Works of two pond parks are underway in Dubai's Al Qusais 3 and Al Qouz 2 areas as part of Dubai Municipality's plans to increase green areas and provide more recreational facilities to residents. The projects, worth a total of Dhs42.6 million, are expected to be ready by April 2008.
Essa Al Maidour, Assistant Director General of Dubai Municipality for General Projects Affairs, said the "pond parks" are being set up in order to turn vast areas around storm-water collection ponds into recreational areas where the area's residents can relax and unwind.
"Private investors will be invited to operate facilities in the 'pond parks' including boating, internet cafes, restaurants, games and other entertainment facilities. The Municipality will maintain the park but their facilities will be outsourced," Al Maidour said.
He said at least two more such parks are planned in various parts of the emirate including Al Barsha and An-Nahda.
Al Maidour said the Al Qusais Pond Park, with a total area of 17 hectors and costing Dhs26.78 million, would have three segments with the first one called as the "pond area" which will consist of a 2-kilometer long and 3-meter wide jogging track around the pond, ticket-counter to enter games and facilities area, and shaded sitting areas. The pond will be fenced so as to ensure safety of the visitors, especially children. Colourful water fountains will be set up inside the pond, and there will be colourful lighting in and around the park area to give an aesthetic ambience.
The second segment will be the main park area that will consist of separate play areas for children in the age groups of 2-5 years and 6-12 years. There will be walkways and shaded sitting areas in this segment. Another important feature in this area will be a 3-meter high slope area which offers a nice view of the pond and which can be used for holding special ceremonies including student picnics. There will be a 1.4 km long jogging track in this section as well that can be used by students and others to organise race contests. Various types of trees, plants, seasonal flowers, grass and groundcovers will be used to green this section, he explained.
The third segment is a fenced play-ground for adults, which consists of a grass playground and a sandy playground for football, two tennis courts, a basketball ground and a beach volleyball ground.
The Al Qouz Pond Park, which is being set up at a total area of 7.62 hectors and would cost Dhs15.8 million, main piazzas with pergola, shaded areas, walkways, jogging track, children's play grounds, football and volleyball fields, green areas, plants, ground-covers and a lot of flowers.
It is worth mentioning that Dubai Municipality's Strategic Plan for 2007-2011 seeks to increase the per capita green area to 23.4 square meter and the cultivated land in urban areas of Dubai to 3.15 per cent by 2011.

Dubai Municipality is currently undertaking four different projects worth Dhs53.5 million that will enable the civic body to offer better services to the city's residents. They include a Dhs27 million Pond Park in Al Qusais 2, a Dhs10 million Neighbourhood Park in Mirdif, a Dhs12 million expansion project for Dubai Sports and Cultural Club, and a Dhs4.5 million animal quarantine centre in Al Khawaneej.
Eng. Rashad Bukhash, Director of the General Projects Department, and Abdullah Ahmed Al Najjar, Head of the Projects Construction Section at the department, have paid a visit to the projects' sites recently and said works of the projects are expected to be completed this year.
Bukhash noted that the Pond Park in Al Qusais 2 is a new generation park which is built as part of Dubai Municipality's plans to increase green areas and provide more recreational facilities to the residents of various areas.
"The project, which is expected to be completed by May 2008, is one of a series of pond parks that are being developed to turn vast areas around storm-water collection ponds into recreational areas where the residents can relax unwind. Private investors will be invited to operate facilities in the 'pond park' including boating, internet cafes, restaurants, games and other entertainment facilities. The Municipality will maintain the park but their facilities will be outsourced," he said.
There will be a hilly area of 3-meters high overlooking the pond, a jogging track, play-grounds for children of various age groups, and boating facilities. A large variety of plants and flowers are being used to create a beautiful landscape in the area, he said.
The Dhs10 million neighbourhood park in Mirdif, with a total area of 1.55 hectors, is expected to be completed by the end of February 2008.
Bukhash said the park would meet requirements of the area's residents for recreational facilities. Palm trees will be planted to provide shade, and different types of shrubs and flowers will form a colourful ambiance.
He added that the park would include several facilities and features such as play grounds for children of various age groups, a main play area consisting of football, basketball, volley-ball, and tennis courts, a main plaza with shaded sitting areas, and a vast green area.
"In designing the park, we have taken into consideration requirements of the people of special needs," he said.
The park would have a dedicated section for children in the age-groups of 2-5 and 6-12 years to play various games. Adults can perform their favourite sports in a fence-separated play ground. There will be a 325 meter long jogging track in the park.
He noted that the civic body is aiming at providing 2.5 square meters of greenery, 1.5 square meters of play-ground and 1.5 square meters of community facility to each individual.
"In general, the greenery strategy of Dubai Municipality aims at providing 5.5 square meters of recreational facility to every individual in the emirate," Bukhash said.
The Dhs12 million expansion of Dubai Cultural and Sports Club involves construction of a stadium with a capacity of 3300 spectators, changing rooms for players, entry gates, mechanical control rooms and service rooms. This project is expected to be completed by June 2008.
The Dhs4.5 million animal quarantine centre is set up in Al Khawaneej as part of an extension of services of the Public Health Department's Veterinary Clinic in the area.

