La contribution des hydrocarbures au PIB a ainsi été ramenée de 70 % à 33 % en l’espace d’une décennie, aux Emirats Arabes Unis.

Et la croissance est désormais tirée par les services, le commerce international, le transport aérien, la finance et l’immobilier.

Le phénomène est encore plus spectaculaire à l’échelle de Dubaï, puisque la part du pétrole dans le PIB a chuté à 6 %.


Les Émirats ont massivement investi dans les nouvelles technologies. Selon une récente étude du World Economic Forum, le pays émarge au premier rang arabe et au 28e mondial en ce qui concerne la capacité d’absorption des innovations technologiques.

Les gigantesques excédents commerciaux - 50 milliards de dollars pour la seule année 2006 - ont permis d’alimenter les fonds souverains, comme l’Adia (Abu Dhabi Investment Authority), qui multiplient les investissements à l’étranger. Les EAU vont ainsi injecter plus d’une soixantaine de milliards de dollars dans des projets immobiliers aux Maghreb au cours de la prochaine décennie.

Les ports, avec le rachat du britannique P&O par Dubai Ports World en 2006, les télécommunications, avec notamment le rachat de 35 % du capital de Tunisie Télécom et de 60 % de Maltacom (Malte) par Dubai Holding en 2005, la promotion immobilière ou encore l’industrie automobile, avec des prises de participation minoritaires dans le capital de DaimlerChrysler et Ferrari, constituent les cibles de prédilection des investisseurs émiratis.
Cette montée en puissance économique s’accompagne de profondes mutations sociales.

Dirigeant visionnaire mais conservateur, Cheikh Zayed avait tenu à préserver Abou Dhabi des « formes acculturantes » de la modernité comme le tourisme. D’où le contraste qui a longtemps existé entre l’extravagance de Dubaï, cité cosmopolite ouverte aux quatre vents, et l’austérité d’Abou Dhabi. Un contraste en passe de s’estomper depuis l’accession à la présidence des EAU de Cheikh Khalifa Ibn Zayed al-Nahyane, en novembre 2004. Le prince héritier, Cheikh Mohamed Ibn Zayed al-Nahyane, ministre de la Défense et nouvel homme fort de l’Émirat, ne cache pas ses ambitions réformatrices. Vraie vision stratégique ou simple choix générationnel ?

Toujours est-il qu’Abou Dhabi s’est lancé à son tour, et sans retenue, dans des chantiers démesurés ou dans des acquisitions de prestige, comme l’université française de La Sorbonne, qui a ouvert une antenne sur place en 2006. Le projet le plus impressionnant reste sans conteste celui de Saadiyat Island, un îlot de 2 700 hectares, installé à 500 mètres au large de la capitale, dont l’achèvement est prévu pour 2018.

Ce méga-complexe touristique comprendra des hôtels, un opéra, une cité des arts, et pas moins de quatre musées de renommée internationale, dont le Louvre et le Guggenheim, spécialisé dans l’art contemporain.
