Bacolod City tourism propects bright for 2008 (http://dailyinformer.info/index.php?option=com_content&task=section&id=10&Itemid=72)
Bacolod City — Bacolod City’s tourism prospects are bright this year as more tourists arrive here with the city fast turning into the “call center capital” of Western Visayas and was recently adjudged the Most Business-Friendly City in the Philippines.
A report from the Bacolod City Tourism office shows that tourist arrivals hiked by 20 percent registering 303,314 in 2007 compared to 253,262 tourists in 2006. Gross receipts from tourism totaled P985,425M
Koreans topped the list of foreign visitors in the city with 10,308 followed by Americans 8,113, Japanese 5,211, Canadians 2,497, and Germans 2,309.
L’Fisher Hotel garnered the highest number of tourist with 29,162 house guests, Standard Hotel 23,885, Pension Bacolod 33,000, Bacolod Pension Plaza 16,547, and Palmas del Mar 28,461.
New hotels and accommodations have recently opened to welcome tourist growth in the city. These are Planta Hotel in Araneta St. with 82 rooms, and Bacolod Pavillion Hotel with 82 rooms. Westown Hotel in Lacson St. and Carribean Waterpark Resotel at Goldenfields Commercial Complex are yet to open.

Center to be inaugurated at USLS-Bacolod today (http://www.visayandailystar.com/2008/May/27/people.htm)
The new facilities of the Angels’ Center Delasalle at the University of St. La Salle campus in Bacolod City will be blessed and inaugurated 4 p.m. today, a USLS press release said.
The Center has provisions for various activities, including group and language instructions, gross motor and fine motor skills development, academic area, circle time and play area, and areas for life skills development, computer work, snacks and art lessons. An area for caregivers and a playground are also located near the Center.
The staff includes a head teacher, teaching assistant, two volunteer Special Education majors, one working assistant, and one shadow teacher, the press release said.
Behavioral, educational programming and family support programs will be offered. The early intervention program also includes a program of inclusion for possible mainstreaming into the regular elementary program of the USLS-Integrated School, the press release said.
Ten slots are still available. Inquiries may be referred to Dr. Annabelle Balor, Dean of the College of Education at Tel. No. 432-1186 loc 123 and 171. The USLS College of Education also offers BEEd Major in Special Ed and the Graduate School offers an MA program in SPED, the press release added.*

ALONGSIDE Tuesday's opening of classes was the inauguration of the new Negros State College of Agriculture (NSCA) extension at the municipality of Moises Padilla.
More than 200 students presently enrolled, faculty and staff of the school, government officials, municipal employees and other guests attended the inauguration and blessing ceremony of the newly established school building, which stands on a four-hectare land donated by the Nazareno family.
The new campus was funded by NSCA, the local officials with P1.5-million assistance from the Provincial Government through Governor Isidro Zayco, and the National Government through President Gloria Macapagal-Arroyo's social fund.
Moises Padilla Mayor Francisco Nazareno said this is a legacy project and a breakthrough for education in their municipality.
It is also a stepping-stone for their economic enterprise, he added.
Dr. Freddie Maningo, NSCA president, said there are more than 200 students who enrolled for school year 2008-2009.
He told the crowd that the bill to convert NSCA into the Central Philippine State University is now ready for filing at the House of Representatives, co-authored by Representatives Julio Ledesma IV of the 1st District, Ignacio Arroyo of the 5th District, and Monico Puentevella of the lone district of Bacolod.
Government officials who were present during the ceremony included Zayco, Provincial Board Member (BM) Melvin Ibañez of the 5th District, mayors Nazareno, Alejandro Mirasol of Binalbagan, Renato Malabor of Isabela and Alberto Nicor of La Castellana, Vice Mayor Cipriano Remo Jr. of Moises Padilla, and newly appointed BM Enrique 'Guding' Lacson.

this is the shell station being demolished for the upcoming commercial building of the Gochangko's in Shopping area. :) theres no rendering available yet but i hope they will have a nice design just like depot and other commercial buildings in bacolod

Officials of Moises Padilla led by Mayor Francisco Nazareno passed a resolution thanking the Negros Occidental government, through Gov. Isidro Zayco, for helping in the establishment of the Negros State College of Agriculture in the municipality, a press release from the Sangguniang Bayan said.
The resolution sponsored by Councilor Dolly Yasa recognized the P3 million assistance from the province, with counterpart fund from the Nazareno family through the mayor and his wife, Judith, who donated four hectares of their land as site of the school.
The NSCA Moises Padilla campus, consisting eight classrooms, was recently inaugurated with Zayco and NSCA president, Dr. Fred Maningo, as guests, with provincial board member Melvin Ibanez, benefactor, and attended by Enrique Miguel Lacson, mayors Renato Malabor, Alejandro Mirasol and Alberto Nicor of Isabela, Binalbagan and La Castellana, respectively, the press release said.
The NSCA Moises Padilla campus is the first state college in the fifdth district, and has 200 enrollees for the first semester, the press release added.*

