ISLAMABAD: Over Rs 30 billion will be spent during the next couple of years to provide basic facilities to Rawalpindi district, Rawalpindi District Nazim Raja Muhammad Javed Ikhlas said on Friday. Talking to PTV, he said that an efficient monitoring system had been devised to ensure transparency and the timely completion of development projects.

Ikhlas said that construction planning for a multi billion rupee 6.5 km long ‘Alleviated Expressway Flyover’ over Murree road from Marir to the Chandani Chowk has been finalised. He said that the Frontier Works Organisation (FWO) would initiate construction of a Rs 1.26 billion road expansion project and a flyover from Kutchery to the airport next month. He added that the Marir Chowk is being connected with the IJ Principle Road at the New Katarian Bridge by expressways on both banks of the Nullah Leh. Ikhlas said that construction of the Rawalpindi Ring Road, starting from Rawat, through Bahria Town, Defense Housing Authority, Adila Road, Dhamial, Chakri road, Hajj Complex and ending at the Motorway interchange, had also been finalised and would allow heavy traffic between Taxila and Lahore without it needing to pass through Rawalpindi and Islamabad.

He said that a project to install new drainage systems before constructing roads had also begun, and explained that a recently completed road in blocks A and C, costing Rs 65 million, and the portion connecting Chorr Chowk to Misrael, costing Rs 50 million, featured new drainage systems.

He said that new busses had already been introduced along 11 city routes, while final negotiations were underway to initiate transport services on the remaining ones. Addressing the water shortage problem in the city, he said that 60 new tube wells would be installed by next March, while Rs 3 billion have been reserved for improving sewerage systems. Construction of a sewerage treatment plant on 6,000 canals at Adiala has also begun. He said that a sum of Rs 2.5 billion would also be spent to provide clean drinking water to Murree from river Jhelum. app

ISLAMABAD, Feb 9 (APP): A sum of over Rs 30 billion would be spent for providing basic amenities to Rawalpindi district during the next couple of years, District Nazim Rawalpindi Raja Muhammad Javed Ikhlas said Friday.
Talking to PTV, he said an efficient monitoring system has been devised for ensuring transparency and ontime completion of various projects ranging from provision of sanitation, clean drinking water, electricity and transport facilities to the people of Potohar region.
Planning has been finalised to construct multi billion 6.5 km long ‘Alleviated Expressway Flyover’ over Murree road from Marir to Chandani Chowk Rawalpindi.
FWO would initiate construction work on Rs 1.26 billion road expansion project from Ketchery to Airport next month.A flyover on Railway bridge would also be constructed there, he said.
Marrir Chowk was being connected with IJ Principle road at New Katarian bridge by constructing expressway on both banks of Nullah Leh.
Rawalpindi ring road project is aimed at giving safe passage to heavy traffic going to Lahore from Taxila without passing through the city areas of Rawalpindi and Islamabad.
The Ring Road would commence from Rawat and pass through Bahria Town, DHA, Adila Road, Dhamial, Chakri road, Hajj Complex and terminate at Motorway interchange.
New strategy has been devised ensuring provision of proper drainage and other necessary facilities first before commencing the construction of new roads.
State-of-the-art road equipped with footpaths and drainage system in A and C blocks have recently been completed with Rs 65 million.
One portion of road connecting Chorr Chowk to Misrael have also been completed with Rs 50 million, he said.
For providing efficient transport facilities to the dwellers of Rawalpindi city busses have already started plying on 11 routes connecting various ares of the city.
Negotiations are in final stages with numerous parties to initiate efficient transport system on remaining routs of city.
115 km mettled form to market road have been constructed during the last couple of years in rural areas of the district, he said and added that all villages of the district having 10 or more houses would be electrified by December.
Water filtration plants would also be installed at each union council of various villages of the district.The project is set to be initiated in April next and completed in December 2007, he informed.
For alleviating water shortage in the city 60 new tubewells would start functioning by March next.Sewage system was also being improved in the city with Rs 3 billion.
It has been decided to introduce meter system for judicious usage of water and ascertaining billing in accordance with the usage.
Work has already initiated on a sewerage treatment plant established on 6,000 canals land purchased recently at Adiala Rawalpindi. Sewage water would be brought to plant through a tunnel from Nullah Leh. The recycled water would be used for irrigation and other purposes.
According to a report of JAICA, Rawalpindi produces 10 million tonne waste daily. While city government has the capacity to dispose off 600 million tonnes.
Within the next three months the city government will be able to lift hundred percent garbage from the city as a number of new dumpers has been purchased. Motorcycle rickshaws have also been procured for lifting the garbage from narrow streets of the old city areas.
Furthermore 150 containers have been acquired and placed at different union councils for onward lifting and disposal.
A 650 canal land 35 km away from Rawalpindi has been purchased for dumping the garbage. Tender has already been floated for establishing a recycling plant there to produce bio-gas and electricity from trash.
In a bid to save forests, natural gas has been provided to Murree with Rs 80.4 million. A sum of Rs 2.5 billion would be spent for providing clean drinking water to Murree and new Murree areas from the river Jhelum.It can also be extended upto cities of Rawalpindi and Islamabad.
Tahsil headquarter hospital Kahuta is being upgraded with Rs 10.3 million. State of the art gynecology facilities has been provided to people. An X-ray machine has also been provided in it.
He himself will inaugurate these facilities next week.

With the Leh expressway( aka sheikh rasheed expressway), some new underpass/flyovers and a ring road coming up and talks of bringing it at par with Islamabad, I thought its time to have thread for this city.

I hope we will have enough activity in the city to justify the existence of this thread.

RAWALPINDI (August 05 2007): The Punjab government has approved establishment of a housing scheme by the Rawalpindi Development Authority (RDA) besides initiation of work on Rs 18 billion Ring Road project.

"The RDA would acquire 30 per cent land of the housing project directly while 70 per cent would be bought through private-public partnership for this low cost housing scheme", said Director General RDA, Brigadier (Retd) Pervaiz Mehmood here on Saturday.

He was talking to Dr Hasan Sarosh Akram, President, senior executives and members of the Rawalpindi Chamber of Commerce and Industry (RCCI) during his visit to chamber. Director Planning and Development, Makeen Shahbaz gave a detailed briefing to RCCI members about the new plan of RDA. He said this housing scheme would have all modern facilities and it would at least more private investment in housing sector.

He said that RDA has submitted the PC-I of the 48-kilometre Ring Road to government for approval and it is expected that work would be started before year's end. He said six modern and well-equipped economic zones would be set up along the ring road to facilitate the industrialisation in Rawalpindi.

Talking on Nullah Leh Expressway, DG RDA said this is not only an expressway but a concrete flood channel would be built on Nullah Leh. He said that expressway and flood channel project would cost Rs 18 million and have 12 bridges and three interchanges. Interchanges would be built at Kattarian, Murree Road and Chaklala.

Brigadier Pervaiz said that 85 families would be affected while straightening Leh at Saidpur all these families would be given plots and construction charges of houses. He said that work was in progress on Rs 1.3 billion Airport Road widening project and this 6.4-kilometre long road from District Courts Chowk to Flying Club would be completed this year. He said that work on Kalima Chowk bridge was also in progress and it would be completed within a month or two.

He said that the proposal of Alleviation Highway on Murree road was also sent to the government. It would reduce 60 per cent of the traffic pressure on Murree Road. He said that work would be started on this project before end of the year after final approval.

He told business community that RDA had planned to construct a parking plaza at old TMA office to address the major parking problem in Raja Bazar. He said that the project would cost Rs 80 million and two parking floors would accommodate more than 200 cars. Earlier in his welcome address RCCI President Dr Sarosh briefed the RDA officials about efforts of chamber in industrialisation.

Development projects underway for uplift of Rawalpindi:

District Nazim Rawalpindi, Raja Javed Ikhlas Wednesday said that different development projects are underway for the uplift of Rawalpindi under the leadership of President General Pervez Musharraf.

Talking to PTV, he said besides Leh Expressway project, another big project for Rawalpindi city is the construction of elevated expressway from Flashman Hotel to Faizabad, which would make the travel between the twin-cities smooth and easy.

He said construction of bypass, which was the most emphatic demand of the people of Rawalpindi would start soon, adding the bypass would be constructed from Rawat to Haj Complex diverting the heavy traffic of the Motorway away from the city.

Raja Javed said waste management plants would be installed soon for the disposal of solid waste. 600 kanals of land outside the city has been purchased for the plant, which would generate biogas and electricity.

He said mechanical technology would be used and latest equipment would be purchased to tackle the sanitation problem.

The issue of burning of hospital waste which is very dangerous for health would be solved," he added.

Forty percent of the load of Murree Road would be shifted to the Leh Expressway after its construction, he added.

Raja Javed said the government is determined to provide electricity to every village of the district by the end of 2007, adding they are also working for the upgradation of road network in rural areas.

Twelve roads are under construction in Rawalpindi city and we are in touch with the related departments to ensure the quality of the projects," he added.

RAWALPINDI, Aug 17: Another mega project worth Rs2.5 billion for Rawalpindi is in the offing as President Gen Pervez Musharraf has given a nod to the preparation of a feasibility report on the much-awaited Ring Road.

The project was proposed 16 years ago but could not materialise as a large portion of the land, owned by a provincial minister, had to be acquired.

The 32km long road would be built from Golra Mor to Rawat and would be the longest inner city road. It will connect rural areas with the urban settlement. The road would provide an alternative route to the traffic coming from other cities and would decrease the load in the city areas.

City Nazim Raja Javed Ikhlas told Dawn on Friday that the execution of the project had always been a difficult task for the authorities, however, President Gen Musharraf extended his full support to it.

The Provincial Highway Department would execute the project although the Rawalpindi Development Authority (RDA) had conducted the feasibility and prepared PC-I of the project.

The Ring Road project, also known as Range Road, was conceived in 1992 in a move to divert the flow of vehicular traffic entering Rawalpindi from cities like Lahore, Attock, Peshawar and southern Punjab.

