mga guys ang bellevue hotel itukod sa area sa jimar construction dapit sa crossing sa may liceu. kanang area nga naa concrete fence adjacent sa liceu.

dili man ka mabalaka bai kay after an hour or two, limpyo naman dayon ang area sa night cafe. naa may city aide manilhig human sa night cafe. tanawa gani paguli nimo. i admit that its really a sh*t hole after the cafe but i can assure you that divisoria will be nice and neat before 4am

hahahaha.. thats explains everything. thats why bitter kai walai ana dad2? besides wala koi pake kung ang naka pa retrofit ani kai tungod karaan nga poste ni gamit sa brandnew nga traffic lights. what matters kai naa ta brand new traffic lights with stop watch. and also kung kanchawan nila made in china ni, dili paman pud ni mao gamiton, trial pa. naa pa pud bidders from hongkong ug s. korea to try their gadgets...insecure people will always be bitter

THE Bureau of Customs is redeploying some of its x-ray machines in a move to improve screening of shipments and curb smuggling.

Commissioner Angelito Alvarez told reporters the bureau would pull out x-ray machines from the ports of Batangas, Davao, Cagayan de Oro, Iloilo, and Cebu and deploy the equipment in the country’s richest ports, including the Manila International Container Port and the Port of Manila.

Alvarez explained that the x-ray machines were underutilized in the provincial ports because of most of the shipments that pass through them were not containerized cargo like oil.

“These x-ray machines could scan 20-foot equivalent units,” Alvarez explained.

Once the deployment is completed, the bureau would be able to screen shipments in just a few hours. Under the old system, inspection of containerized products would take about 10 days.

A total of 18 x-ray machines would be redeployed to the big container ports.

“This move is likewise aimed at promoting trade facilitation and be at par with the best practices and standards abroad,” Alvarez said.

“This way, the intervention of Customs personnel in the screening procedure is likewise reduced. Thus, connivance with the smugglers is also deterred,” he added.

The bureau posted collections of P18 billion last month, P2.8 billion shy of its P20.8-billion goal for the period. For this month, it needs to raise P22.8 billion.

Actually testing pa nang gipangtaod ngayon na nga modern traffic lights sa city since naa pay 7 ka bidders nakalinya na magpashow rin sa kanilang modern traffic lights. ^^

Regarding centralized traffic management center, I don't know kung unsa ka tinuod pero e-centralize daw. Kasali rin sa plan ang pag-install ng cctv cameras. Well, let's wait and see. ^^

imo lng ha, way silbi ang modern na traffic management system if dili disiplinado ang mga drivers and pedestrians. i hope sa ani na aspect, cagayanons can follow davao's example. disiplina usa teknolohiya.

First of all bai, minumura mo na basta Made in China na product or technology ay nakatiwangwang na or has no quality. MALI KA BAI!!! Hindi naman lahat ng products Made in China ay walang kalidad bai. Sa China, may pang-masa na products nga walang quality na ang target market ay Third World countries, and meron ring mga produkto na kalidad na ang target market ay 2nd and 1st world countries. ^^


Also for you info, most of the giant factories from well-known international firms such as Nike and Nokia for e.g. are now in China. American Nike plant in China produces Nike shoes at par (in terms of quality) with Nike shoes made in Nike factory in USA. And because of China's cheap labor, mas barato pa ang Nike shoes na ginawa sa China plant owned by an American kaysa Nike shoes na ginawa sa US plant na pinagmay-ari rin ng same owner. ^^


Now alin ka sa dalawa? Sa modern traffic light ba na made in China na pinaka-latest sa mundo ngayon, same quality sa USA or Germany at affordable price pa or kaysa Made in USA na modern traffic lights na pinakalatest rin sa mindo ngayon, may quality pero very expensive naman? :yes:



Gamitin kaya natin dito ang mas praktical na pagpili or let's say being WAIS. :D

In support to the city’s flourishing tourism industry, the council granted the operation of a floating restaurant project along the Cagayan de Oro River and ferry boardwalk at Toribio Chavez Street, and a resort and zipline adventure at Hinaplanon, barangay Iponan; dredging of Cagayan de Oro and Iponan Rivers; land reclamation of Isla de Oro and Isla Delta and development of a MARINA at barangay Bonbon . On public safety, the City Council requested the assignment of 100 police officers to augment the undermanned city’s police force; creation of tourism police and the prohibition of public display of airsoft guns, air or pellet and water guns. we'll consider that. but sometimes people follow because they are afraid. i might be shaking with fear crossing the streets thinking that a simple traffic violation i may be committed would caused myself being shot in an instant. a truly disciplined person can be known of what he is doing ,in the streets , at home ,or even here in this forum.

Interesting lagi ni sya sir, so kanang naka install sa CdeO karon na traffic light design/model ba imong pasabot nga latest karon? Or tungod lang kay LED mao mao nakaingon ka na latest sya? How about ang standards sir? Ang latest pud ba maoy gi implement like size sa sensors, diameter sa lights, number of lights per intersection etc? :) Nangutana lang ko ha, basig unya naa napud masuko ug mamersonal :) tinarong nga pangutana lang gud :)

I can't totally answer your question @way since I'm not so familiar with the latest technology regarding traffic lights. Someone told me that the modern traffic lights to be put up in CdeO will be the latest. Hope what he said is true after all. As what I said, let's just wait and see. ^^


But to answer the question if there is this so called "centralized Traffic management center" or let's say "traffic control and monitoring center," well kindly read the article below. ^^




Oro to put up modern traffic system

The city government is set to undertake a multi-million peso project to modernize the traffic system with the installation of a close-circuit television camera to at least 50 junctions in the entire city in the coming months.

This was disclosed during the meeting of the Committee on Public Utilities chaired by city councilor Alden Bacal on Thursday.

Bacal told Mindanao Gold Star Daily that at least six interested private companies have initially signified their intention to tender their interest on the said undertaking of City Mayor Vicente Emano’s administration.

The installation of the new traffic system would cost the city amounting to P150 million or more depending on the companies’ proposals. Some other companies offered a Build-Operate and Transfer (BOT) Scheme.

The new traffic system includes the installation of a traffic control and monitoring center that would possibly house the Roads and Traffic Administration (RTA).

“There is also a pending proposal to professionalize the RTA personnel considering that they would be manning the entire traffic system,” he said.

He said for the past 12 years, the traffic system of Cagayan de Oro has already been declared obsolete and some that were non-functional as among other contributing factors of the worsening traffic situation in the city.

“I already asked the RTA to identify major junctions in the city that need the installation of a modern traffic light,” he said.

Initially, the RTA has submitted 15 major junctions which include Bulua junction near Bulua Gym, Kauswagan-Bulua highway junction; Kauswagan-Liceo junction; Recto-Licoan junction; Recto-Corrales junction; Osmeña-Recto junction; Megacenter junction in Lapasan; Gusa-Galaxy junction; Puerto junction; Velez-Luna junction; Yacapin-Velez junction; JR Borja-Velez junction; Velez-Divisoria junction; Velez-Tirso Neri junction and KSY junction near Carmen bridge.

However, Emano recommends to install another 35 streetlights to other major and minor junctions in the entire city including those with commercial complexes.

With the implementation of the modern traffic system, the RTA is also tasked to set-up new traffic plan for re-routing inside the city limits which affects all public utility vehicles like jeepneys, motorela, motorized sikad and multicabs.

