AU lays cornerstone for spacious office building
China, honorary member in the celebration of Africa Day

Ethiopia hosted a celebration of African independence on Friday, with China looking like an honorary member of this struggling continent as the only non-African delegation to attend.
Chinese investment in Africa, in terms of business ties, aid and attempts to secure political influence, has soared in recent years in deals to keep Africa's natural resources flowing to China's booming economy.
The Chinese delegation's presence at Africa Day was the latest example of increased ties between Africa and China.
"The Chinese government cherishes its relationship with the African Union," said Wang Chao, assistant minister of commerce for the Chinese government.
China is spending 150 million dollars to expand the African Union headquarters in Addis Ababa.
The new premises will stand on the site of an infamous prison where former dictator Mengistu Haile Mariam executed 60 top officials of the late Emperor Haile Selassie.
The former Addis Ababa City Government Mayor, Arkebe Oqubay, at a ceremony held in July 2004 had announced a land grant title deed worth 28 million dollars for the AU.
Subsequently, the AU had not utilized the plot because of lack of finance.
The city cleared the area for the expansion project shortly after it granted the plot. The state penitentiary was among the demolished buildings on the site.
The plot would be used to satisfy the office expansion needs of the AU and for the construction of residential houses for the Deputy Chairperson and the eight Commissioners as well as for building chanceries and residences.
Construction work on the site was launched last week.
The Chinese government is to fully finance the cost of the buildings estimated to be worth around 150 million dollars


Ghana, July 3, 2007 (Addis Ababa) - "We wish everyone will like it," said Chinese architect Ren Lizhi, referring to the new African Union (AU) conference center he presented to the African heads of state and government in Accra on Sunday at the opening of the 9th African Union Summit.

Chinese President Hu Jintao promised last November during the Beijing Summit of the Forum on China-Africa Cooperation to build a conference center for the AU to support African countries in their efforts to strengthen themselves through unity and support the process of African integration.


According to Xinhua's report, the construction of a new conference center is one of the eight steps Hu pledged at the summit to forge a new type of China-Africa strategic partnership and strengthen bilateral cooperation in more areas and at a higher level.


Ren said the conference center as a Chinese gift for African people has taken into full consideration of African culture and African people's opinions to make it widely accepted by African people.


"We have made many revisions on our original design after our survey among many African people," Ren's boss, Ding Jiemin, told Xinhua.


A 12-minute video presented the African leaders a three- dimension view of the complex, which comprises a 99.9-meter-high office building and a 30-meter-high conference hall with a vault totally covering 11.3 hectares.


"Chinese architects have given a lot of thoughts to the building, which has simple but effective design," said William N. T. Evans-Anfom, president of the Ghana Institute of Architects.


A model and design pictures of the complex were set up near the entrance of the summit meeting hall. Participants came to visit it during the meeting breaks and some took a souvenir postcard printed with the design.


Ren, whose official title is deputy president of the Architectural Design and Research Institute of Tongji University, a prominent university of China, told Xinhua that the complex will maximally use natural light and draft to be energy-efficient.


The complex, whose foundation laying ceremony was held at AU headquarters in Ethiopia's capital of Addis Ababa on May 25, the Africa Day, is designed to be very modern to meet the demands of the AU development, Ren said.


The complex also includes many auxiliary facilities including medical center, multi-functional halls, theater and library.


Ding Jiemin, president of the institute, said the construction of conference center will be a monument in the development of China-Africa friendship and also development of the AU.


"China wishes to achieve harmony and common development with Africa, we sincerely hope that Africans will like our design," Ding said.

1 Meter = 3.28084 Feet
which means, 99.9 meters = about 328 feet

The effiel tower in Paris (http://upload.wikimedia.org/wikipedia/commons/7/79/Paris_06_Eiffelturm_4828.jpg)is 324meters, so that should give you a good estimate of the size of the that tower there..about 1/3 the size.
still a good sized one.

A 100 000 000 (one hundred million) Renminbi Yuan (USD14,645,576.89) grant agreement on economic and technical cooperation was signed today between the People’s Republic of China the African Union Commission. The grant will be used for implementing the project of the Conference Center of the African Union, which is being constructed in Addis Ababa by the Chinese government.

One of the major activities of the day was a visit to the new conference center construction site, where delegates witnessed, and were briefed on progress on the office tower and the conference center. The project, which was hailed today by Mr Mwencha as a lasting testimony of the relationship between Africa and China is expected to be handed over to the AU on time, according to Mr Deming.