The construction of Ring Road has been a long demand of the residents of rural areas who face difficulty in reaching the city particularly when visiting hospitals.

The project was not only controversial but also an uphill task for the authorities in terms of acquisition of land and funding.

The RDA prepared the PC-I of the project twice but could not start work on it due to political intervention as the land that was to be acquired was owned by a local influential.

The road would now be re-routed and would encircle Rawalpindi city. However it would not affect the commercial areas or residential localities, rather a major portion of the barren land would be acquired for its construction.

When asked Mr Ikhlas said the affected people would be given compensation according to market rates, adding that no village would be bulldozed.

He said the Ring Road would open a new avenue for commercial activities in the suburbs of Rawalpindi and would serve as an access road to the residents of rural areas.

The executive district officer (EDO) finance, Saqib Zafar, told Dawn that the provincial government had been asked to release funds for the preparation of feasibility report and PC-I of the project as directed by President Musharraf.

The president has also agreed to carry out the ground- breaking of the mega project.

They said the RDA had to acquire 891 kanals of land, affecting about 400 houses. They said the land acquisition process had not yet started, which was the main reason for the delay in the project.

It is strange that President Pervez Musharraf inaugurated the project in March, but the Executive Committee of National Economic Council (ECNEC) chaired by the prime minister approved the project last Wednesday.

They sources the Leh Expressway would be a 22 kilometre long signal free road, flanking the nullah from Rawalpindi to Islamabad. The average speed on these roads would be 50 kph and entry and exit points would be at Katarian Bridge, Murree Road and Chaklala Bridge.

They said Rs 1.7 billion would be spent on construction of the expressway, service roads, fences and drains; Rs 220 million on 17 bridges spanning the road; Rs 4.4 billion on three interchanges at Katarian Bridge, Murree Road and Chaklala Bridge, Rs 3 billion on eight flyovers; Rs 4.6 billion on earth reinforcement to avoid land sliding and Rs 6 billion would be spent on land acquisition and compensation.

Earlier, an 11-km road was planned on each side of the Nullah Leh from Ammar Chowk to New Katarian worth Rs 16 billion, but now this project has grown into a Rs 20 billion expressway project.

They said the RDA would also construct a cemented wall and install barbed wire around Nullah Leh besides deepening it to avoid floods.

They said the RDA had written letters to the Rawalpindi Cantonment Board (RCB), asking it to locate sewerage points, but the RCB had not yet responded. RAWALPINDI: The Frontier Works Organisation (FWO) will start work on the Sheikh Rashid Expressway and Leh Nullah Flood Channel on October 1 and complete it in two years, said Rawalpindi Development Authority (RDA) Director General Parvaiz Mahmood Khan.

The project was inaugurated by president general Pervaiz Musharraf in march 2007 and now work will finally start after a delay of nearly 6 months.

The Executive Committee of the National Economic Council (ECNEC) recently sanctioned Rs 17.769 million for the two projects.

The RDA chief, while chairing a meeting here on Tuesday, said work on the Sheikh Rashid Expressway and Flood Channel would be completed in phases, and a bridge would be built to link the Murree Road with Gawalmandi in the first phase. The expressway will help Rawalpindi residents to reach Islamabad in five to ten minutes which is almost five times less than the time currently required.

Mahmood Khan said Leh Nullah would be converted into a flood channel to save Rawalpindi from havoc wrecked by monsoon flooding. He said concrete panel would be used for the channel’s construction to ensure a smooth flow of rainwater from Islamabad Margalla Hills to Sawan River.

He said the federal and Punjab government would equally share the project’s cost. He said the FWO had been provided with the required funds to start work on them.

He said the FWO had already mobilised at the site and were carrying out test piling work for construction of flyover at the Murree Road and Gawalmandi bridges.

Not surprising though cauz Rawalpindi still has some potential of cinema. The owners should now renovate the old halls to get themselves into a greater competition.

I spent some summers in Rawalpindi long time ago and was taken to movies literally every weekend. It probably has the most cinema-goers than other Pak cities, so its a good choice to have first multiplex there. I hope its a huge success and encourage more multiplex constructions in the country.

Renovating old cinemas is a great idea but would they have the smarts to actually do it!

nothing wrong actually... i am happy that atleast we have a true multiplex now... but was just feeling left behind... Lahore should also have something like this.. there was one project but is now a victim of courts n judges...!!:ohno:

RAWALPINDI, Oct 11: In a welcome move, the country’s first five-screen multiplex cinema was launched in Jinnah Park Rawalpindi on Thursday.

The cinema complex known as Cinepax would be formally opened to the public on the first day of Eidul Fitr, said Arif Baigmohammed, chief executive officer Cinepax, at a press conference.

He said designed by Canadian architects in accordance with international standards, the theatre complex could be compared to the best in the world with perfect seating arrangements for men, women and children.

The entry fee of the cinema has been fixed at Rs200 while tickets can be booked through the internet, telephone and even by SMS. The cinema house would also screen Hollywood films within a month after their international release besides screening the best of international and Pakistani cinemas.

Cinepax complexes are also expected to come up soon in Karachi, Lahore, Islamabad, Faisalabad, Gujranwala, Multan and Hyderabad with the development of 120 screens in the initial five years at a total cost of $30 million.

The residents of Rawalpindi are quite lucky for having the five-screen cinema house completed at the first phase of the project.

The cinema complex would screen premium contents in a family- friendly environment having world class seating arrangements and airconditioned halls that would be open from 12 noon to 12 midnight.

He said the five-screen cinema complex would show English, Urdu and Punjabi films besides cartoons.

The new complex, which has been designed to meet the discerning taste of movie-goers, is a multiplex experience that is expected to change the way people go to watch movies particularly for families who would like to have an evening of pure entertainment in a clean and plush environment.

Dany Sidhwa, chief operating officer, said the worldwide metric for estimating a market need was an average population of 54,000 people per screen, whereas given the dilapidated and disappearing state of most of the cinemas across Pakistan it was far higher with 285,000 people per screen.

He said with the establishment of fivescreen cinema complexes in various cities, the film industry would be restored to its original glory.

its good that they are making more things like these for the twin cities. After all we all know isb and rwp were knwon to have nothing recreational other than 'nature' for its citizens to come out of their houses. now in isb new constructions such as the national monument, renovation of daman-e-koh, rawal lake etc etc is gona go a long way towards awaking the twin cities. :)

The people/screen figure is high for very obvious reasons. Start showing every good movie in the cinema and watch that figure plummet. Also, make more cinemas family-friendly (that's an obvious issue in Pakistan).

As for Cinepax, that's really good news, nice to see that you can buy tickets electronically too. And does anyone have an idea if that cost is JUST for the equipment or the whole cinema?

RAWALPINDI: The Rawal Town Municipal Administration (TMA) will install water purification plants worth Rs 20.3 million in 46 union councils by the end November, Town Nazim Rashid Shafiq told Daily Times on Saturday in an interview.

He said installation of the plants had started in May and eight plants had been installed so far. He said the plants had a capacity of delivering 2,000 gallons of water in an hour and 20,000 people would benefit from them if the plants ran eight hours a day. He said the plants would be handed over to the Water and Sanitation Agency (WASA) for operation.

According to an estimate, about three million people suffer from water-borne diseases like diarrhea, cholera, hepatitis, typhoid, giardiasis, cryptosporidiosis and guinea worm infections in the country. These diseases account for 40 percent deaths.

WASA estimates show that about 80 percent of the water supplied to the city for drinking purposes is unfit. In Rawal Town, there are 58 plants, 37 of them are operational and 21 non-operational. None of these plants is delivering safe drinking water.

The operational plants are installed at Shamasabad, Dhok Kala Khan, Bihari Colony, Muslim Town, Kuri Road, Satellite Block A, B, C, D, E and F, Dhok Babu Irfan, Commercial Market, Kohati Bazaar, Joharabad, Banni Chowk, Millat Colony, Talab Tilian, Murree Road, Liaquat Road, Raja Bazaar, College Road, Arya Mohallah, Mohallah Hukamdad, Ratta Amral, Mohanpura, Hazara Colony, Dhok Mangtal, Chittian Hatian, Bhabra Bazaar, Muhammadi Chowk, Qadeemi Imam Bara Road, Purana Qila, Pirvadhai, Badar Colony, Model Colony, Bokra Road, Shah Nazar Pul, Dhok Dalal, Waris Khan, Babu Lal Hussain Road, District Headquarters Hospital, District Courts and Railways Scheme VII.

The non-operational plants are located at Satellite Town Block A, Dhok Babu Irfan, Saidpur Chowk, Mohanpura, Dhok Ratta, Toheedi Road, Hazara Colony, Dhok Mangtal, Bhabra Bazaar, Imam Bara Road, Pirvadhai, Badar Colony, Model Colony, Shah Nazar Pul, Dhok Dalal, Waris Khan and Babu Lal Hussain.

Sources said the Punjab government was concerned over the malfunctioning plants in the city and had asked the TMA and WASA to install more plants in the less developed sectors of the city. WASA has also been asked to make proper arrangements for the cleanliness of the existing plants.

I have been many times on that place along with family, and let me tell you Pals, CDA has done heck of a job in developing that area and for that CDA needs a :banana: and :cheers:, but last one is a glass of juice and nothing else. So if you wanna make an outing for your family this backside of Rawaldam is a dream place. Prepare a fine Chicken Biryani alongwith Raita and take a ride, be careful dont mess your trash in the area. Its the responsibility of authorities as well as the public to maintain it and for us to behave like a civilized nation. If you are left with some time and good amount of CNG in ur car, i will advise you to go on roaming on new Murree express highway. This is another classic place for a long smooth ride. You will also find Bahria Phase-10 Golfcity under development on ur right side along the express way. Try karna Must hai.

The Rawalpindi Development Authority (RDA) has started work on the Nullah Leh Expressway and Flood Control Channel Project which was suspended due to non-transfer of funds.