A P1.4-billion ethanol plant in La Carlota City, Negros Occidental, is targeted for completion by the end of next year or early 2010 with an initial expected output of 30 million liters of hydrous ethanol annually, Pedro Roxas, executive chairman of the Central Azucarera de Don Pedro Group, said yesterday.
Roxol Bionergy Corp., a subsidiary of the CADP Group, is the biofuels company building the plant next to the Central Azucarera de La Carlota mill.
“We are very excited and optimistic about this project, which in its next stage of expansion, aims to produce 60 million liters of ethanol from black slop molasses annually,” Roxas told the DAILY STAR.
Based on prevailing prices of molasses, the estimated cost of ethanol will be P28 to P30 a liter, but as the prices of fossil fuel continue to rise, the price of ethanol is also expected to follow.
“We believe it's a good strategic project because ethanol will be a value-added product from our molasses,” he said.
“Ethanol is an efficient, renewable, environment-friendly fuel,” he also pointed out.
The building of the ethanol plant has been awarded to KBK Engineering, an Indian firm, and the formal signing of the contract will be on June 27, Roxas said.
Initially about 70 to 80 percent of the molasses needed for the ethanol production will come from Central Azucarera de La Carlota, Hawaiian-Philippines Company in Silay City, and Central Azucarera de Don Pedro in Batangas, while the difference will be outsourced from planters and other mills, Roxas said.
The plant is targeted to produce 100,000 liters of hydrous ethanol extracted from molasses daily when it begins operations, Roxas said.
The plant is designed for flexibility so it will be able to produce ethanol from molasses and cane juices as well, Roxas said.
But he assured that should the firm resort to also using cane juices for ethanol production, this will not encroach into the table sugar needs of the country.
If we use cane juices to produce ethanol to add to the molasses in the future, it will come from sugar intended for the world market, so as not to upset domestic supply, he said.
It will allow planters to earn more for sugar allocated for the world market, Roxas added.
The new plant is expected to directly employ 50 to 60 personnel, he said.
The La Carlota plant is expected to be the third to begin producing ethanol in the country, Roxas said.
There is small distillery in Leyte producing 30,000 to 40,000 liters of ethanol a day, and the San Carlos ethanol plant is expected to be operational by the end of this year, Roxas added.

Legacy Construction of Alex Abelido submitted yesterday the lowest bid for the renovation and expansion of the Valladolid District Hospital among the four contractors who joined the biding for the project, with an approved budget contract of P19,339,354 from the Negros Occidental provincial government.
Legacy Construction’s bid was P15,936,980.99 while Galeno Construction’s was the second lowest bid at P16,616,790.31.
B.E. Construction came in third with its bid of P18,330,913.50 while MicroAsia Builders’ bid proposal was P19,180,979.63.
Bids and Awards Committee chairman Percival Salido Jr. said they will immediately start with the post qualification procedure for Legacy Construction to verify the details stated in its bid documents.
If Legacy fails in the post qualification, Salado said the BAC will consider the second lowest bid which belongs to Galeno Construction.
The renovation and expansion of the Valladolid District Hospital was the third multi-million project subjected to public bidding by the provincial government recently.
The BAC has started post qualification procedures for B.E. Construction which submitted the lowest calculated bid for the two-storey Male Detention Building of the New Provincial Jail in Barangay Tabunan, Bago City last week.
Pearly Construction’s documents are also being verified by the BAC for the renovation and expansion project of Gov. Valeriano Gatuslao Memorial District Hospital in Himamaylan City.
“Hopefully, by the first or second week of October, we will be able to issue the Notice of Award and the Office of the Governor can sign the Notice to Proceed for the projects,” Salado said.

why don't the national government and all other lgu's follow this model of the bidding process? i mean, if the province of negros occidental can do it , why others can't? the social action center is an arm of the diocese of bacolod concerned among others, social issues. if we get these people involved in the process, corruption will be totally eradicated in this country.

San Carlos Bioenergy Inc. conducted its first Sign Up Day on September 18 and 19 where sugarcane planters signed agreements to supply cane to SCBI, a press release from the company said.
Fifty-seven planters from San Carlos City and Calatrava in Negros Occidental and Canlaon, Vallehermoso and Guihulngan in Oriental Negros committed to mill their sugarcane with SCBI, which will operate soon as the first bioethanol plant in the Philippines.
SCBI is an integrated ethanol distillery and power cogeneration plant that is targeted to produce 125,000 liters of ethanol per day and approximately 8 megawatts of power. It was earlier reported that it will begin ethanol production by November but actual commercial operations will start in January 2009, the press release said.
In the press release, SCBI also said that considering its plant capacity, harvest and delivery scheduling is vital to accommodate canes within the San Carlos Mill District.
It said it is urging sugarcane planters to register early to ensure that their cane delivery will be accommodated.

MANILA, Philippines -- A group of Japanese investors are looking at setting up call centers in Silay City in Negros Occidental province, a local official told INQUIRER.net.
A report from outsourcing research firm Callcentres.net said a group of Japanese investors from partner firms Masterpiece Group and local partner Nomura Securities Philippines recently met with Mayor Jose Montelibano to discuss their intent to invest in Silay.
The proposed call centers would cater to Japanese, Chinese and English-speaking clients, the report said.
City councilor Mike Maravilla confirmed via telephone the meeting with Japanese investors, although he noted that plans are yet to be finalized.
Silay is categorized as a second-class city and is located north of the provincial capital of Bacolod. It is also the site of the new Bacolod-Silay International airport.
Maravilla said an area near the new airport is being developed as an investment site for IT-related industries and has a pending application with PEZA (Philippine Economic Zone Authority) to become an economic zone.
"Our thrust is to attract IT-related investments but we need to have adequate infrastructure first. Once approved, telcos have already committed to improve connectivity in Silay," Maravilla said.
A number of call center operators, including Convergys and Teletech, have already set up in Bacolod.

