Real estate in Penang set to boom

THE dynamics of today's economy are demanding. In an increasingly borderless world where foreign investments are needed for wealth creation, a premium location is one which is both commerce and entertainment driven.

The Iskandar Development Region (IDR) in South Johor is quite precisely all of that – and some. Under the Ninth Malaysian Plan (9MP), the Prime Minister plans to spend RM12.2bil developing IDR into an “emerging special economic zone” to the likes of Shenzhen, Dubai and Mumbai where the best brains from around the world come to live, work and do business in a global growth centre.

Some 800,000 jobs are expected to be created over the next 20 years, and the IDR will be turned into a logistics hub and a centre for the development of services industries like medical, financial and educational.

The accessibility is already there via the airport, ports and the Causeway. What is needed now is the infrastructure and economic activity – this is the implementation part that is being rolled out under the 9MP.

Across the Causeway, our neighbour is busy, and will also be spending billions of dollars building their two integrated resorts in a bid to brand Singapore as the next Asian tourism heart. Because of its close vicinity to Singapore, the IDR is expected to benefit from the spillover effects of such mega expenditure.

South Johor is indeed headed for great times. But excitement is not only brewing down south.

There's another state in Malaysia, which almost seems to hold the same appeal but with a twist – from a technology and tourism hub perspective. The best part is that the development's done, and accessibility is about to be improved.

The food is good and its water quality superior. Land prices are skyrocketing and in recent times, property developers have been flocking this place for opportunities. Also known as the Silicone Island of The East, it's right up north.

Macro outlook

Penang has long been a favourite among tourists, and over the last 10 years, has welcomed more than 3 million visitor arrivals per annum, out of which more than 1 million are international visitors, with 37% being repeat visitors. Tourists are attracted to Penang’s beaches, rich heritage, large variety of local delicacies and cost advantage.

Due to this appeal, Penang is the state with the highest number of foreigners living in Malaysia registered under the Malaysia My Second Home programme (MM2H).

Job creation in Penang has been happening since the advent of foreign direct investments (FDI) in the 1990s. Penang’s FDI rose from RM1bil in 2004 to RM4bil in 2006, ranking it joint third in Malaysia in attracting FDI. About 75% of Penang’s FDI is largely in the electrical and electronics sector, with 40% contributed by US companies.

Penang's strength has always been its ability to attract semiconductor and information technology giants. It has served as an offshore base to technology giants, for instance Intel, Motorola, Agilent Technologies, Dell, Seagate, Komag, Robert Bosch and Osram.

More recently, the state government is attracting FDIs that are skewed towards high-tech industries that are less labour intensive – biotechnoly.

Recognising biotechnology as the next revolution, the Penang government has launched a biotechnology initiative to attract investment and research activities to the state in anticipation of the world market for biotech industries hitting US$1.76 trillion by 2010.

In 2003, the allotted 176 ha at the Bukit Minyak Industrial Park attracted three biotechnology projects with a total investment estimated at US$70mil. The biggest of the three was London-listed GeneMedix Plc.

Meanwhile under the 9MP, Penang is a big beneficiary, as it will be receiving RM6.6bil for large infrastructure developments (second Penang Bridge, monorail, outer ring road) and additional road upgrading work.

With a thriving economy yet being a pleasant enough retreat for tourists, it is not surprising that Penang has also made its maiden entry into the Top 10 most liveable Asian City list.

With developments brimming in Penang, a similar growth pattern to the IDR appears to be unfolding. Land prices in the IDR area are now going for RM40 per sq ft because of the major developments taking place.

House prices in Vietnam, Thailand and Indonesia have been skyrocketing, and Real Estate and Housing Developers Association (Rehda) Penang branch chairman Datuk Jerry Chan Fook Sing does not see why Penang should do less well.

“Penang has an international airport, a deepwater port, universities, international schools, a manufacturing hub and accessibility. There is commerce, tourism, greens, shopping and language. Best off, there is still affordability in Penang.”

He adds: “With the amount of economic activity in Penang, I wouldn't be surprised if another bridge is built up north within the next 20 years,”

Property in Penang

It is because of the economic activity and major projects in the pipeline, that Chan is becoming increasingly bullish on the property outlook in Penang.

He says that property prices in Penang have always done well, and will continue to be on the rise. Cost pressures alone will increase prices.

For instance, at the peak of the property cycle just before the market crash in 1997, land in prime areas of Penang cost anywhere between RM80 and RM200 per sq ft (psf). The supercondos in Gurney Drive were going for RM300 psf.

Today, these peaks have been surpassed, and land prices in prime areas of Jesselton, Green Lane, Tanjung Bungah and George Town are going between RM100 and RM250 psf. The supercondos are easily snapped up at RM400-RM450 psf.

Statistics wise, Penang has the highest sales growth in Malaysia (five-year compounded annual growth (CAGR) rate of 11% versus average of 8%). House prices on the island have risen to almost match the Klang Valley’s, growing at a five-year CAGR of 4.3% versus the national average of 2.9%.

“In terms of buying property, we do not need to look beyond Malaysia. We are much cheaper than our regional peers. With the level of economy we are going to be seeing in the state, land prices both on the island and mainland should continue appreciating by at least 5% to 10% over the next 5 to 7 years,” he says.

Chan sees this price appreciation even before taking into account the abolishment of real property gains tax (RPGT). Now that this ruling has been done away with, Chan opines that property investment is almost a “no brainer”.

