LAOAG CITY - Ilocano folk, made notorious by a telecommunications commercial for the phrase “Diak maawatan (I don’t understand),” will soon be tech-savvy manangs and manongs because they can soon access the Internet through their own power lines.
An Israeli business consortium, the Broadband Power Lines Communications Inc. (BPLCI), is using the fiber-optic system used by the Ilocos Norte Electric Cooperative (Inec) to distribute electricity to transmit data.
Renato Balintec, Inec general manager, said the cooperative will bring the Internet to the farthest areas of Laoag.
A Wi-Fi antenna has been set up to send the signal around the provincial capital for its initial launch this month.
Balintec said 24 more antennas will be installed around the city, each with a radius of 500 meters turning the entire downtown Laoag into a Wi-Fi zone.
The broadband will initially be accessible only in Laoag, but the rest of Ilocos Norte will be linked up once full operation is achieved in September.
A user will need to have a Wi-Fi card to access the Inec-facilitated Internet. An Inec Wi-Fi icon will soon pop up in Wi-Fi-capable laptops, mobile phones or tablets.
Balintec said the Wi-Fi service will benefit mostly students and tourists who make use of the Internet at any hour of the day.
The BPLCI will lay out another 300 kilometers of fiber-optic cables that will give remote villages access to Wi-Fi.
Balintec said Inec will use fiber-optic cables to transmit data and voice services through power lines connected to commercial or household circuit breakers.
According to Balintec, the technology, also known as a smart grid system, is now being used in the United States and the United Kingdom.

Northern Luzon UPC Asia Corp. (NLUPC) is investing P11.214 billion for two wind power projects in Pagudpud, Ilocos Norte.
Lucita Reyes, executive director of the Board of Investments (BOI), said NLUPC’s two wind projects will be operational in December 2013.
Reyes said the project in Caparispisan will have a capacity of 54 megawatts and the other in Balaoi will have a capacity of 26 MW.
NLUPC, a 60-40 Filipino-Dutch firm, secured from the Department of Energy (DOE) in February 2010 and in September 2009 wind energy service contracts for the Balaoi and Caparispisan projects.
Developers have to secure a service contract for both the pre-development and development/commercial stages of wind energy projects. Wind developers also have to register and pre-qualify with the DOE and secure a certificate that will serve as the basis for their entitlement to incentives.
Ilocos Norte is home to the first and only operating wind farm power project being operated by NorthWind Power Development Corp. in Bangui Bay.
The 33 MW plant is also Southeast Asia’s first and largest.
Another wind power project, owned by Energy Logic Philippines, will add 120 MW when it becomes operational in January 2013 in the Pasuquin-Burgos area, also in Ilocos Norte.
BOI also registered early this year the P14.4 billion, 86-MW wind power project in Burgos, Ilocos Norte, of Burgos Wind Energy Systems, a unit of Energy Development Corp. This will be operational by December 2014.
Trans-Asia Renewable Energy recently secured BOI approval for a 54-MW wind plant to be built in Guimaras. The project will cost P6.5 billion.
The BOI, quoting a study by the US National Renewable Energy Laboratory, said there are 10,000 square kilometers of land areas with good to excellent wind resources in the country.
Using the conservative assumption of about 7 MW per sq. km., these windy areas could support a potential installed capacity of 70,000 MW.
Most of these windy areas are found in the northern part of the country, particularly in the Ilocos region. The BOI said around 23 power plants with an estimated total capacity of 557 MW are being targeted by the government by 2014.
According to the Wind Energy Resource Atlas of the Philippines, the best places include Batanes, Babuyan Island, Ilocos Norte, Mindoro, Samar, Leyte, Panay, Negros, Cebu and Palawan.
Early this week, the National Renewable Energy Board proposed a rate of P10.37 per kilowatt-hour for wind power. This compares with P6.15 per kWh for hydro, P7 for biomass, P17.65 for ocean energy, and P17.95 for solar.

hugodiekonig May 24th, 2011, 06:56 PM I would just want to make a shout-out to the office of the Department of Tourism in Laoag, Ilocos Norte...the person who assisted us when we inquired at their office was so nice and accommodating...which was a surprise considering most people working in public offices are rude and unaccommodating especially when they see that you are Filipino. So I just want to thank the Department of Tourism for helping us and making our stay in Ilocos Norte worthwhile...
Similar experience when I was in Batac way back 2010. I would just want to see the mausoleum of Marcos but the doors are locked and I just stayed beside the door knob. Then a mausoleum official noticed me and he got me straight that I want to see Marcos inside the mausoleum. The official asked my origin, kunak ket "Ay taga La Union-ak manong" at tuwang tuwa siya na marinig niya na taga la union ako. Napaka special ng treatment niya sa akin. Bigla niyang binuksan ang pinto at sinamahan ako sa loob ng mausoleum. I won't forget the face of that warm person:)

LAOAG CITY, May 23 (PIA) --- Youth groups gathered together recently for a youth leadership seminar in support to the Internal Peace and Security Plan of the Philippine Army.
Conducted by the Army’s 7th Civil Military Operations, the leadership seminar delved on varying issues ranging from the environment, upholding human rights, values formation, patriotism and the barangay justice system. The seminar was conducted separately in the towns of Badoc, Currimao and Pinili.
Lt. Col. Desiderio Alaba, CMO Commanding Officer, said discussions on the root of terrorism were included to help the youth understand the far-reaching issues of the global concern.
Reprentatives from the Commission on Human Rights and the Department of Interior and Local Government came up with their presentations on how the youth could protect their human rights.
“The youth must know their corresponding rights and how to avail of procedures in resolving community conflict without resorting to expensive court litigation,” Alaba said.
The seminar was also an occasion for government troopers to discuss the root-causes of the country’s insurgency problem.
“They need to know the situation from the ground hoping that they could have a reflection on how to address the problem from their sector,” Alaba added.
Speakers to the leadership forum included Pinili Mayor Samuel S. Pagdilao Sr., Badoc Mayor Arlene M. Torralba and Currimao ViceMayor Rosario C.Go
Other government sector representatives included Col. Harold N Cabreros, Deputy Commander of the 703 Brigade, Police Supt. Dominador M. Halog, chief of t Police Community Relations, Currimao parish priest Pedro A. Acoba, Currimao municipal health officer Christina J. LAOAG CITY, May 27 (PIA) --- The Department of Education said school children of the Laoag Central School will hold classes temporarily in an office building vacated by the city division office when school opens in June.
Vilma Eda, assistant city division schools chief, said a contingency plan was set in place before school ended in March in preparation for the construction works at the more than one-hectare school compound.
Based on an agreement between the city government and the mall developer of Puregold shopping center, part of the school compound will be converted to a mall while a section of the property will be reserved for school buildings.:cheers::cheers::cheers::cheers::cheers:
Commercial structures will also rise around the school lot as part of its development. The Laoag diocese, which owns the property, donated the lot to the city government for education purposes.
Eda said construction engineers have assured officials that classroom construction will be completed by the end of July.
“We may also adopt class shifting if the temporary classrooms will not be enough. Classes will be held on two shifts in a day,” she said.
Eda said part of the agreement was the completion of school buildings before the mall will be erected to avoid any class interruptions.
Except for the Gabaldon-type main building, all structures in the school lot were demolished. The new classrooms will be built on the lot’s western section while the mall will occupy the eastern wing.
A new building for the offices of the city DepEd has been built outside of downtown Laoag.
Laoag Mayor Michael Fariñas, in a contract with the mall developer, agreed to keep the main building from being demolished in compliance with a provincial regulation to conserve heritage structures. (ANL/CCA-PIA 1 Ilocos Norte)