Bacal said they would not implement the new-rerouting scheme until such time that the modern traffic system would be installed in all major and minor thoroughfares.

The city government still welcomes proposals from other companies.

Salamat sa pagtubag sa akong pangutana and the article pud about the traffic management center :) So just to clarify, dili ka 100% sure about CdeO's traffic light being more high tech right?

Modern traffic lights a dry-run: Councilor

THE Cagayan de Oro City Government has set up two new traffic lights along Vamenta Blvd. in Barangay Carmen and Agora junction in Barangay Lapasan but said this is only a dry run.

Councilor Alden Bacal, chair of the City Council committee on public utility, said the two new traffic lights are set up by one company as a demonstration to test the equipment's efficiency.

Bacal said there are at least 10 companies that presented their products to the committee.

"So far, the result is positive except on some minor problem that we have seen, particularly the free right turn that sometimes stuck up which causes heavy traffic," he said.

At the same time, Bacal said there is no specific timetable as to when and how long this product demonstration will last.

However, he assured that all 10 contractors may have the chance to also demonstrate their products as long as they ask permission from Mayor Vicente Emano.

Bacal added the City Government is yet to finalize everything, including the total cost of the project.

"In fact, the bidding has not even been scheduled yet," he said.

But even with the modern traffic lights, Bacal said enforcers will still remain visible to ensure that traffic rules are properly implemented.

Meanwhile, Vice Mayor Ceasar Ian Acenas said he received positive feedbacks on the traffic lights being set up.

"It's still Mayor Emano who will decide as when these modern traffic lights will be materialized since we at the City Council only supports the project of the mayor," Acenas said.

Even if the total cost of the project has yet to be determined, Acenas said the modern traffic lights with CCTV is estimated to reach P200 million.

Let's just remember that almost all international firms in the world have offices and plants in China. This is one of the factors that China already surpassed Japan as the 2nd largest economy in the world after USA. But few years from now, China will overtake US domination too in world economy. :)

If I'm not mistaken, the intersection in Bulua used to have sensors when the traffic light going to the West-bound terminal was installed some years back... You have to be on a certain spot para ma-sense sa system nga naa ka gahulat... Wa na man ni nagamit ron... Nadaut tingali! :-)

and China has overtaken Japan in terms of economy....that was even before the earthquake.

Lots of companies are now sprouting in China but hopefully, if ever the city opts for a supplier from China, it has to have a track record such that any warranty to the traffic lights system could be dealt with accordingly...

Not sure about sa Cebu bai wala man ko kapansin :) Depende man pud na sa pagkabutang sa loop bai. Here in SG same man gihapon nga naa sensor loop, useful gani kay dili na ka maghulat if wala jud naga agi nga sakyanan compared sa timer na maghulat ka naa man sakyanan o wala

Bai, there are still 10 bidders who are waiting to demonstrate anytime their modern traffic lights too. Malay mo eh meron pang mas high tech na ipinakita ng 1st bidder ngayon. By reading on my statement earlier, it's pretty obvious that hindi ako 100% sure regarding CdeO's traffic light being more high tech or let's say the latest. :)

That's why I said earlier," someone told me that the modern traffic lights to be installed in CdeO will be the latest. Hope what he said is true after all. Well, let's just wait and see." ^^

we'll consider that. but sometimes people follow because they are afraid. i might be shaking with fear crossing the streets thinking that a simple traffic violation i may be committed would caused myself being shot in an instant. a truly disciplined person can be known of what he is doing ,in the streets , at home ,or even here in this forum.

The debate about CdeO's new traffic system has consumed pages in this thread. And I wonder how many of us here have realized that CdeO's modern traffic system has not even formally started yet. What we see in the city right now is just a demonstration by one of the bidders for a specified period. So I think it's still premature for us to scrutinize and compare it with other cities traffic system. While the person who opened this topic failed to justify his intent, it's just but right for us CdeO forumers to end this Chowking debate. If there's something that is confirmed right now, it's the insecurity of one soul who has bothered himself much with a mere demonstration of a new traffic system. I end my case.

A CAGAYAN de Oro lawmaker filed a bill that calls for the construction of a world-class football stadium in the country as he was inspired by the performance of the Philippine football team Azkals.

Representative Rufus B. Rodriguez (second district) said House Bill 4298 calls for the establishment of the football stadium with a seating capacity of 50,000, which would be the future home of the Azkals team and other football enthusiasts.

Rodriguez said it is time to bring back the glory days of football in the country like in the '70s and '80s when the Philippine football team was among the strongest in Asia.



"While the country is admittedly crazy on basketball, we need to face the fact that we have better opportunities in football considering that Filipino football players have the skills and talents at par, and even better, than players from neighboring countries," Rodriguez said.

At present, there are five football stadiums in the Philippines, the biggest of which is the Panaad Stadium in Bacolod, the adopted home of the Azkals with a capacity of 20,000.

Rodriguez said the country needs a bigger and better football stadium to give Azkals a home where they can practice and even host international tournaments.

He said the bill also seeks to appropriate the amount of P300 million for the construction of the stadium.

"There will be two possible sites for the stadium but it will be the Philippine Sports Commission, which will decide for it considering also that most of the tournaments are held in Luzon or in Metro Manila," Rodriguez said. (ALR)

CAGAYAN de Oro second district Rep. Rufus B. Rodriguez and his brother, Abante Mindanao Partylist Rep.Maximo B. Rodriguez Jr., filed a bill which seeks to appropriate P300 million for the construction of a wolrd-class football stadium in the country with seating capacity of P50,000.

In December last year, the Philippine football team, more popularly known as the Azkals beat Vietnam in order to enter the semi-finals of the AFF Suzuki Cup, said the lawmakers in their explanatory note.

In the semifinals, the Azkals were supposed to play in the Philippines to face Indonesia in a home-and-away series where the winner will play for the championship.

However, the Federation of football of ASEAN (AFF) deemed that the Azkals’ home field in Panaad, Bacolod is not up to the federation’s requirements.

As such, the Azkals were forced to play in Indonesia against Indonesia in front around 80,000 Indonesians in what was supposed to be a “home” game for the Azkals.

The Azkals lost to Indonesia and failed to advance to the championship round. While there is no guarantee that the Azkals would have won had they played in the Philippines, home-field advantage would have definitely helped as thousands of Filipinos would be behind our players cheering them on instead of thousands of Indonesians jeering them.

“This just underscores the fact that the country needs a bigger and better football stadium in order to give our Azkals a home where they can practice and host international tournaments,” the lawmakers stressed.

There are currently five football stadiums all over the Philippines. The biggest of which is the adopted home of the Azkals which is the Panaad Stadium in Bacolod which only has a capacity of 20,000.

“In contrast, our neighbors in Asia have bigger and better stadiums,” they said adding, “Indonesia has the Bung Karno Stadium with a 100,000 capacity, Vietnam has the My Dinh stadium with a capacity of 40,000, Brunei has the Sultan Hassal Bolkiah Stadium with a capacity of 30,000, Cambodia has the 50,000 capacity National Olympic Stadium, Singapore has the 55,000 capacity Stadium of Singapore and Myanmar has the Bogyoke Aung San Stadium with a capacity of 40,000.”

