Along with the economy recovers and the demand of air travel, Cebu Pacific will launch the Macau - Laoag route on September 20, 2010.
The departure time is in every Monday, Wednesdays and Fridays at 9:40pm, and the arrival time is in every Tuesday, Thursdays and Saturdays at 2:05am. Including this new destinations, there are a total of 13 flights weekly to and from Macao to the Philippines operated by the Cebu Pacific Airlines for the passengers among Manila, Clark and Tuguegarao and Laoag.

In order to cope with the air travel demand as well as reduce the impact of VIVA airline’s bankrupted, Macau International Airport will actively develop the mainland and international markets, continuing to work with the Civil Aviation Authority of Macau and airport operators to strengthen the communication and liaison with airlines, to fully support them for route development, reduce operating costs, improve the quality and efficient services.

We believe that with further recovery of the global economy, Macau International Airport will certainly attract more airlines to Macau in priority on their route development plan with the perspective of local airlines foreseeing the image of Macau as "the Center of International Travel and Leisure".

Because of its picturesque natural landscape, the Ilocos region is understandably a popular tourist destination. Yet what makes this place even more interesting is the classic architecture of the man-made landmarks, most of which were built centuries ago during the Spanish era.

Some of the buildings, however, were built just a few years ago. Admirably, the architects of many of the newer structures adopted the Spanish architectural style and this has helped make the towns and cities of Ilocos retain their charm, and most importantly, their heritage.

For instance, anyone who travels to Laoag City, Ilocos Norte by air would probably think he had also traveled back in time. The design of the airport terminal harks back to the 19th century buildings that dominate the city’s skyline. The terminal’s arrival area is festooned with bricks, which alone already creates a semblance of the old world.

Drive around Ilocos Norte and you learn a bit of Philippine history. This destination has a rich heritage, being home to some of the country’s oldest churches such as the iconic Paoay Church (included in the UNESCO’s World Heritage List) and the imposing St. William’s Cathedral. And of course, there are the ancestral Vigan-style homes and the venerable structures that house the local government’s offices.

Another significant landmark in Laoag is the Sinking Bell Tower. One of the country’s tallest and oldest towers, it could well be the city’s answer to the Leaning Tower of Pisa. This Sinking Bell Tower, after all, happens to lean a bit to the north.

Yet despite the timeless aesthetic appeal of the urban areas they toil in, the people of the Ilocos region are gradually moving on to a more contemporary lifestyle. After all, they’ve already learned to embrace the mall culture, what with the recent opening of the Robinsons Ilocos Norte located in San Nicolas.

“The presence of the Robinsons mall in our place provides local people with a unique experience of modern lifestyle just like in any big city,” shares San Nicolas Mayor Alfredo P. Valdez, Jr. “As we Ilocanos are known for our frugality, there are some families now who are very much willing to spend especially for food every time they visit the mall.”

The mall covers over 22, 000 square meters of property and it’s a major component of the 20-hectare mixed-use complex called “The Center.” This major real estate project will soon have residential, office, hotel, and other commercial establishments.

“Since we opened late last year, we have observed that shoppers and mall goers enjoy the ambience of the mall, particularly the wide and spacious activity area,” says Melody Joson-dela Cruz, Robinsons Malls’ group property manager. She adds, “We already have regulars who enjoy shopping at select retail outlets, and dine in several food outlets. They even get to access free Wi-Fi.”

Aside from the local employment that Robinsons has been providing since it opened late last year, the company also supported homegrown industries particularly the producers of terra cotta tiles and bricks of San Nicolas. In designing the mall, the architects made sure they used these materials.

Indeed, the mall is one of those modern Ilocos landmarks that try to capture the old flavor of the region. “The design that we adopted here in Robinsons Place Ilocos Norte is consistent with our other shopping mall development projects,” explains in-house mall architect Jerwin Coloma. “But what is so special about this mall is that, we incorporated local colors and Ilocano artistry as seen through some of the building materials and ornamentation. Locally-made bricks were utilized to highlight the rich heritage of the Ilocos region.”

Proposed LC 2011 budget: P600 M

FROM THIS year’s P408 million budget, the Laoag City government is set to propose a total of P600,545,657.32 budget for 2011. The total proposed budget was based on the recapitulation report made by the local finance committee during the budget hearing and team-building held at Playa Tropical
Beach Resort in Currimao, Ilocos Norte from September 16-18, which was attended by all the different office department heads including other city officials headed by Laoag Mayor Michael V. Fariñas.

The budget hearing and consultation aims to study and finalize the proposed budgets by the different department offices of the city government of Laoag for next year. However, city budget officer Carlina Cumigad stressed that the
final result of the hearing was not yet finalized because of the P11,218,399.91 million deficit. Cumigad said that the proposed budget for next year is the biggest budget so far for the city government of Laoag and compared to this year’s P408 million budget, the proposed budget is almost P200 million more.

The main reason for the in-crease, according to Cumigad, is the inclusion of the upgrade of the Laoag City General Hospital (LCGH), the five percent salary increase of city government employees in accordance with the salary
standardization law part 2, and the hazard pay for the public health
workers.

The proposed 2011 budget recap: personal services— P212,045,793.70; MOOE— P238,747,059.95; capital outlay— P39,608,100; annual development
plan—P58,200,000; calamity fund— P29,010,003.67; and non-office (others)—
P22,934,700 for a total of P600,545,657.32.

This city hospital gets the highest budget for next year in the amount of P207,000,737.70; followed by the City Engineering Office in the amount of P57,255,624.45; and the City General Services Office in the amount of P34,937,896.84. Cumigad hopes that all the proposed budgets, especially the city hospital, could be sourced out in order to cover their personal services,
MOOE and their capital outlay.

She said that local finance committee projected the same internal
revenue allotment (IRA) for next year in the amount of an approximately
P269 same for this year but they are hoping for an increase. The mayor for his part also hopes that the local finance committee will be able to come up with a solution for the deficit in order to fully complete the proposed budget.
He said that the list of fees to be collected for the city hospital is now almost final, which also includes the equipments to be purchased.

MVF eyes SWAT team for LC

LAOAG CITY Mayor Michael V. Fariñas is eyeing the creation of a special weapons and tactics team (SWAT) with help of the Philippine National Police here in Laoag City.
Fariñas however said the proposal was not due to the botched police operations during
the hostage incident at Quirino Grandstand in Manila last month.

The mayor added that Ilocos Norte police director P/Sr. Supt. Marlou Chan the PNP
provincial director will also help the city in putting up the SWAT team for the city.
Initially, the mayor explained that the city government will be purchasing six MP5 submachine guns this year and another six AR-15 rifles or “baby armalite” as well as other equipments needed by the SWAT team for early next year.The SWAT team, according to the mayor, aims to be always a ready to respond to any police emergencies.

Reacting to this, Laoag police chief P/Supt. Sterling Blanco thanked the mayor for the plan to put up a SWAT team in Laoag. Blanco said that the city police already have some trained personnel for SWAT operations and should the mayor’s plan pushes through, they would already have capable personnel to man the team.

Earlier, the city government donated two vans for the city police, which was later marked with SWAT, apparently for the use of the elite police unit later on. Relative to this, Blanco said that their personnel need more training so they could be more
prepared for any emergency.

Meanwhile, the city PNP Gazebo was inaugurated on September 20 with the mayor as the
special guest. Blanco said that the PNP Gazebo will serve as a multi-purpose hall for the city PNP’s activities and as a waiting area for the public who needs police services.
The Gazebo’s construction was funded by the city government in line with their support
to the city PNP.In line with this, Blanco thanked the mayor for his continued support to the police which, he added, they would return by providing better services to the public.

Imee wants soldiers to stay for IN’s internal security

ILOCOS NORTE may have been declared as free from communist rebels but Ilocos Norte Gov. Ma. Imelda “Imee” R. Marcos wants the Philippine Army troops to stay put and
continue to strengthen the province’s internal security.

