UAE eyes cooperation with Reunion Island

APA-Saint-Denis (Reunion) The United Arab Emirates ambassador to southern Africa, Al Ali says the Island of Reunion has everything needed to give the country a glowing tourism industry.

“You have a lovely island, beautiful landscapes, a highly welcoming population, very good infrastructure, political stability which are excellent assets to attract tourists.

I have more especially appreciated the nature and the greenness of landscapes, we are interested in this,” Ali said Saturday at the end of a three-day visit to Reunion.

Ali’s visit was organised by the Reunion South African Cooperation Association in the Island country.

It was the ambassador’s first visit which was intended to explore avenues for cooperation between the two countries and investment opportunities in the Indian Ocean French region.

It is also the first time a high-ranking UAE representative pays an official visit to the island.

Three times smaller than Corsica, Réunion has a population of 720,000, of which a quarter live in the attractive small capital, St. Denis, with its many Creole mansions.

The population is growing quite rapidly, and Réunion is expected to have a population of 1 million by 2025 according to the housing study group Agorah.

The government has pushed tourism to address economic growth. But Réunion is still highly dependent on continued generous financial assistance from France. Movements sponsoring independence have been sporadic and there is very little will to sever ties with Paris.

Réunion is an Overseas Department of France (DOM). French taxes apply, and social French citizenship rights are given. French is the official language, but Creole is the most widely spoken.

Almost exclusively visited by French holidaymakers, Réunion nevertheless offers all the usual benefits of a holiday to France - first class and an incredibly varied food, a chic and civilised lifestyle, boules and baguettes - but with an exotic setting, with an incredibly varied population composed of Africans (35%), Europeans (25%), Tamils (25%), Chinese (4%), and Gujarati Muslims (3%).

As in France, there are no restrictions on foreign ownership of properties.

RENTAL YIELDS
Yields are low at 4.5%

Real estate prices are quite high, given the general standard of living. A 120 square metre (sq. m.) apartment might cost around €240,000, or €2,000 per sq. m. This could rent for around €900 a month, giving a gross rental yield of 4.5%

One reason for these low rental yields is that French real estate investors draw their profits from the tax breaks on the initial investment, rather than from the rental yields. The DOMs are well-served by these tax breaks, particularly by the Loi Girardin. Foreign buyers can hardly hope to compete with the French, whose cost of capital is considerably lower.

Around 57% of dwellings are owner-occupied, and 40% in rental occupation. Slightly under half those renting property are in social housing.



TAXES AND COSTS
Rental income tax is surprisingly low

Réunion’s tax system exactly mirrors that of France.

Rental Income: The effective rate of tax on gross rental income accruing to non-resident foreigners is likely to be around 5.6% on an income of €1,500/month and 13% on an income of €12,000/month, according calculations provided by Anthony & Cie.

Capital Gains: EU residents and residents of France now pay 16% on the net gain, after inflation relief, and after deduction of acquisition and improvement costs. Non-residents of an EU country pay CGT at a rate of 33.3%, subject to any applicable double tax treaty.

Inheritance: French private international law uses the standard double rule on inheritance: the law of the deceased’s domicile applies to moveable assets, and the law of the location of the property applies to immoveable assets.

Residents: French residents are taxed on their global income at progressive rates from 5.5% to 40%.



BUYING GUIDE
Transaction costs range from high to very high

Round-trip transaction costs in Réunion, as in France, are high. Total costs for old properties (more than 5 years) can range from 16% to 27%. New properties without previous sales have the highest costs at 27.6% to 44% because of the 15.4% VAT. Notary fees for old properties are fixed at 8% while it ranges from 2% to 5% for new ones.



LANDLORD AND TENANT
Tenant protection laws are onerous

Reunion follows French tenancy law, which is very pro-tenant.

Rent: Though the initial rent can be freely agreed, the rent can only be revised once a year, and not more than the increase in the (new) INSEE rental index. In combination with a highly restrictive contract structure, this means that rentals of old apartments have tended to drag well behind new rentals and prices.

Tenant Security: An unfurnished property contract has, as a minimum, a three-year term, though furnished property contracts may be for one year. In both cases, even when the contract ends, the owner can only recover the property if he or a family member intends to live there, or he intends to sell. In addition, eviction through the legal system takes a long time.

After competition, the Reunion Island Regional Authorities awarded us the schematic design
of the Tram Train project running through
out the northern coast for 70 km.

