Oscar S. Moreno. The visit was part of the 3-day Camiguin-Misamis Oriental trip headed by the French Ambassador Gerard Chesnel. Part of the itinerary was the plant tour at the German-owned Mindanao Power Plant Steag State Phils. Inc. in Villanueva town and the wheelchair factory owned by a French humanitarian organization Handicap International and Freedom Technology in Tagoloan, Misamis Oriental. The brief visit was concluded by a sumptuous dinner at Pryce Hotel hosted by the French Presidency in honour of Gov. Oscar S. Moreno. The delegation was composed of the following heads of diplomatic missions : European Union Amb. Alistair Macdonald; Belgium Amb. Gregoire Vardakis; Czech Republic Jaroslav Ludva; Finland Amb. Riitta Resch; French Amb. Gerard Chesnel; German Amb. Christian-Ludwig Weber-Lortsch, Netherland Amb. Robert Brinks; Romanian Amb. Valeriu Gheorgie; Spanish Amb. Luis Arias Romero and United Kingdom Peter Beckingham. During their visit at STEAG State Power Inc., in Villanueva, Misamis Oriental, the European Commission to the Philippines cited the power company for its active involvement in social development and environmental programs. H.E. Alistair MacDonald expressed delight on the projects implemented by SPI in support of the Philippine government’s programs on social services delivery, livelihood improvement, governance and capability building, and environmental protection. He also cited the power plant’s efficiency, state-of-the-art operations and substantial contribution to the economic progress of Mindanao as it helps secure for the island a stable and reliable supply of electric power. FRANCISCO THE Mindanao International Container Terminal (MICT) in Tagoloan town in Misamis Oriental will bid its stevedoring services soon but at a still undisclosed date. This was disclosed by an official of the Philippine Veterans Industrial Development Corporation (Phividec) Industrial Authority who spoke on condition of anonymity because the particular bidding date has yet to be finalized. As an industrial economic zone, Phividec operates the MICT and is also host to dozens of multinational companies operating in the province. The industrial economic zone covers some 3,000 hectares which include portions of the towns of Tagoloan and Villanueva in the east coast of the province. Phividec was created under Presidential Decree (PD) 538. MICT started operations as a government entity solely operated by the Phividec Industrial Authority since 2004. This early, five companies have already expressed interest to bid for the stevedoring services of the port. The five are identified as Asian Terminals, Inc., Amer Asia, Harbour Centre Port Terminals, Inc., International Container Terminal Services, Inc. and Maersk Lines. Maersk Lines is already a regular client to the port along with National Marine Corporation and Lorenzo Shipping Corporation. Container ships who have business with these companies ply to Brunei, Indonesia, Malaysia and other parts of Southeast Asia because MICT is part of Brunei-Indonesia-Malaysia-Philippines – East ASEAN Growth Area (BIMP-EAGA) transnational economic zone. In an interview, an official of the Phividec Industrial Authority, which is tasked to handle the facility’s privatization, said that only Asian Terminals Inc. (ATI), International Container Terminal Services Inc. (ICTSI), and Harbour Centre Port Terminals Inc. (HCPTI) with its Singaporean partner Overseas Port Pte Ltd. have submitted their bids to operate the port for 25 years. While all three companies handle almost all cargoes passing through the Port of Manila, only two—ATI and ICTSI—are listed at the Philippine Stock Exchange. ATI is the cargo handler of the Manila South Harbor, ICTSI operates the Manila International Container Terminal, the country’s largest, and HCPTI manages the Manila Harbour Centre, a private port, which also has a professional basketball team. According to Engineer Octavio Reciña, who chairs the bids and awards committee of the Philippine Veterans Investment Development Corp. said that Amer Asia and AP Moeller Terminals, not its sister firm Maersk Lines as earlier reported, failed to submit their bids. “We have already opened the bid on January 28, but we are still evaluating their bids,” he said. Meanwhile, a Phividec official, said that ICTSI may have an edge over the others. “From the looks of it, ICTSI has inside track based on preliminary results. However, it is still a long way to go to March 31, and things could change,” the official said. Government is privatizing the management and operation of MCT, one of Mindanao’s most modern ports, to attract more direct callers and increase the facility’s cargo traffic. Besides having two gantry cranes and four rubber-tired gantries, the terminal can accommodate ships that can carry up to 150 twenty-foot metal containers. Although the port can handle a total of 270,000 metal boxes a year, it also has provisions for expansion, enabling it to accept larger vessels and expand its capacity. After two failed biddings, Phividec was mandated to run the facility and begun offering cargo handling operations to ICTSI to attract regular callers. MCT has already three regular callers including international carrier Maersk and the Magsaysay-owned National Marine Corp. and Lorenzo Shipping Corp. Earlier, the port was barred from accepting local and international cargoes by the Misamis Oriental Regional Trial on April 27, 2004, three days after President Arroyo inaugurated the terminal. Oro Port Cargo Handling Services, the cargo-handling operator of Philippine Ports Authority-owned Cagayan de Oro Port, convinced the court that it has the exclusive right to handle cargoes in and out of Cagayan de Oro. (TDI), the hard-liquor manufacturing unit of the Lucio Tan Group, expects sales in Mindanao to grow by at least 30 percent next year once its newest facility here starts operating in February. In an interview, Tanduay Holdings Inc. president Wilson Young said the facility, solely dedicated for producing rhum drinks, will deliver an