DM undertakes 109 landscape projects at a cost of Dhs463 million

Dubai Municipality has announced that it will undertake this year 109 landscape and beautification projects worth Dhs463 million which will include development of the existing six public parks, setting up of 21 neighbourhood parks, 23 community facilities, four Ponds Parks and several other beautification projects.
This was revealed by Eng. Rashad Bukhash, Director of General Projects Department, while addressing GLADAC 2008, the first Gulf Landscape Architecture and Design Awards Conference, which was held on Monday at the Conference Centre of Knowledge Village.
He said the upcoming projects would add a total of 113 hectors of greenery to the urban landscape and would include several beautification projects for different areas across the city in line with the Strategic Plan for Dubai Municipality (2007-2011) which seeks to increase the per capita share of greenery to 23.4 square meter and raise the total area of cultivated land to 3.15 per cent of the total urban land by 2011.
Bukhash added that expansion of public parks would cover all the six existing parks i.e. Jumeirah Beach Park which was originally built in 1990 with a total area of 52 hectors at a cost of Dhs31 million, Mushrif Park (1992, 525 hectors, Dhs66 million), Creek Park (1994, 96 hectors, Dhs172 million), Safa Park (1975, expanded in 1992, 64 hectors, Dhs56 million), Mamzar Park (1996, 90 hectors, Dhs56 million), and Zabeel Park (2005, 52 hectors, Dhs180 million).
The new neighbourhood parks, which would include facilities such as jogging track, play-grounds for a variety of games, water features, walkways, shaded sitting areas, include Safouh Park (cost Dhs12 million, area: 2.1 hectors), Mirdif 3 Park (Dhs10 million, 2.3 hectors), Mizhar 2 Park (Dhs10 million, 1.7 hectors), Nad Al Sheba Park (Dhs8 million, 9537 square meters), Al Barsha Pond Park (Dhs2.7 million, 6.7 hectors), and Qusais Pond Park (Dhs5.5 million, 4.7 hectors).
The new community facilities, which will include sports courts for football, tennis, basketball and volleyball apart from soft landscape, walkways, shaded sitting areas, and children's play areas, are coming up in Al Qusais 3 (Dhs1.2 million), Nad Al Hamr (Dhs2.3 million), and Abu Hail (Dhs1 million).
Other beautification projects include the Port Saeed Plaza at a cost of Dhs12 million.
Dr. Diane Menzies, President of the International Federation of Landscape Architects (IFLA), which organised the event in a Gulf city for the first time, Ingrid Duchhart, Senior Lecturer at Department of Landscape Architecture of Wageningen University, Amsterdam, and Alfonoso Vegara, ISoCarp Former President, also addressed the audience.
The conference brought together presidents, vice presidents & senior executives from world-renowned organisations as well as an audience of up to 200 industry-related professionals and delegates hailing from all corners of the globe.
Bukhash said the conference was highly beneficial for all participants, including those from Dubai Municipality, a great opportunity to learn and exchange expert knowledge in the field of landscape architecture and design as well as to highlight the importance of spatial design and landscape planning in the city.
"We, at Dubai Municipality, are pleased to associate ourselves with IFLA in organising this prestigious event for the first time in the region," said Bukhash.
Dr. Menzies said GLADAC 2008 recognized the landscape architecture industry’s immense growth and development within Dubai, the UAE and the GCC region.
"This event marks an historic first for the Middle East region. IFLA, in partnership with Dubai Municipality, is proud to bring some 35 eminent speakers in the field of landscape architecture including senior officials of the UN, IFLA, UN-Habitat, Union of International Architects, the UNESCO, the Council for Education in Landscape Architecture, Crisis Group International, ISOCARP, as well as presidents of international landscape architect associations from America, Europe, UK, South Africa, Far East, India and Australia. Apart from them, parliament dignitaries from Malawi, South Africa, and Kenya, professors from faculties of landscape architecture of major global universities including King Saud University of Saudi Arabia. Also taking part are renowned landscape architects from the Middle East, Europe, Asia-Pacific, Australia, the Americas and Africa.
"As global environmental and development issues are impacting the face of landscape we need professionals and professional bodies to make sure that the stewardship of the Earth is maintained for the better. The relationship between IFLA and the local associations can drive educational, environmental, heritage, cultural and conservation issues in all landscape matters and we welcome the opportunity of helping in this region," she said.
Dr. Menzies added that the UAE and GCC are currently going through a development boom and have unique environmental issues that need to be addressed in a careful and rigorous manner. Landscape architects should be and will be at the forefront of addressing these issues.

