THE Project

Ondo and Ogun State Governments recently conceived the idea of developing a deep-seaport and Free Zone (FTZ) around Olokola in the coastline areas of Ondo and Ogun State. The project is proposed to be private sector led with a maximum of 40% government participation. It is conceived as an integrated multi-purpose deep-seaport complex and Free Trade Zone, Serving also as Oil and Gas logistics base as well as Export Processing Zone. Based on the cost of comparable projects elsewhere, Olokola Port/FTZ Project, when completed, is estimated to cost between USD$350m and USD$400m.




LOCATION OF THE Project

The Port/FTZ project is to be located at an area referred to as Olokola, Latitude 060 20’ North and Longitude 040 30’ East, on the Atlantic Coastline, northwest or Escravos and Aiyetoro. Olokola is approximately 125km form Escravos, midway between Escravos and Lagos, 45km east of Lekki-Lagos and 400km west of Onne (Port Harcourt). A 10,000-hectare expanse of land has been acquired for the Port/FTZ. The Southern side of the site runs about 10km along the shore of the Atlantic Ocean while uncultivated fields border the Western, Eastern and Northern sides.




SITE Selection

Ondo and Ogun States together have about 54 kilometers of Coastline on the Atlantic Ocean and border about 60% of Nigeria’s offshore oil and gas fields in the western Niger/Delta Basin. Immediately inland, there is extensive exploitation of diverse natural resources such as cocoa, rubber, timber and solid minerals. When completed, the port will be the closest to Nigeria’s vast hinterland.The Olokola location for the project was adopted after an evaluation of the area in comparison with other contending locations at Lekki, Epe, Aiyetoro and Escravos. The preference for Olokola derives from the following advantages:



Facilities

The Port complex will have the following port and ancillary facilities:

v A break-water inland labour or other structures designed to provide protection against swell from the Atlantic Ocean

v A linear quay measuring 1750 meters

v A 400x 1600 meters container yard

v An appropriate number of gantry cranes and other equipment for container handling

v Adequate storage and gate facilities

v Administrative and operations buildings and support infrastructure

v Good quality access to interstate highways

v A logistics base serving the Western-based activities of the Oil and Gas industry

v Onshore LNG/LPG plants, oil refineries, petrochemical plants

Oyo State: State Capital is Ibadan

Ibadan (Èbá-Ọdàn) is the capital of Oyo State and Nigeria's third most populous city, after Lagos and Kano. It is located in south-western Nigeria, 78 miles inland from Lagos and is a prominent transit point between the coastal region and the areas to the north. Its population is 3 550 593[1] according to 2006 census results, including 11 local government areas. The population of central Ibadan, including five LGA:s, is 1 338 659 according to census results for 2006, covering an area of 128 km². Ibadan had been the centre of administration of the old Western Region, Nigeria since the days of the British colonial rule, and parts of the city's ancient protective walls still stand to this day. The principal inhabitants of the city are the Yoruba people.

Economy

With its strategic location on the railway line connecting Lagos to Kano, the city is a major center for trade in cassava, cocoa, cotton, timber, rubber, and palm oil. The main industries in the area are tire rethreading, cigarettes manufacturing and the processing of agricultural products; including flour-milling, leather-working and furniture-making. There is abundance of clay, kaolin and aquamarine in its environs, and there are several cattle ranches, a dairy farm as well as a commercial abattoir in Ibadan.

Nigeria's infrastructure is growing at a pace slower than the demands of its population. The modern 108 hectare Science and Technology Park is designed as a highly equipped and sustainable, business and commercial hub with first class road networks, telecommunications, energy centre, water processing and storage tanks etc.

Bankable project of major importance to Akwa Ibom

Designed to be the home of AkwaNet (the State Information Technology Network), the project also includes serviced and developed plots of land. These plots are for the development of IT related commercial projects.

