Peshawar Development authority for Galliyat reactivated

PESHAWAR, April 6: NWFP Local Government and Rural Development Minister Sardar Mohammad Idrees has said that the provincial government is taking necessary steps for the promotion of tourism and the Galliyat Development Authority has been reactivated.

Speaking at an open kutchery in Nathiagali on Thursday, the minister, who is chairman of the authority, said its board of directors had approved certain development schemes for Ayubia and Nathiagali. He said car parking facilities with a capacity for 200 vehicles in Nathiagali and 100 in Ayubia had been approved.

PESHAWAR, Aug 23: The federal government intends to establish a diplomatic enclave in Peshawar for consular missions and international organisations in view of the growing security problem in the city.

The foreign affairs ministry had recently approached the Frontier government for acquiring at least 150 acres in a suitable locality in the provincial capital for setting up the diplomatic enclave, official sources told Dawn.

There are seven consular missions and several international organisations based in Peshawar, which are mostly housed on rented premises.

Justifying the move for housing the foreign missions in one enclave, the foreign ministry argued that the missions, landlords, neighbours and government agencies often complained about disputes, non-availability of utility services and mainly security.

The presence of consular missions in commercial and residential areas was causing inconvenience to the public, it said.

Quoting a letter sent by the foreign ministry to the NWFP chief secretary, the sources said the United States embassy in Islamabad had approached the ministry for assistance in allotment of land for construction of a permanent building for the US consular mission in Peshawar. Currently, the consular missions are located in the city’s cantonment area, where unprecedented security arrangements have been made. The roads leading to the cantonment have been closed for traffic for the past couple of years, causing inconvenience to people and the issue has also been debated in the provincial assembly.Other countries having missions in Peshawar also wanted to acquire land for their permanent presence in the city, the letter maintained. The ministry expressed the apprehension that random acquisition of land by the countries concerned would lead to spreading of foreign missions with problems of security.

It said the number of foreign missions in Peshawar was likely to increase in view of its geo-strategic importance and provision for housing up to 25 missions in the enclave should be made.

Over Rs1395 million allocated for education sector in FATA

PESHAWAR: Seriously taking up the issue of low literacy rate in tribal areas, the government has allocated Rs1395.89 million for education sector in FATA, to establish more institutions and improve the standard of those already existing.

The total allocation for the education sector makes 21.15 per cent of the FATA Annual Development Programme (ADP), said an official release issued here on Wednesday. Under the programme, 48 new schemes would be initiated in the sector of education, costing Rs241.7 million. Another Rs1154.18 million have been earmarked for 205 ongoing education projects.

The education sector in South Waziristan Agency has been given the lion's share with Rs214.882 million, followed by North Waziristan with Rs166.906 million. The purpose is to improve the literacy rate, especially among females, of the two remotest and deprived agencies and ensure them quality education.

Kurram Agency stands third on the priority list of the government where Rs154.982 million have been set apart for promotion of education. Among the rest of the agencies, Khyber Agency would get Rs114.408 million, Bajaur Agency Rs136.980 million, Mohmand Agency Rs104.698 million while Aurakzai Agency would get Rs64.304 million in the ADP for promotion of education.

Apart from that, the education sector of Frontier Regions (FRs) Peshawar would be given Rs21.518 million. Out of the amount, FR Bannu would get Rs17.474 million, FR Kohat Rs21.107 million, FR Lakki Marwat Rs3.181 million, FR Tank Rs34.612 million while FR Dera Ismail Khan would get Rs48.240 million.

Postgraduate classes have been introduced in government degree colleges of Parachinar (Kurram Agency), Khar (Bajaur Agency) and Miranshah (North Waziristan Agency) while schemes for construction of hostels in all the agencies, establishment of two degree colleges (one each for boys and girls) at Peshawar, setting up of an engineering and a medical college for tribal students and awarding of foreign and inland scholarships to them are also included in the current ADP.

Not only Peshawar area needs good education but the whole of Pakistan needs proper education in various fields. Yesterday I saw on AAG a program in which they talked about the quality of the water in Pakistan. The government said some really stupid things.

Chinese abroad to be better protected

The Foreign Ministry will soon expand its consular services to better protect the interests of Chinese living or traveling abroad, a senior official said in Beijing on Tuesday.

"There are 34 million Chinese going abroad every year, and the figure is increasing at a double-digit rate," said Wei Wei, director of the department of consular affairs of the Foreign Ministry.

"The number of cases in which Chinese citizens get in trouble abroad has exceeded 30,000 a year," he noted.

According to the Foreign Ministry, the number of overseas Chinese workers is about 675,000, and the figure for Chinese companies abroad is more than 10,000.

Given the large number, there have been some tragic or unpleasant incidents.

Last month, two Chinese employees were arrested in Iran for mistakenly "taking pictures of sensitive facilities" because of lack of familiarity with the local situation.

On July 8, three Chinese nationals were killed in Pakistan's northwestern city of Peshawar.

Eleven days later, a suicide bomber attacked a group of Chinese engineers in Baluchistan, southwest Pakistan.

The new consular protection center is upgraded from the 10-plus staff of the division of consular protection under Wei's department.

The center, which now has a staff of 20, will be enlarged gradually, said Ma Cuihong, deputy head of the center.

Also yesterday, the department issued a revised version of a brochure on consular protection and assistance.

"It comprises five parts, including special warnings, the services that consular officials can and cannot offer, as well as answers to frequently asked questions," said Wei, who handed the guidebooks to passengers and answered their questions at Beijing Capital International Airport.

Compared with the two previous versions issued in 2000 and 2003, the 2007 brochure is more practical and detailed, with additional contact information of relevant governmental institutions, especially Chinese embassies and consulates, said Wei.

The first batch of 50,000 copies will be mainly distributed at Beijing airport, and also at Shanghai and Guangzhou airports.

"We will ask our embassies and consulates to distribute the brochures abroad. Visitors can also download the content at www.fmprc.gov.cn," added Wei.

"Open more points for Pak-Afghan trade"

PESHAWAR: The Awami National Party (ANP) suggested on Monday that the governments of Pakistan and Afghanistan open up 10 more points for bilateral trade and facilitate travel without visa requirements between the two countries.

The two countries need to open ten more points to increase bilateral trade, which has already touched Rs 1.3 billion, said ANP NWFP President Afrasiab Khattak while addressing a function arranged by the Pak-Afghan Dosti Bus Service management on the eve of Independence Day.

Afghanistan and Pakistan need persistent efforts to ensure peaceful co-existence and regional peace, he said. “For this, ANP suggests that from Chaman to Chitral there are more then 10 points that can be opened with the aim of boosting trade between the two countries and to help remove misunderstandings.”

Khattak said Peshawar-Jalalabad, Bannu-Khost, DI Khan-Ghardez and Quetta-Kandahar should be declared twin cities. This would strengthen Islambad-Kabul relations, he said. “If Europe can eliminate all hurdles to ensure people to people contacts, then what is stopping Islamabad from establishing similar relations with Afghanistan without obstacles such as visa requirements?” he asked.

“ANP will take up the issues of visas and other obstacles with the Pakistan and Afghan governments and will seek initiation of bus services to Kabul and other Afghan cities,” Khattak told the Pak-Afghan Dosti Bus Service management.

FATA Grand Alliance (FGA) Convener Karim Mehsud said a large number of Pakhtuns were associated with the transport business and the two countries should facilitate transport services between Peshawar and Jalalabad. “Direct transport services will boost relations between Pakhtuns living on both sides of the Durand Line,” he said.

Pak-Afghan Dosti Bus Service Managing Director Nasir Khan said the bus service management had been facing certain problems in both countries since the initiation of formal transport services between Afghanistan and Pakistan in May 2006. “We continue the bus service despite financial losses,” he said, adding that visa conditions, numerous check posts in Afghanistan and the disinterest shown by officials were some of the other hurdles they faced.

“Officials from both countries will meet in Kabul soon to decide the launching of a direct transport service from Peshawar to Kabul. We need support from Pakhtun elders on both sides to continue the Dosti service. Our elders should take up our problems with the Pakistani and Afghan governments,” he said.

PESHAWAR, Aug 27: The NWFP government has sanctioned Rs842 million for the construction of another flyover in the provincial capital. According to officials, the construction of the Mufti Mehmood Flyover at the Rehman Baba intersection, as part of the current Annual Development Programme, was aimed at reducing traffic congestion there.

A flyover at the same junction — from the Khyber Bazaar to the Grand Trunk Road — was completed a few months ago.

Officials said the recently-built flyover had helped in reducing traffic congestion near the intersection, but a parallel flyover on the Shershah Suri Road, near the Peshawar High Court and NWFP Assembly buildings, was essential as a long-term measure.

The flyover, proposed to be built in three years, has been named after former chief minister and father of Maulana Fazlur Rehman, Maulana Mufti Mehmood.

The provincial government has already named an English-medium school in Dera Ismail Khan district after Maulana Mufti Mehmood. Its estimated cost was Rs90 million.

Officials at the City Development and Municipal Department (CD&MD), the implementing agency for the project, explained that the construction plan had been prepared in accordance with technical inputs of the Nespak. The plan was reviewed at a meeting chaired by NWFP Chief Minister Akram Khan Durrani a few days ago, they said.

At the meeting the chief minister asked the CD&MD officials to accelerate the project’s pace of work besides assigning certain tasks to various departments.

The project would adversely affect activities at the buildings of various government departments, including Radio Pakistan, Animal Husbandry, Traffic Headquarters and the offices of the works and services department, located near the Bacha Khan Chowk.

Nazim of Peshawar District Haji Ghulam Ali was directed to negotiate with the departments concerned while the Livestock Department would prepare a rehabilitation plan for its demolished structures.

PESHAWAR (October 21 2007): The NWFP Governor Lieutenant General Ali Muhammad Jan Aurakzai (Retd) has said that practical work on the establishment of Marble City, the first-ever project of its nature in Fata will be taken in hand shortly, which, he added had a great potential to generate economic activities in the area.

Talking after performing earth breaking ceremony for construction of Fata Development Authority Complex, the head offices building of newly established Fata Development Authority in Phase-V of Hayatabad here on Saturday, the governor said, "indeed the Marble City would be the first ever glaring achievement on the part of the authority as well, for which it had been working really hard since its inception".

Land acquisition process for the project, he added, has been completed and constant supply of the required level of electricity throughout the year will be ensured to make it fully useful and beneficial for the respective investors.

The complex, to be spread over a plot, measuring eight kanals, will have two portions with 4-storey and six storey buildings each and the former would be dedicated for the offices of the authority while the major part of the complex building would be meant for private offices to generate additional income for the authority. The entire project is expected to cost Rs 250 millions and will be completed in two years time.

In fact, the governor said, tremendous development activities are in progress in Fata and the President General Pervez Musharraf is taking keen interest in ensuring well being of the respective people.

Highlighting the importance of the construction of a proper office building for the authority, which at present is housed in a rented building, the governor said, it will definitely ensure congenial working environment for the respective officials.

With the availability of proper office premises, which would have all the required working facilities in accordance with modern day requirements, will definitely prove helpful to further improve the efficiency of the staff, he said.

NHA to complete Peshawar Northern Bypass project in 3 years

ISLAMABAD: The early construction of the 34 kilometres long Peshawar Northern Bypass at a cost of Rs 5.3 billion is among the top priorities of the National Highway Authority (NHA), a source in the Communications Ministry said on Sunday. The source said that the need for early completion of the project would increase due to the functioning of the Peshawar-Islamabad Motorway, that will soon begin.

He said that bottlenecks in the project were being sorted out in collaboration with the provincial government and the project would be completed in three years.

He said the project was handed over to the NHA in 2003 and initially a 26km long road was designed to be constructed as part of the Peshawar Ring Road project. He said that now an alternate design had been prepared. According to the new design, it will be a four-lane expressway that will link the Peshawar-Islamabad Motorway with the Peshawar Torkham Expressway and will bypass the Hayatabad and Bara markets ending at the Takhta Beg Bridge near Jamrud. app

ISLAMABAD, Nov 1: The government will lay a broad-gauge railway track at an approximate cost of Rs7.6 billion to link Balochistan with the North-West Frontier Province.

Sources told Dawn on Thursday that the project would reduce the travel distance between Quetta and Peshawar by more than 400 kilometres.

The two-phase project, it may be mentioned, was approved by the PML-led coalition government in 2005 and at one stage it appeared to have been shelved. The project will link Quetta with Peshawar via Bostan, Zhob, Dera Ismail Khan, Bannu and Kohat.

On completion, the project will provide shortest rail route from Gwadar to Peshawar for the Afghan traffic and to Havelian for onward connection with China via the Khunjerab Pass.

“It will help in realising the dream of turning Pakistan into an economic hub and centre of trade and business,” claims the ministry of railways.

In the first phase, track will be laid from Bostan to Qila Saifullah (152.5km) and in the second phase from Qila Saifullah to Zhob (142.5km).

The narrow gauge track on the 295km Bostan-Zhob section was laid in 1939. It was a low-speed track, with sharp curves and steep gradients.

The Planning Commission was informed that train operation on the sector had become inefficient, uneconomical and very slow. Operation on the route had been completely stopped in 1991 because of huge financial losses.

The project was first announced during President Gen Pervez Musharraf’s visit to Balochistan in April 2005.

Considering the fact ...that there is not much traffic on Islamabad-Lahore motorway....2 lanes on M1 is more than enough for a long period.

I am sure future extension has been taken into consideration..while planning.

Kushan city site near Mansehra

PESHAWAR: A team of archaeologists led by Vice Chancellor of the Hazara University Prof Dr Ihsan Ali has discovered the remains of one of the largest Kushan city sites in Chittar Kot, Mansehra, the NWFP.

