KL Eco City to be launched by April

SHAH ALAM: Top property developer S P Setia Bhd is planning to launch the first phase of the long-awaited RM6 billion Kuala Lumpur Eco City (KLEC) in Bangsar by April.

Speaking to reporters after the company's AGM and EGM here on Wednesday, Feb 23, president and managing director Tan Sri Liew Kee Sin said Phase 1 will consist of one block of a high-rise strata office tower with 232 units, as well as 12 blocks of boutique offices.

These blocks, he added, will be priced at about RM1,000 psf. The boutique offices, for example, will be sold en-bloc at RM70 million, as it covers a space of 70,000 sq ft.

The residential component will then be launched six months after the launch of Phase 1.

KLEC is an urban redevelopment joint-venture project between S P Setia and Dewan Bandaraya Kuala Lumpur on a 20-acre plot, which was formerly known as Kampung Abdullah Hukum, located opposite Mid Valley City.

The project, according to Liew, is designed to include four high-rise office towers, four condominium blocks, a serviced apartment block and 12 blocks of boutique office. The project is targeting at an accreditation for a Green Building Index (GBI) rating.

GBI is a green rating tool for buildings to promote sustainability in the built environment.

"We will purchase a 48-storey office block and the 3-storey retail podium located below the boutique offices for our recurring income in the future. Nevertheless, we won't be moving our corporate office there," he added.

He expects the office tower in KLEC will fetch rental similar to those in The Gardens at RM8 psf.

This project signifies that the developer is moving to integrated commercial development, from township development alone.

Several links will be built to connect the existing accesses like Federal Highway, New Pantai Expressway, Jalan Bangsar and Jalan Maarof.

The proposed Mass Rapid Transit (MRT), to be built jointly by Gamuda Bhd and MMC Corporation Bhd, will also have a station on the site. Currently, the plot is accessible via the Light Rail Transit (LRT) and KTM Komuter services.

S P Setia has again demonstrated its slick execution and uncanny ability to strike deals, despite the soft condominium and office sub-markets. At KL Eco City, it has completely sold out the 12 boutique office blocks (net sellable area: 750,000 sq ft) for RM800 million and a 30-storey strata-titled office tower (NSA: 300,000 sq ft) for RM300 million.

The average selling price was RM1,067 and RM1,200psf for the boutique and strata-titled offices respectively. This is about 7% to 8% higher than the previous guidance.

In May 2011, S P Setia will soft launch some 750 condominiums (gross development value: RM650 million) under Phase I of KL Eco City. The average selling price has been raised by 10% from RM1,070 to RM1,180psf. We expect Phase I to be another sell-out project, paving the way for Phase II to be launched towards end-2011.

Phase II comprises 1,000 condominiums with a combined GDV of RM1 billion. The average selling price will be raised by a further 10% to RM1,300psf. The built-ups, however, will be scaled down to 500 to 600 sq ft (Phase I: 800 sq ft) to support absolute affordability and lower entry cost.

PETALING JAYA: SP Setia Bhd has proposed to acquire the remaining 40% stake in KL Eco City Sdn Bhd (KLEC) from Yayasan Gerakbakti Kebangsaan for RM75mil.

This will be satisfied via the issuance of 19.4 million new SP Setia shares at an issue price of RM3.87 per share.

Currently, KLEC is a 60%-owned subsidiary of SP Setia. Upon completion of the proposed acquisition, KLEC will become a wholly-owned subsidiary.

SP Setia, in a filing to Bursa Malaysia yesterday, said the purchase consideration of RM75mil was arrived at on a willing-buyer willing-seller basis and based on the equity valuation of KLEC using the discounted cash flow method of valuation after taking into account several factors, such as the approved development order for the stratified mixed residential and commercial development of the project.

The premium paid for the Purchase Consideration over the valuation range reflects the Board’s confidence in the prospects of the KL Eco City Project after taking into consideration, amongst others, the development potential and strategic location which is next to an established commercial and retail hub near the affluent Bangsar area and its ease of accessibility.