additional 300,000 to 400,000 cases per month to address demand in the region. Tanduay Holdings is the parent firm of TDI and is listed in the Philippine Stock Exchange (PSE). The Mindanao market consumes around 5 million cases of rhum annually, which almost represent the average sales of TDI every year. In 2008, Young sees requirement growing to 6.5 million cases, as new drinkers are expected to favor hard liquors more than beers. And with the P1-billion manufacturing facility that TDI is completing, Young said they can very well capitalize on the ballooning market. “Mindanao is really an important market for us as we see it as a growth area,” he said, adding that the company has been on an aggressive tack as it recognizes continued competition from Ginebra San Miguel and Emperador Distillers. The Mindanao market currently accounts for 40 percent of TDI’s total revenues annually, or about 15 million cases each year. As of end-September, the company’s consolidated sales amounted to P5.5 billion while net profit was valued at P153 million. Young said the El Salvador plant will allow TDI to serve its Mindanao market better and faster.^^ “At the same time, we will save on freight costs as the products for the Mindanao customers will no longer be shipped from the Luzon plants, which is currently the setup,” he explained. The people of Laguindingan were thankful that they had farmlands to till. Although the majority of them were tenants, they were, nevertheless, grateful for the work which kept them busy and which assured them of an income. No matter how meager their income from farming was, they were ready and willing to till the soil for as long as they received their pay steadily, for this provided them with the very basic necessity in life–food on their tables, clothing on their backs, and shelter over their heads. The farmers started to worry for their well-being when, in 1990, they learned of a master development plan initiated by various concerned government institutions and local government units for the cities of Cagayan de Oro and Iligan and 19 municipalities of Misamis Oriental and Lanao del Norte. Known as the Cagayan de Oro-Iligan Corridor Special Development Project (CIC-SDP) which covered 3,100 square kilometers or three percent of Mindanao, the project envisioned to develop the corridor as one of the industrial centers of the Philippines and was planned to host locators which are globally competitive in agribusiness, trade, tourism, and services. To realize the vision for the corridor, it was a priority consideration to establish an international airport. Laguindingan was chosen for the site of the new airport over that of the existing one in Lumbia, Cagayan de Oro City, because of its desirability for expansion to accommodate large planes for international flights. The chosen area, however, had some social constraints. Foremost of these was the presence of occupants in the proposed site. The farmers’ and their families’ fear seemed to be substantiated. In 1997, Ayala Corporation (AC), which owned large parcels of land in the coastal side of Laguindingan, showed its full support for the project by donating 88 hectares for the airport area and 3.1 hectares for a relocation site of affected residents, particularly those who had long been using Ayala’s land. AC’s goal to establish Ayala Industrial Park harmoniously lined up with the social preparations of the CIC airport project. Inspite of AC’s assurances that community needs such as livelihood and relocation of families would be fully addressed, the would-be displaced families were unbelieving and felt abandoned. As the sociocultural development arm of the Ayala Group of Companies, the Ayala Foundation, Inc. (AFI) has been in continual search for livelihood opportunities that would serve as an alternative to farming and fishing. It offered interventions to keep such beneficiaries and potential relocatees within the mainstream of societal economic activities. In an interview, TKC President and Chief Executive Anthony S. Dizon said it would take three years — starting next year — to put up the blast furnace, with production aimed to kick off by 2012. The blast furnace project, he added, would have an annual capacity of two million tons of steel slabs and steel billets, Mr. Dizon said. "We have a choice to sell the slabs to Global Steel Philippines, Inc., which in turn, will produce finished steel sheets, to export slabs to other regions that use [steel heavily] like Global Steel or process [the steel slabs] into steel plates and sell these to Hanjin [Heavy Industries Corp.]," he said. Of the two million tons of steel products produced, Mr. Dizon said 500,000 tons could be each allotted to Global Steel and Hanjin, while the remaining could be exported to other countries like China. Global Steel is the country’s largest steel manufacturer, exporting 70% of its production primarily to other Asian nations. It is a subsidiary of Global Steel Holdings Ltd., which operates in Bosnia, Bulgaria, Libya, Nigeria, India and the Philippines. Selling their steel slabs and billets to outside markets is in compliance with Phividec’s rule for a company to export 50% of its production output, Mr. Dizon added. He noted that there are no clear terms yet under the memorandum of understanding signed two weeks ago between TKC and Sisqo Steel Corp., which has applied with the Board of Investments (BoI) as a pioneer project to also produce steel. Mr. Dizon also said TKC is now writing the BoI about the memorandum of understanding it had signed with Sisqo, as well as the application with Phividec, as the formation of a joint-venture company becomes a possibility. He added that the major premise for pursuing the blast furnace project is that the cost of importing raw materials — coal and iron ore — keeps increasing. The cost of freight is also prohibitive due to rising oil prices. Should the application with Phividec be approved, Tiu-owned TKC will be investing $300 million, Mr. Dizon said. The $2-billion facility is expected to employ about 