CAGAYAN DE ORO THIRD BRIDGE

The project: Completion/Continuation of Cagayan de Oro Third Bridge and Access Road has several phases. The bridge proper with a length of 352 LM had been completed and the ongoing works focus on the construction of access road and coastal road.

The majority of the phases of the project ( Phase I – VIII ) started in 1997 and are already completed. Presently, Phase IX is ongoing with the works focused on the road concreting of Bayabas Section-West Bound Terminal-Iponan Bridge III Junction, Igpit, Opol, National road; road concreting along barangays Kauswagan and Bayabas, and graveling of coastal roads along barangays Lapasan and Gusa. The ongoing road concreting has a total length of 14.423 kms. and a total cost of P642,824,622.51.

Aside from the road works, the construction of Iponan Bridge III was completed with a length of 80.00 L.M. and a cost of P 187,939,433.69.

As of press time, Phase IX has an actual accomplishment of 94.850% with a positive slippage of 0.060 %.

To complete the entire project, this office has still an immediate need of P 300,000,000.00 for the payment of Road-Right-of Way (RROW) acquisition along Lapasan to the National Highways of Igpit, Opol, Misamis Oriental. Another needed release to complete the project is the P200,000,000.00 for Phase X that will focus on the additional construction of 620 linear meter Coastal Road along Barangay Gusa without Aggregate Base Course and Portland Concrete Cement Pavement (PCCP) and the construction of Kulambog Bridge along Kulambog, Lapasan, this City. When funding will be available, works identified for Phase X will be started this year.

As programmed, by CY 2012 the work will focus at Phase XI with a needed release of P355,000,000.00. It will be centred on the completion of the Cagayan de Oro Coastal By-pass Road by working on the Junction of J.R. Borja Extension and Gusa National Highway, the Rotonda at Barangay Puntod, the construction of Bitan-ag Creek at Barangay Lapasan and the payment of Road-Right of Way (P50,000,000.00).

When completed, this huge project will be an enormous help to the travelling public along Butuan-Cagayan-Iligan Road (BCIR) by having a smooth sailing travel since heavy-loaded trucks will be rerouted to avoid traffic congestion.

To complete the entire project, this office has still an immediate need of P 300,000,000.00 for the payment of Road-Right-of Way (RROW) acquisition along Lapasan to the National Highways of Igpit, Opol, Misamis Oriental. Another needed release to complete the project is the P200,000,000.00 for Phase X that will focus on the additional construction of 620 linear meter Coastal Road along Barangay Gusa without Aggregate Base Course and Portland Concrete Cement Pavement (PCCP) and the construction of Kulambog Bridge along Kulambog, Lapasan, this City. When funding will be available, works identified for Phase X will be started this year.

As programmed, by CY 2012 the work will focus at Phase XI with a needed release of P355,000,000.00. It will be centred on the completion of the Cagayan de Oro Coastal By-pass Road by working on the Junction of J.R. Borja Extension and Gusa National Highway, the Rotonda at Barangay Puntod, the construction of Bitan-ag Creek at Barangay Lapasan and the payment of Road-Right of Way (P50,000,000.00).

When completed, this huge project will be an enormous help to the travelling public along Butuan-Cagayan-Iligan Road (BCIR) by having a smooth sailing travel since heavy-loaded trucks will be rerouted to avoid traffic congestion.

Official Statement on the Burial of Cadaver Remains

The Dr Jose P Rizal School of Medicine of Xavier University-Ateneo de Cagayan has continually and faithfully upheld the highest standards in the training of medical practitioners. The School was given the distinction of being a Center of Development in Medical Education from the Commission on Higher Education (CHED) and holds a Level 1 accreditation status from the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU).

Our students in their Anatomy Class study body parts of embalmed cadavers which have been previously immersed in formalinized water for a year. Before and after dissections are performed, students and their professors offer prayers for the cadavers. Utmost respect for the dignity of the human body is observed during Anatomy classes. Masses are offered every All Souls’ Day for all cadavers in the laboratory and also before burial.

The incident on May 17, 2011 when sealed boxes containing cadaver remains were found unburied at a public cemetery is deeply regrettable. Upon knowledge of the incident, the University formed aCommittee to investigate the matter and move toward its resolution.

The School complied with all the burial requirements of the Bolonsori cemetery management. The School also specified in its request that the remains be given a dignified resting place in the cemetery as has been practiced.

