I don't have so much information about this project, but what I got is going to please you "hopefully"
Dubai Towers- Jeddah..
Location:
Northwest Jeddah,along the cost line (the first blot at the north side of Jeddah Hilton) "at the moment there is Prince Mishaal Bin Abdullaziz palace there,but they already bought the 65.000 m^2 from him.and the demolishing process it's going to start in two weeks.
first of all "this project is creating a strong graphic icon from the air as well as from the ground level"!!!!
the project content:
1-Dubai tower 1 "residential": with an 87 floors/448 m, one of the highest residential tower -globally- will come out (the total area for the tower is:110.996 m^2).
2-Dubai tower 2 "mixed": in this 60 floors/308 m,the first 37 floors are for the hotel using,and the rest going to be an apartments floors.
3-offices building: 5floors
4-Marina club

That would be awsome, but it doesn't fit into Dubai Holding's strategy. They only build "Dubai Towers" where it is cheap enough: land + construction costs!

Sama Dubai, part of the government-owned Dubai Holding, is to enter the Saudi Arabian market for the first time, developing a major tower project in Jeddah.
It is estimated to be worth $500m and will consist of two towers. One will be a mixed-use 80-floor tower, the other a 20-floor office block. The development will cover 500,000 square metres.
The schematic design of the project is already under way and the detailed design stage is due to start soon. Enabling works for the project are expected to begin in May 2008, with the main works starting in December.
The project is scheduled for completion in December 2011.
The bidding is expected to follow a two-stage tender process, with bidders submitting preliminary prices before entering into negotiations with the client prior to a final award by May.
Saudi Binladin Group and the local/Lebanese Saudi ACC have expressed an interest in the project. It will be called Dubai Towers Jeddah and will be the third development using the Dubai Towers brand, following Dubai Towers Dubai, in the Lagoons development, and Dubai Towers Doha.
It is the latest in a series of high-profile developments to take place on Jeddah's corniche, following the municipality's plans to gentrify the area.
The main construction packages for two key projects on the corniche are expected soon. The SR600m ($160m) package for the Lamar Towers will be awarded in April, and the construction contract for the 388 metre Diamond Tower, the tallest building planned for Jeddah, is due in May.

The SR2bn ($534m) Dubai Towers Jeddah project has been put on hold as the developer, Sama Dubai, continues to rein in its development plans in the wake of the global economic downturn.
One source close to the project tells MEED that it is on hold indefinitely. Another source, the project's architect, UK-based RMJM, has been told by the client to cease work on the scheme.
The two-tower development was to be located on the Jeddah corniche. One tower was to be mixed-use, while the other would be a 20-storey office block. The development was set to cover 500,000 square metres and was scheduled for completion by 2011 (MEED 7:3:08).
Sama Dubai declined to comment on the situation.
The project was to be the third development using the Dubai Towers brand around the Gulf, following Dubai Towers Dubai and Dubai Towers Doha.
It is the latest setback for Sama Dubai, which was forced to review its portfolio of projects in November 2008, as the economic slowdown began to have an impact on the availability of funding.
Several of its other projects that have not yet been officially launched are also understood to be on hold. They include the Jumeirah Hills development, which is planned for the site of the existing police academy next to interchange 4 on Sheikh Zayed road in Dubai.
The status of another scheme, Falcon island in Dubai, is also unclear. The project involves building a man-made island near the Burj al-Arab hotel

Said after chairing the meeting of the Board of Directors of the project in the headquarters of the group holding the torch in Riyadh that the Council approved the steps on the implementation of the project "Dubai Towers - Jeddah," to be implemented in the most beautiful areas of Corniche Jeddah, the Bride of the Red Sea, at an estimated cost of 7.23 billion riyals on the area of 60000 m at altitudes of 400 meters (to the roof) equivalent of 82 floors.:cheers:
The statement quoted Mashaal, saying that the UAE has been the adoption of the timetable for the implementation of the project and expected to be implemented in stages so as to complete the implementation of structural and architectural within 3 years from now.
He was surprised at what is being done by some satellite channels specialized sector economists and business news from an unidentified source said the suspension or default of some large projects without ascertaining its veracity.
And categorically denied the accuracy of the satellite channels reported one of the specialized stopped Towers "Dubai - Jeddah," and stressed that the project is part of his schedule.
He noted that the news is incorrect and that it adversely affect the overall investment climate in the Kingdom, which says that the best way.