“You don't get taxed anymore. I have always felt that property development is an honest business. Property is an immovable asset. It is tangible and it is safe. It will not depreciate, and over time will continue to appreciate. People spend too little on properties compared to cars and luxury goods. In a rising market, you cannot go wrong buying properties,” he says.

For those who are not assured, Chan says that the completion of the second Penang Bridge alone will act as a catalyst for major growth.

Penang has not seen major infrastructure activity since the first bridge was constructed back in 1985 and the last stretch of the North-South Expressway was completed in the early 90s. Chan says the amount of activity itself will see big spillover effects throughout the state.

“People have yet to see how they things will change because of the second bridge. You will notice that whenever there is an interchange, land prices zoom,” he says.

Since the opening of the first bridge, it has become the major lifeline to Penangites. Apart from water and electricity, the bridge is almost a living necessity. Problems, however, arose when the bridge reached congestion point earlier than expected.

In the last three decades, industrial development has been in the middle part of Seberang Prai. The southern part of Seberang Prai has seen the least development. But with the building of the Second Bridge, and a link connecting the bridge from Batu Kawan to Jawi, economic activity in the vicinity will automatically intensify.

Batu Kawan will be the first point between Penang island and Seberang Prai. From Batu Kawan, a link from the Second Bridge to Jawi will be built.

With the opening of the Second Bridge, Chan foresees more people moving to the mainland, especially to the southern part of Seberang Prai. With the escalation of house prices in the island far from ceasing, house buyers will view the mainland as a favourable alternative, considering that a home there would be 3 to 4 times cheaper.

Chan is of the opinion that the southern part of the corridor between the two bridges – (Simpang Ampat and Jawi) will see the greatest potential in land prices and development.

“There are many people who work in Singapore, yet stay in Johor Baru because it is cheaper. The same thing will happen between the island and the mainland. It is even more convenient as the island and the mainland are in the same state and under the same state government,” says Chan.

Location-wise, the distance from the first bridge to the second bridge is about 20 minutes, unlike the Causeway to the Second Link to Singapore, where the distance is huge. For southerners travelling up north, the second bridge will be the first point of entrance towards the island.

“When the first bridge was built, it was a nucleus for growth. We saw industrial areas mushrooming in the northern part of Seberang Prai. Hence, areas like Butterworth, Juru, Bukit Tengah and Bukit Minyak started growing, and land prices appreciated.

People have yet to see it, but what happened with the first bridge will happen with the second bridge. The government will not sink in RM3.5bil on a bridge without trying to recoup that money. A lot more land around that area will be opened. The Penang Development Authorities are now looking into it,” says Chan.

He adds that with the construction of the monorail from George Town to the airport in Bayan Lepas, previously not so prime areas like Bayan Baru will begin seeing the land prices appreciating.

“Whenever a road crosses a building, house or shop, the price always appreciates. We see that happening in the southern part of Seberang Prai – areas like Jawi, Sungai Bakap and Simpang Ampat. These areas have seen the least development, and where there is the least development, the potential is always the greatest,” says Chan.

Land prices in the southern part of Seberang Prai now range between RM8 and RM20 psf. With the kind of projects happening over the next few years, Chan sees land prices easily appreciating by 50%.

Meanwhile, piling works in the sea for the 24-km second link are scheduled to begin end of the year. Test piling are now being carried out in the sea to determine if the soil can withstand the load of the bridge. This should be completed in three months.

MM2H

Because of its local variety, delicacies, affordability and beaches, Penang has become a number one choice state for participants under the MM2H programme.

Penang has nearly everything – good colleges, private schools and universities and a favourable cost of living.

“We have some of the best private hospitals in the country, and about 30% of these private hospitals derive their revenues from patients in Medan and other parts of Indonesia,” he says.

Chan says that the number of participants under MM2H is increasing, and moving forward, this will become a significant source of FDI for the country.

As an example, an average participant that enters the country under MM2H pays a one-off expense (which includes buying their property and other fees) of RM1mil. Their monthly living expenditure easily amounts to US$2,000. So far, a big chunk of participants under MM2H comes from Britain, China, Japan, South Korea and Singapore.

In many ways, Chan sees Penang as being more attractive than Singapore. Not only are property prices 10-15 times cheaper, the cost of living is lower, and cars here are not taxed.

“MM2H will not stop at the island. It will spread to the mainland,” says Chan.

The project is organized around a 20 hectare Great Park, intended to provide amenity for the city as a whole and linked to the Penang Hills via a land-bridge over the new Penang Outer Ring Road. The park is surrounded by residential buildings, connected by Kudalari Drive, an elliptical roadway that girdles the site and distributes its uses. The Drive is intended to become the city’s premier retail boulevard and to accommodate a legion of strollers and diners.

Greeting to our readers,
In June 2004, we were invited to participate in a design competition to propose a masterplan for the redevelopment of Penang Turf Club in Penang Island. We were partnered with Santa Monica based Architectural firm, Morphosis. 6 teams were also invited to enter the competition (6 local Architects with 6 Foreign Architects). The other teams were;

3) SA Architects and Ernst & Gruntuch Architects, Germany
4) Veritas Architects with Micheal Sorkin Studio, USA

The competition was organized by the client, Equire Capital and promoted by Asia Design Forum under Dr. Ken Yeang.

the OMA & Chee Ang Architect team won the competition. but this is not announced in the media. so what you guys are seeing right now is top secret ha ha... (actually the news about the redevelopment is already there since 2004)

ABAD Naluri Sdn Bhd, an associate of Equine Capital Bhd, plans to build some RM20 billion worth of properties over 15 years to redevelop the Penang Turf Club site in George Town.