LAOAG CITY Mayor Michael V. Fariñas disclosed that an SM mall in the city is still a possibility. He made the disclosure after meeting with two SM officials regarding the putting up of an SM mall here in Laoag.
According to Fariñas, SM has already chosen a lot but they ran into some difficulties after they discovered that the lot has so many owners. In view of this, they asked Fariñas if he could help in finding a five-hectare lot with a frontage area of 200 meters.
The mayor admitted that he is not a real estate broker as he sought the help of the public if they would know of a lot that fits the needs of SM. THE ILOCOS TIMES learned that SM officials visited the city two months ago to scout for a possible lot. Among the lots they are eyeing is one along Barangay
Nangalisan; this however has not been finalized yet. Fariñas reiterated that he welcomes investors to the city.
Save More, a subsidiary of SM has already confirmed its intention to come to the city soon. Likewise, PureGold will also be established along the eastern portion of the Laoag Central Elementary School lot.
These investments, according to the mayor, are signs of progress as he stressed that this would also boost employment not only in the city but the whole province as well.

MANILA, Philippines -- Time-locked Ilocos is a broad, hardy country blessed with impressive wide highways and stretches of narrow cobblestone roads, antiquated towns dominated by heavily buttressed grand churches and Antillan ancestral homes and a brave people who, by sheer industry, harnessed a formidable terrain industry into a source of sustenance.
A seemingly tempestuous sea rimmed with uneven rock formations and ascetic mountains are the two scenic images that first impress visitors to Ilocos. Wedged between the wild China Sea and the rugged Cordillera mountain range, the region presents a visual feast that is at once dazzling in its boldness. Divided into Ilocos Sur and Ilocos Norte, their capitals – Vigan and Laoag City – are anchor tourist destinations and part of the more than 7,000 islands that make up the Philippine archipelago.
Vigan, with its centuries-old edifices, is a breathing reminder of what was once a royal city. One of the earliest Spanish settlements in the country, Vigan was founded in 1572 by Juan de Salcedo who patterned its design to that of Castille in Spain and Intramuros (Old Manila). It became the best seat of the Archdiocese of Nueva Segovia and was called Ciudad Fernandina in honor of King Ferdinand.
Today, Vigan retains much of the patina of 18th century Castillan architecture as seen in some 150 stone houses which stand in the town’s Mestizo District, notably Mena Crisologo Street. Many of these ancestral homes are still in good condition and some have been turned into cozy inns, museums and souvenir shops.
Along with the homes and other vestiges of the town’s colonial past:
• The majestic St. Paul’s Cathedral was built by the Augustinian friars along the “Earthquake Baroque” style of the Ilocos region and features Neo-Gothic and pseudo-Romanesque motifs;
• Standing on an elevation west of the cathedral is Plaza Salcedo, the oldest monument in Northern Luzon
• The Archbishop’s Palace which is a repository of religious artifacts from the Ilocos region;
• Plaza Burgos, named after one of the three Filipino priests who were garroted by the Spaniards for espousing church reforms.
But it’s not only the edifices preserved in this town that are inscribed in the World Heritage List. Viganos also remain steadfast in their traditional crafts, notably pottery (burnay) and handloom weaving (inable). The horse-drawn calesa (rig) is as much a presence on the streets as motor vehicles.
After Vigan, Juan de Salcedo pressed further north to Laoag, which, even before the Spanish colonial times, was already a center of trade with the Japanese and the Chinese.
Laoag City is the major crossroad for international trade and commerce in the Ilocos region. Though bustling with business, the city has pretty much retained its unhurried and laidback lifestyle.:cheers::cheers::cheers:
Dominating the city landscape is the provincial Capitol that sits atop Ermita Hill, also popularly known as “Raquiza Garden”.
Another point of interest is the St. William’s Cathedral, built by the Augustinians in 1612 along the Italian Renaissance design. Its unique two-story façade is held by four pairs of coupled columns. A deeply recessed niche carries the image of St. William.
A hundred meters away from the church is the Sinking Bell Tower, which leans slightly to the north. It sinks an inch a year to the ground. Like in Vigan, the calesa is an integral part of the street.
Because of its difficult terrain and arid temperature, Ilocos was once described as a “God-forsaken land” and one was well advised to have the “patience of a spider” in order to survive it.
But Ilocanos, hardy people that they are, not only survived in this formidable land but were able to turn this highland country into “God’s own paradise”.
Ilocanos have many churches of distinction which include two that are inscribed in the World Heritage List. In Ilocos Sur is the salmon-bricked Santa Maria Church. Built in 1769, it sits atop a hill towering over the town proper. In Ilocos Norte is the Paoay Church built by the Augustinians in 1596; the church looks like a cross between a Javanese temple and a European church. The town of Bantay was the scene of fierce uprising led by Diego Silang against the tobacco monopoly in 1762. The town’s savage seascape has been immortalized in the films of Philippine Action King Fernando Poe Jr. The town church is an architectural gem combining Baroque with Gothic motifs.
Curimao has a burgeoning resort industry. Visitors to this coastal town never fail to appreciate the sight of fishermen pulling in their nets shortly before dusk while performing a song-and-dance ritual for a bountiful harvest. Everybody is welcome to join in and each participant is given a rightful share of the catch.
The town of Pagudpud offers a breathtaking landscape, which includes the enchanting Bantay Abot-abot, a natural sculpture carved by the wind and sea, the white sand beach and the majestic Mahogabog Falls. Impressive living canvases unravel as visitors traverse the winding Patapat and Calvario roads. Aside from its church, Paoay has a national park that envelopes a placid lake. Built along its edge is the Malacañang of the North, official residence of the late President Marcos in Northern Luzon. The town has also stretches of undulating sand dunes, the setting of Mel Gibson’s “Mad Max” series and Tom Cruise’s “Born on the Fourth of July”. The Paoay Sports Complex is the biggest in Northern Luzon.
The pastoral town of Pasuquin has many fine beaches and is known for its salt-making industry. Its hills and mountains abound with wild game. Pasuquin Cave can be reached after some minutes of dirt road travel.