45,000 people -- including engineers, welders, fabricators and administrative personnel -- within the next three years, when the facility is expected to become fully operational, according to Hanjin Heavy Industries and Construction Co. Ltd. and Philippine officials. The facility is being built in an area covering 441.8 hectares at the Phividec Industrial Estate located in the towns of Villanueva and Tagoloan, some 30 kilometers east of this city. Hanjin said the construction of the shipyard would put the Philippines on the list of countries with the largest shipyard facilities, after South Korea, Japan and China. But there will be human costs. More than 200 families in two villages in Villanueva town will have to be relocated to give way to the shipyard, according to project officials. Other coastal villages in Tagoloan town will also be affected. Yun So Kim, Hanjin administrative manager, said the company was on track with the project’s timetable and that it expected to finish the first phase within the second half of the year. He said the completion of the first phase would enable Hanjin to produce 80,000 tons a year of outfittings and pipes, among other items. Kim said the civil works started after the signing of a memorandum of understanding between Hanjin and the Phividec Industrial Authority (PIA) in Cagayan de Oro in January. President Gloria Macapagal-Arroyo witnessed the signing. It would be Hanjin’s second shipbuilding complex in the country. Hanjin also operates a shipyard in Zambales which, as of last October, had a total direct hire of nearly 5,000 people, according to the Subic Bay Metropolitan Authority. The Hanjin shipyard in Zambales recently figured in the news when at least five workers died in two work-related accidents within the facility in a span of three months. The SBMA found Hanjin guilty of violating at least seven safety standards and ordered the company to comply with international safety standards. Kim said that aside from civil works aspect, Hanjin, together with PIA, began public consultations in areas that would be affected by the construction of the Misamis Oriental facility. During the consultations, communities voiced concern over relocation and livelihood issues, citing the failure of the PIA in the past to address their needs. The PIA is the government agency mandated to administer the 3,000-hectare Phividec estate and takes charge of the relocation of the affected communities. In a recent consultation with residents of the village of Tambobong in Villanueva, village officials criticized the PIA for not keeping commitments it made to families displaced by projects within the estate. Some residents also said their crops were bulldozed without prior notice. “We admit that the lands where our houses are standing are not ours. We are just occupants here. But what we only ask is the assurance that we will be justly compensated with the cost of building our houses, including the crops that we’ve planted,” village leader Delilah Abellanosa said. Hanjin said it assured residents they would be compensated fairly for the crop damage as a result of the shipyard’s construction. Kim said that for Phase 1 from 2008 to 2009, Hanjin would be investing $720 million for the purchase of shipbuilding facilities from Aveva and other foreign manufacturers. “We started importing materials from Korea and other countries last January. We also use local materials but these are more expensive,” Kim said. He said the $2 billion that Hanjin was sinking in the project was the company’s biggest investment yet outside of South Korea. Kim said Hanjin was also focusing on developing the skills of its newly hired engineers so they could meet the company’s standards in shipbuilding. “We already have a training center within the Hanjin compound (in Phividec) where all those who will be hired will undergo skills development,” Kim said. Capicenio, LADP project manager, said in a media briefing held April 11, 2008 in Cagayan de Oro, that figure would be the maximum number of workers to be employed at the airport construction project. As a gateway to Mindanao, one of the three main islands of the Philippines, the new airport will be located 30km northeast of Cagayan downtown and north of Mindanao. It will serve as the replacement of the old Cagayan de Oro Airport at Lumbia and the Iligan (Balo-i) Airport in Lanao del Norte. The revised project cost of P7.853 billion (US$167.09-million) for the LADP was approved by the NEDA Board September 18 last year. At present, the project components now under construction include the P188-million access road, P43 million site development for the Relocation Site Phase II, P25 million house construction component for the same area, and P4.991-billion main civil works. Korean construction firm Hanjin Heavy Industries & Construction (HHIC) is the winning contractor for the LADP. As a gateway to Mindanao, one of the three main islands of the Philippines, the new airport will be located 30km northeast of Cagayan downtown and north of Mindanao. It will serve as the replacement of the old Cagayan de Oro Airport at Lumbia and the Iligan (Balo-i) Airport in Lanao del Norte. The revised project cost of P7.853 billion (US$167.09-million) for the LADP was approved by the NEDA Board September 18 last year. At present, the project components now under construction include the P188-million access road, P43 million site development for the Relocation Site Phase II, P25 million house construction component for the same area, and P4.991-billion main civil works. Korean construction firm Hanjin Heavy Industries & Construction (HHIC) is the winning contractor for the LADP. DOTC sources said three Korean construction firms –Hanjin , Samsung and Daewoo had initially signified their intention to bid for the project but that Samsung eventually dropped out of the final bidding, leaving Hanjin and Daewoo. HHIC is not a new to Misamis Oriental and Northern Mindanao. In its previous incarnation as the Hanil Development Co., Ltd. it was responsible for the construction