2. Justification for embarking on the new issuance of shares rather than other available option

After evaluating various alternatives to fund the Purchase Consideration, the Company is of the view that the issue of the Consideration Shares for the Proposed Acquisition would be most appropriate as it will allow the Company to conserve cash for the development of projects and also enable YGK to participate in the equity of the Company, as negotiated between the parties, which shares are traded on the Main Market of Bursa Securities.

3. The following or a negative statement:

(i) Number of units in the commercial and residential development of the KL Eco City Project

The proposed KL Eco City Project consists of:

(a) Three (3) blocks of residential towers ranging from 44 to 56 storeys;

(b) Three (3) blocks of corporate office towers ranging from 32 to 42 storeys;

(c) Three (3) blocks of boutique office towers ranging from 15 to 17 storeys;

(d) One (1) block of strata office tower of 31 storeys;

(e) One (1) block of service apartment of 46 storeys; and

(f) One (1) four-storey retail podium.

The initial gross development value for Phase 1 of the KL Eco City Project comprising three (3) blocks of boutique office towers and one (1) block of strata office tower is estimated at about RM1.1 billion.

(ii) Total development cost and expected profits to be derived

The detailed development costs and the expected profits of the KL Eco City Project cannot be ascertained at this juncture.

There is a huge raintree in the middle of the land in the next parcel that they are going to build the residential towers. I hope they will keep it and maintain it as part of their landscaping and not bulldoze it or chop it down. If not it will be an ECO disaster!

KL Eco City to get off the ground early 2012

Kuala Lumpur: After more than a decade of delay, property developer SP Setia Bhd expects to start working on the RM6 billion KL Eco City, opposite Mid Valley Megamall in Kuala Lumpur, by early next year.


The land, where the development is to take place over 12 years, has been cleared and is currently vacant.

SP Setia first announced its intention to develop the land almost a decade ago, but had faced problems with squatters in the area, among other things.

In its filing to the stock exchange yesterday, SP Setia said Kuala Lumpur City Hall or Dewan Bandaraya Kuala Lumpur (DBKL) had finally formalised the privatisation of the 10ha cluster of land parcels in the Kampung Haji Abdullah Hukum area.

The land is being alienated to KL Eco City Sdn Bhd (KLEC), which is owned by SP Setia and Yayasan Gerakbakti Kebangsaan on a 60:40 basis.

With net saleable area of 5.7 million square feet, SP Setia proposes to build a retail podium, three boutique office blocks, strata-titled office suites, three office towers, three residential towers and a serviced apartment tower.

The proposed development will also include a new KTM Komuter train station that will be integrated with the existing Abdullah Hukum LRT station.

Railway Asset Corp (RAC) has mandated SP Setia to deposit RM42.09 million in land bond to ensure construction of the train station.

Under the privatisation agreement, SP Setia must pay DBKL RM105.92 million, less the premium already paid, over 36 months.

As soon as SP Setia starts construction, it has to deposit RM10.55 million as performance bond with DBKL.

It also has to cough up a minimum guaranteed profit of RM191.96 million for the proposed development.

These are in addition to the initial agreement that DBKL be taking 20 per cent of the project's net profits.

The privatisation is conditional upon SP Setia paying DBKL RM11.4 million, being the difference between the actual construction cost of the low medium cost Apartment Abdullah Hukum 1 and the purchase price offered to the squatter families on the DBKL land.

The deal also requires SP Setia to pay RM10.59 million, being 10 per cent of the residual land value and RM1.62 million, being the land value for Plot F of the DBKL cluster of land.

SP Setia said these payments to DBKL will not have a material effect on its gearing for the year ending October 2011.

SP Setia estimates the KL Eco City's gross development cost to total RM5 billion.

In a statement, SP Setia said the privatisation agreement was done in pursuant to a memorandum of understanding dated Aug 21, 2007 between the Datuk Bandar and KLEC, then known as Pelita Dunia Sdn Bhd.