They added: “And as seen in the recent Azkals versus Mongolia match held in Panaad Stadium, the 20,000 capacity is not enough. As the sport gains popularity, so does the number of Filipinos who want to see our team perform live in action.”
The Philippine Football Federation (PFF) printed out 18,000 tickets, including 4,000 grandstand tickets that were sold out days before the match, and 4,000 VIP tickets. And as early as 6 a.m. on game day, people already started to arrive for a match that scheduled 13 hours and by 10 a.m., the crowd had already swelled to 5,000. Sadly, though, majority of them did not get tickets and were turned away.

“It is high time that we bring back the glory days of football in the Philippines like the 70’s and 80’s when the Philippine football team was among the strongest in Asia and while the country is admittedly still basketball-crazy, we need to face the facts that we have better opportunities in football considering that Filipino football players have the skills and talent at par and even better than players from neighboring countries,” said the lawmakers.

THE Cagayan de Oro City Council has assured to look into the predicament of vendors at the Cogon Public Market following the City Government's decision to lease a portion of the market's second floor and the entire third floor.

In a report, Councilor Roger Abaday urged the City Government and his colleagues to address the concern of the vendors and to have a "friendly take-over" so as not to prejudice their livelihood.


"We heard that a portion of the second floor would be rented by a Chinese. We are not against it but we should also look at the situation of the vendors," Abaday said.

Abaday's report came in reaction to a letter from a group of vendors who expressed apprehension of their plight.

In the letter, the vendors described their situation as "being placed in a tight box" since the portion they are now occupying is too small for them.

Mayor Vicente Emano earlier announced that he already signed an agreement with a Chinese businessman who showed interest to rent the entire third floor and a portion of the second floor of Cogon Market.

Emano added that some vendors agreed to move from one portion to another to give way to the "renter."

Not sure about Pryce, but for Davao hotels, its kinda weird for them to classify the known 3-star hotels like waterfront and apo view as 4 stars, tapos ang mga budget hotels like Myhotel and regency inn are ranked as 3 stars

So yeah, IMO, medyo walay klaro ilang star rating.. at least for the Davao hotels

Hinuon, murag sakto man for many of the Cebu 4 and 5 star Hotels... Pero, wa baya gyud ko kabalo sa official star rating of hotels... But, it's a really nice site gyud! Maka-barato gyud! Same site I used when I booked for a room at a 5 star hotel in Malaysia last year... Bargain gyud! Try to book at Marco Polo Davao... You'll be amazed kay you'll be able to get superior accomodation for only 4K, all in... If you call the hotel, published rate for that same room is more than 10K... But, they do have promos almost all year long... Pero, for some hotels, murag gamay ra o wa gyud discount... Pryce Plaza, for example, halos pareha ra sa published rate, mga 4.5K for the superior room... I booked a room at Hotel Venezia at Timog last weekend, 3,600 ako nabayad... If walk-in, 4K + taxes pa... Gamit kaayo na site! :-)

THE Ororama chain of department stores has offered a new concept as it opened its new Ororama TLP (Total Lower Price) store recently at the southeast corner of Market City in Agora, Lapasan.

Owned by the See family, Ororama TLP has embarked on a new concept as it now focuses on basic home furnishing items such as house wares, kitchenware, glass wares and ready-to-wear items and products at a very low price.

Genevieve See, youngest and only daughter of Hong and Gloria See who manages the operation of all their Ororama branches, said they will open "for good" at the Market City to cater to clients who are in a hurry to go home and has a limited budget.

Market City was constructed by the See family to be turned over to the City Government after 25 years under a build-operate-transfer (BOT) scheme.

See said with the new place exclusively for home items, shoppers will find products that would fit their lifestyle.

During the opening, hundreds of shoppers flocked to the Ororama TLP store to grab items under a buy-one-take-one promo. They were also given lots of freebies.

Shoppers were also entertained by the store's in-house DJ, Papa Ardi, who gave away free tickets to last Saturday's game between Alaska and Talk 'N Text.

Aside from the freebies, See said shoppers will also get a chance to win P1 million as first prize in a special raffle while at stake for the second prize is a house and lot from Liberty Land Corporation and a multicab for the third prize.

According to See, she makes it a point that shoppers will be satisfied when they shop at all Ororama branches in the city.

Ororama has been in existence for 41 years. It has branches in Cogon and Carmen while the Ororama Megacenter in Lapasan will be renovated once Market City is finished.

See said Market City is targeted to be operational within this month.

Cagayan de Oro seeking modern traffic systems


CAGAYAN DE ORO CITY -- The city government is considering options to help address growing vehicular congestion in the central business district here, an official statement read.
This urban center of close to 800,000 residents is the second largest metropolis in Mindanao, next only to Davao City at the southern end of the island.


Despite the deployment of Roads and Traffic Administration (RTA) personnel on the city’s busiest streets, as well as installation of traffic lights and signs, narrow roads easily get jammed during rush hours.


Thus, the city council has proposed to install a modern traffic signal light system along with closed-circuit television cameras that will help apprehend traffic rule violators and even criminals. Such system has already been operating in Davao City for the past three years, the statement read, but city officials have yet to look into the cost of such a project.

Last year, a total of 27,024 violators were recorded in Cagayan de Oro City with penalty payments totaling more than P2.5 million.


The RTA said it also impounded 1,155 vehicles and required 78 vehicle owners to render community service as part of their penalty.


Road mishaps last year totaled 5,425, causing damage to properties worth around P27 million.


These accidents caused 25 deaths and injured 1,604 individuals.


Early this year, a head-on collision between a 10-wheeler truck and a jeepney, which killed five people, prompted community leaders here to call for an ordinance raising speed limits.


They argued that, despite deployed RTA personnel and traffic lights, drivers -- especially those of public utility jeepneys -- speed through the streets, unmindful of other vehicles and pedestrians on the road. -- LGD

N Hotel located along Kauswagan Highway fronting Jollibee NHA is now open, though hotel workers say they’re still on soft opening because some of the facilities are not yet ready.

The former SBC Party Venue has been fully reconstructed and converted into an architecturally crafted and beautifully landscaped 3-storey hotel complex.

GIANT telecommunications company Globe Telecom has once again held a Negostar Fair Tuesday in Cagayan de Oro as the city was included in Top 3 in terms of nationwide sales during last year’s Negostar.

This time, Globe has introduced another round of new and exclusive one-time offers to small and medium entrepreneurs (SME) and government agencies at the Negostar Fair, held at the Grand Caprice Ballroom in Limketkai Center simultaneously with a similar event in Batangas.

Escosa said the IOS and TXTConnect tools were made especially to meet the needs of those in the retail, food business that operate in the multiple site using automated and efficient mobile and broadband programs.

This tool, he added, can be used for inventory, automated invoicing and merchandise procurement and in sales monitoring and reporting.

Meanwhile, the WebEye is best for easy monitoring of outlets and operations by using a web-based closed circuit television which can be accessed through a laptop or mobile phone which will give SMEs peace of mind as they are able to monitor their business operations from laptops or mobile phones.

President Aquino to award social services grants in Cagayan de Oro

CAGAYAN DE ORO CITY, March 22, (PIA) — President Benigno S. Aquino III is set to distribute social services to beneficiaries in Cagayan de Oro tomorrow afternoon at Oro Christian Grace School.

