You should consider Smartdraw (http://www.smartdraw.com/examples/view/index.aspx?catID=.Examples.SmartDraw.Flyers_%26_Certificates) if all you want is flyers.

You should use Illustrator, not Photoshop.

I use Paint Shop Pro, which does my head in, but it's free at work so I can't really complain too much...

You should use InDesign or QuarkXPress. Do your image work in Photoshop or Illustrator, or even Flash if you are that way inclined... then import the image into one of the two above mentioned apps. Do all your typesetting in ID or QXP and you are sorted. (If you can stretch to it get Adobe CS3, and you'll have everything you'll ever need. I used to own a successful ad agency so you can trust me honest :) )

I wouldnt bother with Quark or InDesign just to create flyers. Illustrator can do the job from start to finish and it is vector based, so all your type will be pin sharp, as opposed to type generated in Photoshop which will be of lesser quality.

Of course, if you are going to do any other print-based projects other than flyers, then you should get onto Quark.

I love the recommendations for Photoshop and Illustrator without giving any thought about the steep learning curve.