Marcos said residents would be more comfortable knowing that soldiers are in their posts to keep the province secured from any threats despite reports showing that former rebel territories have been cleared from insurgents. “We need you. We feel better when we know you are here,” Marcos said during the first Provincial Peace and Order Council
meeting held under her term.

Representatives from the Army’s 503rd Brigade had suggested that internal security
could now be handled by the Philippine National Police since former enemy territories have been declared non-rebel zones. In a report recently, Col. Essel Soriano, Commander of the PA’s 503rd Brigade, said Ilocos Norte has been cleared as an insurgent zone even as nine villages spread out in the towns of Badoc, Nueva Era and Pinili remain to be under threat from rebel soldiers. The Army troops later clarified that they were not pulling out from the province and promised to play an active role in maintaining internal security.

Meanwhile, Marcos was dissatisfied with the PNP’s report on the peace and order situation saying that the crime volume was up while the crime solution efficiency
from January to September this year was down compared to the same period last
year. “This is a depressing report. We must intensify our campaign on loose firearms. If there are no guns, then no one will be fired upon,” she said.

Marcos was reacting to a report showing that the crime volume this year was recorded
at 304 cases compared to last year’s 258. The same report also showed the crime solution efficiency dropping from 96 percent last year to 86 percent this year. Of the crime volume this year, 26 percent was attributed to murder while homicide cases
were pegged at 22 percent. For his part, retired police colonel-now provincial board
member Fidel Cimatu said the PNP must take a pro-active stance in solving crimes.
He said CCTVs (closed-circuit television) must be installed in key areas around the province to help the PNP in monitoring peace and order.He also advised the police to improve on its image to tourists in the wake of uproar from the bungled hostage-taking incident at the Quirino grandstand.

THE ILOCOS Norte Sangguniang Panlalawigan is poised for a digital set up of a legislative database where all it would need are just a few clicks of the mouse to get things done faster and easier. Like in other provinces, Ilocos Norte Vice Governor and SP presiding officer Eugenio Angelo M. Barba said it is high time for the new set of provincial legislators in the province to keep pace with computers made user-friendly.

The technology package worth more than P2.1 million with a branded server and 16 laptops for each of the board members and the secretariat was presented by a Manila-based company before members of the provincial board on September 27, 2010 for consideration. Other computer company dealers however are welcome to present their own packages to the SP.

Barba said they have yet to seek funding of the proposed legislative management and information system for the governor’s approval.

To date, the provincial board keeps their records using the manual system with bulk of bond papers used in printing. With a computerized legislative database, records keeping would become paperless and searching would be a lot easier for both the legislators and the secretariat.

The SP’s computerization system however would not affect the work of the secretariat as their duties and functions would still be basically the same though it would be more convenient and easier for them.

LC allocates P130M as initial budget for LCGH equipment

AS THE COMPLETION of the Laoag City General Hospital upgrade nears, the city government has appropriated an initial outlay of P130 million for the purchase of hospital equipments. This came after the three day budget hearing and team building held in Currimao, Ilocos Norte on September 16-18, 2010, where city officials tabbed the city hospital among the priorities
as it is expected to operate early next year as well as its conversion into an economic enterprise.

Laoag City Mayor Michael V. Fariñas said P100 million will come from the Development Bank of the Philippines loan while the remainder of P30 million
will be sourced from the city government. Fariñas stressed that this is
still an initial funding for the purchase and updating of hospital equipments because this will be a never-ending process wherein purchase of additional equipments would continually be needed.

The mayor learned that the city government has already started posting at the Philippine Government Electronic Procurement System (PhilGEPS), the
government website for the bidding process, and would also need publication at the newspaper that might entail 45 days of publication.

Relative to this, Laoag Councilor and committee on health chair Dr. Francis Dacuycuy said that there was really even one and a half days of discussion
about the hospital during the budget hearing. Based on this, Dacuycuy said
the first set of equipments to be purchase as priorities are intensive care unit (ICU) patient monitors, post-anesthesia care unit, X-ray machine with a fluoroscopy capability, operating room lights, beds, basic gadgets for the daily operation, and stretchers among others.

With this, Dacuycuy hopes that the bids and awards committee (BAC) is now ready for the posting for bidding. Dacuycuy added that on the feasibility study that was made in 2007, only P100 million was budgeted for the purchase of hospital equipment but due to the increase of prices, changes are also expected. During the hearing, suggestions were also raised among
them is asking the help of the Philippine city Charity Sweepstakes Office for the purchase of big equipments like CT scan and Mammogram.

Likewise, it was also suggested that the city government solicit the help of Reps. Rodolfo C. Fariñas and Imelda Marcos and anyone who could extend
assistance for the city hospital. Relative to its operation, Dacuycuy also announced that around 47 doctors with different fields of specialization have already extended their intention of helping the city hospital. Of the 47 doctors, Dacuycuy said that they will be divided into visiting consultants, affiliate consultants and resident physicians based on their qualifications and
their availability.

He said that there will be around seven resident physicians at the city hospital including the medical specialist for pathology, radiology and nephrology. He hopes that the new city hospital will soon operate in full
swing this coming January 2011, with soft operation beginning on
December.

Bird sanctuary and preservation site opens to visitors

VINTAR, Ilocos Norte—The sound of running water, chirping of birds and sweet smell of fruit-bearing trees and wild orchids crowd the memory of an 84 year-old woman while talking to her grandchildren in a remote green village of Vintar, Ilocos Norte. Looking back, Alejandra Ramos said living then
was so simple even without money. Food is abundant everywhere, she added.An environmental scientist, Dr. Eva Macugay of the Mariano Marcos State University (MMSU), Laoag City, located in northern Philippines was able to confirm this when she conducted a research study entitled, “Endangered plant and animal species of Ilocos Norte as perceived by old folks.” By asking old folks in the 33 barangays of Vintar, Ilocos Norte to identify plants and animals they saw during their time, Macugay said she was shocked to know that there are about a hundreds of plants and animals identified which are now diminishing in the province.

Macugay’s study got the interest of the Professional Top Ten Passers (PTP) of the Philippines after it was presented to the International NAKEM Conference in Hawaii University. The PTP founding president, James Tumbaga visited the Pekkan falls watershed in Sitio Agapang, Vintar, Ilocos Norte and
from there, he initiated the establishment of a bird sanctuary and a preservation site.Through Macugay’s study, rural folks living nearby the Pekkan falls were made aware of their role to protect and preserve the environment after they realize what they have done to harm the very same
environment where they get food for a living.

“God provided everything for us. We must protect and care for his creations before everything goes extinct,” said Arlene Ramos of Vintar town, also known as home ofthe “Siwawer”, a large eagle soaring high in this town’s mountain ranges and valleys. To generate income and provide alternative livelihood aside from farming, the locals organized a barangay eco-tourism zone within the area. Village officials and tanods take turns in assisting visitors who would want to see the Pekkan waterfalls after a two-kilometer trekking.

They also pledged to support the establishment of a bird sanctuary.
“If we don’t preserve our natural heritage, who would do it?” asked Tumbaga in his capacity as project director after delivering his message to about 400 student-delegates who visited 100-hectare bird sanctuary and preservation site on September 24. These students from MMSU were having their two-day tourism convention where they identified an eco-tourism site to visit.
According to Tumbaga, a portion of the bird sanctuary and preservation
area will be promoted for eco-tourism, which he describes as “very natural” without altering the environment.

The preservation and breeding site of avian species, about 20 kilometers
away from Laoag City is now open to adventurers. A minimum entrance fee is collected for local maintenance with sanctuary rules visitors have to follow such as: no feeding and hunting of birds, no loud music, shouting and singing,
no use of toxic materials including detergents, no flash in taking pictures,
no smoking and cooking/bonfires at night, no firecrackers or fireworks
display, no bringing of pets like dogs and cats, and observe proper waste disposal among others.