The Penang Global City Centre (PGCC) will be marketed as one of the world's first zero-carbon cities where pollution will be kept to a minimum.

It will also offer tax breaks to technology firms which wish to set up shop there as PGCC will have Multimedia Super Corridor status, Equine executive chairman Datuk Patrick Lim said yesterday.

"This new city centre for Penang will incorporate many technology and ecology-based components and will be modelled along the lines of the Kuala Lumpur City Centre," he told reporters at a briefing.

He was present at the launch of the Penang package of the Northern Corridor Economic Region (NCER) by Prime Minister Datuk Seri Abdullah Ahmad Badawi in Butterworth, Penang.

The PGCC, on a 104ha site, will be developed by Abad Naluri, 25 per cent owned by Equine.

Lim said the groundbreaking ceremony will take place in eight to 12 months, and the project will be carried out in phases. The PGCC is one of five high-impact projects for Penang under the NCER. :banana:

The others are the Penang airport and port expansion, an integrated public transport system and a micro-electronics centre of excellence to be based at Universiti Sains Malaysia.

"We expect to announce full details of the PGCC by September," :cheers: Lim said, adding that award-winning French firm Atelier Seraji will develop the master plan, while New York-based Iranian architect Hani Rashid will work with local architects.

The eco-city development is expected to include a 10.4ha public park, which will be linked to the Penang Botanical Gardens.

There will also be two five-star hotels, a performing arts centre, retail outlets, two office towers, residential properties and a world-class convention centre.

"We want this project to serve as an extension and deepening of Penang's role as a centre for information technology-based companies, and PGCC will serve as a lifestyle project where people not only live but also do business, albeit in a creative manner," Lim said.

Once the eco-city is completed, an estimated 20,000 people will be working there.

Abad Naluri has several financing options for the project. It may get partners or raise funds from the capital market, including a bond sale.

"We are talking to a whole spectrum of financiers although our preference would be to deal with local financial institutions," Lim said.

On the new Penang International Equestrian Centre in Batu Kawan, which Abad Naluri is also developing, Lim said construction works will be in tandem with the Second Penang Bridge since the centre, which will also house the Penang Turf Club, about 1km away from the new bridge.

15 years to complete RM18b Penang City Centre

BUTTERWORTH: The RM18bil Penang City Centre (PCC) project by Abad Naluri Sdn Bhd, an associate company of Equine Capital Bhd, will take 15 years to complete.

Equine holds a 25% stake in Abad Naluri, which is developing PCC on the 260-acre site where the Penang Turf Club is presently located.

The PCC is one of the projects highlighted in the Northern Corridor Economic Region (NCER) blueprint.

Equine executive chairman Datuk Patrick Lim said two award-winning architects, one each from New York and Paris, would design the project.

“Hani Rashid from Asymptote Architecture in New York will design the architecture, which includes two iconic towers, while Nasrine Seraji from Atelier Seraji in Paris will design the master plan,” he told reporters after the launch of the NCER Penang portion blueprint by Prime Minister Datuk Seri Abdullah Ahmad Badawi yesterday.

Lim said the PCC master plan would be unveiled in September while the project would be launched in eight to 12 months.

The first phase would involve the development of a 26-acre park, and road infrastructure to smoothen the traffic flow for the project, he said.

“The park will be connected to the Botanical Garden. We will use the technologies such as thermal treatment, to develop PCC into a carbon-free city,” he said.

“We want to make PCC the first such city in the world. Shanghai is planning to be carbon free, but we are ready to implement the technologies to make it happen in PCC soon.”

Lim said the PCC project would have two five-star hotels, commercial and residential properties, and a state-of-the-art cultural centre.

Lim said there were many options to fund the project, including joint ventures and issuing capital bonds.

“We are also applying for MSC status to attract information and communications technology companies to set up regional offices at the park.”

On the Penang International Equestrian Centre in Batu Kawan, Lim said Abad Naluri would start work on the centre once construction work commenced on the second Penang bridge.

WORK on the RM2 billion Penang Sentral project in mainland Penang will start immediately with the building of a temporary transport terminal in Butterworth.

The comprehensive transportation hub project is undertaken jointly by Malaysian Resources Corp Bhd (MRCB) and Pelaburan Hartanah Bumiputra Bhd.

The finished project will comprise an integrated terminal for rail, road and sea travel.

MRCB group managing director Shahril Ridza Ridzuan said yesterday that the building of the temporary transport terminal was to ensure that bus services are not disrupted when work on the transport and logistics hub begins in January next year.

"It will take us between 30 and 36 months to complete Penang Sentral, which will be similar to our KL Sentral project," he told reporters after the launch of the Penang package of the Northern Corridor Economic Region (NCER) by Prime Minister Datuk Seri Abdullah Ahmad Badawi in Butterworth.

The new transportation hub will be located on a 12.8ha site at the existing Butterworth train, bus and ferry terminal and will integrate KTM's rail services, road transport facilities and the ferry services operated by Penang Port.

It is one of several projects aimed at strengthening Penang's role as a logistics hub for the NCER.

Other projects include the upgrading of the Penang port and airport, construction of the Second Penang Bridge, a monorail system and the Penang Outer Ring Road.

Shahril said the hub will also have commercial, retail and residential developments although the nature of the residential properties to be developed will hinge on market demand.

"We have also set aside space at the new terminal site for an expansion upgrade, if the Government decides on a monorail project for mainland Penang," he added.

A bigger Penang role for MRCB

BUTTERWORTH: Malaysian Resources Corp Bhd (MRCB) is set for an expanded role in construction and property development in Penang following an award for it to develop a RM2bil transport hub in Butterworth.