of the Iligan-Cagayan-Butuan Road (ICBR) in 1973 which is still cited as one the country's best highways today. Hanil changed its name to Hanjin Construction Co., Ltd. on Mar. 12, 1994. Since 1973, HHIC has successfully completed a total of 70 development projects including the Manila LRT (Light Rail Transit) system and Davao International Airport. It has been the No.1 foreign construction company in the Philippines. At present, the company is launching 9 development projects including Bacolod Airport, Bohol-Bayon Dam/Canal, Metro-Illy Road, Catubic Dam and is developing a dockyard in Subic Bay." HHIC is also the contractor for the site construction, taxiway, and passenger terminal construction of the Incheon International Airport completed in November 1992. Although HHIC only ranks 12th in Korea and 98th globally in terms of construction engineering capacity, HH is one of Korea's Top 100 companies, and is held in high esteem globally as the first shipbuilding company in Korea. It is one of the world's Top 10 shipbuilding companies and has been cited as the World's Outstanding Shipbuilder for the 15th straight year since 1992. On top of the Laguindingan airport project, HHIC will also construct a US$1.5 billion shipyard complex at a 440 hectare site in the Phividec Industrial Estate in Misamis Oriental. The project is expected to create some 30,000 new jobs for engineers, welders, and steel fabricators. Construction of the shipyard would start early next year and be operational by 2010. Besides shipbuilding and repair; infrastructure, architecture and engineering; Hanjin also undertakes plants and logistics equipment manufacturing. The report said that Hanjin officially started on 18 January 2008 and the construction will be completed on 17 January 2012. The runway and maybe the apron will be completed as committed by April 2010. (Phividec) Industrial Authority has extended the deadline for the relocation of residents in affected areas where a $2-billion shipyard of South Korea’s Hanjin Heavy Industries, Inc. will be built. The decision was made even as officials of Hanjin have yet to return here and announce that they would not be pulling out of the project. In late April, company officials left the city after an issue with local officials, with site development activities involving at least 500 workers left hanging. Most local government and private sector leaders think Hanjin’s decision to pull out was final despite a contrary assurance from Malacañang. Hanjin officials were reportedly in Luzon, specifically in Manila and Subic, and could not be contacted for comments. Phividec Administrator Ninfa A. Albania, who claimed to have been in contact with Hanjin project officials, said the project would proceed. This was why the relocation deadline was extended, another Phividec official said. Divine Lagdamen, Phividec department manager for corporate planning, said residents should have been relocated by May 10. "But we are extending the deadline for the affected residents of the two barangays, namely Balacanas and Tambobong to August 10," she said. She noted that by then, the Korean company would have completed the requirements for its environmental compliance certificate to start the construction of the shipyard building. Misamis Oriental Governor Oscar G. Moreno earlier said Hanjin had only stopped pre-construction activities and had not pulled out. HHIC shipyard project site managing director Myong Goo Kwon informed PIA of the indefinite work suspension April 25, 2008 and banning all department heads, supervisors and rank and file workers from the project site effective May 28, 2008 except for a skeleton force. The company’s entire production of ferronickel in different forms are geared for the export market. MCCI, which is now owned by PGMC Corp. of the Atayde Group, having acquired it from the Guevarra family, shall produce 13,714,500 pounds of ferronickels a year from its 3 plants in Iligan, Manticao in Misamis Oriental and Danao in Cebu. In approving the project for incentives, the BoI said that MCCI’s project is considered as it will involve the utilization of an existing idle facility or plant it had acquired. MCCI shall now operate the two existing but idle facilities under its fold: the ferrochrome smelting plant of Mindanao Ferroalloy Corp. (MINFACO) located in Manticao, Misamis Oriental, from Araneta Properties in 2005; and the Lloyds Richfield line of Lafarge Cement Philippines Inc. located in Danao, Cebu. The MINFACO and MCCI were BOI- registered. As new owners of MCCI, the MINFACO and the Danao plants, PGMC will be investing R2 billion to rehabilitate/convert and operate the acquired assets into an integrated ferronickel smelting project. The R2 billion investments already include the acquisition costs of MCCI, Manticao and Danao facilities, rehabilitation and improvement costs plus the initial working capital for the operation of the three plants. The plan includes the rehabilitation and conversion of the idle electrochemical/electrometallurgical plant in Buruan, Iligan into a ferronickel smelting plant. The plant has two electric arc furnaces with a capacity of 40 tons per hour each and a 5 ton per hour vertical kiln that is designated as a standby kiln. The MINFACO ferrochrome smelting plant shall also be converted and operated into a ferronickel plant. The ferronickel that will be produced in this plant shall be transported to the main plant in Iligan and will be combined with the ferronickel output of the main plant for shipment abroad. Part of the beneficiated nickel ore or PGMC from its Surigao mine site shall also be brought to this plant for smelting. The beneficiated nickel ore is going to be sourced from the firm’s mother company, PGMC’s nickel mines located in Claver, Surigao del Norte and Isabela. The project also include the rehabilitation of the former LCPI’s Lloyds Richfield wet process line, located in Danao City, Cebu into a nickel ore calcinations plant. Part of the beneficiated nickel ore of PGMC from its Isabela mine site will be