Four new neighbourhood parks get go-ahead
Dubai, United Arab Emirates: As part of its ongoing efforts to spread greenery and set up recreation space for residents in the city, Dubai Municipality has approved tenders worth over Dhs33.4 million for constructing four new neighbourhood parks in Al Muhaisinah 1, Abu Hail, Al Qusais 2, and Al Qarhoud.
The projects have been recently given the go-ahead by Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai, UAE Minister of Finance and Chairman of Dubai Municipality, said Eng. Hussain Nasser Lootah, Acting Director General of Dubai Municipality.
He noted that the upcoming projects would add a total of 6.37 hectors of greenery to the urban landscape in line with the Strategic Plan for Dubai Municipality (2007-2011) which seeks to increase the per capita share of greenery to 23.4 square meter and raise the total area of cultivated land to 3.15 per cent of the total urban land by 2011.
"The neighbourhood parks are being set up at various locations in the city taking into consideration the growing needs of people for more recreational space. Works of these parks would begin very soon and they would take nine to ten months to complete," said Mr. Lootah.
He added that each of the parks would include several facilities and features such as dedicated play grounds for children in the age-groups of 2-5 and 6-12 years, which would be provided with shaded areas for resting in between the games.
"The play-grounds have been designed taking into consideration the children with special needs. Appropriate games have been chosen to suit their tastes and needs. There will be a main play area consisting of football, basketball, volley-ball, and tennis courts, a main plaza with shaded sitting areas, and a vast green area. There will be a jogging track inside the parks as well.
The neighbourhood park in Al Muhaisina 1 would cost nearly Dhs 11 million and it has an area of 1.7 hectors.
The park in Abu Hail would cost Dhs7.8 million and it would be built in two phases with the first phase covering an area of 1.09 hectors and the second phase covering an area of 1.86 hectors. This park would have a sports building with gymnasium and changing rooms and its sports facilities would include a grassed mini football field, basketball court, volleyball court, cricket practice area, jogging track, and a cycling track.
The park in Al Qusais 2 would cost Dhs7.84 million and it has an area of 1.06 hectors. Its features include an entrance block with a mini mart.
The park in Al Garhoud would cost Dhs6.75 million with the total area being 0.66 hectors. Its special features include a tennis court, apart from the normal features of the neighbourhood parks.
Explaining the municipality's policy in building neighbourhood parks, Lootah said: "The needs of residents are identified based on the variety of populace (such as kids, teens, adults, and old people) as well as the type of residential units (detached villas, attached or semi-attached villas, multi-story apartments…etc). This will help serve each neighbourhood with unique recreational facilities."

Dubai Municipality will open a new park at Al Qusais-3 very soon as it has completed the work of the Dhs26.78 million Pond Park in this area.
The park, situated along the Baghdad Road close to the Emirates Road, is part of the Municipality's plans to increase green areas and provide more recreational facilities to the residents of the city.
Eng. Hussain Nasser Lootah, Director General of Dubai Municipality said the "pond parks" are being set up in order to turn vast areas around storm-water collection ponds into recreational areas where the area's residents can relax and unwind.
He said another pond park is being readied at Al Qouz at a total area of 7.62 hectors and with a cost of Dhs15.8 million and at least two more such parks are planned in various parts of the emirate including Al Barsha and Al Nahda.

