Hehehe

I don't know the story yet I really rarely go to Robinsons. Maybe it's not really the story about Alice Dixson.

Fire razes 300 houses in Cavite (http://www.mb.com.ph/articles/249864/fire-razes-300-houses-cavite)

CAVITE CITY — Hundreds of families were rendered homeless when a two-hour fire razed at least 300 houses in a squatters’ neighborhood by the shore in Cavite City, Saturday.

Arson investigators said the 13th fire in the province this month was sparked by an unattended makeshift stove in Barangay Dalahican, a known area of Badjao settlers.

Senior Inspector Aldwin Salazar, fire ground commander, said the fire broke out at 7:03 a.m. and reached Task Force Alpha alarm before being put under control at 9:14 a.m.

Salazar said the fire spread quickly because of strong winds and the fact that the houses were made mostly of light materials.

He said it was the biggest fire to strike the city and the 37th in the list of the Bureau of Fire Protection (BFP) in Cavite this year.

Superintendent Sidney Gran, Cavite City police chief, said Mayor Bernardo Paredes mobilized a disaster response team that accommodated the fire victims at the Dalahican Elementary School compound.

BDO conducts SME seminar in Cavite
MANILA, March 28 (PNA) -- Banco De Oro (BDO) conducted recently a seminar on small and medium enterprises (SMEs) for its clients in Dasmarinas, Cavite.

Around 150 clients from Laguna and Cavite areas attended the business briefing which was held at the Orchard Golf & Country Club in Dasmarinas.

Dr. Eduardo Morato Jr., chairman, ACE Center of Entrepreneurship and Management Education, was the main speaker of the event. He talked about the simple approach to measuring working capital and financing needs of SMEs, how to determine their financing needs and manage their cash flows in simple and easy manner.

BDO also brought in as guest speaker Mamerta B. Purificacion, president of Antonina Industrial Corp. (AIC), who shared the success story of the company as a family business.

AIC, which started as a small homegrown business in Sta. Rosa City, Laguna, manufactures Milo, Nescafe, Maggi, Cerelac and Nestea packaging for Nestle Philippines, and is now one of the consumer giant's most awarded suppliers.

Other speakers at the forum were BDO vice president and chief market strategist Jonathan Ravelas, who gave a short economic situationer called "The Economy of Juan Dela Cruz," and Jaime Nasol, senior vice president for transaction banking group-cash management and e-banking, who discussed "Maximizing productivity and enhancing efficiency for small and medium-sized businesses."

Walter Wassmer, BDO's senior executive vice president for institutional banking group, ended the forum by letting the participants know how they can grow their business with BDO's help.

BDO president Nestor V. Tan, for his part, assured the “emerging corporates” of the bank's full support to their endeavors. He also led the forum's question-and-answer segment to address concerns and queries from the clients. (PNA)http://www.pna.gov.ph/index.php?idn=3&sid=&nid=3&rid=266786

NBI goes after killers of Cavite businesswoman

Manila Standard
March 29, 2010

The National Bureau of Investigation has launched a manhunt against eight murder suspects over the killing of a businesswoman in Cavite last year.

Wanted for murder are Ma. Teresita Hernandez Solis and her husband Crisostomo, Ana Maria Pacumio Sortijas, Paulino de Guzman, Roberto Antero and Napoleon Abad along with Jory Bendijo and Geronimo Riginding of Rosario.

Executive Judge Aurelio Icasiano Jr., of Trece Martires City Regional Trial Court Branch 29, issued a warrant of arrest without bail recommended.

The NBI Special Task Force chief Arnel Dalumpines said victim Dulce Jansuy Amin was gunned down by an assailant, later identified as De Guzman, around 5:30 p.m. on June 14, 2009, while aboard a Honda CRV in front of her house at 30 Firewood St., Sta. Cecilia Subdivision, Tanza. Amin was with daughters Czarina and Crysanthea.

Amin was pronounced dead on arrival at a nearby hospital, from gunshots to the neck, head and upper right extremities.

De Guzman escaped on a motorcycle (UU5241) driven by Antero.

The NBI said De Guzman was paid by the other suspects P120,000 for the job.