The School engaged independent contractors to carry out the burial process. On May 10, 2011, the cadaver remains were properly turned over to the Bolonsori personnel for burial through the independent contractors engaged by the School. Thereafter, the School was not in control of succeeding events.
Nevertheless, Xavier University is taking steps to improve further its policies governing the proper disposition of anatomical specimens.

We laud the efforts of the City Council in carrying out investigations in aid of legislation to prevent similar unfortunate incidents in the future.

City hall may not charge Xavier U over body parts

CITY hall's lawyers would likely not press any charges against Xavier University in connection with the discovery of the dumping of body parts from its medical School in Bolunsuri in Camaman-an. City legal officer Maryanne Enteria said this even as she confirmed that her office received a copy of a report of the city council's health committee.
"Based on our initial findings, Xavier University may no longer be held adminis-tratively or criminally liable. Based on the report, (the School) contracted the services of someone for the burial of the body parts at the Bolonsiri cemetery,"said Enteria. She added: " But we are not closing the case yet. We have to investigate first the City Public Service Office that is in charge of all activities at Bolonsiri. We will find out if there was a document for the burial."

In a June 7 report to the council's health committee, Dr. Ruth Beltran, dean of Xavier's Dr. Jose P. Rizal School of Medicine, said the School has "continually and faithfully upheld the highest standards in the training of medical practitioners." Beltran said that last May 6, a laboratory technician was given permission to proceed with the preparation of the body parts for burial by an "independent contractor."

"In 2009, upon recommendation by the laboratory technician Mr. Nestor Lintocan, the School engaged other independent contractors to bury the cadaver remains for the same fee. It contracted with a sepultorero (grave digger) of Bolonsori cemetery together with two janitors namely Mr. Steve Lloren and Mr. Avelino Cabiles who are employees of Don Bosco Services Agency assigned to the School. The sepultrorero hired by the School is the brother of Mr. Avelino Cabiles who did the actual burying. The task of the two janitors was to transport the boxes containing the cadaver remains from the School to Bolonsori cemetery which they did after their official working hours as janitors," Beltran stated.

Last May 10, Beltran continues, four boxes containing the body parts were officially turned over by the laboratory technician to the independent contractors after following the standard packing procedure. Despite heavy downpour, the two janitors gathered the four boxes for burial at the Bolonsori cemetery at 4:30 pm after receiving payment for their services, claiming that the sepultorero already had the grave ready. They were also given the required letter from the dean with the same request that the remains be given a dignified resting place.

She said that last May 11, the laboratory technician was allegedly told by the janitors that the burial went well.
"We were so surprised when we learned that on May 17, 2011, the four sealed boxes containing the body parts of the cadavers were discovered in a septic tank adjacent to an unoccupied grave at Bolonsori cemetery," the dean said.

Kathryn Jessica Pineda-dela Serna, Xavier's lawyer, said the School is classified as a "special School" under Section 40, Chapter VI of PD 856 which is permitted to use unclaimed cadaver remains for medical studies under Article XXI, Section 97 of the same Code as amended by Section 15 of the IRR. She said the requirements of Section 44 were also complied with in that the cadavers were properly stored in morgues and dissected in dissecting laboratory rooms, observing utmost sanitary process. "The School did not violate the provisions of the Implementing Rules and Regulations of Chapter XXI (Disposal of Dead Persons) of the Code of Sanitation of the Philippines. The School was established in 1983 while this IRR was promulgated in 1996.

The provisions in Section 15 thereof on use of remains for medical studies do not apply to the particular remains used by the School since these remains neither died of or with a dangerous communicable disease nor from non-dangerous communicable disease where a certification is required from the director or chief of hospital that the remains has been unclaimed for 48 hours after death. These cadavers were purchased from licensed funeral establishments and were not donated. Besides, Section 12.1.2 of the IRR prohibits an embalmer from embalming any dead human body which died from dangerous communicable disease," dela Serna said.

Northern Mindanao posts 41% increase in tourists in 2010

Some 1,485,535 travelers visited Northern Mindanao last year, a remarkable 41 percent increase compared to the previous year.
Some generous individual provided me data from the regional office of the Department of Tourism and lo and behold, nearly half a million more tourists toured the region in a single year. Also, the average hotel occupancy rate in the region is around 66 percent in 2010. As shown in the table below, Cagayan de Oro – Misamis Oriental had a very high 80 percent average hotel occupancy rate. This proves why the hotel industry is booming in the city.