LAOAG CITY, June 9 (PIA) -– From a young breed of creative artists will rise a reinvented Juan Luna through the first creative media festival from July 14 to 16 at the Plaza del Norte, formerly known as the Ilocos Norte Hotel and Convention Center.
Inspired by the great Ilocano artist, the creative arts fest will gather together students from the Ilocos Region and discover talents from the field of digital arts.
A project of the provincial government, the event is dubbed “Looking for Johnny Moon,” in an apparent name play of the Ilocano master.
The event is also an attempt to introduce the province as a potential talent hub in the country.
Juan Luna, who was born in Badoc town, was one of the great Philippine artists whose famous artworks include Spolarium, Tampuhan, and The Parisian Life. His allegorical works were inspired with classical balance, and often showed figures in theatrical poses.
The arts festival, got the support of the Commission on Higher Education (CHED). Students from Region I, II, and III will also interact with creative media arts enthusiasts from Metro Manila.
Creative media practitioners were invited to talk on scriptwriting, digital photography, cinematography, animation, acting, and game development.
The arts fest is sponsored by the Provincial Government of Ilocos Norte through the Information Technology Office, Communications and Media Office, and the Creative Media and Film Society of the Philippines. (ANL/CCA-PIA 1 Ilocos Norte)

LAST MAY 28-30, The Extra Mile Productions outfit led by producer Gabby Malvar shot a short film to be aired on the National Geographic Channel, focusing on the people, culture and natural beauty of Adams town in Ilocos Norte.
One of the highlights of the shoot was when the film crew, accompanied
by Adams’ Paul Capuano, PGIN’s BJ Guerrero and I explored an estimated 20+ kilometer stretch of the Bolo River, from the Bolo River hanging bridge to San Isidro, Dumalneg. Led by whitewater rafting pioneer Anton Carag of Adventures and Expeditions Philippines Inc (AEPI), we experienced another side of Adams, a unique adventure trip heretofore experienced by only a few.
The whitewater rafting experience evoked the whole range of emotion from calm and serenity while fully appreciating the majestic undisturbed
scenery of the canyons along the t r a n q u i l , placid waters of the upper
Bolo River to extreme excitement and exhilaration when we plunged through the raging Class 2 to 3 rapids on the Lower Bolo River.
In stretches where the water level was too low for the rafts to traverse,
we had to carry the boats over boulders evoking such statements as “Is
this what we signed up for?” But the rush of conquering the river and the
Class 3 rapids, to quote BJ Guerrero, “we can claim bragging rights” made
all the tribulations of the nine-hour trip we overcame worthwhile! Can we
do it again?!
Anton Carag explained to us the potential of Adams and the Bolo River as a whitewater rafting destination to rival Cagayan de Oro and Kalinga’s Chico River. He suggested to Paul Acupan that Adams officials and tourism establishment operators come up with adventure tour packages similar to those being offered by AEPI, like a two day tour focusing on trekking to such well known attractions as Anuplig falls or Pico de Loro on Day One than whitewater rafting down to Bangui on Day Two. He also expressed the willingness to assist interested investors in whitewater rafting with regards to procurement of rafts and equipment and the specialized
training of personnel to man the rafts.
On my part, the thrill of seeing an undiscovered vista of Adams solidified
my commitment to push for the promotion of Adams as a primary ecoadventure destination. And to fight for the continued preservation of the Adams environment particularly as there are two potential threats looming in the horizon amidst the construction of a new road connecting
Dumalneg town to Adams. Ostensibly for progress, yet the road will open
up the area to the ravages of illegal logging and big mining firms that are
keen on exploiting Adams’ rich mineral deposits. We all made it a point to
carry with us our non-biodegradable trash: plastics, even cigarette butts
so as to help preserve the pristine state of the place; perhaps, others
should help in taking care of this environmental haven too. Hopefully, international focus will help to preserve this ecological nirvana.

HEALTH CONSCIOUS and sports-savvy Ilocanos joined a nationwide biking tour to spread awareness about a killer disease affecting women.
Cervical cancer is caused by a persistent infection with cancer-causing Human Papilloma Virus (HPV). However, a simple infection may take 10 to 30 years to progress to cancer, which gives a woman ample time to visit her doctor to learn preventive ways to combat this killer disease.
A report from the World Health Organization said that every two minutes, one woman dies of cervical cancer around the world. In the Philippines, about 10 women die every day of this disease.
On June 1, thousands of Ilocanos watched and joined celebrity bikers and other supporting organizations in their 500-kilometer fun ride going to Ilocos Norte to promote the cause for women and keep them safe from cervical cancer. This deadly disease, after all, is preventable by early detection and proper vaccination.
Initiated by The Tour of Hope, an international non-profit organization, made up of like-minded individuals who regularly set up biking tours as a charity project to help in fund raising efforts and awareness campaigns for cervical cancer prevention programs, local residents in Ilocos Norte led by Ilocos Norte Gov. Ma. Imelda “Imee” R. Marcos also participated in the event to drumbeat interest on how cervical cancer may be avoided and cured.
As a result, a number of women from Ilocos Norte trooped to health centers and clinic offering anti-cervical cancer vaccine after undergoing Pap smear or medical test. “It is better to stay on top of the situation
and be assured that I am safe from cervical cancer,” said a woman who just had her first shot of anti-cervical cancer vaccine on May 30.
Celebrities like Anthony Pangilinan, who cycled with his son Donny, told reporters in front of the Provincial Capitol on June 1: “I am doing this for my wife, who is supposed to be here. We have to create more awareness about cervical cancer to all women dying every day because of cervical
cancer. We have to stop this. Kawawa e, so we have to prevent the spread of this disease,” he said.
Former Comelec Commissioner Gregorio Larrazabal also joined other celebrities during the star-studded culmination of the five-day Tour of Hope with a special celebrity leg that took them around Ilocos Norte’s tourism landmarks in Laoag City, Paoay, Currimao, Batac and San Nicolas.
“We are doing this for our love of women-our mother, wife, sister and children. It’s a wonderful advocacy while doing it with fun,” he said.
The Tour of Hope is an annual cycling tour that has raised around P2 million in pledges and sponsorships since it was launched in 2008 by
Bravehearts. “It’s an honor to be president of the organization that saves the lives of thousands of women all over the Philippines,” said model and beauty queen Abbygayle Arenas-de Leon.
“I’m proud of what The Tour of Hope accomplished this year. We were able to vaccinate 500 women from Quezon City to Laoag and we were also able to make a difference by way of our lay lectures. I would also like to thank our supporters for making the event a success,” she added.