Talking to ‘The News’ here on Wednesday, Rawalpindi Development Authority Director General Brigadier (r) Parwez Mahmood Khan said that funds for the project have now been released. Earlier, work on the mega project remained suspended due to non-transfer of funds. Now the account has been transferred from personal leisure account to special drawing allowance, he said.

The completion period at the time of inauguration of the project was two years. However the RDA has decided to complete all components of the development scheme in five years — after addition of two more components in the scheme.

The RDA has made amendments in the project by adding more components, including construction of 20 flyovers at different points on both sides of Murree Road. Earlier, only 10 flyovers were in the agenda of the Rawalpindi Development Authority. Now 10 more flyovers have been added in the project, which would be constructed on both sides of the road.

The RDA director general said that there was no hindrance in the release of funds of the project. A slight problem arose with regard to transfer of the account after dissolution of previous assemblies. It halted work on the project on temporarily, he said.

The RDA director general said that it is the job of contractors to recruit more staff for the project. The Rawalpindi Development Authority would only recruit a director for the Project Management Unit working on the Rawalpindi Environment Improvement Project.

The RDA had invited applications from interested candidates on contract basis for this purpose. However, the plan has been dropped temporarily due to reasons better known to concerned officials in the Punjab government and Rawalpindi city government. Hundreds of applicants had applied for different posts but they have not been called for interviews and tests creating uncertainty among them.

The City District Government has directed the Rawalpindi Development Authority (RDA) to resume work on the Nullah Leh expressway project, which was suspended after general elections.

According to sources, on the orders of the newly-appointed RDA director general, Saeed Baig, workers have started survey of the Akbar Market and a ‘katchi abadi’ adjacent to the Nullah Leh included in the project. Dozens of shop would be demolished in the process, claimed sources.

President Pervez Musharraf inaugurated work on the project in March last year. Before general elections, work on the project was expedited, but later suspended after defeat of PML-Q candidates. All manpower and machinery were removed from the worksite.

When contacted by ‘The News,’ shopkeepers and residents of Akbar Market and a ‘katchi abadi’ confirmed that the RDA staff visited the locality. They informed that the RDA had been planning to evacuate them. The RDA survey team advised people to pack up and shift to some other place, they added.

Soon after the survey by the Rawalpindi Development Authority, unrest prevailed among residents. Fearing their eviction, residents tried to contact the RDA director general but could not meet him.

Residents alleged that last year the RDA staff marked the area and announced payment of compensation to all people affected by the project. However now the RDA has decided to completely demolish the slum and Akbar Market to include the area in the project. More than 100 shops and more than 200 ‘katcha’ houses are located there. According to sources, more than 1,000 people live in the area.

The residents and shopkeepers urged the City District Government and the RDA to pay compensation to them if their houses and shops fall in the Nullah Leh expressway project area.

RAWALPINDI: City District Government Rawalpindi has decided to run buses at 10 different routes in rural and urban areas of Rawalpindi.

In a statement, Secretary Regional Transport Authority (RTA) said his department was aware of commuters' problems and most of them would be resolved with the start of a new bus service. The interest transport companies, he said, have been asked to submit their applications in till March 05, adding that, the proposed new bus service would bring relief to people of Rawalpindi and Islamabad.

The decision to ply new buses was taken on the directives from District Nazim Raja Javed Ikhlas and District Coordinator Officer Irfan Elahi, he said. Buses would be plied on open and sub open routes of District Rawalpindi, he said, added, the route permit would be awarded to transport companies after scrutiny of their applications.

After the closure of Varan Tours in February 2005, the situation for commuters of Rawalpindi and Islamabad has turned worse, especially in the evening and morning when people had to wait hours to catch a bus.

Tree plantation campaign in full swing: The Capital Development Authority's tree plantation campaign for the spring 2008 is in full swing in which more than 300,000 saplings will be planted across the federal capital.

Director Environment CDA Malik Auliya said trees were felled due to construction of roads that invited criticism by the people as well as the media.

Participation of all stakeholders will be ensured in the plantation campaign, he added. He said the authority was running the campaign with the cooperation of the public and civil society organisations. According to the plan, the authority would plant 35,700 saplings along new roads, 59,342 on existing roads, 15,250 in sectors, 30,000 in parks and playfields, 105,000 on Margalla Hills and 55,000 in the Simly Catchment Area. He said planting saplings along roads, streets and parks would be strictly carried out according to landscape designs whereas local species would be planted in greenbelts and Margallla Hills.

RAWALPINDI: The Punjab Government has decided to extend the ban on construction of new development projects for an unlimited period, sources said.They said District Nazim Raja Javed Ikhlas had demanded the provincial government lift the ban on new development projects.

Sources said Punjab Finance Ministry Secretary Sohail Ahmed directed the Accountant General, Director General Local Government, Director General Accounts and all EDOs (Finance) to extend the ban.

Education Board Complex in doldrums: Owing to a three-year delay in the construction of Rawalpindi Education Board Complex, the estimated cost of the project has more than doubled to reach Rs 900 million.

The foundation stone of the project, to be built on 42 kanals of land, was laid in August 2004. The estimated cost of the project was Rs 420 million. Due to some serious differences between the board and the higher authorities no construction work has begun yet.

Sources said the issue would be taken up with the new provincial government. Sources also said the board was paying millions of rupees in rent for the office buildings presently in its use.

The Rawalpindi Development Authority (RDA), which kicked off work on widening and remodelling of the Airport Road earlier this year, has so far completed 30 per cent of work on the project.

Talking to ‘The News’ here on Wednesday, RDA Director-General Brigadier (r) Parvaiz Mahmood Khan said that the ongoing work on the project would be completed by the end of May 2008. “No delay would be tolerated in the project,” he said.

Under the project, the RDA would widen the road by 12 feet with six lanes to control traffic jams. Being one of the busiest roads in the city, traffic jams had become a daily affair. However, according to the RDA director-general, the Punjab government, district government and the RDA have taken numerous measures to cope with traffic problems during last couple of years. He said that the completion of the mega project would provide relief to the residents of Rawalpindi from traffic woes for 30 years.

He said that the RDA has prepared a master plan for traffic control in Rawalpindi under which several projects have been launched.

The RDA chief said that the contract for construction of the Airport Road has been awarded to the Frontier Works Organisation (FWO). All encroachments falling under the project have been removed amicably.

The process of payment of compensation is underway. The remaining affected persons would get compensation soon. The RDA has prepared a list to carry out this task smoothly and efficiently, he stated.

The Executive Committee of the National Economic Council (Ecnec) and the Punjab government have approved the Airport Road project. Before handing over the contract to the FWO, the project was executed by the National Highway Authority.

Till now, the RDA has distributed Rs58.308 million among people affected by the road widening and remodelling.

Under the project, a three-lane dual carriageway along with a flyover at the Rahimabad railway crossing and six intersections at Jinnah Park, Jhanda Chichi, Ammar Chowk, Chaklala Scheme I, Chauhan Chowk and Pakistan Air Force Base would be constructed.

Funds for this project have not been a problem and have been released without any stoppage in phases, he said.

Besides widening of roads, footpaths would also be constructed on both sides. The total length of the road was 5.45 kilometres and it was designed for 100 kilometres per hour speed due to the VVIP movement and to provide better travel facilities to people passing through it.

Replying to a question, he cleared that other departments like RCB and CCB have no role in the project. The entire work is being supervised by the RDA, Brigadier (r) Parvaiz Mahmood Khan said.

MU's complex in the University City is under design finalisation and construction is expected to start within the next few months.

RAWALPINDI: Leh Expressway is expected to ease the traffic burden in the twin cities. The project has been initiated with a budget of Rs 20 billion.

Commuters, particularly those who use Murree Road, hope that the expressway would solve the traffic congestion problem because its completion would lessen the traffic burden on Murree Road. They demanded the higher authorities speed up the project.

"Leh expressway is the need of the hour, so the project should be completed soon," said a commuter, Sheikh Noor. Naeem said, "The delay in construction would mean that the public is to suffer the traffic problems for a longer span of time. Its completion would save the commuters' time by reducing traffic delays."

Due to the slow pace of work, the Rawalpindi airport road widening and remodeling project has been delayed by at least three months, it was revealed.


The deadline had been set at May 31, but only 50% of the work has been completed so far, it was learnt. The project was to convert the road into a six lane road starting from Jinnah Park to Flying Club Morr. The project was being handled by National Highway Authority (NHA) but later on it was handed over to Frontier Works Organization (FWO).

According to sources, compensation has been paid to the parties affected by the project.

With change in federal and provincial governments after general elections, powers of town nazims have been curtailed and funds for development work were frozen. There is also a possibility of change in the devolution of power system but only if president is removed from his office.

Well-placed official sources said that the federal government has been considering revival of the old system of administrators replacing the devolution of power system. However it would take another three to four months to implement this move.

Sources said that the federal government has stopped all ongoing projects and no fresh funds have been released to any civic body in Rawal and Potohar towns to initiate new development schemes or complete work on old ones.

According to sources, work on all uplift schemes has come to a halt except for the Airport Road widening project, which is being carried out by the federal government. Mega projects on which work has come to a standstill include the much-trumpeted Nullah Leh Expressway and Flood Control Plan inaugurated by President Pervez Musharraf. Besides this, according to sources, work on construction of a new slaughterhouse in Ratta Amral has also been stopped. Work on this project has been taken over by the federal government. The total cost of the project is Rs400 million. It was scheduled to be completed within one year when it was initiated last year.

Talking to ‘The News,’ Rawal Town Nazim Sheikh Rashid Shafique said that release of funds has been stopped and transferred to the Rawalpindi Development Authority like construction of a parking and commercial plaza in Raja Bazaar. The Rawal Town administration has now nothing to do with the parking and commercial plaza project in Raja Bazaar, he stated.