BACOLOD CITY — Construction magnate Reghis Romero II disclosed plans to invest in port operations here through Harbour Centre Port Terminal, Inc.
"We are looking into Bacolod. With our experience in port operations, we can convert the domestic into international port. [There are] industries that we are tied up with that we can bring here," Mr. Romero said in an interview.
R-II Builders constructed the Harbour Centre Port Terminal, a modern port situated within the 79-hectare Manila Harbour Centre, a development project that included the former Smokey Mountain garbage dump site.
"We are looking for other ports. We at R-II Builders are called a port city developer. We develop the port, we operate [it], and we create the industrial and commercial [opportunities]. Once you have [these] then you have housing," Mr. Romero said.
Although he did not yet identify a specific site in Bacolod, Mr. Romero said he went around the city on Friday to look for a possible site.
Bacolod City has two major commercial ports, the BREDCO port at the Reclamation area and the Negros Navigation port in Banago.
The BREDCO port, currently run by the group of businessmen led by Simplicio Palanca through a Comprehensive Revised Reclamation Agreement with the city government, is now a subject of a court battle after the city council last week voted for its takeover. The government wants to open up the port for bidding to other operators.
Mr. Palanca subsequently filed a case against the city officials, including Mayor Evelio Leonardia.
Mr. Romero said he is taking interest in Bacolod because it is a center of commercial activity.
"There’s a lot of possibilities in Bacolod. It can become an education hub," he said.
If Bacolod becomes an education hub, more people will come to the city, which could mean more consumers.
Moreover, Mr. Romero said that with Bacolod’s thriving student population, it would be wise for developers to "think of shelter facilities along this line."
"Business in Negros Occidental is heavily concentrated in Bacolod. You may want to look at neighboring towns where bedroom communities for professionals and their families may thrive," Mr. Romero told members of the Chamber of Real Estate and Builders’ Association here.
He explained that bedroom communities is a phenomenon in Manila where professionals buy housing units outside Metro Manila only to serve as their bedroom or weekend abode.
Harbour Centre is planning to conduct an initial public offering this year to raise up to P3 billion.

BACOLOD CITY - The Bacolod Real Estate Development Corp. (Bredco) will build a four-storey medical center on a two-hectare property within the reclamation area middle of next year.
The facility, estimated to cost P1.2 billion, will be completed in the last quarter of 2008. Hospital equipment worth P500 million will be installed in the middle of 2009, said Bredco President Simplicio Palanca.
"This hospital will be called the Bacolod Medical Center. It will also be called People's Hospital because everyone is invited to invest in this endeavor and people from all walks of life are welcome to avail of the services without any discrimination," Mr. Palanca said in a press conference here.
He said they plan to invite medical specialists from Manila and abroad to render their service at the Bacolod Medical Center.
There are presently three private hospitals and one government-run hospital in Bacolod. These are the Corazon Locsin Montelibano Memorial Regional Hospital, Pablo O. Torre Memorial Hospital (formerly Riverside Medical Center), Bacolod Adventist Medical Center (formerly Bacolod Sanitarium and Hospital) and Bacolod Our Lady of Mercy Specialty Hospital (formerly Chong Bi Hospital).

St. Rafael Development Corporation (SRDC) officially launched the Palmetto project during the MulAPO sa Puso concert and celebration of their anniversary last September 5, 2008 at the USLS Coliseum. The groundbreaking for Palmetto was conducted last September 4, 2008.

Palanca to build condo at Reclamation property
A plan to build a twin high-tower condominium in front of the Bacolod Pavilion at the Reclamation area was announced recently by chairman Simplico Palanca of the Bacolod Real Estate Development Corp.
Palanca said the project is expected to be completed by year's end. He said the original idea was for two slim high-tower buildings rising side by side in front of the Supercat terminal at the BREDCO port, but the design had been modified to a single building with two portions interconnected to maximize the number of available units to 56.
That first-ever condominium to be built in Bacolod may actually be a prelude to the expected accelerated development of the Reclamation area into a city within a city, and into a commercial and industrial center.
What can emerge, Palanca said, is the condominium community with a largely entrepreneurial mindset and committed to a vision of a commercial and industrial BREDCO and Bacolod City.

COA best proof for gov’t center’