The site Chittar Kot is located on a high spur overlooking the Biran River, offering one of the most spectacular views of the river and the surrounding area, a press release stated. The site is located at 34" 22.356' N and 73" 08.214' E at an elevation of 945 meters from mean sea level in a pine forest in the Hamsherian Union Council of district Mansehra.

The site was earlier spotted by Abdul Hameed and Muhammad Ashfaq of the Hazara Cultural Museum during a survey of archaeological sites in Mansehra.

Chittar Kot is believed to have been derived from the word Chittra meaning an umbrella or an elevated place represents a large Kushan settlement site, protected by a similar defensive structure on the west and the exposed structure spreading over a mile on the steep hill.

The strategic location of the site warranted an effective control of the surrounding area from all four directions, and thus could have been of multi-faceted defensive settlement, with far-reaching consequences for the establishment of cultural profile of Mansehra district. It gives an unhindered view of the present settlements of Nawa-Shehr, Kherian and Bhir Khund.

This excavation will also provide extensive material to the newly established Hazara Cultural Museum at the Hazara University and will shed new light on the people of the area living 2,000 years ago.

Furthermore, the Hazara University will ensure the preservation of the exposed structures at the site and will provide security, thus this site will be established as a major tourist attraction in the area and will bring prosperity by opening up new job prospects for the local population. It is to be mentioned here that during 2006, the Hazara University discovered more than 250 archaeological sites in Mansehra district, 304 in Abbottabad district and 100 in Haripur district, dating from 2nd millennium BC to the Sikh-British period, and is actively pursuing the preservation and documentation of the endangered cultural assets of the area.

Shamsul for a comprehensive plan for City’s beautification

PESHAWAR: Caretaker Chief Minister Shamsul Mulk has asked the quarter concerned to hire a consultant of repute, who would determine the scale of development activities in social sectors in the City.

The City should have an entertainment park near the Motorway and the consultant be engaged for the planning and he would identify the needs in social sectors, said the chief minister while presiding over a meeting to discuss the state of developmental activities in Peshawar district at Chief Minister's Secretariat on Tuesday.

The meeting was attended by ACS, secretary works & services, local government, finance, district nazim Peshawar, DCO Peshawar, chief engineer works & services and DG CDMD Peshawar.

The caretaker chief minister said that the Peshawar city plan should be sketched out professionally and we should know what the provincial government should do in the first go. The plan should also indicate the second and third phases for the developmental activities. He said that the first thing is to maintain the already laid down infrastructure.

Shams said that Pakistan was the frontline state and Frontier province was the frontline province against terrorism.

The price this province paid has been phenomenal and therefore it needed more attention in terms of developmental activities and re-constructing the damaged social sectors infrastructure.

He directed to inject resources for the developmental schemes to put them on fast track. Peshawar used to be the centre of ancient civilisations. It had been host to caravans from Central Asia and we should work to restore its lost glory.

He said Peshawar needed a beautification plan covering activities in all social sectors including education and health. He said that constructing a building for education, health or other social sectors means that the hard work has been done. He said that Peshawar needed an integrated development plan otherwise the forward moving would stay astray.

Shams said that the existing system is so weak to identify the poor to be subsidised by the government. This system has weak safety nets, therefore, it adds to the agony of a poor and the government could not get its targets. We should remove the weaknesses in the system so that we could identify the collective interest of the community.

He also asked for the traditional approach for the quality management. He asked for overcoming institutional deficiencies so that the system could work and the facilities give benefit to the target pollution.

The caretaker chief minister said that the works and services department should have an additional outfit of cadre quality inspectors that should be part of the implementation process. The inspection of the projects should be carried out as laid down by book specifications.

He also directed to accelerate the pace of work on the ongoing schemes in Peshawar and directed to put right the fundamental infrastructure of the City.

He directed for technical capacity building adding that if a scheme is completed, but it is not operational it becomes a scandal.

He said that Peshawar will be developed on modern lines and the services, sewerage and cleanliness should be put on modern line and thereafter it would be replicated while planning the development of other cities of the province.

He also asked for the sewerage treatment plants and waste disposal and directed the CD&MD to submit him a comprehensive report in this regard. He said that the decision-makers would think in the interest of the people of Peshawar and give them a better planning for the beautification and development of Peshawar City.

He said we should not ignore the reality that entertainment is part of health and asked for developing and entertainment-related plan to be established in Peshawar.

Shams said that the canal system should be protected from pollution otherwise it will threaten the eco-system and ultimately it will lead to epidemic diseases in Peshawar.

He said that any thing polluted could be reclaimed but the eco-system once polluted would require centuries to be reclaimed. Peshawar has no alternate drinking water resources and this source should be protected.

Referring to the tube-wells in Peshawar, the chief minister said that there should be a merit-based criteria that should carry the elements of minimum cost operation, maximum benefits for the people etc.

He said that the power and authority should be exercised in the public interest and the public interest should be protected through such powers.

Actually the two lane road is the GT Road and the flyover is the motorway access road.

NHA to expedite work on bypass project

ISLAMABAD: The National Highway Authority (NHA) was sorting out bottlenecks in the construction of the 34-km Peshawar Northern Bypass so that the project could be completed by 2010 at a cost of Rs 5313 million, an official in the Communications Ministry said Wednesday.

He said the NHA aimed to execute the project as early as possible in the wake of the scenario emerging due to the operationalisation of Peshawar-Islamabad Motorway.

The official said that the project was handed over to the NHA in 2003 and initially a 26-km long road was designed to be constructed as part of the Peshawar Ring Road project.

Work on Rs 11 billion Peshawar Torkham highway to start in Pakistan on January

Construction work on 51 kilometres Peshawar-Torkham Expressway costing Rs 11 billion would start in January 2008 and it would be completed within three years, sources in National Highway Authority (NHA) informed. The work on the Expressway will start from Surkamar near Bagyari and winding through Shagai Fort, Ali Masjid, Char Bagh and Landi Khana will end at the Torkham Post on Pakistan-Afghanistan border.

"The expressway is a proof of commitment that the government is showing towards improving the communication system in the remote mountainous areas. It would not only benefit the commuters, frequently using the road but also ensure more job opportunities, development and improvement in the lifestyle of the tribesmen", the sources added.

Peshawar-Torkham Express-way, they added would convert the single lane dilapidated road into a dual carriageway. The project would be completed in two phases. The estimated cost of the 17-kilometre section-II is Rs 5.4 billion while 34 kilometers long section-I will cost Rs 5.64 billion. The PC-I of the project has been approved by the ECNEC while the design has also been prepared.

Besides a tunnel at Char Bagh, a number of flyovers and underpasses have been proposed to facilitate commuters from the villages on both side of the route.

The Japan Bank for International Cooperation (JBIC) would finance the project, which also provided financial assistance for the construction of Kohat tunnel, the longest subway of the country.

He said that the widening of the Torkham-Jalalabad Highway would provide a fillip to trade links with Afghanistan and the landlocked Central Asian countries. Presently Torkham-Jalalabad Highway, lacking the required transportation facilities, was not suitable for strong bilateral commerce. After widening of the Peshawar-Torkham Road all kinds of vehicles would ply on it conveniently.

It may be mentioned here that NHA last year constructed Torkham-Jalababad 70-kilometre highway, Pakistan's biggest ever investment inside the war-ravaged country. The official said the construction of the highway has reduced travel time between Peshawar and Jalalabad considerably.

That for helicopter landings.

I cant remember the figures but after certain kilometers there has to be a gap in the road so that a plane is able to land on it. My guess is where ever you see a very long gap between flyovers and streetlights thats for the landings.

That law is in place to ensure that in case PAF runways are bombed during a war, our planes are able to land on highways/motorways.

Jadi: Right, but did you notice that before these looneys came into power, you didn't see the kalima written all over Chief Burger? Let alone the KFC and Subway. I find it strange that all these restaurants' managers became overtly religious after the MMA came into power. Hence, I think they were 'pressured' to put them up. And honestly, I dont mind when Pakistani chains put up the kalima, but I don't think American companies like KFC and Subway should ever put the kalima up on their stores - they're not Muslim companies, and I think their American consumers would be appalled to find out that their favorite restaurants are now promoting Islamic beliefs (though I doubt corporate even knows what these outlets in Peshawar are doing).

CNTower: I wouldn't expect much from ANP, all these nationalist parties see the world as a simple division between "insider (us) and outsider (them)," and they just use slogans to avoid solving real problems. Nationalism is the abode of morons. I even doubt they will change the name of the frontier province since the name issue has been a major rallying point for them in each election. If they actually DO change the name of the province, then they'll have given up a powerful rallying point -so they'll just continue to blame the federal government for "denying Pashtuns their rights, and Pakhtunkhwa it's money." And anyways, how disgusting of a name is that? "Pakhtun side" - I much prefer the name Frontier/Sarhad over a name which makes my throat hurt.

BTW, the ANP was in power several times, and have had the power to single handedly change the name of the province on other occasions, but they never do. They're just living off their Bacha Khan legacy, and have nothing to show for since his death. I hate that the ANP feeds off the hard problems faced by the average Pashtun without actually doing anything at all in return for his vote. They are just as power hungry and selfish as every other party, so don't expect much from them.

I'm not even exactly sure when Afsandyar came to the leadership of the ANP.

ANP in its current form came about in '86, but was formed from the combination of pashtun nationalist parties, but mostly from the National Democratic Party, whose roots were in Pashtoon secession from Pakistan. Honestly, I've heard those redcaps themselves say that while Independence is ideal, they'll settle for autonomy for now (implying that later they'll agitate for it once more). Those nationalists (the "pre-ANP") were in power in 72, and were vital in the 90 and 97 govt in NWFP. While they claim to espouse secularism, a brief look at their parties webpage http://anp.org.pk/index.shtml illustrates how secularism clearly must not be a priority of theirs. PESHAWAR: Setting an example for other ministers, NWFP Minister for Agriculture and Irrigation Arbab Ayub Jan turned down the government offer of police guard at his house after it was declared his official residence.

“I am a public representative and do not need any security at my house,” the minister told police, according to an official handout Saturday.

The minister preferred to reside at his village home in Nasirpur on the outskirts of Peshawar instead of occupying the official bungalow to which he is entitled.

Earlier, a group of farmers from Akbarpura village called on the minister and discussed their problems with him. “We will introduce scientific methods to make agriculture productive and beneficial,” Arbab told them.

According to the handout, the minister accused the previous governments of neglecting agriculture even though it was the backbone of the economy. He said the provincial government would pursue the federal government to secure royalty of tobacco and proper net profits from hydel power for the province.

PESHAWAR, May 12: NWFP Chief Minister Ameer Haider Khan Hoti has given a go-ahead to the newly-formulated Rs60 million traffic plan for Peshawar city to overcome the ever increasing traffic problems.

Directing the finance department for the release of the funds, the chief minister said the traffic police would be equipped with the latest vehicles, motorcycles and other allied facilities to enable them to cope with traffic related problems in the city.

He was presiding over a meeting to discuss the new traffic plan at his office here on Monday. Besides IG traffic, other high ranking officials were also present in the meeting.

The meeting discussed matters related to traffic management, rider beat, transportation and increase in salaries of traffic officials and the receipt of fines.

The chief minister said that because of lack of proper infrastructure, the unruly traffic in the city had paralysed the lives of common people, adding the new traffic plan would help ease traffic snarls to a great degree.

Mr Hoti stressed the need for resolving the traffic related issues by introducing reforms and planning and agreed with the proposal of launching a phase-wise programme to improve the traffic system.

The chief minister said that drivers should be educated on the traffic rules, adding that lack of awareness about the rules was a key factor behind traffic violations.

He also stressed the need for close coordination among the district government, traffic police, City Development and Municipal Department and Regional Transport Authority, saying that lack of coordination always resulted in multiplying the problems. Mr Hoti agreed to the proposal of increasing the fine amount from Rs50 to Rs100.

Meanwhile, the chief minister also approved alignment study on Mardan bypass road. An amount of Rs200 million would be set aside for the project in the next annual development programme. The 17-kilometre-long road will be completed at a cost of Rs700 million in four years.

Presiding over a meeting of the Frontier Highway Authority (FHA) on Monday, the chief minister said it was mandatory on the officials concerned to confirm work on the already approved ongoing schemes.

He directed the finance department to show no lethargy in releasing funds for the project.

This won't be a motorway. We already have a Motorway linking Peshawar with Islamabad. Which on its way passes through the smaller cities of NWFP! A decent road with controlled access from Peshawar to Kohat would be nice - and I don't it would take too much effort to do so. The road around Darra Bazaar is already of a high standard, and so is the road from the tunnel to Kohat - so I hope they can one day make the road to Peshawar from Darra nice as well, and away from all those stalls that block traffic.

PESHAWAR, June 10: A development plan worth Rs2.909 billion has been proposed for the North Waziristan Agency, which includes flood protection and reclamation of agriculture land and surface irrigation schemes.

NWFP Governor Owais Ahmed Ghani was given a presentation on the project’s feasibility at the Governor’s House here on Tuesday.

The governor directed the Fata Secretariat to go ahead with initial preparation of the plan, to be put before the competent forum for final approval.

Giving the presentation, Siraj Ahmad Khan, director of irrigation, Fata, said that under the proposed three floods protection and reclamation projects, more than 3,700 acres of land would be reclaimed, besides protecting 15,000 acres of agricultural land and 23,000 houses along the Tochi River bank.

Another part of the plan is building 10 ‘delay action dams’ on tributaries of the Tochi River that will irrigate 200 acres of land. The plan further proposes to install 10 hydle power generation Units, costing Rs10 million.

