shaKEIRa October 5th, 2008, 04:58 AM Bawal pala mag picture sa mall? Parang hindi naman kasi marami akong nakikita dun na nagpi-picture taking. Meron pa ngang one time isang group of excursionists yata from Gen San panay sigawan pa nila nun sa 2nd level ng mall.
December pa mag-open ang apat na theaters and the whole 4th level according to a staff at Gaisano. At, anytime late this month or first week of November naman daw ang 3rd level. Minamadaling ginagawa ang 3rd level kasi atat-na-ata na ang mga tenants na makapag-open ng establishment nila. Na-akyat ko ang 3rd level a few days ago lang and I saw that a huge part of it are painted already and the divisions (for the stalls) are on the final stage of construction. Sana makaya nga nilang taposin ang 3rd level by the end of this month para marami na tayon mapuntahan inside the mall.

Iliganon gyud ka bai kay naka-mention gyud ka anang El Grande. Original gyud na nga hangoutan for barbecue lovers aside from Barbecue Inn sa ato City Plaza.

That would have to be Chowking. Beside it would have to be Fuji Films.
On the left side of the main entrance, the first stall is Jollibee's. Beside it is Greenwich. Then comes a new entry-exit point, which wasn't in the original plan, actually. Then there's Inasal. Beside it would have to be KFC. The smaller stall beside KFC is HBC, which is already finished and is only awaiting for an openning which is scheduled on the 26th of this month.
The 3rd level of Gaisano is also scheduled to open on the 28th, also of this month. Ilicom will have a stall unit on the 3rd floor where several pc and cp outlets will also be there too.

Sa 4th level po andun daw ang malaking food court. Kung sa April pa po ang balik nyo, mukhang hindi na po kayo madidismaya nyan. :D

Oo nga, kaya ako di pumupunta kung walang kailangang bilhin. Minsan lang ako diyan pag na-miss ko ang cheeseburger ng Mcdo at mag-grocery. Ang napuna ko lang sa Gaisano Mall ngayon, napakalamig ng aircon. Di ko makayang magtagal sa loob sa lamig nito. Naka sandals lang kasi ako pag pumupunta diyan
Talga bro? KFC? is this a verified information regarding KFC? kasi sa previous threads wlang nagkapag-post na merong KFC. Kung totoo man, ok na rin para di lang puro Ihaw-ihaw na manok. Btw, Any news regarding Watson's? Ang tagal naman ata umpisahan ang pagdevelop ng stall nila.

(KFC is still processing the papers pa daw.) Katatapos lang nung bakeshop at tapos na ang HBC--waiting for Oct 28 nalang for its openning. On the 2nd level meron din -- isang boutique sa right side ng mall, isa pang optical clinic near the center of the mall at isang clothing line at the extreme left side ng mall at isa pa uling unidentified stall near it. (Pls refer to the map which Iliganon boy posted in this thread.)

Ahhhhh, okey lang for me. I miss Cebu, been there for 1 year when I was still there working in a semiconductor facility, sa MEPZ 1. Nag-invite lang siguro sya for us to visit CEBU but I think sana yung magagandang beach nalang ang pinost na photos para ma-attract ang uban not HIGHRISES. :)

I went there yesterday, Jollibee is working double time for its branch at the mall. The same goes with Chowking beside Mcdonald's. I haven't seen any movement at Greenwich and KFC stalls yet.o
Btw, sinira nila yung original wall sa highway side ng Jollibee at pinalapad ito ng konti. Competition between Jollibee and Mcdonald's at the mall will gonna be stiff in the future. It will give us a closer view with both fronting each other.

Jollibee thought that the stall area was pretty small for their target customers and the GMall doesn't want to give in to Jollibee's demand for an additional size. Jollibee has already backed out and GMall has finally realized that they would need a Jollibee in the mall or the mall wouldn't look complete without it. Jollibee also owns Chowking, Greenwich, Red Ribbon, Delifrance and Mang Pepe.
If things would go smoothly as well, Red Ribbon would also put up a branch in the mall.