Records showed that Solis couple and Sortijas, who were involved in the scrap business, had been sued by the victim for issuing bounced checks.

Sortijas lost in the case. The victim was killed two days before the resumption of the July 16 hearing of the Solises suit. Macon Ramos Araneta

Road project gains cited, but fishing families unhappy (http://newsinfo.inquirer.net/inquirerheadlines/regions/view/20100406-262572/Road-project-gains-cited-but-fishing-families-unhappy)

By Kristine Felisse Mangunay
Philippine Daily Inquirer
First Posted 01:15:00 04/06/2010

Filed Under: Infrastructure, Fishing Industry, Fishing

A “GIFT” from President Gloria Macapagal-Arroyo to the people of Cavite may be a “curse” to fishing families that will be displaced once a road reclamation project in the province is completed before she steps down from office in June.

“It will not only kill our livelihood. The R-1 road project is also meant to remove us from fishing communities. Where will we go from here?” Trina Shavez of the Samahang Magdaragat ng Bacoor (SMBC) said in a statement.

Logistics hub

The seven-kilometer R-1 Expressway Extension Project will connect the Manila-Cavite Coastal Road in Bacoor town to Kawit town. It will continue four kilometers inland to Noveleta town.

The project is one of the components of Executive Order No. 629 issued by the President, which directs the Philippine Reclamation Authority to “convert Sangley Point in Cavite City into an international logistics hub.”

It involves the reclamation of 7,500 hectares of submerged public property and mangrove areas that will link Metro Manila to the towns and export zone factories along the coastlines of Cavite.

Demolition

Ms Arroyo described the R-1 extension as a gift to the province in groundbreaking ceremonies held in 2004.

“What will happen to us? We will lose our means of livelihood,” Rico Janaban of the militant Alyansa ng mga Magdaragat sa Bacoor Bay Inc. (AMBBI) said in Filipino. “We are against the project because this will mean the loss of our homes.”

Provincial planning officials have refused to disclose the number of families that would be affected by demolition operations, but the AMBBI and SMBC place it at 26,000 in the towns of Bacoor, Kawit, Binakayan and Noveleta, and in Cavite City.

In Bacoor, nine villages – Talaba 1 and 2, Maliksi 1 and 3, Kaingin, Digman, Tabing Dagat, Alima, and Sineguelasan – will likely be affected.

Eden Austria, provincial planning officer, said in a phone interview that the National Housing Authority had prepared a relocation site for the displaced residents, but they argued that it was too far from their fishing areas.

The people subsist mainly on oysters, crabs, mussels and fish that they catch in the Bacoor Bay. The relocation site, however, is inland, near the boundary of Tanza and Trece Martires City.

“If your means of livelihood is the sea and they relocate you to higher ground, how will you survive? Even if the residents are trained to do something else [to survive], fishing is still what they know best,” Talaba II barangay Chair Abito Mahilac said in Filipino.

Compensation

The Department of Public Works and Highways had promised P15,000 to every family that opted to be moved to Tanza and P20,000 to a family whose clam farms would be destroyed as a result of reclamation.

According to the AMBBI, only some 600 of its 1,000 member-families have been fully compensated.

While Mahilac and some residents acknowledge that the financial assistance would really help them build their lives anew, they stress that it still takes time to find a new means of livelihood.

“Why can’t we have a fishing village here so the residents’ livelihood will not be affected?” Mahilac asked in Filipino.

UEM Mara Philippine Corp., the R-1 extension project’s principal sponsor, dismissed the livelihood problems being aired by the militant groups and affected residents.

Jennifer Bote, the company’s executive vice president and general manager, said in a phone interview, that the project had, in fact, “improved the fisherfolk’s lives and sources of income.” The militants should be thanking the project instead, she added.

Environment

“Before, there were no reports of any livelihood there. The waters were so dirty, how could you even catch fish there?” Bote said.

But the groups are blaming the road project for diminished fish catch and the destruction of corals and mangroves in the area. Bacoor, for instance, has had to contend with flooding since the project took off, one resident said.

Provincial planning officials like Austria have repeatedly denied the charges.