brought to this plant for calcining, then the calcined ore will be brought to Iligan and Manticao plants for smelting. The integrated facility shall produce high-value added ferronickel in different forms, ingots, shots, granules and recoveries. Production of ferronickel involves blending of ore and coal; drying/calcining, smelting, refining, casting and packing. PGMC expects an initial export revenue this year of 0 million from an initial production of 10 million pounds of nickel ore. PGMC is also free to sell the ferronickel to any market having completed a financing from Deutsche Bank. Earlier, PGMC considered to commit selling up 80 percent of its ferronickel production from its Iligan plant to BHP Billiton, world’s largest mining firm and third largest nickel producer. At an average yearly nickel price of per pound, revenue is seen at .721 million in 2008, .334 milion in 2009, .491 million in 2010, and .442 million in 2011. It will register an average annual income of 4 million out of which excise tax paid to the government is at P134 million while annual income tax is at P1 billion and annual real property tax, P2.2 million. "The locality will benefit directly from the one percent of the total production cost as social fund or community development projects amounting to an average of P35 million yearly," said PGMC. The plant is estimated to generate employment to baranggays Bu-ruun and Maria Cristina for 125 persons initially, reaching to 541 at maximum operational capacity. The plant has a programmed production cost of P2.27 billion in 2008 of which a large chunk of P989 million is for nickel ore costs, P400 million for smelter material charges, P455 million for power, and P242 million for operating cost contingency. Production cost is seen to increase to P4.04 billion in 2009, P5.57 billion in 2010, and down a little to P5.4 billion in 2011. Nickel ore that will be fed on the smelter plant will be sourced from PGMC nickel mining operations from Dinapigue in Isabela, Toronto and Pulot properties in Palawan, and Cagdianao in Surigao del Norte, and other sources. The transport firm also expects the delivery next month of two used catamarans from Portugal. Tanduay recently completed the construction of a fourth plant in Cagayan de Oro, Misamis Oriental that cost about P600 million. Sitting on a 10-hectare property beside the Asia Brewery complex, the new plant is equipped with an integrated washing and bottling line. It is expected to serve the requirements of the fast growing market of Mindanao, which accounts for 33 percent of total company sales. In a related development, Tanduay has offered to buy the 10.66-percent stake of Miguel Ossorio Pension Foundation Inc. in Victorias Milling Co. (VMC), the country's largest sugar mill. Newspaper reports said Tanduay would purchase the additional stake for P85.06 million. Philippine National Bank, which is also controlled by Tan, owns 10.15 percent of VMC. For the first quarter of 2008, Tanduay reported that its consolidated net income surged 106 percent to P191 million from P93 million in the same period last year. Gatdula Friday, May 30, 2008 Platinum Group Metals Corp. (PGMC), through its wholly-owned subsidiary MCCI Corp., expects to complete the P1.9-billion expansion of its ferronickel plant this year. PGMC will operate three integrated ferronickel smelter plants in the country by the end of the year with the completion of the expansion and rehabilitation program. Company chairman Ramon Atayde said they are currently putting up the furnaces and kilns in its three plants: the Manticao plant in Misamis Oriental, the MCCI-Iligan ferronickel smelter plant in Lanao del Norte and the Danao plant in Cebu. The Iligan ferronickel smelter facility, the country’s first, was formerly a calcium carbide plant of Maria Cristina Chemicals Inc. (MCCI). PGMC acquired 93 percent ownership of the plant from MCCI in October 2007. It has been converted into a ferronickel processing facility that exports nickel to Australia. PGMC expects to complete the rehabilitation of its second furnace by December so it can fully operate as an integrated ferronickel plant. In the meantime, BHP Billiton, the world’s largest mining company and long-time partner of PGMC, will be sourcing a portion of its nickel requirements from the MCCI-Iligan facility. The two companies have a two-year supply contract for 200 tons contained nickel per month. Moreover, BHP Billiton is providing technical service support for process and facilities engineering in the Iligan plant in addition to technical assistance for preemptive environmental safety nets starting this year. For the Manticao plant, PGMC expects its furnace to operate later this year so it can also function as an integrated ferronickel smelter plant. It is being rehabilitated and converted from a former ferrochrome plant owned by Inchrome. The planned ferronickel smelting facility in Danao City will also be completed by the end of the year. This used to be an idle cement factory of Lafarge/Lloyds Richfield Industrial Corp. and is now being rehabilitated and converted for ferronickel operations. Last year, PGMC acquired the cement plant from Lafarge which included three rotary kilns. The ferronickel smelter is scheduled for soft opening in the next two months. The company intends to spend around P200 million for the initial rehabilitation and conversion that will have an annual production capacity of 26,000 metric tons of ferronickel. PGMC was granted an offshore credit facility by Deutsche Bank AG worth $40 million to finance the expansion plans of its ferronickel smelters. The smelter projects are designed to treat nickeliferous ores from the PGMC mines through kiln drying and calcining processes to produce calcined nickel ore. The calcined ore will undergo smelting in electric arc furnaces that would result in molten crude ferronickel. Calcining or calcination is a thermal treatment process applied to ores that would result in thermal decomposition. It is carried out in furnaces or kilns and takes place at