BHP BILLITON SELECTS MULTIPLEX’S SITE FOR PERTH OFFICE
Multiplex Media Release

Multiplex Group has been advised by BHP Billiton that it has selected 125 St Georges Terrace as the preferred site to locate all of its operating divisions in Western Australia.

It is anticipated that, subject to documentation, this will lead to a commitment of some 40,000 square metres within the proposed development.

It is intended that Petroleum, Iron Ore, Stainless Steel Materials, Nickel West, Exploration and other corporate functions will co-locate in a single building to be developed and constructed by Multiplex at 125 St Georges Terrace.

Multiplex and Griffin, who jointly own the site, have agreed terms to develop their respective portions of the site. Multiplex has proposed a tower of some 65,000 square metres which would be anchored by BHP Billiton’s commitment and this will be submitted for Development Approval imminently.

Subject to Development Approval and documentation, it is expected that construction will commence in early 2008 with occupation expected before the end of 2011.


BHP TO FILL NEW SKYSCRAPER ON INFAMOUS TERRACE BLACK HOLE

It has been the most controversial black hole in Perth’s city centre for almost two decades but it is finally about to be filled.

Having been ambitiously earmarked for a string of development proposals over the years ranging from a casino, convention centre, a five-star Hilton hotel and even a 10-screen cinema complex, the vacant Westralia Square site off St Georges Terrace is about to give rise to one of Perth’s biggest office towers.

The world’s biggest mining company, BHP Billiton, yesterday selected the site as its new WA home.

The decision means the property, which the late Kerry Packer wrote off as one of his worst investment decisions, will next year be developed into a 64,000sqm office tower, potentially worth about $500 million.

Only the Central Park tower (66,000sqm) will have more lettable space than BHP’s new head office, the construction of which will also pave the way for the dilapidated heritage buildings at 125 St Georges Terrace, including the original Newspaper House, to finally be restored.

Though neither BHP nor Multiplex would comment, The West Australian understands the mining giant will commit to fill about two-thirds of the tower by moving its staff from several other Perth buildings.

It is understood Premier Alan Carpenter was told of the deal yesterday before an announcement today.

BHP’s decision comes three years after oil and gas giant Woodside anchored a new $250 million office tower farther west along St Georges Terrace. It also enhances the State’s reputation as an international resources hub.

It also comes about nine months after BankWest underwrote another new office tower in redeveloped Raine Square shopping centre after agreeing to lease 42,500sqm of office space.

The design for the new tower is being kept confidential but is understood to be nothing like the plans unveiled by the property’s joint owners, Multiplex and Ric Stowe’s Griffin Group, about two years ago. Those plans were likened to a “boring glass box” by Perth City Council.

The vacant Westralia Square site has long been considered such a blight on the CBD landscape that it was voted the city’s ugliest feature in a 2005 survey of the State’s leading planning, design and infrastructure experts.

While the start of construction next year on the BHP tower will bring new life to the weeded urban wasteland, it will also end one of the most controversial chapters in Perth’s corporate history which has its genesis in the infamous WA Inc days of the 1980s.

Colourful Perth entrepreneur Warren Anderson and his then partner Mr Packer bought what was then known as the Perth Technical College site in 1988 for about $270 million from two State Government instrumentalities, the SGIC and the Government Employees Superannuation Board.

While one office building was ultimately built on the site, their broader development plans for the site collapsed amid a series of complex transactions with the State government which were later scrutinised in detail by the WA Inc royal commission.

When the project soured, it prompted Mr Packer to famously declare: “All West Australians are crooks.”

Mr Packer’s patience ran out in 2003 when, frustrated at not getting a development to stack up on the Perth CBD site in 15 years of trying, he sold his Westralia Square investment for a knock-down price of $19 million, crystallising a book loss some estimate at more than $200 million.

Like Mr Packer and Mr Anderson before them, the new owners fell out. Multiplex and Griffin have agreed to carve up the Westralia Square property, with Griffin taking a smaller area fronting Mounts Bay Road and Multiplex keeping the area fronting St Georges Terrace, where the BHP tower will be built.

Ironically, that split is being finalised just as the BHP deal has been secured.

The Westralia Square deal continues to have its sequel in the courts, with Mr Anderson appealing against the loss last year of his long-running $50 million claim against the WA Government.

Mr Anderson claims he was induced to invest the money by the Dowding government to help prop up merchant bank Rothwells as part of the Westralia Square deal.

im suprised cameron chisholm nicol (spelling i assume is wrong) have not designed more high rise in Perth, the Bankwest tower was the first iconic building in the city.

Fans of density and height won't agree, but I've always considered Perth's skyline the most attractive in Australia. Beautiful angular designs and spires.

those heights are RL's. just confirmed from architects. they always talk in RL;s. thats whats important when designing skyscrapers.

MELBOURNE'S claim to be the head office heartland of miners that matter is again under siege.

Leading the assault this time is BHP Billiton, the group behind the last Melbourne head office death with its $9.2 billion takeover of Southbank-based WMC Resources in 2005.

Rumours have been rife in recent weeks among BHP's 600 head office staff in Lonsdale Street that the new managing director, Marius Kloppers, is intent on breaking the group's 122-year Melbourne link by shifting the group's head office to Perth as part of his drive to give the group's mining operations more close-up support.

While BHP said yesterday that its head office would remain in Melbourne, changes are under way that are expected to result in an unspecified number of roles being shifted to Perth.