About starting other uplift projects, Sheikh Rashid Shafique said that there is an acute shortage of funds to launch new schemes. “However we would allocate funds of Rs70 million for development schemes in the next budget of Rawal Town. From this amount, Rs500,000 would be given to every town nazim of union councils. This amount would be meant for maintenance and repair work in their respective union councils,” he said. Big projects would be initiated by the Punjab government, city district government and the federal government.

To a question related to change in the devolution of power system, the town nazim said that it is possible only if the president is removed from his office. In other case, the present system would continue for one more year till October 2009. The change is also possible through amendments in clauses of relevant ordinances, he concluded.

According to sources, the provincial government has planned to review and study components of the Nullah Leh Expressway and Flood Control Plan to decide about its fate. However final decision in this regard would be taken by PML-N President Shahbaz Sharif after by-elections, sources claimed. The decision would take at least six months, they said.

However serious efforts are being made to launch work on the elevated expressway for solving traffic problems on Murree Road. The project is likely to be launched during the current year. Anyway, I was thinking, and may not just be a shameless copy (not that we aren't experts at that). The area near the Pindi clocktower is being developed by Damac (according to the billboard), which is a UAE-based company. Maybe they designed both of them? Or at least got it copied by permission.

What Pindi ( and islamabad) needs desperately and top priority is a bypass for the traffic coming from GT road. There are far more important things to do than a ring road, including the Leh expressway (the importance of which is renewed by todays extended forcast of heavy rains that can cause a potential flood).

The Rawalpindi Development Authority (RDA) has decided to launch a Rs1 billion project — RDA Business Centre — in Sherpao Colony near Committee Chowk, said RDA Director General Makeen Shahbaz.

Talking to ‘The News’ about uplift schemes in the city here on Tuesday, he said that the RDA, through its own resources, would arrange entire funding for the project. The project’s feasibility study has been started and work would be started by the end of July this year.

The director-general said that the 10-storey building would be constructed for business activity. A parking lot would be constructed in the basement of the plaza for smooth traffic flow on Murree Road, particularly at Committee Chowk and its adjoining areas.

He said that the RDA has allocated Rs90 million for the construction of a parking plaza and shopping centre in Raja Bazaar. This project would help ease traffic flow on Jinnah Road and Liaquat Road.

The work on the project would start after three months and it would be completed in six months.

The director general said that the RDA has been looking for sponsorship for the construction of a park for women and children at Liaquat Bagh. The RDA has installed solar lights in the park and the remaining work would be completed with the help of sponsors.

Makeen Shahbaz said that the construction of the expressway would resolve traffic problems in the city.

With the construction of ‘Ring Road’ from Rawat to IJ Principal Road, the outer city traffic mess would be controlled. He appealed to the provincial government for revival of the ‘Ring Road’ project.

RAWALPINDI: A Rs 5.62 billion draft budget has been prepared for Rawalpindi District Government for the fiscal year 2008-09.

A sum of Rs 227 million has been allocated for the completion of ongoing development schemes in the district but it is subjected to available funds.

No development scheme under nazims has been included in the budget.

It is learnt that the budget was drafted by top district officials without consultation with nazims.

RAWALPINDI: Prime Minister Yousuf Raza Gilani has granted Rs 17 million for development works in NA-54 that falls under the jurisdiction of Rawalpindi Cantonment Board (RCB), sources told Daily Times on Saturday. They said the Defence Ministry had released the grant to the RCB and directed it to complete development works before the end of this year. They said the RCB had planned to install two tube wells and build streets and roads with the grant. They said Rs 1 million would be spent on construction of streets in Meharabad, Tariqabad, Allahabad, Officers Colony, Misrial Road, Shallay Valley, Allama Iqbal Colony, Madni Mohallah, Dhoke Banaras, Dispensary Chowk, Chohan Manzil, Tench Bhatta, Naseerabad and Azizabad. They said Rs 5 million would be spent on installation of two new tube wells in Misrial Road and Shalley Valley to fulfil water needs of the area. They said the RCB would also replace old and rusty water supply pipelines. They said the new water connection would be provided to the residents. They said Rs 2 million would be spent on the construction of a road in Faisal Colony and Tench Bhatta.

Smoke-emitting vehicles warned to fix fault

Rawalpindi: Traffic police launched a campaign against environmental pollution with the collaboration of the Environmental Protection Agency (EPA) here on Wednesday.Owners of smoke-emitting vehicles have been given a two-week deadline to rectify the fault.

Traffic wardens and an EPA team will check smoke-emitting vehicles twice in a week.

They will issue tickets to drivers of those vehicles causing environmental pollution.

On Wednesday, traffic wardens and an EPA team started the campaign from GPO Chowk, Sadder. The inspection team checked motors with the help of special instruments such as exhaust gas analyzers and smoke meters. Hydrocarbon and carbon monoxide was found in high quantities in smoke from most vehicles.

Traffic police warned the drivers of these vehicles to overhaul their engines.The EPA team briefed the drivers and public about harmful effects of smoke.

REIP body meets: The Project Implementation Review Committee (PIRC), a body for internal coordination in implementation of the Rawalpindi Environmental Improvement Project (REIP), met under chairmanship of District Nazim Raja Javed Ikhlas here on Wednesday. The meeting was attended by Project Director Syed Aslam Ali Sabzwari, DCO Jamal Mustafa Syed, Rawalpindi Development Authority Director General Makeen Shahbaz, Water and Sanitation Agency (WASA) Director General Islamul Haq, UC nazim Rehmatabad Taj Abbasi and others.

RAWALPINDI, July 30: Construction of about 25km-long outfall (trunk) sewer from Ammar Chowk in Chaklala to the sewage treatment plant near Adiala village is not expected to begin this year since work on the Rawalpindi Environment Improvement Project (REIP) has slowed down during the last 18 months.

The estimated duration of the construction of trunk sewer is two years and it is expected that the City District Government Rawalpindi, the executing agency, will complete the bidding of the project by December 2008, following which actual work on the project would begin.

It may be mentioned here that the bidding for the project was scheduled to take place in January 2008. But due to absence of a competent authority, the bidding process could not take place.

The Asian Development Bank (ADB), which is providing financial support for the REIP project, has taken serious note of the delay in the design work of the treatment plant and outfall sewer.

Meanwhile, the Punjab government has issued a notification to acquire land for the sewage treatment plant (STP) in Adiala and make payment for the land to the affected people.

The STP would be established over 5,000 kanals for which roughly Rs440 million would be required to pay to the affected persons.

Though the project is not expected to cause largescale relocation of affected people, it will affect the livelihood of an estimated 36 tenants and farmers in the areas of Adiala.

A press release issued by the REIP on Wednesday says payment to the affected persons would start in the first week of August, and land would be handed over to REIP project management unit in early September.

The project director of Rawalpindi Environment Improvement Project, Syed Aslam Ali Sabzwari, who has recently been reappointed, told a project review meeting in Rawalpindi that the alignment of outfall sewer of the project was facing some difficulty as it was passing through the Defence Housing Authority and Bahria Town.

The meeting decided to resolve the issue in light of the decisions taken by the ADB mission report.

Mr Sabzwari asked contractors and consultants to expedite work on their respective contracts by deploying additional manpower and working round the clock.

An Asian Development Bank report on the project says the existing sewerage system in Rawalpindi city does not have a proper arrangement for treatment and disposal of sewage.

Untreated sewage was being discharged into Leh Nullah and its tributaries which ultimately fell into Soan River.

Establishment of a sewage treatment plant has been identified as a major component of this project.

He said that extreme pressure was put on agriculture and industry due to shortage of power. He said that present government is committed for the rehabilitation of economy and betterment of system and solid steps are being taken for this purpose.

He expressed these views while addressing the 21st Annual ceremony of distribution of best performance awards as chief guest under the aegis of Rawalpindi Chamber of Commerce and Industry (RCCI).

President Rawalpindi Chamber of Commerce, Engineer Abdul Rauf Chaudhry, Group Leader, Mian Pervez Aslam, Senior Vice President, Muhammad Hafiz Ahmad, Vice President Raja Amir Iqbal, MNAs Haji Pervez Khan, Anjum Aqil Khan, Muhammad Hanif Abbasi, Dr. Tariq Fazal, Malik Abrar, MPAs Ziaullah Shah, Shehryar Riaz, Muhammad Hanif Advocate, Malik Yasir Raza, Sarfaraz Afzal, Ch. Ayyaz, besides Muslim League leaders, Syed Muzaffar Ali Shah, Mirza Mansoor Beg, Adnan Malik, Babar Awan, Sardar Nasim, office bearers of RCCI, diplomats and prominent personalities belonging to chambers of commerce and industry and a large number of businessmen were present on the occasion.

The chief minister said that the system has been ruined during last eight years as bureaucracy and corrupt elements played their role for providing protection to dictatorship. He said that there is no shortage of honest officers, judges and other experts in the country.

He said that no one would come to save Pakistan from abroad only Pakistanis will serve and protect Pakistan. He emphasized upon traders community and industrialists to improve their products and ensure earning of precious foreign exchange for the country by increasing their exports and in this way play their role for serving the nation and the country.

He said that government will make every effort for providing facilities to the business community. He said that this is not the Pakistan the dream of which was witnessed by Allama Iqbal and Quaid-e-Azam and for which thousands of people sacrificed their lives. Shahbaz Sharif said that rural areas of Punjab are still backward and more than 50 percent hospitals are without generators. We should have to pledge that we will construct Pakistan with honesty and dedication and we should construct Bhasha dam and other projects, he added. He said that the people associated with trade and industry, are ambassadors and asset of Pakistan.

The CM said Mian Nawaz Sharif has great respect for the services of traders and business community and he will soon meet the representatives of Chambers of Commerce and Industry. He stressed upon traders to invest in hydle power project.

In response to the demands of president Rawalpindi Chamber of Commerce and Industry, the chief minister said that he is always ready to meet the representatives of flour mills owners. He said that present crisis of atta is temporary and will come to an end soon.