Under Proclamation No. 2146 issued by then President Ferdinand Marcos, Bacoor is considered a watershed reserve area.

In February last year, Anakpawis party-list Rep. Rafael Mariano filed House Resolution No. 1004, urging the House committees on natural resources and ecology to investigate the effects of the ongoing construction of the R-1 extension.

“Unless they listen to us, we will continue to denounce the project,” one resident said in Filipino.

PHIVOLCS calms fears of Taal eruption after photos posted on FB
04/03/2010 | 10:48 PM
http://www.gmanews.tv/story/187647/phivolcs-calms-fears-of-taal-eruption-after-photos-posted-on-fb

Chief government volcanologist Renato Solidum assured the public that Taal Volcano was not erupting after tourists in Tagaytay reported seeing a fire inside one of the craters. Solidum said that there was no seismic activity monitored that would indicate an impending explosion.

One traveler posted pictures of a glowing Taal crater on GMANews.TV's Facebook fan page.

Contacted by GMANews.TV by phone late Saturday night, Director Solidum of the Philippine Institute of Volcanology and and Seismology (PHIVOLCS) said lava flows will always be accompanied by seismic activity in the volcano’s vicinity, and so far the agency has not monitored any.

Photos were posted on GMANews.TV’s Facebook fan page on Saturday evening, indicating lava-like activity in the Binintiang Malaki crater of Taal island, which is not Taal Volcano’s main crater.

http://farm5.static.flickr.com/4034/4486392577_d1aa5fdfe8.jpg
Lava flow-like activity glows on a part of the Taal volcanic island, taken on the evening of April 3, 2010, as posted by Carlo Miguel Saavedra on the GMANews.TV Facebook page. PHIVOLCS Director Renato Solidum says the agency has not monitored any seismic activity in the area, which will always accompany any lava flow.

At around 7 p.m. Saturday, Virgie Luvidece posted an inquiry asking, “Wala ba kayong update tungkol sa Taal volcano... sumasabog ito parang fountain.. maraming tourista ang kumukuha ng picture nito ngayon."

Carlo Miguel Saavedra also posted a picture showing a sizable fire in or near one of the craters, saying that it was around 6:30 p.m. when the volcano “started to show some magma flow over the side."

Solidum surmised that the glowing spots in the pictures might merely be local residents engaged in kaingin, or slash-and-burn clearing of slopes prior to planting, although he hastened to add that he has not seen the pictures yet.

A check with the PHIVOLCS website showed no recent activity report for Taal volcano.—JV/HS, GMANews.TV

Sta. Maria can rival Imus pero Bacoor or Gen Trias, no.

Dasmarinas City is richer than Bacoor. Dasmarinas City is the richest city/municipality in Cavite based on the latest Commission on Audit.

Mahihirapan ang Sta. MAria na tapatan ang Gen. Trias pwede ba Imus siguro. GEn Trias is the 2nd richest local unit in Cavite. I'm not sure nalimutan ko na yung nakalagay sa commision on Audit kung ano ang 3rd,4th,5th,6th pero pasok dun ang Bacoor,Imus,Carmona and Rosario

Dasmarinas City is also the most populous city/municipality in Cavite. pang 11 na nga sa buong Pilipinas. Paramihin pa ang mga tao! target 750,000 population in 2012-2015 para pwedeng maging 3 congretional districts in the near future

IMHO hindi na dapat lumaki masyado ang Dasma, ang liit lang ng land area natin. i don't want to see peaceful semi-rural barangays like Salawag and Paliparan I and II be too crowded like DBB in Poblacion. :( at saka, mas maraming tao, mas mahirap mag-provide ng basic needs.

which brings me back to my only wish this coming elections:kung sino man ang manalo, sana magpagawa na sila ng public HS sa Salawag.

Actually Bacoor and Dasma can already easily qualify to be classified as Highly Urbanized City based on its income and population. Being classified as HUC will mean more funds for the both units for its projects as it will no longer contribute to the coffers of the province.

This can be disputable because a good portion of Dasma's population goes out of the city to work in Metro Manila. Remember Cavite is the bedroom of MM. :)

I had been to Dasmariñas before it was proclaimed a city but I did not find such a thing as very densely populated even during the day...and more so during the night as some say,it is the bedroom of Metro Manila. Is it because the place is so big in land area that you can not find people concentrated in the downtown district alone?