MRCB and Pelaburan Hartanah Bumiputra Bhd would jointly develop the transport hub, Prime Minister Datuk Seri Abdullah Ahmad Badawi announced yesterday.

It was just in June that MRCB was awarded a contract by Pelaburan Hartanah to build houses and apartments with a combined gross development value (GDV) of RM500mil on three sites on Penang island.

Analysts anticipate that MRCB could secure additional projects in the state such as a role in the construction of the proposed monorail and Penang Outer Ring Road.

The analysts estimated that MRCB's Kuala Lumpur Sentral has a GDV of close to RM10bil, and with the RM2bil transport hub in Butterworth, now called Penang Sentral, that would expand the combined GDV to RM12bil.

MRCB managing director Shahril Ridza Ridzuan told reporters yesterday that Penang Sentral was located on a 32-acre site at the existing Butterworth train, bus, and ferry terminals. The project is scheduled to start in January 2008.

He spoke after the launch of the Northern Corridor Economic Region (NCER) project in which Penang Sentral is one of the projects highlighted in the NCER blueprint.

“The main transportation terminal, to be modelled after the Kuala Lumpur Sentral, would be completed in 30 to 36 months.

“We will work with Penang Port Sdn Bhd (PPSB) to ensure that the transport terminal would integrate well with the ferry and train services.

“There will also be space allocated for the terminal to accommodate monorail services and facilities.

“It will be the main integrated transport terminal for Penang, combining rail, road, and sea services,” Shahril said.

He said on top of the transport terminal, commercial and residential properties would also developed on the 32-acre site.

“These properties would be launched in phases according to market demand.

“The entire project would be completed in 10 years,” he added.

Shahril said the RM2bil GDV of Penang Sentral is about one-fifth of KL Sentral's GDV.

MRCB and Pelaburan Hartanah would construct a temporary bus terminal at the site. “This temporary bus terminal would be completed in January,” he said.

Under the NCER blueprint, the Government plans to increase the cargo processed at PPSB to one million TEUs (20ft containers) in 2012 from 770,000 TEUs two years ago.

The Government would also re-evaluate incentives to make Penang the port of choice, in line with plans to make NCER the processing centre for agricultural produce coming from Thailand and Sumatra.

Conceptually, Penang Sentral would be similar to KL Sentral, which combines its central function as a transport hub with property projects around it.

Analysts expect that while commercial properties dominate the skyline at KL Sentral, residential properties would feature more visibly at Penang Sentral as demand is higher in that state for housing than for office buildings.

They were not surprised that MRCB won the Penang Sentral project as this was anticipated. Even so, the Government's announcement of the award yesterday substantiated the company's ability to secure projects in Penang.

The structure of the award for Butterworth transport hub is similar with that in KL Sentral. In the latter, the project was jointly undertaken by MRCB, with a stake of 74%, while Malayan Railway or KTMB held the balance of 26%.

The Butterworth transport hub would be jointly developed by Pelaburan Hartanah, which is understood to be a unit of the Finance Ministry.

The companies' respective stakes in this project are not as yet known.

PENANG: New York-based Asymptote Architecture, which is designing the RM25 billion Penang Global City Centre (PGCC) has promised that the structures will be iconic, modern and striking; combining Penang’s heritage and modern conceptual architecture. ENVIRONMENT-MALAYSIA: Mega City Project Robs Common Green

PENANG, Sep 12 (IPS) - Alarmed civil society groups are coming together to oppose a massive urban development project that could result in 33 tower blocks of over 40 storeys each being built on one of the last huge green spaces left on land-starved Penang island.

Prime Minister Abdullah Badawi is to launch the masterplan for the 25 billion ringgit (7 billion US dollar) Penang Global City Centre (PGCC) project on the 105-hectare plot of land, currently used by the Penang Turf Club, on Wednesday (TOMORROW). The club will move to a new racecourse, currently under construction in Batu Kawan on mainland Penang.

PGCC is being developed by Abad Naluri, a 25 percent-owned associate firm of Taman Equine, which in turn is wholly owned by developer Equine Capital. Equine's executive chairman is Patrick Lim, widely seen as one of the most influential businessmen in Malaysia.

Former premier Dr. Mahathir Mohamad , himself often accused of cronyism during his 22-year tenure at the helm, has reportedly referred to Lim as ''Patrick Badawi'', alluding to the perceived close ties between Abdullah and Lim.

''The project has been on the drawing board for four years but they have not consulted the public until the eleventh hour,'' says Mohd. Nizam Mashar, coordinator of Friends of the Earth, Malaysia (SAM). ''The saddest part is that this green space -- the only potential area that can be given to the people of Penang -- will now be largely destroyed.''

The PGGC developer has hired a new but well-connected local public relations firm, Fox Communication, whose key staff are former senior journalists from the English-language Malaysian mainstream press.

Fox Communication and the mainstream media have tried to counter the major sources of concern by highlighting the PGCC's green credentials. These include a "zero carbon" target and 40 ha allocation for recreational parks, including a 10-ha narrow kilometre-long ''Central Park''.

But they have not highlighted the 33 tower blocks. ''The destruction of the turf club environment and the construction of all those buildings is going to produce carbon emissions -- not cut carbon,'' contends academic Andrew Aeria, who grew up in Penang. ''If Equine are serious about zero carbon emissions or greening the earth, they would be better off turning the place into a park.''