He said it is a fact that Punjab has sufficient stocks of wheat and supply of wheat would be started to flour mills according to the quota from September under the laid down schedule. He said that flour mills owners can purchase wheat from open market and it has been agreed upon that after preparing atta in flour mills in Punjab they will supply more than six thousand tons of atta daily to NWFP and two thousand tons to Balochistan respectively.

He said that flour mills owners should earn due profit with honesty and the spirit of patriotism and should supply atta immediately in the country. Rich people can purchase atta at higher rates but people of Rahimyar Khan, Bhakkar and other backward districts cannot even bear the burden of an increase of Rs 10 in the price of atta, he added.

The chief minister ensured provision of funds for the construction of the building of Chamber of Commerce and Industry, Gymkhana Club and returning of outstanding amount of the land of Chambers of Commerce and Industry due with Punjab government. He announced provision of land for the setting up of vocational training institute under the supervision of TEVTA with the consultation of Chambers of Commerce and Industry Rawalpindi. The Chief Minister also gave awards to the institutions and the personalities showing best business performance.

Earlier, President Chamber of Commerce and Industry presented the address of welcome and highlighted the performance of Chamber of Commerce and Industry. He also presented the problems to the chief minister being faced by the chamber commerce and industry.

RAWALPINDI: On special directives of the Federal Government, Islamabad Electric Supply Company (IESCO) has decided to start six mega projects costing Rs 6.229 million in the district.

The IESCO would utilise Rs 345,000 for provision of Sui gas in 132 KV grid station situated at Peshawar Road, Rawalpindi and installation of Sui gas filling machine there. Rs. 4,99,000 and Rs. 1,96,000 would be utilized for provision of gas in another grid station of 132 KV in Rawalpindi and Jhelum respectively. Boundary wall would be constructed and patrolling track would be laid at Grid station of Jhelum with Rs. 2.9 million.

Pindi schools to reopen from 11th: Executive District Officer (Education) Chaudhary Muhammad Yousaf has directed authorities concerned to open all schools in the district from August 11 to celebrate Independence Day on August 14 and Universal Primary Educational Day on 15th.

He issued these directives while addressing a meeting. District Education Officer Secondary, Elementary, Deputy DEOs and AEOs attended the meeting. DEO Elementary (Female) Naseem Altaf assured EDO Education Rawalpindi that all female schools would be reopened from August 11. Cleanliness Day would be observed on August 11 in all educational institutes while students would be trained to deliver speeches and national songs on August 14 and Primary Universal Educational Day would be observed on August 15, she added.

Rashid to hold public meeting on 13th: The district government has allowed Awami Muslim League President Sheikh Rashid Ahmed to hold public gathering on August 13 midnight in Lal Haveli.

Earlier, Rashid made a request for holding public meeting. The city district nazim approved the application of and sent into City Police Officer (CPO) for security arrangements.

RAWALPINDI: With the collusion of some officials of the administration, construction of illegal buildings continues in Rawal Town reflecting a negligence of the authorities concerned.

The public and social circles said that some officials were involved in construction of illegal buildings causing million of loss to the national exchequer. They said construction of 18 shops was continued without legal maps while commercial construction was also continued in front of Rawalpindi General Hospital after demolishing residential construction. Illegal construction is also going unabated at 7th Avenue and New Malpur, they added.

Rawal Town Nazim Sheikh Rashid Shafique said a building being constructed in front of RGH was illegal and it was demolished but the owner later obtained a stay order from the court. He said compensation was given to affected people after construction of an underpass near Committee Chowk.

RAWALPINDI: Prime Minister Syed Yousuf Raza Gillani and Punjab Chief Minister have released Rs 180 million million for the development of the city, PML-N MNA Muhammad Hanif Abbasi has said. He was talking to journalists after planting a sapling to kick off the tree plantation campaign of Rawalpindi Development Authority (RDA) at Liaquat Bagh Tuesday.

Abbasi said PM Syed Yusuf Raza Gillani has released Rs 100 million for his constituency for the completion of ongoing projects besides the construction of new classrooms in schools and colleges.He said Shahbaz Sharif had also released Rs 80 million for the construction of Rawalpindi Cardiology Institute and Kidney Centre.

He said to provide ease to the pedestrians to cross the Murree Road, four overhead bridges on different points would be constructed soon. Earlier, DG RDA Makeen Shehbaz, said RDA work on a housing scheme for the low-income people had been started. He said the provincial government had released funds for installation of computerised signals to overcome traffic mess on Murree Road.

RAWALPINDI: Showing sensitivity to the traffic problems facing the general public the Rawalpindi Development Authority (RDA) on Tuesday signed a memorandum with NESPAK for construction of an elevated expressway that will lead from Mall Road to Faizabad.

The Rs 15 billion mega project has been started on the special directives of Punjab Chief Minister Mian Shahbaz Sharif, revealed Rawalpindi Development Authority (RDA) Director General Muhammad Makeen Shahbaz, who signed the agreement.

The project of 9-kilometer expressway would help to minimize traffic burden on Murree road, reducing the Rawalpindi to Islamabad travel to 10 minutes' time, he added.

RDA chief further said that three signal-free interchanges would be built as part of the project; first at Murree Chowk, second at Chandni Chowk and the third interchange would be built at Shamsabad.

Makeen said NESPAK has been asked to complete the design within the stipulated time. He was of the view that after the completion of Elevated Expressway the traffic jam problem would be solved.

Punjab Chief Minister Shahbaz Sharif would hopefully lay the foundation of the expressway on October 1, he maintained.

RAWALPINDI: The government will launch nine projects costing Rs 2.42 billion aimed at setting up and upgrading colleges in the Rawalpindi district soon. A degree college will be set up in Dhok Syedian amounting to Rs 36.1 million while two colleges - the Government Degree College and Government Degree College Group No2 - will be set up in Kotli Satian Rawalpindi with total cost of Rs 44.856 million and Rs 17.118 million respectively.

Rs 19.817 will be spent on the up-gradation of the Government Inter College for Women Fateh Jang and Rs 19.3 million will be spent on the up-gradation of the Government Inter College for Women Attock and Rs 17.3 million has been earmarked for the up-gradation of the Government College for Women Dolta Rawalpindi.

The Punjab government will also utilise Rs 27.870 million for strengthening Stock Training Institute Barani and Rs 42.237 on Stock Training Institute Barani Group-No 2 Attock.

Ceremony at Margalla College: Margalla College for Women F-7/4 held oath taking ceremony of Islamic Society here on Thursday.

Director General Dawa Academy Professor Abdul Jabbar was chief guest on the occasion.

He administered oath to members of the society. Principal Samina Shamim, teaching staff and students also attended the ceremony.

Rs 11.800 million have been earmarked for Central Jail Adiyala Jail barracks, Rs 32.900 million to be spent on Industrial Home (DI) and Rs 9.782 million allocated for entry & exit posts in Attock under the projects. The construction of the boundary wall of Police Lines Rawalpindi will cost Rs 10.182 million. Two tube wells will be installed in the Police College Sihala with the grant of Rs 9.900 million.

Rs 18.600 million has been allocated for constriction of 5 residential homes for Assistant Superintendent in Attock Jail

Two Court Room and Bar Block will be constructed in the Lahore High court by spending Rs 169. 888 million.

What ever happened to the idea of running trains b/w the two cities? I think a Ring Road is appropriate to lessen traffic inside of Pindi from truck drivers driving through, but a rail line is MUCH better to connect ISL and Pindi, and would cut back on the number of cars on the road. They could even set up food markets and stalls around the train stations so you could come back from work, and buy some food before walking or taking a bus home.

Anyways, does anyone know how much a new motorway costs in comparison to a rail line?

Director General Rawalpindi Development Authority has taken serious notice of the delay; the expansion project started on February 24, 2007 at a cost of Rs1.39 billion and it was scheduled to be completed by May 23, 2008. Due to suspension of work the date was extended till June 30. According to source, RDA Administration has still unable to get required land for the road.

RAWALPINDI: On the recommendations of City Traffic Police, the RDA has approved remodelling of Benazir Bhutto Shaheed Road and installation of modern traffic signals in the city.

This was decided in a meeting held between Chief Traffic Officer SSP Raja Riffat Mukhtar and RDA Director General Makeen Shahbaz while SSP Malik Matloob Awan assisted the CTO.

A seven-member team of the RDA Engineering Department has been formed for redesigning of Benazir Bhutto Shaheed Road which would complete its homework within a month. The meeting decided that all roundabouts at Benazir Bhutto Shaheed Road will be redesigned along with repair of traffic signals at Saidpur Road within a month.

Punjab Chief Minister Mian Shahbaz Sharif will lay the foundation stone of the Elevated Expressway project here today (Thursday).

The decision to inaugurate the project was taken by the CM after taking notice on a report published by ‘The News’ recently regarding delay in inauguration of work on the expressway, well-informed sources said.

The sources said in view of the decision of the Punjab chief minister, Rawalpindi Development Authority (RDA) Director General Makeen Shahbaz remained busy finalising arrangement for the CM’s visit to the site of the inauguration in Shamsabad on Wednesday.

The RDA officials including personal assistant to the director general confirmed the plan of inauguration by the chief minister on Thursday. However, they failed to confirm the timings of the event. Only the chief minister or his private secretary could tell about the timings, which was not confirmed or decided.

They said maybe the visit of the CM to Rawalpindi is not being disclosed due to security reasons.

The inauguration plan was postponed twice. Makeen Shahbaz on Saturday last had said that inauguration of any project by any chief minister is not necessary. He had also said that practical work i.e. construction on Elevated Expressway would commence only after completion of the designing and study work which would take three months.

The total cost of the project has also been enhanced by Rs2 billion with the alterations made in the project. First the Punjab government had allocated Rs15 billion for this mega project. However, when the project has been extended from Mareer Chowk to Mall Road, the cost has also rise to Rs17 billion.