AU Waits One More Year for New HQ, Hotel

Construction for AU’s new headquarters and hotel are delayed

The targeted completion of the construction of the new African Union (AU) headquarters and conference hall and the five star hotel at a plot beside the African Union premises has been postponed by one year to 2012.

The headquarters is to be a 25-storey building that is under construction by China State Construction and Engineering Corporation, the full cost of 150 million dollars covered by the Chinese government. These two buildings are designed by Shanghai Condai University.

The hotel was initially intended to be owned by the AU, which had invited tenders from interested contractors. MIDROC Ethiopia, however, contacted the Union with a proposal to transfer the 90,000sqm plot of land to MIDROC, where it would construct a five-star hotel at a cost of 1.5 billion Br. AU accepted this offer and the cornerstone was laid on February 2, 2008.

The headquarters and conference hall construction was delayed because of new issues that emerged that were not considered when the agreement was signed between the AU and the government of China.

“We have asked the Chinese government to furnish the offices and the hall,” Yemeserach Hailu, Building and Equipment Division head of the AU, told Fortune.

The AU has also asked for landscaping work once the construction is completed.

The 11.3ht of land, where the AU buildings are being constructed, was given free of lease by the government, according to Yemeserach, which is estimated at 40 million dollars. Compensations to relocated residents and clearing the site had cost the city administration 10 million Br.

The AU had wanted to construct the five-star hotel to accommodate AU guests who come to Addis Abeba for conferences. When it was transferred to MIDROC Ethiopia, it was targeted that the hotel would be completed by the end of 2010.

However, construction has not yet began because the original design did not suit the land, according to Haile Assegdie, director general of Derba MIDROC. The company has now started preparing the land for construction.

The construction for the headquarters has gone up four storeys so far, while the conference hall is at the foundation level. When the Chinese Commerce Minister Chen Deming visited Addis Abeba, during the first week of January 2010, he approved 14.6 million dollars from the construction budget, which is to be released in phases.

I was more than happy that they are actually building this...i saw some of you posted its conception over a year ago, and its really on track to be finished by late 2011 max...china got the contract and we all know how fast they move in construction....looks like a great add in old airport

that was funny...yes we can build it ourselves if we want it finished in 2020 or finished at all...lol...but yes i thought the same thing about the whole chinese billboards at the site...i mean come on...how many ethiopians or for that mater africans will understand or read that...just be ready for a china town somewhere in addis soon...its happening like it has all over the world...they are a big part of the world population

wow....wow...abesha...I didn't know you are in -Lusaka - Zambia. I know one Zambian guy here where I live. He is a lecturer at a well known university. He came here as a student and stayed over for good.

So, how is life in Lusaka? My friend thinks it is booming - True?

I lived here from 93 to 99 and visited in 2001, 2006 and I've been here since December 09. There is some change from 2001 til now, but that change is basically two shopping strips (SA owned) and a new hotel (Chinese owned). That's about it.

I'll probably go back to the US in July. We'll see. I'm thinking maybe the UK as well.

The Chinese are funding it completely as a gift for Africa....meaning they pay every cost (if I am not mistaken), so I would assume they bring in their own workers.

But I wouldnt be surprised if Ethiopian workers are involved from the EEPCO and the water/sewer departments of Addis Ababa city, in other words...basic utilities; to give the place power and water etc. etc.

The top part looks like the render. But I don't know the rest. I think it seems they are on the right track.

APA-Addis Ababa (Ethiopia) Being built on an area of around 11.3 hectares inside the headquarters of the African Union (AU) in Addis Ababa (Ethiopia), the new AU Conference Centre is taking shape, the special correspondent of APA noted on the sidelines of the ongoing 14th Africa Union (AU) summit.

The continuous roar of bull-dozers and other machinery clearing the rough ground, and the constant comings and goings of Chinese and Ethiopian workers on this building site give enough information on the progress of the infrastructure which work started in January 2009, and should be completed by December 2011.

The current premises housing the annual AU meetings were built in the 1960s at the beginning of the creation of the Organization of African Unity (OAU), predecessor of the AU. It is mainly characterized by its smallness and its inconvenience.

Fruit of the China-Africa Cooperation, the new AU conference centre will particularly house the annual conferences of the Pan-African organisation.
For lack of adequate infrastructure, the AU Commission uses the premises of the United Nations Economic Commission for Africa (ECA) for the purposes of the Union’s annual heads of state and government summit.