He will led the awarding of grants on the following seven (7) social services programs: Community Mortgage, Slum Upgrading, Self-Employment Assistance-Kaunlaran (SEA-K), Pantawid Pamilyang Pilipino Program (4Ps), Social Pension for Indigent Senior Citizens, Philhealth cards, and Certificate of Land Ownership.

The distribution of grants is one of the four events scheduled to be attended by the President on March 23.

Another event is a dialogue with civil society organizations at Pilgrim Christian College Auditorium where multi-sectoral groups will be presenting various major social issues to him.

The President will also be gracing the joint Philippine Economic Briefing and Regional Development Council Meeting at Mallberry Suites, this city.

He will also lead the inauguration of the first provincial road management facility project in Opol town, Misamis Oriental.

The 9-10 Kms road project which traverses five barangays is funded by the Australian Aid (AusAID).

Completed on February 27, 2011, the project costs P60.772,526.72 of which 12% comes from the local government unit of Misamis Oriental. (APB/PIA-10 Marawi)

PNoy launches P60-M Misamis Oriental road project

The President on Wednesday inaugurated a P60-million Australian-funded road project in Misamis Oriental that is expected to boost the province’s economy.

Bankrolled by the Australian Agency for International Development or AusAID, the road will connect the cities of Iligan and Cagayan de Oro, and serve as an alternate route from Cagayan de Oro to the provinces of Lanao and Bukidnon.

President Benigno Simeon Aquino III said the road will strengthen businesses in the area.

Australian Ambassador Rod Smith added that the Australian government plans to implement other road maintenance projects in the province.

After the inauguration, Aquino went on to Barangay Puerto in Cagayan de Oro to oversee the proposed Puerto-Sayre flyover project. Public Works and Highways Secretary Rogelio Singson presented to him the details of the project that will begin next month, and is expected to be completed in August. — PE/VS, GMA News

ISSUE ON POWER: Mindanao still has a power requirements deficit and is still heavily dependent on hydro-based power



Background

■Based on the conservative forecast of DOE, Mindanao needs at least 100 mw of power starting from 2009-2030
■Generating power plants normally takes an average of 5 years to be operational (2 years project development and 3 years construction) and so in the short term, dependable capacity is limited only to the existing hydro and thermal power plants.
■Development of new projects also takes too much time because of regulatory and local government requirements and permits.
■No open access and WESM for Mindanao, limiting the entry of new investors due to the relatively low generating cost of the hydro electric power plants of NPC.
Recommendations

■With the deferment of the privatization of the Agus and Pulangi Hydroelectric Power (HEP) this year, the Philippine Electricity Wholesale Spot Market should come up with a “modified” open access and WESM procedures in order to attract new investors in the power sector. New investors should have the flexibility to enter into bilateral contracts not only with utility companies and electric cooperatives but also manufacturing and industrial companies (subject to ERC approved rates)
■On the short –term, uprating of Agus 6 and rehabilitation of Pulangi 4 should be fastracked in time for the projected El Niño in 2012 & 2013.
■Rationalize the national and local taxes imposed to generating and utility companies in order to attract investors. Simplify procedures in securing permits on both regulatory agencies and local government units.
■National government to include in its private –partnership projects (PPP) the exploration of geothermal and natural gas as alternative sources of energy.


Issue on Peace and Order: Mindanao’s negative image



Background

Time and again, Mindanao will always lag behind because of the image being projected



Recommendations

■Convince foreign embassies to rationalize their travel advisories
■Government to partner with media for area promotion and involvement of the media at the Regional Development Council
Issues on Competitiveness



Issue #1: Disadvantage of Mindanao products due to high freight costs



Background

Other than being a major economic driver of Mindanao, Northern Mindanao also helps other regions be competitive by supplying them needed raw materials and food, and the region is Mindanao’s gateway. Unlike other areas where shutdowns and lockdowns are rampant every time there is a crisis, the region’s business and economic players have always kept lockdowns and shutdowns to the minimum and have maintained industrial peace through the years.



The never-ending fuel price increases will affect Northern Mindanao's competitive edge.



Recommendations

■Remove the VAT from the logistics chain (only), both for inbound and outbound cargo as a relief on rising costs.
■Re-classify refrigerated agriculture products (for vegetables) from Class A to a lower classification to make transport costs of these products affordable to smaller farmers.
■The Philippine Shippers Bureau and MARINA to review the Terminal Handling Charges imposed by foreign shipping lines on imports and exports. Some of these are repeat charges on port handling.
■Have all ports (supervised by PPA or not) implement mandatory weighing of cargo as only Mindanao cargo are weighed to comply with road and sea transport standards, but in-bound cargo from Manila ports to Mindanao are not weighed.


Issues on Infrastructure



Issue #1: Need for additional budget support to the Laguindingan International Airport (LIA) Offsite Components



Background

The Laguindingan International Airport will be operational soon. However, offsite preparations are also needed for it to be efficient as a major facility and further boost Northern Mindanao’s competitiveness.



Recommendations

■Government to provide incentives for more air transport providers to locate in LIA and offer direct flights
■Budget for road widening of the Cagayan de Oro to Iligan stretch of the Butuan-CDO–Iligan Road (BCIR) to address heavy traffic flow once LIA will operate.
■Provide incentives to investors who can put up the necessary facilities in Laguindingan e.g. utilities (water system) and fast ferries from Laguindingan to Ozamiz, Camiguin, CDO and Iligan.Issue #2: Other Priority Infrastructure



Background

As a growing region, there will always be the need to improve needed infrastructure



Recommendations

Government to allocate timely and the right budget for major infrastructure projects in the area:

■PHIVIDEC – Ala-e Bypass Road
■Farm to Market Roads
■Completion of the Iligan-Bukidnon section of the Mindanao East-West Lateral Highway
■Validate the feasibility of a proposed Bulk Handling Terminal at PHIVIDEC Industrial Estate as Mindanao Container Terminal (MCT) was not designed to handle bulk cargo.
■Mindanao Railway System


Issues on Business Enabling Environment



Issue #1: Ineffective Implementation of Republic Act 9178 or the Barangay Micro Business Enterprise (BMBE) Act of 2002



Background

RA9178 or the Barangay Micro Business Enterprises Act was signed into law on November 13, 2002 with the corresponding IRR issued as DTI DAO No. 1, Series of 2003; with the IRR taking effect 15 days after it was published on February 26, 2003. Nine (9) years after its implementation, the region has yet to see its benefits. It has been observed that there is minimal information dissemination and advocacy for its implementation especially at the local level. The few BMBE registrants in the region also cannot fully avail of the incentives specified in the law particularly on the exemption from income tax due to very stringent requirements from the BIR.

Recommendations

Institute reforms in implementing the BMBE Law through the following:

■Government agencies mandated to implement the law must come up with specific programs focused on developing and addressing the needs of BMBEs;
■Streamline documentary requirements of agencies to ensure that BMBEs can avail of the incentives specified in the law;
■Create an inter-agency body that will review the IRR of the BMBE Law and institute reforms accordingly.


ISSUE #2: Limited access to credit and other financial services for micro, small and medium enterprises (MSMEs)



Background

98% of enterprises or 35,247 establishments in Northern Mindanao (2005-2009) are micro enterprises, or those with asset size of Php3 Million below.