“This bankable project is of major importance to Nigeria and the State of Akwa Ibom. It will create sustainable development and growth in the economy of the State itself. BLAZING THE TRAIL IN SCIENCE AND TECHNOLOGY

It is a well known fact that the world economy is propelled by science and technology and those countries dominating the world today got to where they are because their economies are driven by science and technology. Led by the United States of America, Europe and Japan, now India, China and the Asian Tigers are on the march to greatness due mainly to their breakthrough in science and technology. Nigeria and many other African countries though with great resource potential cannot be counter among the world’s emerging economies due to their backwardness in science and technology. Having watched this development for the past several years, Obong Victor Attah on becoming the governor of Akwa Ibom State decided that if Nigeria as a nation must brace up to join the league of those new economic giants, Akwa Ibom must also take its destiny in its hands. And so, the governor, Obong Attah created the Bureau of Science and Technology and in 2003, it was turned to a full-fledged Ministry.

The Ministry was given the mandate to: formulate, review and implement the State policy on science and technology; formulate, review and implement the State policy on Information technology; promote, coordinator and sustain indigenous scientific and technological research and the promotion and administration of technology acquisition, adaptation and transfer among others. According to the commissioner of Science and technology, Dr Linus O. Asuquo, the vision and mission behind the creation of the ministry is: “for Akwa Ibom State to aspire to be recognized for excellence in science and technology both nationally and Internationally, and to use the knowledge of science and technology to develop the human intellectual capital of her citizen and for creation of wealth.” And for the mission, Dr Asuquo stated that, science and technology shall be the epicenter of knowledge for education, economic and cultural development in Akwa Ibom State.

“Science and technology shall be used to maintain a healthy, well informed and happy citizenry by applying science and technology to provide adequate and suitable food, shelter, education, sanitary, environment, basic social amenities and improved health care and healthcare delivery for all citizens.” The commissioner also disclosed that his ministry has oversight function over Akwa Ibom State University of Technology, AKUTECH, Ibom Science Park, ISP, and Victor Attah Digital Opportunities Centre, VADOC. The Science Park, technology centre, innovation centre and incubation centres, the commissioner described them as instruments of economic development as well as instrument of technology transfer. According to him, the incubation centre is being used as a tool for promoting entrepreneurship and would lead to new policy incentives. While science and technology. Park on the other hand is an ideal start up place for new technological oriented ventures. It is a place where young inventors and entrepreneurs will build up and grow during the start up period.

Pioneer investigation reveals that construction work has begun on the site acquired by the ministry to build the Science Park at Ntak Inyang. Even before work finally began at the site, multi-nationals and local companies wishing to do business at the park had been expressing interest. One of such companies is a Techno concept Inc. USA. The company and Akwa Ibom State government here signed a Memorandum of Understanding, Mous, that the company can move into the park and start work. Also, soon after completion the Science Park will have China Electronic Corporation and China Tinshilin Techno Manufacturing Company as one of its tenants. The company will manufacture cell phone hand-sets for Marketing and distribution in Africa. In this regard, a memorandum of understanding has also been signed between its management and the State government.

As more and more manufacturers continue to express interest to be part of the Science Park. The Victor Attah Digital Opportunities Centure, VADOC, has also attracted both local and foreign interests. VADOC is furnished with State-of-the-arts operational and pedagogical ICT facilities and curriculum, provides a conducive ambience for ICT learning, teaching, research and policy formation as well s ICT business incubation in software and hardware development. Commissioned in January 2005 by the Minister of Science and Technology, Professor Turner Isoun, the centre promises to be a showpiece of ICT knowledge. The Akwa Ibom State government is planning for the implementation of e-governance by ensuring that all top government officers as well as all citizens of the State are computer literate. This policy began with a training workshop for members of the State executive council and permanent secretaries in the civil service. Also, a training workshop was organized for judges in the State in order to make them computer literate. The centre, which has become a beehive of which attracted innovators, inventors and researchers.

During the forum, four local innovations and inventions wee identified. These are: Innovation on essential oil plant, automatic voltage regulator, AVR. Grease synthesizing machine and fishing smoothing plant. Based on the Memorandum of Understanding signed with the national office for technological acquisition and promotion, NOTAP, Abuja, the State government forwarded the five identified research projects to NOTAP for patenting and commercialization. NOTAP carried out Techno economic analyses of these projects and in 2004 gave patent rights for the commercialization of one of them, “STENIANG AVR/UPS.” The State government has in turn given the Eniang brothers inventors of the AVR/UPS development funds to build a factory in Uyo to mass produce the AVRS. Considering all these strides and more, it goes to show that the State government’s investment in the science and technology sub sector is paying off. It may not take too long, the State may yet lead Nigeria in its drive for technological development.