EDITA AGUINALDO-Dacuycuy, 66, only wants the best for her daughter who has cerebral palsy. And in her search for things to ease her daughter’s pain and suffering she discovered a little known fruit from the cactus family called a pitaya or dragon fruit. Around six-years ago, a friend from Macau recommended Dacuycuy to try dragon fruit to help relieve her
daughter Kate’s frequent constipation, which is common among cerebral palsy patients. After witnessing positive results, the close-knit family decided to grow the fruit in their backyard. That decision later turned into a modern-day success story.
“It was beyond our expectations that we would achieve this much, but thanks to God, He made all things possible,” said Dacuycuy, brimming with confidence as she walked the red carpet at Malacañang Palace on May 23 to receive a presidential trophy, a citation and check worth P100,000 (US$2,325) for being this year’s most outstanding commercial crop farmer.
The former insurance company manager and psychology graduate from the University of the Philippines never thought what started out as a hobby would see her become known as the “Dragon Lady” of the Northern
Philippines.
Various research and development agencies is now actively helping Dacuycuy’s venture into organic farming. At her farm, the “Dragon Lady” observes zerowaste management farming. She makes sure that all
farm waste is turned into organic fertilizer. “We originally only thought of the benefits dragon fruit had for Kate,” she said. But when they started trying to grow their own fruit in their backyard in Poblacion 2, Pasuquin, Ilocos Norte, things took an unexpected turn. When asked by neighbors what we were growing, “We didn’t tell them it was dragon fruit because we were unsure if our efforts would really bear fruit,” said Dacuycuy.
The internet served as Dacuycuy’s library. She discovered that dragon fruit is rich in fiber and contains high levels of vitamin C, calcium and phosphorous. It also has other properties such as high levels of antioxidants that can help prevent cancer, ease high blood pressure,
rheumatism and urinary tract infections.
Learning this, she sent another daughter Mimie to meet with dragon fruit growers in Thailand to learn more about how dragon fruit is cultivated.
Popular in South America, dragon fruit is also grown in Vietnam, Thailand, Malaysia and Taiwan. “There are only a few countries that grow it,” said
Dacuycuy. Luckily, the Philippines has a tropical climate well ‘Dragon lady’ enjoys fruits of labor suited for dragon-fruit growing, she added.
Seeing the first fruits ripen successfully in their backyard inspired the family to cultivate more. But before they went large-scale, they consulted agriculture experts from the Department of Agriculture and other government research agencies such as the Department of Science and Technology and the Mariano Marcos State University.
The result was the first organic dragon fruit plantation in the Northern Philippines—REFMAD Farms, located in Barangay Paayas, Burgos, Ilocos Norte, about 550 kilometers north of Manila—which has expanded
to about 10 hectares and is still growing. In 2009, Dacuycuy made more than P21 million from dragon fruit cultivation and products—fresh fruit and processed food products (e.g. dragon fruit ice cream, macaroons, cookies, jam, cakes etc.)—and other crops like tomatoes and papaya. She is also
making money selling organic fertilizer.
To maximize dragon fruit’s potential as a vine of life, Dacuycuy envisions establishing a dragon fruit winery which would require another 50 hectares or more of land. This growth has also inspired her to see the fruit more readily available in the Philippines, which is why she formed the
Association of Dragon Fruit Growers of the Philippines where she readily shares her technology and assists growers interested in farming the plant.
Every year, the family hands out free saplings to visitors to their farm.
“We hope every home will have a dragon fruit plant in the backyard, because it really is a good fruit,” Dacuycuy said.

SAN FERNANDO CITY, La Union, June 10 (PIA) -- The Ilocos Region’s Poverty Incidence (PI) improved from 2006 to 2009, according to Irenea B. Ubungen, Head of National Statistical Coordination Board Regional Division 1.
The latest estimates revealed that the poverty incidence of poor families declined by 2.6 percentage point from 20.4 percent in 2006 to 17.8 percent in 2009. It is lower by 3.1 percentage points as compared to the country’s poverty incidence in 2009 and the 6th lowest nationwide. Similarly, the number of poor families in the region decreased by 7.3 percent, from 193,392 in 2006 to 179,179 in 2009.
Among the provinces in the region, only La Union had an increasing poverty incidence among families from 2003 to 2009. From a 3.7 percentage points increase in 2006, it further increased by 2.1 percentage points in 2009. It recorded the highest poverty incidence in the region in 2009 at 23.3 percent.
On the other hand, Pangasinan experienced the biggest decrease in poverty incidence among families in 2009 at 3.9 percentage points as compared to 2006. However, its PI in 2009 is higher by 1.3 percentage points if compared to 2003. It also registered the 2nd highest PI among families in the region at 19.5 percent in 2009.
In Ilocos Sur, the province’s PI continuously improved from 2003 to 2009. Its 12.5 PI in 2009 is lower by 2.9 percentage points compared to 2006.
In Ilocos Norte, its PI also showed a declining trend from 2003 to 2009. It went down by 2.1 percentage points in 2009 compared to 2006. It registered the lowest PI among the regions provinces at 9.2 percent resulting to its inclusion as a new entrant in the least poor cluster of provinces in 2009 nationwide.:cheers::cheers::cheers:
Ilocos Region shared 4.6 percent to the country’s total number of poor families in 2009, the 5th lowest nationwide. Among the provinces, Pangasinan took 3.0 percent of the country’s total poor families, the 4th highest nationwide. It also contributed 63.8 percent to the region. On the other hand, La Union accounted the 2nd highest share to the region at 19.9 percent followed by Ilocos Sur at 9.6 percent.
Ilocos Norte posted the lowest share at a 6.7 percent with only 11,923 poor families in 2009.
A family consisting of five (5) members in the region need an estimated amount of P5,162 a month to meet its basic food needs while it will need P7,403 a month to stay above the poverty line. (ANL/ANR-PIA 1 La Union with reports from NSCB)

BANGUI, Ilocos Norte, June 14 (PIA) -- More than a cheaper power rate, Ilocos Norte residents have been enjoying clean energy since 2005 with the establishment of the first wind power plant in the Philippines.
The wind farm in the northern tip of Bangui in Ilocos Norte is also a model of renewable energies in Southeast Asia.
Composed of 15 turbines, each standing 70 meters or equal to the height of a 23-storey building, the wind farm has been feeding seven megawatts (MW) to the Ilocos Norte Electric Cooperative through the Luzon grid. The power generated is equivalent to 40 percent of the province’s power requirement.
Under an energy sales agreement between Inec and Northwind, a seven percent discount on prevailing rates of generation company Transco is extended to the power cooperative.
The power delivery by Northwind to Inec was put on hold beginning 2010 while Northwind and Inec irons out a kink in their contract.
Inec, which has a total power requirement of 26MW, continues to buy its remaining power requirement from generation companies and the wholesale electricity spot market (WESM).
The Department of Energy (DOE) had launched the first-ever national renewable energy program (NREP) in its goal to attain energy self-sufficiency, security and environmental sustainability.
The program is in line with Republic Act 9513 or the Renewable Energy (RE) Act, which mandates the full development and use of the country's renewable energy resources.
NREP is anchored on the agency's energy reform agenda, which aims to provide a sustainable energy plan, seeks to maximize the RE potential estimated at more than 200,000 MW and translate clean energy opportunities into long-term benefits.
It is also expected that RE will be recognized as a vital part of a long-term strategy and integrated approach for growth and poverty alleviation.
“As such, aside from the large investments and hundred-megawatt projects, equal importance should be given to small projects that will improve the lives of remote or poor communities,” according to the NREP agenda.
It was noted that country’s RE potentials, estimated at more than 200,000 megawatts, will help achieve energy security and provide clean energy for consumers. (ANL/CCA-PIA 1 Ilocos Norte)