It is in Perth that BHP is consolidating its iron ore, petroleum and nickel offices into one mega-office, to be built at Westralia Square by 2011. The three money-spinning West Australian businesses are the subject of massive expansion efforts.

And as this week's September-quarter production report from BHP indicated, the WA operations are groaning beneath constant calls for more production to meet the insatiable demand from China.

Mr Kloppers has said previously that BHP needs to move quickly to take full advantage of the booming demand for commodities, saying the deployment of more resources where they are needed would give more focus to BHP's response.

As a result, BHP argues that shifting some roles to Perth is not about reducing staff numbers or relocating the head office.

The Federal Government made BHP's 2001 merger with Anglo-South African miner Billiton conditional on the group maintaining its head office in Australia, not in Melbourne as is commonly believed.

Rio Tinto has its head office in London after the RTZ/CRA merger but its corporate centre for Australia remains in CRA's old stomping ground of Melbourne. But numbers there have dwindled to about 250 staff involved in centralised functions. It, too, has pushed head office functions out to the business units in the mining states of WA and Queensland.

Meanwhile, there was a lacklustre response in yesterday's market to BHP's production report, released on Tuesday. BHP shares closed 20¢ weaker at $45.80. ABN Amro said the group's production effort was slightly below its expectations.

"The report highlighted the difficulties in achieving higher tonnages, while capex increases in the petroleum projects were higher than we forecast," it said. ABN Amro cut its 2008 profit estimate by 5.5 per cent. JPMorgan also trimmed its profit estimate, but by a lesser 2.8 per cent.

The reporter owns BHP shares.

I've allways considered Perth the "Denver" of Australia, or the mining center of the country. It sure sounds like this tower will be built, and i hope it starts soon, a 50 story, 1 million sq. ft. tower would be a great signiture on the skyline for Perth.!!

it will be tallest to the tip of the spire but not to top of the roof, but yes it will be the tallest in perth.

The government is going to work very hard to build on this vision. The infrastructure has been fully paid for and I think its meant to start this yeaR. First land release isn't until 2013 though (or something like that), then teh buildings are built to a strict design guideline.

thanks to Vibes for the photos, we have our first crane on the site for BHP Tower, exciting times ahead. there will be a second one within weeks and then the third crane and the replacement for the second crane next year.

The east crane is completely up, just needs to be commissioned on Monday.

I'm not sure if you guys are interested in this kind of thing, but here is some photos from the weekend showing the steps of erecting the tower crane:

Considering that this is going to be the tallest office tower in Australia and one of the Top 5 tallest towers in Australia, I'd say that this is pretty big.

I think it will imbalance the skyline.......too wide, too boxy. From Kings Park it will look like a giant cigarette packet, no, I don't like it. Perths skyline is outstanding, every building looks so balanced and placed. From Kings Park it's undoubtedly THE best skyline I've ever seen........................................Miss you Perth...................XXXX

hey everyone, i noticed its been a while since culwulla has made a construction update drawing here for bhp tower in perth so i decided to make one myself, it is to the scale of 1:850 the same as the new paper models i am making. this drawing is based on one the culwulla did on the 11th november but i will update whenever it is needed.

after jarkti pointed out to me the (obvious to perth people) about me confusing the bankwest tower and the central park tower and confusing their heights i remade the diagram with both central park and bankwest at their right heights.

It isn't much of an addition to the skyline. It basically blocks out the building behind it, and it just looks really fat.

This is an impressive project guys! Congrats to Perth! BHP recently became known to us in Saskatchewan, Canada, when they made an offer to buy out our PotashCorp of Saskatchewan (PCS) (http://www.potashcorp.com/) based in our (other) fair city of Saskatoon and made known their indications to make Saskatoon the BHP headquarters for potash production in Canada (Local newspaper article link (http://www.thestarphoenix.com/business/Billiton+touts+city/3420814/story.html)).

Right now, in the Saskatoon forum of SkyscraperPage (http://forum.skyscraperpage.com/showthread.php?t=90212&page=444), they're all drooling over your tower project, and wish BHP could come into the city already and build even half of this fabulous building in Saskatoon! :)

When I first came to Perth as a kid more than 20 years ago I went to an open day at Murdoch University. They had a model of the Perth skyline in a wind tunnel and there was already a 60 floor building planned for this site then. All we've had to look at since has been a big hole in the ground.

I'd absolutely love to visit this city. It's SOOO far away from Adelaide. Plus, it's on the shores of the Indian Ocean... I don't know... it's just... different. Not many world-class cities over-looking the Indian Ocean. Other than Mumbai, I can't think of any other.

Sorry just had to correct this. Mumbai is on the Arabian Sea not the Indian Ocean. In fact Perth's the only major city facing the Indian.

I've heard Durban is a nice place, and similar climate to Perth. I think your CBD is directly facing the ocean? Whereas Perth on is further along the river.

Yeah, that's right (an estuary to be exact). I think the statement was related to the urban area being on the coast though, not implying that that the skyline actually overlooked the ocean.

Am I the only one who dislikes the building?

IMO it looks nice when viewed from the side, but it is way too wide when viewed from the Swan River.

^^ Yeah it is wide from that angle, but you will get used to it, I did haha.

And eventually with higher and taller building density I believe it will fit in perfectly.

I don't like it much either, too wide. They should have made them twin towers instead connected by a skybridge.