Issues

■Stringent requirements from existing banks and other financing institutions
■Lack of financing facilities for micro enterprises needing less than Php500,000 capital;
■Lack of financing facilities for new or start-up businesses;
■Existing facilities require adequate collaterals


Recommendations

■Streamline requirements and implement “Sulong Concept”
■Establish Customized Facility for Micro Enterprises’ needs:
1.Create special fund facilities for start-up or new enterprises who have yet to generate track records;
2.Offer customized facilities that address perennial need of micro enterprises for Packaging and Product Development and Marketing.
■BSP to promote more Surety facilities nationwide
ISSUE #3: Systems for Business Registration and Licensing of National Government Agencies and LGUs are not integrated



Background

High cost of business registration - not just in the fragmented business processes but also in the time needed to comply with all the needed requirements – from Mayor’s permit, BIR, DTI, SEC, DENR, Pag-IBIG, SSS, and other licensing entities.



Recommendations

■Hasten the implementation of the Unified Form to streamline the business and licensing requirements and reduce the processing time;
■System integration of all involved licensing agencies and local governments units should be given high priority.


Issue #4: Effect of Presidential Executive Order 23 on the Wood Sector in Northern Mindanao



Background

■EO 23: “Declaring a moratorium on the cutting and harvesting of timber in the natural and residual forests and creating the anti-illegal logging task force.”
■Northern Mindanao’s wood sector rely on tree plantations and not from natural/residual forests.
■EO 23 imposes all wood processors to secure 5-year log supply contracts as basis for the issuance/renewal of permits. Most wood processors are claiming that this mechanism will only lead to pole vaulting by tree planters, and planters are not amenable locking themselves for 5 years with only one saw mill.
■EO 23 also does not have a clear mandate on how wood processors of tree plantations continue to operate as DENR has stopped issuing and renewing their permits even if there is proof that they source their raw materials from tree plantations and not from natural or residual forests. Most permits issued in Northern Mindanao will expire this month and next month.
Recommendations

■EO 23 should be amended to consider log supply contracts to one year, to discourage pole vaulting and unfair concessions between planters and millers.
■There is the need to amend the 50-year old Forestry Code
■The need to establish a separate law for the production and use for tree plantations.
■DENR to also consider proactive measures like productivity programs for planters and millers instead of being just regulators.
■The task force organized by EO 23 to allocate some funds for DENR’s forest protection measures, for them put more forest rangers and corresponding equipment and facilities to have meaningful impact on forest protection.


Issue #5: On the plan to maintain a market-determined exchange rate



Background

The move to maintain a market-driven exchange rate is laudable. It is hopeful that moves to further stabilize the currency exchange rates without disrupting the floating rate system be implemented soonest.



Recommendation

Government to do an Impact Study on a mechanism to setup an exchange rate ceiling and floor to maintain competitiveness for exports, imports and OFW remittances. If such study was already made, perhaps sharing the results to the countryside would accelerate awareness.



Issue #6: On the plan to improve VAT refund mechanism and enhance risk-based audit on such refund



Background

Misamis Oriental to build center for delinquent kids

DELINQUENT children of Misamis Oriental will now have something to look forward to with the construction of a better shelter for their transition and total formation.

Last week, the provincial government of Misamis Oriental in partnership with the Juvenile Justice and Welfare Council (JJWC) held the ground breaking of Bahay Pag-asa in Barangay Patpat Poblacion, Claveria, Misamis Oriental.

The P3.7 million rehabilitation center is the first of its kind in the region to be built within a one-hectare land donated by the local government unit of Claveria.

Governor Oscar Moreno said the center will help solve the problems of the society where crimes are mostly committed by minors.

“If they will be given a second chance for reformation, with the help of the shelter, the children will become better citizens in the future,” Moreno said.

Maricel Casiño-Rivera, head of the Misamis Oriental Provincial Press Office, said the center would be a temporary haven and rehabilitation center for children at risk and those in conflict with the law in the province.

Rivera said Bahay Pag-asa will provide various services for the disturbed children which will enrich and nurture them to become better citizens when they leave the center.

“We will make sure that the shelter will be a friendly environment to the children where they can have a healthy lifestyle, provided with education and basic utilities appropriate to their needs,” she said.

The best thing about Bahay Pag-asa, Rivera said, is that the children will undergo technical training from Misamis Oriental State of Agriculture and Technology to equip them with skills that they can use once they go back to the real world.

Rivera said the facility will also entail its own personnel support including a Social Welfare Officer, house parents and administrative aides.

The facility includes a two-level dorm type structure with staff, clinic, dormitories, a multi-purpose room, receiving room, family area and guard house.

Rivera said construction of Bahay Pag-asa is expected to finish after 120 days.

Moreno led the groundbreaking of the facility with Department of Social Welfare and Development Undersecretary Alicia Bala and other government officials.

Background

■Based on the conservative forecast of DOE, Mindanao needs at least 100 mw of power starting from 2009-2030
■Generating power plants normally takes an average of 5 years to be operational (2 years project development and 3 years construction) and so in the short term, dependable capacity is limited only to the existing hydro and thermal power plants.
■Development of new projects also takes too much time because of regulatory and local government requirements and permits.
■No open access and WESM for Mindanao, limiting the entry of new investors due to the relatively low generating cost of the hydro electric power plants of NPC.
Recommendations

■With the deferment of the privatization of the Agus and Pulangi Hydroelectric Power (HEP) this year, the Philippine Electricity Wholesale Spot Market should come up with a “modified” open access and WESM procedures in order to attract new investors in the power sector. New investors should have the flexibility to enter into bilateral contracts not only with utility companies and electric cooperatives but also manufacturing and industrial companies (subject to ERC approved rates)
■On the short –term, uprating of Agus 6 and rehabilitation of Pulangi 4 should be fastracked in time for the projected El Niño in 2012 & 2013.
■Rationalize the national and local taxes imposed to generating and utility companies in order to attract investors. Simplify procedures in securing permits on both regulatory agencies and local government units.
■National government to include in its private –partnership projects (PPP) the exploration of geothermal and natural gas as alternative sources of energy.

Issues on Competitiveness



Issue #1: Disadvantage of Mindanao products due to high freight costs



Background

Other than being a major economic driver of Mindanao, Northern Mindanao also helps other regions be competitive by supplying them needed raw materials and food, and the region is Mindanao’s gateway. Unlike other areas where shutdowns and lockdowns are rampant every time there is a crisis, the region’s business and economic players have always kept lockdowns and shutdowns to the minimum and have maintained industrial peace through the years.



The never-ending fuel price increases will affect Northern Mindanao's competitive edge.



Recommendations

■Remove the VAT from the logistics chain (only), both for inbound and outbound cargo as a relief on rising costs.
■Re-classify refrigerated agriculture products (for vegetables) from Class A to a lower classification to make transport costs of these products affordable to smaller farmers.
■The Philippine Shippers Bureau and MARINA to review the Terminal Handling Charges imposed by foreign shipping lines on imports and exports. Some of these are repeat charges on port handling.
■Have all ports (supervised by PPA or not) implement mandatory weighing of cargo as only Mindanao cargo are weighed to comply with road and sea transport standards, but in-bound cargo from Manila ports to Mindanao are not weighed.


Issues on Infrastructure



Issue #1: Need for additional budget support to the Laguindingan International Airport (LIA) Offsite Components



Background

The Laguindingan International Airport will be operational soon. However, offsite preparations are also needed for it to be efficient as a major facility and further boost Northern Mindanao’s competitiveness.