SP Setia group owned 4.38 acres of the piece of land in Kampung Haji Abdullah Hukum, while Datuk Bandar owned the remaining 20.5 acres. KLEC has proposed to develop an integrated commercial and residential development with a net saleable area of about 5.7 million sq ft on the said land.

The proposed development, worth a gross development value of RM6bil and a gross development cost of RM5bil, would comprise a retail podium; three boutique office blocks; strata-titled office suites; three office towers; three residential towers and a service apartment tower.

KUALA LUMPUR (Nov 15): S P Setia Bhd officially launched its KL Eco City project with a signing ceremony for a RM460 million syndicated Islamic financing facility provided by three Islamic financial institutions, namely HSBC Amanah Malaysia Bhd, Hong Leong Bank Bhd and Bank Muamalat Malaysia Bhd.

President and chief executive officer of S P Setia Tan Sri Liew Kee Sin said on Tuesday, Nov 15 that with all the required funding in place, KL Eco City was ready to take off and set to become the new iconic landmark in Kuala Lumpur.

Liew said KL Eco City will transform the former Kampung Haji Abdullah Hukum site into an inner city haven comprising residential towers, serviced apartments, offices and a retail podium.

"Together with DBKL (Kuala Lumpur City Hall), we have managed to resettle the 600 squatter families previously residing in Kampung Haji Abdullah Hukum and worked towards amalgamating privately-owned and government lands before moving on to conceptualise the master plan for KL Eco City," said Liew.

In the re-development of Kampung Haji Abdullah Hukum into a world class integrated development, the history of the settlement is also not forgotten, according to Liew.

S P Setia will undertake the restoration of "Rumah Abdullah Hukum" by reassembling the house, and preserve ot to become a tourist attraction in the area.

Minister of Federal Territories and Urban Wellbeing Datuk Raja Nong Chik Raja Zainal Abidin said the developers' initiative to preserve "Rumah Abdullah Hukum" was highly commendable, aligned with the Kuala Lumpur's vision to be a world class metropolis without neglecting its heritage and historical values.

"The restored heritage house will be an informative tourist attraction to learn about Kuala Lumpur in the early days especially in reference to the Abdullah Hukum site, and its significance as one of the early kampong settlements in the development of Kuala Lumpur," he said.

KUALA LUMPUR (Nov 16): S P Setia Bhd signed a RM460 million syndicated Islamic financing on Tuesday with three Islamic financial institutions — HSBC Amanah Malaysia Bhd, Hong Leong Islamic Bank Bhd and Bank Muamalat Malaysia Bhd — in conjunction with the official launch of its RM6 billion KL Eco City project.

According to Tan Sri Liew Kee Sin, president and CEO of S P Setia, the RM460 million syndicated loan will be utilised to provide infrastructure such as ramps and bridges to ensure a smooth flow of traffic in and around the development.

S P Setia will invest more than RM150 million to link the project to all major highways surrounding the area.

"Phase 1 will be ready in three to four years. We have started work on the site. Right now, we are doing soil tests and piling. As part of S P Setia's commitment, we will solve the traffic problems first so that by the time Phase 1 is ready, the traffic problems in that area will be already resolved," he said.

"We're building four ramps, and most... will be built simultaneously. We want to assure our customers that when they come to KL Eco City, they will not only have the KTM and the LRT [at their disposal], we will also make sure traffic for cars is taken care of," he added.

Once fully completed, the 24-acre development will house approximately 30,000 people, including residents and office workers. Liew said KL Eco City will transform the former Kampung Haji Abdullah Hukum site into an inner city haven, and is expected to start contributing to the group's earnings in the next two years.

The project is expected to take 10 years to complete, said Liew. It aims to be the country's first integrated green development with accreditation from both the Malaysian Green Building Index and US-based Leadership in Energy and Environmental Design.

Apart from the RM460 million financing it secured from the Islamic banks, the project will be fully funded by internally generated funds and also through the group's recurring income.