The plan proposes 34 surface irrigation schemes along the Tochi River basin costing Rs524 million, which will irrigate 13,200 acres of land and benefit 70,000 people.

The presentation was based on a survey carried out by the irrigation department of the Fata Secretariat on the directive of the governor.

The governor described the plan as cost-effective having enormous rate of economic returns. “Infusing such a big amount into the economy of North Waziristan will certainly have multiple impacts on the overall socio-economic condition of the people of the agency,” he said, adding the plan would not only provide job opportunities to local people, but would also benefit agriculture, irrigation and power sectors.

The governor directed the planning and development department of Fata to propose similar projects for all the tribal agencies and Frontier Regions. — APP

PESHAWAR: An amount of Rs 174.820 million was allocated for Peshawar in the provincial budget for 2008-09 presented in the NWFP Assembly on Monday. The amount will be spent on 14 projects, eight ongoing and six new ones.

The allocated amount will be spent on civic development in the city including beautification, road construction and expansion, and solution of traffic problems.

Jamrud Road, Grand Trunk (GT) Road, Saddar Road and Rehman Baba Road will be expanded and sewerage system in the city will also be improved. At least 11 flyovers and underground passages will also be constructed to ease the congestion of traffic in the city.

A new road will be constructed that will connect Ring Road and Southern Bypass besides the construction of Mufti Mahmood Flyover.

The GT Road greenbelt will be reconstructed and streets will be paved. Proper garbage disposal system for the city is also on cards and around 100 big waste containers will be acquired. A modern bus stand will also be constructed in the city.

City will be provided around 250 cusecs drinking water after the reconstruction of Peshawar-Warsak Canal.

In addition to this, Peshawar will also get a 500-bed Benazir Bhutto Shaheed Hospital under the health allocations and new emergency and casualty blocks will be constructed in the Khyber Teaching Hospital (KTH) and Lady Reading Hospital (LRH).

A new sports stadium will be constructed on 128 kanal land in Wazir Bagh and Lala Ayub Hockey Stadium will be repaired under the allocations for sports, tourism and archaeology.

WASHINGTON, June 28: A bipartisan group of lawmakers has introduced legislation in the US House of Representative for creating Reconstruction Opportunity Zones (ROZs) in Pakistan and Afghanistan, Pakistan’s Ambassador Husain Haqqani told a meeting in Washington.

Soon after Mr Haqqani announced the move at a meeting of Pakistani physicians in Washington, a State Department official told journalists that the Bush administration welcomes the proposed legislation because it will help stabilise an otherwise volatile region.

Goods produced at ROZs will have duty-free access to US markets. Policy makers in Washington and Islamabad hope that this will encourage investors to invest in the tribal zone, creating jobs and new opportunities for the people living there.

A similar bill was moved in the US Senate in March.

In the House, representatives, Chris Van Hollen, Peter Hoekstra, Sander Levin, Mark Steven Kirk, Gary Ackerman and Sheila Jackson-Lee are co-sponsored of the bill.

Welcoming the move, State Department deputy spokesman Tom Casey hoped the ROZs will make a valuable contribution to regional growth, prosperity and stability.

“Economic opportunities generated by ROZs constitute a key component of our long-term strategy to counter conditions in which terrorism, drug trafficking, and other activities threatening US and global security thrive,” he said.

But this was not the only news revealed during the three-day annual gathering of the Association of Physicians of Pakistani descent in North America.

Aitzaz Ahsan, who leads the lawyers’ movement, used this gathering to announce that the lawyers will launch another long march by September.

Senator Tom Harkin, who chairs the powerful Senate committee on agriculture, indicated that if elected Barack Obama will not oppose the construction of the Iran-Pakistan-India gas pipeline.

Although it's a good news if it really works... but it's a shame at the same time to rely on foreign aid so much that then makes our governments impose foreign-interest policies on our people. I think it's about time for the Pakistani people to start thinking about uplifting themselves in the real terms rather than only talking the talk.

Well, whatever we talk here, it will not improve the already complex situation in Northern and Western Pakistan.
@traPPed... I agree with you that it's hard to say NO to America but it's not something that we should never think of. We have to drive our way tactically out of this mess in order to safeguard our interests and our nation and keep pace with the rest of the world in economic development.
For Pakistan to develop, there must be an end to war in Afghanistan, be that an Islamic or a secular revolution but the outsiders MUST go away. I believe that is the only way to stop militancy in our border areas that has spread to the rest of Pakistan recently.

You can say no to the extent to which America became involved in Pakistan. You can't deny the US all ties, but you certainly can object to them running bases from your country - we're doing that right now. I don't mind close ties with the US, after all I like America. The problem I have is that Zia gave them a free hand to do absolutely anything that they wanted to do. There's a difference between cooperation and being made into a puppet.

As for the Saudi comment, I agree. I very much dislike the Saudis, their petrodollars, and wickedly intolerant ideology. But I don't think people have forgotten about what they've done. Lots of people in America bring up how they funded the madrassas that bred the Taliban and al-qaeda.

PESHAWAR, July 15: The NWFP government has unveiled a development programme for uplift and beautification of the city.

According to a statement issued here on Tuesday, the government accepted an offer of a mega development plan of a Chinese firm about providing better facilities to the people of Peshawar in social sectors, including water and power supply and development and beautification of the city.

The decision was taken at a meeting held under NWFP Senior Minister Bashir Ahmad Bilour at his office. The meeting was attended by provincial secretary for planning and development Mohammad Ikram Khan, secretary for local government and rural development Hifzur Rehman, City Development and Municipal Department director-general Qazi Qaim Ali and representatives of the Chinese firm, Beijing Urban Construction Engineering Company, Iltifaat Ali Wasti and Azhar Jameel.

The plan includes remodelling of the Peshawar Bus Terminal, provision of filtered water to Peshawar from Warsak and Spaira dams, construction of the Matani-Bara road, northern and southern bypass highways and producing electricity from local canals to end loadshedding in the city.

Speaking on the occasion, Mr Bilour invited local and foreign investment in the NWFP in social and economic sectors and said the provincial government would ensure security of the investment.

He welcomed Chinese firm’s financing five mega projects and gave an assurance that the provincial government would not levy any tax on the firm. He said the present government had inherited the problem of financial constraints like other issues from the previous government, adding that the role of friendly countries like China in socio-economic development of the province was welcome.

He said provision of drinking water to Peshawar from Warsak and Spaira dams would reduce burden on tubewells of the city, besides saving Rs130 million of electricity bills only in the Town-I area.

Complaining about what he called the step-motherly attitude of the federal government about provision of resources and rights to the province, he said the NWFP was being ignored despite being the frontline province, first during the Soviet invasion of Afghanistan and now in the war on terrorism. He said a major chunk of foreign aid should be spent in the province. He said no development package had been announced for the Frontier province or Peshawar by the president or the prime minister although such announcements had been made for other parts of the country.

The minister, however, appreciated the cooperation and offers of friendly countries in this regard. He said a number of organisations, including a Japanese NGO, JICA, had offered investment in the NWFP.

Mr Bilour directed for auctioning plots in phase-III of Hayatabad to make available maximum resources for development of the city.

He directed for expediting work on expansion of three lanes of the Ring Road and completing the remaining part of the Ring Road from the Charsadda road to the Jamrud road.

He also directed officials concerned for development of phase-7 of Hayatabad and expansion of the Peshawar airport at a cost of Rs5 billion.

PESHAWAR, July 16: NWFP Chief Minister Ameer Haider Khan Hoti has sought the support of the federal government, other provinces and the world community in improving infrastructure of the province and providing maximum job opportunities to people.

“The people of this province are fighting a war meant for the survival of the entire country and they suffered a lot and rendered numerous sacrifices during the unrest,” Mr Hoti said while talking to Polish Ambassador to Pakistan Krzvstof Debnicki, who called on him at his office here on Wednesday.The chief minister maintained that besides skilled manpower, political and administrative reforms in the Federally Administered Tribal Areas were essential for the success of the US initiative to establish Reconstruction Opportunity Zones there.

The prolonged stay of Afghan refugees, he said, had badly affected the social sector of the NWFP and the province needed to be assisted in its urban development.

Mr Hoti said his government had adopted a comprehensive policy regarding development and improvement in various social sectors of the provincial capital. Under the policy, he said, 11 underpasses and overhead bridges would be built in the city.

Referring to Reconstruction Opportunity Zones in the Federally Administered Tribal Areas, the chief minister said the basic advantage of the preferential trade programme was the access of locally-made products to the US market.

PESHAWAR: NWFP Government on Thursday finalized arrangements for a bus service to be run exclusively for women in Peshawar.
Peshawar District Nazim Haji Ghulam Ali told Geo News that separate bus for women was the need of time, adding women and female students would benefit from the service.
He said these buses would be exempted from all kind of taxes. He announced separate bus stands would also be built for women. The transporters will be provided special packages and services, Ali said, adding all other arrangements including purchase of new buses have been finalized.

PESHAWAR, Sept 25: Keeping in view increasing incidents of terrorism across the country, police plan to install close-circuit television cameras at sensitive points in cantonment and other city areas.

An official of the cantonment circle said the plan was to have a network of CCTV cameras but it had not been yet decided how many cameras would be installed and where.

He said the proposal had been discussed in meetings long before but the high-ups concerned had not taken serious interest to take up the issue with the government for approval of funds.

In the prevailing circumstances, the official maintained, installation of cameras in sensitive areas had become essential, saying that for monitoring the movement of people and vehicles the cameras could be the only best source.

When contacted, SP (security) Sajid Khan told Dawn that work on installation of cameras had been initiated in some parts of Hayatabad and city areas.

Cameras, he said, would be installed at all important points to monitor activities of people and take immediate action in case of any untoward incident. He said the project was sponsored by the provincial government.

Its not that. When you leave a comment on all threads I assume there are updates but when I go there I just see a simple comment rather than an update. It bothers every one. I would suggest you bring an update from Hyderabad and everyone would stop bashing you.

Exactly! Its very annoying yaar, I come online and I see so many threads with new posts and I furiously start clicking on them in the vain hope of seeing some new pictures or an update, only to encounter a one-line post from yourself. So its very annoying and misleading.

Let me put it this way, this forum is not for chatting, esp. this particular sub-forum. It has a very specific purpose. And you might have seen that others also refrain from posting useless comments. If they do, even the seasoned forumers, their posts are moved/deleted and they ARE reprimanded. You'd usually see the mods telling others to not BS in these threads. Of course, a few such comments do no harm, but if that's ALL you do, and ten times a day, every time you log on, and then in every thread you see, then I think the mods need to talk to you. You contribute nothing except useless one-liners in the hope of having a good time and poor-man's chatting.

PESHAWAR Oct 5: As many as Rs50 million would be spent on developmental projects to help improve the socio-economic condition of downtrodden tribal people of North Wazriistan Agency, MNA Karmran Khan said Sunday.

Addressing an Eid Milan party arranged by Noor Ghazi Manzarkhel in North Waziristan Agency, he said that developmental grant would be spent on various sectors in accordance to priority and merit so that no area or village could be deprived of development.

The tribal people had rendered supreme sacrifices for the country in the past and will continue the same, he said. The lawmaker in categorical term said that nobody and foreign forces would be allowed to disrupt peaceful atmosphere of the agency and make bombardment on innocent tribesmen, women and children.

He urged the ulema and religious scholars to come forward and highlight the true teachings of Islam to curb the growing scourge of extremism and terrorism and promote the spirit of brotherhood, peace, tranquillity and social justice in the society.

PESHAWAR, Oct 16 (APP): A meeting to prepare recommendations and brief for the Steering Committee on Housing Development was held with NWFP Secretary for Housing Dr. Tashfeen Khan in the chair here on Thursday.
The meeting besides the Director General Provincial Housing Authority, Jan Ali Khan and Deputy Secretary Housing Arshad Khan was also attended by the representatives of Commercial Banks, House Building Finance Corporation, Private Builders and Developers Companies and authorities concerned of the Sarhad Development Authority, Industries, P&D, Finance, Revenue and Local Government Departments.

The meeting thoroughly debated upon the issues relating to availability of land, land title, land acquisition, computerization and registration of land, housing finance, resource mobilization, credit facilities and subsidies besides discussing incentives to developers/contractors/investors, public private partnership and joint ventures and provision of government guarantees to investors.

The meeting on this occasion directed the Revenue Department to identify old government colonies side by side providing details of state land in Peshawar as well as other big cities of the province to construct high rise apartments on it.

Similarly, the finance department was asked to submit its comments on Sovereign Guarantee for private builders. The meeting also directed the quarters concerned to provide details of Mashariqa of Islamic Banking regarding Housing Sector.

Secretary Housing Dr. Tashfeen in his concluding remarks asked the participants to look into the agenda and send their feed back at their earliest to finalize brief for the steering committee on housing development.

He said that the government was intending to make high rise apartments in the urban areas while developing residential plots in the rural areas to cater to the residential requirements of the people of the province.

He added that the department has so far identified three different sites for housing development in Peshawar besides identifying land for the purpose at Sheikhan Kohat, Jalozai Nowshera and state land in D.I.Khan.

He further said that efforts were underway to acquire 300 kanal state land of Jarma at Kohat. Similarly, the department was also ordered to make efforts for acquiring land opposite WAPDA colony at Taru Jabba on GT Road Peshawar for a Township.

PESHAWAR: Small and Medium Enterprises Development Authority (SMEDA), NWFP chapter, would soon prepare an economic development plan for the NWFP, Federally Administered Tribal Areas (FATA) and frontier regions that would explore business potential in the regions.

“We have so far prepared an economic development plan for 14 districts of NWFP province and the rest will be completed soon,” Provincial Chief, SMEDA Javed Khattak told The News on Friday.