To allay concerns over traffic congestion, the developer has also pointed to the building of a road underpass and a couple of flyovers to link up to the proposed Penang Outer Ring Road, itself a controversial project. The alignment of the ring road cuts through the site and there are also plans for a Penang monorail system.

But that has not convinced many. The roads bordering the Turf Club in Batu Gantung are heavily congested during peak hours. The two main parks nearby -- the Botanic Gardens and the Penang Youth Park at the foothills of Penang Hill -- are often overflowing with people and a much larger new park would have been welcome.

In fact, the PGCC has a stupendous proposed built-up area of 2.5 million sq m and will include 7,000 upmarket homes as well as hotels, commercial areas, a performing arts centre and ''two iconic towers''.

But it obviously caters only to the well-heeled. Even the project's master planner, Teheran-born Nasrine Seraji, expressed disquiet. ''The developer only wants luxury housing. We say you can’t just have luxury housing because then it becomes a gated community,'' she said in an interview with Canada.com last November. ''You need to also have social housing. These are the negotiations that take place in order to allow integration of different income levels of society.''

She added that the developer had originally wanted a density that would have been twice that of Hong Kong, but she persuaded him otherwise.

Under existing official quota requirements for developers, the PGCC developer would be required to build a couple of thousand lower-cost apartments. But the word is that these lower-cost flats would probably be located outside the project area.

The move to rezone the existing Penang Turf Club land from 'open space' to 'mixed development' was initiated in November 2002. Last year, residents of the quiet upper-class residential area in neighbouring Jesselton registered their objections to the rezoning.

In November 2002 as well, Penang Turf Club members were persuaded to vote in favour of a new racecourse on the mainland.

As part of the quid-pro-quo of the PGCC deal, Equine will build a 375 million ringgit euphemistically named ''Penang International Equestrian Centre'' on the mainland in Batu Kawan -- even though the horse racing industry faces an uncertain future. A racecourse on the mainland would draw gamblers to a site that is just a few dozen km south of the Kepala Batas parliamentary constituency of Prime Minister Abdullah.

Earthworks on the new racecourse began in late 2005 after the government announced it was going ahead with plans to build South-east Asia's longest bridge, a 3 billion ringgit (800 million dollar) 24-km link between Batu Kawan and Penang Island.

Equine has another major project, Crescentia Park, which would turn 180 ha of land in Batu Kawan into Penang's third satellite town at a gross development value of over 800 million ringgit (230 million dollars).

Both Crescentia and the new race course are located close to the site of the proposed bridge, turning Equine's land bank on the mainland into a gold mine.

It is not clear how the PGCC developer actually paid for the Turf Club land on the island. One report said that Abad Naluri had bought the land for 488 million ringgit (140 million US dollars) in 2002. The Penang Turf Club, established in 1864, acquired the land in 1935.

According to another report, the Turf Club land would only be transferred to the PGCC developers once the Batu Kawan racecourse is completed in 2009.

Whoever owns the Turf Club land on the island stands to profit handsomely from a leap in land valuation if the rezoning to ''mixed development'' is confirmed. In rezoning the land, ''the state has enabled some land speculators to make literally billions of ringgit of profit,'' when it could have acquired the land for the benefit of the people of Penang, lamented heritage conservation activist, Ahmad Chik.

The IJM Group is unveiling its RM4bil Waterfront City, a seafront luxurious mixed development next to the Penang Bridge next month.

The developer, Jelutong Development Sdn Bhd (JDSB) is a subsidiary of IJM Properties Sdn Bhd, which owns an 80% stake in the company.

IJM Properties managing director Teh Kean Ming told StarBiz that the 152-acre project at the Jelutong Expressway comprised three components:

- Over 1,000 units of luxurious low-rise, high-rise, and landed residential on 42 acres;

- Mixed development scheme, comprising about 80% commercial properties such as hotels, corporate offices, food and beverage outlets and, retail shops and 20% residential high-rise properties and

- A seven-acre park fronting the sea.

Teh said the residential component of Waterfront City would be a gated community, comprising strata-titled properties.

“There will be waterways constructed to surround the properties, fronting the sea. This is one of the unique features of the project,” he said, adding that the other special feature was a six km sea-fronting promenade with a 10m width, stretching from the Penang Bridge to Sungai Pinang in George Town, where the Jelutong Expressway ends. There will also be a 2km green belt, with a 20m-25m width, to separate Waterfront City from the Jelutong Expressway.

The Waterfront City project would be launched after the Chinese New Year next year.

He said the properties, targeted at the regional market would be launched in phases over a 10-15 year period. JDSB’s RM1.2bil Bandar Sri Pinang project, also along the Jelutong Expressway, was 85% completed.

“We will also be launching the Nautilus Bay landed residential scheme and The Spring condominiums for the Bandar Sri Pinang project next month. The Nautilus Bay, comprising 78 three-storey terraced houses, has been completed and will be launched for sale soon.”

“We plan to launch next year the Summer Place, the final residential phase of Bandar Sri Pinang comprising 531 units of condominiums,” he said, adding that the RM680mil Metro-East mixed developments, also along the Jelutong Expressway, was about 60% completed.

“We still have two more key residential and commercial projects to launch for Metro-East,” he added.

AN INTEGRATED and self-contained township called "Queens City" on the southwest end of Penang island has attracted interests from Malaysian and foreign buyers.

The 6.4ha waterfront development to be undertaken by Kuala Lumpur-based CP Group is to offer retail and food and beverage outlets, fully-furnished serviced residents, office suites and a five-star hotel, its developers say.

It carries a gross development value of RM1 billion and will offer a waterfront promenade and view of the Penang Bridge.