Villagers were trained as local tour guides to accompany visitors in the eco-trail. From the entrance, a canal of running water coming from
the Pekkan falls guide visitors to reach the waterfalls and enjoy picnic and swimming. A hanging bird’s museum also awaits visitors containing information and education materials about the important role of birds in reforestation.

The Bird Sanctuary Preservation and Breeding of Endangered Species Institute, a non-government organization composed of the local community and biology researchers from the university, in cooperation with the Department of Education, Commission on Higher Education, Department of Environment and Natural Resources, Department of Tourism and local
government units was created in 2009 to oversee the project which is now on its first phase of operation. The group hopes to plant 5,000 mansanitas (a fruit-bearing tree) to attract more birds in the area before the end of this
year. “We will create a habitat for them (birds) to come,” Tumbaga said.
Plans are also underway for the establishment of an aviary and a breeding site of endangered species.

The Bird Sanctuary Preservation and Breeding of Endangered Species Institute, a non-government organization composed of the local community and biology researchers from the university, in cooperation with the Department of Education, Commission on Higher Education, Department of Environment and Natural Resources, Department of Tourism and local
government units was created in 2009 to oversee the project which is now on its first phase of operation. The group hopes to plant 5,000 mansanitas (a fruit-bearing tree) to attract more birds in the area before the end of this
year. “We will create a habitat for them (birds) to come,” Tumbaga said.
Plans are also underway for the establishment of an aviary and a breeding site of endangered species.

Imee marks first 100 days as IN governor

A GOOD START towards a vision of greatness unfolded on October 8, 2010, which marked the first 100 days of Ilocos Norte Gov. Ma. Imelda “Imee” R. Marcos.

In her 45-minute report before local officials and employees of the Provincial Capitol, Marcos said she did not have a “honeymoon period” on her first
100 days as she was immediately faced with three crises just after she began her term—peace and order, the dengue outbreak, and the financial situation of the provincial government, which she needed to resolve immediately.

Cleaning out the mess and putting in order dysfunctional and antiquated facilities of the provincial government became her first task as governor. She secured her new home, equipped with CCTV camera and arranged a systematic parking and entry of visitors.

The series of political violence put the province on red alert on her first few days but with a intensified campaign to reduce the number of firearms,
the occurrence of crime slowed down a bit with the arrest of some suspects for high profile crimes except during the past few days with a murder of two in Solsona and the municipal treasurer of Adams.

As Marcos laid down her cards for her vision of the “future perfect” Ilocos Norte, Ilocanos cheered with delight while she enjoined everyone to
come together to promote peace and prosperity through the creation of more investments, more jobs and a sustainable diversified agriculture development for Ilocanos.

She said her administration is bent on realizing its plans and programs and make Ilocos Norte flourish in the next three years or more.

BIR: INHCC is not tax exempt

THE OPERATIONS of the Ilocos Norte Hotel and Convention Center cannot be tax-exempt, said District Revenue Officer Melanie Soriano of the Bureau of Internal Revenue on Monday, October 4, 2010. Though the INHCC is a property of the provincial government, Soriano clarified that the INHCC is being operated and managed by two separate private companies—hence it should pay its tax obligations based on the national internal revenue code.

Clara Guzman, operations manager of INHCC told reporters on Monday after attending an inquiry at the Sangguniang Panlalawigan that it would help the slowly picking up operations of the hotel and convention center if it will be exempted from paying taxable income to the BIR. She said the INHCC is still on the process of registering the business to the BIR sub-office in Laoag.

However, the proposed application for tax exemption was denied by the BIR because it is very clear that the INHCC is meant to generate profit both for the government and the INHCC management.Since the operation of the multi-million INHCC in March 2010, Guzman said that the number of guests mostly locals from around the Philippines has started to pick up from single to double
figures.

At this early stage, Guzman said that the operation is still being subsidized by the provincial government though there are things they can already pay to sustain its operation such as the salary of personnel among others.

“Tax exemption is a case to case basis,” said lawyer provincial board member
Juan Conrado A. Respicio II. He said that government buildings and government real properties are exempt from real property taxation as
provided in the local government code if these properties are not transferred to private entities for rent or for profit.

On the case of INHCC, Respicio said that its operation is clearly “proprietary”
in nature so “it goes to the level of a private entity which shall be subject to taxes due for private entity.”

‘Juan’ leaves 12 dead; P1.5-B crop lost

Waves as big as houses swamp Isabela town

MANILA, Philippines—The strongest typhoon in the world this year hit the country making its way out of northern Luzon but its howling winds and continuous rains from Monday night to Tuesday morning left at least 12 people dead.

“Juan” is expected to leave the Philippine area of responsibility on Wednesday afternoon after slowing down in the South China Sea.

Many areas in northern Luzon remained without power and communications facilities a day after Super-typhoon “Juan” (international code name: Megi) ripped over the region with gusts of 260 kilometers per hour.

“The waves in Maconacon were as big as houses and swamped the town plaza facing the Pacific Ocean,” Isabela Gov. Faustino Dy said over dzBB radio as he appealed for help.

Dy said water, food and medicine were desperately needed in Maconacon, a village of about 4,000 people that remained isolated and only accessible by helicopter or by small boat.

Three people in Maconacon drowned in the storm surge and many others were wounded on Monday, he said.

Dy said he could not give a full report of the damage to all coastal areas because the 240-kilometer northeastern shoreline of Isabela remained difficult to reach.

The super-typhoon destroyed huge tracts of rice and corn crops, an official said, warning the country could be forced to import more rice.

Nearly 100,000 hectares of rice and corn crops had been destroyed across Isabela, one of the Philippines’ key farming regions, Governor Dy said.

The Philippines, the world’s largest rice importer, imported 2.4 million tons of rice last year.

Initial field reports are not encouraging, with the governor of the key agricultural province of Isabela estimating 385,000 tons of rice and 46,400 tons of corn will be lost.

Damage to agriculture was initially placed at more than P1.55 billion, with rice and vegetable farmers taking heavy losses, the Department of Agriculture said.

Assistant Agriculture Secretary Salvador Salacup said the figure was a “conservative” estimate.

The strong winds had dissipated after Juan moved off the west coast of Luzon early on Tuesday morning. But it continued to unleash rain after its trajectory toward China stalled and it hovered near Luzon throughout Tuesday.

“Its radius is 300 kilometers so even if it has left the country, rains will continue to affect us, probably until tonight,” said Benito Ramos, head of the national disaster monitoring council.

As of 11 p.m. Tuesday, Juan was spotted 280 km west northwest of Dagupan City, moving at 7 kph toward China. At its fastest, Juan moved at 24 kph.

The typhoon carried maximum winds of 175 kph near the center and gusts of up to 210 kph in the open sea.

At a 5 p.m. briefing Tuesday, Aldczar Aurelio, a junior government forecaster, said the typhoon was almost stationary in the South China Sea Tuesday morning. A high pressure area northwest of Juan prevented it from moving further for a few hours, he said.

Due to bad weather, eight flights to and from Batanes and Palawan were canceled at the Ninoy Aquino International Airport Tuesday.

Schools were suspended in Metro Manila and other parts of Luzon amid fears of flash floods, while rescue workers tried to reach villagers stranded in remote areas that were cut off by the typhoon.

Buri tree kills 3

Elsewhere in Luzon, nine people were reported killed.

In Pangasinan, a mother and her two children were killed on Monday night in San Fabian town after a buri tree pinned them down while the typhoon was raging.

Paterno Orduña, executive officer of the provincial disaster council, identified the victims as Ana Vidal, 29, and her daughter EJ, 4, and son Ogie, 2.

The three were lying on the floor and were about to sleep at 7:30 p.m. when the tree fell on their house.

Their deaths brought to four the number of typhoon-related fatalities in Pangasinan. On Monday morning, Reddy Espinosa, a farmer in Mangatarem town, died after he was hit by lightning.