BTW, Jollibee and Greenwich have the same designer. Heard from my architect friend ( who's actually a relative of mine :lol: ) that both food chains will use fabricated modular so the expected phase of construction is shortened.

They need a door facing the highway so they can accommodate early breakfast (6AM perhaps) or upgrade it into a 24-hour outlet.

BTW, Jollibee and Greenwich have the same designer. Heard from my architect friend ( who's actually a relative of mine :lol: ) that both food chains will use fabricated modular so the expected phase of construction is shortened.
Magaling nang magkaroon naman ng "laman" ang Gaisano Mall ngayon. My daughter loves Jollibee and I love Mcdo...so nasa iisang lugar lang ang mga gusto namin.

Cagayan de Oro city mayor Constantino Jaraula over a local radio station here confirmed the biggest investment of Ayala Land Holdings Incorporated through the construction of Ayala Mall and Business Center in Baragay Indahag.
Jaraula said this is the biggest investment of the company in Mindanao having an initial budget of P4.5 Billion Pesos. The project is much bigger than Ayala Davao’s P3 billion which is also set to be completed in 2012 at a nine hectare property in JP Laurel Avenue owned by the Floirendo family in Davao.
Ayala said once the Ayala operates the biggest Ayala Mall Cagayan de Oro, the biggest mall in Mindanao, it would make the city the major destinations of foreign and local investors and many residents of the city and its neighboring cities and provinces would also enjoy many job opportunities, this biggest investment of Ayala Holdings can offer.

Earlier managers and engineers from the Ayala Group of Companies visited Cagayan de Oro City and talked to then mayor Vicente Emano about their plans to establish one of Ayala’s ambitious projects in Southern Philippines.
They said they also came to the city to prepare for the ground works of the sprawling P4.5 billion business complex in Cagayan de Oro.
The city government has already given the company a go signal to start the construction phase of the project even as their papers are yet to be completed just like the favor the city also gave to other major investors such as SM Mall and Makro.

the development of the stalls is solely on the renting establishment naman siguro. Baka meron ding problema ang Watson's at Gaisano regarding that stall in the 2nd floor. Di kaya? Kasi if there is no problem, then stall development is not a problem anymore.
For example what happened to Jollibee and Bench, it was told that Jollibee backed out because of the stall size they desired and Gaisano refused to give them that desired space. When the mall realized how important JOllibee is, they gave them another chance of developing that space which they did by expanding the highway side wall. The same goes with Bench, the stall size is the problem. I think it goes with National Bookstore too.
Maybe there are just too many small stalls that Gaisano prescribed to accommodate more establishments but smaller space for each one. Maybe this is where the problem originates. Just my opinion.

A chapel designed perfectly for Cagayan

Bench has finally been approved. KFC’s site was finally awarded to Goldilocks. Goldilocks fought tooth and nail to get the space as there’s no more space left for restos and food chains.
At of this posting, the mall’s occupancy rate is 99%. I don’t have an idea where the 1% is located. :D But if you want to take your chances, you can still submit your application for a space. Bench has also finally given a space, and so are Levi’s, Giordano, Mossimo and the like.
Expected date of mall’s full blast opening would be 1st week of December. The theaters are 95% finished as well. Soundproofing has just been installed. The workers are just finishing the painting.
So far, ito lang ang lam ko.
Today is sad day for our family indeed, but a bright one for those who are waiting for the mall to be 100% operational.
Enjoy shopping. Don’t cross cities to do your shopping. When you buy in Cagayan, you’re helping their economy to grow and not Iligan’s. The tax will be registered there instead of Iligan. Tangkilikin ang sariling atin. Sino-sino pa ba ang magtutulongan kung hindi tayo-tayo lang mga Iliganon. :)

Up to 3 levels palang at the moment dahil maalikabok pa. the remaining floors are temporarily used for storage of several construction materials. There's only one passage from the multi-level car parking to the mall which is on the 3rd level, where the theaters are. There's also an elevator in the multi-level parking, as I've noticed.
The over pass is a project of the city government, according to gear x. :)

Another interesting project this time by the city govt is the covering of the creek near the mall. That means additional parking space. :)

KFC is giving up?akala ko ba they already processed their papers? O baka nag transfer lang from that location to another part of the mall?kasi sayang din eh, KFC ata un. Pero kung walang KFC okay lang din kasi masarap din naman ang manok ng Jollibee at saka Iligan's very own Sunburst Fried Chicken. Wala nga lang Sunburst sa Gaisano Mall.
For @cant_nac's question, WAFFLE TIME already operates a cart at the mall. It's located just behind the Dunkin Donuts stall near Mcdonald's.