"We are currently in talks several international hotel chains on managing the water-fronting hotel, " CP Land Sdn Bhd chief executive officer Tony Lim told Business Times.

The CP Group, which owns and manages the Eastin Hotel in Kuala Lumpur, is investing in excess of RM100 million for a business-class hotel (also under the Eastin brand) at "Queensbay" which is slated for completion by the end of 2008.

The "Queens City" project forms part of the 30ha "Queensbay" masterplan development.

Lim said the five-star hotel will boost among others a 2,000 person capacity ballroom and the "Queen City" project is expected to commence next year and is slated for completion by 2012.

"The four blocks of office suites are planned to cater for Multimedia Super Corridor-status firms," he added, "and we are currently building a back-up 33kv power substation which will be ready in two years to meet the needs of the MSC-status companies which will be operating from Queensbay".

Meanwhile, Lim also said the CP Group is exploring the Vietnam property market currently.

"Nothing is firmed up as yet, but we are looking into an integrated property project in Hanoi," he added.

IJM Properties Sdn Bhd will launch at the end of this month its RM190mil Platino luxurious condominium project for its Metro-East scheme in Jalan Udini. Its sales and property manager Patsy Lee said the units of the Platino project, located next to the Penang Bridge in the south-west district, range between 1,819sq ft to 6,400sq ft and are priced between RM600,000 and RM2mil.

“The normal units, with built-up areas of between 1,819sq ft and 2,659sq ft, are sold from RM600,000 onwards, while the penthouses, with built-up areas of 6,400sq ft, are priced from RM2mil and above. “The units offer magnificent views of the island, which includes those of the Penang Bridge, George Town and the surrounding hills. The project comes with a resort recreational facilities,” she said.

She said the special feature of Platino was the ‘four-season’ garden, which was landscaped with a variety of plants reflecting the four seasons. Lee added that construction work for the Platino project had started and was scheduled for completion in three years. The Metro-East mixed-development scheme, located on a 30 acre site, is about 60% completed.

“Next year, IJM plans to launch the final phase of Metro-East, comprising two blocks of residential and commercial properties, scheduled for completion in three years,” said Lee. She also said IJM was currently completing a 16-storey office block with 135,000sq ft of office space for Metro-East. “This project is scheduled for completion in early next year,” she added.

IJM Properties is among about 100 exhibitors taking up more than 200 booths that showcase property, home financing packages and home-related products at the Star Property & Home Fair 2007 which starts on Friday. MRCB ventures into Penang Sentral project

KUALA LUMPUR: Malaysian Resources Corporation Bhd (MRCB) and Pelaburan Hartanah Bumiputera Bhd are setting up a joint venture company - Penang Sentral Sdn Bhd - for the Penang Sentral project, pending Foreign Investment Committee’s approval.

According to a statement released by Bursa Malaysia on Dec 14, MRCB said the proposed Penang Sentral project will include the development of an Integrated Transportation Hub comprising bus, taxi, railway terminal and monorail.

It will also include the retail, residential, commercial components, services facilities, the company said.

Bursa Malaysia said Penang Sentral Sdn Bhd has also signed a turnkey development contract with MRCB Selborn Corporation Sdn Bhd, a 60% subsidiary of MRCB, for the development management service, design, construction, completion and maintenance of the Penang Sentral Project.

It said the project, when completed, will be the central transportation hub for Penang, integrating Penang’s ferry, train, intercity and intra-city bus and taxi services and a monorail station.

“It will also include an integrated development comprising of commercial, residential and retail components, service facilities and car park areas, all located within an approximately 30-acre site.”

On the rationale for the joint venture, MRCB said their participation in the urban development of Penang will enable it to use its experience and expertise in property development to increase the group’s business growth and revenue.

“It is part of MRCB’s principal activities in property development and investment, construction, engineering, concession and environmental rehabilitation operations,” it added.

Meanwhile, MRCB said the proposed joint venture and the Turnkey Development contract are not expected to have any material impact on the earnings and net tangible assets of MRCB for the current financial year ending Dec 31, 2007.

IJM Corp Bhd CEO and managing director Datuk Krishnan Tan singled out The Light as one of IJM's crown jewels.

"The Light is a spectacular project that will bring pride to the people of Penang as not only will it showcase the island's biggest waterfront development, it will also be on a par with renowned properties such as Canary Wharf in London, Melbourne's Docklands and Queens Quay of Toronto.

"It will be a symbolic landmark in Penang, clearly visible from the mainland and the Penang Bridge," he says.

The Light will be built over the next 10 years over 152 acres in three phases by Jelutong Development Sdn Bhd, a subsidiary of IJM Land.

It is located on the eastern coastline of Penang in Gelugor, along Jalan Udini heading towards Bayan Lepas, where the Penang government has given IJM the right to reclaim 338 acres in exchange for constructing the Jelutong Expressway.

Land reclamation works are currently underway and construction is expected to start before the end of 2008.

The Light will feature 1,186 units of high-end waterfront condominiums, office towers, four hotels, a family mall, an IT mall, a fashion mall, dining and entertainment facilities and a seafront park.

Under phase one, covering 17ha, six parcels of high-end waterfront residences, comprising 1,186 units, will be developed. Under phase two, a commercial and retail city, comprising the Gateway Towers, hotels, signature offices, showrooms, banquet and conference facilities, cultural hall, visitor centre and waterfront amphitheatre, will be built on 41.7ha.

A unique feature of The Light is a floating stage and a floating restaurant, with the entire development interconnected by water taxis. Tan says The Light will also boast a seafront park with 2km set aside for greenery.