The AU Conference Centre under construction is a “gift” from China, AU Commission deputy Chairperson Erastus Mwencha said, adding that the infrastructure has already cost over US$130 million to China.
“China is a partner of Africa and wishes, through this project, to leave its mark on the continent,” Mwencha said, stating that this project is undoubtedly the “symbol of the China -Africa friendship.”

The future AU conference centre includes a 23-storey building that can accommodate more than 500 offices, a 2,000-seat auditorium, a 500-seat conference room and offices for the AU Commission staff.

The entire building should have been in the centre of some sort of park "as promised" - for example, surrounded by green lawn. Visible from every direction. They just buried it.:bash:

yeah, definitely not close to the original plan. I had such high hopes for this project and how it can potentially change the city's landscape. it's as if the Chinese have changed their mind and said "let's just give them something". either way, since they're paying for it I guess it's not really a bad thing.

As far as I can tell, the render matches the structure. Where do you see discrepancies? As for visibility of the project, it totally depends which direction the picture was taken from . It might look buried from one direction, but totally exposed from another. Let's not jump to conclusions ...

I had such high hopes for this project and how it can potentially change the city's landscape. it's as if the Chinese have changed their mind and said "let's just give them something". either way, since they're paying for it I guess it's not really a bad thing.

As far as I can tell, the original plans are being followed. You are looking at the building from the rear, and you can see the rising section in the back as you can see in the render. The building is still being clad in the glass and metal. You are looking at it from a distance and at ground level, so the park is obviously obscured.

Give it time. The Chinese don't joke about these things.

There are other planned projects that will surpass this AU building, but since it will take a few more years, when construction is over the AU building will be the largest.

Construction of African Union Peace and Security Building to Start Soon for Completion by 2012

Addis Ababa, 14 February 2011 - The Chairperson of the Commission of the African Union, Mr. Jean Ping, this morning, Monday 14 February 2011, presided over the ceremony of the foundation stone for the Peace and Security building of the African Union laid at the AU headquarters. The ceremony took place in the presence of the visiting high-ranking delegation of the German Federal Parliament, headed by Mr Herbert Frankenhauser, alongside Mrs. Lieselore Cyrus, German Ambassador to Ethiopia and to the AU.

The project is funded by the Federal Republic of Germany to the tune of 26.5 million. This is part of an overall assistance portfolio amounting to approximately 100 million euro for projects between Germany and the AU. GIZ (Gesellschaft für Internationale Zusammenarbeit) is the implementing agency for the project. The Peace and Security Building of the African Union will be built by Ethiopian construction companies. The African Union has commissioned the construction of the building for the Peace and Security Department, which is currently located in various buildings inside and outside the African Union Compound.

On this occasion Mr Ping expressed his appreciation of the support provided by the German Government to African Union’s effort to ensure peace, security and stability on the continent. He informed the audience that the building will “not accommodate the present and future staff of the Department, but also a Plenary Hall for the meetings of the Peace and Security Council, a Library, Operations Room, Situation Room and Conference Rooms, amongst others; all aimed at alleviating the current office space problem faced by the Peace and Security Department”. “It will have functional infrastructure that will be met ecologically sound and energy efficient in modern day architecture” he added.

In his speech on this occasion, Mr. Herbert Frankenhauser stressed, that peace and security on the African continent are unthinkable without the African Union. He lauded the African Union’s guideline to search for and find "African solutions for African problems". He pointed out further, that the African Union is Germany's most important partner in the area of peace and security in Africa. “Within the framework of the German Presidency of G8 in 2007, the German Federal Government had agreed to finance a programme supporting the enhancement of African capacities in the area of peace and security. One milestone in this programme's implementation is today's laying of the foundation stone.” he said.

Ambassador Cyrus underlined that Germany share common values with the African Union in a wide spectrum of political issues – in and beyond Peace and Security. “We live in a world where security, stability and prosperity are interlinked between continents and cultures. A politically and socially stable and prosperous Africa is in the joint interest of all of us. We share this overarching joint vision. “

In his remarks, Ambassador Lamamra Ramtane, AU Commissioner for peace and Security the Cornerstone emphasized on the fact that Cornerstone Laying Ceremony will mark “another milestone in the ongoing cooperation and collaboration between the Federal Republic of Germany and the African Union Commission in the latter’s task to ensure Peace and Security in Africa”.

The Guest of Honor of the ceremony, Mr Hailemariam Desalegne, Deputy Prime Minister and Foreign Minister of the Federal Democratic Republic of Ethiopia also expressed satisfaction for the project which will accommodate an estimated number of 360 staff while using climate friendly technologies. He reassured Chairperson Ping of the readiness of the Ethiopian Government to deploy every effort for the successful conclusion of the project.