temperatures below the melting point of the product materials. On Monday, Ayala Land, in partnership with the Environment department and the City Environment and Natural Resources Office, started the planting of more than 200 hardwood tree species in its upscale residential project. Officials said the activity is the company’s contribution to the National Environment Month, observed globally in June. Ayala Land Vice-President Francis O. Monera said private businesses should respond to the issue of climate change and the destruction of the environment. "But this is something we can change. We have to start to consciously commit and do something about it because we might wake up one day and find there is nothing left for our children and our children’s children because of what we did or what we failed to do today," Mr. Monera said during the launch. Ayala Land’s landscape architect said the Environment department was scouting for an area to grow trees for their program. Ayala Land also plans to develop a greenery in another project in Indahag. (GSPI) will be opening today its mill that will make the country self-reliant on steel plates and, at the same, support the fast-growing domestic shipbuilding industry. An industry source said that aside from supplying the demand of Philippine manufacturers, GSPI will also be exporting steel plates to other Southeast Asian countries. The Philippines imports about 80,000 tons of steel plates annually and this demand is expected to be filled up by GSPI through its new mill. The source said GSPI will be producing steel plates with a variety of thickness and applications to cater to various applications such as welded girders, flooring, storage tanks, machinery parts, barges, shipbuilding, marine and offshore construction, pipes and tube products, boilers and abrasion-resistant plates. “This augurs well for the pursuit of the Philippines to become self-reliant on steel products, and this is timely because the shipbuilding industry is growing very fast with South Korea’s Hanjin already in the country,” the industry official said. GSPI, the source added, is well-positioned to cater to Hanjin’s needs as the Indian-owned firm committed to produce top quality steel plates at competitive prices. Hanjin Heavy Industries operates a shipbuilding facility and Subic, Zambales. The Korean-owned company has contracts to build six ships until 2010 totaling $1.2 billion. Go Monday, July 21, 2008 Environment and Natural Resources Secretary Jose L. Atienza has approved the mineral processing permit (MPP) of the Platinum Group Metals Corp. (PGMC) for its proposed ferronickel processing plant located in Manticao, Misamis Oriental. PGMC’s MPP application was filed way back in June 2006. With the approval of the MPP, PGMC’s Manticao ferro-nickel processing plant will finally be able to start operations. The Manticao plant will be processing nickel ores through calcination and smelting. The processing plant will have an average annual operating cost of $36.536 million and is designed to produce 36.7 tons per day of ferronickel (containing about 20-percent nickel). PGMC’s integrated processing and mining operations this year is expected to result in an income of $5 million, up from the $4-million income it posted in 2007. The slight growth would come from the projected export sale of 1.3 million pounds of contained nickel and 800,000 metric tons of nickel ore this year. PGMC’s $4-million income last year came solely from its nickel ore exports. PGMC’s income this year is expected to be affected by the more than 50-percent drop in nickel price from last year’s $24 per pound to the current $9.50 per pound. PGMC is just starting up the operations of its two ferronickel processing plants in Iligan, Davao and Manticao, Misamis Oriental. PGMC expects its income to “at least double” to $10 billion in 2009 once the two ferronickel processing plants are fully operational. PGMC also hopes to increase its export of contained nickel to seven million pounds by next year. PGMC had earlier announced that its mine sites in Surigao and Isabela will ship at least 450,000 metric tons of nickel ore to Australia before the end of the third quarter of this year. Atayde said that the 450,000 MT is booked, but depending on the weather, PGMC’s nickel ore exports for the whole of 2008 could reach as much as 800,000 MT. PGMC chairman Ramon R. Atayde had previously urged the DENR to encourage more investments in value added mineral processing, especially in the nickel sector. A sentiment echoed just last Friday by Berong Nickel Corp. chief executive officer George J. Bujtor at the sidelines of Atlas Consolidated Mining Corp.’s annual stockholders’ meeting at the Valle Verde Country Club in Pasig City. Both Atayde and Bujtor cited the downturn in the nickel industry and the shift away from raw laterite ore to more value-added nickel. According to Atayde, several small local nickel mining firms have stopped operations due to the drop in global prices for nickel ore. Nickel ore prices, Atayde said, have dropped to $9.50 a pound this year from last year’s high of $24/lb. This is partly due, Atayde explained, to the loss of the Chinese market which had previously been a major buyer of low-grade nickel ore. Bujtor confirmed Atayde’s observation that the nickel industry must move to more value-added processing instead of just relying on the export of unprocessed laterite ore. He pointed out that China, which is the major buyer of laterite ore, is adopting new furnaces that requires moving away from low grade ore. The disappearance of the Chinese market, Bujtor said has already hurt a lot of small Philippine nickel mining companies. (GSPI) opted to prioritize its plan to go into downstream operations like corrugation and Galvalume production before proceeding its $1.6-billion backward integration program Lalit Kumar Sehgal, GSPI managing director, told reporters that this strategy will ensure that its $1.6-billion future investment will not fail. “We do not want to settle with half-processing