CAGAYAN DE ORO THIRD BRIDGE

The project: Completion/Continuation of Cagayan de Oro Third Bridge and Access Road has several phases. The bridge proper with a length of 352 LM had been completed and the ongoing works focus on the construction of access road and coastal road.

The majority of the phases of the project ( Phase I – VIII ) started in 1997 and are already completed. Presently, Phase IX is ongoing with the works focused on the road concreting of Bayabas Section-West Bound Terminal-Iponan Bridge III Junction, Igpit, Opol, National road; road concreting along barangays Kauswagan and Bayabas, and graveling of coastal roads along barangays Lapasan and Gusa. The ongoing road concreting has a total length of 14.423 kms. and a total cost of P642,824,622.51.

PROJECT WATCH: Recto-Velez flyover project now underway

Construction of the CM Recto-A. Velez flyover has began with heavy equipment and initial drilling being undertaken at the site.

Two lanes of CM Recto is now closed to traffic with dozens of workers seen onsite. You could see some excavations below perhaps on the piers of the flyover project as well as concrete piles.

The city deactivated the traffic lights in the intersection with RTA personnel manning the traffic. Of course, because of the construction, traffic has become slow in the area but hopefully when this is finished, it will help improve traffic in the area. More photos below.

More modern traffic lights using Light Emitting Diode (LED) were recently installed particularly along Corrales Avenue at the junctions of JR Borja and Yacapin streets, respectively. The main difference between the latest system installed and the first ones in Carmen and Ororama Megacenter junctions is the addition of pedestrian LED signals as shown above.

There are also distinct differences between the Corrales-JR Borja and Corrales-Yacapin junctions. The Corrales-JR Borja system uses a timer for both vehicle and pedestrian signals shown below.

On the other hand, the Corrales-Yacapin junction uses a system which shows a “decreasing” LED light as a timer to change signals while the pedestrian signal has no timer and simply displays the walk and stop signs as shown.

PROJECT WATCH: Recto-Velez flyover project now underway

Construction of the CM Recto-A. Velez flyover has began with heavy equipment and initial drilling being undertaken at the site.

Two lanes of CM Recto is now closed to traffic with dozens of workers seen onsite. You could see some excavations below perhaps on the piers of the flyover project as well as concrete piles.

Work is on both approaches of the flyover with the area fronting UCCP Church shown below.

The city deactivated the traffic lights in the intersection with RTA personnel manning the traffic. Of course, because of the construction, traffic has become slow in the area but hopefully when this is finished, it will help improve traffic in the area. More photos below.

THE planned flyover projects in the city already started but the people have mixed views on this, as the ongoing construction has caused traffic jam, especially during rush hours.

At the Licoan-Velez junction, commuters can’t help but complain on the long hours they have to wait just to arrive at their offices or schools on time and get home in the evening not exhausted.

Some resourceful drivers of public utility vehicles, especially those plying the Bulua Westbound Terminal-Agora Terminal route, try to search for alternative routes just to evade the traffic congestion and reach their destination on time. They say if they won’t look for other ways, they would be stuck at the construction area for more than an hour.

On the bright side, the three flyover projects are beneficial not only to the residents of Cagayan de Oro but to the people of Mindanao as well. These could provide alternative routes, push the city’s business and tourism industries, and give the people a more convenient travel.

The heavy traffic congestion can only be felt now due to the ongoing constructions. But once these are finished, residents and travelers could surely have a sigh of relief.

What we need now is patience... and more patience.

At the Licoan-Velez junction, commuters can’t help but complain on the long hours they have to wait just to arrive at their offices or schools on time and get home in the evening not exhausted.

Some resourceful drivers of public utility vehicles, especially those plying the Bulua Westbound Terminal-Agora Terminal route, try to search for alternative routes just to evade the traffic congestion and reach their destination on time. They say if they won’t look for other ways, they would be stuck at the construction area for more than an hour.

On the bright side, the three flyover projects are beneficial not only to the residents of Cagayan de Oro but to the people of Mindanao as well. These could provide alternative routes, push the city’s business and tourism industries, and give the people a more convenient travel.

The heavy traffic congestion can only be felt now due to the ongoing constructions. But once these are finished, residents and travelers could surely have a sigh of relief.

What we need now is patience... and more patience.