If there are issues concerning the contract price of the new Bacolod City Government Center, the best argument is the evidence of the Commission on Audit, Benjamin “Benhur” Abalos Jr., national president of the League of Cities of the Philippines, said yesterday.
“Personally, for me it is one the most beautiful City Halls I have ever seen in my entire life all throughout the country,” Abalos said.
The mayors who arrived in Bacolod City Tuesday for the 3rd LCP Island Caravan, were given a tour of the new government center later.
Abalos said he has no idea about the price of the government center, when asked to comment on the issues against the project. “There will always be words but the best evidence will always be the evidence of the COA,” he said.
“If these issues have been brought before the proper institution, let that institution decide on the issue,” Abalos also said.
A COA Regional Office VI technical report said that the P394 million contract price of the new government center is “reasonable”.
The COA report said that a review of the technical and engineering aspect of the project reveals that the contract price amounting to P394,957,121.01 is found to be 8.18 percent above the COA Cost Evaluation hence, it is considered reasonable based on Section 7 of COA Resolution No. 91-52 adopted on Sept. 17, 1991.
COA regional cluster director Inocencio Cabahug Jr. issued the report in response to the request of State Auditor Sheila Portal of Bacolod City for the review and evaluation of the contract of agreement entered into by and between the Bacolod City government and Hilmarc’s Construction Corp. represented by Bacolod Mayor Evelio Leonardia and HCC president Efren Canlas, respectively.
Ormoc City Mayor Eric Codilla said “It is fortunate for you that your City Hall was almost finished before the prices of construction materials increased.” He said he believes the price of the new government center of Bacolod is good at this point in time.
Codilla said they started the construction of their new City Hall in Ormoc in 2002 and this is being done on a phase by phase scheme because they did not want to incur a loan.
Economically, it is good that the construction of the government center of Bacolod was continuous, Codilla said. The City Hall of Ormoc would not have cost them P400 million if the price of construction materials did not increase, he said. Until now the construction of their City Hall with a floor area of about 14,000 square meters has not yet been completed, he added.
Codilla said their P400 million budget does not include the landscaping, while the new government center of Bacolod costs P394, and includes the site development.
Abalos said a City Hall is the seat of government and the new government center is a fitting symbol of Bacolod. He congratulated Leonardia saying that they have been inspired by what he has done.
He also thanked the mayors of Negros Occidental for their warm hospitality since their arrival in Bacolod Tuesday for the 3rd LCP Caravan which aims to bring development services to the countryside.
The mayors distributed wheelchairs and eyeglasses, provided livelihood support, scholarship grants and medicine and vitamin supplements to the cities they visited in Negros Occidental.
The caravan, which is a flagship project of the current LCP leadership, provides a venue for the city mayors to discuss issues and for the host cities to showcase their local programs and projects. A school has signified its intention to build a school in Hacienda Bagacay as human resource base for the economic zones. Also in the drawing board are plans for a golf course, a horse race track, a car race track and a five-star hotel with 3,000 seat convention hall.The general area of Guimbala-on shows good potentials for retirement communities which can be developed together with golf course or leisure farms.
Airport location, though a significant economic anchor does trigger a huge multiplier effect particularly when it is located in Greenfield areas which are near business and commercial centers such as the case of Bacolod City. The tendency is for major economic activities such as commercial and business operations to concentrate the major city while the airport host city becomes largely a transit point with economic activities focused on airport related activities and some ancillary activities catering to largely local needs. Housing and commercial development may evolve as a response to airport based and related employment.

Golez said the Silay City government has nothing to lose in it as it incorporates the medium and long term investments plan for the city.
He added that the formulation of the CIP was done after a series of consultations with various sectoral groups and department heads, made by the City Development Council.
Councilors Michael Thomas Velez and Marie June Castro questioned the numerous infrastructure projects, with huge allocations, listed in the P15.9 billion City Investment Plan, and approved by the Sangguniang Panlungsod of Silay.
Among the proposed projects lined up for P15.9 billion budget as stipulated in the CDC Resolution No. 6, which was adopted by the SP on its regular session Oct. 7, included the construction of Light Rail Transit with a budget allocation of P14 billion, water supply Tabogon Creek to Silay City in the amount of P850 million, P250 million for road concreting (new city), P165 million landfill and solid waste related programs, to include its access roads and facilities, P108 million for 18 bridges, P45 million for Imbang and Malisbog bridges, P21 million for 14 overflow bridges, P50 million for land banking, P15 million for land acquisition, and P21 million feasibility studies for a racing village, seaport and Malogo River Dam.
Castro also said P10 million has been also earmarked for the purchase of firearms and ammunition.
Velez said it will take hundreds of years to pay for the funds to be used in the infrastructure projects lined up in the CIP.
Golez said he respects the opinions of Velez and Castro if they feel that the long term investment plans envisioned by Mayor Montelibano for Silaynons, which maybe for them is not achievable.
Maybe, they don’t believe in the vision of Mayor Montelibano, he added.
Golez also said the construction of a P4.5 billion airport of international standard in Silay City, which was only a dream 20 years ago, is now a reality.
“There is nothing wrong in dreaming big for Silaynons 20 to 50 years from”, he added.

TALK of political visions. Mayor José Montelibano has aplenty for Silaynons. And for Negrenses as well.
I'm totally excited on Silay's P15.9-billion City Investment Plan, which includes the construction of a Light Rail Transit, which will take the lion share at P14 billion.
I've been batting for mass transportation systems in the province as a way of combating runaway fuel prices, global warming and worsening traffic. With the loss of the province's railway network, however, mass transport systems have to virtually start from scratch.
Anyone who takes the MRTs and LRT in Metro Manila will attest to the advantages of mass transport systems. Despite the long walk and the lines to buy the card, the rides beat travel times by private cars or buses. In fact, friends who live in upscale Makati subdivisions often leave their cars at home and take the MRT to beat the traffic.
Of course, Silay traffic-or even Bacolod-doesn't approximate the density in Metro-Manila. For now, that is. But how about 10 years down the road? Twenty?
Currently, Bacolod makes use of its secondary streets to reroute choke points during rush hours. Yet two decades ago, Bacoleños have no such concepts. Riding a jeep, you can make it from Libertad to Ramos in less than 15 minutes. Now, try doing that at 8AM during workdays. Bacolod's commuters are spending more and more time on the road.
Back in the 1960s and 1970s, no one envisioned the horrendous traffic that Metro-Manila would eventually spawn. Ferdinand Marcos did. But history proved his solution faulty.
In 1966, Marcos pushed for an efficient mass transit system, even granting a franchise to the Philippine Monorail Transport Systems to construct a monorail system in the metropolis.
However, the project got derailed when he adopted a Japan International Cooperation Agency transport study proposing a series of circumferential and radial roads and an expressway with three branches. Marcos adopted many of the proposals, anticipating-correctly-that more cars and buses would create traffic jams.
Excluded, however, were mass rapid transit systems. It would take Metro-Manila another 20 years before it finally set up the Light Railway Transit. By then, the city roads have become congested with buses, cars and jeepneys.
On the other hand, Hong Kong's Mass Transit Railway (MTR) started construction in 1975, with the first line in full operation by late 1979, followed by three more, finishing the whole network by 1989. The whole length spanned 43 kilometers. In the late 1990s, another line was built connecting the metropolis with the Chek Lap Kok Airport.
Hong Kong's MTR ferries 2.3 million passengers during workdays, making it one of the most densely used per-track-kilometer in the world. Thus, commuters spend less time on the road and more on work hours and shopping for the tourists.
Hong Kong's returns on investments were worth the public investments, with the upshot of productivity and heavy tourism traffic. Improved travel and transportation systems helped spur trade.
I might add that most if not all developed countries have their own mass transport systems. Japan, which promoted the massive road network in Luzon, uses mass and high-speed transport between major cities and for commuter transport in metropolitan areas. Seven Japan Railways Group companies cover most parts of the country.
Negros is playing catch-up up with developed countries. But better late than never. Leading the way is not the Provincial Capitol or the Provincial Government but the Silay local government.
Hats off to Mayor José Montelibano and the Silay City Council for taking a bold move to convert a vision to reality.