Recommendations

■Government to provide incentives for more air transport providers to locate in LIA and offer direct flights
■Budget for road widening of the Cagayan de Oro to Iligan stretch of the Butuan-CDO–Iligan Road (BCIR) to address heavy traffic flow once LIA will operate.
■Provide incentives to investors who can put up the necessary facilities in Laguindingan e.g. utilities (water system) and fast ferries from Laguindingan to Ozamiz, Camiguin, CDO and Iligan.Issue #2: Other Priority Infrastructure



Background

As a growing region, there will always be the need to improve needed infrastructure



Recommendations

Government to allocate timely and the right budget for major infrastructure projects in the area:

■PHIVIDEC – Ala-e Bypass Road
■Farm to Market Roads
■Completion of the Iligan-Bukidnon section of the Mindanao East-West Lateral Highway
■Validate the feasibility of a proposed Bulk Handling Terminal at PHIVIDEC Industrial Estate as Mindanao Container Terminal (MCT) was not designed to handle bulk cargo.

Issues on Business Enabling Environment



Issue #1: Ineffective Implementation of Republic Act 9178 or the Barangay Micro Business Enterprise (BMBE) Act of 2002



Background

RA9178 or the Barangay Micro Business Enterprises Act was signed into law on November 13, 2002 with the corresponding IRR issued as DTI DAO No. 1, Series of 2003; with the IRR taking effect 15 days after it was published on February 26, 2003. Nine (9) years after its implementation, the region has yet to see its benefits. It has been observed that there is minimal information dissemination and advocacy for its implementation especially at the local level. The few BMBE registrants in the region also cannot fully avail of the incentives specified in the law particularly on the exemption from income tax due to very stringent requirements from the BIR.

Recommendations

Institute reforms in implementing the BMBE Law through the following:

■Government agencies mandated to implement the law must come up with specific programs focused on developing and addressing the needs of BMBEs;
■Streamline documentary requirements of agencies to ensure that BMBEs can avail of the incentives specified in the law;
■Create an inter-agency body that will review the IRR of the BMBE Law and institute reforms accordingly.


ISSUE #2: Limited access to credit and other financial services for micro, small and medium enterprises (MSMEs)



Background

98% of enterprises or 35,247 establishments in Northern Mindanao (2005-2009) are micro enterprises, or those with asset size of Php3 Million below.



Issues

■Stringent requirements from existing banks and other financing institutions
■Lack of financing facilities for micro enterprises needing less than Php500,000 capital;
■Lack of financing facilities for new or start-up businesses;
■Existing facilities require adequate collaterals


Recommendations

■Streamline requirements and implement “Sulong Concept”
■Establish Customized Facility for Micro Enterprises’ needs:
1.Create special fund facilities for start-up or new enterprises who have yet to generate track records;
2.Offer customized facilities that address perennial need of micro enterprises for Packaging and Product Development and Marketing.
■BSP to promote more Surety facilities nationwide
ISSUE #3: Systems for Business Registration and Licensing of National Government Agencies and LGUs are not integrated



Background

High cost of business registration - not just in the fragmented business processes but also in the time needed to comply with all the needed requirements – from Mayor’s permit, BIR, DTI, SEC, DENR, Pag-IBIG, SSS, and other licensing entities.



Recommendations

■Hasten the implementation of the Unified Form to streamline the business and licensing requirements and reduce the processing time;
■System integration of all involved licensing agencies and local governments units should be given high priority.


Issue #4: Effect of Presidential Executive Order 23 on the Wood Sector in Northern Mindanao



Background

■EO 23: “Declaring a moratorium on the cutting and harvesting of timber in the natural and residual forests and creating the anti-illegal logging task force.”
■Northern Mindanao’s wood sector rely on tree plantations and not from natural/residual forests.
■EO 23 imposes all wood processors to secure 5-year log supply contracts as basis for the issuance/renewal of permits. Most wood processors are claiming that this mechanism will only lead to pole vaulting by tree planters, and planters are not amenable locking themselves for 5 years with only one saw mill.
■EO 23 also does not have a clear mandate on how wood processors of tree plantations continue to operate as DENR has stopped issuing and renewing their permits even if there is proof that they source their raw materials from tree plantations and not from natural or residual forests. Most permits issued in Northern Mindanao will expire this month and next month.
Recommendations

■EO 23 should be amended to consider log supply contracts to one year, to discourage pole vaulting and unfair concessions between planters and millers.
■There is the need to amend the 50-year old Forestry Code
■The need to establish a separate law for the production and use for tree plantations.
■DENR to also consider proactive measures like productivity programs for planters and millers instead of being just regulators.
■The task force organized by EO 23 to allocate some funds for DENR’s forest protection measures, for them put more forest rangers and corresponding equipment and facilities to have meaningful impact on forest protection.


Issue #5: On the plan to maintain a market-determined exchange rate



Background

The move to maintain a market-driven exchange rate is laudable. It is hopeful that moves to further stabilize the currency exchange rates without disrupting the floating rate system be implemented soonest.



Recommendation

Government to do an Impact Study on a mechanism to setup an exchange rate ceiling and floor to maintain competitiveness for exports, imports and OFW remittances. If such study was already made, perhaps sharing the results to the countryside would accelerate awareness.

CAGAYAN DE ORO CITY -- The Ayala Land, Inc. joint-venture project now under construction in Cagayan de Oro has been described as a “regional mall” rather than the usual “strip center” shopping mall. The proposed mixed-use development combines the traditional shopping mall with amenities aimed at upscale consumers in progressive regional urban centers.
“We don’t aim at competing with existing shopping malls but rather present a ‘total lifestyle’ experience for the upper income niche market that integrates shopping with dining, leisure and entertainment,” said Emilio J. Tumbocon, senior vice-president, VisMin Group of Ayala Land.

Named Centrio, the project is a joint venture with Anflo Management and Investment Corp. and Mindanao Motors Corp, which own the 3.2-hectare property located at the heart of an emerging business district bounded by C.M. Recto Avenue, Corrales Avenue and Capt. Vicente Roa St. directly across Gaisano City Mall.

Mr. Tumbocon said the three-level mall, exclusive of one-level basement parking, will have a gross leasable area of approximately 70,000 square meters (sq. m.) and would have an anchor store, upscale signature brand boutiques, fashion forward brands, four cinemas, fine dining and fastfood chains with 100% backup power in consideration of the prevailing power situation in Mindanao.

Investment for the project was pegged at P4.5 billion with the inclusion of an eight-storey, 150-room “boutique” hotel to be operated by an Ayala Land subsidiary, with an option for a four-storey business process outsourcing hub building on top of the mall with a gross leasable area of 10,000 sq. m. and a residential condominium within the property.

The name “Centrio” denotes a convergence of various establishments located at the commercial heart of a city, company officials said.

CAGAYAN DE ORO CITY—President Aquino on Wednesday called for public-private partnership to address the impending power crisis in Mindanao.
This, even as he warned Minda-naoans of high electricity rates next year when the exemption to privatize government-owned power plants in the island ends.

The Electric Power Industry Reform Act (Epira or Republic Act 9136) exempts National Power Corp. (Napocor) power plants in Mindanao from privatization, which Mr. Aquino said has led to a situation where the government subsidized power rates in Mindanao.