After preparing NWFP and FATA investment guide, he said these guides containing economic development plans would be forwarded to the NWFP Chief Minister, Amir Haider Hoti and Governor, Owais Ghani for approval and would be published.

Counting SMEDA’s 10 years of achievement in NWFP, Khattak said it has played an instrumental role in formation of sector development companies. He said SMEDA had developed a development strategy for the uplift of marble and granite sector in Pakistan, particularly in NWFP. In this regard, he said they were facilitating the establishment of marble cities in Mohmand Agency and Risalpur.

Similarly, he said they were actively involved in gems sector and played a pivotal role in establishment of the first training institute, Gems & Gemological Institute of Pakistan (GGIP).

“Pakistan Gems & Jewelry Development Company (PGJDC) was established to implement the strategy developed by SMEDA in collaboration with stakeholders. SMEDA supported the company in establishment of gems exchange at Peshawar and ongoing support in organising weekly gems bazaar in addition to other development activities,” he said.

Khattak further said the organisation had help revive two sick industrial units in Hayatabad Industrial Estate, which employed 150 workers adding they were striving hard to further facilitate the opening of other sick units in NWFP.

Moreover, he claimed that SMEDA has taken up the task of establishing a Women Business Development Centre (2nd in Pakistan) in Peshawar, which would offer various services to the business women under one roof with a total investment of around Rs30 million.

Khattak further said SMEDA on the directives of governor prepared a proposal for Peshawar business city to be established on around 600 acres vacated by Kacha Ghari Camp and was presented to relevant officials from the Federal Ministry of Defense and governor for finalisation.

He said they have developed master and marketing plan for Peshawar business city and submitted same to the governor. About the development of FATA, he said SMEDA Cell was established at the premises of Fata Development Authority (FDA) adding that the objective of cell is to facilitate FDA in different business developmental initiatives, to be undertaken in FATA in the areas of minerals, skill development and industrial development. “This cell would also execute SMEDA help desk facility and result as a source of facilitation to SME’s from FATA,” he added.

PESHAWAR, Oct 25: The NWFP government on Saturday formally set up a new department to exploit and develop natural resources including hydropower generation, oil and gas of the province.

A notification issued by NWFP Establishment Department said that the new entity was named as Energy and Power Department that would work as a separate provincial department to look after the three main natural resources of the province.

Creation of a new department for hydel power generation, oil and gas was on the cards since long as the government intended to consolidate efforts for exploitation of energy resources, which was still a neglected area in terms of institutional mechanism, said an official.

The ANP-led coalition government had set up a committee headed by additional chief secretary to work out modalities for the new department, as on compilation of its recommendations a formal notification was issued here on Saturday, paving way for its establishment.

NWFP is blessed with immense potential of hydropower production, as the government can easily generate 28,000MW electricity through setting up small hydel stations at various places. Out of this only 3,945 MW has been exploited mainly because of lack of pragmatic approach.

Similarly, the province also has huge deposits of oil and gas in its southern parts including districts Kohat and Karak, which can open another avenue for resource mobilisation for cash-strapped provincial government.

The new department, according to notification, will look after matters under articles 154, 157, 158 and 161 of the 1973 Constitution and framing policies for the province in their respect. These clauses of the constitutions deal with electricity, oil and gas generation.

Similarly, it will be responsible for issuing and canceling of licences to the private electric undertaking, certificates of competency to electrical supervisors and licences to electric contractors under the Electricity Act, 1910, levy and collection of electricity duty under West Pakistan Finance Act, 1964, monitoring of tariff of Peshawar Electric Supply Company and other power distribution companies for regulation of tariff.

The new department will take over the administrative control of Sarhad Hydel Development Organisation, which is currently serving under NWFP Irrigation Department.

Likewise, all maters pertaining and auxiliary to hydel power stations of Wapda or any other public or private sector agency located in NWFP, advising the provincial government on thermal, solar, wind, coal, nuclear and any other kind of renewable energy generation, coordination with the federal government in respect of grant of licences for oil and gas exploration in NWFP and cooperation with such companies and organisations undertaking such ventures in NWFP will be its main functions.

PESHAWAR, Oct 30: Pakistan can fetch $100 million by increasing export of sporting arms within the next three years, an official of Pakistan Hunting and Sporting Arms Development Company (PHSADC) said here on Thursday.

The federal government has replaced the management and redefined the vision of PHSADC, a public sector institution established some two years back, mainly to activate it and achieve the export targets, said Nauman Wazir, the newly appointed chairman of the company, while speaking at a press conference.The PHSADC was established under Section 42 of the Companies Ordinance 1984, as a subordinate body of the Ministry of Industries, Production and Special Initiatives to develop the local arms industry particularly in Dara Adamkhel in 2006.

The previous government had posted retired military officers as chairman and chief operating officer of the company, who could not execute the project during the last two years because of management issues, law and order situation in Dara Adamkhel and flaws in operational strategy, said Mr Wazir.

Figuring out the redefined vision of the PHSDC, Mr Wazir said that special focus would be on Darra Adamkhel to develop it into an organised industrial zone.

Likewise, it will establish linkages for export of hunting and sporting arms and accessories, export any available weapons, replicas, stocks of weapons and accessories. Creating linkages with world market for constant flow of information, developing a library on hunting and sporting arms, organising seminars, exhibitions, study visits, developing a high value added market for hand-made replicas and guns and promoting hunting tourism in Pakistan will be some of its major objectives.

Mr Wazir said that new focus will be on improving skill level and quality in the value chain for producing hand-made customised guns, which he said was a real strength of local manufacturers. Similarly, promoting the associated products including leather and textile, enhancing competitiveness and documentation of arms manufacturing will be tackled during next three years.

Currently, he said, the volume of global arms trade was $25.6 billion out of which Pakistan’s share was just 0.003 per cent, which, he said, can easily be increased by exporting hand-made customised guns. The company had set export target of $100 million, which would be achieved in next three years, he maintained.

To a question, he said security constraints in Dara Adamkhel tribal region were a source of worry, but he believed that the situation would improve with possible changes in the war on terror policy.

About the expected results of the project, Nauman Wazir said the export of sports arms and accessories could be made up to dollar 100 million by the year 2011.

Similarly, he continued, 500 documented and registered SMEs would be set up in the country. Skills of about 250 artisans would be improved within three year, the completion period of the project. Over 200 amateur and professional sports persons would get education on gun safety and etiquettes in three years, he concluded.

LAKKI MARWAT, Nov 5: The federal government has sanctioned Rs50 million development package for the Frontier Regions (FRs), said MNA Zafar Baig Bhittani here on Wednesday.

Addressing Bhittani tribal elders from FR Lakki Marwat at the District Headquarters Complex in Tajazai, he said that funds would be spent on the well-being of the people of the six Frontier Regions.

Earlier the elders told the MNA that the Bhittani tribesmen had been confronted with problems in health, education, communication and electricity sectors. They said that special priority should be given to construction of roads, setting up of colleges and hospitals and launching electrification schemes. Mr Bhittani assured that maximum quantum of funds would be set aside for fulfilling the longstanding demands of Bhittani tribesmen.

He said that execution of uplift package in letter and spirit would help provide the basic amenities of life to the tribal people. Mr Bhittani also announced that ten thousand families of Frontier Region, Lakki would be provided financial aid under Benazir Income Support Programme. —Correspondent

PESHAWAR, Nov 4: The implementing agencies of NWFP government have utilised nearly eight per cent of the funds, within first three months of the current financial year, earmarked for the Annual Development Programme, indicating a slow-paced take off of the uplift activities in the province.

Statistics reviewed by NWFP Chief Minister Ameer Haider Khan Hoti a few days ago showed that provincial departments could not perform well in the first quarter compared to the corresponding period of the last financial year, when the utilisation ratio was 12.6 per cent.

Officials at NWFP Planning and Development Department (P&DD), the main coordinating body for development programmes, said that usually financial year began with a slow pace of uplift activities, because fulfillment of formalities for new projects took some time.

“Utilisation ratio will improve by mid year and it will be well in line with the targets set at beginning of the current financial year,” said a planner at P&DD.

The statistics showed that except higher education and research and development component not a single new scheme, reflected in the current ADP, could be started during the first quarter.

The ANP-led coalition government had unveiled ADP worth Rs41.544 billion, which included Rs27.148 billion earmarked for the projects to be funded from the provincial resources, Rs4.617 billion for foreign-funded projects, Rs468 million for population welfare schemes, Rs1.218 billion for district ADP and Rs8.093 billion allocated as province’s share in the projects initiated by the federal government in NWFP.

The provincial core ADP contained total 837 uplift projects, out of which 308 were due for completion, whereas by end of Sept only one project was completed. Of the total 836 uplift schemes, 322 are not cleared by the competent forums before their execution.

Of the total Rs41.544 billion, the government had released Rs11.210 billion during the first three months, whereas total expenditures were reported at Rs3.652 billion, putting utilisation ratio at 8.8 per cent of the total allocation.

Programme-wise utilisation position showed that of the total Rs27.148 billion allocated for provincial core ADP, the finance department had released Rs8.831 billion, whereas actual utilisation stood at Rs2.566 billion, showing a drop of 8.3 per cent, if compared with the spending in the corresponding period of the last financial year.

Utilisation on foreign-funded projects, however, showed significant improvement, as against Rs4.617 billion allocation, Rs2.049 billion were released, whereas net spending by end of first quarter stood at Rs974.59 million, almost 15 per cent higher than the utilisation of corresponding period of the last financial year.

Of the total Rs1.218 billion allocated for the district ADP, the finance department had released Rs211.91 million by end of first quarter, whereas actual utilisation was reported at Rs33.01 million that was 2.7 per cent of the total allocation.

PESHAWAR: Chief Executive of Peshawar Electric Supply Company (Pesco) Muhammad Qasim Jan has asked the consumers to save electricity by reducing extra consumption so that shortage created due to blasting of power pylon could be overcome.

He said some miscreants blew up the 500kv tower near Badhber in suburbs of the city at 11:55 p.m. on Wednesday that caused electricity suspension to many areas, including the provincial capital. The blasted tower No 328 fell on the 220kv Sheikh Muhammadi-Daudkhel-Domail transmission line and as a result the supply line was cut off, he told reporters here Thursday.

The Pesco chief said the power supply to different feeders in the provincial metropolis was restored one by one in one hour through alternate source, while work on the Sheikh Muhammadi-Daudkhel-Domail transmission line had been launched. He said the damaged transmission line would be restored within two-three days, as the Pesco engineers had launched work on the 500kv tower.

However, Qasim Jan appealed to the consumers to minimise electricity consumption so that chances of outages could be avoided as presently the shortage had been overcome through alternate source. He said the Pesco was still facing shortage of electricity by 200 to 300 megawatts, but was trying to carry out minimum loadshedding. The situation could be further improved by saving electricity through minimising load, he said. “It’s impossible to depute security personnel on almost 300 towers from Tarbela to Peshawar.”

Only general public could help in saving towers from the miscreants, Qasim Jan said, adding that the locals of Sheikh Muhammadi exchanged fire with the miscreants, who carried out three blasts at Saifan/Telaband towers, but the saboteurs managed to flee after committing the crime. He appreciated the Pesco engineers and other staff for providing electricity to Peshawar through alternate source and saving consumers of inconvenience.

It was fortunate that due to change in weather power usage had declined and load on transmission lines minimised, he stated and added that now with a little help of the consumers, power could further be saved by keeping extra lights switched off.

The total consumption of electricity in the province was 1,400 to 1,500 megawatts and the Pesco was still facing a shortfall of 200 to 300 megawatts, he said, adding that the loadshedding problem had been overcome to a greater extent and situation would further improve in the coming days. He said the power supply to the consumers of Bannu transmission line would also be restored within a couple of days.

PESHAWAR (November 24 2008): Federal Minister for Communications, Dr Alamgir Khan said on Sunday that the government will construct northern bypass around Peshawar that will make NWFP a hub of economic activity.

"The Rs9 billion northern bypass will connect Khyber Agency with Peshawar via motorway, Charsadda Road, Worksak road and Takhta Baig Khyber Agency," Alamgir Khan told APP.

80% reconstruction completed: official

MANSEHRA: A top official on Friday said that about 80 per cent of reconstruction work had been completed in Azad Kashmir and Mansehra district. The World Bank had assigned the Pakistan Poverty Alleviation Fund (PPAF) the task to carryout the survey and reconstruct 127,000 damaged houses in Azad Kashmir and NWFP.

So far about 80 percent work had been completed and remaining will be completed by March 2009, said Kamran Akbar, chief operating officer and team leader of reconstruction and rehabilitation project (RRP).

Talking to reporters in Siran valley, he said in 18 union councils of Mansehra, Abbottabad and Battagram, the PPAF had to disburse the housing compensation amount among 64,000 families. He said that 8,000 families had migrated to other parts of the country and could not be paid the said amount.

He said that PPAF, through its partner NGOs including Sarhad Rural Support Programme, Sungi and others, is strictly following the reconstruction criteria set by Erra to construct the earthquake resistance houses.

He said the PPAF had launched over 400 reconstruction schemes with the collaboration of SRSP in the valley to enhance the living standard and income resources of the survivor families as following the tragedy economy of these areas was shattered.

He said over 90 percent cases between owners and tenants had been addressed and payments had been made and now only 500 cases were pending because of litigations. He said the PPAF had disbursed $225 million among the earthquake survivors of NWFP and Azad Kashmir as housing compensation amount.

“The World Bank had given us $238 million to pay the housing compensation amount to 127,000 earthquake affected families. We have disbursed $225 million and remaining will be disbursed in the first quarter of year 2009,” saidKamran, who met the survivors during his visit and inquired about their newly reconstructed houses.