Silay, the cultural and intellectual hub of the province occupies the central portion of Negros Occidental. Its northern and southern boundaries are separated by the Municipality of E.B. Magalona and City of Talisay while its eastern and western boundaries are separated and defined by mountain ranges and Guimaras Strait. Silay is characterized by a broad plain terrain of about seven kilometers in width starting from its coastline and extending inland to about twenty-five kilometers. Beyond this limit are series of rugged hills and mountain ranges. Three rivers with several tributaries criss-crossed the entire area of Silay conducive for crop production. The total population Silay is 107,722 as of May 2000 census which is 4.19% total population of Negros Occidental or around 1.9% of the total population of Western Visayas. Silay has a total land area of 214.8 square kilometers representing 2.71% of the total land area of the Province. It was during the administration of Mayor Romulo Golez when Silay became a Chartered City on June 12, 1957 by virtue of House Bill No. 6069 sponsored by Congressman Carlos Hilado and Jose Puey. Silay City is composed of fourteen barangays each headed by a Barangay Captain under the Barrio Charter Republic Act No. 3590. On May 15, 1985 a referendum was held creating two more, Barangays Patag and Bagtic were created. Silay City has two sugar centrals, the Hawaiian Philippine Company and Aidsisa Sugar Central which are the major contributors to the economy of the city.
Historical Background
The town of Silay, Negros Occidental was founded about the year 1780 with Don Tomas Quilangit as the duly appointed Gobernadorcillo of the town. The seat of the town during that time was in Guinhalaran. During his administration, he was insulted and assaulted by an Alferez of the infantry of the Spanish Government. His pride was greatly hurt and to vindicate his dignity, which was unjustly tramped, raised his hands against the official and stabbed him to instantaneous death. This caused much consternation, leading to his execution in the scaffold.
In 1780-1781, Don Alejo Severino of Jaro, Iloilo was named the first Gobernadorcillo of the new settlement. The seat of Spanish Government of this province at that time was in Himamaylan. By the order of the Military Governor of the Province, Don Alejo Severino was directed to make frequent trips to the northern town to investigate and look after their condition. After fulfilling his missions, he would stay in Silay. His goodwill and character gained the sympathy of the inhabitants and to prove their appreciation and admiration, asked the higher authorities of the province that Don Alejo Severino be named Gobernadorcillo of Silay. Thus, as the head of local government of Silay, he was able to construct the Catholic Church made of wood, bamboo, and nipa. He also constructed the Catholic Cemetery about a kilometer away from the town. The Parish Priest if the said church was Spanish Priest Padre Alejo Ignacio de Molinas.
In 1840, several families from Iloilo province came to reside in Silay, gave vigor to the town and rapid progress was made in commerce and in agriculture. It was during this period that a Frenchman named Germaine Gaston settled in Guinhalaran and introduced the cultivation of sugarcane. The sugar industry made the town prosper. Among the owners of the first sugarcane farms were Don Vicente Olaybar, Doña Agustina Olaybar, Don Macario Santillan, Don Vicente Villa, and others. At first, only primitive sugar mills known as “de sangre” and powered by carabao were used. Later these mills were improved by using steam engine. In 1920, Sugar Central Hawaiian Philippine Company was constructed.
In the annals of the history of Silay, the 5 de Noviembre represent an epoch of high significance in its political life when the inhabitants answered the cry of liberty and independence. On that day moved by one sole motive to raise arms against the Spanish Government headed by the late Nicolas Golez, Leandro Locsin Rama, Melecio Severino and Vicente Gamboa Benedicto, a great multitude gather in the public plaza at two o’clock in the afternoon to witness with respect, love and devotion, the raising of the second Philippine Flag made by Olympia Severino, Eutropia Yorac, and Patricia Severino. After the symbolic set, the crown under the command of the late Vicente Gamboa Benedicto acclaimed local military chief, the First Lieutenant Juan Olaybar as his second command, went to the headquarters of the civil guards located within the town and attacked the vanguard of both sides and affected the surrender of the Spanish forces. The Spanish forces were under the command of a Spanish Official. A Lieutenant who subscribed to the capitulation with local chiefs composed of Leonardo Locsin Rama, Nicolas Coloso Golez, and Melecio Severino Yorac as Member of the revolutionary committee. After signing the act of surrender, the revolutionists far from feeling enraptured imposed upon themselves the instant necessity to preserve order, and to this end acclaimed temporarily Don Leonardo Locsin Rama as the President to direct the density of the town. After the results of uprising in the province, a new provincial government was crowned with success in which four illustrious sons of Silay took offices with Antonio Jayme as Deputy Justice, Nicolas Golez as Deputy of Public Works, Leandro Locsin as Deputy of Agriculture and Melecio Severino as Secretary General.