The release of the funds related to the project would be made in phases and would be completed in two years. The main objective behind it is to resolve problem of traffic suspensions on Murree Road, which remains for most part of the day.

The major component of the project includes construction of flyover from Mall Road to Faizabad. However, it is believed that the construction of flyover would end in Shamsabad (inauguration site) from Mall Road instead of Faizabad, an official of RDA said, on condition of anonymity. Moreover, he said that the completion of work on Elevated Expressway depends on the availability of funds. If the amount is released without any delay, work on it would be completed on scheduled time.

They said exact location of the groundbreaking ceremony was being kept secret due to security reasons however, the police had been asked to clear Benazir Bhutto Shaheed Road from Marir Chowk to Faizabad.

“The officials have been directed to check all the vehicles entering the city,” they added.

Punjab Chief Minister Mian Shahbaz Sharif Friday laid foundation stone of the much-trumpeted Elevated Expressway Project, to be built from The Mall to Faizabad Chowk.

The project costing Rs16 billion would be completed in 18 months, announced Shahbaz Sharif.

Speaking on the occasion, the chief minister said that the FWO officials have been directed to complete the mega project in 18 months instead of taking two years time. He said the concerned authorities have been directed to work round the clock on the project for its timely completion. He said in capacity as chief minister he would visit Rawalpindi at any time and any day and during his visit people should not be disturbed.

He informed that the project was conceived during the last tenure of Nawaz Sharif as prime minister. But a ‘dictator’ overpowered the elected government and the plan was put aside, he said. He said the people are facing great hardships due to traffic suspension on Murree Road.

He said, “besides preventing the implementation of this project, the dictator along with his allies has plunged the entire country into total darkness in the form of loadshedding. Instead of working for the welfare of the masses, in the interest of the country, the dictator pleased the Americans and implemented all its policies, resulting in price hike, poverty, unemployment and law and order situation.”

The entire economy has been crippled because of loadshedding. He said industries have closed and hundreds of labourers have been rendered jobless.

He said despite great pressure and torture, Nawaz Sharif did not bow down and came back against the dictator and struggled till overpowering him.

The CM said the Punjab government has allocated huge funds for launching development projects and schemes of high importance and the plan has been kicked off from Rawalpindi city.

He said, “during our rule in Punjab, policies will be launched to end poverty and unemployment. He said the Punjab government would enforce measures in interest of the orphan, widow and poor. “Our aim is to end poverty and provide help to the poor and orphan,” he said.

While referring to flour prices, the chief minister directed the local leadership of PML-N to open ‘tandoors’ in their respective wards, areas and union councils and sell a ‘roti’ for Rs2. “You initiate the work of opening ‘tandoors’ and the Punjab government will provide ‘atta’ at the cheapest rates,” he promised.

MNA Hanif Abbassi, MPAs, RDA officials and FWO authorities were also present on the occasion.

Earlier, the Punjab chief minister visited different union councils of Rawalpindi along with MNA Hanif Abbasi and RDA authorities. He issued necessary directions on the projects, which remained incomplete.

The entire Murree Road was decorated with the banners welcoming Mian Shahbaz Sharif on his visit to the city.

Hundreds of sanitary workers and other staff members of the local administration remained busy in cleaning the city here on Friday. The occasion was the visit of Punjab Chief Minister Mian Shahbaz Sharif to the city for laying the foundation stone of the Elevated Expressway.

The Benazir Bhutto Road was decorated with colourful banners and posters of Mian Shahbaz Sharif. All open manholes, which had been lurking danger for pedestrians and motorcyclists, were also covered for the occasion. Sanitary workers, both male and female, remained busy in cleaning Benazir Bhutto Road, Liaquat Bagh and Shamsabad throughout the day.

The out-of-order streetlights along Benazir Bhutto Road were replaced and the local administration staff watered plants along roads.

Traffic wardens were on their toes at all busy intersections.

People interviewed by ‘The News’ said that the local administration only shows efficiency whenever a VVIP comes to the city otherwise they do not bother at all. “People like the chief minister should visit the city often so that we can have a clean and properly maintained city,” they said.

On the other hand, security remained on high alert and contingents of police remained deputed along Benazir Bhutto Road and important buildings in the city. The PML-N workers were thoroughly checked before entry to the University of Arid Agriculture for attending the function. Police did not allow any heavy vehicle to enter the city and stopped them at Koral and Soan bridges during the chief minister’s stay in Rawalpindi.

No work on Leh Expressway in six months

* President Musharraf inaugurated project in March, but it was approved

RAWALPINDI: The Rawalpindi Development Authority (RDA) has failed to start work on the Leh Expressway, sometimes called Sheikh Rashid Expressway, even after six months of its inauguration.

Sources told Daily Times that the federal government has so far provided the RDA Rs 2 billion, out of the project’s total cost of Rs 20 billion. The RDA has told the federal government that the project is still in its designing phase and construction would start in a few months.

They said the RDA had to acquire 891 kanals of land, affecting about 400 houses. They said the land acquisition process had not yet started, which was the main reason for the delay in the project.

It is strange that President Pervez Musharraf inaugurated the project in March, but the Executive Committee of National Economic Council (ECNEC) chaired by the prime minister approved the project last Wednesday.

The sources said that the Leh Expressway would be a 22 kilometre long signal free road, flanking the nullah from Rawalpindi to Islamabad. The average speed on these roads would be 50 kph and entry and exit points would be at Katarian Bridge, Murree Road and Chaklala Bridge.

They said eight flyovers would span the expressway, a service road would be built for local traffic and fences and drains would be set up on its either side.

They said Rs 1.7 billion would be spent on construction of the expressway, service roads, fences and drains; Rs 220 million on 17 bridges spanning the road; Rs 4.4 billion on three interchanges at Katarian Bridge, Murree Road and Chaklala Bridge, Rs 3 billion on eight flyovers; Rs 4.6 billion on earth reinforcement to avoid land sliding and Rs 6 billion would be spent on land acquisition and compensation.

Earlier, an 11-km road was planned on each side of the Nullah Leh from Ammar Chowk to New Katarian worth Rs 16 billion, but now this project has grown into a Rs 20 billion expressway project.

They said the RDA would also construct a cemented wall and install barbed wire around Nullah Leh besides deepening it to avoid floods.

They said the RDA had written letters to the Rawalpindi Cantonment Board (RCB), asking it to locate sewerage points, but the RCB had not yet responded. They said the RDA had also sought date and sketches of sewerage lines from the Rawalpindi Environmental Improvement Project (REIP) and Water and Sanitation Agency (WASA). This record, they said, would help build the expressway in a better manner, which aims to reduce traffic burden on city roads.

RAWALPINDI: Rawalpindi Development Authority (RDA) has set a new cut-off date, December 31, for completion of work on the Rs 1.4 billion Airport Road widening/remodeling project after missing three earlier deadlines, it’s learnt.

Initially, the May 31 deadline was fixed for work completion but the date was later changed twice – first to July 31 and second to September 31.

Chief Minister Shahbaz Sharif had already ordered speedy completion of the project. The RDA officials said 60 percent work on the project had been completed and the remaining work would be finished by the end of current year.

They said the stretch between Jinnah Park and Ammar Chowk had been widened/remodeled and work from Ammar Chowk to Flying Club Morr including construction of a flyover at Rahimabad Railway Bridge was underway and it might take two months for completion.

The officials said the contractors wanted more time to complete the project. They said a portion of the flyover had been opened to the traffic coming from Airport to Ammar Chowk, while the remaining work would be completed by the end of December.

They said the RDA had acquired land for the project from settlers, Saddar Bairooni Police Station, PIA, PAF Base and Pakistan Railways and around Rs 17 million had been paid to them so far.

The officials said Airport Road was being widened from Jinnah Park to Flying Club Morr before its conversion into six lanes to ease traffic flow.

They said the road’s total length was 5.45 kilometers. They also said a one-kilometer long service road and 800 meters long flyover had been designed for a speed limit of 100 kilometers per hour due to VVIP movement.

Initially, National Highway Authority (NHA) was engaged for the purpose but later, Frontier Works Organisation (FWO) was entrusted with the task of widening and remodeling Airport Road under the RDA’s supervision.

Meanwhile, traffic jams are common scenes at Ammar Chowk and Chohan Chowk due to delayed work on Airport Road, complain road users. Traffic from Kutchery Chowk towards Koral Chowk and Murree Road via Rawal Road converges at these intersections.

The road users also said the poles installed alongside the road near Chaklala Scheme I and II lead to chaotic traffic. They demanded speedy completion of work on the road.

Isn't it silly that dictator Musharraf didn't name all sorts of projects after himself, but the "democratic" gov't is creating a cult of personality around BB?

According to official sources, the contract of the project will be awarded to Frontier Works Organisation (FWO) which will complete work on the expressway within three years. Outsourcing of consultancy services for the project was originally agreed at Rs 20 million with National Engineering Services Pakistan (NESPAK) with the understanding that this would be an estimated consultancy fee, which would be negotiated by the client with the third party consultant on the basis of actual input vis-a-vis scope of work and feasibility under the PC-II.

I am presently staying in Zamalek area of Cairo, it has an elevated expressway passing above a long market and nothing bad is happening to the market, rather the traffic that needs to ply on long routes does not even put pressure on market road and hence a better thing for shops with less traffic pressure.

Sorry to bring this up again, but actually whenever they mention that Islamabad has a population of 1.124 million (Page 4 of: http://www.pakistan.gov.pk/ministries/environment-ministry/media/Islamabad-Green-City-Program.pdf), they mean to say that the whole of the Islamabad Capital Territory (ICT) has 1.124 million people. Thats includes rural areas too. And as far as I know, about 66%* of ICT is urban, so that would make Islamabad city's population to equal too 741,840.

RDA would spend Rs. 20 million for traffic improvement management and installation of traffic signals at Benazir Bhutto Shaheed road commonly known as Murree road. Reduction in public transport fares is very much in the pipeline and the Regional Transport Authority (RTA) is waiting for a decision by the Punjab government to be implemented in all 39 districts of the province.