Plazas to replace cinemas in Mardan

MARDAN: Given the spiralling militancy, commercial plazas might soon replace three out of four cinemas in the city. Earlier, Mardan city had five cinemas — Golden, Taj, Nandara, Speenzar and Centre cinemas. Nandara has already been demolished while Speenzar and Taj would be demolished in a week or two.

By the same token, Golden Cinema owner Noor Muhammad Khan of Mardan Khas also wants to replace the building with a plaza. However, one of his relatives has filed a case over the cinema ownership and hence its fate would be decided after the court verdict.

The Centre Cinema is the property of the Punjab Regiment Centre, and the regiment officials have no plan to demolish it. All these cinemas were set up more than 50 years ago and local elders still remember the stories of old films.

Sarfaraz Khan, who lives in Hoti area and serves as driver of the District Headquarters Hospital medical superintendent, recalls old Indian films — ‘Aah’, ‘Zeenat’, ‘Awara’, ‘Andaz’, ‘Chori Chori’, ‘Mother India’, ‘Koh-i-Noor’ and a large number of Pakistani films like ‘Dulari’, ‘Ghoongat’, ‘Sarfarosh’, ‘Gulfam’ and ‘Koyal’. He said he was a fan of Madhu Bala and Dilip Kumar.

Shireen Kaka, an octogenarian, claimed that if the old films, particularly Indian, were reintroduced, the cinemas could pull crowds. The blast at Taj Cinema in July this year scared cine-goers, while the repeated threats by militants prompted the cinema owners to close the business.

MANSEHRA: Provincial Minister for Industries Syed Ahmad Hussain Shah has said the chief minister has approved reconstruction of 50 quake-hit schools in Balakot, adding that the government is striving hard to address the core issues like unemployment, price-hike and militancy.

He expressed these views, while addressing public gatherings in Baffa and Garhi Habibullah areas Monday. The minister said provincial as well as federal governments launched the military operation to get rid of the terrorists and militants who had an anti-Pakistan agenda and wanted to destabilise the country.

“We are about to defeat such elements and time is not far off when an environment of prosperity and development will prevail in the country and people will benefit from that,” he added.

The minister said the Pakistan People’s Party was capable of countering Indian government’s propaganda of dragging Pakistan in the Mumbai terrorist attacks. He said, “Neither Pakistan government nor any of its citizens is involved in the Mumbai incident and if India tried to attack Pakistan, people of the country and government will teach it a lesson as we are peaceful nation and expect that India should never consider our peace efforts as our weaknesses”.

He said, to eradicate the poverty, provincial and federal governments had launched various public welfare projects, including the Benazir Income Support Programme and Zakat system was also being modified to benefit the low-income people.

The NWFP government has decided to approach the federal government for commissioning a shuttle train service and improving the road infrastructure in the provincial capital.

The decision was taken at a meeting of the provincial cabinet’s sub-committee on Peshawar Development Package held here on Tuesday.

The committee had been tasked to chalk out a working plan for providing better facilities to people in the social sector, including health, education, transport and water supply.

According to Mr Shah, the meeting decided that the committee would soon meet federal ministers hailing from Peshawar to secure their support to improve the existing road network and commission a shuttle train service from Chamakani to Hayatabad.

The proposed meeting with the federal ministers, he said, would be held in Islamabad, where heads of federal ministries concerned would also be present to make timely decisions.

Shuttle train service is a long-awaited project, which could not materialise over the years because the railway track linking the Peshawar city with Hayatabad passes through the middle of the runway of the Peshawar airport.

Mr Shah said the issue could be resolved if the railway track was bypassed from the airport, saying “for this we will need railways minister’s help”.

Similarly, the road infrastructure of the provincial capital was in a shabby condition, said Mr Shah, adding: “Since the portfolio of communication is held by a minister from Peshawar, he can support us effectively in keeping the roads in good condition.”

The committee would compile its report, which would be sent to the chief minister for implementation, said Mr Shah.

The meeting, according to him, reviewed a number of projects to be initiated in Peshawar in the coming days, which included provision of potable water to the city from the Warsak Dam and construction of 13 underpasses for smooth and uninterrupted passage of traffic at busy squares.

Similarly, projects for improvement of public transport, controlling traffic and environmental problems, construction of modern bus terminal, starting work on the northern bypass to link the Charsadda road with the Jamrud road were also reviewed by the meeting.

The meeting also decided that old and smoke-emitting public transport vehicles would be replaced with new ones while both registration and permit issuing would be made compulsory for new public transport in future.

Shakeel Qadir, chief economist, provincial planning and development department, told the meeting that an emergency service offering medical cover during disasters was being put in place at three different locations in Peshawar.

The service, to be called Rescue 1122, will have centres at Warsak Road, Hayatabad Medical Complex and Haji Camp.

Also, he said, fire brigade equipment was being provided to the towns of Peshawar and latest fire extinguishing motorcycles would also be arranged to control fire incidents in narrow streets.

Hayatabad is a wealthy area... I'd imagine most people take a car into Peshawar from there? Wouldnt it be easier to have a shuttle train to Pabbi and maybe Nowshera since theres already a train track there? That way they can serve a population that would actually use the train, and cut down on GT Rd. traffic. They can also easily schedule the service around the daily trains coming from Punjab.

URUMQI, Apr 8 (APP): Pakistan and China have reached the consensus to develop friendly provincial level relationship by signing here an agreement by Xinjiang Uighur Autonomous Region and Pakistan’s NWFP to become sister provinces.

The pact was signed Tuesday by Xinjiang’s Governor Nur Baikeli and Pakistan’s Ambassador Masood Khan at an impressive ceremony held at Urumqi. Ambassador Khan signed the accord on behalf of the NWFP government.

It will enable NWFP and Xinjiang to forge cooperation in economy, trade, science and technology, culture, education, agriculture, sports, health and tourism.

Governor Nur Baikeli speaking on the occasion said that this agreement provides an opportunity to enhance economic cooperation between the two friendly and neighbouring provinces.

It will also enable to establish joint ventures, he said.

He invited the Governor and Chief Minister of NWFP to under take a visit to Xinjiang at their earliest convenience.

“This agreement provides a platform to intensify cooperation in economic, scientific and technological fields between Xinjiang and NWFP”, Ambassador Masood Khan said.

On behalf of Governments of Pakistan and NWFP Ambassador Masood Khan extended an invitation to Mr. Nur Baikeli to visit Pakistan in 2009.

Peshawar and Urumqi capitals of the two provinces established sister city relations in 1980s. Now the two provinces have also been intertwined.

Prime Minister Yousaf Raza Gilani on Thursday announced a Rs 62 billion canal project for Dera Ismail Khan to boost agriculture in the province.

While announcing a special relief package for the province, Gilani said the ‘Chashma Right Bank Canal Project’ would help cultivate 600,000 acres of land and enable NWFP to provide additional yield to other federating units.

National Assembly Deputy Speaker Faisal Karim Kundi praised the announcement, and thanked the prime minister for accepting the long-standing demand of the people of his constituency. The decision on the project was made by the prime minister in consultation with Finance Minister Shaukat Tareen and NWFP Chief Minister Ameer Haider Hoti.

The district government and Waste Management of Pakistan on Thursday signed an agreement for recycling of garbage from all the municipal towns, Hayatabad and Cantonment areas on scientific lines.

The agreement was signed at the office of Senior Minister Bashir Ahmad Bilour. District Nazim Haji Mohammad Umar and the company representatives inked the agreement in the presence of Senior Minister Bashir Bilour, Deputy Commissioner Sahibzada Mohammad Anees, Director Coordination Rehmat Kabeer, DG Local Government Abdul Jalil and PDA Director Development Engineer Aminuddin Khan.

Under the project, the company will install a modern garbage recycling plant at Peshawar costing Rs7.5 million euros (Rs1.5 billion) wherein 100 percent investment was insured by the company

Twelve new trucks and other equipment will also be provided to the four TMAs of Peshawar. The district government will provide 100 acres of land to the company at Dheri Baghbanan on 21 years lease. The project will help prevent the spread of diseases and environment pollution due to dumping of the waste and garbage of the city in the open while the waste will be converted into useful material after recycling besides creating 200 new job opportunities. The company will purchase the garbage of all the four towns of Peshawar, Hayatabad and Cantonment to the tune of 1000 tons daily at the rate of Rs100 per ton.

Bashir Bilour expressed the hope that the project of the cleanliness, beautification and environmental improvement of the provincial capital would contribute to socioeconomic development and investment activities. He said Peshawar would regain its past glory as the gateway of industrial and trade activities to Central Asian states after restoration of peace in the province and adjoining Afghanistan.

President Asif Ali Zardari will leave on a visit to NWFP province from February 10, sources said Friday. During his visit, the President will meet party workers and leaders in different cities and will inaugurate different development projects, sources added. The provincial workers and leaders of the Paksitan People’s Party are preparing to accord a worm welcome to the President on his visit to the province. The President had visited different cities of Punjab and Sindh recently where he held public meetings, sessions with party leaders and workers and inaugurated various development projects. Sources said the President, who is also co-chairman of the party, aims at promoting his party during his visit to NWFP.

Delay in completion of the NHA road projects, from 1-2 year, in the NWFP is going to cost an additional amount of over Rs2 billion in terms of cost escalation.
“The revised cost caused around Rs2 billion only in NWFP projects and projects under National Highway Improvement Programme (NHIP), while most of the road project in the province are still far behind completion,” official sources disclosed to TheNation on Friday.
The further delay in the projects could cause more loss to the national exchequer if it was not completed in stipulated time, the sources informed.
The original cost of all the projects in the NWFP including NHIP was above Rs 7,800 million and the revised cost due to delay is estimated to be above Rs 8,000 million.
Among the 16 NWFP road projects including (NHIP) projects, the cost of more than half of the projects was revised due to reasons including law and order situation, paucity of funds and change in plan, etc.
According to the official progress report made available to TheNation, expected dates for the completion of around five projects including Torkham-Jalalabad Lowari Tunnel and up-gradation of KKH have passed and completion dates of the remaining projects are too close.
It was observed that in most of the projects, expected date for completion was March 2010 while in most of the cases work on these projects was only 50 percent complete. It is pertinent to mention here that many important projects in NWFP including up-gradation of KKH, Lowari Tunnel, Torkham-Jalalabad are getting delayed due to plethora of reasons thus causing heavy loss in shape of revised cost.
It merits mentioning here that not only law and order situation, military operation and weather aspects are the reasons for delay but also change in plan, slow progress of the work, rectification of defective work also happen to be among the main causes of delay.
Official sources disclosed that the original cost of dualization of Shergar to Dargai Road was Rs 126 million and it was revised to Rs 244 million. In NHIP, the source informed, the original cost of Karachi-Hyderabad (40km) was Rs 572 million and it was revised to Rs 583 million. The progress report also suggested that most of the NHIP had been substantially completed, but the cost in these projects was also revised.

Hoti inaugurates first bomb-proof police station

PESHAWAR: NWFP Chief Minister Ameer Haider Khan Hoti on Tuesday inaugurated the newly constructed bomb and earthquake proof East Cantonment Police Station.

While talking to reporters after the inauguration, the chief minister said the state of the art police station was the first of its kind in Pakistan and was capable of bearing tremors of up to 8.7 magnitude earthquakes.

He said the first phase of the infrastructure rehabilitation projects for the police force had been started. He said work on 15 different infrastructure-related projects of the police force would start shortly across the province while 22 other projects were waiting for approval from the Planning and Development Department. app

ISLAMABAD (APP) - Peshawar city will witness the sun-powered streetlights soon, as a project has been set off in this connection on tentatively in the city to tackle the power crisis, a private news channel reported on Thursday.
Peshawar Development Authority started the project in Hayatabad, where on two points, streetlights energised by solar energy, have been installed. A streetlight accompanies two batteries of 50 kilogram and solar plates.
According to the PDA, these lights will be installed in different areas of Hayatabad if the pilot project turns out successful.

Pakistan Army is spearheading reconstruction and rehabilitation schemes in the militancy-torn Malakand Division and has so far completed 543 projects worth Rs.615.618 million and work on 1002 more was in progress under the supervision of the military in the region.Briefing a 20-member delegation comprising of journalists from Peshawar, D.I. Khan, Abbottabad and Nowshera Colonel Aftab, Incharge Civil Military Liaison for Reconstruction and Rehabilitation process in Swat said that military initiated the rehabilitation projects in the area after end of the operation.


In first instance, the services of electricity and telephone and roads & bridges of the communication sector were restored. Out of total 576 schools 393 were partially damaged by the terrorists. The restoration of the education facilities was a big challenge for which a mechanism was activated and in first instance assumed the responsibility of repairing partially damaged schemes followed by the communications, hospitals and road bridges.