Investments registered with the Board of Investments (BOI) rose 338 percent in January to May this year to P191.82 billion, from P43.613 billion in the same period in 2010, the agency reported.
The figure, combined with the P66.956 billion investments registered in the first five months of the Philippine Economic Zone Authority, brought total investments committed to the Department of Trade and Industry to P258.776 billion, up 187 percent from the combined P90 billion registered by the two agencies for the same period in 2010.
The BOI investments for the first five months will generate 24,337 jobs, against 8,465 in 2010 or an increase of 188 percent.
There were 117 projects registered during the period, compared with 65 in 2010, as all sectors posted increases in registration.
By sector, the biggest investments were generated under the downstream oil deregulation law, totaling P74.798 billion or about 39 percent of total investment approvals.
The single biggest project in this sector was the P74.78-billion investment of Petron Corp. for the upgrade of its Limay refinery that would make the Philippines compliant with environmental standards a year ahead of implementation.
From January to May, BOI also approved four wind power projects under the Renewable Energy Law. These were Energy Development Corp. unit Burgos Wind Energy Systems’ P14.4 billion 86-megawatt wind power project in Burgos, Ilocos Norte; the two projects of Northern Luzon UPC Asia Corp. for a 54 MW and 20 MW wind power plants worth P11.21 billion in Pagudpud, Ilocos Norte; and, the P6.45 billion 154 MW wind project of TransAsia Renewable Energy Corp. in Guimaras.
In terms of number of projects, the BOI reported that housing took the biggest chunk with 57 low-cost mass housing registered.
The sector was also the biggest generator of direct employment at 15, 296 for construction workers, engineers etc., or 63 percent of total jobs.
Among the players in the industry, SMDC registered the largest investment in the mass housing sector, totaling P7.78 billion. The four big-ticket projects registered from January to May were Mezza, Sun, MyPlace and Jazz.
SMDC’s registered projects for the period had a total of 6,482 low-cost mass housing units.
Other major developments in housing were undertaken by Filinvest Land and DMCI.
The BOI said in infrastructure, the major investments include the P1.93-billion water supply and sewerage system project of Boracay Water Corp., a joint venture between the Philippine Tourism Authority and Manila Water in Boracay, Malay, Aklan, and the P24.94-billion 300 MW coal-fired power plant of Therma South Inc. in Davao.
The BOI also approved nine tourism projects: A resort in La Union; hotels in Baguio, Lapu-Lapu, Cagayan de Oro, Muntinlupa and Pasig; and, a tourist transportation in Zamboanga del Norte.
The biggest of the hotel projects is the P1.92-billion, 27-story, 345-room Entrata of Filinvest Group.
A notable investment in manufacturing is the P10.57-billion project of New Carcar Manufacturing Corp. in tolling operations for the production of steel billets for Steel Asia in three locations,La Union, Cebu and Davao del Norte.

ADAMS, ILOCOS NORTE—Housewives in hinterland areas of northern philippines found a profitable source of livelihood as their local wines made of locally abundant fruitbearing plants are now into fruition.
In the upland town of Adams, Ilocos Norte, 63 unemployed housewives banded together in 2007 and underwent training on local wine-making.
Carmelita Abnasan, 41, a municipal midwife from the local government unit of Adams born to an Igorot mother in Bauko, Mountain Province and an Ilocano father from Ilocos Sur province taught them the right formula for local fruit wine-making, which she inherited and perfected from her forefathers in Mountain Province.
Four years ago, these women who were living their heart’s content, preparing food for the family and helping their farmerhusbands till the land are now actively engaged in business enterprise, selling a broad range of local fruit wines like bugnay (wild blackberries), tapuey (upland rice wine), malubeg (red berries, passion fruit, wild cherry, star fruit, pineapple and the
latest discovery of Rochel fruit wine, also available in this town.
This also led to the creation of the association of local wine makers in Adams in 2007, gaining generous support from the local government unit and various research government agencies such as the Department of Science and Technology, Department of Trade and Industry and the Mariano Marcos State
University, assisting them in technology packaging, promotion and commercialization of their products.
Due to high demand of their products here and abroad, each member of the association has put up their own fruit tree plantation to ensure sustainability of their business venture. As of the moment, the association maintains about three hectares of scattered farm lots planted with fruit bearing trees and other agricultural crops.
“But we feel this is not enough to supply our growing market,” said Abnasan because the association has been receiving a volume of orders higher than what they can produce. Like in a year, Abnasan is producing 100 jars of local wines. Each jar contains 2,000 ml or 25 bottles sold wholesale at a minimum of P100 per bottle for ordinary caps and P200 with cork. Every year, she projects an income of P250,000 with approximately 80 percent return of investment.
This means, Abnasan is earning more from local wine making which she considers as her “sideline job” than her salary as midwife in her municipality. “I make wine during my spare time and I don’t think it will complicate my job as a government employee,” she said.
From a small capital of P10,000 since she started her wine making business, Abnasan said she was able to buy idle lands in her municipality which she is now developing into fruit-bearing tree plantation, a home-stay for tourists going to Adams and some home furniture and fixtures enjoyed by her two children and husband who is presently working abroad.
“We need to expand because sometimes, we still have to go to nearby Pagudpud town and to the neighboring Cagayan province just to buy raw fruits that we need in our wine making business,” she added. To ensure the quality of their products, the association has already applied for accreditation at the Bureau of Food and Drugs.

Got this news over the radio that SM is negotiating with the Diocese of Laoag. The proposal of SM is to build a billion pesos 4 level mall within the church compound. In response, the Diocese of Laoag created a technical working group to sit down with SM and study their proposal.
Mayor Fariñas interview by the media was asked about the news and confirmed that there is ongoing negotiation between SM and the Diocese of Laoag regarding this matter.
If this negotiation will be successful, SM City Laoag will soon a reality.