Car park is already operational although we cannot yet see the parking occupancy to be that high as the mall operates one and a half floors for the moment. Why 1 and 1/2 coz the second floor is only open on the south wing and the north wing is being finished.
Perhaps when the whole mall is finished, we would really see a busy parking at the multi-level carpark when the 4 cinemas are already operating plus the food court and the amusement areas.

THE sub-prime mortgage crisis may be wreaking havoc on the real estate market in the United States. But in the Philippines, there has been relative calm, and the country’s largest property developer is going full speed ahead with its high-end projects in the Visayas and Mindanao (Vismin).
Last Oct. 10, Ayala Land Inc. (ALI) held the groundbreaking for the chapel of its Alegria Hills high-end development in Cagayan de Oro City.
“Phase 1 of Alegria Hills has 95 lots, of which 30 have been sold,” Ayala Land vice president Francis Monera told Sun.Star Cebu.
Alegria Hills, which is located 10 minutes away from Cagayan de Oro’s Limketkai Mall and major business district, is a development project of the Vismin group of ALI with the Murillo and Boniao families under The Promenade Landholdings Inc.
The property straddles three barangays, namely Indahag, Macasandig and Kamaman-an.
Ongoing
The entrance gate to the property has been completed, and work is ongoing on the underground utilities, said Jeanette Japzon, corporate communications supervisor of Cebu Holdings Inc. (CHI), which is part of the Ayala Vismin group.
The Chapel in the Grove will be the first vertical structure on the project, she said, aside from the gate. The clubhouse may follow.
The residential project, perched on a highland plateau overlooking the Macajalar Bay, encompasses 53 hectares.
Another project
Beside it ALI will build a middle-income project, which has yet to be launched, he said.
ALI’s high-end projects like Alegria Hills in Cagayan de Oro City and Amara in Catarman, Liloan, Cebu have the stamp of the Ayala Land Premier brand.
Over in Negros Occidental, ALI is now on the third phase of another project in the premier category, its Ayala North Point located in Talisay City.
That project is now on its 11th year, said CHI’s Japzon.
Adjacent to it is the Plantazionne Verdana Homes, which carries the Verdana brand, the brand for ALI’s middle-market residential subdivisions.
The fourth phase of this project was launched last May, said Japzon.
The two Talisay City projects are located “in the flatlands,” she said, “with a river between them.”
Talisay is about five minutes away from Bacolod City.

CAGAYAN DE ORO CITY, Philippines — Korean hotel and leisure firm I.F. Koresco Corp. will put up a $20-million casino-hotel in this city within the year that will generate at least 200 jobs.
The company has also started building its second 330-square meter condominium complex for Korean retirees and has been operating this city’s Hotel Koresco, which caters largely to Korean visitors.
I.F. Koresco Corp. Chairman Suk Koo Ko said they were awaiting the permit from the Philippine Amusement and Gaming Corp. (Pagcor).
He added that as soon as they receive the permit, they would build the 100-room casino-hotel. Mr. Suk said they would build the casino-hotel at the back of Hotel Koresco. It will have 70 deluxe rooms and 30 suite rooms.

Mr. Suk said only about 1,200 Koreans check in at the hotel yearly, but they expect more to come with the construction of the Laguindingan international airport. He said that the second condominium complex, which will be sold to Korean retirees, has started construction with a projected cost of $1.5 million. The first condominium that they built for $700,000 is now sold out.

youre right bai. before, only koreans could be guests there but when the condo was finished, they allowed other people to be guests of their highly respected hotel. as for the condo, only koreans are allowed to live there. now, theyre adding another condo. who knows, maybe next time pwede na ang mga pinoy makatira dun

Oh, I absolutely agree with this. I had the chance to go up on the second floor where the huge terrace is -- it's a perfect place for lovers to hang out and unwind. When you're at the terrace, you would have a good view of the city of Iligan plus you get the smooth, gentle breeze directly from Iligan Bay as there are no obstructions between the terrace and Iligan Bay. It would have been perfect if there's one on the 3rd floor because as you go higher, you get better views.