In Nueva Ecija, the provincial disaster council said Roberto Alcaybar drowned while he was crossing a river in Carranglan town on Monday night.

Electrocuted

In Benguet, the lone fatality was Broslie Badival who was electrocuted after stepping on a fallen power line on Monday night in La Trinidad town.

Typhoon-related fatalities were also reported in Baguio City, Kalinga and Cagayan.

Reports from the Office of Civil Defense (OCD) in the Cordillera Administrative Region said Andres Realina, a forest guard at the Busol watershed in Baguio City, died after a tree fell on the guard house where he was staying on Monday.

A woman in Rizal, Kalinga, was also killed when a tamarind tree, blown by strong winds, crashed on her house.

The OCD in Cagayan Valley said the body of Vicente Decena was swept away by strong current in the Cagayan River in Tuguegarao City also on Monday.

Reports from the Department of Social Welfare and Development said 181,742 people were taken to government evacuation centers in Baguio, Abra, Apayao, Benguet, Mountain Province and Kalinga.

The National Disaster Risk Reduction and Management Council gave a smaller number. It said the number of evacuees almost tripled overnight to 8,529 persons as of Tuesday noon from 3,687 persons as of Monday afternoon.

The disaster council said 1,736 families consisting of 8,529 persons mostly from Cagayan, Isabela, Ilocos Sur, La Union and Pangasinan were housed in 52 evacuation centers.

The council said 110 families or 562 persons went to evacuation centers in Manila.

Drastic drop in casualties

Mayor Gregorio Abalos Jr. of La Trinidad, Benguet, said the town was aiming for a zero fatality rate but the lone typhoon-related death in his town was a drastic drop from the 77 landslide deaths in Little Kibungan during last year’s onslaught of Typhoon “Pepeng” (Parma).

The evacuation of families still living near the danger zone in Little Kibungan helped minimize fatalities this year. Abalos had to bring along policemen to drive away 45 families from the community.

“Surely, [the fatality count] is low because people prepared better [this time], and they have been careful,” said Baguio Bishop Carlito Cenzon.

The OCD reported only six people hurt in the Cordillera.

Run-off water collected at the City Camp Lagoon in Baguio City reached 10 feet on Tuesday morning.

Apayao’s Maranas River overflowed, obstructing traffic in a section of the Apayao-Ilocos Norte Road. Kms 668 and 672 of the Claveria-Calanasan Road are still closed due to landslides.

All roads leading to Kalinga have been closed due to landslides.

Kennon Rd. closed

The Mountain Province towns of Natonin, Paracelis and Sadanga have been isolated by landslides, said Edilberto Carabbacan, Cordillera director of the Department of Public Works and Highways.

The OCD said road cuts closed Kilometer 400 of the Mt. Province-Ilocos Sur Road; the Mt. Province-Cagayan Road traversing the Tabuk-Enrile Road; Kilometer 410 of the Mutiti-Ampawilen Road; and Kilometer 420 of the Malanas-Mamaga Road, both in the Sadanga section of Mountain Province.

Landslides also hit Kilometer 378 of the Halsema Highway (Gonogon section leading to Bontoc, Mountain Province), the main route bridging vegetable farms and the trading post at La Trinidad, Benguet.

Kennon Road, a major route to and from Baguio, has been closed for clearing operations due to rock slides.

Landslides cut off the Bokod-Kabayan Road and the Benguet-Nueva Vizcaya Road in Benguet; and Kilometers 381 and 407 of the Banaue-Mayoyao-Alfonso Lista Road and the Mayoyao-Aguinaldo Road, both in Ifugao.

Harvest season

Although the northern third of the country is regularly struck by typhoons, the timing of Juan was crucial because it coincided with the biggest of the year’s four harvests, said Maura Lizarondo, assistant director of the Bureau of Agricultural Statistics.

Isabela is part of Cagayan Valley region, which accounted for 13.25 percent of last year’s rice output and 24.26 percent of corn production, he said.

The agriculture department said Ilocos (Region I), Cagayan Valley (Region II) and Central Luzon (Region III) were seriously affected. Damage to corn was pegged at P396 million.

The department said 815 metric tons of vegetables were destroyed in Region II. The typhoon destroyed P1.7 million worth of palay (unmilled rice), fruits and vegetables in Abra, according to the OCD.

Salacup said 90 percent of the corn planted had been harvested. It was still too early to tell the palay situation, he said.

But as of 11 a.m. Tuesday, 70,000 metric tons of palay were damaged, much lower than the worst-case scenario of 600,000 MT, he said.

Based on the report of National Food Authority Administrator Angelito Banayo, there is sufficient rice in NFA warehouses to meet the country’s needs in the next 52 days, Salacup said.

This despite the 804 metric tons of rice ruined in the NFA warehouses in Isabela, the country’s second-largest rice-producing province, the agriculture department said.

Outages

Several areas in northern Luzon may have to endure four to seven days of outages due to the extensive damage to transmission lines.

“Damage was worse than expected. For one, 11 (of the 50) towers of the Gamu-Tuguegarao 230 kilovolt (kV) were toppled,” said Cynthia Alabanza, spokesperson of National Grid Corp. of the Philippines (NGCP), the country’s transmission operator.

Alabanza said longer power outages in Cagayan, northern Isabela, Kalinga and Apayao were due primarily to the extensive damage to the 80-km Gamu-Tuguegarao line, one of the most crucial lines in north Luzon.

Among the NGCP-owned 69 kV transmission lines that were damaged were the Tuguegarao–Magapit, Magapit–Sta. Ana, Tuguegarao–Tabuk, La Trinidad–Bulalacao, San Manuel-Manaoag, Bayombong-Lagawe, Bongabon–Baler and the Bauang–Naguillan lines.

Also damaged were the Kadampat-Masinloc 230kV; San Manuel-Kadampat 500kV; Binga–San Manuel 230 kV Line 1; and the Santiago-Gamu 230 kV.

Early evacuation

The Pangasinan disaster council said there could have been more casualties in the province had authorities not conducted forced evacuation of people, especially in the coastal areas.

On Tuesday morning, several high-rise buildings in Dagupan City had shattered glass windows and leaves and tree branches littered the roads.

Flooding was also reported in low-lying areas of Labrador and Manaoag towns.

Prices of ‘bangus’ drop

Bangus (milkfish), the main fishery product of Pangasinan province, flooded the public market there, its price dropping to P60 a kilogram, down from its regular price of P80 a kg.

“Many bangus growers, especially in western Pangasinan towns, harvested their stocks early than lose them to the sea,” said Emma Molina, a Dagupan agriculturist.

Julie Perez, the president of the Malimgas-Aliguas Dagupan Market Vendors Federation, said there was an oversupply of bangus because there were no buyers.

“Our buyers are usually from the Cagayan Valley and Metro Manila. But because of the bad weather, they could not come,” Perez said.

Ilocos Norte spared

It was business as usual in Ilocos Norte as Juan weakened, bringing minimal rains and winds on Tuesday.

Gov. Imee Marcos said the province suffered no major damage after the storm changed course bringing minimal rain since Sunday night.

The Laoag City and Ilocos Norte disaster councils reported no typhoon-related casualty or damage to infrastructure despite strong winds and occasional heavy rain dumped by Juan.

The towns of Bangui, Pagudpud, Adams and Dumalneg, which are serviced by the Bangui wind power plant and the hydroelectric plant of the Ilocos Norte Electric Cooperative (INEC), experienced power interruptions after the two facilities were shut down on Monday.

Renato Balintec, INEC general manager, said several towns went without power on Monday night due to system shutdown. But power was immediately restored after lines were normalized.

Central Luzon

In a 2 p.m. update on Tuesday, the OCD in Central Luzon said 6,168 people were affected by floods in 15 villages in Dilasag, Dinalungan and Casiguran in Aurora; Malolos City in Bulacan; Carranglan in Nueva Ecija; San Clemente and Paniqui in Tarlac; and Macabebe in Pampanga.