The potential sectors of tourism and agriculture were badly damaged and the reconstruction and rehabilitation process were started while keeping these sectors into consideration. In first phase of the restoration of the services sector both civil administration and other stakeholders were also involved.Amongst the damaged schools, work on 170 has been completed and on 17 others was in progress. Similarly, 70 mosques that received collateral damages during the operation have been reconstructed and work on 7 other was in progress. In head of repairment of schools 205 schools were reconstructed with the Parents Teachers Fund and all partially damaged schools have been revived.
Amongst the completely destroyed schools 7 had been constructed by the Pakistan Army from its own fund while 23 other were reconstructed under the auspices of Army Engineering. A non-governmental organization, Islamic Relief has constructed 4 schools and a dispensary.
Vocational training, which does not even come under the domain of Pakistan Army has also been initiated and three institutes with one each in districts Swat, Buner and Malakand have been established for creation of employment opportunities in the region. These centres would be affiliated with NEVTEC.
In district roads, the military has repaired 300 kilometer roads while work on another 19.5 kilometer was in progress and 38 bridges/culverts have been completed. Three bridges, Ayub, Hazara and Kabal have been constructed to reopen main supply road. Two gymnasiums one each in Charbagh and Tahana have also been constructed for promotion of healthy activities amongst the youth.
In drinking water supply, 234 schemes had already been completed and work on 97 other was in progress. In establishment of community parks and provision of sports activities 4 projects have been completed and 3 other were in progress. Twenty one electricity schemes have been completed and 18 other were in progress.
Civil administration has also been involved in the construction projects to restore their confidence while the supervision of army will bring transparency in it. Donors, Colonel Aftab said are also satisfied with the work of Pakistan Army while civil administration is also being taken on board for its capacity building.
Regarding the revival of the tourism, he said work on the sector was continued since October last year and more than 300 tourists are daily crossing into the district through Landaki Check Post. He said that efforts were on for promotion of the soft image of the people of Swat and all stakeholders including tour operators and hoteliers’ association had taken on board in this regard.
Pakistan Tourism Development Corporation (PTDC) Motel, Miandam has been vacated by the military while efforts for the vacation of PTDC Motel, Kalam were in progress.
The response of the people to Pakistan Army is exemplary and they want army to stay in the area, the Colonel concluded.

Other participants on the occasion were US Ambassador for Economic Assistance Robin Rafel, ANP Provincial President Afraseyab Khattak, Speaker Khyber Pakhtunkhwa Assembly Karamat Ullah Chagharmatti, provincial ministers, MPAs, provincial authorities, ANP Office bearers and large number of local notables.

The chief minister said, “Southern By-pass will prove a milestone for profitable partnership between Pakistan and the US. The project will not only bring economic prosperity for people of Khyber Pakhtunkhwa but will also enhance trade links with other countries of the region including Afghanistan.” He termed the project a valuable gift for Fata and Khyber Pakhtunkhwa. He said, being a trade corridor, the highway will boost economic, trade and employment activities in the region. He thanked the US Government and President and Prime Minister of Pakistan for approval of the project and hoped their assistance in future development endeavors.

Hoti said, “We are passing a critical stage of our history where we are facing challenge of militancy.” He paid tributes to people of Khyber Pakhtunkhwa for gallantly facing menace of insurgency. He said current flooding adversely affected infra structure of the province after terrorism adding though current flooding did hit the whole country but Khyber Pakhtunkhwa status is different in a sense that it incurred the most life and material devastation and also paid huge price in the struggle against terrorism, he maintained.

Meanwhile talking to media men, the chief minister said Southern By-pass comprises of modeling and rehabilitation of Ring Road including 4 kilometers additional construction of Express way and additional lane and service road will also be constructed on both sides of the Ring Road. He said, from Hayat Abad, Express Way will meet Frontier Road and heavy traffic will use this Express Way to Khyber Agency, Afghanistan and advance traveling adding heavy traffic will seize going across Hayat Abad.

He said this project worth 3 billion will be completed in three years and the project also included broadening of bridges. He said, solar lights will be installed on express way for the first time as a pilot project. “Southern By-pass is a trade route and this will benefit people of Afghanistan along with people of Khyber Pakhtunkhwa.” He declared.

The chief minister said foreign donors will be consulted in connection with Northern By-pass. He said ring road project will only be beneficial incase circle of ring road has been completed. To a query regarding change in governor of the province, the chief minister replied he is not part of the process and had no clue in this connection. He said approval of Southern By-pass project on behalf of donors augment the donors have full confidence over it. He said work on reconstruction of road from Kanju to Madain with assistance from NAS will commence soon.

The chief minister said two projects of hydro power generation have started functioning in Machi (Mardan) and Kohestan while Wapda has handed over feasibility report of three projects to the provincial government and work will also started soon on it. The chief minister said donors and foreign investors have been asked for investment on partnership basis for utilizing capacity of hydro power.

The Federal Minister for Communications Dr Arbab Alamgir Khan announced on Monday that construction work on the Rs12 Billion Northern Bypass has started.
He said that after the construction of the Northern Bypass, due within a year, a new economic revolution will take place and it will also resolve traffic issues in Peshawar.
He said the multi-level flyover would resolve the traffic issues of Peshawar and this project would be completed in one year.
He added that the Ministry of Communications has released Rs1.8 million for the construction of two underpasses in Peshawar.
The Prime Minister has released Rs10 million for the construction of a flyover on Phase III Chowk in Hayatabad.
The minister also said that Rs1.7 million were released for the construction of a road from Hayatabad to Karkhano Chowk.

PESHAWAR: Khyber Pakhtun-khwa Minister for Sports and Tourism Syed Aqil Shah here Wednesday announced establishment of a mega Handicraft Centre in the provincial metropolis where artisans would be provided free space.

“Security situation in the province is far better than previous years and the provincial government is striving to promote sports, culture and tourism,” he said while speaking during the ‘Guest Hour’ programme at the Peshawar Press Club.

Peshawar Press Club President Saiful Islam Saifi and General Secretary Shahid Hameed were present on the occasion. Aqil Shah said the artisans from across the province would be given opportunity to display their handicrafts at the centre. He said tourism could play an important role in boosting the economy and giving positive image of the province.

Dilating on the government plans for promotion of tourism, the minister said there were plans to install cable car from Naran to Saiful Maluk Lake and make a water resort at Khanpur where ferryboat would be made available. He said the government would construct youth hostels at tourist destinations including Malam Jaba in Swat, Kumrat in Dir Upper, Garam Chashma in Chitral and Thandiani in Abbottabad.

“In June we are holding a fair at Kaghan and then later in Swat and Khanpur,” he said, adding that traditional sports would also be encouraged across the province.He said the Sports Department has planned to hold competitions of traditional games like Mukha, which is a type of archery, Kabaddi and races of bulls, horses and camel to entertain terror-hit people of Khyber Pakhtunkhwa.

He said soon a Memorandum of Understanding (MoU) would be signed with FIFA to establish an international standard football academy and volleyball nursery at Pabbi town in Nowshera on 6 acres of land.

He recalled the successful holding of the 31st National Games and appreciated the support by Chief Minister Ameer Haider Hoti, Corps Commander Peshawar, the media, players and officials of the participating teams.

Dusty and crowded Peshawar can hope to get a cleaner look as the Khyber Pakhtunkhwa government has reached an agreement with a Lahore-based company to establish a solid waste recycling plant in the city soon.

Not only the ambitious project is promised to improve cleanliness in the city by converting the tons of garbage it produces daily into organic fertilizer, and useful household items, but also to provide jobs to about 200 people.

Official sources said the Rs1.1 billion project was discussed at a meeting held on Friday under Senior Minister Bashir Bilour. Secretary local government Aurangzeb Khan, secretary Local Counsel Board (LCB) Attaul Haq, DCO Peshawar Siraj Ahmed and other officials attended the meeting.

Mr Attaul Haq told Dawn that the project would be inaugurated in April and the Lahore-based company would be provided all facilities for installation of the recycling plant.

Already, the provincial government has leased the company 10 kanals of land for the purpose in Dheri Baghbanan area on the outskirts of Peshawar city.

Mr Haq said that under the agreement the company would provide 12 vehicles for shifting waste from different areas to the site of the plant.

He said that solid waste would be converted into organic fertilizers, plastic chairs and other household items. He said that the government would share the profit with the company.

Mr Haq said that it was the first project of its kind in the province and after its success more such projects would be started in other cities.

The management of the proposed recycling plant will buy solid waste from the administrations of four towns at the rate of Rs100 per ton, Mr Haq said while citing rules of the agreement. He said that 1,000 tons waste would be bought daily from the four towns of Peshawar and 200 tons collected from the Cantonment areas.

The LCB secretary said that the city district government was bound to provide 500 tons of solid waste daily to the recycling plant.

Mr Bilour told the meeting that around 200 people would get jobs with the establishment of the recycling plant, says a handout issued after the meeting. He directed the company to ensure swift work on the project.

Early disposal of garbage for ensuring cleanliness in the city was a longstanding demand of the people of Peshawar. They had been calling for creation of a special office of trash commissioner to deal with the continuing garbage crisis.

Mounds of garbage spreading stinking smell could be noticed in the streets of the city. Residents have been resorting to setting trash on fire, raising fears of toxic smoke.

Dumps of garbage in certain parts of the city have been a permanent feature for the last many years, but despite repeated protests of the residents the municipal staff could not respond in an effective way to clean the areas.

11 mega projects okayed to ensure smooth traffic in Peshawar

Keeping in view the frequent blockade of roads and increasing flow of vehicles, a high level meeting, held under the chairmanship of Chief Minister Amir Haider Khan Hoti on Wednesday, approved at least 11 mega projects.

Qazi Laeeq briefed the participants about the proposals aimed at ensuring smooth flow of traffic and making easy access to the transport around the city.

Information Minister Mian Iftikhar Hussain told the journalists that the work on Gulbahar Fly Over, to be constructed with an estimated cost of Rs 670 million, would be started in the second week of this month and added that the fly over would go along one kilometer from Ring Road Bridge till Gul Bahar Chawk on main G T Road.

He further said the work on another fly over from Nishtar Hall till Bacha Khan Chawk on Charsada Road with an estimated cost of Rs two billion would be commenced from the second week of coming April.

Similarly, the construction work on an incomplete portion of Ring Road from Charsada Road till Jamrud Road would also be started during this period, he added.

He said the government could be in a better position to settle the road blockade issue inside the city with the completion of these projects He said the government was also planning to construct several other roads for easing burden on the existing roads.

Provincial Minister for Ushr & Zakat Haji Zarshaid Khan on Sunday said that work on Qadro-Mira Road costing Rs.10 million are underway that after completion would benefit 50000 people of Swabi District.

Addressing open public meeting at Maneeri Payan, Swabi, the Minister said that work on Rs. 4 million on Naso-Banda Road has also underway to provide better communication facilities to poorest of the poor and downtrodden. The farmers and growers would largely benefit from these schemes started with the consultation of local communities.

He said that government was well aware of people's problems and more amounts would be allocated for new schemes for Swabi district in the upcoming budget. He said that ANP is fighting against war and terror for survival of Pakhtuns and will establish long-lasting peace in the province with the support of people.

The Minister said that time is not far away when the dream of durable peace in KPK would be materialized.

PESHAWAR (APP): The Khyber Pakthunkhwa government will launch three mega projects costing Rs.1000 million to offset the mounting effects of desertification, climate change and global warming through bringing maximum areas under plantation.”To combat desertification, global warming and soil erosion, three mega forestation projects would be launched in Southern, Hazara and Malakand Circles in fiscal year 2011-12 to bring arid and semi arid land under forestry cover in Khyber Pakthunkhwa,” Environment Minister Wajid Ali Khan told APP on Monday.In addition to it, he said, 61 projects would be completed in fiscal year 2011-12 for which Rs.792 millon have been earmarked for forestry sector.In addition to direct sowing over 550 acres land, he said plantation would be carried out on 8600 acres land in Khyber Pakthunkhwa. Likewise, he said plantation would also be carried out on 500 kilometer roads besides bringing 8000 acres land under range management.To a question about Carbon Sequestration Project, he said that it was the federal government project aimed to bring semi and arid areas under forestry cover. The provincial government will also allocate funds for this project, he remarked. To a question, he said, 500,000 acre land has been brought under forestry cover due to Watershed Management Project in Hazara, Upper Hazara Circle and Turblea dam catchments area in Khyber Pakhtunkhwa.He underscored the need for initiation of such more projects in order to bring maximum areas especially catchments region under plantation.

CM lays foundation of Mufti Mahmood fly over

Chief Minister Khyber Pukhtunkhwa Ameer Haider Khan Hoti Wednesday performed the earth breaking ceremony of Mufti Mahmood flyover in Peshawar. The flyover would be completed in 28 months at a cost of Rs.1.77 billion and it would link Jail Road to Bacha Khan chowk.

The flyover after its completion would facilitate the flow of traffic between Rehman Baba Chowk and Bacha Khan Chowk. Addressing the ceremony that was attended by MNA Atta-ur-Rehman, Provincial Ministers and MPAs, the Chief Minister said Mulana Mufti Mehmood had rendered great services for the province that was why the project was named as Mufti Mehmood flyover. He directed the Peshawar Development Authority to ensure timely completion with quality work on the project. He further directed to ensure that the people did not face difficulty with regard to flow of traffic in the project area. The Chief Minister Said that his government wanted to launch the much needed projects in order to provide maximum facilities to the people adding that construction work of Benazir Hospital in Peshawar would be started during the next fiscal year.

Referring to a demand of Syed Zahir Shah, Provincial Minister for Health, the Chief Minister said that Charsadda Road would be linked to Warsak Road via Pajgai and work on this important project would be started during this year at a cost of Rs. 83 Crore. Ameer Haider Khan Hotti said that it had been a tradition of this province that political parties stood unanimous over important issues saying that the provincial government in consultation with other political parties would go ahead with a joint strategy to uncap the caped amount of Net Hydel Profit for launching Hydel Projects in the province. He added that work on Mutaltan project, Swat and Lavi project Chitral would be started during this year. He said that during the past few years, the province was receiving Rs.25 Crore as royalty of oil & Gas while this year the province would be paid Rs.15 billion under this head. Referring to the Govt initiatives for the development of Peshawar city, the chief Minister said that a comprehensive plan had been devised for the purpose. He said that more than 8 billion would be spent alone in communication sector under the plan.