- Yes, the city is quite big. 90.10 km2 (34.8 sq mi) - bigger than Imus and Bacoor.
- The population of 556,330 is scattered throughout the city. The areas of Dasma. Bagong Bayan are among the most densely populated.
- The way I see it, there is no single downtown district in Dasma. There are Dasma Bayan, Pala-Pala, Kadiwa area, etc.

so there, kalat ang mga tao kaya di obvious na malaki population.

IMUS is the capital of Cavite.
TRECE MARTIRES CITY is the seat of the provincial government.

On June 11, 1977, then President Ferdinand Marcos issued Presidential Decree No. 1163, which transferred the provincial capital of Cavite from Trece Martires City to Imus. There is no other enabling law after that specifies the capital of Cavite, but the seat of the provincial government has been moved back to Trece Martires in 1979.

Imus is capital of Cavite — Maliksi
By ANTHONY GIRON
June 5, 2009, 9:19pm

Imus town is the officially designated provincial capital of Cavite, not Trece Martires City, declared Imus Mayor Emmanuel L. Maliksi Friday.

"By law, Imus is the official capital of Cavite," said Maliksi, a son of Governor Erineo S. Maliksi. The older Maliksi holds office at the provincial capitol in Trece Martires City.

The mayor’s statement sought to clarify conflicting reports on the issue.

Records showed that Presidential Decree 1163, issued by President Ferdinand Marcos on June 11, 1977, declared Imus as the capital of Cavite instead of Trece Martires.

However, the provincial capitol or seat of government was moved to Trece Martires in 1979, although there is no enabling law for such move.

To this day, many officials and residents, including mayors and students, think that the capital of Cavite is Trece Martires City.

Cavite City also became a capital of the province once, it was gathered.

Imus, a first-class municipality, has 98 barangays (villages) and a population of more or less 300,000, and is bigger in land area than Trece Martires, a third-class municipality. Trece Martires has 13 barangays and a population of about 100,000.

Imus is also known as the Flag Capital of the Philippines since it was in the Battle of Imus (September 3, 1896) and the Battle of Alapan (May 28, 1898) that the Philippine flag was known to have been first flown.

Cavite is known as the cradle of Philippine democracy and the birth of the country's independence.

Recent confusion about the capital of Cavite stated when a host of a popular noontime game show said that the designated capital of the province is Imus and not Trece Martires City, which was the answer of one of the show contestants.

Roxaco invests P600M in upscale resort project in Tagaytay
THE ROXAS GROUP is investing P600 million in an upscale resort community in Tagaytay City, to take advantage of tourism opportunities in one of the country’s most popular leisure spots.

Roxaco Land Corp. (Roxaco), the property unit of listed holding firm Roxas and Company Inc. (RCI), has tied up with VJ Properties Inc. (VJPI) to develop Anya Resort and Residences, a six-hectare boutique development in Tagaytay.

Roxaco will invest in the development of the residential lots, resort facilities and spa and restaurants, the company said yesterday in a statement.

The resort community will offer amenities such as a destination pool, health gym, and spa facilities for both residents and guests.

The residential phase is expected to be launched later this year.

Inspired by Asian tropical design, Anya’s blueprint offers "spacious and fenceless landscape in a quiet and peaceful setting, which is perfect for de-stressing after a hectic workweek,” the statement said.

“The calming ambience of tropical Asia coupled with Tagaytay’s all-year cool and crisp weather make the perfect weekend home for families living a fast-paced city life,” said Roxaco senior vice president Santiago Elizalde.

Roxaco and VJPI will have 48 open lots available for sale. As an added feature, buyers can choose from three signature home designs that feature tropical Asian architecture.

The open lots have an average area of 450 square meters.

“Resorts normally only provide serviced accommodations to guests and not to residents, but we thought differently. By extending full-serviced facilities to our residents, we truly live by our vision of redefining second home living through a luxurious, stress-free and hassle-free atmosphere,” Elizalde said.