This was stated by Malik Tariq Rahim Haideri, Secretary RTA, while talking to this correspondent in his office regarding the reduction in transport fares after a fall in petroleum prices last week.

The RTA secretary said that due to a public demand by the commuters in the wake of the reduction in fuel charges, the Punjab government is seriously considering to strike a reduction. In this connection, RTA is holding talks with representatives of Public Transporters Association of all types of vehicles to take them into confidence besides the high-level traffic officials.

However, Tariq Rahim expressed his unawareness regarding the time of announcement of the decision, saying that nevertheless, talks are underway with related officials and after drawing a conclusion, the Punjab government would issue a notification to the District Regional Transport Authority (DRTA), which would also be forwarded to RTA for its implementation all over the 39 districts, as this is not a local issue which could be worked out without consultation.

When asked about the amount of reduction in fares, Tariq Rahim could not come up with a fixed figure, however, he indicated the possibility of Rs1-2 per stop. He was informed that at present, transporters operating on different routes of the Rawalpindi division are charging huge amounts from individual commuters against the fare list such as Rs25 for a 20km distance and Rs40 from Rawalpindi to Rawat.

The secretary assured of deputing police personnel to check the transporters and taking action against those who overcharge against the fare list, and also issued necessary directions to the concerned traffic staff, working with him.

Tariq Rahim while concluding his remarks said that as the matter is in the final stages, it is possible that the decision regarding reduction in fares could be announced shortly.

On the other hand, representatives of Transporters Association of the twin cities headed by its president, Malik Sultan Awan, have vowed to launch a protest movement against the Punjab government as well as the DRTA and RTA if the fares were reduced.

Highlighting the grounds for the protest and the wheel jam strike, Malik Sultan cleared that when diesel prices were raised by Rs3.50 per litre, they charged Rs10 per stop instead of Rs12 from the start point up to a distance of three kilometres and Rs12 from then onwards. He, however, agreed to the fact that currently, Rs14 are being charged for three kilometres instead of Rs12.

“At the present stage, reduction in transport fares will not be acceptable. The government has to further decrease diesel charges if it is sincere in providing relief to the public, otherwise, we will adopt a strict line of action, including agitation against the concerned authorities,” Malik Sultan said.

Shopkeepers rejecting the city administration’s orders expressed their inability to hire the services of security guards saying that they can’t afford to pay Rs6,000 per month salary to them.

They also expressed their resentment over imposition of fines by special magistrates on shopkeepers for not hiring security guards.

Shopkeepers at IJ Principal Road said that a special magistrate visited the areas and imposed fines on them for not hiring the services of the security guards.

Deputy District Officer Revenue (DDOR) Arshad Warraich told ‘The News’ that in the light of Shop Sellers Establishment Ordinance 2004 it is must for shopkeepers to hire a security guard to control bad incidents. But the rule of hiring security guards applies on big shots like CNG stations, hospitals, jewellers, cinemas, marriage halls, hotels, mills and big wholesale dealers. Common shopkeepers do not fall under the law, he added.

He said that a magistrate is not the authority to impose fine on the spot in this case they only could submit report to special judicial magistrate to take the decision.

Shopkeepers in different markets told ‘The News’ that they could not hire security guards for shops. They said that they are already paying high rents of shops and couldn’t afford the monthly salary of security guards, which was fixed at least Rs6,000. But police officials are forcing us to hire security guards, they said.

According to a survey conducted by ‘The News’, every market in the city had already hired at least two security guards to avoid any untoward incident. Both the guards remain present on different timings of the day as well as at night.

The residents of Dheri Hassanabad and Lalkurti have urged concerned authorities to start immediate repair of roads and streets in their localities. According to a survey conducted by ‘The News,’ most of the roads and streets in these localities are in a dilapidated condition.

Talking to ‘The News,’ Jamshed Khan, a resident of Dheri Hassanabad, said “I am living in this area for last 30 years. The condition of roads was not so bad during last few years, but now these roads and streets are in shambles.”

Awais Khan, a resident of Lalkurti, said that there are a number ditches and open manholes on roads in his locality. These open manholes and ditches create trouble for motorcyclists and cyclists.

Fatima Khan of the same area said that all roads are in a bad condition. Rainwater gets accumulated in potholes after heavy rain and creates problems for both motorists and pedestrians. “Concerned authorities should take action and start road repair at the earliest,” she added.

RAWALPINDI: The provincial government has decided to restart Rs 22 billion mega project of Lai Express and re-evaluation of the project is underway, sources said. Sources said a majority of MPs from Rawalpindi and people had suggested the provincial government to restart the project. The Rawalpindi Development Authority (RDA) will forward a summary to the provincial government containing the information of expenditures and nature of the project and after that the work on the project would be started. The sources said the provincial government was considering completing the project in a minimum cost. It may be recalled that the project was started in the previous government and Rs. 20 million has been spent so far but the incumbent government has stopped the project.

People demand overhead bridge to cross railway track

People living near the railway track near Mareer Hassan have urged the Pakistan Railways to install an overhead pedestrian bridge and erect an iron fence all along to avoid any untoward incident.

Talking to ‘The News,’ they expressed the fear that a terrible incident could happen anytime if an iron fence is not erected along the railway track as a large number of residents take the shortcut through it.

Fazal Khan, living along the railway track near Mareer Hassan, told ‘The News’ that a large number of people, including women and children, cross the railway track daily. He added “It is dangerous for them and can cause serious accident.” “The railway track is also a playground for children. The concerned authorities should take some precautionary measures to avoid any untoward incident.”

Muhammad Naveed, a resident, hundreds of students pass through the railway track daily. These children start running with the train for fun, which can be dangerous for them.

Waseem Khalid, a shopkeeper, said that people start running after seeing trains coming towards them. They often fall down and sustain injuries, he added.

Adeel Ahmed, a student who was walking on the railway track, said that crossing the railway track is our routine, “as we daily pass through them because it’s a shortcut between our schools and homes.

Naeem Akram, a pedestrian, said, “I know that it is dangerous for people to walk on the railway track but what can we do as there is no overhead bridge to cross it safely.” He said that the railway authorities could stop people from crossing the railway line by erecting an iron fence on both sides of it and installing an overhead bridge.

RAWALPINDI: Rawalpindi Development Authority (RDA) will start work on construction of a five-storey parking plaza at Fowara Chowk, Raja Bazaar, in the last week of January 2009.

Sources in the authority told Daily Times on Saturday that the Rs 1.5 billion plaza would be constructed at the site of old tonga stand. They said the RDA had tasked National Engineering Services of Pakistan (NESPAK) with making a hi-tech design of the plaza, so that it could absorb quake-shocks. They said the NESPAK had agreed to design the plaza by the end of this year.

The plaza will cover four kanals and accommodate at least 1,500 two-wheel and four-wheel vehicles on a daily basis, the sources said. They said the RDA would also build shops and rent them out to generate revenue for maintenance of the plaza.

They said construction of a parking plaza was need of the hour, as snarl-ups were a routine matter in the downtown due to growing number of vehicles. They said the RDA had come up with the parking plaza after taking stock of the parking problem in the area.

The RDA, director general (DG), Muqeem Shahbaz told Daily Times that the authority had conducted a feasibility study on the project. He said the RDA would construct the plaza vertically to meet shortage of space.

Citing the study, he said over 60,000 vehicles passed through Fowara Chowk every day. He said roadsides of the chowk could ensure parking of only 200 vehicles against requirement of 1,200 vehicles. He said that establishment of parking plaza on main roads had been experienced successfully to ease traffic flow throughout the world, especially in New York and Dubai.

The delay in construction of Chak Madad Khan Bridge over Nullah Leh near Westridge is causing lots of problems for the large number of inhabitants of the localities situated along the nullah.

The dwellers of Ratta Amral, Westridge, Alahabad, Saddar, Chour, Misrial and Adiala Road preferred to use this bridge while approaching Islamabad. The bridge was demolished to make it wider some two years ago but no work was started on it todate.

The candidate for nazimship of the union council, Raja Zaheer, told ‘The News’ that except drilling for pillars no work could be carried out because the contractor had left the site after utilising an amount of Rs10 million on the initial phase of construction work. A total of Rs23.4 million was approved for the project.

He said, “The project was started by then federal minister for Railways Sheikh Rashid Ahmed and he gave Rs10 million to the Punjab Works Department for the reconstruction of the bridge, but after the election the project was halted and remaining funds were not released.”

Raja Zaheer said that affected people have appealed to the Punjab government to release funds for the incomplete project, but to no avail.”

Nisar Ahmed, a shopkeeper said that business activities in the areas are almost nil as costumers from other side of the bridge could not reach there because they have no way to cross the nullah.

Another local of the area, Imran Ahmed, said, “We have sent applications to the concerned authorities to start work but no one is paying heed to this issue. The people living on both sides of the bridge have been disconnected and many people have injured while trying to cross the nullah,” he said.

Former minister Sheikh Rashid Ahmed when contacted by ‘The News’ said, “I have given an amount of Rs10 million to the Punjab Works Department (PWD) for the reconstruction of the bridge and now it is the responsibility of present government to complete it.”

District Coordination Officer Imdadullah Bosal, when contacted, said, “I have called the executive district officer works and services and soon we will be able to resolve the issue after checking the exact status of the project.”

RAWALPINDI, Nov 28: The Punjab government is expected to provide Rs5 billion as seed money to acquire land for Rawalpindi Ring Road project and the economic zone, two projects finalised by the Rawalpindi Development Authority (RDA), official sources told Dawn.

The capital cost of the two projects has been estimated at Rs18 billion and is expected to be completed on the basis of build, operate and transfer (BOT) and public-private partnership in a period of four years, the sources said.

The seed money will be returned to the Punjab government within a period of 15 years in installments. The projects have been evaluated and approved by the Punjab government, they said.