The projects to be implemented under the plan include Arbab Sikandar Flyover, Mufti Mehmood Flyover, and flyovers and inderpasses at Phase-3 Hayatabad Intersection, Spin Jumaat intersection, Islamia College, Iqra Chowk, GT Road at Jinah Park Intersection, Machni Chowk at Khyber Road, Jamurd Road at Board Intersection, Tehkal Payan Intersection, Haji Camp Intersection, Dean Plaza Intersection, City Circular Road at Ramdas, Lahori and Ganj..Paying tribute to the services of Late Mulana Mufti Mehmood, the Chief Minister said that late Wali Khan Rahber-e-Tahreek and Mufti Mehmood had jointly struggled for the restoration of democracy and rights of Pakhtuns. He said it was a pride for him that he approved development projects after the names of those personalities who had rendered services for the people of this province. He said that work on Southern bypass was in progress which included remodeling and widening of the existing Ring road and construction of 4 KM long dual carriage way that would lead to Jamrud Road without passing through Hayatabad. He said that as a pilot project, solar lighting system would be introduced along the proposed dual carriage way.

Khushal garh bridge: PM approves Rs1b for key bridge

Prime Minister Syed Yousaf Raza Gilani on Thursday approved an additional fund of Rs1 billion for the construction of the Khushal Garh Bridge over River Indus.

He said that the completion of the Ghulam Khan Road that connects the southern areas of the Khyber-Pakhtunkhwa with Afghanistan would also open new opportunities in trade.

Khalifa foundation building bridge in Pakistan's Swat area

450-metre-long facility will connect 15 cities of the country

The UAE announced that work has started for the construction of Shaikh Zayed Bridge, which will be built in the Pakistan's Swat region.

The bridge that links 15 Pakistani cities and 45 villages on the two banks of the Swat River will be 450 metres long and 10 metres wide.

Abdullah Khalifa Al Gafli, director of the Pakistani assistance project, said that the bridge in the Khyber region is considered one of the most important charitable and humanitarian projects that comes in line with the directives of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan. He also pointed out that the bridge will serve half a million people in the region and will accommodate 4,000 cars daily.

Al Gafli also said the architectural and technical specifications used in the project are of the best level, and that the project is scheduled to be completed by the end of this year.

Development projects
The bridge is situated in the Swat area, part of the Swat valley, which is 160 kilometres away from the Pakistani capital Islamabad.

Al Gafli said the bridge is being constructed by the Shaikh Khalifa Bin Zayed Humanitarian Foundation. He said the foundation is keen to carry out ambitious development projects that will rehabilitate and establish the necessary and needed infrastructure in the country.

Enchanting valleys
The valley of Swat is enclosed by the sky-high mountains and green plains. Swat lies in the lap of mountain ranges. These gigantic mountain ranges run irregularly and enclose small but enchanting valleys.

New Khushalgarh bridge to bring prosperity: Alamgir

Federal Minister for Communications Dr Arbab Alamgir Khan Khalil said Thursday that the construction of new bridge at Khushalgarh will bring a new era progress and prosperity in the southern districts of Khyber Pakhtunkhwa.

He expressed these views while addressing a public gathering on the occasion of ground breaking ceremony of the bridge performed by Prime Minister Syed Yusuf Raza Gilani. The minister in his address said that this 373 meters long bridge will be a two-lane bridge which can be converted into four lanes in future to accommodate the traffic pressure. He said this Rs. 1.35 billion project will be completed in 24 months, and MOL Pakistan and OGDCL will provide assistance to the National Highway Authority (NHA) in this project.

Arbab Alamgir said after the discovery of oil and gas reserves in Kohat, this bridge will be of importance in transporting crude oil to Attock Oil Refinery. The minister said the present democratic government, which is moving forward with the vision of Shaheed Benazir Bhutto, has launched development projects throughout the country without any discrimination.

He said that the completion of new two-lane Khushalgarh bridge will bring revolutionary changes in the area and not only the people of the area will benefit from it but it will also boost trade, tourism, industry and agriculture of the country.

PESHAWAR: Chief Minister Khyber-Pakhtunkhwa, Ameer Haider Khan Hoti has inaugurated four canal patrol roads recently constructed by irrigation department upon his one day visit to Mardan. He also laid foundation stones of two other canal patrol roads and provision of sui gas to several villages.

Talking to local notables on the occasion, the Chief Minister said the Rag Naray Road has also been approved. The irrigation department supplemented that construction work on Rag Naray Canal Road will be completed by June next year.

The Chief Minister directed higher authorities of Sui Gas department, present on the occasion, for provision this basic life need to remaining areas.

He also directed irrigation department for installing grills and street lights along bank of canal upon inauguration of Bijli Ghar bypass road.
The Chief Minister also talked intimately to people gathered at different areas who were welcoming the chief minister despite fasting and scorching heat.

The Chief Minister sought problems of local notables and party workers separately. The people also chanted slogans in favor of the Chief Minister and thanked him on completion of large scale development schemes.

Two more hospitals in Peshawar on cards

The Khyber Pakhtunkhwa government is considering establishing two more hospitals in Peshawar to reducing massive patient influx into Lady Reading Hospital, said Khyber Pakhtunkhwa health minister Zahir Shah on Saturday.

Of them, one will be established on Ring Road and second on Kohat Road, the health minister told members of the Chemists and Druggists Association of Khyber Pakhtunkhwa and chief executives of Peshawar-based pharmaceutical companies at Sarhad Chamber of Commerce and Industry.

The minister said around 8,000 patients visited Lady Reading Hospital’s outdoor patient department daily and therefore, the proposal of the establishment of two more hospitals in the provincial capital for easing patient burden was under consideration.

He said hospitals would also be established at divisional headquarters level to reduce patient influx into Peshawar’s hospitals.

Mr Zahir said the government had resolved the issue of shortage of trained medical staff in provincial health facilities by employing 530 doctors on ad hoc basis and induction of 300 medical specialists.

He said an official committee would be set up for resolving the chemists and druggists association’s grievances about establishment of pharmacies/drugstores in the government-owned hospitals in the province. He said the issue would be resolved through dialogue.

The minister also said the companies producing substandard medicines in the province would be dealt with strictly to prevent a Lahore-like situation in which spurious drugs killed more than 100 heart patients. He said pharmaceutical units producing substandard drugs should be identified for action.

“The key to all problems is in an end to corruption,” he said, seeking the businessmen’s cooperation to the government to block Lahore-like tragedies.

Earlier, SCCI president Afan Aziz drew the minister’s attention towards Lahore deaths and demanded a countrywide crackdown on units manufacturing drugs of poor quality.

“Action against such companies is indispensable,” he said, adding that a comprehensive strategy should be put in place to transfer the drug regulatory role to the provinces and that Khyber Pakhtunkhwa should be given representation in the drug quality control board.

UK to give KP Rs30bn for better education

The British government has approved the Rs30 billion (203 million pounds to be exact) support for the Khyber Pakhtunkhwa elementary and secondary education department for the next five years.

A memorandum of understanding in this respect will be signed by the two governments next month, Education Sector Reforms Unit (ESRU) director Akhunzada Riaz Bahar told Dawn on Saturday.

Mr Bahar said the funding to be used under the education sector road map (ESRM), a brainchild of Britain’s Department for International Development (DFID), and ESRU, could be increased in future.

“The road map tells us that what are the major problems in achieving our education department goals and how to address these problems in the coming five years,” he said.

Mr Bahar said 60 per cent of the approved money would go to the elementary and secondary education (E&SE) through budgetary support for use in the areas prioritised by the education department.

He said 30 per cent of the funding would be spent on construction of schools and related facilities, while the rest would be used for technical assistance in many fields of the education department.

“DFID will hire construction firms for implementation of the plan,” said ESRU deputy director Hamid Naveed.

Mr Naveed said Rs3 billion would be released in February as the first tranche of the funding. He said four steering committees would be established on different levels for evaluation and monitoring of the road map implementation and the funding use.According to him, the chief minister will be the chairman of one committee, while the minister for elementary and secondary education will be its vice chairman.

The second committee is to be headed by the additional chief secretary and all relevant secretaries will be its members, while the third committee to be led by the secretary E&SE will be technical in nature.

The fourth committee will be formed on district level and will be headed by the respective district coordination officers, while executive district officers (education), parents and other stakeholders will be its members.

“These steering committees will review progress in their meetings to be held after every two months,” he said.

The ESRU deputy director said in preparing ESRM, the focus was on three key issues.

According to him, the first was to increase school enrolments, ensure provision of equality education to girls and marginalised groups and encourage private sector in elementary and secondary education; the second to increase retention of students in public sector schools, reduce dropout rates and improve transition to secondary schools, and the third to improve teaching and learning methodologies, create child-friendly environment, improve parent-teacher councils and upgrade schools.

IT park being set up in Peshawar

The provincial information technology department on Monday acquired 25,000 square feet space in Peshawar’s Deans Trade Centre for setting up an information technology park.

Establishment of a similar park is also planned in Abbottabad. To this effect, the IT department signed a memorandum of understanding with the Deans Trade Centre and another with Comsats Institute of Information Technology.

A cheque of initial payment was also given to chief executive officer of Deans Trade Centre Abdul Khaliq.

The function was held at the head office of the Khyber Pakhtunkhwa Information Technology Board (KPITB).

The government had announced establishment of the two IT parks last year to diversify its investment portfolio and promote information technology sector.

KPITB managing director Amjad Shahid Afridi told participants that the government had allocated Rs1 billion for the project for the next five years and agreed to release it at once to prevent the project from possible interruptions in case of any change in political dispensation.

Mr Afridi said the government would subsidise 80 per cent of power and air conditioning costs, while Pakistan Telecommunication Company Limited would provide free broadband services to startups in the two IT parks.

He said around 25,000 square feet of space had been acquired for the establishment of the IT park at Deans Trade Centre Peshawar and that would later be increased to around 100,000 square feet or a whole floor of the building.

He said investors could set up call centres and business process outsourcing and software houses in the two parks but vendors and other services were not included it.

The KPITB managing director said the government would try to keep the whole operation as one window to facilitate investors.

He said the provincial IT minister was to visit Afghanistan in March with a delegation to explore business possibilities there.

“There are huge business opportunities in Afghanistan and Peshawar has the unique opportunity to tap them,” he said, adding that investors could set up Pashto, Dari and Persian call centres at Peshawar IT park to do business in Afghanistan. He said KPITB was considering opening an office in Kabul to facilitate bilateral business relations and investment.

Provincial science and information technology secretary Mohammad Humayun told participants that the government consulted around 30 IT companies in Islamabad before going ahead with the project in light of their advice.

He said the government would prefer companies who will invest in the province in computerisation process of government departments.

Mega housing project to ease pressure on Peshawar

Chief Minister Ameer Haider Khan Hoti is expected to give a formal go-ahead for the construction of a multi-billion rupees mega city near Peshawar by first week of March, a government official said.

Asfandyar City to be built over 14,000 acres at an estimated cost of Rs160 billion is being touted as the biggest housing scheme in Khyber Pakhtunkhwa.

“This will cater to our housing needs for the next two, three decades and will reduce pressure on Peshawar,” director general, Peshawar Development Authority, Qazi Mohammad Laiq told Dawn .

“It will include a medical city and an educational city. Planning will be done on modern lines. It is going to be the jewel of Khyber Pakhtunkhwa,” he remarked.

The Planning and Development Department has approved its concept papers and a request has been made to the chief minister to convene a meeting to give it his approval, said Mr Laiq who expects the groundbreaking ceremony of Asfandyar City somewhere in June. “Asfandyar City will be bigger than Hayatabad and Regi Model Town put together,” he said.

REGI MODEL TOWN: The PDA DG said that part of the long-stalled Regi Model Town had been opened for construction work and an inaugural ceremony in this regard was planned on Feb 28. He said that all development work had been completed and plot owners could now start construction work in Zone-II. “Some people have already started constructing houses,” he said.

He claimed that other zones would soon be cleared for construction work. He said that final adjudication of the long-running boundary dispute with the Kukikhel Afridis would end after a legal battle in Peshawar High Court.

Mr Laiq said that the PDA had already paid Rs40 million to the Sui Northern Gas Pipelines Limited on the court orders to provide gas to Regi town, but a federal government ban on new connections was coming in the way. The DG said he would request the chief minister to seek intervention of Prime Minister Gilani and reprieve for gas provision to the town.

He said that a police station, market and mosque had been built and further measures were being taken to beef up security in the town.

RING ROAD: Mr Laiq acknowledged that slow work on Ring Road, Peshawar, could cause delay of months, but denied that the PDA was responsible for it. He however, declined to comment on reasons for the delay.

The 16km road is being rehabilitated and expanded by adding one lane each on the dual carriageway with the help of narcotics affairs section (NAS) of the United States with a cost of Rs5 billion. Work began in March 2011 and was expected to be completed by August, but the slow work has irked those commuting between G.T. Road and Hayatabad.

A government official put the blame on NAS itself for refusing to let a consortium of more than one contractor undertake the project. “The volume of the work could not be undertaken by a single contractor alone,” the official said, requesting anonymity.

GULBAHAR FLYOVER: The PDA DG said that work on Gulbahar Flyover was expected to be completed ahead of Dec 2012 deadline. This, he said, would greatly address traffic issues on the main city artery. He said that the flyover would be opened to traffic by July.

The one-kilometre flyover costing Rs670 million would cost half the money spent on half as long flyover built in Lahore, Mr Laiq remarked. The 500-meter flyover in Lahore had cost Rs1.5 billion, he added.

He said the PDA had also identified 11 interchanges to be built in Peshawar to address traffic issues in the city.

MISSING LINK: Claiming credit for reviving the northern part of Peshawar Ring Road from Charsadda Road to Pachaggi to Warsak Road, Mr Laiq said he not only revived the project – which remained shelved for nearly 20 years – but was also able to save considerable amount of money through a legal battle with a group of claimants.