You're correct -- it's Alberto's Cafe. It looks small but its interior is "5 stars". They'll have an opening on the 28th too. You should go and take a look at it. It feels like you're in Starbucks only it's a small Starbucks. :)

I think this is where the problem starts, the one's who first applied did not work their plans and halted their supposed start of construction. Now that seemingly the mall is starting to take a complete form and somebody else tries to apply for a space, they would then re-assert their "first applicant" status. Hahayz, kalami pang-duklon :bash: Kung interested sila sa space, why not build the stall right away like Mcdonald's? The others are just merely being so "sigurista" coz if the mall will be like a "ghost town", they are safe coz they did not push through with the investment.

..Yah you're right bai,...para sa akin di rin ako kumpormi dito...paano it is in our blood as filipino when it comes to foreign nationals we treated them very special....hospitable and very accommodating daw tayo .....at siguro we dont know really what's in their mind siguro baka di pa masyado silang comfortable living with the locals....lam mo yong history about mindanao as a whole....although we have convinced them little by little that they are secured here in mindanao...gladly, they are now opening their hotels to the public at sana ganun din ang mangyari sa iba pa nilang plano dyan sa uptown area.

i dont think CDO has to compete with a gigantic city like Davao (there's no need to). i dunno why pinipilit ng mga paranoid forumers i-compare ang both cities. for me personally mas fair kung Bacolod, Gensan, Iloilo or Baguio all medium sized cities. i guess its very fortunate that CDO has a lot of investments compared to like Zamboanga, who's much bigger city in terms of size and population. so its fair to say di namin ka level ang metros Manila, Cebu and Davao which is OK for us. wala namang problema dun eh, yung iba lang nagiging paranoid pag may magandang projects dyan sa city. CDO is in its infancy, its growing rapidly, yet still has to eat a lot of rice.
we should all be proud that a lot of cities (not just CDO) are doing better nowadays, making a greater Philippines. its about time for our country to shine, so lets all be united - peace. :)

