotel Chittagong -- will have 200 rooms with some exclusive amenities such as golf playing facility and river cruise from Kaptai to Rangamati. However -- there are a few important differences. 1) These were made by a Chinese (as opposed to Korean) construction firm -- 'China ZhongTie Major Bridge Engg. Co.'(ZTMBEC (http://english.ztmbec.com/)). Here (http://www.bhcglobal.net/Partners/index/View?id=27&o=1) are more of their portfolio. 2) I really feel the next one should be made with local expertise independent of foreign contractors (maybe just consultancy). This one was done with partial Kuwaiti soft loan so there was some arm-twisting to get the Chinese involved. If local firms have the expertise to do pre and post-stressed concrete work, they can compete in overseas jobs as well (maybe Central Asia and Africa) and create opportunities for local skilled labor overseas. 3) The caissons in this one are much smaller (depth as well as width) compared to the JMB, although still having four lanes. ZTMBEC has done bridges five/six times the size in China and Hong Kong comparable to JMB. 3) This one is going to have seven pillars and is rigid-sheathed cable-stayed technology (the first such locally). The dimensions are -- a length of 950M and width of about 24.5M. But my older cousins with children always talk about moving back to Dhaka since they don't have anyone to help out (be it their mom or domestic help). They say it's extremely difficult to have a job and do home chores. Infact my sister is trying to convince my bro in law to go back and become a professor at NSU (currently he teaches in Canada). On a different note, I feel that lot of desis just pick up certain outward behavior of westerners (like clubbing, drinking etc) but don't really get some of their values(honesty,dedication,organization skills,friendliness). I mean, if you go to any desi neighborhood (like jackson heights in NY), it's a small version of Bangladesh. The restrooms are dirty, things are not organized and people are not respectful of others [ofcourse not everyone is like that, I am just generalizing]. During my undergrad years and even now at work, the integrity of the people here always impresses me. Also, most activities are very well planned and organized, a total opposite of what I was used to in Dhaka be it in Banks or DESA office. Even the transportation system is very well structured, starting from the airport to the subways (not just because they are modern and big, but the actual process is very streamlined). The business leaders in the port city hoped that the WTC would boost up trade and business, enhance tourism and attract a large number of investors. Construction work on the project began in May 2006, which is scheduled to complete by November this year. But Concord Engineers and Construction Ltd is most likely to miss the deadline as it has so far completed work of the three-storey basement only. MA Salam, senior vice president of the chamber, told The Daily Star they will hopefully float tender for booking space by the end of November. “Work of the ground floor will be completed this month (October) while the first floor in November. Then we will call tender for booking,” he said. MA Salam said the first eight floors will be known as main WTC building and the remaining floors will house a five-star hotel. The basement and ground floor is 44,000 square feet while the remaining floors is 40,000 sqft, said project engineer Nasiruddin Chowdhury. The height of the WTC would be 90.70 metres, he said. Nasiruddin said the WTC will house a five-star hotel with 240 rooms, two swimming pools, roof-top helipad, three-storey basement with parking accommodation to 400 vehicles, an international-standard convention centre, one modern IT (information technology) centre, one permanent and one temporary display or exhibition centre for products of local enterprises and business houses. Salam said, “We are going to be the proud owner of country's first WTC. It will definitely help make Chittagong the commercial capital of the country in true sense.” “We pay an annual fee of US$ 7,500 to the Word Trade Centre Association (WTCA) as its member,” he said. “The WTC would cater the need of an international-standard convention centre that the port city lacks seriously,” the chamber leader said adding the WTC is expected to encourage flight operations of renowned airlines like Emirates and Etihad to and from Chittagong Shah Amanat International Airport. 