“This produced a situation where we kept on selling electricity at about P3 when the actual charge of generation was P5. That, of course, is contributory to the debt inherited by PSALM [Power Sector Assets and Liabilities Management Corp.] and the number is daunting. It is P1 trillion,” he said during the joint Philippine Economic Briefing and Regional Development Council meeting at the Mallberry Suites Hotel here.

The President said the government cannot go on delivering basic services to the people if it continues to subsidize power rates in Mindanao.

With the projected El Niño phenomenon hitting Mindanao next year and the ongoing negotiations for the establishment of the ship-building facility of Hanjin in Misamis Oriental, Mr. Aquino said there really is a need to “encourage the private investors to invest in the power sector here.”

“We cannot totally depend on hydropower because it is susceptible to El Niño,” the President said in Filipino during the Regional Consultation Forum with Civil Society Organizations in Region 10 at the Pilgrim Christian College auditorium following the economic briefing.

Rodolfo Meñes, past president of the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc., urged the fast-tracking of maintenance work in all Napocor power plants in Mindanao to address the projected energy problem next year.

“There is a projected El Niño next year. It is important that NPC accelerate the maintenance of the Agus 6 and Pulangi 4 hydro plants,” he said in his statement during the economic briefing.

Meñes said aside from maintaining Napocor’s power plants in Mindanao, there is also a need for a more “open and modified WESM [Wholesale Electricity Spot Market] to be able to accelerate investors in the area.”

But President Aquino said “the long-term solution is not just to repair these plants but more so to encourage private investors to come in and support the demand for electricity that will come in because of the growth of Mindanao, especially after we conclude the peace agreements.”

He said that when there are many private independent power producers who trade electricity in the WESM, “We can choose who sells the most reasonable seller of electricity.”

WESM is a venue for trading electricity as a commodity. It serves as a clearing house to reflect the economic value of electricity for a particular period, as indicated by the “spot price.”

This market differs from other markets because electricity cannot be stored in large quantities and it is not possible to trace which generator produced the electricity consumed by a particular customer.

Because of this, the wholesale electricity market uses the concept of a “pool” where all electricity output from generators are centrally coordinated. Generators as well as buyers of bulk electricity compete for a share of this pool, to be dispatched and scheduled to meet the electricity demand in real time.

[Delivered at the Mallberry Suites Business Hotel, Cagayan de Oro City on March 23, 2011]

During the campaign, we promised to the Filipino people a government of reform. We promised to put an end to the corruption that had been so prevalent in the years leading up to last year’s election. We promised a government that does its job; a government that is not allergic to the word “overtime”; a government that puts the interests of the Filipino people on the forefront of every single project. We are delivering on these promises, and this has redounded to significant improvements in many areas of concern, especially our economy.

Just recently, a study conducted by Citibank pegged us as one of the eleven countries with the most promising growth prospects per capita. We have also stretched out the maturities of some of our debts, from five years to as much as 25 years. As a result of this, credit rating agencies such as Standard and Poor’s, and Moody’s have upgraded their outlook for our credit rating, making it easier for us to tap the international capital markets. Collections of customs and the Bureau of Internal Revenue are up, nationally by 17.7 percent and 9.6 percent, respectively. And Misamis Oriental has played a significant role in this. In the third quarter of 2010, your tax and customs collections increased by 22.4 and 25.2 percent, respectively. Likewise, total investments in your region have more than doubled. In a word, your economy is booming alongside our national economy, and this bodes well for all of us. For those of us working in government, these improvements only push us to work even harder.

We are continuing a number of initiatives to foster a business environment that attracts even more investments and leads to even more growth. We have been cutting the bureaucratic red tape that has plagued businesses in the Philippines for so long. Among the steps we have taken is the reassessment of the Bureau of Internal Revenue’s tax rulings process. We have likewise reduced the requirements for bidding documents at the Department of Public Works and Highways from fifteen documents to just eight.

But no matter how good things look on paper, what really counts is the change in the way our people live. Favorable macroeconomic numbers must lead to feeding the hungry, tending to the sick, and sending children to school. I am telling you now: We are doing that. Our job is to make sure that this growth is felt by each and every Filipino. It is as tangible as adequate food on the table, fully equipped hospitals that treat our sick, and accurately written school books that our children can read and learn from. It is this government’s job to make sure that these day-to-day signs of real growth are accessible to all.

We have allocated larger budgets to poverty alleviation projects such as conditional cash transfers, more than doubling its reach to now 2.3 million families. By helping families help themselves, we are ensuring that their children are going to school, their babies are vaccinated, and mothers are kept healthy through regular check-ups. Likewise, we have begun the expansion of the PhilHealth program so that, within three years, we can cover those who need it most. Already we have identified the poorest 4.6 million Filipino families, all of which we want to be beneficiaries of this program. In these disaster-prone times, I have ordered a review of our compliance with building standards to make our structures and dwellings more able to withstand tremors and quakes.

But despite these vital steps toward progress, much remains to be done. Thankfully, we have people like those of you present here today, who are willing to impart your talent, work ethic, and sense of nationhood to make our country work.

Cagayan de Oro is known as the City of Golden Friendship, and here today we are proving that your national government is your friend. Our efforts are ultimately premised on the same thing: that the entrepreneurs and the citizens of Cagayan de Oro and the rest of this country should be able to live better lives, look forward to better futures, and bequeath to their children a better Philippines.

We are working to eliminate corruption in our institutions. I know that corruption can seem easy over the short term—bribe the right people and you can get the deal. But look what happens to those who do this: Sooner or later, the anomalies are discovered, there is public outrage, and the deals are undone. In the end, the money invested, and the bribes spent on the project are wasted. Who hasn’t heard of NBN-ZTE, Megapacific, NAIA Terminal Three, and other deals that have unraveled? What a waste of private capital and taxpayers’ money. Adding insult to injury is that those who were caught are not prosecuted or allowed to plea bargain instead of being tried.

We are trying to create an environment where this does not happen, where no one questions the legitimacy of such deals, and where nothing needs to be undone later on. And part of creating such an environment is putting in place the right people who will prosecute those who do such things. That is why we called for the impeachment of the Ombudsman. We cannot have deals such as ZTE, Megapacific, or NAIA3 holding back the country any longer. The impeachment of the Ombudsman is the strongest signal we can send to you right now that we are trying to put in place the kind of level playing field for your businesses to survive and prosper in the long term. As the senate prepares to try the Ombudsman, I urge you to support this and other efforts to fight corruption.

Together, we can eliminate the dark elements that hinder us from the true and lasting change that we have long hoped for. Together, we can end the systematized corruption that has prevented our country from fulfilling its vast potential. We must continue tapping into this spirit of bayanihan that runs in our blood in order to finally lift this country together, as fellow Filipinos, back to its rightful place under the daylight.

And before I end, may I just really highlight some of the things that we have done? Earlier, we talked about moving the debt. In about two years’ time, there was a very big spike in terms of outlay to pay debt that we had inherited. Our finance team and our economic managers managed to push back that two-year maturing period to 25 years. And the beauty of it all was, they extended the maturation, they even managed to bring down the interest rates from 8-point-something percent to 6. There was a reduction of interest that we should pay by about 2 percent.

May I just respond also to a request earlier about El Niño coming back? I don’t want to lie to anybody, especially to the people, who I consider my bosses. We have problems with weather. We have problems with electricity in Mindanao. I’m sure all of you are aware that there was an exemption given by the EPIRA Law [Electronic Power Industry Reform Act] for Mindanao’s NPC [National Power Corp.] power plants not to be privatized. This produced a situation where we kept on selling electricity about three pesos when the actual charge of generation was five pesos. That of course is contributory to the debt that is now inherited by PSALM [Power Sector Assets and Liabilities Management Corp.], and the number is daunting—it is one trillion pesos already.