It is probably because steel must be imported and concrete is made locally. The foreign exchange is precious. If all those building were built with steel the import bill would be higher the birr value lower, Ethiopia poorer.

Well that would be ironic seeing as how much of the current fiscal problems in the country right now can be attributed to excess foreign reserves.


The value of the birr, if you remember, was also significantly lowered in the past year, which in turn contributed to the problem I mentioned. So if anything that's the kind of problem we want, at least in the interim.

President Hu Jintao of China is scheduled to visit Addis Ababa in January, sources told The Reporter.

Sources said that President Jintao will come to Addis Ababa early January to inaugurate the new headquarters of the African Union currently under construction in the premises of the AU in Addis Ababa.

The China State Construction Engineering Corporation​ (CSCEC) is building a massive new complex as an expansion of the African Union's (AU) headquarters in Addis Ababa. The work on the project will be finalised on schedule, according to officials of CSCEC.

Addressing the Chinese delegation at the fourth annual China-Africa Strategic Dialogue held in Addis last May led by Zhai Jun, China's vice minister for foreign affairs, Jean Ping​ described China as the AU's "good and reliable partner". "We cannot thank China and it's leaders enough for it ..." Ping said.

The new AU’s edifice, which is being built on an area of around 11.3 hectares inside the headquarters of the AU, has cost the Chinese government about 150 million dollars. Work on the project commenced in January 2009, and should be completed by December 2011.

The current premises housing the annual AU meetings were built in the 1960s at the beginning of the creation of the Organization of African Unity (OAU), predecessor of the AU.

Fruit of the China-Africa Cooperation, the new AU conference centre will particularly house the annual conferences of the Pan-African organisation.

For lack of adequate infrastructure, the AU Commission uses the premises of the United Nations Economic Commission for Africa (ECA) for the purposes of the Union’s annual heads of state and government summit.
A diplomat at the AU said the AU Conference Centre under construction is a “gift” from China, adding that the infrastructure has already cost about 150 million dollars to China.

“China is a partner of Africa and wishes, through this project, to leave its mark on the continent,” the diplomat said, stating that the project is undoubtedly the “symbol of the China-Africa friendship.”

The future AU conference centre includes a 23-storey building that can accommodate more than 500 offices, a 2,000-seat auditorium, a 500-seat conference room and offices for the AU Commission staff.

Last Month Prime Minister Meles Zenawi visited China. Meles managed to secure more than 500 million dollars loan from the Chinese government to be invested on different development projects in Ethiopia.

Yap finally it is going to be enaugrated on saturday, a gift from China to Africa, I wonder why the Chinease government funded and constructed this building?this building is grand in everything,,, It is very simbolic,, I think it is to show Chineas inginiuty and good will to Africans, and also as a statement to the weast that is not happy to see the growing Chinease economic influence in Africa, to tell them that we are here to stay.

I am happy with the various designs our home-grown architects always come up with for example, it's not necessarily Ethiopian not is it Western. Most of the designs are unique in their own way, though they may not be categorized as representing a specific style. Their designs that you think suck now, you probably won't say the same if you're alive 50-60 years from now...that's how everything starts. Give them a break.

What do you mean typical African thing? What's wrong with China financing this construction? The AU is one of the poorest large regional organizations in the world. Until recently, Ghadaffi was its biggest donor. The UN has the same problem - always begging for money and it sure is not an African institution. The UN so heavily relies on the goodwill and handouts of the U.S. So, elaborate further when you say "It sounds like a handout again, typical African thing"

I think Abesha is talking about the quality of the design and the execution itself not the intention behind it. The designers seem to have no clue and don't seem to be capable of incorporating much needed facilities when designing. I disagree with your assessment and would say that a great deal of buildings that been built with an incredibly low quality will be an embarrassment in the future once the country finds itself in an economically comfortable position. I'm all for local pride but give me a break! This culture of settling for whatever and rush to the bottom needs to go away.

Let's stop and think - 3000 years old history produced nothing - something is wrong here for too long ......I do not want to be proud of a tukul / a mud hut - be it in a modernized or traditional way - I mean, shape it this way or that way, Gojo Bet is a sign of poverty!! Damned commies, while 128 million Chinese people's annual earnings were less than US$200, their "rich" government was reluctant to improve their nationals' welfare but tended to donate billions of dollars to other countries every year. As a Chinese, I'm really really angry about these donation. Fuck the damned commie government. It is destined to collapese in the future.