S P Setia has been working with the authorities in the past 10 years to resolve all matters related to land ownership and resettlement of squatters previously resident in the area of Kampung Haji Abdullah Hukum.

"KL Eco City is the perfect example of a public-private partnership. How do we solve the squatters problem on site? It took us 10 years to solve it but we were committed, we never ran away [from the problems]. We wanted to solve the problems of the people, so together with the minister and the Datuk Bandar, we resolved it," he said.

Present to witness the signing between Liew and Rafe Haneef, CEO of HSBC Amanah Malaysia Bhd, were Datuk Raja Nong Chik Raja Zainal Abidin, the minister of Federal Territories and Urban Wellbeing, and the Datuk Bandar of Kuala Lumpur, Tan Sri Ahmad Fuad Ismail.

He said S P Setia's initiative to preserve "Rumah Abdullah Hukum", the home of the earliest settler in the area whom the kampung was named after, is highly commendable.

They might include it for the coming years. Still, the Klang River show no progress. Guess they might start in 2012.

Finishing and details not finalized yet. Even the sales team are unsure of the details like how many units per floor, parking bays, marble or porcelain tiles etc they only said that it comes with free kitchen cabinet

Major developer have their own 'cult like' followers , so whenever they have something new most of their most attractive unit will be allocated to them . As you said sometimes a lot of them do face difficulties in term financing etc. so that old unit will be reopen again .I have couple of friends who's platinum member of sime darby property so everytime they have new projects they will call you and ask if you want to reserve something for very little money .

With high density development like this eg 60 floors, it is important to know the number of lifts servicing per floor. Imagine waiting for lifts in the morning when everyone is rushing to work. I guess when the time comes for the actual signing of S&P agreement which is next year, suddenly more units will be available. I guess those booked units are by investors and speculators who have tons of money and couln't care less for the details like finishing, lifts per floor ratio etc thus inflating the price and depriving genuine buyers.

SP Setia plans rail hub in KL Eco City

SP Setia Bhd, one of the country's biggest developers, is investing up to RM30 million to set up an integrated rail transport hub at its RM6 billion KL Eco City mixed development in Kuala Lumpur.

The company is building a KTM commuter station, which will be integrated with the existing Abdullah Hukum light rail transit (LRT) station at the project location by 2013.

Executive vice president Richard Ong said SP Setia is finalising the design proposals for the KTM station with the rail authorities.

"Subject to the authorities' requirements, the KTM station is estimated to cost around RM30 million," Ong told Business Times.

SP Setia, via its unit KL Eco City Sdn Bhd (KLEC), is developing KL Eco City on the former Kampung Haji Abdullah Hukum site at the end of Jalan Bangsar. The 10-year development will comprise several residential towers, offices and a 5.7 million sq ft retail podium.

Ong said KLEC has began preliminary site works such as earthworks, tests piles and relocation of existing utility services, including realignment of Sungai Pantai (river diversion works).

Substructure works such as piling and foundation are expected to commence in two months, said Ong, who is also KLEC project director.

Ong said these are part of the construction works for Phase One of the project, comprising 12 blocks of boutique offices, a strata office and a corporate office tower on a four-storey retail podium, worth almost RM2 billion.

SP Setia will construct a pedestrian bridge linking KL Eco City and The Gardens at Mid Valley City to enhance the development.

Meanwhile, SP Setia will invest RM150 million to link KL Eco City to the Federal Highway via two dedicated ramps.

The ramps will enable traffic heading towards Petaling Jaya and Kuala Lumpur to gain direct access into KL Eco City and to exit the development directly onto the Federal Highway.

There will also be linkages to Jalan Maarof in Bangsar via Lingkaran Syed Putra. KL Eco City will also have direct access to and from the New Pantai Expressway (NPE) via the existing Jalan Pantai Baru and Jalan Bangsar interchange.

Ong said SP Setia has procured all the necessary approvals from the relevant authorities on the design proposals for the ramps and the linkages.

"Tenders have been called and the evaluation process and award is expected to be completed in the next two to three months," he said.