Dubai-Jeddah Towers Project is on schedule
Riyadh: Prince Abdul Aziz Bin Misha'al, chief executive officer of Al Shoula Group, has denied television channel reports about halting the company's SR7.24 billion (about Dh7.2 billion) Dubai-Jeddah Towers in Saudi Arabia.
He said the project will be implemented on schedule.
Prince Abdul Aziz, who is also deputy chairman of the board of directors of the Dubai-Jeddah Towers Project, criticised some television channels for broadcasting such stories.
"They must verify reports about halting or delaying of such big projects," he told reporters after chairing a meeting of the board of the project at the headquarters of Al Shoula Group.
According to him, the project comes in the framework of the ongoing real estate activities being witnessed in the kingdom.
Prince Abdul Aziz said that the board meeting approved the procedures for implementing the Dubai-Jeddah Towers Project on the Red Sea coast in Jeddah corniche. The 82-storey skyscraper project would be implemented on an area of 60,000 square metres.
The 400-metre high-rise would consist of commercial and residential towers.
The project is expected to be completed within three years.

appearantly this project is not dead, AL-Sho'ula Co' have submitted their papers again to Jeddah Municipality under the following details:
Project Name: Jeddah Tower & AL-Shoula Hotel
number of floors:
-Tower 1 (residential & office spaces) : 100 floors (452 m/roof, 512m/to spire)
-Tower 2 (World Class 5 stars Hotel) : 30 floors (167 m / total)
Site area: 100,000 m2. (it means that the site is actually between the Hilton "from the south" and Mirage Tower "From the North"!!!)
Total built up area: 496,000 m2.
Project Cost:
-Tower1: USD 2.2 Billion.
-Tower2: USD 2.4 Billion. (including the main landscaping, the Marina)
The project comprises a subway above the sea level to connect the towers with an "extravagant" area on the coastline directly, used as a marina for yachts.

since they have "re-submitted" their papers again under the name (Jeddah Tower & AL-Shoula Hotel) I believe that Sama-Dubai is not involved in the project anymore (the project was on-hold due to the financial difficulties Sama was facing, as AL-Shoula is doing good in the last 3 years and lately won a big chunk of the High speed train project)
the site area is 100,000 so the site alone costs USD ~1 billion ( USD 8000-12000/ m2) which "I believe" justifies the high cost.
The location is on the Cornish Road, directly to the north from Jeddah Hilton, and it's few hundered meters away from other divelopment on the cost line, such as:
- Lamar Towers (301 and 350 m) (U/C)
- AL-Mada Towers (2 X 358 m) (PREP)
- The Headquarter (243 m) (U/C)
- The Diamond Tower ( 432 m) (U/C)
- AL-Jawhara Tower (AKA Damac Tower) ( 211 m) (U/C)
- Mirage Tower (280 m ) (APROVED) <---this one is directly next to this project.
-Jeddah Kimpinski Hotel Tower (260 m) (U/C)
-Jeddah Icon (535 m ) (Proposed)
and some other approved and proposed towers.

For supertalls in Jeddah, there are also the Lamar Towers, the Diamond Tower, and possibly the Nawras Towers. ;)

The design for Dubai Towers – Jeddah is an iconic multistorey elegantly proportioned skyscraper, providing over 450,000m2 of gross built-up area consisting of offices, 5 star hotel, serviced apartments, residential apartments, spa, ballroom, marina and a retail podium with three underground parking levels.
The residential tower and office tower are both dynamic and elegant, rising 360 meters and 140 meters respectively.
The 82 storey residential tower lies towards the north side of the site, and will contain the hotel, serviced apartments and residential apartments; the 23 storey office tower, lies towards the south side of the site and will contain the offices.
The two storey podium will contain the retail, ballroom, services and lobbies serving the towers.