'Whenever we try to attract Emirates or Etihad, they instantly point out absence of the world-class accommodation and a five-star hotel in Chittagong. The WTC will undeniably fulfil their demand and be able to attract substantial number of foreign investors and businesses here,” he said. City dwellers are now facing intolerable sufferings due to the gridlock at all points including these five intersections since the traffic system of the city depends on the lone highway stretching from Kalurghat to Patenga. Vehicles from different destinations of the southern part of the district including Patiya, Anwara, Banskhali and from Cox's Bazar and Teknaf enter into the city through Bahadderhat intersection creating a serious traffic jam at the point. It is feared that the situation would be horrible with the launching of the 3rd Karnaphuli Bridge in the middle of this year. The Bahadderhat flyover project was recommended for approval bt the cabinet in the inter-ministerial meeting held at the Housing and Public Works Ministry on December 15, said the sources in CDA. That would only be true if the money was invested within a single year at the present time, but in case of a deep sea port and other projects we are probably looking at a decade or more. The figure may include the 3rd Karnaphuly Bridge which has just been built and may also include the proposed road from Chittagong to China, of which only a small section would be in Bangladesh. The building looks similar to Bashundhara city due to 3 reasons: a. The central Atrium and the centralized entry space. b. The Aluminum Composite panel layout pattern. c. The office tower in the right side. I have been involved in various government and private projects in Chittagong. I will try my best to share with you whatever updates i receive regarding interesting projects in Chittagong. As per WTC in Chittagong, i know a very little about that project. Due to work purpose, my movements in Chittagong are basically limited in between these areas like Alangkar, Halishahar, CDA, Mehedibagh and CEPZ. The selling concept for BNSS shopping complex is little different from other markets in BD. This is a shopping complex by a cooperative society of 800 members. So all the shops are already owned by them. The consultants have prepared a detailed guideline for shop types and uses in each floor, for example, clothes in 2nd floor, Electronics in 7th floor etc. So after the members have received their ownership of the shops they will decide either to rent or sell the shops to various product vendors according to designed guideline. The Minimum size of a shop in this market is 120sft and average size is 200sft as per design till now. Shop selling price has not been decided yet. The major features of this building: 1. Complete Central Air conditioning System (2500ton Chiller) 2. Fire Protection and Detection System 3. Double Layer Low-e Glass to cut heat and reduce AC Consumption. 4. The 16-storey mall with central air-conditioning facility is built on more than 1.5 bighas of land at Agrabad-Badamtali intersection in the port city. The mall houses 220 shops on the first ten floors, said Kutubuddin Chowdhury, managing partner of Chowdhury Associates, the construction firm of the shopping mall. Each katha consists of about 720square feet of space,therefore this mall will have 720x30=21600 square feet of space per floor. Ten of its floors have been dedicated to shopping,therefore,the total shopping area will be 216,000 sq feet compared to Bashundhara City's 1.2million square feet. Didn't the writeup also say that this Chittagong mall will have 220 stores? That would mean the average size of each store would be larger. Hoping to decent some of the better brands in there. jason.kazi July 13th, 2010, 05:49 AM Ecnec Meets Today Tk 59cr Ctg flyover may get nod Unb, Dhaka The Executive Committee of the National Economic Council (Ecnec) meets today to consider five development projects, including construction of a flyover in Chittagong. Ecnec Chairperson and Prime Minister Sheikh Hasina will preside over the second Ecnec meeting of the current fiscal year. According to the project proposal, the flyover will be constructed at Kadamtali junction in the port city at an estimated cost of Tk 59 crore under the Housing and Public Works Ministry and Chittagong Development Authority (CDA). The other projects are Chandana-Barasia river dredging project under the Water Resources Ministry, construction of National Institute of Neurosurgeons (2nd revised) project under the Health and Family Welfare Ministry, upgrading Baoshi-Gopalpur-Bhuapur road to a regional highway (connecting Madhupur) project under the communications ministry, and construction of Sirajganj 150 MW gas turbine (peaking) power plant project (revised) under the Power Division. The Ecnec meeting will also review the ADP implementation progress of the information ministry from July 2009-June 2010 and the other projects approved by Ecnec from February 2-17 this year.