He said that the chief minister had promised to provide funds to undertake the project that would eventually link up with Jamrud Road, bypassing the northern fringe of Peshawar.

PESHAWAR, Feb 28: The Khyber Pakhtunkhwa government has decided to expand the Bacha Khan International Airport and acquire land for it from the federal government through the defence ministry.

It also decided to convene a meeting of all stakeholders for advice on the matter for the federal government’s consideration and consent.

The decisions were made during a high-level meeting chaired by Chief Minister Ameer Haider Khan Hoti here on Tuesday.

Participants urged the relevant authorities to take practical steps for the airport’s expansion and development, and ensure availability of facilities there.

The chief minister said Bacha Khan International Airport would assume importance in the region after improvement in peace and stability.

He stressed the need for serious and practical efforts on part all relevant authorities for the airport’s expansion and development.

My Friend told me that they are buying all the property around airport to make it larger. On the back side of airport is the most expensive area of Peshawar.
They want a big runway to ease the landing and other affairs.

indeed. the area behind and in front of the airport are both considered asposh areas of peshawar.. on the airport's entrance side is the army cantonment. also, main artery of peshawar's traffic runs right after the end of the runway. it almost runs from one end of the city to the other. university town is nearby too which is another prime area of the city.

the area in front of the runway is preety open but the parking area of the airport is right next to a major road so i dont think there's room for expansion on the parking side. but the runway side has free space in front of it.

The UAE-funded Sheikh Khalifa Bin Zayed Bridge, which was built in the Pakistan’s Swat region to link a large number of cities and villages on the two banks of the Swat River, will be opened early next week under directives from the President, His Highness Shaikh Khalifa bin Zayed Al Nahyan.

In December 2010, the foundation stone was laid for the US$ 12.4 million project to replace the original, 40-year-old bridge which had been destroyed by the country’s worst floods.

The Shaikh Khalifa Bridge, 330 metres long, 10 metres wide and 6 meters high, is part of the UAE’s development and humanitarian efforts to support friendly countries.

“The new bridge which accommodates more than 5000 vehicles a day will serve 70000 people in the Khyber Pakhtunkhwa province north-west of Pakistan,” Director Pakistan Assistance Program Abdullah Khalifa Al Ghafli said.

The highest internationally recognized architectural and technical standards and specifications were used in construction of the project. All the metal components of the bridge were manufactured in the UK. Special anti-erosion, anti-rust and humidity-resistant concrete was used to build the anti-earthquake structure which is also resistant to floods.

MANSEHRA: Syed Qasim Shah, special advisor to Prime Minister Yusuf Raza Gilani on Saturday said the New Balakot City would now cost Rs14.2 billion against the earlier estimate of Rs12 billion owing to delay in launching the project.

Talking to reporters here on Saturday, he said: “The government had got $6.5 billion from the international community by showing pictures of corpses and the flattened houses in Balakot, but it is a pity that the survivors have been living a miserable life in small shelters for the last seven years.”

He said the completion of the New Balakot City, which could address 70 percent miseries of the people of Balakot, was nowhere in sight.

“I don’t know who is wrong and who is right but I do know the cost of project has risen to Rs14.2 billion, which was earlier Rs12 billion because of the inordinate delay in the completion of development work,” he added.

Qasim Shah said that like Balakot, Muzaffarabad, the capital of Azad Jammu and Kashmir, was also declared “red zone” by a team of international geologists and seismologists.

He said that universities, colleges and buildings had been reconstructed in Muzaffarabad but the people of Balakot were deprived of even basic health services.

“The people of Balakot are deprived of health and education facilities just because the city was declared part of the “red zone” and due to relocation of old Balakot to the New Balakot City but even after the lapse of seven years the people couldn’t be relocated at the new city and are still living a miserable life in small makeshift houses,” Qasim Shah said.

Sheikh Khalifa Bridge opens in Pakistan May 27, 2012

ABU DHABI: UAE Ambassador to Pakistan Essa Abdullah Al Pasha Al Noeemi inaugurated on Friday the $12.6 million Sheikh Khalifa Bin Zayed Al Nahyan Bridge over the Swat River in Pakistan which would greatly help in the development of the area.

The inaugural ceremony was held in the presence of General Ashfaq Kayani, Pakistan’s Chief of Army Staff, Abdullah Khalifa Al Ghafli, director of the Emirati Project to Assist Pakistan, and a number of senior Pakistani officials.

Al Noeemi emphasised that human dimension is an essential component in the foreign policy of the UAE.

He said that the completion of Sheikh Khalifa Bin Zayed Bridge, funded by Khalifa Bin Zayed Al Nahyan for Humanitarian Works, would fulfil the needs of the people of area.

Reduced distance

The bridge will contribute to reaching other areas in a short period of time, pushing the wheel of economic development and improving living standards across the Khyber Pakhtunkhwa province.

“The achievement of the UAE project to help Pakistan is a result of continuous efforts and co-ordination between the Pakistani government authorities, civilians and the project management.” Al Ghafli said in a speech that the opening of the bridge on the Swat River is the translation of the generous initiatives and instructions by the UAE leadership to support developmental assistance to the Islamic Republic of Pakistan.

The bridge is one of the most important and essential bridges in Khyber Pakhtunkhwa province.

It is also regarded as one of the main crossing points for the people of the area and a central connection to the main road in the province.

The bridge would serve a population of around 70,000.

Its length is 330 metres with a height of six metres and the capacity is more than 5,000 vehicles per daily.

All the materials of the bridge were made in the UK and it has special technical and engineering specifications, which were applied during the construction process and according to international standards.

It is resistant to earthquakes and floods. Along the walls of the bridge there is a block resisting a water length of up to 900 metres.

The concrete used in the bridge is resistant to erosion, corrosion and humidity. The lighting system is operated by solar energy.

PESHAWAR: The Khyber Pakhtunkhwa government has decided to undertake special development programmes in the current fiscal year to boost up police department.

Official sources told APP on Sunday that massive allocation have been envisaged under the third phase of Police Support Development Programme aimed it to strengthen police department by constructing its infrastructure in the province. Under the programme, police stations, police posts and police lines would be constructed to improve security situation besides fighting the menace of terrorism.

The official said the government would construct and complete 31 police stations/posts and police lines in current fiscal year. Similarly, a mega project on strengthening rule of law will also be implemented with the assistance of United Nation's Development Programme (UNDP).

Focus would be made on construction of police posts and stations that were damaged/destroyed during terrorist's attacks.

For Home Department, projects pertaining to Police, Prisons and Prosecution Departments besides Rescue-1122 have been integrated.

In the Police Department's related schemes, main emphasis will be on completion of ongoing programs.

The government has allocated Rs3725 million to complete 31 one schemes in the new province.

The portfolio of Prisons Department incorporates projects for the construction and rehabilitation of Prisons, Solar energization and provision of water filtration plants besides enhancing security measures in jails.

This would help bolster security and improve overall law and order situation in KPK. (APP)

Peshawar Northern Bypass : Work to be completed within 3 months

Federal Minister for Communications Dr Arbab Alamgir Khan has said that the work on Peshawar Northern Bypass, which connects GT Road with Charsadda Road, would be completed within next three months while the road be opened for traffic.

He expressed these views while addressing a meeting in National Highway Authority (NHA) office, attended by Member Provincial Assembly, Khyber Pakhtunkhwa, Malik Tamash Khan, officers of NHA and representatives of the contractor.

The minister said that all funds had been provided to the contractor and that there was no hindrance in the completion of project. He added that the NHA was following a policy wherein funds were being provided to the contractors well in time so that all projects could be completed.

MPA Malik Tamash, who was representing the area residents, said that people had great expectations from the project while its timely completion would benefit them to a great extent. He also raised the issue of payments to the landowners on which the federal minister assured that landowners to whom award had been given would soon be compensated.

Federal Communications Minister Dr Arbab Alamgir Khan Khalil said that Peshawar Northern Bypass, worth Rs 12 billion, was a great project not only for Peshawar but also for the whole province. The construction of Phase-I of this project that runs from GT Road to Charsadda Road is in its final stages and tenders for Phase-II and Phase-III have already been floated.

Khushalgarh Bridge to be completed in 2013: Khalil

Federal Minister for Communications Dr Arbab Alamgir Khan Khalil has said that with the construction of 102 kilometers Jund Approach Road adjacent to Khushalgarh Bridge and a 75km long rail and road bridge will greatly facilitate traffic; and this new bridge over the Indus connecting Punjab and Khyber Pakhtunkhwa will cost 1 billion rupees and will be completed in October 2013.

He expressed these views while inaugurating the Kushalgarh Approach Road on the Jund side. On this occasion, Member Construction NHA Yousuf Ali Khan, General Manager KP region Fazle Nawab Khattak, Project Director Khushalgarh Bridge Nadeem Hussain Malik and other high officials were also present.

Arbab Alamgir Khan said that the Jund Approach Road will cost 166 million rupees and the contract for its construction has already been awarded. Arbab Alamgir said that Khushalgarh Bridge is a mega project of the country and its completion will further strengthen road links between Punjab and KP and will boost trade, tourism, industry and agriculture between the two provinces and that is why this project is considered a milestone in the development process.

Arbab Alamgir said that Rs 700 million conditional aid has been provided by MOLE Pakistan and OGDCL in the construction of this project. Arbab Alamgir also inaugurated the new rest house that will be constructed because the older one that did not fit into the design of the new bridge was demolished. The Minister said that work on Khushalgarh Bridge is in full swing and 40 per cent work has already been completed and the rest of it will be completed within the stipulated time.

Later on, Arbab Alamgir Khan also made an emergency visit of Kohat Tunnel and inspected construction work. While replying to questions of the media on this occasion, the Federal Minister said that the government wants to strengthen all institutions and, with the Grace of Allah, we will complete our term and next general elections will be free and fair and Pakistan People's Party will again come into power by virtue of its performance.

Replying to a question regarding war on terror he said that our country is playing a frontline role in the war against terror and KP has been the hardest hit. Arbab Alamgir Khan said that Kohat Tunnel is the only link between the Southern Districts and provincial capital Peshawar but this tunnel, unfortunately, has been the target of terrorist acts which have greatly damaged the sophisticated systems inside and the materials that had been imported from Japan.

Arbab Alamgir Khan said that the present democratic government of PPP is determined to complete the development process within time and the Communications Sector has made record contributions in this regard. He also urged the construction staff to complete the construction work of Khushalgarh Approach Road, Railway Overhead Bridge and Kohat Tunnel on priority basis.

Actually the flyover is supposed to provide smooth flow to the traffic coming from ring road towards the city without stopping at gulbahar chowk and nishtarabad chowk.

PESHAWAR - Khyber Pakhtunkhwa Chief Minister, Ameer Haider Khan Hoti has said that people afraid of Mardan’s development have no right to practice politics. He said that Abdul Wali Khan University, Bacha Khan Medical College, Agriculture and Engineering Universities were future of Mardan alongside the youths. He said that 63 years deprivation would be diminished. He was addressing local notables at Rorhya and Chamtar in Mardan on Monday.MNA Himayat Ullah, ANP Provincial Vice President Engr Abbas, District President Farooq Akram Khan, General Secretary Imran Mandori, President PK-23 Haji Shah Nawaz, General Secretary Latif-ur-Rahman and a large number of local notables were also present on the occasion.

The CM inaugurated newly built road, costing Rs 5.6m in union council Rorhya. The Chief Minister requested all the political parties to promote politics of services and assist him in collective development of Mardan. He expressed sorrow over criticism on Mardan uplift, saying that it was not serving Mardan and even not allowing others to do so. He said that Abdul Wali Khan University was spreading light of knowledge in Mardan and its branches have spread to Buner, Dir, Swabi, Nowshehra and Chitral. He said that future of youth and Mardan was linked to institutes of higher and professional education spread on an area of 5000 Kanal. He said that it was all due to red flag and unshakable trust of the people and Mardan has been given its due rights after six decades.

The Chief Minister said that network of city and link roads have been spread along with Eastern and Western bypasses, which will usher revolution in lives of the people and economic activities. He said that service road to Jhanday will be constructed on both sides of Western Bypass while work on making Mardan-Charsadda Road, dual carriage has commenced. He said that work on Women Commerce College in Chamtar was speedily progressing while classes will start in three months in rented building. He said that upgradation of schools and construction of new rooms will cost Rs 58 million while Rs 150 million will be spent on small schemes in the constituency. Sher Akbar Khan, Haji Etebar Khan and Haji Bahadar Khan along with dozen companions and family members announced association to ANP on the occasion.

The chief minister welcomed new party workers and offered them red caps. The chief minister thanked the people on warm welcome and participation in gathering despite heavy rain.

Wajid orders construction of Mingora Bridge

PESHAWAR: Provincial Minister for Environment Wajid Ali Khan on Friday directed the authorities to start work on the construction of Mingora Bridge within 15 days.

Talking to officials of Frontier Highway Auhtority (FHA) the Minister directed the authorities to remove the temporarily constructed bridge.

He also directed traffic police to use alternative ways for the traffic so that there should not be any hurdle for the public due to the construction work on bridge, he added.

Wajid Ali Khan also directed the Sui gas, PTCL and WAPDA officials to remove their wires and connections temporarily form the bridge.

Wajid Ali said that work on the construction would be start soon on bridge while all arrangement had been completed for it. He maintained that the bridge would be completed in seven months and directed the authorities concerned to immediately start work on removing the temporarily bridge. He also directed the FHA officials to use standard material in the construction of bridge.

He's right. If you post an Urdu article please at least write a one line translation of the main point. It's only fair for people who can't read Urdu.

On the other hand, it may be a good idea for people to start learning to read Urdu. If you're a Pakistani it will help you. Even my sons can't read and write Urdu but I wish I had taught them.