Established in 1988, Roxaco’s developments range from first-class residential resort communities to open-lot residential subdivisions mostly in western Batangas, either in partnership with other property developers and landowners or as sole developer.

Its projects include Peninsula De Punta Fuego, Terrazas De Punta Fuego and Club Punta Fuego, all in partnership with Landco Pacific Corp.http://business.inquirer.net/money/topstories/view/20100518-270754/Roxaco-invests-P600M-in-upscale-resort-project-in-Tagaytay

I just noticed though, Central Cavite (Trece, Dasma, GMA, etc) is more of a cogonales or "savannah" type of vegetation. Going upland, its the tropical rain forest. By the time it reaches Tagaytay, its back to bushy vegetation.

Tagayatay should plant more trees.

Seems to me temperature in Tagaytay is similar with Silang.

Tagaytay should be colder.

Agree. There was no breeze this weekend and I had to use a/c to cool off. There's only about 6 days a year where I have to use a/c in Tagaytay and this weekend, we had it on for the weekend. And Tagaytay should have better urban planning. We don't want it to be a disaster like Baguio.

^To me it is already treading the footsteps of Baguio and I think the deterioration has begun about a decade ago. Now more trees were cut, and in their place are large condo units. The volcano can no longer be viewed from the highway (almost?)...

Have you been through Tagaytay-Sta.Rosa road? I feel Brgy. Tartaria in Silang gets cooler weather than Tagaytay these days (NOTE: its just a feeling). :)

After eight days, the joint session on canvassing ends its committee session with Senator Benigno “Noynoy” Aquino III emerging as winner with 15,208,678 votes for the presidential race.

Former president Joseph Estrada lagged with 9, 487, 837.

Although unofficially proclaimed, Makati Mayor Jejomar Binay also have sealed his win with 14, 645, 574 votes, with over 700,000 vote lead over his closest rival, Senator Mar Roxas.

Aquino and Binay are expected to be proclaimed before the joint Congress on Wednesday.

House Speaker Prospero Nograles allayed fears that a proclamation might not push should there be lack of quorum.

“We think everybody is excited for this historic event. I don’t foresee any quorum problem,” Nograles told reporters after the canvassing ended past 4 pm.

Senate president Juan Ponce Enrile also called on his colleagues to “rise above ourselves.”

“Let’s respect the will of the people and follow the rule of law,” said Enrile.

Nograles explained the process for the proclamation would start with the submission of a report and somebody has to sponsor it. The call for a vote, via Ayes and Nays, will follow.

“After the voting, we will allow anybody who would want to make any manifestation,” said Nograles.

Enrile said they have yet to make a formal invitation to Aquino and Binay but call for their presence have been coursed through their lawyers and party-mates.

“They know the time, they know the day, they know the hour. We expect to have them,” said Enrile.

Nograles said a holding room will be prepared for the two.

After sealing his win in the vice presidential race, Makati Mayor Jejomar Binay has thanked Senator Francis “Chiz” Escudero and his supporters.

“My warm thanks to my friend and kumpare Sen. Chiz Escudero for his guidance and help,” Binay said in a statement after the Joint Congress sitting as National Bard of Canvassers finished the canvassing of votes for the 2010 elections.

Escudero’s endorsement apparently gave Binay the big lead in surveys in the latter part of the campaign.

At the same time, Binay thanked his ‘mentors,’ former president Cory Aquino, Fernando Poe Jr., and former president Joseph Estrada whom he said have “inspired [me] to serve our people.”

“I would like to thank my fellow Filipinos who gave their wholehearted support. Rest assured that I will do my best to reciprocate your trust,” he added.

Binay also expressed gratitude to his family, APO fraternity mates, mayors and local

officials, and his volunteers who carried out his campaign.

“I look forward to working with our next President. I believe bother President-elect

Nynyo Aquino andI share the same aspiration of improving the lives of our people,” said Binay.

San ba itatayo yan Dasma Commercial Complex?

@walden, ganda ng mga pics.

Dasma is more of sub-urban.

Yung Aguinaldo Highway lang from Bacoor-Dasma.

In terms of urbanization, yes. They're 90-100% urbanized according to what I read somewhere.