So, the long-term solution is not just to repair the existing power plants, but more so to encourage the private sector to come in and support the demand and electricity that will come in because of the growth of Mindanao, especially after we conclude the peace agreements.

So, toward that end, we are working on that. The exemption, I understand, is finished by this year. I beg for your understanding, but it does not make sense to continue producing any product and selling it at a loss to be passed on to other people. Is that not the case? And I’m sure you would want to do that which is right.

I cannot respond on an item by item basis on the wish list. Although, initially, I understand that most of these projects have been well thought of and are really needed by a vast majority of the people, especially here in Northern Mindanao. I will leave my Secretaries to discuss with you the details of all of these projects. They in turn will be the ones, from various fields, to advise us as to what has to be done.

Let me assure you of one thing: We will not deprive any community of that which it needs. We will be here to support you every step of the way. We ask for your cooperation. We ask for your understanding. But I am sure together the possibilities are to my mind limitless.

CAGAYAN DE ORO CITY, Misamis Oriental (PIA) – President Benigno S. Aquino III will unveil today the architectural view of the proposed [SIZE="4"][B]first-ever flyover, which will soon rise in Puerto and Bugo area in Cagayan de Oro City.

The Department of Public Works and Highways (DPWH) data shows the flyover has a total length of 195 lineal meters (ln.m.), 7.5 ln. m. width and road approaches of 40 ln. m.

This is in response to the call for construction of additional concrete lanes on both sides of the existing roadway where traffic is heavy that makes vehicle move at creeping speed during peak hours.

The more than P360 million flyover is one of the 10 nationwide projects implemented and funded under the President’s bridge program for urban and rural development.

Funded by the Export Guarantee Assistance of the French Government, the project will be implemented by the DPWH-President’s Bridge Program Office, Cagayan de Oro city government and DPWH 10. (PIA 10)

Cagayan de Oro City to spend P88 million on infrastructure

CAGAYAN DE ORO CITY -- Various infrastructure projects worth P88.7 million were launched here on Monday.

Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) said in a statement that the projects will be funded through his Priority Development Assistance Fund in coordination with the Department of Agriculture.


The list consists of seven rehabilitation or upgrading road projects totaling P58 million, five farm-to-market roads and four government office buildings and some classrooms.


"This will complete the concreting of all our national roads, including R.N. Abejuela and Tirso Neri Streets in Plaza Divisoria, the addition of two more lanes in the Tablon section of the Iligan-Cagayan-Butuan Road, and our other bypass road in the city’s eastern section," the statement read.


The P10-million Iligan-Cagayan-Butuan Road widening is a prerequisite to the construction of the P385-million Puerto-Sayre Highway flyover meant to decongest the busy Puerto junction.


Work will also continue on the P341-million 15-kilometer By-Pass Road that will connect to the third Cagayan de Oro Bridge, linking J.R. Borja, Gusa, Macabalan, Lapasan, Puntod, Bayabas, Igpit and Opol districts by June 2012, he added. It aims at decongesting traffic on the Iligan-Cagayan-Butuan Road, which is now the only road available for cargo trucks and cars traveling from one end of the city to the other.


Mr. Rodriguez said he has also sought funds for the completion of the P758-million Cagayan de Oro International Trade and Convention Center by 2012. Norma U. For me, this is not CDO's first fly-over. The Maharlika Bridge a.k.a. Marcos Bridge is the first 'coz it also serves as a fly-over sa Burgos Street. Constructed in the late 70's or early 80's. Mas una pa sa Ortigas Fly-over. Di na lang ko mosulti nga Mindanao's "first" kay naay gakasilo ana nga term. Magsakit ra ba dayon ang dughan:nuts:

The 195-meter flyover in Puerto this city is set to be completed in August this year. This is based on the project profile which indicated the source of fund as COFACE Export Credit Guarantee Assistance from the French Government.

The PhP 363 million flyover will have five spans, four piers supported on 1.5 meter diameter bored piles. Click image below.

The project is expected to lessen traffic congestion in the area by 30 minutes.

^^ bai ang iya gipasabot nga naay portion sa bridge nga murag nahimong fly-over sa isa ka street which is Burgos Street. Sa kataas sa Maharlika(Marcos) Bridge, layo ang iyang gipadulngan sa pikas end...dili lang sya kutob sa daplin sa river bank....mao nga nilabay/ming-cross ni siya ibabaw sa Burgos Street... :) kung makabisita ka diri, makita na nimo:)

murag ing ani ba iyang bu-ot pasabot? sama sa Bankerohan bridge nga naay dalan sa ilalom? karaan na man pod ni sya pero wala gi consider sa Davao as "flyover"

Redevelopment of upper floors of Cogon Public Market now underway

The 2nd and 3rd floors of Cogon Public Market are now being redeveloped for the entry of 858, a Chinese-owned store selling ready-to-wear items at very low prices.

Actually, clearing of half of the second floor began sometime last week. The exteriors of the upper floors will be covered to look like the one you see at the tarpaulin installed at the site.

Escalators will take shoppers from the ground floor to the upper floors. As shown in the perspective, there will be a major facelift of the 3-storey building. I don’t know if this will push through since only half of the 2nd floor will be utilized by 858.

858 is said to be similar to the more popular 168….lots of bargains.

Concreting of remaining Divisoria roads done by August

The completion of the concreting of RN Abejuela and Tirso Neri, more popularly known as the streets around Golden Friendship Park in Divisoria will be finally realized after the groundbreaking (the 2nd time) held yesterday.

Both streets are National Roads so concreting by the city government was concentrated on the side roads of Divisoria. With the project, the weekly Night Café and Night Market will have to be relocated…possibly If I may suggest near Rodelsa Circle. They could use the Biasong Road to Bell Church as the alternate site….temporary relocation might as well be permanent if there’s positive response.

I said it was the 2nd groundbreaking because a few years ago, the initial groundbreaking was held but funds then were not yet allocated.

The road concreting project is just one of various infrastructure projects worth P88.7 million launched by Rep. Rufus B. Rodriguez which will be funded through his Priority Development Assistance Fund in coordination with the Department of Agriculture.

The project is said to be finished before the city fiesta in August.

Council vows to consider vendors' plight

THE Cagayan de Oro City Council has assured to look into the predicament of vendors at the Cogon Public Market following the City Government's decision to lease a portion of the market's second floor and the entire third floor.

In a report, Councilor Roger Abaday urged the City Government and his colleagues to address the concern of the vendors and to have a "friendly take-over" so as not to prejudice their livelihood.


"We heard that a portion of the second floor would be rented by a Chinese. We are not against it but we should also look at the situation of the vendors," Abaday said.

Abaday's report came in reaction to a letter from a group of vendors who expressed apprehension of their plight.

In the letter, the vendors described their situation as "being placed in a tight box" since the portion they are now occupying is too small for them.

Mayor Vicente Emano earlier announced that he already signed an agreement with a Chinese businessman who showed interest to rent the entire third floor and a portion of the second floor of Cogon Market.

Emano added that some vendors agreed to move from one portion to another to give way to the "renter."