The prices of the residential and commercial units at The Light are expected to be in the region of RM350 to RM650 psf.

With the launch of The Light, Tan believes IJM Land has made an impact as a trusted developer building quality properties besides creating new townships and opportunities.

THE most expensive landed residential properties on the Penang island today are located in Tanjung Bungah, Tanjung Tokong and Batu Ferringhi in the North-East district, and Sungai Ara in the South-West district.

These properties are three-storey terraced, three-storey semi-detached and three-storey bungalows, which are priced between RM800,000 and RM3mil.

The builders are reputable developers from Kuala Lumpur and Penang.

Henry Butcher Malaysia (Penang) Sdn Bhd director Dr Teoh Poh Huat said: “Generally, the value of landed residential properties in these areas have appreciated by about 10% yearly since the dawn of the new millenium.”

He told StarBiz that due to high land cost and rising building material prices, it was no longer profitable for developers to build double-storey houses.

“About two years ago, developers here started to build three-storey homes with larger built-up areas and higher selling prices.

“Presently in the market, the selling price for a three-storey terraced starts from about RM800,000, while for a three-storey semi-detached house ranges from RM1.3mil to RM1.8mil, depending on the size.

“The three-storey bungalow unit is priced between RM1.8mil and RM3mil,” he said.

In Tanjung Bungah, Chong Co Group, a reputable developer with good track record, is developing the Hill View Garden, comprising about 200 units of three-storey terraced and three-storey semi-detached houses on a 20-acre site.

“These properties, priced between RM800,000 and RM1.8mil, are over 80% sold.

“They are selling well because of their large built-up areas that can cater to the needs of families living with their grandparents,” Teoh said.

The Hill View Garden three-storey homes have built-up areas ranging from 3,300 to 5,000 sq ft, depending on the type that come with four to five bedrooms, and porches large enough to accommodate three cars.

In Batu Ferringhi, similar types of three-storey landed residential properties were being developed, said Teoh.

“Blossom Time Sdn Bhd is launching in mid-2008 some 129 units of three-storey landed residential properties comprising semi-detached and bungalow homes, which are part of a RM400mil development called Ferringhi Park.

“Again, the emphasis is on the large built-up areas of the units, which come with five to seven rooms, depending on whether it is a semi-detached or a bungalow unit.

“The semi-detached units are priced at RM1.2mil, and the bungalows at RM1.8mil,” he said.

The semi-detached units have built-up areas of 3,995sq ft, while the bungalows 4,300sq ft.

Teoh said the first batch of 57 three-storey semi-detached and bungalow houses, launched last year, were over 80% sold.

Penang agency to build RM100m office tower

Besides Citigroup, the Penang Development Corp is wooing other Fortune 500 companies to open their offices at the 16-storey office tower in Bayan Mutiara

PENANG Development Corp (PDC), the state's development arm, plans to build a RM100 million office tower in Bayan Mutiara on the island, which is set to be its flagship commercial building.

It is also in talks with Citigroup to make the US bank the anchor tenant of the 16-storey building. PDC is also wooing other Fortune 500 companies to open their offices there.

"PDC has made its presentations and submitted proposals to Citigroup, and the latter is said to be deliberating the matter at its head office in the US.

"The corporation is also eyeing other top global names to invest there," an industry source said.

Bayan Mutiara is an integrated project on 40ha of seafront land.

It is also located within the Penang Multimedia Super Corridor Cybercity.

The project will comprise high-end and affordable homes, schools, mosque and government administrative complex, including the state legislative assembly building.

The project will encompass four precincts. The state administrative complex will also house elected representatives' offices and the office of the Chief Minister.

Sources said the new office complex will take up 1.2ha. PDC intends to build and then rent the offices to software companies and other international firms.

Last June, PDC sold 0.82ha to the Inland Revenue Board to build a 16-storey corporate tower.

The Marine Police Department has bought 4ha.

The corporation, through its property arm PDC Properties Sdn Bhd, has started building landed residential properties and selling them.

It will launch its condominium project soon.

PENANG: Kuwait Finance House (M) Bhd (KFH) is providing finance for Ideal Capital Intelligence Sdn Bhd's RM500mil The One, Penang Cyber City commercial project in Bayan Baru.

Ideal Capital chief executive officer Datuk Alex Ooi said that under an agreement, a RM68mil loan – in the form of Musharakah and Murabahah financing facilities – would allow KFH to participate in the project on a profit-sharing basis and provide revolving credit to Ideal Capital.

“We are targeting the sale of 40% of the commercial properties to buyers from Indonesia and Hong Kong.

“The remaining 60% are for domestic purchasers and investors,” Ooi told reporters after the launch of The One by Penang Chief Minister Tan Sri Dr Koh Tsu Koon and signing of the loan facilities yesterday.

The One, located on a 5.2ha leasehold site, comprises smart serviced suites, corporate office suites, corporate retail units, terraced shophouses and bungalows.

Some 57 bungalows and terraced shophouses, priced between RM281,000 and RM2mil, were launched recently, Ooi said, adding that over 80% of them had been sold.

Meanwhile, Ooi, who is also Indian Corridor Sdn Bhd chief executive officer, said he had secured a US$100mil loan from a Middle Eastern financial institution to finance the RM3.2bil Royal Garden property development project in Shanghai.

“The financing would also enable the repayment of outstanding loans taken by Golden Plus Holdings Bhd (GPlus) to finance Royal Garden,” he said.