The new mission of the Marians of the Immaculate Conception in the Philippines has gotten off to a big start — big and tall — climaxed by the "Triple Grand Celebration" at Divine Mercy Hills in the city El Salvador, Mindanao.
From Sept. 5-7, several hundred people attended the triduum. The celebration culminated on Sept. 8, when more than 20,000 pilgrims journeyed to Divine Mercy Hills before dawn for (1) the dedication and blessing of a 50-foot Divine Mercy statue, (2) the formal turnover of the statue to the Archdiocese of Cagayan de Oro, and (3) to celebrate the Blessed Mother's birthday.
Recognizing that the Marians have been official promoters of the authentic Divine Mercy message since 1941, Church officials in the Philippines have invited the Congregation to have a physical presence in this southeast Asian nation. The Marians' mission began in June. The Marians will have a key role in the building and administration of the proposed interdiocesan Divine Mercy Shrine in El Salvador.
Heavy Marian Participation
Participating in the dedication on Sept. 8 were Fr. Jan Rokosz, MIC, general of the Congregation, and Fr. Joe Roesch, MIC, second counsel to the general, both from Rome; Fr. Donald Calloway, MIC, Marian vocation director based in Steubenville, Ohio; and the Marians' three missionaries to the Philippines, Fr. Jan Migacz, MIC, Fr. Walerian Pozniak, MIC, and Fr. Mariusz Jarzabek, MIC. Fran Bourdon, executive director of the Marian Helpers Center in Stockbridge, Mass., also attended.
The four-day celebration included talks on Divine Mercy, Adoration, testimony, daily Rosary and Mass, and prayer. On day four, the culmination of the festival took place on the field altar in front of the statue of The Divine Mercy.
In its coverage of the final day, the Philippine Daily Inquirer said of Divine Mercy Hills:
The faithful come by the thousands every day in this quiet city west of Cagayan de Oro to pray and marvel at the 75-foot Shrine of the Divine Mercy, said to be the tallest of its kind in the world. Sitting on a hill 500 feet above sea level, the shrine looks out to Macalajar Bay and a view of the embattled villages in the mountains of Lanao. The location is not deliberate, the priests, who take care of the shrine, say, adding that God chose the place to be a center for dialogue and healing for the people of Mindanao.
The newspaper went on to quote Fr. Joseph Roesch, who said the future Shrine will serve as a venue where dialogues between Christians and Muslims could be held. "This can be a place of dialogue and mercy," he told the Inquirer. "There's such a need for a place like this, and rightly so because we are all brothers and sisters in the eyes of God."
Main celebrant for the dedication celebration was the Most Rev. Antonio J. Ledesma, SJ, archbishop of Cagayan de Oro. The Most Rev. Orlando B. Quevedo, OMI, gave the homily. Concelebrants included Archbishop Emeritus Jesus B. Tuquib, other bishops, and all priests present, including the Marians.
'Unbelievable' Generosity
"The generosity of the Filipinos was unbelievable," said Bourdon. "The local Divine Mercy Foundation did a tremendous job organizing the celebration and developing the property, which they are continuing to do."
Bourdon said plans include a Divine Mercy shrine, a Rosary walk, Stations of the Cross, an amphitheater, and a Marian residence. He said the Marians would be assisting the foundation in turning Divine Mercy Hills "into a center of healing, where the focus will be on bringing the Lord's Divine Mercy to as many people as possible."
The message of The Divine Mercy has spread like wildfire throughout the Philippines, and Divine Mercy Hills is being developed to meet the growing spiritual needs of the local populace.
"Divine Mercy has brought about renewed faith through the devotion," says Msgr. Josefino Ramirez, vicar general of the Archdiocese of Manila and director of the Divine Mercy Apostolate of the Philippines (DMAP.) "The message has also given the people a deepened sense of God in His mercy, a sense of hope through the spiritual and corporeal works of mercy, a new dimension of stewardship and loving service, and greater trust in God, particularly in dark moments with the present ills of society."
Fathers Walerian, Mariusz and Jan will continue to work on developing efforts to increase awareness of Divine Mercy in the island nation. Fathers Walerian and Jan are stationed at Divine Mercy Hills. Father Mariusz is attached to the vicar general's office at the Archdiocese of the Philippines office in Manila.

Napag-isip ko na OKAY lang din kung exclusive para sa kanila ang mga condo na yan. Di bale kung magsusulputan ang mga condominiums sa city na exclusively lang sa ibat-ibang nationality. Ibig sabihin lang nyan na malaki ang tiwala ng mga foreigner sa isang syudad. Kung tingnan mo sa ibang maasensong international cities, maraming mga ibat-ibang foreigner na may mga pansariling building or sariling community. At mas gusto ko pa na mga foreigner ang dadami sa atin dahil malaki ang purchasing power nila keysa mga lokal lang natin na anak lang ng anak wala namang maipapakain, pabigat lang sa gobyerno at wala naman talagang maiibigay ang gobyerno sa lumlubong populasyon ng pilipinas. my two cents...

Think about the logistics involved or things like planning, implementation, and coordination of the details of the business or other operations involved. I know many of us are excited already. I say, we wait a little bit and they will all come soon. :)

To be frank and be honest with you, the foremost reason for the slow economy of the city is due to the city's problem with regards to peace and order. That has always been a huge problem of Iligan City. Investors are reluctant to invest in Iligan because of the strong presence of Muslim radicals. Another reason is the low level of determination of the city officials to attract investors. But you're wrong in saying that Gaisano is new in Iligan. There has been a Gaisano department store here as early as 1985.