His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council on Sunday launched the 30th Plantation Week activities by opening the newly built Pond Park at Al Barsha. The Plantation Week activities will last until 11th March.
The opening ceremony was also attended by Sheikh Ahmed Bin Saeed Al Maktoum, Chairman and Chief Executive, Emirates Airlines and President of Dubai Civil Aviation Authority, Lt. Col. Dhahi Khalfan Tamim, Chief of Dubai Police, Obeid Bin Essa Ahmed, CEO, Municipalities Affairs Office in the Ministry of Environment and Water, Eng. Eng. Salah Amiri, Assistant Director General of Dubai Municipality for Environment and Public Health Services Sector said the Municipality has organized a series of exciting events on the occasion of the 30th Plantation Week, including the opening of eight public parks throughout the next few days.
"Four of these parks are pond parks, a first of its kind public parks, which have been implemented by Dubai Municipality in the Emirate of Dubai. Dubai Municipality has set up pond parks at Al Nahda, Al Barsha, Al Quoz and Al Qusais-3," said Amiri, adding that other four parks will be residential parks or neighbourhood parks.
Two of these pond parks, Al Nahda and Al Quoz will be inaugurated today (Monday) by Lt. Col. Dhahi Khalfan Tamim, Chief of Dubai Police and Mohammed AbdulKarim Julfar, Assistant Director General of Dubai Municipality for Corporate Support Services respectively.
On Tuesday, two other parks, Al Qusais-3 Pond Park and New Garhoud Park will be inaugurated by Abdullah Rafea, Assistant Director General of Dubai Municipality for General Support Services Sector and Obaid Al Shamsi, Assistant Director General for International Affairs and Partnerships respectively.
Wednesday will see the inauguration of two parks. Qusais Residential Park will be inaugurated by Essa Al Maidour, Assistant Director General of Dubai Municipality for Engineering and Planning Sector and Al Wuheida School Park will be opened by Salem Bin Mesmar, Assistant Director General for Health, Safety and Environment Monitoring Sector.

"Dubai Municipality has been enjoying the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai and the continuous follow-up of His Highness Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance and Chairman of Dubai Municipality," he said.
"The Municipality by virtue of its mandated responsibilities offers many services related to the environment and the community and establishes integrated infrastructure facilities at par with the finest cities in the world through its vision to build a modern city which offers the ingredients for success. The concerted efforts of various government departments and public and private establishments have contributed in the making of a closely coordinated innovative and cooperative system," Lootah stated this in a statement issued on the occasion of the 30th Plantation Week, which is being observed from 7-11 March.
The Municipality opened two more parks on Wednesday as part of its activities on the occasion of the Plantation Week. The Al Nahda Pond Park was inaugurated by Lt. Col. Dhahi Khalfan Tamim, Chief of Dubai Police while Eng. Essa Al Maidour, Assistant Director General of Dubai Municipality for Engineering and Planning Sector opened the Al Qusais-2 Residential Park.

Lt. Col. Dhahi Khalfan Tamim, Chief of Dubai Police on Wednesday opened the newly built Al Nahda Pond Park in the presence of Eng. Hussain Nasser Lootah, Director General of Dubai Municipality and a number of officials from the Municipality and the Police.
He said that the creation of parks in residential neighbourhoods and managing them well become good aspects of social development of special nature due to its direct association with the service and the development of family life and the development of environment and residential communities.
"In this sense, projects like this undertaken by Dubai Municipality strengthen the security infrastructure of the Emirate of Dubai in all respects. Creation of public parks of this advanced level of design and implementation is one of the complementary and necessary elements to achieve the strategic objectives of Dubai Police," said Tamim.
He praised the approach taken by Dubai Municipality in the establishment of such extensive parks with all amenities, ponds, green spaces, walkways, pools and flowers of every colour.
Brigadier Mohammad Saeed Al Marri, Deputy Director of Community Services Department, Dubai Police said his department has long been maintaining a close relationship with the Municipality parks in different areas of the emirate for its role in the implementation of police programmes to connect with the community and the dissemination of awareness and security programmes or community service.