At least 2,172 people were transferred to evacuation centers.

Preemptive evacuations were done in Barangay Pit-ao in San Clemente, Tarlac, as floodwaters rose to between three and four feet after a dike along the Batacan River was damaged.

In Pampanga, the provincial disaster council on Tuesday ordered the forced evacuation of 54 families in San Juan Baño in Arayat town to protect them from another landslide.

Provincial administrator Andres Pangilinan Jr. said the council decided to evacuate some 200 families living along the Guemasan and Cupang stretch of the Arayat-Apalit setback levee. LAOAG CITY, Philippines – The Philippine Coast Guard said oil has started leaking from a Korean vessel marooned on Pagudpud Bay in Ilocos Norte.

The vessel may have listed due to the strong winds of Typhoon “Juan” (international codename: Megi), causing oil to flow from holes in vessel's hull, said Captain George Ursabia, PCG district commander.

Ursabia said the authorities have dealt with the seepage from the MV Nam Yang 8 by spraying oil dispersant.

He said inspection showed that more than 5,000 liters of diesel and 1,000 liters of bunker fuel spilled from the vessel.

The oil leak has spread to at least a 400-meter radius near the shoreline of Barangay (village) Balaoi in the municipality of Pagudpud. The vessel has been gushing oil at a rate of 30 liters per hour since Tuesday, Ursabia said.

The PCG has sent eight more containers of dispersant to prevent the spread of the oil leak.

The MV Nam Yang 8 has been marooned off the coast of Barangay Balaoi since January after it developed engine trouble. The vessel, which was bound for China and left the port of Aparri in Cagayan on December 31 last year, was carrying at least 100,000 liters of bunker fuel in its main tank.

Philippine authorities seized the vessel after its crew abandoned the ship in June due to irregularities in its documents.

PCG personnel inspected the ship last week and found that the bunker fuel remained intact. Before the typhoon struck Northern Luzon, the PCG sent a team to Pagudpud to strengthen the vessel's mooring line to stabilize it and prevent it from dragging along Pagudpud’s shoreline in case of strong winds.

Senator Francis "Kiko" Pangilinan, chairman of the Senate Committee on Agriculture and Fisheries, released P10M from his Priority Development Assistance Fund (PDAF) for the relief and rehabilitation of provinces battered by Typhoon Juan.

The provinces include Benguet, Ifugao, Ilocos Norte, Ilocos Sur, La Union, Cagayan, Isabela, and Nueva Vizcaya.

"Nakikiusap tayo sa ating mga kasamahan sa gobyerno na maglabas ng agarang tulong para sa mga lalawigang nasalanta ng bagyong Juan. Ang mahalaga ay ang makatugon tayo nang mabilis para matugunan ang mga pangangailangan ng mga kababayan nating naghihirap sa kabila ng pinakamalakas na bagyo sa mundo ngayon."

Pangilinan clarified that the PDAF release is just for the immediate alleviation of disaster-stricken areas, and reiterated that long-term solutions are needed to ensure food security and livelihood for the country's agricultural workers.

"Our farmers need immediate help, but let's not lose sight of the long view," Pangilinan reminds colleagues. "We urgently need to work together to develop our road map for agriculture and ensure that the proper long-term solutions are developed to bring our agricultural practices and the welfare of our farmers closer to first-world standards."

Among the measures proposed by Pangilinan include the strengthening of crop protection measures and crop insurance, the modernization of agriculture facilities, and more effective risk mitigation measures in light of the country's vulnerability to climate change.

Post ko lang beware sa mga naghahanap ng bahay malapit sa Robinsons Ilocos Norte.

June 2010, nalipat ako ng destino dito sa Ilocos Norte. Syempre kailangan kung maghanap ng matitirhan at ako'y pinalad (minalas pala) na napadpad malapit sa Robinsons Ilocos.

Unang tumambad sa akin, ang asawa ng lessor (naks, english, yun kasi ginamit sa kontrata ng apartment), si Kuya Adrian, payat, maitim, at mukhang isang bulate na lang ang hindi pumipirma at enrolled na siya sa purgatoryo (amen!).

Dahil mura, kinaha ko na yung unit (kahit na mukhang bodega). At saka mukhang mabait din naman yung may-ari. Kaya nga nag-down agad ako ng Php 5,000.00 para sa isang buwan na deposit at advance. Si kuya naglabas naman kaagad ng kontrata, for formality sake daw. Nilagay dun 6 months ko daw uupahan yung unit nila. Agad akong tumutol at ako'y nagpaliwanag na baka malipat din agad ako ng ibang destino, at hindi ko maconsume yung 6 months niyang kontrata. Agad nagpaliwanag naman si kuya, for formality reason lang daw, pwede naman daw agad akong umalis kung sakaling darating yun at ibabalik deposit ko. Kaya ako naman si tanga, pumirma na agad.

At lumipas ang apat na buwan, sa di inaasahang pagkakataon, kailangan kung umalis sa akin trabaho. Ako'y nagpaa-alam naman agad kay kuya at nagsabi naman siya na makukuha ko daw deposit ko.

Okey na sana ang lahat, kaya lang itong si kuya pagkalipas ng tatlong araw, nagsabi na hindi ko na daw makukuha yung deposit ko, kasi daw hindi ko tinupad yung kontrata na 6 months ako sa unit nila.

Sana hindi po kayo pumirma. Kung may usapan man kayo na ibabalik yung deposit kapag hindi kayo tumagal ng pinirmahan ninyong term, sana gumawa rin po kayo ng kasulatan na pipirmahan niya ng sa ganon ay may habol ka rin. Isa ring pagkakamali ang hindi ninyo pagsabi ng abiso ng at least man lang ay 2 weeks (one month for a 1 year contract) before leaving or terminating the contract para magkaroon din ang lessor ng sapat na time para makapag-advertise at ng hindi naman siya mawalan ng pagkakakitaan ng matagal. The contract is binding to all parties signing the same and there are penalties for breaches or early termination of such. Sa mga panahong ito ay huwag po tayong masyadong magtitiwala sa mga hindi natin kilala at kung may involved na pera ay dapat meron din kasulatan o contrata.

sa Laoag, Dap-Ayan ang pwesto ng mga nagtitinda ng mga empanada at longanisa...likod lang ito ng Marcos Hall of Justice.... at mayroon din sa gilid ng Laoag Commercial Complex.

Sa Batac naman, sa may Batac Empanadaan (home of the original Ilocos empanada) ang pwesto ng mga tindera ng empanada, longanisa, kwek-kwek, miki, etc.

Sa Vigan, mayroon din silang empanadaan doon gaya ng Batac at Laoag:cheers::cheers::cheers:

hey ading 808. loving this new thread. especially the "DINE" part. =) suggestion though, is it possible to put address or exact location to each restaurant/diner/eatery establishment. would be really helpful to others. or some other available info like links or menu list with prices. that will be a longshot but anything that helps. but so far pics of the food and establishment is good. good advertisement to those visiting the area especially the local ones (unlike national food chains you can find anywhere).

i was curious about saramsam cafe because of the pizzas but didn't want to ask the family just in case all 30+ of them wanted to tag along. and i just didn't want to "TREAT" all of them. may end up being way to pricey for me. lol. but one evening my nieces and i went out walking around laoag and when i was crossing an intersection checking all directions, i looked back and saw the restaurant. wanted to go but i didn't bring enough money since we were exercising. and i tried explaining it to a fellow coworker who went earlier this year and just said it was near a hotel or part of a big building. and that it was towards to opposite side of the market on rizal.

and bistro 51 looks good. hopefully 2012 i'll visit laoag again and if they are still there i'll stop by.