We already have Gaisano Department store in the port area of this city in the early 80s. This Gaisano is the second Gaisano here though we admit that this is the first mall of the city.
I agree with @timoga lover, our city has struggled in commercial related investments in the past because of the peace and order in the Lanao provinces and as a result of the insurgencies that happened in the province which is really a detriment to our city's commercial investment-related progress.
However, industrial related investments for Iligan is alive and kicking. Currently, Iligan City's industries have been complementing PHIVIDEC Industrial Center in giving Northern Mindanao an industrial edge recently as seen in the latest investment related stats and economic growth. In fact, in the distant future, Iligan City will host two of the Philippines only fully integrated steel facilities if TKC Steel will pursue with their plans to build an integrated steel mill.
For now, Iligan City is currently recommencing its economic might that it used to enjoy before the Asian Financial crisis in the late 90s.
Like what @timoga lover said, malling scene is nothing new to all of us as we frequent Cagayan de Oro City for our malling needs as it currently holds alot of commercial centers that can offer to our malling needs. With Gaisano Mall, we are happy with it too though not really that as excited as "malling" is already a routine for most of us who frequent CdeO at just 80 kilometers away.

tama ka bai. the number of koreans in cdeo are getting myriad. this is one of the reasons why a korean investor is so interested in putting up a condotel aside from the ten storey casino hotel.

ang gi-open 3rd floor of the DEPARTMENT STORE only. Maybe you did not go inside the department store to notice the escalators already in operation.
The other parts of the 3rd floor are not accessible yet. the 3rd floor's atrium area as i saw it from the inside of the dept. store is not yet finished on installing the ceiling and they are still doing the frame structures of the ceiling.
what I notice now is parang kumonti ang mga workers sa un-opened areas ng mall. Tulad nung sa ceiling ng atrium area ng 3rd floor, 2 lang ang nagtatrabaho nun at 2 pm.

THE GOVERNMENT is seeking as much as $1 billion in foreign aid to fund the construction of one part of the planned Mindanao railway system, which is expected to drive economic development in the conflict-torn region.
Construction of the project is expected to start by the fourth quarter of next year, and will most likely drag on until after the term of President Gloria Macapagal Arroyo, who has made the project one of her administration’s top priorities.
"What’s important is we get it started and that finally, Mindanao will have a railway system," Transport Undersecretary Guiling A. Mamondiong said in an interview last week.
Mrs. Arroyo in late June formed the Mindanao Railways Project Policy and Coordinating Committee composed of Transportation Secretary Leandro R. Mendoza, Public Works Secretary Hermogenes E. Ebdane, Jr. and Budget Secretary Rolando G. Andaya, Jr. as members, with House Speaker Prospero C. Nograles as the group’s adviser.
The committee will advise the Office of the President on prioritization and schedule of implementation of the various railway lines in the South, serve as the "coordinating and issue-resolution" body; and submit a development plan to the President for approval not later than Dec. 1.
Mr. Mamondiong said the government has approached Poland, Saudi Arabia, and Spain for overseas development assistance (ODA) for the project, which is estimated to cost around $800 million to $1 billion — more than the initial estimate of around $700 million for the project.
Phase 1 of the project, which is a 120-kilometer stretch of railway that will pass through the Cagayan de Oro to Iligan industrial corridor, will be awarded to bidders through a build-operate-transfer agreement, he said.
The railway system will also link two vital Mindanao gateways, Mr. Mamondiong said. These are the Laguindingan International Airport and the Mindanao Container Terminal. It will have passenger and cargo operations.
The route is being prioritized, since the covered stretch is the industrial gateway and a key trade center of Mindanao.
Mr. Mamondiong said clashes between the military and separatist Muslim groups in the southern part of the Philippines would not be a concern since the area that the railway would cover is "the most peaceful part of Mindanao."
He said the DOTC was bidding out to local firms the contract for the feasibility study.
"Any time now, it will be awarded," he said.
In a statement last September, Mr. Nograles, who also represents the Davao’s first district in Congress, said the project was expected to be an efficient, reliable and affordable mode of transportation in Mindanao.
The project will spur development, attract foreign investments and create thousands of jobs in the region, he said.
The planned Mindanao railway consists of a criss-crossing network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

