When I attempt to produce an image with a slow shutter speed, the image appears overexposed, especially during the day or in a lit up room. Is it possible to set the light exposure manually?

When I attempt to produce an image with a slow shutter speed, the image appears overexposed, especially during the day or in a lit up room.If you're shooting in bright conditions, a slow shutter speed will require a small aperture. If the required aperture is smaller than what your camera is capable of, the photo will be over-exposed.
Photographers who want slow shutter speeds in bright light (eg for getting motion blur on waterfalls) tend to use neutral density filters (http://www.cs.mtu.edu/~shene/DigiCam/User-Guide/filter/filter-ND.html) a fair bit.
Is it possible to set the light exposure manually?That depends on the camera.