I think it's about time for us to have a thread like this for our province has been invaded by investors from the world over;) restos and shopping centers are popping up all over the province...and in my opinion, why not flaunt what we have:D:D:D putting the locations of those establishments wouldn't be a problem at all. indeed, those pics look so yummy that they make me feel hungry:cheers:

very funny:lol: I know how it feels...even though you wanted to treat all of them, you had no choice but to refrain from entering those establishments:lol: coz if you run out of cash, might lead you to the sink area joke:lol: the resto you're referring to I think is the La Preciosa. it's across La Elliana Hotel along JP Rizal Avenue. it now has a branch at Robinsons Ilocos Norte.


and bistro 51 looks good. hopefully 2012 i'll visit laoag again and if they are still there i'll stop by.

THE NEW Indonesian ambassador to the Philippines Kristiartos Legowo offered friendship to Ilocanos here as he visited this province onNovember 9. During his first visit to Laoag City, he told reporters at the Provincial Capitol on Tuesday, November 9, 2010 that the proposed sisterhood relationship to be forged between Central Java in Indonesia and Ilocos Norte would open 0pportunities for both provinces.

“We believe that the greatest form of diplomacy is through personal friendships,” said Legowo following his courtesy call at the Ilocos Norte Capitol with his wife and other delegates to Ilocos Norte Vice Governor Eugenio Angelo M. Barba who was then the acting governor as Ilocos Norte Gov. Ma. Imelda R. Marcos was reportedly on travel to China.

Aside from Ilocos Norte’s rich history, culture, and natural resources, the Indonesian envoy to the Philippines said his country is interested with the Ilocos Norte windmills, being the first Southeast Asian wind energy project, producing about 30 megawatt of renewable energy. Ilocos Norte and Indonesia have so many things in common, said Barba.

“It is not to compete but to complement each other. So we have to look for ways and means on how we could mutually benefit from this proposed sisterhood ties,” Barba stressed. Sisterhood relationships are aimed at opening a bridge for a free exchange of tourism, social, cultural, economic, scientific, legislative, administrative and advance communication technologies for the benefit of both governments and residents between the subject provinces, apart from promoting and enhancing tourism industry, goodwill and foster
lasting relationship between the people of both provinces.

Basing from the Philippine history, Indonesians had been one of our forefathers, said provincial director Ma. Milagros Gonzales of the Department of Tourism’s Laoag sub-office. To take advantage of our similarities, Gonzales said tourism potentials of both Central Java and Ilocos Norte could be promoted more by accredited international travel agencies to attract more tourists to visit these places. As of press time, Gonzales said there are only few Indonesian tourists who are visiting Laoag City and Ilocos Norte but with this new development, she said more Indonesians are expected to visit here and make friends with Ilocanos.

The Indonesian delegates visited Laoag City’s historical landmarks, the windmills in Bangui and the white sand beaches of Pagudpud. Meanwhile, Laoag City government officials led by Association of Barangay Councils Pres.
Chevylle V. Fariñas welcomed the Indonesian delegation at the City Hall also on November 9.

In his interaction with the City Hall Press Corps, Legowo said he appreciates so much the beautiful tourist spots and attractions in the city and the province as a whole as he also lauded the good leadership of Ms Marcos
and Laoag Mayor Michael V. Fariñas.

He also disclosed that as the new Indonesian ambassador to the Philippines, he is tasked to visit as many provinces and cities as possible as he should not
only know the country but its people as well. He also aims to establish personal relationships with public officials. He added that he believes a closer relationship between himself and the Filipino people would create better ties between the two Southeast Asian countries.

He further vowed that this would not be his first and last visit to the province considering the warm reception given to his delegation as he took the opportunity to thank both the provincial and city governments.

He stated that Ilocos Norte and Laoag are among the most prosperous places in the country that he has visited and that Ilocanos should be proud of this.
“That is why I am very enthusiastic in exploring all the possibilities to enhance the cooperation between my country and the Philippines especially the province of Ilocos Norte, in particular the city of Laoag”, Legowo said.

Relative to this, Department of Tourism (DOT) Laoag suboffice head Ms Milagros Gonzales also expressed gratitude to the new Indonesian ambassador
to the Philippines who has chosen the province and Laoag to be among the places he wanted to visit.

Gonzales hopes that the delegate’s visit has had a positive impact in terms of the tourism industry in the province. She said that Legowo appreciated so much the province’s tourist destinations, especially the Spanish-type bricks houses and buildings.

Ms Fariñas, whom is also the city’s tourism head, likewise thanked the Indonesian ambassador to the Philippines for nice words he had for Laoag.
Ms Farinas said this only means that the people of Laoag with the leadership of her husband, the mayor, has the cooperation of all the people which now results in a better, peaceful and orderly Laoag City.

Ilocos Norte wants boat builders to get full accreditation

LAOAG CITY, Ilocos Norte—The number of boat builders in this province is not that high but they need to be accredited to upgrade their skills and increase their competency in boat-building industry.

In a public hearing held at the Ilocos Norte provincial board recently, a boat-building institution has been proposed through a draft ordinance sponsored by lawyer and provincial board member Juan Conrado Respicio III. 

Draft provincial ordinance 2010-08-008 is meant to give authority to the Technical Education and Skills Development Authority (Tesda) to accredit boat builders here.

Boat building in Ilocos Norte is considered as a home industry with the coastal towns of Badoc, Currimao and Pasuquin having more than 10 boat makers who may have acquired their skills from their forefathers.

To standardize the industry and increase their competency level, Arthur Valente, in his capacity as fishery regulatory officer of the Provincial Agriculture Office, said boat building should be institutionalized to prevent maritime hazards and have a standard specification as to the design, size, weight and color which is vital in boat registration, a major concern among local government units.

Valente said some Ilocos fishers have been ordering and buying their motorized fishing boats costing between P80,000 and P150,000 from accredited boat builders in the neighboring provinces.

Once accredited, boat builders have to undergo proper training from Tesda with the hope that they will have a better chance of selling their products at a higher price and for them to acquire license for the mastery of their craft. 

Boat builders who attended the public hearing, however, were hesitant to accept the ordinance. They expressed concern that the proposed measure may limit their rights if they are not a member of the institution or it may restrain them from practicing their craft if they are not duly accredited by a concerned government agency.

Post ko lang beware sa mga naghahanap ng bahay malapit sa Robinsons Ilocos Norte.

June 2010, nalipat ako ng destino dito sa Ilocos Norte. Syempre kailangan kung maghanap ng matitirhan at ako'y pinalad (minalas pala) na napadpad malapit sa Robinsons Ilocos.

Unang tumambad sa akin, ang asawa ng lessor (naks, english, yun kasi ginamit sa kontrata ng apartment), si Kuya Adrian, payat, maitim, at mukhang isang bulate na lang ang hindi pumipirma at enrolled na siya sa purgatoryo (amen!).

Dahil mura, kinaha ko na yung unit (kahit na mukhang bodega). At saka mukhang mabait din naman yung may-ari. Kaya nga nag-down agad ako ng Php 5,000.00 para sa isang buwan na deposit at advance. Si kuya naglabas naman kaagad ng kontrata, for formality sake daw. Nilagay dun 6 months ko daw uupahan yung unit nila. Agad akong tumutol at ako'y nagpaliwanag na baka malipat din agad ako ng ibang destino, at hindi ko maconsume yung 6 months niyang kontrata. Agad nagpaliwanag naman si kuya, for formality reason lang daw, pwede naman daw agad akong umalis kung sakaling darating yun at ibabalik deposit ko. Kaya ako naman si tanga, pumirma na agad.

At lumipas ang apat na buwan, sa di inaasahang pagkakataon, kailangan kung umalis sa akin trabaho. Ako'y nagpaa-alam naman agad kay kuya at nagsabi naman siya na makukuha ko daw deposit ko.

Okey na sana ang lahat, kaya lang itong si kuya pagkalipas ng tatlong araw, nagsabi na hindi ko na daw makukuha yung deposit ko, kasi daw hindi ko tinupad yung kontrata na 6 months ako sa unit nila.