Imo State has more than 4 million inhabitants (!!)


Imo State is a state in southern Nigeria that was created on February 3, 1976. The area which became Imo State was previously part of East Central State, one of the twelve states initially created by the Federal Military Government in 1967. With the creation of more states in 1991, Abia State was carved out from Imo State. In 2005, the state had a population of about 4 million people. Owerri is its capital and largest city. Other major towns are Okigwe, Oguta, Nkwerre, Orlu, Mbaise, Uzoagba, Emekuku (Emekē Ukwu), Orodo, Mgbidi.


Education

Education is of high priority in the state. In the 1996 school year, Imo State primary school enrolment was 561,214. There are currently 2,040 primary schools, 305 secondary schools, 75 private secondary schools, 4 technical colleges, and 65 approved private vocational/commercial colleges in Imo State. Total enrolment for secondary school in the 2003 school year was 486,026. Enrolment in technical colleges and vocational/commercial colleges for the same year was 122,650. Total number of teachers in both primary and secondary for the same was 96,711. There are five institutions of higher learning in the state namely: Imo State University at Owerri, Alvan Ikoku College of Education at Owerri; the Federal University of Science and Technology at Owerri; the Michael Okpara College of Agriculture at Umuagwu; and the Polytechnic at Nekede.


Health care

Imo State has an effective health care delivery system compared to other Nigerian states comprising hospitals and paramedical centers. These medical establishments are located in different local government areas of the of state and are categorized into five main groups: Government owned Specialist Hospitals, General Hospitals; Voluntary Agency Hospitals (Missionary Hospitals); Community Owned Hospitals; and privately owned hospitals. Also, the State Health Care Delivery Scheme has adopted a grassroots approach through the establishment of rural basic healthcare centers and village primary healthcare centers in all the LGAs.

There are approximately 45 mission hospitals, two jointly-owned hospitals, 346 private hospitals/clinics and maternity homes. There are also three Federal/ State/Local Government Basic Health Service Clinics and a total of 37 dispensaries. The State Government has a School of Nursing located at Owerri and Schools of Midwifery at Mgbidi and Aboh Mbaise. The schools trains nurses and midwives who serve in government and private medical institutions and support the few voluntary agencies that exist in the state.

Lagos to Ibadan takes around 5 hours by highway ?

I don't know why people, always say that the Highway is inefficient, when My Family used to make it from Ibadan to Lagos in 3 Hours.

It never took as long as 5 Hours. I know, because I have been on that highway on several occasions.

I am not one for demolishing old towns. I think is is now time to create a satellite town in Ibadan where business and other industrial establishments can be created. This is done around the world.

oh my God, the state of Nigeria's infrastructure is shocking. Nigeria needs unselfish and commited leader to work for the nation. Nigeria at this time should be the most economically advanced country in africa, given your oil production. Where does the oil money go?Angola is doing much better than you guys.

I am sorry if offended any one,thats not my nature. I have seen some roads in Lagos without any marking and CNN the other times highlighted the danger that Nigeria roads pose. I COULD BE WRONG WITH MY LIMITED INFO, MAYBE I NEED TO PAY U VISIT TO SEE FOR MYSELF.

You are not wrong,we need to learn from each others. You made a comment that raised a question and, it would have been wise for you to tell us the reason why you think Angola is doing better than Nigeria? There`s nobody abusing you on that yet.

Nevertheless, it`s true that Nigeria have many issues to grapple with other than having CNN highlighting the danger of not marking the roadsides in Lagos.

Meanwhile, Ibadan is an old city that still keeps most of the ancient houses like you would see in some North African towns or some parts of Europe, the only thing is that those old buildings are at a deplorable state and too outdated.

I think it not time to start pointing fingers at things in a broader spetrum if we know the process the nation is going through at the moment. The building of the nation is going to take purposeful idealogy couple with a working methodology in building for development - from combating corruption to the education of the massive illitrate in the so much divided Nigeria. The North seems to do things different from the south which has often create a friction between both sides in regards leadership and development. I think what Nigeria need is a gradual working process of development instead of rapid one that evaporates into the thin air within a second.