Silay gears for “LRT age” As the city registers tax increase

Silay City Mayor Jose “Oti” Montelibano confirmed that the construction of the light rail transit (LRT) that will connect Bacolod to the Bacolod-Silay Airport in Barangay Bagtic is in the offing although he refused to name his investors because there are two and intends to accommodate both rather than holding on to one.
Special assistant to the governor Ike Barredo initially discussed this on Sunshine Channel encouraging Montelibano to start now despite his critics saying “it is a dream.”
“We are working hard on this and had already talked to Mayors Eric Saratan of Talisay and Bing Leonardia of Bacolod. Our two investors are more than ready to spend for the LRT from Robinsons to the Airport. Bing is asking that if it can be extended to SM City Bacolod,” Montelibano said.
“No problem!” the mayor said who at the same time is responsible for connecting the Silay Library, Civic Center, Sangguniang Panglunsod and the City Hall among others, Wi Fi ready.
At present, Montelibano is working double time mobilizing city hall workers and installing more than a dozen computer units to fast track assessments as prudent tax collection is the cornerstone of building up Silay City to greater heights. Montelibano, who said he is “alive and kicking” after undergoing a heart surgery added, “I could last now until I am 90 and see for myself the City of Silay developed into a first class city with 50 percent of its people rise to middle class status.
Meantime, Montelibano explained, “We need not sulk if Lehman’s ‘melted down,’ Wal Mart is up and up beat about its two-dollar salmon.”

This is not say that only Atty. Ike Barredo and Silay Mayor Oti Montelibano has this so-called 'metropolitan perspective,' there are plenty of local executives who has this business savvy their thoughts go beyond their immediate political jurisdictions. They are able to connect all their economic directions using the whole the province as a vantage point and the whole globe as their market. They are not parochial but international therefore they implement the law, clean their backyards, achieve zero crime rate and unpopular among those who do not want change.
Atty. Barredo and Mayor Oti were mentioned because they spoke of government services that is not limited by jurisdictional boundaries. While still serving the provincial government, Atty Barredo spoke in a Sunshine Channel interview of how to expand the Bacolod City market. “Why not improve or reconstruct the pala-pala area,” it can be recalled. It is logical from Barredo's words, the vendors' area near SM City is another possibility for market expansion.
Then Atty. Barredo looked straight into the camera and emphatically urge Mayor Oti to start the light rail transit (LRT) project now, a project which indeed is not a 'dream' at all but already in the process. The LRT will stretch to the south and the north of Silay, note outside of Silay, Mayor Oti said, while Atty. Barredo envisioned it to circle the whole of Negros Island so businesses are perked this way. Atty. Barredo could run for Congressman in Bacolod City but his mind is Negros and is saying something that has to do with a Mayor in Silay. Silay Mayor Oti is processing a project he is initiating but will affect the whole of Negros in terms of employment soon as investments are set up in Silay City. “With an LRT, people farthest from Silay can be employed but need not settle in Silay. So inward migration is avoided because in 30 minutes or less, Manapla can be reached by the LRT.” This will work as a configuration. Movements will be from end to end, city to city, municipality to municipality, end to city, city to municipality, municipality to end and so on and so forth. Mayor Oti, however, warned not to reveal the investor involved.
What about Bacolod City in particular? Now Councilor Wilson Gamboa, Jr. can take a big rest, or whoever sits as the committee chair of traffic management in Bacolod City. With the construction of the LRT interconnecting the whole island, less demand for transportation results. Councilor Jun Gamboa's vulnerability to critics could 'crystallize.' Other than execution, traffic problems in Bacolod is a demand and supply equation problem. There are too many vehicles servicing a 'hand-less' passengers (Hello LTFRB and LTO). Market distortion is not understood well by statekeholders, Councilor Jun Gamboa gets part of the blame. With an LRT, will you still invest in public transport?
Look, what Mayor Oti is doing for Silay yet corrects market distortion and traffic congestion in Bacolod. Is this not cool?
What about the marginalization of drivers and small transport groups ease out by the LRT? Now that Mayor Oti announced the setting up of said structure, then think of businesses that will piggy-back on the LRT project. Listen to Bacolod Councilor Jun Gamboa's text message, “Great idea in decongesting Bacolod's Traffic and the development of new economic centers within and outside of Bacolod's radius of growth.” Notice, Councilor Gamboa is talking of new economic growth in and outside of Bacolod's radius which could mean from Talisay towards up north or Bago towards up south.
Marginalization need not happen with LRT, it will take lots of thinking and creative entrepreneurship, though, in catching this new economic growth centers it can create all over the island if Mayor Oti decides to so.