According to sources, the Rawalpindi Development Authority (RDA) would be able to generate Rs29.04 billion from the sale of plots in economic zone. The zone is likely to be established near Rawat to have links with G.T. Road as well as the motorway.

On the other hand, Rawalpindi Ring Road will have a total length of 48kms and its alignment would start from Rawat via Adiala Road, Dhamial Road, Girja Road, Chakri Road, Misrial Road up to I-15, G.T. Road and new Islamabad International Airport, sources said.

They said the Rawalpindi Development Authority (RDA) would acquire 1,084 acres for the Ring Road project. A land-sharing formula was being worked out under which for every four kanals donated by the affected people falling in the alignment will get half a kanal in the economic zone. Ring Road will also serve as an outer boundary of Rawalpindi to regulate the growth of city.

The two key projects will have far-reaching effects on the development of Rawalpindi district which is deficient in all respects. The projects will also increase economic activities around the zone.

Water is a major factor which is hindering the development of agriculture in the entire district. The only source of water in the district being located in Potohar region is rain. The total amount of rain received by Rawalpindi is hardly sufficient for crops for individual domestic use. Construction of small dams would not only help increase agricultural activities but also save water from being run-off.

The economic zone would be a major source of income-generation, employment and improvement in the living standard of the people living in the rural areas of the district. The projects would open new vistas of development and economic well-being of the district.

The ring road is the basic need for the environment of Rawalpindi. Currently, heavy transport carrying goods from Khyber to Karachi pass through Rawalpindi putting the entire infrastructure under pressure.

The proposed Ring Road will not only ease pressure on Rawalpindi roads but help reduce pollution.

Town was started about one year back but there are no chances of its completion in near future. Everyday there is an accident in the locality or any untoward incident due to large and deep ditch and bad condition of the road.

An emergency was declared in the area when a fire broke-out due to leakage of gas pipeline caused by the construction work, which is in progress at snail’s pace. The ambulances and police were rushed to the site and the dwellers were evacuated from their houses.

Faisal Shaikh, one of the residents told ‘The News’ that the dug-up area has become a headache for residents of the area where some private schools are also located. “We have to park our vehicles far from our houses and it is more difficult for elderly people and women to reach their houses,” he said.

Another resident said incidents of thefts were also on the rise due to prolonged construction activity as it is not possible to recognize a worker and any other alien. City District Nazim Raja Javed Akhlas, when contacted, told ‘The News that the situation had been brought into his notice and he had asked the Project Director to apprise him about the progress in work on this specific project and arrange his visit to the area.

Javed Akhlas said that Pak-PWD was carrying out work at the site through a contractor and he would also write a letter to the DG Pak-PWD and call executive engineer of the department at his office. Meanwhile, the sources said the contractor of the project had threatened to stop work at the site after Eid if it was not made the payment by Pak-PWD.

RAWALPINDI: The District Development Committee (DDC) has approved Rs 307.224 million worth of 54 development projects that will start within two weeks.

A senior official told Daily Times that the development schemes were approved in a DDC meeting held here on Friday with District Coordination Officer (DCO) Imdadullah Bosal in the chair.

He said the committee had also approved the pending annual development schemes of Town Municipal Administrations of Rawal Town, Gujar Khan and Kahuta. He said 88 development schemes for Rawal Town Municipal Administration amounting to Rs 79.5 million, 478 development schemes for Gujar Khan Municipal Administration amounting to Rs 124.340 million and seven development schemes for Kahuta Municipal Administration amounting to Rs 2.365 million had been approved.

Under Punjab government’s development programme, he said, the DDC gave approval to a development scheme in PP-14 including reconstruction of a link road from Data Gunj Bukhsh Road to Ghazali Road worth Rs 7.139 million.

He said the meeting also approved a project worth Rs 0.344 million for construction of foundation for prefabricated check posts at Gango Bahadur, Farooqia, Bahter More in Tehsil Taxila and Tret in Murree.

He said the meeting approved Rs 12.450 million, Rs12.250, Rs10.577 million, Rs8.670 million and Rs3.750 million for rehabilitation of water supply schemes in Balawal, Maira Kalan, Chakri, Islampur Jabbar and Narali Kaswal respectively.

The Rawalpindi Development Authority (RDA) has directed consultant M/s NESPAK to complete designing and study work of the RDA Parking Plaza at Raja Bazaar by the end of March, next year.

The Punjab government has already approved this project, said Shuja Ali, Director Land Development and Estate Planning Directorate here Tuesday.

He said work on it would commence immediately after the completion of designing and study work.

Initially work on phase-I of the project would be launched under which three-storey parking plaza would be constructed at the site of Suzuki Stand in Raja Bazaar. The RDA has already allocated Rs90 million for work on phase-I, he said. The overall cost of the project is Rs360 million. The remaining work of additional two storeys would be completed in phase-II, he said.

Replying to a question, Shuja said that in all over 500 vehicles are parked at different sites of Raja Bazaar.

The plaza in phase-I would be able to accommodate 300 vehicles for parking.

The present Suzuki stand would be shifted to the site of old building of Rawalpindi Municipal Corporation, he said.

To a question, why the old building of RMC is not being utilized for parking purposes at the moment, he said this is not possible as it is the property of Tehsil Municipal Administration (TMA) and the Rawal Town authorities are resisting such moves.

The land development director agreed to a question that the conversion of old RMC building into parking lot could have saved good revenue of RDA. With the completion of the phase-I of the parking plaza, the Suzuki stand would be re-shifted to its basement, he said.

ISLAMABAD: An amount of Rs 50 million has been released for the upgradation of Benazir Bhutto Shaheed Hospital, Rawalpindi.The amount would be spent on upgradation of an emergency operation theatre by adding equipment for surgical gynaecology and urology procedures, enhancement of radiology facility and pathology/laboratory tests by adding new equipment.

This sanctioned grant would also enhance the services of accident and emergency department. All related facilities of surgeries, diagnostic test/investigations would be brought at one place, which would help improve the health care services for poor patients and general public.

Mohtarma Benazir Bhutto Shaheed was brought to the Rawalpindi General Hospital after being fatally injured on December 27, 2007. The hospital was renamed as Benazir Bhutto Shaheed Hospital in her memory. The instant release of funds is the first step towards overall up-gradation of the hospital as a centre of excellence.

RAWALPINDI, Dec 23: The city district government on Tuesday approved over Rs26 billion funds for various development projects.

City Nazim Raja Javed Ikhlas, who is also the chairman of Rawalpindi Development Authority (RDA), approved the funds while chairing a high-level meeting at the RDA offices.

The meeting approved Rs21 billion for the Expressway that would be built from Flashman’s Hotel to Faizabad.

Besides other projects, funds were also okayed for launching a housing society by the RDA.

The meeting also identified a piece of land for the much talked about Industrial Zone in Rawalpindi that would be set up near Rawat. This is for the first time that the Punjab government has formally directed the local authorities to start work on the zone.

It was also decided that a parking plaza would be built near Raja Bazaar in order to solve the parking problem. The RDA would acquire the land for the proposed construction and also float tenders this month.

RDA Director Administration Raja Shaukat Mehmood told Dawn that for the first time since its inception, the RDA has approved landmark construction projects in the city. He hoped that the proposed projects would be completed in the stipulated time.

Mr Mehmood said Punjab Chief Minister Shahbaz Sharif was providing hefty funds to civic agencies in order to ensure that no project was impeded by shortage of funds.

He said the approval of RDA’s housing scheme was a milestone, adding that the project would help the low income group to have residential plots in a posh locality at affordable prices.

LAHORE: Punjab Chief Minister Shahbaz Sharif has said that a fully equipped 30-bed burn centre will be constructed in Holy Family Hospital Rawalpindi and Punjab government will bear all expenditure on this project.

He was addressing a high level meeting regarding setting up of a burn centre at Holy Family Hospital Rawalpindi, at Chief Minister's Secretariat here on Tuesday.

He said that Rawalpindi Medical College Overseas Foundation would be responsible for operating the burn unit as well as provision of highly qualified doctors and paramedical staff. He again issued instructions for allotment of land for the campus of Rawalpindi Medical College as well as establishment of a children hospital in Rawalpindi. The chief minister said that liver transplant centres would also be established.

He said that the government was taking solid measures for provision of modern health facilities to the people and free of cost dialysis facilities have been made available in all teaching and district headquarters hospitals in the province. He said that CT scan and MRI machines were also being provided in all hospital under a phased programme. He said that due to non-availability of burn centres in the province, the death rate was very high, therefore, the government was paying special attention to construction of burn units in the province. He said that currently there was no burn unit in public sector in Rawalpindi and Islamabad, hence Rawalian Burn Center at Holy Hospital Rawalpindi was being upgraded into a complete burn centre and the Punjab government would bear all expenditure on its construction. However, he said, Rawalpindi Medical College Overseas Foundation would look after its administrative affairs as well as ensure availability of doctors and paramedical staff.

Shahbaz said that 500 acre land was allotted for the campus of Rawalpindi Medical College during his last tenure but later these orders were not implemented. He again issued instructions for provision of land for the college campus as well as its construction immediately. He also gave approval to the project of construction of children hospital in Rawalpindi. He directed that a high quality of construction and transparent utilization of funds should be ensured and added that the government has already made third party audit compulsory for development projects.

Earlier, Rawalpindi Medical College Overseas Foundation Chairman Dr Babar Rao informed the meeting that mortality rate of burn patients in Pakistan was much higher than the developed countries and Rawalpindi Medical College Overseas Foundation had set up a burn centre and Holy Family Hospital with its own resources.

There was a website RDA.com long time ago ,which was giving full info and updates about all housing projects,societies in details in Rawalpindi and Fatehjang road,.this website is gone, no more there.I am in North america and have plots in University Town,Education city,Wapda Town Islamabad,Ministry of commerece Employees housing socity,Islamabad.I have been trying to get NOC ,development info and news about these societies but no website gives any updates.