General Trias is also progressive. It's considered the 'Next Big Thing of Calabarzon' by the provincial government. Mukhang eto susunod sa yapak ng Dasma.

Galing ng Cavite no? :D

It's all because of Cavite's 2nd Revolution (Industrialization) during the 90's. Dumami ang subdivisions & factories.

pinakamatindi? I think mas mahalaga to.

'Cabuyao, Cainta, Bacoor, Imus, Taytay and others have locally generated income of more than P100 million but they chose not to apply for cityhood and remain as municipalities. from: LCP welcomes two new cities (May 27, 2010)
http://www.journal.com.ph/index.php/top-stories/10432-lcp-welcomes-two-new-cities-.html

DASMARIÑAS and Biñan cities became the newest members of the League of Cities of the Philippines after the ratification of their cityhood laws in a plebiscite conducted on November 25, 2009 and February 2, 2010, respectively. With the inclusion of the two cities, the league now has a total of 122 member-cities.

Responding to the allegations that the league is greedy and insensitive to the aspirations of other municipalities that dream to become cities, Mayor Benjamin C. Abalos Jr., league president, said that the membership of Dasmariñas and Biñan cities in the league is an affirmation of its stand on the creation of cities.

“The LCP is not against any initiative on the part of a municipality to be converted into a city. However, what we strongly object to is the conversion of a municipality that is not yet, by itself, prepared to become a city,” said Mayor Abalos.

Abalos added that there were seven municipalities (Taguig, Sta. Rosa, Meycauayan, Navotas, San Juan, Dasmariñas and Biñan) which have been converted into cities after the passage of RA 9009. The League of Cities of the Philippines did not object to their creation considering that they satisfied the requirements of RA 9009.

“In fact, when the 16 cityhood laws were taken up and deliberated in Congress, the cityhood laws of San Juan and Navotas were also being deliberated. All these cityhood laws were approved during the same period. But we did not oppose Navotas and San Juan because we knew that they are more than qualified to become cities,” Mayor Abalos said.

Mayor Abalos also cited examples of municipalities having a locally-generated income of P100 million. “Cabuyao, Cainta, Bacoor, Imus, Taytay and others have locally generated income of more than P100 million but they chose not to apply for cityhood and remain as municipalities. In fact, our data shows that there are 15 municipalities qualified to become cities.”

Meanwhile, Mayor Abalos remained hopeful that the Supreme Court will grant the motion for reconsideration filed by the League of Cities on Jan 5, 2010 asking the court to reconsider its December 21, 2009 decision on the LCP Cityhood case.

Several cities also filed their supplemental motion for reconsideration asking also for the reconsideration of the said December 21, 2009 decision.

The following list draws from the most recent data available (2008) from the Bureau of Local Government Finance (http://www.blgf.gov.ph). There are 175 municipalities out of 1,496 (or 11.7%) that have incomes above PhP 20 million, which was the old income requirement for cityhood. Also included are cities that have posted local incomes lower than PhP 100 million in 2008, for comparison.

Without adjusting for inflation since 2000, there are only 21 municipalities that have met the PhP 100 million local income requirement. Of these, just 19 are eligible for cityhood, because Bauan (Batangas) and Carmona (Cavite) do not meet either the 150,000 population requirement or the 100-sq. km. land area requirement as mandated by current laws.

All the 19 municipalities eligible for cityhood come from either Region III or IV-A. In the top 40 (municipalities with local incomes above PhP 60 million), only 7 come from outside these two regions.

The column "Dependence on own income" is the percentage of the LGU's locally-sourced income as a part of its total income. A high percentage means that the LGU relies heavily on its own revenue collections rather than being dependent on funds from the national government. The most self-reliant municipality is Carmona, with 78.97% of its income actually coming from its own coffers.
A low percentage means that the LGU is mainly being propped up by taxpayer (your) money. Many of the underperforming cities (especially those from the so-called "League of 16") have very low rates of dependence on their own locally-sourced incomes - many under 10%!

What are your thoughts on the matter? Is it justifiable that taxpayer money is being spent on LGUs that don't necessarily perform as well as they should? How do you propose we correct the current system of IRA sharing?