Our tasks :

- to ensure the best coordination between
the existing layout and the development plans
of each commune - in an island with a very strong urban growth and with a unique natural context...
- to determine when the Tram Train becomes
a tramway in the city streets, ensuring close connections to neighbouring areas, and when
it becomes a train speeding up to 100km/h, serving mainly transportation hubs ;
- define and locate the hubs ;
- design the line's urban environment,
where it becomes a tramway...

The project will involve the crossing of 9 towns, both through the town centres and their outskirts, as well as the boring of a 10km- long tunnel.
In the countryside, the Tram Train runs alongside the main road, and composes with it a parkway - a large linear garden which curves into the cane fields, between coastline and volcano.
The parkway is crossed by the preexistent vegetable lines: the cocoanut-planted alleys
of the colonial plantations, as well as that
of the gullies, running perpendicular
to the ocean...

The completion of the first section is forecast
in 2010 !

Sao Tome and Principe, Equatorial Guinea's island of Bioko are another story however, although we are seeing development in Malabo and the coastal city Bata.

Am impressed by how international Reunion is - there are Chinese temple, Hindu temple, very "Dutchie" windpower plants ; the island itself seems like a blend of Africa and France .

And not to forget the amazing tram project. I think Reunion will one day be another ( or better than ) Maurice.

I am surprised by the level of development hereas well as natural beauty.

Really nice thread, but damn look at Reunion and Comores (for reasons of comparison), one opted for independence the other opted to stay a part of France - colony - but were once very poor. Comores is still utterly poor and stumbles from one coup the other. An island of Comores wanted to join France/EU in a referedum but its wish was turned down. they missed the chance now they seem to be doomed.

But what is La Réunion doing in the African section? It is a European dependency, after all. It has nothing to do with Africa. So someone should transfer it to French or European sections of SSC.

I didn't expect Reunion Islands to be so nice-looking. It is actually nicer and more cosmopolitan than the neighbouring islands of Mauritius and the Seychelles. I will definitely visit the islands in the future for a holiday. But I just wonder if English is popular in the islands so that I don't have to learn French. Can anyone tell me?

Dubai Air Austral Air Austral is an airline based in St Denis, Réunion. It operates scheduled and non-scheduled services from Réunion. Its main base is Roland Garros Airport, St Denis[1]. , the La Reunion-based airline, yesterday confirmed an order for two A380s at a list price of $1 billion (Dh3.67 billion).

The all-economy configuration for the two superjumbos will be at a record 840 seats, the highest capacity for passengers on a commercial aircraft. The standard three-class layout of the aircraft seats 525 passengers.

Scheduled for delivery in 2014, the European manufacturer's superjumbo will service the Paris and Saint Denis, La Runion route.

An engine deal of $240 million for the two aircraft was signed earlier at the 2009 Paris Airshow with Engine Alliance, a joint venture between General Electric and Pratt & Whitney.

The ten-year fleet management agreement includes eight GP7200 engines as well as maintenance, repair and overhaul Maintenance, Repair and Overhaul or MRO is a multi-billion dollar industry which works on international authorization rules to deliver a safe airline operation and to assure reliability and availability of customer fleets. .

In addition to Air Austral, the GP7200 has been signed to power A380 aircraft for Emirates, Etihad Airways, Air France, Kor-ean Airlines and the International Lease Finance Corp.

The high-density configuration will result in the lowest fuel cost per passenger, the European manufacturer of the superjumbo Airbus said.

Grard Ethave, president of Air Austral, said that he is convinced of the traffic demands on the route to Paris, especially with their low-cost model.

It currently has nine weekly flights to Paris from its base in Le Reunion, an island in the Indian Ocean. The airline is also in talks with authorities to fly to the French Caribbean islands.

Currently, 20 A380s are in service with four airlines, while orders for the aircraft stand at 202 from 17 carriers.

Airbus has signed an agreement with Nepal Airlines for an A320 at a list price of $77 million (Dh282.59 million) and an A330, with a list price of $181 million, at the Dubai Air Show. Deliveries are scheduled for 2011.

The new aircraft will be deployed on international services to Japan and will for the first time connect Nepal to Europe with direct flights. The dual-class A320 will be deployed on regional routes and operate as far as the Middle East as well as to South East Asia, the company said in the a statement.