Ang ibang tao nga naman, para sa Php 2,500.00 lang magbabago na ugali nila. Bigla naging masungit na sina kuya.

Kunting halaga lang naman ang Php 2,500.00, limos ko na yung sa libing niya. Pero pakiramdam ko, may mali, dapat magkaroon sila ng leksyon.

Baka sakaling mapadpad kayo malapit Robinsons Ilocos Norte at maghanap din ng bahay, beware sa Apartment for Rent sa Likod ng New San Nicolas Glass Etching. May karatulang Robinsons Homes for Sales. May-ari Mr. Adrian Adriano at Jacqueline Adriano.

LAOAG CITY, Ilocos Norte–One would not normally hear the blaring guitars and growling of heavy metal bands coincide with that of the beats of the tongatongand the soft chants of a salidummay.

However, on December 11, youth artists from Ilocos Norte came together with the Salidummay of the Dap-ayan ti Kultura iti Kordilyera (DKK) to call for the protection of human rights.

The first song of the Salidummay, Adda Kami said it best:

Amin tayo a naggapo/ ItikabanbantayanitiAmianan/ Amin tayo Pilipino/
Agkaykaysa a pagilian (All of us came/ from the mountains of the North/ We are all Filipinos/ United people)

Salidummay is a cultural group that uses indigenous instruments such as the tongatong, nose flute and gongs in their performances. Their songs are mostly about the struggles for land and life of the indigenous people of the Cordillera.

The concert, which was spearheaded by the Kabataang Artista Para saTunay na Kalayaan (Karatula)- Ilocos aimed to not just showcase the talent and skill of the bands that participated but to also demonstrate the youth’s capacity to unite in seeking for justice and pushing for change.

“The human rights situation in the country did not improve as President Aquino took power this year. The victims of extra-judicial killings, enforced disappearances, illegal arrests and other human rights violations committed during the Arroyo administration have yet to be given justice. The concert today is one way of telling the Aquino government that the youth would continue to fight for human rights,” Lee Biscarra of Karatula-Ilocos said.

For Mark Torres, vocalist and drummer of heavy metal rock band Oration Cyst, the human rights situation in the country is in decay, “The extra-judicial killings and other violations are not the only problems but also the lack of knowledge of the people regarding the issue,” he said.

Torres explained that they participated in the activity because they wanted to take part in presenting the real state of society to the audience.

“Our songs are about the issues in the Philippines, about the government and Congress, because we want to open the eyes of other people, of our fellow Filipinos, on what is happening in our society. We want to show them what the government is without its masks,” Torres said in Ilocano.

The Oration Cyst’s original composition, Katiwalian (Corruption), calls on the people to not just let things happen but rather, to fight the oppressor.

Lumaban ka huwag kang paapi (Are you listening to their commands/ Why don’t you open your eyes/ Fight, don’t let them enslave you)
Other performers include Nevesytnewt, Shuriken Angel, Deathlehem, Earwaxx, Kill, Ehipto, Kusina, and Sunday Drive.

The paintings of Artist ARREST regarding the detained health workers dubbed as Morong 43 were also mounted during the event.

The concert, which was dubbed as Tugtugan para sa Karapatan, was held at Giannis Restaurant, Laoag City.

This hotel (BALAI Pamulinawen hotel) is only one tower. Maybe you are referring to the BALAI Condominiums which is not only twin towers but three towers proposed(Tower 1= 12 floors, Towers 2 & 3 = 20 floors).

I don't know the exact date of the opening (of the hotel) but they are now presently hiring personnel.

CHRISTMAS in the Philippines is always a big event, and different provinces have their own ways of showing the spirit of the season.

This year, the Christmas spirit is certainly alive in Ilocos Norte, as they’ve got a slew of events planned for the holidays. For those who love to go
sightseeing, Christmas in the North opens with the Ilocano Belen Blessing
at the Paoay Church and the launch of the Christmas Tiangge at the Paoay Church grounds on December 15. The Ilocano Belen in Paoay Church is the biggest of its kind in the region, featuring lifesized figures—including an elephant figure!

Music lovers get to belt out their favourite tunes during the Dap-Ayan Videoke Challenge on the 18th, sing along to their favourite Christmas carols at the Tambora (Christmas Ball) before Midnight Mass on Christmas Eve
(December 24), and hum along to the Padapadacam (a traditional
Ilocano birthday song) as the Infant Jesus is venerated during the Mass.

There will also be a Nativity Play and a Lantern Parade during the Tambora. On the 27th at Dap- Ayan, visitors will get to listen to the best talents in Ilocos compete for first place at the Ilocos Got Talent! Showdown.

Foodies can sample local fare at the Food Fair at Herencia de Paoay on the December 26. Inside the convention ruins, there will be a Tupig Cook-Off, where contestants from various towns will cook the sweet rice cake in the traditional Ilocano way. Cooking starts at 10 AM, and judging will be at 2 PM.

Adventure seekers and sports enthusiasts won’t run out of things to do on the 28th, as there will be a 4x4 Sand Race at the Nagbalacan Sand Dunes in Paoay, and watersports activities at Paoay Lake. A concert that same evening will allow them to unwind after a thrilling day.

Art lovers and dance enthusiasts will enjoy the activities planned on December 17, as well as those on the 29th and 30th. At 8PM on the 17th, there will be a folk dancing show, part of the Ragragsak Diay Dap-Ayan (which means Merriment at Dap-Ayan) in Laoag. The Tribal Dancing and Painting and Photo Exhibit will be held at the Museo Iloco on the 29th, where indigenous people from Nueva Era, Marcos, Dumalneg, Adams, and Carasi will
be performing re-enactments of traditional rituals.

The Balikbayan Ballroom Dancing event will be held at the Ilocos Norte Convention Center on the 30th. Paying guests may also avail of ballroom dance lessons on that day.

On New Year’s Day, there will be the Baro A Rubuatan (which means “new beginning”) at the Malacañang ti Ammianan and a party by the lake in Paoay.

LAOAG CITY, Jan.3 (PIA) – Ilocos Norte will step into 2011 with a fresh outlook amidst new infrastructure developments that will help generate local income and, in the process, reduce dependence on the national government.
Governor Imee Marcos promises to bring the province back to business by introducing various investment and tourism prospects in select towns.

She kicked off her infrastructure plan right at her doorstep with a spruced up Capitol grounds. Ilocanos had the first sight of the well-lit Capitol building during the holidays.

Marcos had made the Capitol surrounds more inviting to the public by knocking down fences around the compound and putting up fountains and landscaped grounds.

Part of her infrastructure map is the construction of a duty free shop which will also house national food chains within the Museo Iloco compound right beside the Capitol.

“I am confident that the province can one day earn its keep, no longer relying solely on the capricious remittances of the national government,” Marcos said.
Marcos had tapped world-renowned architect Jun Palafox to develop a master plan that will upgrade buildings and lay down tourism centers.

Marcos “regained” the Malacañang of the North, the former presidential residence of her family during Ferdinand Marcos’ regime, with the transfer of the building’s supervision and upkeep from the Philippine Tourism Authority to the provincial government.

The former presidential rest house, located in barangay Suba in Paoay town, has undergone a facelift from a dilapidated structure to a spacious function hall complete with landscaped surrounds to attract more tourists.

The Rizal Park, located in this city, had undergone a makeover from a mere picnic ground to a sports hub and will soon offer a climbing wall and overhead bridges that will connect other sports facilities like the Marcos stadium and Centennial arena.

Part of the Palafox master plan is the development of the Paoay plaza as a tourist center with the world heritage Paoay Church as its main attraction.
For its part, the Laoag city government will complement the Capitol’s infrastructure plan with the construction of Laoag’s first mall project. The long-awaited shopping center was derailed last year due to a dispute on the conversion of a public school lot to a mall.