Indian Corridor is a substantial shareholder in GPlus.

dunnola hope at least slowly slowly all projects with problems will be settled...now am worried bout paragon also....but news bout batu kawan turf club seemd good...and also the lion mutiara parade...
hope to see the improvement project of komtar will go on.....i saw some work wuz going on in the komtar near the entrance escalator...then wembleys park...lets hope....and i still hope some good decision will be made on PGCC....bayan mutiara also sorta gettin cancelled, not all but the mini putrajaya......check out some renderings on southbay city in the penang apartment blogspot....

Leaseholders of state land have welcomed Penang’s new land policy allowing them to convert their property to freehold status as it would mean an increase in property prices.

Pioneer Bayan Baru resident and the area’s Rukun Tetangga chairman Chai Tsing Boo, 64, said he would meet with the township’s various residents associations (RA) and Bayan Baru MP Datuk Zahrain Mohamed Hashim to discuss the procedures for getting their residential leasehold titles converted.

“Everything we know so far is from the media. I think it is important to speak to a state representative who can advise us on what needs to be done so that we can submit the relevant forms collectively,” he said.

According to Chai, “thousands and thousands” of Bayan Baru township homeowners would benefit from the policy as a majority of the homes there were built by the Penang Development Corporation (PDC).

“Developed in 1974, my single storey terrace house was under the first phase of PDC’s Bayan Baru development comprising 477 single-storey terrace houses and 74 units of single-storey semi-detached houses.

“The unit was originally priced at RM29,500. Today, despite being a 99-year leasehold property, the value has increased by sevenfold.

“Some of my neighbours who have renovated their homes managed to sell them for about RM300,000,” he said, adding that there was “about 30 years” left on his lease.

“Of course I will take advantage of the conversion policy because I want to leave our family home to my children,” he said, adding that under the last administration, a similar conversion policy was allowed but only for certain areas.

Food outlet owner Azhar Ramli and his mother, Halijah Yusof, were both unaware of the new policy but welcomed the news.

“Between my two siblings and me, we own two commercial shop lots and four flats in Bayan Baru – all are 99-year leasehold properties by PDC.

“We definitely want to convert our residential titles and will find out more at the Land Office on the procedures involved. Hopefully the premium won’t be too high,” Azhar, 36, said.

Halijah was “very happy” but hoped the policy could be extended to include conversion of commercial leasehold units into freehold titles as well.

A photographer who only wanted to be known as Ch’ng, said he would not be “rushing” to convert his land just yet.

“We don’t know how long it will take for the re-alienation to take place. If it is within six months, then I will consider.

“For people like us who are not planning on selling our units, the increase in value after conversion doesn’t really make a difference. In fact, we may end up paying more in assessment after conversion,” the 56-year-old said.

Penang Development Corporation Properties Sdn Bhd (PDCP) chief executive officer Osman Kallahan said he was in “total agreement” with the new land policy as it would benefit the rakyat.

“The change in title will add value to the property, making it more ‘bankable’. This will allow PDC home owners to upgrade their lives and standard of living,” he said, adding that prior to 2005, all PDC development projects in the state were leasehold properties.

“In the past 35 years, PDC had built 22,000 homes but since PDCP was incorporated three years ago, we have developed four freehold projects on the island and mainland.

“With this new policy, we hope to focus on building freehold properties from now on so that we can offer home owners a more valuable title," he said.

Real Estate and Housing Developers Association (Rehda) Penang chairman Datuk Jerry Chan lauded the new land policy as it would prevent property prices from dipping.

"Generally, property prices always appreciate in value but if you own a leasehold property, the prices of the land or unit will fall after a certain period.

"For example, if you have a 99-year leasehold property, chances are you will not be able to sell it for a good price if you only have about 20 years left on the lease.

"Furthermore, a leasehold property can only remain in the family for two or three generations - which is not long at all," he said, adding the home owners still preferred to purchase freehold over leasehold property if given choice.

"Just look at Singapore and Kuala Lumpur.

"A freehold title can easily fetch between 25% and 30% more in market as compared to a 99-year leasehold property. At the end of the day, a freehold title will give you peace of mind because it is more tangible - you can renovate it and give it to your children without worrying," he said.

Raine & Horne International senior partner and property consultancy director Michael Geh agrees.

"I believe conversion will result in an immediate property appreciation of over 30%.

"Lim's new land policy is definitely a good decision as it provides certainty for land title holders," he said, adding that the majority of PDC's residential developments were leasehold titles.

"My advise is to apply for the conversion but let your lawyer and bank handle the legal documentation process for you," he said.

Geh also noted that the decision to allow commercial and industrial leasehold owners to extend their 66-year lease to 99 years would instil "confidence" in leaseholders in investing in their companies.

always nuthin is for sure...freakin annoyin.....and freakin frustrating....maybe the actual problem worldwide and esp malaysia is, people are letting all the old generation to rule the country and all the power greedy assholes...i think that is the f**kin problem with the country and everywhere..don't u all think that actually it's f**kin absurd everywhere the mentally deranged oldies are ruling and always ending up in problem...no creative mind......i think we all fail to realize this...why aren't there young bright intelligent and brilliant people ruling countries and nations.....i think it's the main mistake everywhere......should let the slightly younger and smarter generation to rule the country....all these lau lang lau lang in the politics only know how to fight , argue , be sentimental and emotional and waste time talking and debating....there is hardly any action....people should think about all these......older people ussually hardly have vision...all they wanna do is to earn money and settle down and live a relaxing life.......they don't actually think bout modernization and advancement of living....younger generations with visions should fight for their right and voice out about their potentials.......