Bacolod Sangguniang Panlunsod (SP) chairman of the traffic management committee Wilson Gamboa, Jr., who figured several times in some controversies now can breath as he relished the plans of Silay City Mayor Jose “Oti” Montelibano to construct a light rail transit (LRT) system which will initially stretch from the Bacolod Silay-Airport down to SM City Bacolod.
Gamboa said, “Several times, I have made public statements that the only way to solve traffic in Bacolod City is to construct a mass transit system the way Mayor Oti conceived it. Going straight through Lacson Street from Silay, public rides will now be rerouted to arterial roads, easing congestion in major roads.”
Gamboa, who is at the same time a member of the working committee that formulated the Department of Transportation and Communication (DOTC) and the Department of Interior and Local Government (DILG) Joint Memorandum Circular no. 1 dated September 10, 2008 as mandated by Executive Order no. 712, said that “Mass transport must be developed, implemented and constructed to address traffic problems in all provinces.”
“This is not to mention growth centers that will develop in every terminal of this LRT. If Mayor Oti intends to stretch his project up to Manapla and beyond, then growth centers will develop all over the province,” Gamboa explained.
In an interview with Montelibano, he confirmed that he is continuously working with investors so that the project will push through but will not reveal the investors’ identity and the project’s timetable.
Meanwhile, Special Assistant to the Governor Atty. Ike Barredo strongly urged Montelibano in a Sunshine Channel cable television interview to push the project’s realization now.
Barredo who is running for congressman but whose perspective is provincial, in fact, is proposing that the LRT circles the whole province and is also urging government to restore the railway system that carries sugar canes to mill sites.
In a similar tone with Gamboa, Barredo explained that an LRT system which will circle the whole Island of Negros will be a big boost to the tourism industry of the province.
Likewise he said, “The restoration of the railway system will result into big savings in maintenance of roads, bridges and other infrastructure destroyed by weight of hauling trucks. This will result in fuel savings as well, same system with that of fifties and sixties,” Barredo said.

thanks @sleepwalker...i think development around the airport is now gaining ground with the entry of 2 flying schools. the next to watch out for is the PAF facility which will soon find its home in silay. :banana::banana::banana:

bacolodchamp November 8th, 2008, 01:03 PM ^^nobody forces you to believe it...fyi, the railway system in negros island had been in existence for over a century already. its being used by locomotives to transport sugarcanes to sugar centrals which in some areas are still in use until now. if they would opt for a railway system as you would like to believe it is, it won't cost them 15b just to rehabilitate it.

the airport's location is in the inner part of silay city which is in the middle of sugar plantations. its not too close and not too far either. its still void of any structures that will impede future expansion should there be a need for it. the proposed export processing zone will be built within the vicinity of the facility but i don't think its that close. and besides, facilities in the epz's as seen in many epz's all over the country are not that tall enough to pose serious threats to navigation.

Zayco earlier said that he wants to see every city and town living in progress and that his office is ready to support developmental projects.
In Silay City, Mayor Jose "Oti" Montelibano said several big investors who are planning to put up businesses in the city have been contacting him. However, he said he was sorry because he cannot assure steady power supply.
"Silay is only generating about four to six megawatts and that kind of power is not enough for big businesses being offered to be built here," Montelibano said.
Montelibano added that a certain businessman showed interest in putting up a mall in the city, which could be a very important asset for Silay. But he was saddened by the fact that while Silay is capable of hosting such kind of business, its power is insufficient.
"How I wish Silay will have malls here. It's another 'plus' for Silaynons on their lists of something they can be proud of their city. But we have to accept the fact that we are facing a serious problem and that is the threat of power insufficiency," he said.
However, the mayor is hopeful the Energy Development and Research Center (EDRC) that is soon to rise in Bago City could help solve the city's power problem.
"Our economy and all the businesses in the entire province and island are being ran by electricity -- from the mega malls to little stores. And if we won't be able to find a solution to the problem, then I fear the total power shortage by 2011 or 2012 would come true and if it happens, then expect for economic crisis," Montelibano said.
He also clarified that although the project of having a mass transit (Light Railway Transit) has been approved, still it would not be implemented within years from now because of the same energy crisis reason.
"Our airport cost us 10 long years before it was totally completed and that LRT project I think would cost us another 10 or 15 years if the problem of too low energy supply in the city would not be addressed," he said.
The approval made by the Silay City Council on the P15.9 billion proposed budget of the LRT made city councilors Marie June Castro and Michael Thomas Velez to comment, saying they are "ashamed" of the city for having that costly project.
They even called the project "unrealistic" and "unreasonable".
But Montelibano had earlier said the city will not be shouldering the total cost of the project, but it will be based on the Build, Operate and Own (BOO) and Build, Operate and Transfer (BOT) system, with budget coming from the pockets of the interested investors from China and Germany.
"Silay won't cost even a single cent on this (LRT) project," Montelibano said.

No investor in his right mind... would even invest a billion of dollar for unsustainable project..
Talisay City should attract big ticket investors first before dreaming an LRT project..

MEMBERS of the Silay City Council are looking at the immediate approval of the P280-million proposed budget for next year.
City Councilor Rosalinda Caja said the Council is expected to approve the proposed 2009 budget of P280,003,845 by Tuesday next week.