MANILA, Philippines -- Outgoing Secretary Jose “Ping” de Jesus might have spent only a year at the Department of Transportation and Communications (DoTC) but it was not too short a time for him and his team to jump-start, and even finish, several projects in the transportation sector.
Proof is the fact that incoming Transportation and Communications Secretary Manuel “Mar” Roxas II needed a series of briefing to be updated on the finished transportation-related projects and those still in the pipeline separately for the road, rail, aviation and maritime sectors.
Roxas will have his hands full of concerns starting July 1, beginning with transportation-related infrastructure projects that are set for implementation under the public-private partnership program of the Aquino administration.
During De Jesus’ administration of DoTC, bidding processes for the P15-billion contract to operate and maintain the Light Rail Transit (LRT) 1 and Metro Rail Transit (MRT) 3 and P1.5 billion contract to design and build the LRT-MRT Common Station in Quezon City have begun. At least 16 foreign and local firms have purchased bid documents for the LRT 1 and MRT 3 operation and maintenance contracts, while 10 contractors have expressed interest to bid for the LRT-MRT Common Station.
But because of the change in DoTC leadership, the special bids and awards committee (SBAC) facilitating the bid processes of the two contracts decided to suspend what it has started and wait for Roxas to review the undertaking and introduce his direction and input.
Once Roxas gives the green light for the two contracts’ bidding, it is expected that public biddings for the P1.72 billion contract to supply and maintain an automatic fare collection system for LRT and MRT by July, the P50 billion to construct the 12-kilometer extension of LRT 1 to Bacoor, Cavite by August, and the P10.8 billion to construct the four-kilometer extension of LRT 2 to Masinag, Antipolo by November, will start.
As for the aviation sector, the P4.5 billion contract to upgrade the Puerto Princesa Airport is scheduled for bidding by August; the P6.5 billion contract to develop Panglao Airport, the P4.3 billion contract to operate and maintain the Laguindingan Airport, and the P6.6 billion contract to develop the Daraga Airport simultaneously on October.
Privatization contracts for the ports of Davao, Iloilo, General Santos, Cagayan de Oro, and Zamboanga are also set for bidding[/SIZE][/B], while those for the New Cebu Container Port and Cruise terminal is under study pending the completion of feasibility studies.
The planned Bus Rapid Transit (BRT) systems for Metro Cebu and Metro Manila, and proposed BRT for Makati and Northern Manila, are also under feasibility studies, just like the planned Manila Bay-Pasig River-Laguna Lake Ferry Service System. Also under feasibility reviews are the privatized upgrading of Laoag International Airport;development of the New Zamboanga International Airport and Alaminos Airport; and operation and maintenance of the Northrail, which will link Manila to Clark, Pampanga.
Upon his assumption as DoTC chief in July 2010, De Jesus’ first marching order to the department’s legal division is to review all contracts entered into by DoTC and its 14 attached agencies.
As De Jesus vacates his post this Thursday, the DoTC has cleared 126 contracts out of the 136 that were reviewed.
After a year of reviewing contracts, the De Jesus-led DoTC recommended the restructuring of the Northrail project scope of work and renegotiation with the Chinese contractor on financial details of the long-overdue infrastructure project. The DoTC also recommended the restructuring of project scope and renegotiation of contract for the Greater Maritime Access project of the previous administration, which involves the setting up of at least 70 modular ports nationwide.
The DoTC also recommended the termination of individual contracts of the Manila International Airport Authority and negotiated with Japanese firm Takenaka Corporation for the completion of the structural integrity tests for the Ninoy Aquino International Aiport Terminal 3, which the Department targets to be fully operational by next year.

MANILA, Philippines -- The Supreme Court (SC) has declared final its ruling on the constitutionality of the laws that converted 16 municipalities into cities as it ordered an entry of judgment that would finally put the issue to rest.
Declared as constitutional were Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga);
RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu).
In a resolution written by Justice Lucas P. Bersamin, the SC ruled that it could not entertain the motion for reconsideration of the League of Cities of the Philippines (LCP) of its April 12, 2011 resolution being a second motion for reconsideration pursuant to Sec. 2 of Rule 51 of the Rules of Court.
The SC stressed that a second motion for reconsideration is a prohibited pleading, and only for extraordinarily persuasive reasons and only after an express leave has been first obtained may a second motion for reconsideration be entertained.
Thus, it granted the respondent cities’ motion for entry of judgment.
It said that the LCP’s second motion for reconsideration merely rehashed the issues already settled by the court.
“Accordingly, the finality of the resolutions upholding the constitutionality of the 16 Cityhood Laws now absolutely warrants the granting of respondents’ Motion for Entry of Judgment,” the SC ruled.
In its April 12, 2011 resolution, the SC reiterated that the 16 cityhood laws were not violative of the Constitution and the Local Government Code.
“We should not ever lose sight of the fact that the 16 cities covered by the Cityhood Laws not only had conversion bills pending during the 11th Congress, but have also complied with the requirements of the LGC prescribed prior to its amendment by R.A. No. 9009:cheers::cheers::cheers:. Congress undeniably gave these cities all the considerations that justice and fair play demanded. Hence, this Court should do no less by stamping its imprimatur to the clear and unmistakable legislative intent and by duly recognizing the certain collective wisdom of Congress,” the SC said.

PAOAY, ILOCOS NORTE—About 60 hectares government-owned timberland in this sand dune town of Paoay is being eyed by Korean nationals as a possible site for a solar power plant project.
On June 21, top Korean investors visited Ilocos Norte province to finally set up the proposed solar project. A week earlier, technical personnel of a Korean company inspected the sand dunes area of Paoay as a feasible site for the solar project that is expected to harness about 60 megawatt of solar energy, which will be distributed by the Ilocos Norte Electric Cooperative to its member-consumers.
Lawyer Hermie Labayog in his capacity as provincial assessor of the Ilocos Norte provincial government said they have presented at least four possible sites for the solar project such as in Batac City and in the municipalities of Badoc, Batac, Piddig and Paoay but it appears that Korean investors were impressed of Paoay’s solar energy potential, which was first presented to them.
In Suba, the provincial assessor’s office was able to indentify 800 hectares for the big solar project. Aside from the solar energy plant project, Labayog added that Koreans are also exploring other business opportunities here as they plan to bring in some Korean students to learn English in top universities here.

The agreement was signed on the same day former first lady now Leyte Rep. Imelda Marcos celebrated her 82nd birthday.

Gov. Gwendolyn Garcia and Gov. Imee Marcos, Imelda’s daughter, signed the two-page sisterhood pact that spoke of a “lasting and enduring friendship and cooperation” between the two provinces.
Cebu’s art and tourism sectors topped the list of areas where Ilocos Norte wants to learn from Cebu.
Imee confirmed her attendance to the One Cebu Expo in August and said she will bring with her mayors and Ilocos Norte’s Provincial Board (PB).
She said the first thing to do after signing the memorandum of agreement is to visit Cebu. She said she will check out Cebu’s “world–class designed furniture and shell crafts.”
She said she will also go shopping in Cebu, something she said she learned from her mother.
Imelda was among those who witnessed the signing, along with their local officials and 14 mayors of Cebu, headed by Garcia’s brother, Dumanjug Mayor Nelson Garcia. Garcia heads the League of Municipalities.
Cebu PB Members Peter John Calderon, Wilfredo Caminero and Thaddeu Ouano were with Garcia in the trip to Ilocos.
Garcia said Cebu’s officials can learn from Ilocos about renewable energy and how Cebu can attract investors in this field.
She said right now, it’s new and may be costly. But she said there’s a system that does not necessarily pass on to the consumer the actual generation cost per kilowatt hour basis to consumers.
Governor Garcia said their love for culture and heritage are two things she and Imee shared.
Imee said she will also invite Cebuanos to visit Ilocos. She said Cebu’s airport is better than the ones in Ilocos.
She said they have an airport management that is cancelling flights because of the conflict between Philippines and China over the Spratlys.
Asked if the sisterhood agreement means the Marcoses will help Garcia if she runs for a national post, Imee said Ilocos Norte has been known for its solid vote, and that the Senate needs more women.
“Madali kaming kausap (We are easy to talk to),” she said.
Sen. Bongbong Marcos introduced Garcia as adopted Ilocana during the birthday lunch of her mother for Cebu’s guests, their family and friends at the Plaza del Norte in Laoag City.
Imelda and Garcia, in their speeches mentioned, “One Cebu, One Ilocos and One Philippines.”