only, the end-processing should be 100-percent complete before we proceed with backward integration,” Sehgal told reporters after the opening of GSPI’s steel plate mill in the company’s Iligan plant Friday. At present, the company is producing hot-rolled coils, hot-rolled plates and cold-rolled coils (fullhard and annealed) with total annual capacity of over two million metric tons. The steel plates mill will initially produce 20,000 metric tons per month. From January to June 2008, the company’s sales increased by 27 percent to $143.7 million or 183,211 MT from only 144,000 MT and $96.5 million in the same period last year. The company, which is exporting 70 percent of its output, has ambitious plans to ramp up sales volume to over 400,000 MT for 2008. The company will complete the rehabilitation of the steel plant formerly owned by the state’s National Steel Corp. within the year with the recommissioning of its tinning line. The company announced earlier that it is putting up an integrated steel plant in the Philippines with a production capacity of 3.6 million tons per annum (TPA) of slabs. This project will generate over 35,000 job opportunities. The backward integration project envisages facilities such as blast furnace 4.0 Million TPA, Sinter plant of 4.6 Mil TPA, Coke oven battery of 1.6 Million TPA, Pig casting machine one million TPA capacity and raw material-handling system, among others. Sangram Mohanty, GSPI vice president and corporate communications head, said the company is looking at the “enabling platform” that will allow the smooth flow of its backward integration thrust. This, he said, includes sound government policies, which is why they are now meeting with various government agencies, and the steady supply of raw materials. The company, Mohanty said, is going around the country to identify possible mining sites where they could source the right grade of iron ore, dolomite and limestone. He said the company can mine on its own or partner with another company. “The steel industry has to be pampered by the government if you want to realize your dream for an integrated industry,” he said. Sehgal complained of the high cost of power that they are incurring at P4.70 per kilowatt-hour even if the plant is very near the generation facility in the area. Eduardo A. Sahagun, SVP of Holcim Philippines Inc. told reporters at the launch of the Holcim WallRight they are going to build four silos with an estimated investment of P40 million to P50 million each for a capacity of 5,000 tons. At present, its WallRight products are coming its La Union silo. The next silo to be constructed for this specialty product would be in Davao. Sahagun has explained that its new masonry cement is used specially for hollow block laying, filling and plastering. It has better workability properties, 200 percent more bond strength, increased water retention, and smoother texture compared to the general purpose cement. This transalates to 32 percent more hollow blocks that can be filled and more area coverage for plastering. As such, it would ensure wider coverage in its application, minimize wastage and is P4 cheaper than the general purpose cement or at P176 per 50-kilogram bag as against P180 of the general purpose cement. WallRight’s application is for walls of buildings, industrial, housing or any construction. "Holcim WallRight helps save on construction cost by 32 percent, and at the same time, you will be able to build better quality walls," Sahagun said. Based on their study, 30 percent of any construction work requires this kind of masonry cement. Holcim intends to produce 40,000 tons per month or 1 million bags a month of WallRight. Sahagun said that even before the prices of cement and other construction materials had gone up, the company had already thought of launching this specialty product. At present, Holcim is trying to provide the best cement for the right application. Holcim Excel is the higher early strength for use in general application, while Holcim Excel Bulk is the high performance Portland cement for high strength requirements. Holcim, a leading cement player, expects WallRight to be an additional source of revenue. It is being positioned to grab the market share of other cement companies’, which have not produced the same masonry cement and not eat up Holcim’s own market share of general purpose cement. "Hopefully, WallRight does not eat our own market share but somebody else’s general purpose cement," Sahagun said. Holcim sells an average of 8 million to 9 million per month of Portland cement. The company’s entire production capacity is placed at 5.5 million tons. The Swiss-owned company is also exporting some of the excess cement production from its plant in Lugait, Misamis Oriental to the Middle East, Africa, Indian Ocean and the Pacific Islands. Exports account for 7 to 10 percent or 600,000 tons a year of the company’s total production. The three Mindanao plants one in Misamis and 2 lines in Davao are also currently supplying 1 million bags a month to Luzon, which is running out of capacity following its mothballed Bulacan line, which would be put on stream by 2011 yet. The company has two mothballed production lines one in Davao with a production capacity of 600,000 tons and the Bulacan line with 850,000 tons. Sahagun said that increase in cement prices is largely due to the increase in the price of coal, which accounts for 40 percent of variable cost of a cement company. The last price hike in June was based on 0 per ton of coal, which was more than double that of the per ton in April last year. The latest indicative price index for coal has shown prices of coal going up to 0 per ton. Cement firms import coal from Indonesia, the cheapest coal supplier. According to Sahagun, for every increase in coal prices this would translate to P2 increase price of per bag of cement. Go Monday, July 21, 2008 Environment and Natural Resources Secretary Jose L. Atienza has approved the mineral processing permit (MPP) of the Platinum Group Metals Corp. (PGMC) for its proposed