Laoag Mayor Michael Fariñas, who represents the city government in an agreement for the mall project, has agreed to keep the Laoag Central School from being demolished while the shopping mall will be built on the same lot beside the school.

Residents also expect a modern health care facility with the opening of the P350 million Laoag City General Hospital in February.

Fariñas fought for the hospital’s upgrading throughout his nine year-administration noting that Laoag residents will soon enjoy the benefits of a modern health facility that is comparable to Manila and regional hospitals.

The city government expects additional income from the hospital’s operation making it as one of the city’s economic enterprises. It will employ an initial 170 medical personnel to man the more than 50-bed facility. (ARZADON)

Open skies set for Davao, Cebu, Zamboanga, Laoag

THE government will this week declare an open-skies policy in Davao, Cebu, Zamboanga and Laoag, exposing those secondary destinations to more competition from foreign airlines, Executive Secretary Paquito Ochoa said Tuesday.

But the local airlines will still have the exclusive right to serve domestic routes as the executive order coming from President Benigno Aquino III will prohibit cabotage, an airline’s right to carry passengers between two domestic points.

PAL Holdings Inc. fell the most in seven weeks, leading Philippine carriers lower, after Ochoa made his announcement.

PAL, which controls the nation’s biggest carrier, sank 7.2 percent to P4.50, set for the steepest loss since Nov. 12.

Cebu Air Inc., the country’s biggest budget carrier, declined 2.8 percent to P111, set for the sharpest decrease since Dec. 17.

Valenzuela City Rep. Rex Gatchalian on Monday filed House Bill 1601 espousing a “pocket open-skies policy to boost tourism, liberalize air traffic, and prevent business disruption when an airline’s operations are snagged by a labor dispute.

The bill is being supported by the House leadership led by Speaker Feliciano Belmonte Jr.

“Open skies will usher in more competition and that will change the dynamics of the business,” said Rico Gomez at Rizal Commercial Banking Corp.

“Greater competition will always be difficult for entrenched players.”

President Benigno Aquino said in August that the government might give foreign carriers more access because of a labor row at Philippine Airlines. With Christine F. Herrera, Bloomberg

Private company overspill damages fish cages, resort cottages

An export company has admitted liability in the overspill of a river in this town due to its sudden release of water without prior notice.

Officials of Omnico, a gravel exporter, have reportedly apologized to Sarrat Mayor Edito Balintona for its negligence in coordinating with the local government before releasing water into the river.

Balintona told reporters that the overspill from the river resort caused damages to fish cages and commercial cottages that small businessmen have been operating.

“We have yet to determine how much damages the business owners have suffered. But we will make an assessment and make the company pay,” he said.

Balintona earlier said the local government will help affected cottage owners in suing the company should they refuse to pay the damages they incurred.
Company representatives have reportedly sat down with the mayor and assured them of prompt payment for the damages once the amount has been determined.

The Sarrat river resort is one of the popular destinations during the holiday and summer breaks.

Resort operators said they were caught by surprise when the river started swelling when no rains were observed during the Holiday season.
Balintona said owners were still lucky that no life was lost at the time the river started swelling.

“It would have been a disaster if there were river frolickers who got drowned during the overspill,” he added. (Report By Cristina Arzadon – PIA Ilocos Norte)

Paoay Church (also known as the St. Augustine Church in Paoay) is a historical church located in Paoay, Ilocos Norte. During the Philippine Revolution in 1898, its coral stone bell tower was used by the Katipuneros as an observation post. Paoay Church is part of the UNESCO World Heritage List. It currently is a property of the Diocese of Laoag, Ilocos Norte.

Construction of Paoay Church was started by the Augustinian friars in 1694. It was completed in 1894 led by Fr. Antonio Estavillo and was re-dedicated in 1894.

LAOAG CITY, Jan. 10 (PIA) -- The city government is in the thick of preparations for the 15th Pamulinawen Festival in February dishing out a list of national officials led by President Aquino as invited guests.
Laoag Mayor Michael Fariñas said he extended personally the invite to the President during a meeting in Manila.

P-Noy has yet to confirm whether or not he would be able to show up during the month-long celebrations starting February 1. Other invited guests include Vice President Jejomar Binay, Senator Francis "Chiz" Escudero and Interior and Local Government Secretary Jesse Robredo.

The festival, a yearly celebration in honor of the feast of Laoag's patron saint William the Hermit, is one of the colourful tourism events in the country.
The street pageantry was awarded by the Department of Tourism as a finalist in the Best Tourism Event (Arts and Culture category) in 2009.

It is one of the awaited events among local and international tourists because of its display of traditional industries that are interpreted through the street pageant.

Residents likewise show off the city's best in culinary arts through the Dulang Food fest, one of the event's highlights.

Other activities lined up during the month-long event include a civic and military Parade, float competition, sports activities, cook fest and search and coronation of Miss Laoag. (PIA Ilocos Norte)

MANILA, Philippines – Ilocano businessmen Sunday said they want the country to dump expensive imported canned goods and patronize their bagnet, pakbet, longanisa, sukang Iloko, malunggay chips and even tobacco biscuits.

They said they are even willing to accept the Public-Private Partnership (PPP) program of the Aquino administration to broaden their market, penetrate other regions and perhaps even export their products anywhere in the planet where Ilocanos and Filipinos are found.

A group of entrepreneurs has formed the Mangantayon/Pinakbet Association comprised of processors of different agriculture products of Ilocos Norte to develop the items they want to sell.

According to the Bureau of Agricultural Research (BAR), the Ilocano manufacturers will go through product development to be assisted by the various government agencies. The group aims to improve their products for the Manila market, participate in trade fairs, and get into the “pasalubong” centers in Ilocos Norte, BAR said.

BAR is taking the lead in this campaign and is looking into ways to improve the products and package them in such a manner as to attract more buyers.

Ilocos Norte Gov. Imee R. Marcos actually requested the Department of Agriculture (DA) to help the small and medium entrepreneurs bring their products to markets outside the province after visiting the DA-Agribusiness Export Showroom (AES).

She said she wants Ilocos Norte products included in the AES as well as other places where the Pinoy Agri-Karts are deployed. Other possible outlets being sought are the DTI’s One Town One Product (OTOP) Showroom in Macapagal Avenue, and the DAR-Philfruits ARC Outlet.

The AES was officially set up under the umbrella of the Philippine Agricultural Development and Commercial Corp. (PADCC), the agribusiness investments promotion and marketing corporate arm of the DA. The showroom now showcases and displays more than 1,000 products ranging from snack food to health and wellness products.

AES, through PADCC, is now in partnership with 131 emerging and established companies and suppliers all over the country.

PADCC-AES has been conducting a series of meetings with the local government unit of Ilocos Norte and representatives from BAR, Department of Trade and Industry (DTI), Department of Science and Technology (DoST), Food and Drug Administration (FDA), National Meat Inspection Service (NMIS), Agribusiness and Marketing Assistance Service (AMAS) and PhilFoodEx.

BAR said the various Ilocos Norte products need for effective product packaging, marketing, distribution and FDA certification.

Oji Reyes of PhilFoodEx also suggested to Gov. Marcos to put up facilities like a packaging center and processing plant.

BAR, through its National Technology Commercialization Program (NTCP), has tied-up with R&D institutions (e.g. state, colleges and universities, DA-Regional Fields Units, attached agencies and bureaus), local government units (LGUs), non-government organizations (NGOs) and foundations, for the development of local enterprises and improvement of agriculture and fisheries-related industries. The NTCP highlights R&D breakthroughs and mature technologies and gives emphasis on technology transfer, patenting, promotion, application and utilization, and commercialization.

“BAR can provide funding assistance only to organized groups such as cooperatives or farmer associations,” BAR’s agribusiness coordinator Evelyn Juanillo stressed. Following this guideline, an organized group that can submit proposals to BAR to avail of its assistance shall be established in Ilocos Norte.