JG Summit Holdings Inc. said it is eyeing airport projects that are set for auction under the Aquino administration’s Public-Private Partnership scheme.
“We are reviewing all the PPP projects, primarily in the airport projects where we have expertise,” Lance Gokongwei, president and chief operating officer of JG Summit told reporters.
The conglomerate’s airline unit, Cebu Pacific, operates at the Ninoy Aquino International Airport Terminal 3.
The government plans to privatize the operation and maintenance of the NAIA Terminal 3 and the Diosdado Macapagal International Airport.
Other projects are the P4.6 billion Puerto Princesa Airport, P8.7 billion Laguindingan Airport Development; P6.6 billion New Legaspi Airport Development. P9.9 billion New Zamboanga Airport Development, P6.9 billion Panglao Airport, P5.5 billion Laoag International Airport Upgrading, P4.7 billion Alaminos Airport Development, P3 billion City Air Terminal Development for Clark International Airport, and P2.5 billion Mactan-Cebu International Airport Terminal Building Expansion.
Gokongwei said JG Summit is looking at other projects that the government will bid out under the PPP initiative.
“We have to look at every opportunity and make a decision,” he said.
Under the PPP, the government estimated it would require up to P739.78 billion in investments in the next six years.
The 10 PPP infrastructure projects lined up for this year include the P70-billion South Extension of the Light Right Transit Line 1, P11.3-billion East Extension of LRT 2, P7.7-billion Privatization of LRT 1, P6.3-billion Privatization of the Metro Rail Transit Line 3, P11.8-billion Cavite-Laguna Expressway, and P10.6 billion second phase of the Ninoy Aquino International Airport Expressway.
In the first quarter, JG Summit posted a net income from equity holders of the parent of P2.78 billion, down 36.9 percent from the P4.41 billion in the same period last year.
Consolidated revenues rose 14.1 percent from P29.73 billion to P33.93 billion because of the strong performance of all business units.
JG Summit shares rose to P26.90 on Tuesday from P26.50 previously.

The provincial government decided to hold the festival this month in recognition of the increased production of dragon fruits, which has given farmers an additional source of income.
Some dragon fruit plantations in the province cover as much as 38 hectares.
By means of such a festival, many people will be aware of the dragon fruit, which may possibly increase sales not only in the province but in the rest of the country.
At the Dragon Fruit Festival, a cooking festival was held to show how the fruit can be used to make sisig, different kinds of dessert, salad, and other dishes.
Organizers believe the cookfest can show the versatility of the dragon fruit.

LAOAG CITY, July 14 (PIA) -- Laoag Mayor Michael Fariñas once described the proposed improvement of the city general hospital as primarily designed to provide a modern care facility for ordinary citizens while the grandeur that the structure will exude was secondary.
But last July 8 when the government facility was unveiled, the once obscure city hospital gave residents both: an imposing five-story, 120-bed hospital that is equipped with state-of-the-art hospital facilities.
The modern hospital initially offers out-patient and emergency services, laboratory examinations, and pharmacy needs. Its full operation is expected before the year ends.
The P350-million hospital is Fariñas’ promise to Laoag residents when he began his term in 2004. He is now on his last and final term as mayor.
“This one last ride, I suppose, will be a bit easier. The struggles have been surpassed,” he said noting that he started to push for the hospital’s improvement since 2002.
Fariñas fought for the hospital’s upgrading due to the rising demand for quality yet affordable health care in the provinces that are operated by the government.
Back then, Fariñas was able to seal a deal with the Japan International Cooperation Agency for a grant package to improve the existing hospital. The grant was later diverted to another government hospital when the mayor failed to get the provincial government's endorsement.
Former Governor Michael Keon also went to court to block the construction noting that another hospital will pose undue competition to the existing provincial hospital.
The city government eventually got the approval of the Department of Health and the hospital's groundbreaking pushed through in 2009.
Fariñas, who is on his last term as mayor, said the hospital’s operation will also provide more jobs to health personnel with the initial hiring of more than 150 medical and administrative staff. (ANL/CCA-PIA 1 Ilocos Norte)

LAOAG CITY, July 15 (PIA) -- Officials are rebranding Ilocos tourism as a home for family getaways and to those looking to have a feel of the Ilocano lifestyle.
Ilocos Norte Governor Imee Marcos said the loss of international flights has been providential because it paved the way for a shift in tourism landscape from a casino town to one that is family-oriented.
“The loss of profitable international flights has been a wake-up call for the province. We took a hard-headed look at the old casino-dependent model and, for the first time, develop a multi-faceted, family-driven tourism of sand and wind sports adventure, heritage and gastro-tourism,” she said.
The provincial government has been building facilities that service domestic and international tourism from rebranding the Museo Iloco, the province’s center for culture and heritage, as a food and retail outlet and improving existing tourism facilities such as the Malacañang of the North and the Ilocos Norte Hotel and Convention Center now named Plaza del Norte. A duty-free shop, which was formerly housed at the Fort Ilocandia resort, re-opened in June and has now a new home at the Laoag airport.
A two-storey food and retail joint has been completed beside the Museo Iloco and ready for occupancy while a tourism master plan is in the works with the establishment of a souvenir arcade that will line the world heritage structure Paoay church in Paoay town.
“We seek to provide investors and tourists with the unique Ilocano lifestyle,” Marcos said.
She said domestic tourism during the summer season reflected an increase in hotel occupancy of about 300 percent.
Tourism officials are sustaining marketing efforts to capture more tourist exchanges between Cebu and Camarines Sur which both signed sisterhood pacts with Ilocos Norte.
The Laoag International Airport used to service international flights from China and Taiwan which carries passengers that mostly come to this city for rest and recreation and to play at the casino housed at the Fort Ilocandia Resort Hotel.
Flights to and from Hong Kong pulled out from Laoag at the height of the Manila hostage crisis which killed and injured Hong Kong nationals.
Ronald Estabillo, Laoag Airport manager, said only Air Macau carries international travelers to Laoag through its chartered flights that resumed in June.
“For July, around 17 Macau flights have entered and exited Laoag. Bookings for this route could be done through its charterer,” he said.