ferronickel processing plant located in Manticao, Misamis Oriental. PGMC’s MPP application was filed way back in June 2006. With the approval of the MPP, PGMC’s Manticao ferro-nickel processing plant will finally be able to start operations. The Manticao plant will be processing nickel ores through calcination and smelting. The processing plant will have an average annual operating cost of $36.536 million and is designed to produce 36.7 tons per day of ferronickel (containing about 20-percent nickel). PGMC’s integrated processing and mining operations this year is expected to result in an income of $5 million, up from the $4-million income it posted in 2007. The slight growth would come from the projected export sale of 1.3 million pounds of contained nickel and 800,000 metric tons of nickel ore this year. PGMC’s $4-million income last year came solely from its nickel ore exports. PGMC’s income this year is expected to be affected by the more than 50-percent drop in nickel price from last year’s $24 per pound to the current $9.50 per pound. PGMC is just starting up the operations of its two ferronickel processing plants in Iligan, Davao and Manticao, Misamis Oriental. PGMC expects its income to “at least double” to $10 billion in 2009 once the two ferronickel processing plants are fully operational. PGMC also hopes to increase its export of contained nickel to seven million pounds by next year. PGMC had earlier announced that its mine sites in Surigao and Isabela will ship at least 450,000 metric tons of nickel ore to Australia before the end of the third quarter of this year. Atayde said that the 450,000 MT is booked, but depending on the weather, PGMC’s nickel ore exports for the whole of 2008 could reach as much as 800,000 MT. PGMC chairman Ramon R. Atayde had previously urged the DENR to encourage more investments in value added mineral processing, especially in the nickel sector. A sentiment echoed just last Friday by Berong Nickel Corp. chief executive officer George J. Bujtor at the sidelines of Atlas Consolidated Mining Corp.’s annual stockholders’ meeting at the Valle Verde Country Club in Pasig City. Both Atayde and Bujtor cited the downturn in the nickel industry and the shift away from raw laterite ore to more value-added nickel. According to Atayde, several small local nickel mining firms have stopped operations due to the drop in global prices for nickel ore. Nickel ore prices, Atayde said, have dropped to $9.50 a pound this year from last year’s high of $24/lb. This is partly due, Atayde explained, to the loss of the Chinese market which had previously been a major buyer of low-grade nickel ore. Bujtor confirmed Atayde’s observation that the nickel industry must move to more value-added processing instead of just relying on the export of unprocessed laterite ore. He pointed out that China, which is the major buyer of laterite ore, is adopting new furnaces that requires moving away from low grade ore. Real estate boom in CDO started in 1993 and took a dive in 1998 during the Asian Financial Crisis. Development was more on horizontal (subdivisions, estates) and not vertical (high rises). It began to boom again beginning 2001. High rises are indeed inevitable in CDO because there's no more space for horizontal development in the city proper. CDO's terrain is characterized by a small flat area particularly the strip along the coast (including the city proper) and a hilly and rolling terrain (where new subdivisions are now located). GearX July 28th, 2008, 11:35 AM Compact integrated steel mill rises in Iligan (http://www.malaya.com.ph/jul28/busi1.htm) By IRMA ISIP The Board of Investments (BOI) said the Philippines will have a compact integrated steel mill rising in Iligan City. Elmer Hernandez, BOI chief, said Ben Tiu, owner of Treasure Steelworks Corp., will invest P1 billion in a blast furnace and a beneficiation plant in Iligan City. It will operate commercially by October. Hernandez, who recently made an ocular inspection of the facility and the new equipment installed at the plant, said TSC is set to refile its earlier application for registration with the BOI for the purpose of securing incentives. Based on his assessment, TSC would qualify for pioneer status. "While this is small scale, what is important is we now have our own version of an integrated steel mill. Our dream to have an integrated steel operation is somehow becoming real," Hernandez said. He said with this, the Philippines will lessen its importation of raw materials in the production of steel. Hernandez said the firm will engage in the production of pig iron, a basic iron, from blast furnace to be fed from magnetite iron, a high-grade ore which we have plenty of especially in La Union, as well as laterite iron from small producers in Mindanao. Its beneficiation plant would process iron laterite, a low grade iron which has become viable to use because of the high cost of metal. Pig iron is the raw material for the production of billets where long steel products are derived from. The pig iron would feed on the billet making facilities of TSC which it currently leases from Global Steel Philippines Inc. (GSPI) TSC last year reopened and modernized the billet shop. Hernandez said this operation would not compete with the production of GSPI which is engaged in slabs, also a primary steel product from where flat products are made. Based on TSC's plan, Hernandez said 50 percent of beneficiated iron ore would be exported and 50 percent would be fed for the blast furnace. TSC has so far spent P300 million to P400 million for the new facility including the acquisition of machinery and equipment from China. The plan is to put up two blast furnaces, using Chinese technology in the production process. Previous reports said TSC plans to produce up to 300,000 metric tons annually of iron from this operation. Hernandez said mining firm Vinc Vita Mining Corp. is one of the suppliers of iron ore from Mindanao . Earlier reports said Vinc Vita will supply up to 3 million metric tons of iron ore every year.