Hanjin Heavy Industries of South Korea will resume work on its $2-billion shipyard project inside the Philippine Veterans Industrial Development Corp. in Mindanao early next year.
President Arroyo will convene a Special National Economic Development Authority Board meeting today in Laguna where Phividec chairman Ofelia Bulaong will give a presentation on the benefits of the Hanjin project in Misamis Oriental.
Mrs. Arroyo personally urged Hanjin officials to continue with the project in May after Tagoloan Mayor Paulino Emano issued a suspension order, claiming the Korean firm failed to secure a municipal building permit and environmental clearance certificate for its shipyard project.
She made the appeal after Hanjin managing director Myung Goo Kwon reportedly sent a letter to his principals in Albania expressing the desire of the Korean firm to withdraw from the project.
Apart from the shipyard project, Cabinet officials will also discuss today the impact of the declining prices of oil and petroleum products on the expanded value added tax revenue collections.
Economic managers are reviewing the guidelines setting the benchmark for lower tariff on imported oil amid public outcry over the re-imposition of the 3-percent tariff.
“We’re looking at a revenue neutral situation. As to how this will affect the prices, we still have to do some computations. What we can do is review these guidelines. The direction is to help the public but at the same time, the government should not suffer a loss,” Finance Secretary Margarito Teves said.
The government ordered the temporary lifting of tariff on oil in June after the prices of crude in the world market breached the $135 per barrel level.
Under the present guidelines, the trigger point for a 3 percent to 2-percent cut is $83 per barrel of Dubai crude and $105 per barrel of diesel at the Mean of Platts Singapore.

THE GOVERNMENT is seeking as much as $1 billion in foreign aid to fund the construction of one part of the planned Mindanao railway system, which is expected to drive economic development in the conflict-torn region.
Construction of the project is expected to start by the fourth quarter of next year, and will most likely drag on until after the term of President Gloria Macapagal Arroyo, who has made the project one of her administration’s top priorities.
"What’s important is we get it started and that finally, Mindanao will have a railway system," Transport Undersecretary Guiling A. Mamondiong said in an interview last week.
Mrs. Arroyo in late June formed the Mindanao Railways Project Policy and Coordinating Committee composed of Transportation Secretary Leandro R. Mendoza, Public Works Secretary Hermogenes E. Ebdane, Jr. and Budget Secretary Rolando G. Andaya, Jr. as members, with House Speaker Prospero C. Nograles as the group’s adviser.
The committee will advise the Office of the President on prioritization and schedule of implementation of the various railway lines in the South, serve as the "coordinating and issue-resolution" body; and submit a development plan to the President for approval not later than Dec. 1.
Mr. Mamondiong said the government has approached Poland, Saudi Arabia, and Spain for overseas development assistance (ODA) for the project, which is estimated to cost around $800 million to $1 billion — more than the initial estimate of around $700 million for the project.
Phase 1 of the project, which is a 120-kilometer stretch of railway that will pass through the Cagayan de Oro to Iligan industrial corridor, will be awarded to bidders through a build-operate-transfer agreement, he said.
The railway system will also link two vital Mindanao gateways, Mr. Mamondiong said. These are the Laguindingan International Airport and the Mindanao Container Terminal. It will have passenger and cargo operations.
The route is being prioritized, since the covered stretch is the industrial gateway and a key trade center of Mindanao.
Mr. Mamondiong said clashes between the military and separatist Muslim groups in the southern part of the Philippines would not be a concern since the area that the railway would cover is "the most peaceful part of Mindanao."
He said the DOTC was bidding out to local firms the contract for the feasibility study.
"Any time now, it will be awarded," he said.
In a statement last September, Mr. Nograles, who also represents the Davao’s first district in Congress, said the project was expected to be an efficient, reliable and affordable mode of transportation in Mindanao.
The project will spur development, attract foreign investments and create thousands of jobs in the region, he said.
The planned Mindanao railway consists of a criss-crossing network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

Hopefully CDO - Iligan will have this efficient transport system soon so that economic growth will further accelerate in NorMin even though at present even without this Major Infra projects the region's economic growth is already phenomenal.