LAOAG CITY, July 18 (PIA) -- A panel discussion on President Benigno Aquino III’s two executive orders both promoting the liberation of the country’s aviation industry is set on July 22 here with representatives of the regional tourism sector and other stakeholders in attendance.
President Aquino issued Executive Order No. 28 reorganizing the Philippine Air Negotiating Panel and the Philippine Consultation Panel and Executive Order No. 29, authorizing the Civil Aeronautics Board and the Philippine Air Panels to pursue more aggressively the International Civil Aviation Liberalization Policy in March.
The President issued both orders to benefit tourism, trade and investment.
The day-long panel discussion will focus on the development of regional tourism with tourists accessing the destinations through the airport hubs.
The discussion will be led by lawyer Jose Claro Tesoro, former board member of the Civil Aeronautics Board, with the support of the Ilocos Norte Convention and Visitors’ Bureau.
Martin Valera, Ilocos Tourism Regional Director, said the forum will help clarify the executive orders’ provisions and how the orders will affect tourism in Ilocos Norte.
President Aquino had said that the orders reaffirm his commitment to pursue policies that will promote tourism and spur investment in the country.
The President added that Malacañang's goal is to provide a competitive environment for the airline industry by allowing foreign airlines to come in.
“More airlines mean more choices for flyers, and, consequently, lower fares and better services to entice the flying public,” the President said. (JCR/CCA-PIA 1 Ilocos Norte)

LAOAG CITY - The cancellation of international flights from Chinese territories became a boon to this province, leading to a changing tourism landscape, from a casino town to one that is focused on family getaways and tourists looking to have a feel of the Ilocano lifestyle.
The Laoag International Airport used to service international flights from China and Taiwan which ferry passengers who mostly come to this city for rest and recreation and to play at the casino housed at the Fort Ilocandia Resort Hotel.
Flights to and from Hong Kong pulled out from Laoag at the height of the Manila hostage crisis last year where Hong Kong tourists were killed and injured.
Ronald Estabillo, Laoag airport manager, said only Air Macau carries international travelers to Laoag through its chartered flights that resumed in June. He said 17 Macau flights entered and left Laoag this month.
Domestic flights from Metro Manila, however, filled the gap with the entry of at least 300 tourists that make their way to Laoag every day through Philippine Airlines and Cebu Pacific, records from the Department of Tourism showed.
Ilocos Norte Gov. Imee Marcos said Ilocos tourism suffered last year due to the international flights’ stoppage.
“The loss of profitable international flights has been a wake-up call for the province. We took a hardheaded look at the old casino-dependent model and, for the first time, developed a multifaceted, family-driven tourism of sand and wind sports adventure, heritage and ‘gastrotourism,’” she said.
The provincial government has been building facilities that service domestic and international tourism from rebranding the Museo Iloco, the province’s center for culture and heritage, as a food and retail outlet, and improving existing tourism facilities such as the Malacañang of the North and the Ilocos Norte Hotel and Convention Center, now renamed Plaza del Norte.
A duty-free shop, which used to be located at the Fort Ilocandia resort, reopened in June and now has a new home at the Laoag airport.
A two-story food and retail joint has been completed beside the Museo Iloco and is now ready for occupancy while a tourism master plan is in the works with the establishment of a souvenir arcade that will showcase the world heritage structure Paoay Church in Paoay town.
“We seek to provide investors and tourists with the unique Ilocano lifestyle,” Marcos said.
She said domestic tourism during the summer season reflected an increase in hotel occupancy of about 300 percent.
Tourism officials are also sustaining marketing efforts to capture more tourist exchanges between Cebu and Camarines Sur, which both signed sisterhood agreements with Ilocos Norte.

gr8-one August 2nd, 2011, 04:17 AM MANILA, Philippines - The Department of Agriculture is joining hands with Ilocos region farmers and local officials to revive the country’s garlic (bawang) industry that has slumped in recent years due to the influx of cheap imports.
Agriculture Secretary Proceso J. Alcala said the DA will spearhead a consultative meeting next month involving farmers, local chief executives and other stakeholders to flesh out strategies to revive the industry.
The garlic industry roadmap will form part of the proposed medium-term Ilocos Norte agriculture and fishery master development plan, which the DA will also help craft in partnership with concerned provincial and municipal officials, farmers, fishers, and the private sector.
Alcala issued the call during a farmers’ forum at Mariano Marcos State University (MMSU), in Batac, Ilocos Norte, attended by 2,000 farmers, fishers, rural entrepreneurs, students and local officials, led by Ilocos Norte Governor Imee R. Marcos, Ilocos Norte Rep. Rodolfo Fariñas, and Batac City Mayor Jeffrey Nalupta. Also present were MMSU president Dr. Miriam Pascua, DA national rice program coordinator Dante Delima, DA-National Tobacco Administrator Edgardo Zaragoza, and DA-Bureau of Plant Industry director Clarito Barron.
During the three-hour forum and ‘town hall’ meeting at the MMSU theater and auditorium, Alcala approved an initial P25 million as DA’s counterpart to undertake several agricultural and fishery projects in Ilocos Norte.
He said reviving Ilocandia’s garlic industry could be done through strong and sustained cooperation among major industry players, as shown by the recent success of onion farmers particularly in Nueva Ecija, where the DA provided quality onion seed pieces, technical assistance and postharvest facilities worth P15 million to help prop up local production particularly in Bongabon and several onion-producing towns in Nueva Ecija.
Alcala said such assistance was coupled with the non-issuance of permit allowing importing of onion that would unduly compete with farmers’ local produce.
Alcala said the P15-million assistance to Nueva Ecija onion farmers was worth the investment as it generated more than P2 billion in sales and gross income, benefiting hundreds of farmers last dry season.
Similarly, he said the DA will invest needed funds and technical assistance to prop up the production of garlic, considered as ‘white gold’ by farmers, which in recent years has been declining.
Total garlic production during the last three years has decreased from 11,300 metric tons (MT) in 2008, to 10,500 MT in 2009 and 9,600 MT last year, according to estimates of the DA-Bureau of Agricultural Statistics (BAS). This was mainly due to less area planted to the crop, dwindling from 3,800 hectares (has) in 2008, 3,600 has in 2009 and 3,000 has last year.
As part of the P25-million commitment, the DA is allotting a total of P10 million for two small scale irrigation projects: construction of a small water impounding project (SWIP) worth P5 million, in Burgos, that could irrigate up to 800 hectares, benefiting 500 farm households; and repair of an irrigation system in Paoay, worth P5 million.
The DA will also establish five ‘hanger-type’ storage facilities for garlic, onions, as well as tobacco, in Badoc, and four other towns in Ilocos Norte, totalling P6.5 million, at P1.3 million each.
A P4 million worth municipal food terminal will be constructed in the town of Bacarra.
Other farm equipment and projects distributed and committed by the DA include the following:
• Fifteen pump and engine sets, totalling P1.17 million;
• Cold storage facility for Laoag City, P825,000;
• Various farm equipment (reaper, hand tractor, thresher) and registered rice seeds to various Irrigators Associations, totalling P410,000;
• Livestock raising projects to four 4-H clubs, P330,000;
• College stipend and book allowance for13 agriculture student-scholars at MMSU, at P19,500 each, totalling P253,500;
• Scholarship grants (including book allowance and monthly stipend) to an additional batch of 20 MMSU students, at least P100,000 per student for a four-year course. – DA Information Service
