Only 3 of 10 PPP projects may start construction in 2011

MANILA, Philippines - Only 3 of the 10 listed projects under the Aquino administration’s public-private partnership (PPP) program are expected to start construction by next year.

Budget Secretary Florencio Abad said most of the infrastructure projects listed under PPP for 2011 are still in the preparatory stage, and might still need more time for them to commence.

“There are only 2 to 3 projects that may take off next year since the remaining [projects] are still in the preparatory stage,” said Abad, who will speak at the Infrastructure Philippines conference on Thursday, where the Aquino administration’s flagship PPP development thrust is to take center stage.

As of Wednesday, the government was able to register some 400 investors to participate in the conference, Abad said.

Abad did not identify which of the listed PPP projects will start construction by 2011.

The listed 10 projects include
- Metro Rail Transit (MRT)-Light Rail Transit expansion, to cost P70 billion
- MRT Line 2 extension, P11.29 billion
- new Bohol airport, P7.54 billion
- Puerto Princesa Airport, P4.36 billion
- North Luzon Expressway- South Luzon Expressway link, P21 billion
- Cavite-Laguna Expressway-Manila side section, P10.5 billion
- Daraga International Airport, P3.07 billion

The 3 remaining projects, the costs for which have yet to be determined, are the development of the City Terminal for Diosdado Macapagal International Airport, the privatization of the Laguindingan Airport operation and maintenance, and the supply of treated bulk water for Metro Manila.

Finance Secretary Cesar Purisima earlier said only a handful of the 100 listed PPP priority projects are ready for construction, and many still need additional feasibility studies to take off.

He said for next year, the government will list 10 more in the PPP priority list, and probably more than 10 by 2013.

“The focus will be on three major areas which are tourism, the food-supply chain and, of course, general infrastructure to make our cities more livable and more competitive,” Purisima said.

In Thursday's conference, economic managers will introduce the country’s revitalized PPP framework under the new government. The officials will discuss the new efforts to improve project development, review and approval, financing and risk allocation in project structuring, execution and monitoring.

Implementing agencies such as the Department of Public Works and Highways and the Department of Transportation and Communications will also be* presenting their infrastructure projects for possible private-public partnerships,* as well as their planned timelines for bidding out these projects. Purisima said the government might also float infrastructure bonds to help shore up the necessary funding for the infrastructure projects.

Proceeds of the bond issuance will be given to the project proponent as its loan from the Aquino administration.

@GearX, aside from the vacant lot which you put a green line in the map beside KIA, apil pud ang adjacent lot pa jud anah according to Bebot Puntod, kanang aguilar college foundation na campus sa una..i think part of it now is a sea food restaurant, PB jarbs if im not wrong and the half of the campus is i think idle na xa..well in my opinion it will total to 4 hectares but then again i might be wrong.

I think it's more on management prerogative and priority...

Iligan Super City Mall being a new one, aside from sales the management is keen on maintaining its new design facade and cleanliness...a lot of the new management team are young and came from Gaisano City Mall (In fact I know one of them)

Gaisano City Mall being an old mall, the management is just keen on sales. unless they have a big facelift project. facade maintenance was done a long time ago...

THE Roads and Traffic Administration (RTA) will hatch up a plan in the coming months on how to contain vehicular flow once an Ayala shopping mall opens occupying a whole block along CM Recto Avenue. This is based on an article published in a local daily.

In the said article, accordingly RTA overseer Supt. Antonio Montalba will be coordinating with all those affected with the traffic flow which includes the management of the Ayala shopping mall, Gaisano City Mall, and the management of other businesses located in the area such as Graphics All-in Communications. Members of the newly created civic group called Cagayan de Oro Campaigners for Road Courtesy and Discipline are also expected to be included in the planning stage in overhauling traffic flow in the area.

They might as well also include the management of Northern Mindanao Medical Center (NMMC) and Cagayan de Oro Water District (COWD), both with expected high number of motorists/visitors which often park along the Floirendo property perimeter.

As shown below, the small property at the top left corner (across Corrales Avenue) is also that of Floirendo’s (I think). Perhaps they should also consider if a “drive-thru” establishment is being planned there.

Market City assures displaced vendors

THE management of Market City Agora in Cagayan de Oro has assured displaced vendors that they would be accommodated to the newly refurbished market and terminal building at Lapasan.

Mr. Hong See, proprietor and manager of Megafarm Corporation, the developer of Market City, told Mindanao Gold Star Daily that they are now validating the exact number of vendors to be accommodated. "They will all be accommodated inside, provided that they have been there in the area as regular vendors prior to the start of the construction," he said. The number of vendors that surround the Market City has reportedly increased after finding a much bigger, more convenient and more spacious Agora Market with new amenities.

Records in the City Economic Enterprise Department list more than 1,000 vendors before the construction, but this has surged to more than 2,300. "One of the criteria is that we will see to it that those accommodated vendors can pay religiously the monthly rental. We have invested much to have a state-of-the-art market and terminal to cater to the needs of the people nearby," See said.

Aside from the newly refurbished building, the Megafarm Corporation has installed a waste-water treatment facility to insure clean water is disposed towards the canal. The project is another Build Operate and Transfer entered into by the Cagayan de Oro City Government worth P250-million with businessman Erwin Bryan See to reconstruct the Agora bus terminal and market set to finish mid-quarter next year.

But See said they have already spent more considering that they have made some modification from the original plan. "We have some modifications which include the installation of mall-type tiles around the passageway. It is like a replica of Market-Market in Metro Manila," he said.

Early this month, Savemore Market opened its first branch inside Market City with great merchandise selection, convenience and excellent customer service. The P100-million, 3,300-square-meter Savemore Market is a stand-alone full service supermarket owned and operated by SM Supermalls. It is its 35th branch in the country.

That is a big question na ang Gaisano mismo ang makatubag....The old Gothic twin Cimema in Cogon at World Cinema was converted into Gaisano Suki Club, at may incoming na naman na Gaisano Bulua at Arcade/warehouse sa Cugman area...Ewan ba ng Gaisano bakit di nila man lang malinisan ang Gaisano city-mall kahit brasan na lang kaya pwede na:ohno:

what happens if you lose your ID? can you still get inside the campus? what if you lose it during exams and youre in a hurry? are there any temporary ID's being lent to the student?
