Wellingtonians can have their say on a $100 million plan to redevelop the city's Overseas Passenger Terminal for apartments and a shopping area.
Developer Willis Bond has applied to Greater Wellington regional council for consent to strengthen the deteriorating wharf, to redevelop the existing terminal buildings, to build an under-wharf parking deck with room for at least 87 cars, and to allow 26 apartment owners' cars to be parked on the wharf.
The council has called for public submissions on this by November 12.
Willis Bond was last year granted development rights for the site by city- council-owned company Wellington Waterfront Ltd. It has paid $34 million for a 125-year lease of the site.
The Overseas Passenger Terminal was designed by former Wellington mayor Sir Michael Fowler and was opened in 1964. However, the decline of sea travel meant the complex became a white elephant.
It is currently used as a venue for functions, while several marine-related businesses also operate on the site.
Willis Bond chief executive Mark McGuinness said the proposed complex would have between 70 and 90 apartments, and had been designed by Athfield Architects. "It's not an aggressive redevelopment."
In line with the Wellington Waterfront Framework, public access to ground floor areas would be retained, he said. Existing marine businesses would be encouraged to stay, while cafes and restaurants would be sought for other ground-floor spaces.
Mr McGuinness said his company planned to spend "tens of millions" bringing it up to scratch. "If it's not done, in the short or medium term the wharf would have to be condemned."
He hoped construction could start mid- 2008 and take two years.

Wellington City Council is to spend $50,000 to improve pedestrian access to the city for cruise ship passengers.
A paved walkway from Aotea Wharf to the city, with a welcome gate and shelters with seats and information panels along Aotea and Waterloo quays will be built over the next seven months, Mayor Kerry Prendergast said.
The improvements will enhance the present footpath arrangement leading from CentrePort's cruise ship terminal to the start of Customhouse Quay near the railway station.
Anne Sherry, chief executive of the Australasian division of the world's biggest cruise ship company, Carnival, had criticised New Zealand's commitment to cruise ship infrastructure during the visit last weekend of the cruise liner Queen Victoria. She said New Zealand's port cities appeared to be treating cruise ships like a cash cow without wanting to spend money to cater for them.
Ms Prendergast said the need for improvements was highlighted when passengers from the Queen Victoria were stuck in traffic heading to the city or walked more than a kilometre alongside the gridlocked road.
"These improvements will make our visitors feel much more welcome and it will be easier for them to walk into the city. With the increasing number of cruise ships entering our harbour - 77 arrivals are expected in the 2008-2009 cruise ship season - doing nothing is not an option."
The project was part of a planned $1.5 million improvement to Waterloo Quay over three years.
CentrePort cruise manager Karen Funnell said the improvements were a fantastic investment. "It's great because of the amount of money the ships bring to the city and the fact the number of ship visits are increasing so much."
Feedback on the present pedestrian route to the city from Aotea Wharf was not complimentary, she said. "Dodgy, and room for improvement, are some comments. But general feedback on the city itself is nothing but positive."
CentrePort had invested $1.5 million in the past five years to enhance cruise ship facilities and was intending to install a new fendering system.
Ms Funnell said Wellington and Auckland were the only New Zealand ports with permanent terminal facilities for cruise ships.
Auckland was proposing to develop Queens Wharf from an industrial wharf to a dedicated cruise ship facility to cater for the increasing popularity of New Zealand as a cruise destination.

I am assuming that it will basically be funding to "tie together" the developments in Harbour Quays, to Aotea Wharf, I mean It would seem logical to have the path use the new "streets" round the green Statistics building, and the walkway in front of the new BNZ building, rather than have tourists walking along basically the route of the train tracks on the eastern side of Aotea Quay.

Nope, it's the train tracks one. There's still too much working port from the Stats building, on the harbour side of the BNZ building and down through the Bluebridge terminal for there to be a public path thet way yet.

This area is quite the hive of activity isn't it - when you throw in the new Customs and IRD Buildings.
Will be interesting to see how that cruise ship walkway turns out. I'll admit, I'm sceptical.....

It definately is turning out to be a buzzy area. I dont think that will have any negative impact on the rest of the CBD. Maybe can be marketed as yet another vibrant quarter of Wellington with its very own vibe. The Harbour Quays could become the new corporate part of the city.
And yes that BNZ building is looking mighty fine.
I still think we need our own little (say 200 m) version of IFC in this spot. Hong Kong of the South Pacific and all that. :)