"I am quite confident that the SP will approve the budget. Delaying the approval of this budget will cause delayed public service to our constituents and that is something we do not want to happen. We, as public servants, should be there when people need us the most."
This after the supposed approval of next year's budget in Wednesday's regular Council session was shelved due to some technicalities.
But Councilor Jose Raymundo Locsin, chair of the council committee on finance, said they will push for the approval of the budget next Tuesday.
Silay's current budget is a little over P267-million.
Of the proposed budget, 76.49 percent has been allocated for general services of the city.
Mayor Jose Montelibano, in his budget message, stressed that "the value of life of Silaynons will always occupy center stage and its human growth and development will always be given priority".
This particular message got the attention of Councilor Marie June Castro as she clarified, at the SP's session also attended by City Administrator Ignacio Salmingo and City Budget officer Ramon Dumancas, that she also hopes for the implementation of projects and programs in the list of priorities to be funded by the 2009 budget.
She noted that several programs, like the skills developmental program for the youth, were allocated P500,000 for 2008 and have not been implemented to date.
She also cited the P3-million annual budget intended for the health insurance of Silaynons.
Salmingo clarified that part of the P3 million was already used to pay for the health bills of target beneficiaries, adding that as of now, less than P1 million is left.
Salmingo also said they are still looking for a place where trainings and skills developmental programs for the city's youth could be conducted since the initial proposed area, as per actual checking done by the City Administrator's Office, is not safe for youth gatherings and sports practices.
Meanwhile, over P214-million or 76 percent of the 2009 budget, has been allocated for projects that would promote the city's order and public safety, for judiciary system, administrative overhead and regulatory functions of the city.
Silay policemen would also receive a monthly incentive of P1,000 each.
An amount of P24,549,000 or 8.76 percent of the entire proposed budget would go to social services. (Jerson o. Coronica)

KOICHI Yamaguchi and Toshiyuki Okubo of the Yamaguchi Landscaping Company of Japan, accompanied by Shigini and Thelma Watanabe of OISCA International of Bago City, paid a courtesy call on Bacolod Mayor Evelio Leonardia Friday.
Yamaguchi and Okubo are in the city primarily for the creation of an authentic Japanese garden beside the Japanese shrine at Rosario Heights, Bacolod City.

The garden will actually be a public park and will be a "tie-up" venture of the Homeowners' Association of Rosario Heights Subdivision, the OISCA and the City Government of Bacolod.
The project was started November 6 and is estimated to be finished in one month's time, said Thelma Watanabe. The Barangay Council of Taculing will maintain it. Turnover ceremonies will be on December 1, she said.
Yamaguchi was in Bacolod 14 years ago and was responsible for the small Japanese garden in the city public plaza -- represented by a big rock facing the Bays Center. Three Japanese nationals were made honorary citizens of Bacolod for that garden - Koichi Yamaguchi, Engr. Katsutoshi Fukukawa and a Mr. Honda.
During the courtesy call, Yamaguchi proposed to landscape a portion of the New Government Center grounds for free. Leonardia thanked him for the generous offer and said his proposal will be seriously studied and evaluated.

Ethanol maker hikes capital to P1.05B
CORPORATE REGULATORS approved last week the more than 30% capital hike of ethanol producer San Carlos Bioenergy, Inc. to P1.05 billion.
The Negros-based firm, whose board approved the capital hike in December 2007, created 2.5 billion preferred B shares worth P100 each to implement the capital increase, documents filed with the Securities and Exchange Commission showed.
Bronzeoak Clean Energy, Inc., one of the firm’s majority shareholders and a subsidiary of UK-based bioenergy company Bronzeoak Ltd., subscribed to four-fifths of the capital increase.
The company’s officials were unavailable for interviews regarding their plans for the proceeds from the share sale.
San Carlos Bioenergy, which is led by businessman Jose Maria T. Zabaleta, will start operating its ethanol distillery and power plant early next year, when fuel products must have up to 5% ethanol blend under the Biofuels Act. The law will increase the ethanol mix for gasoline from 2% to 10% by 2011.
The facility in the San Carlos Agro-Industrial Economic Zone in Negros Occidental, is projected to produce about 125,000 liters of ethanol daily using sugarcane as feedstock.
The firm, together with Ormoc-based Leyte Agri Corp., signed a deal to provide the country’s largest oil company, Petron Corp., its annual ethanol needs of about 50 million liters.
Earlier this year, Bronzeoak Philippines, Inc., a sister firm of San Carlos Bioenergy, said would spend P8 billion to build two more ethanol plants by 2010 to meet the expected surge in demand. — Don Gil K. Carreon

The Bacolod City government is mulling the construction of a mini lying-in clinic within the City Health Compound after the offices there are transferred to the new government center, acting Mayor Jude Thaddeus Sayson said.
Sayson said several offices like the Public Employment Services Office, the Bacolod Housing Authority, the Civil Registry will move to the new government center this month, but most of the manpower of the CHO will remain at the CHO compound.
He said that, based on studies of the Corazon Locsin Montelibano Memorial Regional Hospital, majority of their patients from Bacolod City are women who give birth.
Sayson said the lying-in clinic at the CHO compound, if it materializes, will serve these women and lessen the volume of patients at the CLMMRH.
He also said that after the different offices of the city government transfer to the new government center, the city will be saving a big amount of money in rental of office spaces.
The Criminal Investigation and Detection Group in Bacolod has requested for a small office to rent at the present City Hall, Sayson said. The old City Hall will remain as the seat of power since the City Mayor’s Office will still be there, he added.
Meanwhile, Comfac Corporation has delivered 55 percent of the furniture and fixtures for the Bacolod City Government Center last week and is expected to complete the delivery within this week.
Executive Assistant and Building Administrator Reynaldo Ebreo said Mayor Evelio Leonardia has directed that they will transfer to the new government center on Dec. 16.*CGS

also, at the front of the government center will be rising a small complex that will signal the construction boom in the area...
right now, we are being offered by major companies (along with my neighbors) since we live near the government centre to sell our properties as they will convert the area into a mix use developments... as far as im concerned, MEGAWORLD is really interested in buying 50++ hectares of land near the Government Centre and they are also interested in buying the Old Bacolod Airport as they will convert the place into a mix use Bayside Property also like what they will be doing in the Pasay Reclamation Complex...
